Abstract: New users are flocking to Linux literally by the millions. Yet most of these new users draw from Microsoft Windows as their primary computing experience; for them an operating system from the UNIX family is an unfamiliar experience. In Learning Red Hat Linux , Bill McCarty has written a book aimed specifically at this new audience. Learning Red Hat Linux will guide any new user of Linux through the installing and use of the Red Hat® version of the free operating system that is shaking up the commercial world of software. It demystifies Linux in terms familiar to Windows users and gives readers only what they need to start being successful users of Linux. Built around the popular Red Hat distribution of Linux, Learning Red Hat Linux takes the reader step by step through the process of installing and setting up a Red Hat Linux system, and provides a thorough but gentle introduction to the basics of using Red Hat Linux. Because the book is written specifically for the enclosed CD, the reader needs nothing else to get started with this exciting new operating system.

Abstract: The Development Assistance Committee's 1998 review of Spain's development aid programmes and policies. It finds that The Spanish Government is making significant efforts to consolidate the political framework for development co-operation and improve the quality and transparency of its aid. A draft law on development co-operation was submitted to Parliament in the autumn of 1997 and new planning and evaluation systems for aid management are being introduced, including a multi-year indicative plan and country programmes. Despite severe budgetary constraints, an increase in the aid budget is also envisaged. These initiatives were well received by the OECD's Development Assistance Committee (DAC) during the review of Spain's aid policies and programmes. The Committee also took note of the major improvement in the balance of the Spanish aid effort with a significant increase in the grant aid programme, accompanied by a decline in the tied Development Aid Fund (FAD) loan component, and expressed the hope that this trend would continue. The DAC encouraged the Spanish authorities to pursue their efforts to ensure greater consistency of the FAD loans with the overall development objectives and policy directions for Spanish aid. In relation to general good practice among donors, the Committee indicated its support for the measures to enhance the effectiveness of the Spanish aid programme and its capacity to implement and suggested that the Spanish authorities consider a number of further initiatives

Abstract: The launch of the euro reinforces the foundations for unprecedented economic integration encompassing 11 countries, 16 per cent of world GDP and 290 million people. For the first time, the OECD has studied the euro-area as a fully-fledged economic entity and has analysed the intensive preparations that led to the single currency, as well as the economic issues raised by its introduction. Despite the macroeconomic convergence already achieved and the institutional framework that has been established, the fact is that many uncertainties remain. An approach to co-ordinating monetary and budgetary policies that is up to the issues at stake has still to be fully defined. And the euro area's ability to absorb economic shocks must be assessed and strengthened. In this respect it is vital for labour markets to become more flexible and adaptable if they are to compensate for the loss of national monetary autonomy which EMU implies and if adjustment is not to be at the expense of jobs. A special chapter discusses the obstacles to geographic labour mobility and the rigidity of wage setting mechanisms. These are some of the challenges that must be faced in the years to come, and this study discusses them in the light of the most penetrating and informative analysis today’s economists can provide. It does not prescribe set remedies, but drawing on analyses and figures never published before, attempts to identify the best policies for ensuring the success of the monetary union. This is a complex study that takes a hard look at the issues and will be of great interest to anyone wishing to understand the economic mechanisms at work.

Abstract: The Republic of Bulgaria was restored in January 1990, following amendments to the communist-inspired constitution, which put an end to the single-party rule of the Bulgarian Communist Party, and the conclusion of the round table agreement between the communist government and representatives of the democratic opposition. The new Bulgarian Constitution was adopted by the Grand National Assembly in July 1991. It marked the return to multi-party democracy. Since the beginning of democratic transformation in Bulgaria, four general parliamentary elections have been held, including the elections to what was then called the Grand National Assembly of June 1990, and elections to the national assembly in October 1991, December 1994 and, most recently, April 1997. The next parliamentary elections are scheduled for spring 2001. Presidential elections were held in January 1992 and November 1996. The next elections for the presidency will be held in autumn 2001. Democratic local government elections took place in October 1991 and in November 1995. The next round of local elections will take place in the autumn of 1999.

Abstract: The OECD Development Assistance Committee's 1999 review of Denmark's development aid programmes and policies. It finds that Denmark is the top performer among the 22 Members of the OECD Development Assistance Committee (DAC) in terms of the volume of its official development assistance (ODA). Denmark’s ODA volume has been maintained at around 1% of gross national product (GNP) since 1992, thanks to a strong consensus and public support for development aid. The quality of Denmark’s aid effort is also most impressive. In particular this high volume of aid is supported by a strong long-range strategy, whose directions - and especially the central emphasis on poverty reduction - are in harmony with the Development Partnership Strategy agreed by the DAC in 1996. Denmark has succeeded in concentrating its bilateral assistance on 20 countries, 18 of which are low-income or least developed countries. Aid is concentrated on sectors of particular relevance to the poor and on programmes in the poorest areas of these countries, thus working towards the goal of poverty reduction. Since 1996, Denmark has pursued a policy of "active multilateralism" to promote its concerns for increased focus and efficiency in multilateral aid programmes. However, there is no clear evidence that this policy has greatly advanced the intended results, as it still reflects a largely unilateral approach more than a joint endeavour. Denmark is a long-standing positive example of the integration of the aid system with other aspects of foreign relations. This approach combines policy coherence in Denmark’s relations with developing countries and professionalism in the aid programme, enhanced by an effective decentralisation of responsibility to embassies in programme countries. This integrated approach has helped Danish development assistance (Danida) to pioneer since 1994 a shift in aid implementation from project support to Sector Programme Support (SPS), an approach which should be mutually reinforcing with the DAC’s Partnership Strategy. It implies also a stepping up in co-ordination activities, both between donors and with partner countries, which Denmark has fully backed.

