    Abstract: Incidents of bioterrorism and biowarfare are likely to recur, leading to increased public concern and government action. The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. The core of the book examines the key elements of the proposed protocol - declarations, visits, challenge-type investigations, and enhanced international cooperation - and the implications for government, industry and biodefence, giving us all a better understanding of what still remains to be done to avert a biowarfare catastrophe.

    Abstract: My ?rst encounter with the world of crime and punishment was more than two decades ago, and it has since undergone vast changes. No one could have foreseen that crime-related problems would occupy such a prominent position in cultural awareness. Crime is on the rise, the public attention devoted to it has increased even more, and its political importance has mushroomed. The major change in the 1990s was perhaps the transformation of crime into a safety issue. Crime is no longer a matter involving offenders, victims, the police and the courts, it involves everyone and any number of agencies and institutions from security companies to the local authorities and from schools to pub and restaurant owners. Crime has become a much larger complex than the judicial system—a complex organized mentally and institutionally around this one concept of safety. In this book I make an effort to get to the bottom of this complex. It is the sequel to my dissertation Crime and Morality—The Moral Signi?cance of Criminal Justice in a Postmodern Culture (2000), where I hold that the victim became the essence of crime in Western culture, and that this in turn shaped public morality. In the second half of the twentieth century, a personal morality based on an awareness of our own and other people’s vulnerability, i. e. potential victimhood, succeeded the ethics of duty.

    Abstract: This volume has a long and distinguished pedigree. It is the product of an effort to devise clear and unambiguous methods for demonstrating that international regimes make a difference stretching back at least to the early 1990s. What has transpired in the meantime is the development of a suite of useful techniques of analysis rather than the creation of a single, correct methodology for use in this field of study. Our assumption is that we can be relatively confident regarding assessments of the consequences of individual regimes when those employing a variety of methods converge on the same conclusions. When different methods yield divergent conclusions, on the other hand, we can take this as a signal that more work is needed to arrive at convincing judgments regarding the consequences of the regimes in question. Along the way, we came to understand that there is an important distinction between what we describe in this book as simple effectiveness and broader consequences. Most analyses of the effectiveness of international regimes focus on individual cases and seek to assess the performance of regimes on a case-by-case basis. This is entirely understandable. Yet it is now clear that individual regimes not only interact with one another but also operate in and affect broader settings. The study of these broader consequences is less mature than research on the effectiveness of individual regimes.

    Abstract: The third and second centuries BC witnessed, in the Greek world, a scientific and technological explosion.     Abstract: This volume includes a selection of 19 classic papers on the history of Greek mathematics that were published during the 20th century and affected significantly the state of the art of this field. It is divided into six thematic sections and covers all the major issues of the Greek mathematical production. First, the inclusion in one volume of a considerable number of papers that had been published for the first time in old, and in certain cases hard to find, scientific journals representing turning-points in the history of the field, constitutes a particularly useful aid for all those working on the history of mathematics. Second, by means of the selected papers and the introductory texts of six well-known modern historians of ancient mathematics that accompany them, the reader can follow the ways the historiography of Greek mathematics developed. Finally, the introductory texts that precede each chapter help the reader to approach critically the selected papers and at the same time to get an idea of the issues being further clarified by the new historiographical approaches. The audience of the book includes scholars from history and philosophy of mathematics and mathematical sciences, scholars from history of science, students in the field of history of mathematics and history of sciences

    Abstract: This book is a collective effort on the part of researchers affiliated with the CERES Research School in Development Studies in the Netherlands to discuss a series of themes and concepts crucial to the overlapping fields of globalization and development research. While development in the course of the 1980s and 1990s was becoming hinged onto globalization, prior approaches to development were increasingly being criticized. An impasse was announced by various actors in the field, and renewed reflection on some of the basic concepts and methods became inevitable. Much of the initial rethinking went under the sign of postmodernism and tended to give priority to micro- and actor-centered research. Later, with the emerging discussion on globalization, new macro dimensions were added, and efforts were launched to articulate local/global approaches. This book discusses a set of key themes and concepts that reflect these intellectual and historical developments. Used by politicians and researchers, they reflect the continuing concern about inequality and poverty by students and practitioners of development, and contain crucial perspectives for a critical engagement of current globalization processes and their consequences. The coverage is broad, using the loglinear Poisson regression model and logistic binomial regression models as the primary engines for methodology. Topics covered include count regression models, such as Poisson, negative binomial, zero-inflated, and zero-truncated models; loglinear models for two-dimensional and multidimensional contingency tables, including for square tables and tables with ordered categories; and regression models for two-category (binary) and multiple-category target variables, such as logistic and proportional odds models. All methods are illustrated with analyses of real data examples, many from recent subject area journal articles. These analyses are highlighted in the text, and are more detailed than is typical, providing discussion of the context and background of the problem, model checking, and scientific implications.     Abstract: Contemporary international aid consists of a wide range of various support programs, where the end-result in many cases not only reflects the needs of the recipient country, but also the interests of the donor country. In Science and Politics of Foreign Aid - Swedish Environmental Support to the Baltic States it is shown that this particular support has been directed primarily towards areas of joint concern, such as air pollution and effluents to the Baltic Sea. Environmental problems with primarily local effects have, to a large extent, been neglected in the Swedish support program. The requirement on the Baltic recipient countries to finance a specific fraction of each joint program with local resources has furthermore drained the local national environmental budgets from resources, making it very difficult for these countries to mitigate various local environmental hazards by themselves. In contrast to many previous foreign aid studies where various donor country biases often are suggested but not empirically validated, this book gives an in-depth view of how a particular support program is influenced by specific and self-interested considerations.

