    Abstract: Functional areas such as integrated local labour markets exist across countries’ entire national territory. However, most OECD countries have focused their work on larger cities and their surrounding area of economic influence by establishing the concept of functional urban areas. Extending this concept to non-urban areas can help policy makers analyse subnational developments and design spatially better-targeted policies. The report Delineating Functional Areas for all Territories provides a comprehensive review of existing approaches to delineating functional areas across countries’ entire national territory as a tool for territorial statistics and regional policy making. The report explains the rationale for functional territories as a complement to established administrative geographies. It discusses the most important challenges and the methodological aspects of delineating functional areas based on travel-to-work commuting flows or novel sources of data and develops a set of methodological guidelines that are applied in five OECD countries, demonstrating the feasibility of delineating functional areas across diverse types of country geographies in a consistent manner.

    Abstract: The Dutch economy has been traditionally very competitive among OECD countries. The global financial crisis however has brought new challenges, especially during the second shock, from 2011 onwards. The government’s recovery plan, which includes various measures such as fiscal consolidation, stimulating innovation and sub-national government reform has an important territorial dimension. This review focuses on how sub-national institutions and development can help the Netherlands meet its challenges. In the short-term, factors such as the contribution of all regions, better use of resources, and more efficient provision of goods and services can help the recovery. In the long term, improving national competitiveness will largely depend on a strong performance of the polycentric city structure, which characterises the Netherlands. The key policy areas explored in this review include: the recently created top-sector innovation policy; decentralisation; and territorial reforms such as municipal and provincial re-scaling through mergers or co-operation.

    Abstract: This publication is a result of the discussions from the OECD 8th Rural Development Policy Conference: "Innovation and modernising the rural economy" which took place in Krasnoyarsk, Russia on 3-5 October 2012. It provides an overview of the two themes of modernisation and innovation, focusing on identifying the attributes of the modern rural economy and showing how it differs from the traditional rural economy and from metropolitan economies. It also shows how rural innovation is a key driver of rural economic growth using patents as a measure. The second part of the book consists of four chapters that offer evidence of rural regions’ potential to contribute to national economic growth. In addition, each provides useful context for Part I by outlining four different perspectives on the process of modernisation and innovation, and specifically, how they can take place in the rural territories of OECD countries. In each paper, the authors explore the opportunities and impediments to these twin processes and how government policy can help or hinder them.

    Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

    Abstract: When the OECD was founded in 1961, health systems were gearing themselves up to deliver acute care interventions. Sick people were to be cured in hospitals, then sent on their way again. Medical training was focused on hospitals; innovation was to develop new interventions; payment systems were centred around single episodes of care. Health systems have delivered big improvements in health since then, but they can be slow to adapt to new challenges. In particular, these days, the overwhelming burden of disease is chronic, for which ‘cure’ is out of our reach. Health policies have changed to some extent in response, though perhaps not enough. But the challenge of the future is that the typical recipient of health care will be aged and will have multiple morbidities. This book examines how payment systems, innovation policies and human resource policies need to be modernised so that OECD health systems will continue to generate improved health outcomes in the future at a sustainable cost.

    Abstract: Export restrictions on raw materials are applied to achieve a number of policy objectives. However, they can have a significant and negative impact on the efficient allocation of resources, international trade, and the competitiveness and development of industries in both exporting and importing countries. By diverting exports to domestic markets, export restrictions raise prices for foreign consumers and importers. At the same time, by reducing domestic prices in the applying countries and increasing global uncertainty concerning future prices, export restrictions negatively affect investment, thus potentially reducing the overall supply of raw materials in the long term. In view of existing alternative policy tools that have a different impact on trade, the effectiveness of export restrictions to achieve stated policy objectives should be carefully reviewed. This publication presents a selection of papers discussed at the OECD Workshop on Raw Materials, held in Paris in October 2009. This workshop was organised in response to the growing concern on the use of export restrictions on raw materials, particularly by emerging economies.

    Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Abstract: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

    Abstract: Policy makers need both a handy reference guide to the regional policies of their own and other countries and a broader analysis of trends in regional policies, based on sound, comparable information. Regional Policies in OECD Countries responds to this need. It is the first systematic, comparative analysis of OECD countries’ regional policies. The report addresses fundamental regional policy concerns, such as: problem recognition; the objectives of regional policy; the legal/institutional framework; the urban/rural framework; budget structures; and the governance mechanisms linking national and sub-national governments as well as sectors. It begins with an overview of the regional policy today. This is followed by country profiles covering the 31 OECD members. The profiles share a common conceptual framework, allowing countries to see how their experiences measure up. The report also contains several annexes, which cover some of the countries that are candidates for accession to the OECD or with which the OECD has enhanced engagement. The annexes also cover the key topics of cross-border cooperation and trends in urban-rural linkages, especially efforts to control urban sprawl. The report will help countries to better understand regional policies and to formulate and diffuse horizontal policy recommendations. The analysis suggests an important role for regional policies in shaping sustainable endogenous development, in particular well-developed governance mechanisms to better respond to the different opportunities and demands of regions and to improve policy efficiency. This report is a unique source of regional policy information and of special interest to policy makers, researchers, and others engaging with regional development.

    Abstract: Regulatory impact analysis (RIA) is a systemic approach to critically assessing the positive and negative effects of proposed and existing regulations and non-regulatory alternatives.     Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: The competition to stage major global events – such as OIympic Games, EXPOs, cultural festivals, and political summits – is more intense than ever before. Despite advances in virtual communication, large-scale gatherings of this kind have again become extraordinarily popular. In part, this can be explained by the worldwide media attention and sponsorship that such events now generate. But it is also substantially accounted for by the longer-term local benefits that can be achieved for the host location, including: improved infrastructure, increased revenues from tourism and trade, employment creation and heightened civic pride. However, such positive effects do not occur by accident, or without effective local action. Effective legacy planning and management is essential to ensure that the financial risk of investing in the event pays off, and that local development is boosted in a meaningful way. Put simply, when international events are hosted well, they become a catalyst for local development and global reach. This book identifies how international events work as a trigger for local development and what hosting cities and nations can do to ensure that positive local development is realised.     Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

    Abstract: In today’s globalising world, the regional specialisations built up over decades are transforming rapidly. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches. National programmes to promote cluster-based approaches -- linking firms, people and knowledge at a regional level -- are being used to meet the challenge. This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries.     Abstract: This report assesses the implications of climate change on winter tourism and natural hazards management in the European Alps, with a particular focus on how these activities can adapt to climate change. The report presents the first systematic cross-country analysis of the effects of climate change on snow-reliability in the European Alps. It also examines the implications of climate change for a range of natural hazards prevalent in the Alps, with a particular focus on frameworks and financial mechanisms to manage natural hazards in three countries: France, Switzerland and Austria. Technological and behavioural adaptation measures, together with institutional structures and risk transfer mechanisms, are also reviewed.

    Abstract: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages – embedded in specialised firms, skilled labour and innovation capacity – remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs. This report looks at how different regions are responding to these challenges and the strategies they have adopted to support existing competitive advantages and to transform their assets to develop new competitive strengths.

    Abstract: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

    Abstract: Social enterprises straddle the border between the public and the private sector and break new ground in the allocation and management of economic resources, forming what the European Commission calls the "third system". While they all take a broadly similar approach across countries, these enterprises operate along very different lines. They do, however, seek to achieve the same goals, re-integrating disadvantaged groups into the labour market and providing goods and services. Social enterprises take an entrepreneurial approach and draw on the local environment to enhance their economic and social performance. Their emergence has aroused both enthusiasm and controversy. In the interests of rational debate, this report looks at how they are likely to develop, taking stock of existing social enterprises and highlighting the more advanced experiments.