    Keywords: Governance ; United States
Abstract: The United States has been a world leader in regulatory reform for a quarter century. Contrary to popular belief, the United States is not less regulated than other countries, but differently regulated due to the pro-competition policy stance of federal regulatory regimes, and the openness and contestability of regulatory processes. Far-reaching economic deregulation combined with efforts to improve the quality of social regulation have supported the construction of one of the most innovative, flexible and open economies in the OECD, while maintaining health, safety and environmental standards at relatively high levels. However, significant regulatory problems still exist. Improving the performance and cost-effectiveness of expensive social regulations and government formalities is a key challenge for regulatory quality. In a word, the challenge of regulatory reform in the United States is not how much regulation, but how good. The United States is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Abstract: Political Background Until 25 June 1991, Slovenia was a constituent republic of the former Socialist Federal Republic of Yugoslavia. The first multiparty elections in Slovenia took place in the spring of 1990. On 23 December 1991, a new constitution was adopted. It created a modern democratic constitutional order and established the basis for a parliamentary system of government. The first parliamentary elections following independence took place in December 1992. The most recent presidential elections took place in November 1997. Milan Kucan was re-elected as president in the first round with more than 55 per cent of the vote. The next presidential elections are scheduled for November 2001. The most recent parliamentary elections took place in November 1996. Approximately thirty political parties fielded candidates in the elections. Following the elections, the Liberal Democrats entered into a coalition with the Slovenian People’s Party and the DeSUS Party. The leader of the Liberal Democrats, Janez Drnovšek, was re-elected as prime minister.

Abstract: The speed, nature and uncertainty of economic, social and political developments in the Russian Federation continue to pose enormous challenges for tertiary education and research activities in universities, higher level vocational schools and institutes of the academies of sciences. These challenges are shaping the strategies for needed reforms to widen further learning opportunities at the tertiary education level, improve the quality and extend the reach of research and boost the contributions of tertiary-level education and research to improved economic performance and social well-being. This book is based on one of the most recent, broadly-based and forward-looking analyses of these developments and pressures and takes account of the specific structures, strengths and traditions in tertiary education and research in the Russian Federation. It offers a set of general directions and specific recommendations for policies to address key issues of access, quality and standards in teaching; new directions to diversify and deliver tertiary education; the quality of research in academic and research establishments; and reforms in the governance, management and financing of teaching and research. This review of tertiary education and research policies follows an earlier examination of general education, Reviews of National Policies for Education: Russian Federation.

The Prize, which has drawn acclaim for the development of high quality educational architecture in the Netherlands, provides publicity for successful projects so that other schools can benefit from the designs and information. The 1998 School Building Prize was awarded to the British School in The Hague, an elementary and junior secondary school.

Abstract: La Muette, home of the Organisation for Economic Co-operation and Development, has a long and rich history. This book tells its story from its inception as a royal hunting lodge to its present-day use as the headquarters of the OECD. The reader may find it amusing, and sometimes instructive, to meet some of the colourful characters who once roamed its galleries. The place itself has played a significant role in French history; the Château and its extensive park were once the theatre of many a strong sentiment and the locale is impregnated with memories, comic, tragic, venal, lofty, solemn and ludic. These traces of the past are the real substance of La Muette’s charm; they are also the voices that echo through this text and linger in the halls of the Château.

Abstract: On 2 April 1997, the National Assembly adopted a new Constitution. It replaced the Constitutional Law on the Relationships between the Legislative and Executive Powers and on Local Self-government, known as the Small Constitution, which had been in force since 1992. The new Constitution was approved in a popular referendum on 26 May 1997, signed by the President and published on 16 July 1997. The Constitution finally entered into force on 17 October 1997. The new Constitution had been under discussion since 1989, but several earlier attempts to adopt a new constitution had failed. According to the new constitutional provisions, constitutional amendments may only be proposed by at least one-fifth of the statutory number of Sejm deputies, by the Senate, or by the President of the Republic. A Bill to amend the Constitution needs to be adopted by the Sejm by a majority of at least two-thirds of the votes and in the presence of at least half of the statutory number of deputies, and by the Senate by an absolute majority of votes in the presence of at least half the statutory number of senators. If changes are to be made to chapters I, II or XII of the Constitution, the initiators of such changes may call for a popular confirmatory referendum. Poland has traditionally been part of the continental law tradition. Even under communism, the country did not break with this legal heritage. The legal system of Poland is based on a hierarchy of legal norms.

