Those in the informal economy, the vast bulk of the workforce in the Global South, have been bearing the brunt. This report is for policy makers seeking to address the factors that make those workers in informality vulnerable. It provides them with a distinctive cross-country comparison of recent informality trends, and how they were affected by the recent crises such as the COVID-19 epidemic, casting light on the impacts of sub-contracting models in global value chains, and digital labour platforms. It argues that an inclusive recovery and greater resilience to future crises necessitate that many countries renew their social contracts, to make them more inclusive of informal workers and their families.

    Kurzfassung: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan – the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy – to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global anti-Base Erosion Rules and the Subject to Tax Rule (STTR) are key components of Pillar Two of this plan and ensure multinational enterprises pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the STTR is a treaty-based rule that protects the right of developing Inclusive Framework members to tax certain intra-group payments, where these are subject to a nominal corporate income tax that is below the minimum rate. This report contains the model treaty provision to give effect to the STTR, together with an accompanying commentary explaining the purpose and operation of the STTR.

The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Kurzfassung: Following the extraordinarily rapid development of COVID‑19 vaccines, immunisation is underway in many OECD countries. However, demand will continue to outstrip supply for some time and currently, distribution is strongly skewed in favour of high-income countries. This both inequitable and inefficient. Directing vaccine to where need is greatest would maximise the number of lives saved and speed bringing the pandemic under control, by slowing transmission and reducing the likelihood of the emergence of viral variants of concern. Governments should therefore act now to accelerate vaccination globally, regardless of international borders, by reallocating supplies to areas of greatest need; continuing the scaling-up of production; ensuring that necessary logistics and health care infrastructure are in place; providing further financial and in-kind support to COVAX; and developing long-term strategies that include commitments to making vaccines available where they are needed most, including through sharing intellectual property and facilitating technology transfer.

In France, as in OECD countries in general, responsibility for producing and implementing strategies that combine economic development, innovation and internationalisation falls to the regional level. This summary document covers the main lessons learned from OECD policy analysis and statistical work carried out on French regions’ internationalisation. It proposes an original methodology for assessing the position of regions in globalisation and applies this to France, comparing statistical observations with the internationalisation strategies adopted by French the regions. Also presented are multi-level governance measures in which the actors of regional internationalisation are involved.

    Kurzfassung: Smart Specialisation Strategy is a place-based EU policy that seeks to enhance regional competitiveness through leveraging and bolstering innovation in the selected priority areas (industries or technologies) in each region. The new iteration of S3 requires developing cross-border collaborations with regions possessing complex and complementary technological expertise currently missing in a region to upgrade its technological evolution. The reason for this is that new growth opportunities arise from recombining existing technological capabilities while more complex technologies offer strong competitive advantage. This paper presents a simple roadmap for regional S3 internationalisation and the results of an in-depth case study on the opportunities for and barriers to S3 internationalisation in Friuli Venezia Giulia (FVG), a region in the North East of Italy. The paper develops recommendations on how to make the most of the Research, Technology, Development and Innovation endowments in FVG through enhancing the innovation-internationalisation nexus in order to improve competitiveness of the region.

    Kurzfassung: This report provides an overview of the policies and procedures for addressing terrorist and violent extremist content (TVEC) across the global top 50 online content sharing services, with a focus on transparency. It finds that only five of the 50 services issue transparency reports specifically about TVEC, and these five services take different approaches in their reports. These services use different definitions of terrorism and violent extremism, report different types of information, use different measurement and estimation methods, and issue reports with varying frequency and on different timetables. The low number of reporting companies and the variation in what, when and how they report make it impossible to get a clear and complete cross-industry perspective on the efficacy of companies’ measures to combat TVEC online and how they may affect human rights. This situation could be improved if more companies issued TVEC transparency reports and included more comparable information.

    Kurzfassung: Even before the outbreak of COVID-19, global food systems were faced with a formidable “triple challenge” of simultaneously providing food security and nutrition to a growing global population, ensuring the livelihoods of millions of people working along the food chain from farm to fork, and ensuring the environmental sustainability of the sector. Yet policy efforts have not been moving in this direction, and global trade in agriculture and food remains highly distorted. COVID-19 is compelling policy makers to make urgent decisions to ensure food supply chains continue to function, but the fundamental task is to address these immediate disruptions while also investing in the long-term goal of a resilient, sustainable and productive global food system.

    Kurzfassung: Against the background of rising anti-globalisation sentiment, this report argues that, while there are good reasons for some people to be angry, trade is not the root of many problems, nor can it solve them on its own. What is needed is an integrated approach to make the whole system work better for more people. This means three things. First, creating the environments where benefits from trade can materialise through domestic policies that encourage opportunity, innovation and competition by cutting unnecessary trade costs and investing in people and digital and physical infrastructure. Second, doing more to bring everyone along, including in lagging regions where trade shocks can be concentrated. Third, making the international system work better, harnessing the full range of international economic co-operation tools to level the international playing field, addressing the gaps in the rules and doing more to ensure that everyone, from companies to countries, plays by the rules.

