    Abstract: This book situates information technology at the centre of public policy and management. IT is now a vital part of any government organisation, opening new policy windows and enabling a vast range of tasks to be carried out faster and more efficiently.     Abstract: Built upon the highly successful volume One Hundred Years of Korean-American Relations, 1882-1982, this book describes Korea's importance to the United States and the development of the current relationship.     Abstract: This unique book deals with the most serious macroeconomic failure experienced in the US in the post-war period and the great inflation of the late 1960s and 1970s. It is the first detailed analysis, using Federal Reserve documents, of the thinking behind the inflationary monetary policy during this period. The book examines documentary evidence, including minutes, memos and reports and interviews with people who were closely involved in making policy decisions, to explain the monetary policy that led to this inflation. Thomas Mayer considers forecasting errors and wage and price controls in his attempt to explain why the inflation occurred and places some of the blame on ineffective operating procedures, institutional inefficiencies, and political pressures on the Federal Reserve. The author concludes that much of the responsibility for the mistaken policies lies with academic economists who underestimated the dangers of inflation and encouraged the Federal Reserve to focus on an unattainable employment goal.     Abstract: Strategy, at its best, knits together ends and means, no matter how various and disparate, into a cohesive pattern. In the case of a U.S. information strategy, this requires balancing the need to guard and secure access to many informational capabilities and resources, with the opportunity to achieve national aims by fostering as much openness as practicable. The authors' term to represent such strategic balancing is "guarded openness." They go on to describe "noopolitik" (nu-oh-poh-li-teek)--an emerging form of statecraft that emphasizes the importance of sharing ideas and values globally, principally through the exercise of persuasive "soft power" rather than traditional military "hard power." This study discusses the opportunities that may be raised by the emergence of noopolitik--ranging from construction of a noosphere (a globe-spanning realm of the mind) to recommendations that, for example, the U.S. military should begin to develop its own noosphere (among and between the services, as well as with U.S. allies). In the area of international cooperation, the authors offer strategic approaches for improving the capacity of state and nonstate actors to work together to address transnational problems. In addition, the authors recommend specific doctrinal developments, implied by the emergence of information strategy--including the pressing need to deal with such ethical concerns as the first use of information

    Abstract: This volume is the result of a colloquium on socio-political dimensions of language policy and language planning held at the 1997 American Association of Applied Linguistics (AAAL) Conference. The focus is on language planning and policy in the USA, but the issues raised will be applicable to other parts of the world as well.Three broad issues are addressed: general aspects, case studies dealing with certain languages or ethnic groups, and language planning in practice. The first, general, part, provides a historical analysis of language planning and language policy in the US, and proceeds to deal with maintenance and loss of indigenous languages, and the constraints imposed by current policies and how these constraints can be effectively dealt with. The second part contains a number of case studies. It discusses aspects of planning policies pertaining to pidgin languages, gestural languages used by the deaf (ASL) and constraints in foreign language education; this part also raises issues relating to ethnic groups, concentrating on the position of Mexicans and Puerto Ricans in the US. In the third part some practical issues are raised by looking into the role of language and culture in teaching reading, foreign language policy in higher education, Hawaiian language regenisis, and gender neutralization in American English.The book is a tribute to Charlene Junko Sato, a sociolinguist and a language activist. She died in 1996 and will be remembered for her work not only in linguistics, but also for her dedication in advancing Hawaiian Pidgin, influencing language policy through various publications and court-room appearances.

Women are thought to have a special aptitude for making and keeping friends. But notions of friendship are not constant-and neither are women's experiences of this fundamental form of connection. In Another Self , Linda W. Rosenzweig sheds light on the changing nature of white middle-class American women's relationships during the coming of age of modern America. As the middle-class domesticity of the nineteenth century waned, a new emotional culture arose in the twentieth century and the intensely affectionate bonds between women of earlier decades were supplanted by new priorities: autonomy, careers, participation in an expanding consumer culture, and the expectation of fulfillment and companionship in marriage. An increased emphasis on heterosexual interactions and a growing stigmatization of close same-sex relationships fostered new friendship styles and patterns. Drawing on a wide range of primary sources including diaries, journals, correspondence, and popular periodicals, Rosenzweig uncovers the complex and intricate links between social and cultural developments and women's personal experiences of friendship.

Bridging the fields of computer-mediated communication and audience studies, the book shows how verbal and non verbal communicative practices create collaborative interpretations and criticism, group humor, interpersonal relationships, group norms and individual identity.     Abstract: In Unbending Gender, Joan Williams takes a hard look at the state of feminism in America. Concerned by what she finds--young women who flatly refuse to identify themselves as feminists and working-class and minority women who feel the movement hasn't addressed the issues that dominate their daily lives--she outlines a new vision of feminism that calls for workplaces focused on the needs of families and, in divorce cases, recognition of the value of family work and its impact on women's earning power. Williams shows that workplaces are designed around men's bodies and life patterns in ways that discriminate against women, and that the work/family system that results is terrible for men, worse for women, and worst of all for children. She proposes a set of practical policies and legal initiatives to reorganize the two realms of work in employment and households--so that men and women can lead healthier and more productive personal and work lives. Williams introduces a new 'reconstructive' feminism that places class, race, and gender conflicts among women at center stage. Her solution is an inclusive, family-friendly feminism that supports both mothers and fathers as caregivers and as workers.

    Abstract: While African American dress has long been noted as having a distinctive edge, many people may not know that debutante balls - a relatively recent phenomenon within African American communities - feature young women and men dressed, respectively, in conventional symbols of female purity and male hegemony, and conforming to gender stereotypes that have tended to characterize such events traditionally. Within the Hmong American community, mothers and aunts of teenagers use bangles, lace and traditional handwork techniques to create dazzling displays reflecting the gender and ethnicity of their sons and daughters, nieces and nephews, as they participate in an annual courtship ritual. This book examines these events to show how dress is used to transform gender construction and create positive images of African American and Hmong American youth. Coming-of-age rituals serve as arenas of cultural revision and change. For each of these communities, the choice of dress represents cultural affirmation. This author shows that within the homogenizing context of American society, dress serves as a site for the continual renegotiation of identity - gendered, ethnic and otherwise