Abstract: The aim of this paper is twofold. First, to begin a policy and regulatory evaluation of developments in telecommunication market openness following the liberalisation in 1998 in the context of the WTO agreement and the liberalisation in the European Union. Second, it is aimed at stimulating reflection on the issues that may need to be examined to enhance market liberalisation and market openness. Although a full assessment of recent market opening may be too premature, there are nevertheless indications of areas where further consideration and action may be required. In addition market developments are raising a number of issues which are likely to become relevant in the event that there are further discussions on market opening in the context of any future WTO service negotiations. As a paper aimed at beginning discussion and reflection, a number of questions are raised which could be used by delegations to provide their own assessment of issues and future problem areas which need consideration.

Abstract: Though only three years old, electronic commerce over the Internet has the potential to transform the marketplace. E-commerce will change the way business is conducted. Traditional intermediary functions will be replaced, new products and markets will be developed, and new relationships will be created between business and consumers. It will alter the way work is organised and open new channels of knowledge diffusion and human interactivity in the workplace. Workers will need to be more flexible as their functions and skills are redefined. The changes e-commerce will bring are far-reaching. They require new frameworks for doing business and a re-examination of government policies relating to commerce and skills. What is electronic commerce? What is the current state and likely future direction of e-commerce? What are the drivers and what are the inhibitors? What is its impact on costs, prices, and ultimately on economic efficiency? How is it affecting intermediaries? How do firms compete in the electronic environment? What market structure is likely to emerge? What is the impact on jobs? What types of skills will be needed? What major societal transformations will it entail? The full impact of e-commerce remains to be seen. This book begins to address these questions and provides a ground-breaking assessment of the economic and social impacts of electronic commerce and its effects on jobs by drawing on existing qualitative and quantitative evidence. This early analysis of an extremely dynamic activity identifies a number of areas where research is urgently needed and serves as the basis for an informed policy debate.

Abstract: How long will conventional fossil fuels remain the predominant source of energy? Does nuclear power have a future? What new energy technologies are emerging on the horizon? What are the implications of the growing role played by developing countries as producers and users of energy? What can be done to avoid international energy crises in the future? How will the information society affect the production and use of energy? And what will be the long-term implications of international environmental agreements for a sustainable energy future? Endeavours to set world energy on a sustainable footing are entering a critical phase. By 2050 the energy landscape could be completely transformed. A highly diversified mix of conventional and new fuels will be in use; unprecedented levels of energy efficiency in transport systems, housing and other infrastructures will likely have been attained; and people could at last be reaping the rewards of environmentally responsible lifestyles. But such a shift towards sustainable use of energy will take decades to achieve. This book reviews the options likely to shape the energy picture over the next half-century, and assesses some of the key issues -- economic, social, technological, environmental -- that decision-makers in government and corporations will need to address in the very near future.

Abstract: The constitution establishes the principle of legal continuity of the Republic of Estonia, which was proclaimed independent on 24 February 1918, occupied by the Soviet Union on 17 June 1940 and subsequently annexed thereto on 6 August 1940. The constitution reflects the idea of legal restoration, which served as a basis for the return to independence and liberation from the Soviet Union on 21 August 1991. The Riigikogu has recently begun to consider the results of a review carried out by the government expert committee on constitutional revision. The committee’s proposals, if adopted, would not alter the basic principles of the constitution but would reinforce the parliamentary and constitutional system of government. The most important proposals are the establishment of a separate constitutional court, reinforcement of civil control over the defence forces, and attribution of the powers of an ombudsman to the legal chancellor. Moreover, amendments may have to be made in view of the accession of Estonia to the European Union; these amendments touch upon a basic principle of the constitution, the principle of sovereignty.

Abstract: For many universities and other higher education providers, internationalisation is becoming an integral aspect of their teaching, research and public service roles. And institutions are increasingly operating in a global market in which quality assurance and assessment are particularly important and sensitive issues. This book discusses some of the challenges of ensuring quality in internationalisation, and provides a framework to assist institutions in designing and reviewing their own strategies and policies. Analysis of the evolving policy environment is contributed by internationally recognised experts; and case studies from Australia, Finland, Kenya, Mexico, Poland and the United States are included. The book also presents the Internationalisation Quality Review Process (IQRP), a unique practical tool for institutional leaders and managers who wish to develop the international dimension of their programmes and services.

Abstract: The concept of removing long-lived radioactive wastes from the human environment by disposal in deep geological repositories was developed several decades ago. In the intervening years, research efforts world-wide have increased our knowledge and understanding of how underground disposal systems will function over very long periods of time. Significant progress has also been made towards implementation of such facilities. There have, however, been delays in the disposal programmes of several countries. This report is a review of developments in the past decade. The primary sources of information are the answers to a questionnaire provided by waste management organisations represented in the NEA Radioactive Waste Management Committee (RWMC). The latter is an international forum of senior specialists from safety authorities, waste management agencies, R&D institutions and policy-making bodies.