    Abstract: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.

    Abstract: Congestion in cities is a problem of growing importance. New infrastructure for transport however often gives rise to conflicts about how the cost of new services will be met by the public, and about how the demand for travel can be reconciled with efforts to improve the social and environmental quality of life in cities. Unless these conflicts can be managed, public-private partnerships for investment in new infrastructure will be handicapped. The way forward requires a mix of strategies involving better information and communication with the public, better design of projects to take social and environmental objectives into account, a more comprehensive approach to urban development rather than a sectoral strategy, and a better exchange of expertise between private and public sectors. This book is based on a series of case studies of both successes and failures in countries such as Australia, Japan, the United States, France and the United Kingdom. To inform this major debate and help design new strategies for transport integration in the city, this book puts forward the most promising ways to: - respond to urban travel problems; - enhance public/private partnership; and - raise social acceptability of urban transport infrastructure and road tolls.

    Abstract: China’s food processing sector has arrived at a decisive stage. While primary agriculture has continued to expand at an astounding pace and final consumers have experienced an extended period of rapid income growth, progress at the intermediary stage, the agro-processing sector, has remained limited. Today, a growing need to catch up with these developments has become manifest, but a number of challenges have emerged simultaneously. They include the need to adjust to increasingly diversified consumer demands, to improve the quality and nutritional content of foods, to introduce new food products, to shift to more sophisticated processing methods, to adopt innovative packaging methods, and to comply with new labelling requirements. These developments give rise to a number of questions. What do these changes mean for China’s food processors? Is China’s agriculture adequately prepared for these changes? How can farmers take advantage of these changes? What structural adjustments are needed to meet the challenges arising from the changes in domestic and international food markets? The papers in this Proceedings document try to answer these and many other important questions revolving around changes in, and challenges for, China’s agro-processing sector.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Germany has long been a pioneer in urban policy. The country has aimed at sustainable urban development in order to tackle all the various economic, social and environmental challenges facing cities. Integrated policy responses and innovative measures have been introduced to help revitalise city centres and cope with suburban growth, rising motor traffic and social change. This book analyses these steps against the background of features specific to Germany: its federal system, the unification process, and its polycentric urban pattern. Urban policy is an effective means of addressing a range of problems inherited from the past, while preparing for a more sustainable future.     Abstract: The competitiveness of firms in a global economic environment is an essential element in development strategy, but simply creating an open economy will not suffice to stimulate competitiveness if innovation is lacking. This is the major finding of this cross-country and multi-industry study based on the experience of Brazil, Chinese Taipei, India and Korea.In developing countries and emerging economies, which can be considered technological latecomers, traditional industrial practices can be linked to policy changes which foster innovation, but can equally result in stagnation if the policy/practice mix is wrong. The case studies demonstrate that where industrial habits tend to reduce competitiveness, policies can make a difference, especially where they are directed to managing the timing, sequencing and type of market-opening steps. The book therefore opens a fresh debate on the industrial policies which developing countries need to adopt in order to compete and grow in a globalised economic environment.

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.

    Abstract: The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena. In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

    Abstract: Both firms, keen to improve their competitiveness, and governments, keen to exploit new sources of economic and social progress, need to understand how innovation works in order to better stimulate it. The paradox of innovation is that it uses co-operation to enhance competition and to link many different actors in innovative clusters. In a knowledge-based economy, these clusters of innovative firms form around sources of knowledge. They are based on a sophisticated infrastructure in which knowledge is developed, shared and exchanged, and are characterised by highly concentrated and effective links between entrepreneurs, investors and researchers. Clusters can take a variety of forms, depending on their main technological and commercial areas of specialisation. In most cases they operate within localised geographical areas and interact within larger innovation systems at the regional, national and international level. With globalisation, dynamic clusters are becoming key factors in a country’s capacity to attract the international investment that generates new technological expertise, to interest investors in innovation (venture capital, etc.) and to benefit from the international mobility of skilled personnel. This book reviews the latest economic research on these issues, shows how technology policy makers in OECD countries are making practical use of the concept of clusters and suggests how government policies to foster innovation might best be refocused.

