    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since only 2016, Hungary has achieved impressive growth in its official development assistance (ODA). Bilateral co-operation has increased, in particular, and relies on close consultation with partners. Hungary champions sustainable water management, combining diplomacy, domestic expertise and development co-operation. In fragile contexts, it focuses its support to local civil society organisations, and in particular faith-based actors. As it continues to make progress towards established DAC standards and ways of working, an institutional reorganisation provides Hungary with significant opportunities for further reform. This peer review provides a set of recommendations to increase the impact of Hungary’s engagement in partner countries, deepen collaboration across institutions and with stakeholders, strengthen internal systems, and balance tensions between domestic and global objectives.

    Abstract: Evaluation is the foundation of evidence-based policy. Yet there is a dearth of reliable impact evaluation in the area of SME and entrepreneurship policy. This publication issues OECD guidance on how governments can promote reliable SME and entrepreneurship policy evaluation. It emphasises practices including using control groups, setting clear policy objectives and targets and accounting for business survival and non-survival. It shows that reliable evaluation of SME and entrepreneurship policy is increasingly accessible given improvements in data and techniques in recent years and illustrates this with examples of 50 reliable evaluations across many SME and entrepreneurship policy areas and 28 OECD countries. Overall, the publication issues a call for more systematic and reliable evaluation of SME and entrepreneurship policies following the guidance offered. The publication also examines the findings of reliable evaluations internationally, including meta evaluations. The evidence is mixed but generally more robust and consistent for policies to improve access to finance than in the provision of training and advisory services. Some policies have positive impacts on key measures whereas others do not. The reasons are explored, including variations in the targeting of policies and in policy delivery approaches.

Supporting the diverse population in Dutch cities in finding their way into the labour market requires the efficient use of existing labour market instruments, advancing innovative methods of skills-based job matching and improving the cooperation between national, regional and local labour market institutions. This OECD report analyses current and future bottlenecks that could hamper the effective provision of local labour market services. It highlights policy options for strengthening the capacity of municipalities to support different population groups in making the transition from social welfare recipients to workers.

La Hongrie se fait le défenseur de la gestion durable de l’eau, combinant à cet effet diplomatie, expertise nationale et coopération pour le développement. Dans les contextes fragiles, elle concentre son soutien sur les organisations de la société civile locales, et surtout sur les organismes confessionnels. Tandis qu’elle continue de progresser vers les normes et méthodes de travail établies du CAD, une réorganisation institutionnelle offre à la Hongrie des occasions non négligeables d’approfondir la réforme. Cet examen par les pairs délivre une série de recommandations visant à accroître les retombées de l’engagement de la Hongrie auprès des pays partenaires, à approfondir la collaboration entre les institutions et avec les parties prenantes, à renforcer les systèmes internes et à établir un bon équilibre entre ses objectifs nationaux et ses objectifs de développement international.

This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: Micro-credentials are increasingly prominent in discussions around education, training and labour market policy. Policymakers, educators and trainers across the world envision micro-credentials to be an innovation with a multitude of potential uses and benefits – a sort of all-purpose solution for the problems confronting education, training and labour market systems – and some have begun to integrate them into existing practice and policy frameworks. However, evidence on the value and impact of micro-credentials remains scarce, limiting commitment on the part of stakeholders. This paper examines what is known about both the potential and limitations of micro-credentials with respect to enhancing learners’ labour market participation and outcomes, widening pathways from upper secondary to higher education, improving completion of higher education, and promoting social inclusion among disadvantaged learners.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

    Abstract: One in seven working age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Governments can help create an environment that supports social and labour market integration for people with disability. This report reviews the effectiveness of the social protection system for people with disability in Italy and summarises the results of a pilot carried out in four regions testing an alternative disability assessment. The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

Il recommande de passer d’un système d’appels à propositions annuels à un modèle de partenariats plus durable, de renforcer la capacité du MAE à se coordonner avec les acteurs des pays partenaires et de mieux aligner l'engagement international de la Pologne avec ses engagements en faveur du développement durable.