Abstract: Latvia is a parliamentary republic first established on 18 November 1918, whose constitution (Satversme) was adopted on 15 February 1922. Its de facto sovereignty and independence ended with the USSR’s occupation as from 1940 and were restored by the Declaration of the Renewal of the Independence of the Republic of Latvia dated 4 May 1990 and the 21 August 1991 declaration re-establishing de facto independence, both of which proclaimed the authority of the Satversme. The Satversme was fully reinstated on 6 July 1993 when the parliament (Saeima) convened after the first democratic elections since the 1930s. On 17 June 1999, the 100-member Saeima cast 53 votes for Vaira Vike-Freiberga, who became the first woman to be elected president in the former Soviet Union.

Abstract: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

Abstract: This publication presents for the first time detailed data on the role played by multinationals in the industrial sectors of the OECD economies. In an era of globalisation, these data highlight the increasing importance of multinationals in the economies of host countries, particularly in production, employment, value added, research and exports. The data also show that multinationals make a positive contribution to the economic development of host countries: productivity levels are well above those of national firms; salaries are generally higher; and numbers of employees are growing faster than those of national firms. The R&D efforts and technology transfers of multinationals strengthen the innovation capacity and competitiveness of host countries.

Parallel Title: Parallelausg. Examens de l'OCDE de la réforme de la réglementation : La réforme de la réglementation aux Pays-Bas 1999
    Keywords: Governance ; Netherlands
Abstract: The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms.

Abstract: As the 20th century draws to a close, powerful forces of change are converging that could set the stage for a long, sustained economic boom in the next few decades -- the transition to a knowledge-based society with its potentially huge productivity gains; the emergence of more deeply integrated, global markets for goods, services, capital and technology; and a fast-growing environmental awareness that could greatly accelerate the shift to new, less resource-intensive production and consumption patterns. The result could be several decades of above-average economic growth, substantial increases in income and wealth, and significant improvements in well-being across the world. But what will it take to unleash these dynamic forces? Not only will it call for a range of initiatives to establish the rules and frameworks for guiding the transition to a sustainable global knowledge economy, but above all, it will require exceptional efforts among decision makers in government, business and society at large to encourage continuous innovation, creativity and high levels of investment, and to promote bold new approaches to closer international co-operation and institution building. Inevitably some countries will benefit more than others, but a long boom with all its wealth creating capacity would offer a unique opportunity to reverse the trends of the last decades towards deepening inequality and exclusion. This book reviews the forces driving economic and social change in today's world. It asesses the likelihood of a long boom materialising in the first decades of the 21st century and explores the strategic policies essential for making it happen.

Abstract: Proper heat removal from the fuel is essential for the safe operation of nuclear reactors used for electricity production. As nuclear fuel is burnt it undergoes important changes, including a degradation of its thermal conductivity. This important phenomenon needs to be reliably predicted in order to make better use of the fuel, a factor which can help to achieve the economic competitiveness required by today's markets. This report communicates the results of an international seminar which reviewed recent progress in the field of nuclear fuel thermal conductivity and sought to improve the models used in computer codes predicting thermal performance. State-of-the-art knowledge is presented for both uranium-oxide and mixed-oxide fuels loaded in water reactors.

Abstract: OECD's 1999 review of regulatory reform in Japan. It finds that regulatory reform is at the heart of Japan’s strategy for economic recovery and long-term growth. Identified as a priority by the Japanese Government as early as 1994, considerable progress in regulatory reform has already been made. But today it is essential that regulatory reform be deepened and accelerated. This report calls for a "sharp break" with the regulatory practices and doctrines of the past. Energetic measures, including both sectoral reform and reform of framework conditions, need to be adopted quickly to complete the transition from a state-led growth model, now largely ineffective, to a market-driven growth model, the only model capable of laying the foundation for sustainable competitiveness and prosperity in Japan. Japan was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. Abstract: OECD's 1999 review of regulatory reform in Mexico. It finds that regulatory reform has been key to the transformation of the Mexican economy over the past 15 years. Formerly inward-looking and heavily regulated, the Mexican economy today is relatively open and market-based. The rapid pace, broad scope, and depth of regulatory reforms exceed those of most OECD countries. These reforms have already produced major benefits for Mexico, not least by increasing economic flexibility so that Mexico rebounds more quickly from economic crises. But benefits of reforms have been slowed by the macroeconomic crises of the 1990s. Sustained attention is needed now to complete and implement reforms to establish conditions for vigorous market competition and entry, while strengthening the capacity of the Mexican state to use high quality and transparent regulatory instruments in carrying out public policies. A multi-year period of policy stability supportive of market-led growth could produce enduring and broad-based benefits for Mexican consumers and businesses. Mexico was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as telecommunications. Abstract: The OECD Development Assistance Committee's 1999 review of Ireland's development aid programmes. It finds that in 1999, Ireland marks the 25th anniversary of Irish Aid, its official aid programme. Over the last five years, the volume of Ireland’s official development assistance (ODA) has risen by an average of 20 per cent a year in real terms, the most rapid growth by a Member of the OECD’s Development Assistance Committee (DAC). Preliminary data indicate that Ireland’s development co-operation reached 0.30 per cent of GNP in 1998, nearly double its 1992 level, and is projected to reach 0.35 per cent in 1999. After six years of impressive growth in volume and improvement in quality, most of the increase in aid in 1999 is being used for debt relief measures, European Union contributions, emergency humanitarian assistance and support for refugees in Ireland, rather than for allocations for the long-term development programmes administered by the Department of Foreign Affairs. Political commitments on aid allocations undertaken by the Minister of Finance mean that increases in the Department of Foreign Affairs’ part of the programme are now expected in 2000 and 2001. Two main issues confront the Irish Aid programme: how best to grow and how best to manage that growth. These are clearly issues which Ireland needs to consider and resolve itself, but the Development Assistance Committee can draw on its collective experience to contribute to Ireland’s reflections on these issues. A starting point, from experience elsewhere, is that Irish Aid should maintain and enhance the focused nature of the programme which is now one of its major strengths.