    Abstract: This volume of the Argumentation Library contains a collection of twenty-six theor­ etical contributions to the study of argumentation. Together they provide an over­ view of recent developments in the theory of argumentation which does justice to the theoretical variety in the field. InAnyone Who Has a View, the subject of argu­ mentation is approached from different angles. Both the formal and informal logical approaches and the rhetorical and communicative approaches arc represented in various ways. We arc convinced that the collection of essays as a whole will be of interest not only to those engaged directly in the study of argumentation, but also to scholars from a variety of disciplines who arc interested in the recent developments in this field. The book opens with an essay by the informal logician Robert C. Pinto. For all the differences between them, James B. Freeman, Harvey Siegel, Ralph H. Johnson, Hans V. Hansen, and J. Anthony Blair are also prominent members of that move­ ment. Some informal logicians either eschew or simply do not use formal methods in their approach to argumentation, while others, such as David Hitchcock, use both formal and informal methods. Erik C.W. There is a fascination among baseball fans and the media to collect data on every imaginable event during a baseball game and to use these data to try to understand characteristics of the game. The problem is that patterns in baseball data are difficult to detect due to the inherent chance variation that is present. This book addresses a number of questions that are of interest to many baseball fans. These issues include how to rate players, predict the outcome of a game or the attainment of an attainment, making sense of situational data, and deciding the most valuable players in the World Series. This book will be directed to a general audience and does not assume that the reader has any prior background in probability or statistics, although knowledge of high school algebra will be helpful

    Abstract: In this book we will explore in more detail some aspects of the Arab-Jewish divide, which raise fundamental questions regarding the place of the Arabs and Arab language education in the Jewish State. More specifically, the aim of this book is to describe and analyze language education in the Arab society in Israel from the establishment of the state in 1948 until today. For this purpose, internal processes, which are embedded within the Arab population itself were examined, such as the socio-economic condition of the population, the diglossic situation in the Arabic language, and the wide use of Hebrew among Arabic speakers. Furthermore, the book also deals with external processes such as the policy of control and inspection of the Ministry of Education over the Arab education system in general and on language education in particular, the dominance of Hebrew, and the definition and perception of Israel as a Jewish State.     Abstract: In this book I have concentrated on drawing attention to various conceptions of accountability that might be brought to bear in judging the practice of social research. Much of the book is organized around making explicit the assumptions that influence what counts as “proper” research in society, including assumptions about how social inquirers might be held accountable. My focus is on reviewing discourses around the practice of “professional” inquiry, with a view to reconsidering the way in which people create expectations for accountable social inquiry. My focus hereon is related to my concern that the manner in which judgments about researchers’ accountability are made, is not without social consequences for our way of living in society. I have approached the issues by beginning with a discussion of tenets of the position called “positivism” (so named by certain proponents), and by considering the view on accountability that is implied by adherence to these tenets. Briefly expressed, positivist argumentation suggests that researchers are required to “do science” in a manner that warrants their being considered, indeed, scientists. I use my discussion of accountability as seen within positivist argumentation to explicate ways in which alternative positions have arisen as ways of treating accountability issues. Through my way of comparing the various positions, I hope to provide some indication of the complexity ofethical and accountability issues in social inquiry.