Der sozialwissenschaftlichen Netzwerkforschung geht es um die Analyse und Interpretation von Beziehungsstrukturen. Das, was als Struktur bezeichnet wird, begrenzt und ermöglicht den Fluss von Informationen, sowie die Entwicklung von Identitäten und ihren Verhaltensweisen. Durch den Grundlagenblick wird es möglich, die Netzwerkforschung kritisch zu reflektieren. Dabei wird die Bedeutung der relationalen Sichtweise für das soziologische Verstehen herausgearbeitet. Die Aussagen stützen sich auf Experimente zu Weinproben und Kartenspielturnieren, auf Befragungen zu Markenwahlen und zum Wissen über Vorlieben im sozialen Umfeld, sowie auf Beobachtungen großer Festivitäten. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

    Kurzfassung: Die Netzwerkforschung wurzelt auf unterschiedlichen Theoriesträngen, und ebenso wenig kann von der Methode der Netzwerkanalyse gesprochen werden. Theorie und Methode haben gemeinsam, dass sie die Struktur von Beziehungen als Erklärung heranziehen. Wie aber die Passung von Methode und Theorie vorgenommen wird, wie beides aufeinander bezogen ist und welche Probleme dabei auftreten, ist Gegenstand des Buches. Beispielhaft werden diese Fragen an allen Beiträgen aufgezeigt. Diese reichen von Bourdieus Habitus- und Feldtheorie bis zum Methodologischen Individualismus zur Erklärung von Netzwerkstrukturen. Bei den methodischen Fragen reicht das Spektrum von der Messung von Zentralität, dem Umgang mit fehlenden Werten bis hin zu Divergenzen zwischen Akteursperspektive und Netzwerkstruktur. Inhaltliche Schwerpunkte finden sich bei Organisation und Raum sowie Schule und Wissen.

    Kurzfassung: The OECD Green Growth Strategy aims to provide concrete recommendations and measurement tools, including indicators, to support countries’ efforts to achieve economic growth and development, while ensuring that natural assets continue to provide the resources and environmental services on which well-being relies. The strategy proposes a flexible policy framework that can be tailored to different country circumstances and stages of development. This report was coordinated with the International Energy Agency (IEA). This report looks at the role of the energy sector in moving towards a green growth model and the policies to facilitate the transition. Together with innovation, going green can be a long-term driver for economic growth, through, for example, investing in renewable energy and improved efficiency in the use of energy and materials.

    Kurzfassung: In recent years, the need to address social and environmental challenges has grown in urgency. Climate change, global health, food security and many other global challenges cross national borders and affect a wide range of actors. Yet, in most cases, single governments cannot provide effective solutions. Global challenges call for co-operation on a global scale to build capacity in science, technology and innovation (STI) at both national and international levels. How can international co-operation in STI be scaled up and its scope broadened? How do different modes of governance of international co-operation in STI function and which modes lead to effective and efficient collaboration? Based on case studies, this book presents lessons and good practices on a range of governance mechanisms used for international co-operation in STI to address global challenges. The studies cover organisations that address global challenges including agriculture, food security, health, energy and climate change as well as organisations that bring together various types of actors. It takes a first step towards understanding the complexity of governance of international STI collaboration and provides the basis for future research.

    Kurzfassung: The effects of globalisation have been at the forefront of public debate in recent years, fuelled on the one hand by the large benefits of integrated markets, and on the other hand, by the detrimental adjustment effects often experienced by many economies as a result. Knowing how trade has been evolving over time and the role policy has played in this evolution are critical to understanding the globalisation debate and grasping the lessons for future policy development. The comparative advantage hypothesis has been suggested as one of the principal explanations of international trade and of the benefits associated with openness. It has also provided the intellectual underpinnings for most trade policy in the past 50 years. This book collects OECD work that builds on recent contributions to the theory and empirics of comparative advantage, putting particular emphasis on the role policy can play in shaping trade.

    Kurzfassung: In der Netzwerkanalyse und der Netzwerktheorie stehen Muster von Relationen im Mittelpunkt der Forschung. Die Netzwerkforschung knüpft zwar an Klassiker der Soziologie und an verschiedene theoretische Richtungen und bekannte Methoden an, durch das neue Paradigma der Netzwerkforschung ist aber in den letzten Jahren eine Vielfalt an theoretischen und empirischen Forschungsarbeiten angestoßen worden, die dieses Feld zum vielleicht dynamischsten Bereich in der Sozialforschung aufsteigen ließ. Dies liegt an der Tatsache, dass mit Hilfe der Netzwerkforschung Antworten auf zahlreiche noch nicht oder noch nicht ausreichend geklärte Fragen gegeben werden können. Im Band werden wichtige Theoriestränge und methodische Zugänge sowohl einführend als auch in Form neuester Forschungsergebnisse behandelt. Das Buch liefert einen Überblick über den State of the Art in diesem Bereich.