To develop ‘trustworthy’ and ‘responsible’ AI systems, there is a need to identify and manage AI risks. As calls for the development of accountability mechanisms and risk management frameworks continue to grow, interoperability would enhance efficiency and reduce enforcement and compliance costs. This report provides an analysis of the commonalities of AI risk management frameworks. It demonstrates that, while some elements may sometimes differ, all the risk management frameworks analysed follow a similar and sometimes functionally equivalent risk management process.

The Samoa Ocean Strategy offers a blueprint for such a pursuit, but there remain gaps and impediments. Il presente rapporto esamina l'efficacia del sistema di protezione sociale per le persone con disabilità in Italia. Riassume inoltre i risultati di un progetto pilota condotto in quattro regioni per testare una valutazione alternativa della disabilità. L'attuale processo di valutazione può talvolta negare i servizi alle persone che hanno bisogno di sostegno, mentre è generoso con le persone con problemi di salute significativi ma che non presentano una disabilità grave. Una valutazione della disabilità che tenga conto degli aspetti medici e funzionali, aiuta a indirizzare i servizi e le risorse verso le persone più bisognose. Inoltre, aiuta ad armonizzare l'accesso alle prestazioni e ai servizi di disabilità in tutto il Paese. L'attuazione della riforma sulla disabilità si è rivelata difficile in Italia. Il presente rapporto offre evidenza del fatto che la riforma può migliorare le condizioni delle persone con disabilità.

Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since 2013, Poland has aligned its 2021-2030 Multiannual Programme with the 2030 Agenda, under the leadership of the Ministry of Foreign Affairs (MFA). Building on recommendations made in Poland’s first peer review in 2017, this review identifies opportunities for the Polish development co-operation system to work better together, programme bilateral official development assistance (ODA) more efficiently, and enhance multilateral and civil society partnerships. Recommendations include moving from annual calls for proposals to a more sustainable partnerships model, strengthening the MFA’s capabilities to co-ordinate with other actors in partner countries and better aligning Poland’s international engagement with its commitments to sustainable development.

    Abstract: The COVID-19 pandemic had a severe impact on the Umbrian economy, and despite recovery of labour demand, the region faces challenges related to digitalisation, tight labour markets, and volatile demand for low-skilled jobs. To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

    Abstract: While Central Asia has proven relatively resilient to the shocks of COVID-19, China’s slowdown and Russia’s war in Ukraine, declining trend rates of growth across the region, lacklustre productivity performance and lingering global uncertainty underscore the need to address weaknesses in the business and investment climate. The implementation of predictable rules, the creation of a level-playing field between firms and greater competition in markets, in particular, could encourage both local entrepreneurs and foreign investors to invest and grow in the region. This report presents an assessment of progress since the 2019-2020 analysis of the legal environment for business and investment in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan against the backdrop of the changing international context brought about by COVID and the war.

    Abstract: Even though much uncertainty remains regarding the length of stay of Ukrainian refugees in host countries, continued fighting has dimmed prospects of an early return and the issue of labour market integration is becoming increasingly pertinent. Finding gainful employment commensurate with refugees’ educational and professional qualifications supports new arrivals in becoming self-sufficient and boosts the local economy. It also enables them to use and possibly further enhance their skills, which is crucial for the future recovery of Ukraine. This policy response outlines the existing evidence on the socio-economic profiles and labour market integration of Ukrainian refugees in OECD countries as well as relevant policies to further support labour market integration. Findings suggest that the labour market inclusion of Ukrainian refugees has been faster compared to other refugee groups. That said, much of the early employment uptake by Ukrainian refugees has been concentrated in low-skilled jobs, thus skills mismatches are widespread.

It played a leading role in the approval of the European Climate Law and adopted the Portuguese Framework Climate Law in 2021. This needs to be swiftly implemented to achieve carbon neutrality by 2050, improve climate resilience and protect ecosystems. Portugal has stepped up adaptation efforts but needs to do more to address multiple threats, including coastal erosion, floods, droughts and forest fires. The country is lagging behind in waste management. Meanwhile, the increase in freshwater abstractions in water-scarce southern regions is a concern. This is the fourth Environmental Performance Review of Portugal. It provides an evidence-based assessment of the country's progress towards its environmental goals over the past decade. The 26 recommendations aim to help Portugal improve its environmental performance, giving special focus to carbon neutrality.