Abstract: Radioactive and stable isotopes are used throughout the world and in many sectors, including medicine, industry, agriculture and research. In many applications isotopes have no substitute, and in most others they are more effective and cheaper than alternative techniques or processes. This publication is the first international survey on the beneficial uses and production of isotopes. It provides an overview of their main uses, and detailed information on the facilities that produce them world-wide. Trends in isotope supply and demand are analysed, and the conclusions and recommendations presented point to key issues to be considered by governments.

Abstract: This concise book contains detailed information about Oracle internals -- information that's not readily available to Oracle customers. It lays a foundation for advanced performance tuning of the Oracle database. Based on Oracle8i release 8.1, the book describes many of the secrets of Oracle's internal services: data structures, algorithms, and undocumented Oracle system statistics. Main topics include: Waits - how Oracle processes communicate via semaphores, and how to use the Oracle wait statistics to identify the source of performance problems. Latches - how they keep multiple processes from inspecting protected data structures at the same time, and how to examine and control latch behavior and statistics. Locks - how they work with latches to protect data structures (locks allow multiple sessions to share resources in some cases), and how locks affect performance. There is also a detailed discussion of instance locks, which are used in parallel server environments. Memory - how Oracle uses memory (e.g., the various elements of the System Global Area), and how Oracle dynamically allocates and manages memory. Oracle8i Internal Services is aimed especially at administrators and developers who need detailed internal information to do advanced performance tuning. The book will expand your repertoire of tuning solutions and troubleshooting techniques by explaining how you can use Oracle's hidden parameters and undocumented system statistics to best advantage. NOTE: The author has collected the scripts he has developed for tuning and analysis into a toolkit (known as APT, for Advanced Performance Tuning). These scripts access the Oracle X$ tables directly and provide information not otherwise available. The scripts are available to readers for free from the O'Reilly web site.

Abstract: This book is the definitive guide to SQL*Plus. If you want to take best advantage of the power and flexibility of this popular Oracle tool, you need this book. SQL*Plus is an interactive query tool that is ubiquitous in the Oracle world. It is present in every Oracle installation and is available to almost every Oracle developer and database administrator. SQL*Plus has been shipped with Oracle since at least version 6. It continues to be supported and enhanced with each new version of Oracle, including Oracle8 and Oracle8i. It is still the only widely available tool for writing SQL scripts. Despite this wide availability and usage, few developers and DBAs know how powerful SQL*Plus really is. This book introduces SQL*Plus, includes a quick reference to all of its syntax options, and, most important, provides chapters that describe, in step-by-step fashion, how to perform all of the tasks that Oracle developers and DBAs want to perform with SQL*Plus -- and maybe some they didn't realize they COULD perform with SQL*Plus. You will learn how to write and execute script files, generate ad hoc reports, extract data from the database, query the data dictionary tables, customize your SQL*Plus environment, and use the SQL*Plus administrative features (new in Oracle8i). This book is an indispensable resource for readers who are new to SQL*Plus, a task-oriented learning tool for those who are already using it, and a quick reference for every user. A table of contents follows: Preface Introduction to SQL*Plus Interacting with SQL*Plus Generating Reports with SQL*Plus Writing SQL*Plus Scripts Extracting Data with SQL*Plus Exploring Your Database with SQL*Plus Advanced Scripting Tuning and Timing The Product User Profile Administration with SQL*Plus Customizing Your SQL*Plus Environment A. Abstract: The freeware Apache web server runs on about half of the world's existing web sites, and it is rapidly increasing in popularity. Apache: The Definitive Guide , written and reviewed by key members of the Apache Group, is the only complete guide on the market today that describes how to obtain, set up, and secure the Apache software. Apache was originally based on code and ideas found in the most popular HTTP server of the time: NCSA httpd 1.3 (early 1995). It has since evolved into a far superior system that can rival (and probably surpass) almost any other Unix-based HTTP server in terms of functionality, efficiency, and speed. The new version now includes support for Win32 systems. This new second edition of Apache: The Definitive Guide fully describes Windows support and all the other Apache 1.3 features. Contents include: The history of the Apache Group Obtaining and compiling the server Configuring and running Apache on Unix and Windows, including such topics as directory structures, virtual hosts, and CGI programming The Apache 1.3 Module API Apache security A complete list of configuration directives With Apache: The Definitive Guide , web administrators new to Apache can get up to speed more quickly than ever before by working through the tutorial demo. Experienced administrators and CGI programmers, and web administrators moving from Unix to Windows, will find the reference sections indispensable. Apache: The Definitive Guide is the definitive documentation for the world's most popular web server. Includes CD-ROM with Apache manuals and demo sites discussed in the book.
Note: Accompanying CD-ROM can be read by both Win32 and Unix systems and contains Apache distributions for Unix and Windows and the demonstration web sites referred to throughout the book. - Includes index