    Abstract: In The Emerging Consensus of Social Systems Theory Bausch summarizes the works of over 30 major systemic theorists. He then goes on to show the converging areas of consensus among these out-standing thinkers. Bausch categorizes the social aspects of current systemic thinking as falling into five broadly thematic areas: designing social systems, the structure of the social world, communication, cognition and epistemology. These five areas are foundational for a theoretic and practical systemic synthesis. They were topics of contention in a historic debate between Habermas and Luhmann in the early 1970's. They continue to be contentious topics within the study of social philosophy. Since the 1970's, systemic thinking has taken great strides in the areas of mathematics, physics, biology, psychology, and sociology. This book presents a spectrum of those theoretical advances. It synthesizes what various strains of contemporary systems science have to say about social processes and assesses the quality of the resulting integrated explanations. Bausch gives a detailed study of the works of many present-day systems theorists, both in general terms, and with regard to social processes. He then creates and validates integrated representations of their thoughts with respect to his own thematic classifications. He provides a background of systemic thinking from an historical context, as well as detailed studies of developments in sociological, cognitive and evolutionary theory. This book presents a coherent, dynamic model of a self-organizing world. It proposes a creative and ethical method of decision-making and design. It makes explicit the relations between structure and process in the realms of knowledge and being. The new methodology that evolves in this book allows us to deal with enormous complexity, and to relate ideas so as to draw out previously unsuspected conclusions and syntheses. Therein lies the elegance and utility of this model.

    Abstract: This volume includes articles based on papers presented at the Second International Conference of the European Science Education Research Association (E.S.E.R.A.) held in Kiel, August 31 to September 4, 1999. About 300 colleagues, virtually from around the world - with a particular European focus - participated. Some 200 papers were presented. Three pages synopses of these papers were published in Proceedings of the conference (edited by Michael Komorek, Helga Behrendt, Helmut Dahncke, Reinders Duit, Wolfgang Gräber and Angela Kross). They are available from the IPN homepage: http://www.ipn.uni-kiel.de. The participants were asked to submit contributions to the present volume. It contains the invited plenary lectures and a selection of the submitted contributions based on reviews by an international board and the editors. The volume mirrors main lines of research in science education in Europe and around the world. The invited lectures provide overviews of the growth of science education research from the past to the present, including views of future developments. Major emphasis of empirical research still seems to be students' conceptions and conceptual change. About half of the contributions fall into that category. In addition, most of the remaining contributions deal with various cognitive issues of teaching and learning science. It was surprising for us that the number of studies on affective issues and gender differences was much smaller than expected.

    Abstract: The Return to Europe examines the ability of the Central and South-east European economies to withstand competitive pressures on entry to the EU. These economies are still experiencing major structural problems inherited from communism. A major gap still exists between the income levels and economic structures of the accession states and the existing members of the EU. Trade relations largely involve the exchange of labour-intensive goods produced in Eastern Europe for technology-intensive goods produced in the EU. The export structures of some Central European economies which have attracted foreign direct investment is improving. Romania and Bulgaria have become increasingly dependent on export of labour-intensive goods since the collapse of communism. Will this create a permanent division of labour in an enlarged EU in which some regions of Europe fail to attract investment and become dependent on the export of low-wage goods, with implications for European security?

    Abstract: This book offers an authoritative study of election observation in Africa and its relation with democratization processes. Election observation is a hotly debated issue in contemporary international relations and in political science. It is seen by donor- countries and the international community as a means to enhance democratization, but has been controversial with regard to the `mandates' of the observers, the cases of its misappropriation by authoritarian governments and its masking of other donor-country interests. The book addresses fundamental issues of elections and democrat-ization in Africa, evaluation policies and implementation, as well as the historical backgrounds. A range of case studies leads to new interpretations, which challenge previous empiricist accounts of election observation in Africa. Greater attention to historical and cultural context is required than has been present in previous, somewhat prescriptive accounts. An interdisciplinary approach gives fair coverage of the historical, political and cultural issues involved in elections and election observation in Africa. Key examples of the interface between election observation and democratization processes in various important countries in Africa are presented, linking an analysis of policies and practice. The book contributes to topical debates on the dilemmas and challenges of 'good governance' and on the varieties of democracy as a global phenomenon

Perceiving Animals argues that what is revealed in a wide range of writing from the early modern period is a recurring attempt to separate the human from the beast. Looking at the representation of the animal in law, religious writings, literary representation, science and political ideas, what emerges is a sense of the fragility of humanity, a sense of a species which always requires an external addition - property, civilisation, education, mastery of the natural world - to be fully human. Erica Fudge engages with both canonical and non-canonical texts from the period 1558-1649, and examines previously unchallenged aspects of the status of humanity: what does it mean to own an animal? How does civilisation take place, and what does this tell us about uncivilised man? What does the humanist emphasis on education mean for the uneducated? Does science ever offer humanity separation from the beast? Texts by writers including Edward Coke, Ben Jonson, Francis Bacon and Richard Overton are re-examined, and the status of humanity comes under question. Perceiving Animals argues that within early modern English culture there is an uncomfortable sense of humanity with a superiority which is not innate, but dangerously unnatural