    Abstract: The rapid advances of artificial intelligence (AI) in recent years have led to numerous creative applications in science. Accelerating the productivity of science could be the most economically and socially valuable of all the uses of AI. Utilising AI to accelerate scientific productivity will support the ability of OECD countries to grow, innovate and meet global challenges, from climate change to new contagions. This publication is aimed at a broad readership, including policy makers, the public, and stakeholders in all areas of science. It is written in non-technical language and gathers the perspectives of prominent researchers and practitioners. The book examines various topics, including the current, emerging, and potential future uses of AI in science, where progress is needed to better serve scientific advancements, and changes in scientific productivity. Additionally, it explores measures to expedite the integration of AI into research in developing countries. A distinctive contribution is the book’s examination of policies for AI in science. Policy makers and actors across research systems can do much to deepen AI’s use in science, magnifying its positive effects, while adapting to the fast-changing implications of AI for research governance.

    Abstract: About one in ten young people in Australia are neither in employment, education or training (NEET), a factor that may lower their long-term economic prospects and threaten their well-being. Individuals who did not graduate from upper secondary education, who have health limitations, or who are Indigenous are over-represented in this group. Preventative policies and interventions targeted at adolescents in their early- to mid-teens can reduce the share of young people out of employment, education and training. This report explores what is known about the potential preventative impact of educational and pre-employment interventions on later NEET status and presents a range of policies and initiatives from across the OECD that can reduce the NEET probability among key at-risk populations. The report covers interventions to prevent early school leaving and to promote student engagement and motivation; to strengthen career education, career guidance and employer engagement; and to improve the perception of the vocational education and training (VET) system and the learning of VET students. The report also provides recommendations on improving the monitoring and evaluation of youth policies in general and policies to keep young people in employment, education and training in particular.

La violence à l’encontre des femmes, expression la plus abominable des inégalités entre les genres, reste un enjeu de portée mondiale. Cette publication analyse les évolutions et les mesures en faveur de l’égalité des genres, comme la prise en compte de la dimension du genre dans les politiques et les budgets, les réformes visant à accroître la participation des pères aux congés parentaux et à la garde des enfants, les initiatives en faveur de la transparence salariale pour lutter contre les inégalités de rémunération entre les genres, ou les systèmes de lutte contre les violences basées sur le genre. Elle vise à élargir la vision de l’égalité entre les genres, afin d’inclure l’investissement direct étranger, l’énergie nucléaire et les transports. Faire progresser l’égalité entre les genres n’est pas seulement un impératif moral : en cette période marquée par un vieillissement démographique rapide, des taux de fécondité en berne et des crises qui se multiplient, les actions dans ce domaine contribueront à favoriser une croissance économique et une cohésion sociale plus respectueuses de l’égalité des genres à l’avenir.     Abstract: The OECD's Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members' development co-operation, highlighting good practices and recommending improvements. The Czech Republic's (Czechia) official development assistance remained stable on average at 0.14% of gross national income since 2016 and jumped to 0.36% in 2022 primarily due to the costs of hosting Ukrainian refugees. Czechia is recognised for its strong support to democratic transition and human rights. Its long-term 2018-2030 strategy ensures predictability and provides for flexibility. As the Czech development co-operation continues making progress towards established DAC standards, this peer review provides a set of recommendations to strengthen its institutional set-up to accelerate progress towards a more cohesive portfolio that explicitly addresses poverty and/or inequality, and to build better partnerships with local CSOs and the private sector.

L'ampleur des investissements nécessaires pour atteindre les Objectifs de développement durable exige d'améliorer l'efficacité des dépenses publiques, de mobiliser les financements privés, d'appliquer strictement les réglementations et de fournir des incitations adéquates. Il s'agit du premier Examen des performances environnementales du Costa Rica par l'OCDE. Il évalue les progrès réalisés par le pays en matière de développement durable, avec un chapitre spécial consacré à la biodiversité, et fournit 52 recommandations. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members' development co-operation, highlighting good practices and recommending improvements. The Netherlands continues to focus on its strengths and drives internal reforms to achieve sustainable impact. It stays engaged in fragile contexts, providing long-term and flexible financing. It is highly valued as a champion for gender equality, provides strong support to local civil society and takes action to tackle spillovers from its economic footprint. This peer review provides recommendations to enhance the Netherlands' engagement in partner countries by putting its ambition for locally led development into practice, ensuring its thematic approach is adapted to context, and clarifying its risk appetite. Reversing the trend of decreasing budgets was a significant achievement, but effects of in-donor refugee costs on the broader Dutch development programme need to be managed.