Abstract: Collaboration. From its academic roots to the bustling commerce sites of today, the Internet has always been about collaboration: providing a means for people to communicate and work together effectively. But how do you build effective tools for collaboration? How do you build tools that are simple enough for people to really use, yet powerful enough to really facilitate collaboration? In 1995 Jon Udell became executive editor for new media at BYTE magazine, taking on the challenge of building an online presence for a traditional print publication. In meeting this challenge, he discovered that he was managing an online community, not just an online publication. He discovered that he was building not just a set of documents, but a suite of Internet-based groupware applications in which editors, writers, and readers all participated. Practical Internet Groupware details the lessons learned from that experience. Drawn from the author's real world experience, Practical Internet Groupware describes the tools and technologies for building and rapidly deploying groupware applications, and also discusses the design philosophy and usability issues that determine the success or failure of any groupware endeavor. The key to success lies in using simple tools, often open source, that effectively blend in established Internet technologies that have always had a collaborative aspect (SMTP, NNTP) with new technologies that enhance our ability to manage collaborative documents (HTTP, XML). The result is an approach that codifies the idea that many web content providers have long suspected: yesterday's online content is fast becoming tomorrow's network-based applications. In this book you'll learn how to: Base groupware on standard Internet technologies (mail servers, news servers, and web servers) Use simple server- and client-side scripts to automate creation, presentation, transmission, and search of electronic documents Create a base of documents that contain semi-structured data representing much of the intellectual capital of an enterprise Deploy these solutions in a way that scales from groups of a few collaborators to communities of thousands of users If you've ever been disappointed watching a commercial groupware system used as little more than an expensive email client, or if you've ever wondered how to transform simple email, news, or web clients from document viewers into collaboration tools, then Practical Internet Groupware is for you.

Abstract: All of Java's Input/Output (I/O) facilities are based on streams, which provide simple ways to read and write data of different types. Java provides many different kinds of streams, each with its own application. The universe of streams is divided into four large categories: input streams and output streams, for reading and writing binary data; and readers and writers, for reading and writing textual (character) data. You're almost certainly familiar with the basic kinds of streams--but did you know that there's a CipherInputStream for reading encrypted data? And a ZipOutputStream for automatically compressing data? Do you know how to use buffered streams effectively to make your I/O operations more efficient? Java I/O tells you all you ever need to know about streams--and probably more. A discussion of I/O wouldn't be complete without treatment of character sets and formatting. Java supports the UNICODE standard, which provides definitions for the character sets of most written languages. Consequently, Java is the first programming language that lets you do I/O in virtually any language. Java also provides a sophisticated model for formatting textual and numeric data. Java I/O shows you how to control number formatting, use characters aside from the standard (but outdated) ASCII character set, and get a head start on writing truly multilingual software. Java I/O includes: Coverage of all I/O classes and related classes In-depth coverage of Java's number formatting facilities and its support for International character sets

Abstract: One weakness of Java has been its graphics capabilities. Java 1.0 and 1.1 only included simple primitives for line drawing: lines could only be one pixel wide, they could only be solid, and there wasn't any good way to draw curves. Font management and color management were also weak. Java 2D (collectively called the "2D API") signals a major improvement in Java's graphics capabilities. It covers many of the classes in Java 1.2 that address graphics handling and improves on many weaknesses that were present in the previous versions of Java. The 2D API allows you to produce high-quality, professional images on a screen or printer. Java 2D Graphics describes the 2D API from top to bottom, demonstrating how to set line styles and pattern fills as well as more advanced techniques of image processing and font handling. You'll see how to create and manipulate the three types of graphics objects: shapes, text, and images. Other topics include image data storage, color management, font glyphs, and printing. Java 2D Graphics assumes no prior knowledge of graphics. Chock full of detailed explanations and examples, this book provides beginning Java programmers with a solid foundation in 2D graphics and helps more advanced programmers create and use high-quality images in their applications. Topics covered in the book include: The rendering pipeline Shapes and paths Geometry Painting with solid colors, gradients, and textures Stroking paths, including dashed lines Transformations: translation, rotation, shearing, and scaling Alpha compositing Clipping Rasterizing and antialiasing Fonts and text Font metrics Glyphs Colors and color spaces sRGB and CIEXYZ ICC color profiles Images, image color models, and image data Image processing Image data storage Graphics devices Printing