    Kurzfassung: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

This volume is a compilation of the studies that underlie the synthesis report on global value chains, entitled Staying Competitive in the Global Economy: Moving Up the Value Chain. It includes papers on the measurement of globalisation, SMEs in global value chains, the changing nature of manufacturing, impact of international sourcing, foreign affiliates, offshoring and productivity, and the internationalisation of R&D.

    Kurzfassung: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages - embedded in specialised firms, skilled labour and innovation capacity - remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs.

    Kurzfassung: Les délocalisations, c'est-à-dire le transfert d'activités industrielles à l'étranger, font désormais partie de la vie des entreprises. Toutefois, une grande partie du public les perçoit comme une menace. Les inquiétudes sont concentrées sur l'emploi, notamment sur les pertes potentielles d'emplois sur le marché intérieur. Ce rapport jette un nouveau regard sur le phénomène des délocalisations. Tout d'abord, il le définit de manière détaillée et montre ainsi quelles sont les multiples façons dont une activité industrielle – à la fois dans l'industrie manufacturière et dans les services – peut être transférée à l'étranger. Le rapport décrit les divers effets que les délocalisations ont sur l'emploi, qu’ils soient positifs ou négatifs. Enfin, ce rapport novateur esquisse les conséquences que les délocalisations pourraient avoir sur la politique publique. Il propose des solutions pour en limiter les effets négatifs tout en contribuant à instaurer la confiance entre les divers partenaires sociaux qui travaillent sur cette question.

    Kurzfassung: Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century.     Kurzfassung: Lange wurde angenommen, im Internet sei vieles von dem möglich, was ansonsten an sozialen Barrieren scheitert. Es wurde behauptet, Strukturen würden verschwinden, ebenso soziale Ungleichheiten, der Gegensatz von Stadt und Land, von Zentrum und Peripherie. Die Autoren zeigen anhand eines empirischen Forschungsprogramms der strukturalistischen Internetforschung, dass dies nicht der Fall ist. Mit Hilfe der Netzwerkanalyse zeigen sie, dass Strukturen entweder gar nicht verschwinden oder dort, wo dies der Fall ist, schon wieder neue Strukturen entstehen.     Kurzfassung: Abstract: "Anhand einer netzwerkanalytischen Untersuchung zweier Chats, die im Anschluss an eine Ausstrahlung der Sendung Monitor stattfanden, wird die Struktur dieser Vergesellschaftungsform mit ihren Konsequenzen aufgezeigt. Die Analyse erfolgt unter Bezugnahme auf die Formalsoziologie und strukturalistischer Überlegungen, wie sie wesentlich von Georg Simmel, Claude Lévi-Strauss und Harrison White geäußert wurden. Es wird ein explizit soziologischer Zugang gewählt, der sich auf eine Analyse der sozialen Beziehungen stützt. Georg Simmel unterschied zwischen Form und Inhalt hinsichtlich der Wechselwirkung oder Vergesellschaftung. Obgleich Simmel die Inhalte kaum als von den Formen trennbar erachtete, war ihm für die Soziologie vor allem die Form bedeutsam. Erst durch die 'gedankliche Ablösung von den Inhalten' könne die Form als gesellschaftliche Realität erfasst werden. Für eine Soziologie im engeren Sinne, so Simmel, bliebe 'nur noch die Betrachtung der abstrahierten Formen übrig, die nich

    Anmerkung: Seit einigen Jahrzehnten lässt sich ein zunehmender Prozess der Globalisierung von Medienkommunikation ausmachen.     Kurzfassung: Cette publication fait suite à une manifestation exceptionnelle qui a réuni des représentants de la société civile venant de pays pauvres et des experts de l'OCDE en Décembre 2000. Il ressort de cet ouvrage que la mondialisation peut avoir un impact positif sur les pays pauvres, à condition toutefois qu’elle s’accompagne de mesures visant à favoriser une répartition équitable des ressources humaines et matérielles. En outre, les pays dans lesquels les infrastructures et les compétences sont sous-développées auront besoin de continuer à protéger les secteurs et les segments de la population qui sont vulnérables, tout en acceptant le caractère transitoire d’une telle protection.

    Kurzfassung: This book is based on an exceptional event in December 2000 which brought together civil society from the poor countries and OECD experts. It emerges that globalisation can have a positive impact in poor countries, but only if policies encouraging a more equitable distribution of human and physical resources are adopted. Furthermore, countries in which infrastructures and skills are underdeveloped will need to continue protecting vulnerable sectors and communities, but will have to accept that such protection can only be transitional.