    Abstract: From the onset of Russia’s war of aggression against Ukraine, most refugee arrivals have been women and children, creating unique challenges for integration. The share of women among adult refugees is around 70% in most host countries and many have arrived with children, with the share of minors around 30%. Most OECD countries are supporting the socio-economic integration of Ukrainian refugee women through their pre-existing mainstream integration systems. Refugee integration policies have been, however, often created with different gender and educational profiles in mind, which may weaken outcomes in the longer term. There are some promising targeted measures available in OECD countries to support the socio-economic integration of Ukrainian refugee women. These include counselling, networking opportunities, training, and work placements, but also general community-building activities aimed at women.

Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

In addition, the report provides an overview of OECD's initiatives to support capacity building on tax in Africa, many of which are undertaken in partnership with other international and regional organisations. Finally, the report reflects on the broader tax policy agenda including VAT, tax transparency, tax and crime, digitalisation of tax administrations, and tax and informality. This report was prepared by the OECD to inform the discussions at the October 2023 Africa Roundtable in Marrakech hosted by G7 Finance Ministers and Central Bank Governors.

The most common types of interventions were those focused on agriculture value chain development, skills training, and the promotion of entrepreneurship and small and medium-sized businesses. The paper assesses the achievements of the G20 Initiative for RYE, analyses different RYE programmes and provides recommendations for future G20 initiatives and RYE programming. Despite great progress, much remains to be done to tackle rural youth employment challenges.

Le marché du travail bruxellois récompense la formation. Faciliter l'accès aux formations disponibles en Région est donc une priorité, notamment pour qu'elles soient adaptées aux différents besoins de la population. Réduire les entraves à la formation est un autre levier d'action. Pour le service public de l'emploi, la simplification des parcours, la mobilité géographique des chercheurs d'emplois moins diplômés et une meilleure prise en compte de la dimension migratoire de l'exclusion peuvent, chacune à leur manière, aider un plus grand nombre de bruxellois à trouver un emploi de qualité.

The report compares gender gaps in labour and educational outcomes in Colombia with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Colombia can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women's labour income. Earlier reviews in the same collection have looked at gender equality policies in Chile (2021) and Peru (2022).

La Nouvelle-Zélande est un partenaire apprécié dans le Pacifique, principale région bénéficiaire de son aide publique au développement (APD). Sous la responsabilité du ministère des Affaires étrangères et du Commerce, l’attachement à l’appropriation nationale et régionale, les efforts déployés pour intégrer le savoir et les valeurs autochtones, ainsi que les engagements pris pour accroître les financements climatiques témoignent de l’engagement de la Nouvelle-Zélande et de la pertinence de son action. Cet examen par les pairs recommande à la Nouvelle-Zélande de tirer le meilleur parti de l’intégration plus étroite de la politique étrangère et de la politique de développement dans le Pacifique, de renforcer les ressources humaines, de créer les conditions nécessaires à une prise de décision efficace et efficiente, d’améliorer la transparence, de favoriser une meilleure compréhension de la problématique du développement au sein de la population, de promouvoir les liens entre les investissements liés au climat et d’autres priorités, et d’établir un plan pour accroître l’APD, de manière à concrétiser ses objectifs stratégiques.

    Abstract: A growing number of OECD countries are facing the challenge of making their public service more attractive, even as public policy management becomes increasingly complex and requires new skills. This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

    Abstract: This paper maps “who does what” across levels of government in OECD countries in relation to active labour market policies (ALMPs), with a focus on the role of subnational governments. It highlights recent reforms in the multi-level governance of ALMPs in a number of countries, and shows that in about two out of five OECD countries, subnational governments have some type of formal competences for delivering ALMPs. It also shows other ways subnational governments are commonly involved in such policies. This includes delivering their own labour market programmes, often targeted to those farthest from the labour market or facing multiple barriers to employment. Finally, it considers some of the benefits and drawbacks of more decentralised approaches to ALMPs and offers some general principles for managing these trade-offs across different types of governance systems.

    Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.