Abstract: Any organization that uses the Oracle relational database management system (RDBMS) these days needs to use multiple databases. There are many reasons to use more than a single database in a distributed database system: Different databases may be associated with particular business functions, such as manufacturing or human resources. Databases may be aligned with geographical boundaries, such as a behemoth database at a headquarters site and smaller databases at regional offices. Two different databases may be required to access the same data in different ways, such as an order entry database whose transactions are aggregated and analyzed in a data warehouse. A busy Internet commerce site may create multiple copies of the same database to attain horizontal scalability. A copy of a production database may be created to serve as a development test bed. Tunability Platform autonomy Fault tolerance Scalability Location transparency Site autonomy Introduction to Distributed Database Systems SQL*Net and Net8 Configuration and Administration Distributed Database Security Designing the Distributed System Oracle's Distributed System Implementation Sample Configurations 8. Usually, the different databases are on different servers, which may be located at the same site or a continent away. Communication between the servers takes place via SQL*Net (for Oracle7) or Net8 (for Oracle8). Distributed database environments offer a number of benefits over single- database systems, including: This book describes how you can use multiple databases and the distributed features of Oracle to best advantage. Abstract: Freely available source code, with contributions from thousands of programmers around the world: this is the spirit of the software revolution known as Open Source. Open Source has grabbed the computer industry's attention. Netscape has opened the source code to Mozilla; IBM supports Apache; major database vendors haved ported their products to Linux. As enterprises realize the power of the open-source development model, Open Source is becoming a viable mainstream alternative to commercial software. Now in Open Sources , leaders of Open Source come together for the first time to discuss the new vision of the software industry they have created. The essays in this volume offer insight into how the Open Source movement works, why it succeeds, and where it is going. For programmers who have labored on open-source projects, Open Sources is the new gospel: a powerful vision from the movement's spiritual leaders. For businesses integrating open-source software into their enterprise, Open Sources reveals the mysteries of how open development builds better software, and how businesses can leverage freely available software for a competitive business advantage. The contributors here have been the leaders in the open-source arena: Brian Behlendorf (Apache) Kirk McKusick (Berkeley Unix) Tim O'Reilly (Publisher, O'Reilly & Associates) Bruce Perens (Debian Project, Open Source Initiative) Tom Paquin and Jim Hamerly (mozilla.org, Netscape) Eric Raymond (Open Source Initiative) Richard Stallman (GNU, Free Software Foundation, Emacs) Michael Tiemann (Cygnus Solutions) Linus Torvalds (Linux) Paul Vixie (Bind) Larry Wall (Perl) This book explains why the majority of the Internet's servers use open- source technologies for everything from the operating system to Web serving and email. Key technology products developed with open-source software have overtaken and surpassed the commercial efforts of billion dollar companies like Microsoft and IBM to dominate software markets. Learn the inside story of what led Netscape to decide to release its source code using the open-source mode. Learn how Cygnus Solutions builds the world's best compilers by sharing the source code. Learn why venture capitalists are eagerly watching Red Hat Software, a company that gives its key product -- Linux -- away. For the first time in print, this book presents the story of the open- source phenomenon told by the people who created this movement. Abstract: Historically, only large companies could afford secure networks, which they created from expensive leased lines. Smaller folks had to make do with the relatively untrusted Internet. Nowadays, even large companies have to go outside their private nets, because so many people telecommute or log in while they're on the road. How do you provide a low-cost, secure electronic network for your organization? The solution is a virtual private network: a collection of technologies that creates secure connections or "tunnels" over regular Internet lines--connections that can be easily used by anybody logging in from anywhere. A number of products now exist to help you develop that solution. This book tells you how to plan and build a VPN. It starts with general concerns like costs, configuration, and how a VPN fits in with other networking technologies like firewalls. It continues with detailed descriptions of how to install and use VPN technologies that are available for Windows NT and Unix, such as PPTP and L2TP, Altavista Tunnel, Cisco PIX, and the secure shell (SSH). New features in the second edition include SSH, which is a popular VPN solution for Unix systems, and an expanded description of the IPSec standard, for which several vendors have announced support. Topics include: How the VPN compares to other available networking technologies Introduction to encryption, firewalls, the IPSec standard, and other technologies that let VPNs work Point to Point Tunneling Protocol (PPTP) and L2TP The Altavista Tunnel The Cisco PIX Firewall Secure Shell (SSH) Maintenance and troubleshooting

Abstract: From access counters and log-report graphs to scientific plots and on-the-fly animated GIFs, graphics scripting is within the grasp of most Web authors. It is a little documented field, however, and the many valuable free libraries and tools available on the Internet remain under-utilized. Programming Web Graphics with Perl & GNU Software is aimed at intermediate and advanced Web users who want to use CGI scripts to generate dynamic graphic content. It will also help to demystify the manipulation of graphics formats for newcomers to the Web. Programming Web Graphics with Perl & GNU Software takes a practical, resource-like approach to the content. It is not a book about design or aesthetics of Web graphics; its focus is on programming or, more accurately, scripting programs that manipulate graphics file to be published on the Web. Most of the examples in the book use Perl as a scripting language, though the concepts are applicable to any programming language. However, several powerful Perl modules for generating graphics (GD, PerlMagick, GIFgraph) should help position Perl as a major contender for your Web graphics applications. Most of the topics covered in the book are applicable to any platform (NT, Linux, Un*x, MaxOS), with the exception of the chapter detailing the Gnu Image Manipulation Program (a free Adobe Photoshop-like application), which requires a connection to an X server. The focus is always on free software, when it is available. This book covers the following: a tour through the most popular Web graphics file formats by implementing parsers for GIF, JPEG, and PNG files descriptions of the PNG, JPEG, and giflib libraries, as well as many other free and proprietary libraries and SDKs extensive documentation and examples using the Perl graphics modules GD and GIFgraph, and the Perl interface to the powerful ImageMagick libraries documentation on the Gnu Image Manipulation Program (GIMP) and the Perl interface that lets you easily script plug-ins or interface to the GIMP via the Web the creation of image maps from data extracted from a database the implementation of several new Perl modules for the creation of neatly formatted PostScript files details on interfacing to a fax gateway reusable recipes for many popular applications such as Web counters and Web cams the creation of animated GIFs on-the-fly One of the key ingredients to the success of the Web is that anyone who wanted to could participate in publishing to the wo...