    Abstract: Distressed urban areas threaten social cohesion in urban regions, the very centre of our economies. This problem can be traced to no single cause; rather it represents a combination of environmental, economic, social and cultural circumstances that take spatial form in different parts of inner cities and suburbs. Traditional policies have not succeeded in halting the downward spiral that effects these areas because they were unable to address the complex and area-based nature of the problem at the local level. The aim of this study is to describe this phenomenon and analyse policies implemented in OECD countries, so as to come up with multisectoral policies that are better suited to the problems they have to address.Policy objectives include attracting investment, creating jobs, rebuilding sound economic and social foundations and, more generally, combatting the isolation from which distressed urban areas suffer. Different levels of government, civic society and the private sector all have roles to play. There is an urgent need for integrative policies based on reinforcement of the local dimension and on partnerships that bring all the actors together.

    Abstract: In many African countries, violent conflicts have slowed down economic and social development, if they have not actually pushed it backwards. In order to manage conflicts in a non-violent manner, governance methods adapted to the development process are needed. Effective conflict prevention, however, demands thorough understanding of the origins and dynamics of these conflicts. The outcome of a meeting jointly organised by the Development Centre and the Development Assistance Committee of the OECD, this volume considers the options available to donors in the effort to prevent conflict and enhance prospects for peaceful social, economic and political development. Despite the complexity of the subject, the contributors to the book arrive at some prudent conclusions of interest to policy makers. At the national level, action programmes should promote social, political and economic justice; empower civil society through skill, knowledge and resource transfer; develop good governance for conflict management; and accommodate different groups and interests in society. Internationally, a greater sensitivity to conflict issues is needed within broader development efforts. The international community should seek to provide the means by which conflicting groups can negotiate their own solutions to tension, rather than imposing externally devised solutions.

    Abstract: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

    Abstract: After the fall of the Berlin Wall and the collapse of the previous economic system, the countries of central and eastern Europe went into a deep economic recession, resulting in a decline in Gross Domestic Product that was mirrored by a serious downturn in the transport sector. The transport sector, like the economy in general, changed from a supply-based system to one driven by demand. Decisions were no longer imposed by central planners, but by the market. Round Table 106 set out to assess the state of the transport sector in central and eastern European countries after a period of five to six years of reform. Are the policies currently in place adequate to meet restructuring needs? All of the countries concerned are planning to join the European Union and with that in mind tend to organise their transport sector along the lines of the Community's model of competition. But is this model consistent with the attitudes and realities of former socialist countries? These are some of the issues addressed by the Round Table 106.

    Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.

Governments are endeavouring to achieve this by increasing the involvement of local and regional authorities, social partners, the private sector and the community in policy design and implementation.Co-ordinating the efforts of these stakeholders, all involved at different levels, is a major challenge for governments. Local management of employment and training makes for more flexibility and hence better use of all available resources. This publication looks at the decentralisation of active labour market policies in OECD countries and shows how local employment management can lead to the implementation of more effective policies.

    Abstract: Do roads induce mobility? This might sound like a strange question, yet it only stands to reason that building new roads -- or other infrastructure -- may actually encourage people to use the new additional capacity to travel more. Induced mobility is a hotly debated issue, but the experts are no longer in any doubt that it is a very real phenomenon. However, measuring it is another matter, since we do not have sufficient data or experience in this area. This Round Table presents the data that is available to date on infrastructure-induced mobility. From the introductory reports and discussions, it is clear that much progress has been made in the last few years. As recently as ten years ago, many experts would have disputed the very existence of the induced mobility phenomenon. Today a consensus is emerging: Round Table 105 gives the full report.