Abstract: MySQL and mSQL are popular and robust database products that support key subsets of SQL on both Linux and Unix systems. Both products are free for nonprofit use and cost a small amount for commercial use. Even a small organization or web site has uses for a database. Perhaps you keep track of all your customers and find that your information is outgrowing the crude, flat-file format you started with. Or you want to ask your web site's visitors for their interests and preferences and put up a fresh web page that tallies the results. Unlike commercial databases, MySQL and mSQL are affordable and easy to use. If you know basic C, Java, Perl, or Python, you can quickly write a program to interact with your database. In addition, you can embed queries and updates right in an HTML file so that a web page becomes its own interface to the database. This book is all you need to make use of MySQL or mSQL. It takes you through the whole process from installation and configuration to programming interfaces and basic administration. Includes reference chapters and ample tutorial material. Topics include: Introductions to simple database design and SQL Building, installation, and configuration Basic programming APIs for C, C++, Java (JDBC), Perl, and Python CGI programming with databases in C and Perl Web interfaces: PHP, W3-mSQL, Lite, and mSQLPerl

Abstract: "Ever since I first saw David Gelernter's Linda programming language almost twenty years ago, I felt that the basic ideas of Linda could be used to make an important advance in the ease of distributed and parallel programming. As part of the fruits of Sun's Jini project, we now have the JavaSpaces technology, a wonderfully simple platform for developing distributed applications that takes advantage of the power of the Java programming language. This important book and its many examples will help you learn about distributed and parallel programming. I highly recommend it to students, programmers, and the technically curious." Bill Joy , Chief Scientist and co-founder, Sun Microsystems, Inc. JavaSpaces technology, a powerful Jini service from Sun Microsystems, facilitates building distributed applications for the Internet and Intranets. The JavaSpaces model involves persistent object exchange "areas" in which remote processes can coordinate their actions and exchange data. It provides a necessary ubiquitous, cross-platform framework for distributed computing, emerging as a key technology in this expanding field. This book introduces the JavaSpaces architecture, provides a definitive and comprehensive description of the model, and demonstrates how to use it to develop distributed computing applications. The book presents an overview of the JavaSpaces design and walks you through the basics, demonstrating key features through examples. Every aspect of JavaSpaces programming is examined in depth: entries, distributed data structures, synchronization, communication, application patterns, leases, distributed events, and transactions. You will find information on such vital topics as: Distributed data structures Synchronization techniques Loosely coupled communication Message passing Channel data structures for communication Application patterns such as replicated worker, command pattern, and marketplace Leases and automated lease renewal Using distributed events with spaces Handling partial failure with distributed transactions The official JavaSpaces specification from Sun Microsystems JavaSpaces Principles, Patterns, and Practice also includes two full-scale applications--one collaborative and the other parallel--that demonstrate how to put the JavaSpaces model to work. 0201309556B04062001

Abstract: Threads aren't a new idea: many operating systems and languages support them. But despite widespread support, threads tend to be something that everyone talks about, but few use. Programming with threads has a reputation for being tricky and nonportable. Not so with Java. Java's thread facilities are easy to use, and--like everything else in Java--are completely portable between platforms. And that's a good thing, because it's impossible to write anything but the simplest applet without encountering threads. If you want to work with Java, you have to learn about threads. This new edition shows you how to take full advantage of Java's thread facilities: where to use threads to increase efficiency, how to use them effectively, and how to avoid common mistakes. Java Threads discusses problems like deadlock, race condition, and starvation in detail, helping you to write code without hidden bugs. It brings you up to date with the latest changes in the thread interface for JDK 1.2. The book offers a thorough discussion of the Thread and ThreadGroup classes, the Runnable interface, the language's synchronized operator. It explains thread scheduling ends by developing a CPUSchedule class, showing you how to implement your own scheduling policy. In addition, Java Threads shows you how to extend Java's thread primitives. Other extended examples include classes that implement reader/writer locks, general locks, locks at arbitrary scope, and asynchronous I/O. This edition also adds extensive examples on thread pools, advanced synchronization technique, like condition variables, barriers, and daemon locks. It shows how to work with classes that are not thread safe, and pays special attention to threading issues with Swing. A new chapter shows you how to write parallel code for multiprocessor machines. In short, Java Threads covers everything you need to know about threads, from the simplest animation applet to the most complex applications. If you plan to do any serious work in Java, you will find this book invaluable. Examples available online. Covers Java 2.