    Abstract: Although African ethnicity has become a highly fertile field of enquiry in recent years, most of the research is concentrated on southern and central Africa, and has passed Ghana by. This volume extends many of the distilled insights, but also modifies them in the light of the Ghanaian evidence. The collection is multidisciplinary in scope and spans the pre-colonial, colonial and post-colonial contexts. A central contention of the volume is that, while there were significant regional variations, ethnicity was not purely a colonial `invention'. The boundaries of `we-groups' have constantly mutated from pre-colonial times, while European categorization owed much to indigenous ways of seeing. The contributors explore the role of European administrators and recruitment officers as well as African cultural brokers in shaping new identities. The interaction of gender and ethnic consciousness is explicitly addressed. The volume also examines the formulation of the national question in Ghana today - in debates over language policy and conflicts over land and chieftaincy

    Abstract: In Queering the Moderns, Anne Herrmann revisits the narrative of literary modernism and the historical uses of the term "queer" to explore the emergence of identities specific to modernism. "Queer" in the modernist period (1910-1945) means "strange, odd, out of sorts" and although it begins to refer to those who are queer sexually, it does not yet police a hetero-homosexual divide. It means crossing boundaries in unexpected directions, across the Atlantic, across the color line, across literary conventions that dictate autobiographies can't be written by someone else. Six memoirs that rely on cross-gender and cross-racial identifications are discussed within their specific cultural contexts so that female aviators (Amelia Earhart and Beryl Markham), "lesbian" auto/biographers (Virginia Woolf and Gertrude Stein) and male auto-ethnographers (James Weldon Johnson and Earl Lind - Ralph Werther) begin to "queer" the traditional spaces of modernism

    Abstract: In January 1998 leading scholars from Europe, the United States, and Israel in the fields of medieval encyclopedias (Arabic, Latin and Hebrew) and medieval Jewish philosophy and science gathered together at Bar-Ilan University in Ramat-Gan, Israel, for an international conference on medieval Hebrew encyclopedias of science and philosophy. The primary purpose of the conference was to explore and define the structure, sources, nature, and characteristics of the medieval Hebrew encyclopedias of science and philosophy. This book, the first to devote itself to the medieval Hebrew encyclopedias of science and philosophy, contains revised versions of the papers that were prepared for this conference. This volume also includes an annotated translation of Moritz Steinschneider's groundbreaking discussion of this subject in his Die hebraeischen Übersetzungen. The Medieval Hebrew Encyclopedias of Science and Philosophy will be of particular interest to students of medieval philosophy and science, Jewish intellectual history, the history of ideas, and pre-modern Western encyclopedias

    Abstract: This volume discusses the mineral resources upon which modern civiliza­ tion is built. Take away these minerals and humanity will rapidly return to the stone age, with its greatest concern the depletion of flint (also a mineral). It would, of course, result in about a 99% reduction in population. In other words, approximately 99% of the worlds' population is dependent on minerals for its existence. That is a pretty strong statement, but how many have even seen a travois? Without minerals, pack animals, rafts, rowboats, sail boats, sledges, and the backs of man would be the only forms of transport. Sufficient food could not be transported, nor could it be grown on our tired soils without tractors and fertilizer. Even in the more fertile tropics where nearly half of the population is now suffering from malnutrition, crops are dependent on "miracle" grains that require mechanization and mineral fertilizers. Modern buildings cannot operate without electricity and, without mineral fuels, few people in the northern latitudes would survive the first winter.

    Abstract: Since Sorby published his observations on the structures of steels in 1863, the optical microscope has become one of the most widely used and versatile instruments for examining the structures of engineering materials. Moreover, to examine the diverse range of materials encountered, it must be used in both the reflected-light and transmitted-light forms, and with polarized light. It is complementary to, but not superseded by, the wide range of electron-optical instruments that are now used. Despite its extensive use, it has been described as the most misused, abused, and misunderstood of scientific instruments, for it will produce an image of a sort no matter how badly it is used. To use it effectively, even in its simplest applications, a knowledge of the simple theory of the microscope is necessary, for the theory shows and explains how it should be used. Thus my aim has been to give a simple and, where possible, quantitative account of both the theory and the use of the microscope, including the various special techniques for which it can be used. But, no matter how effectively the microscope is used, if the specimen is inadequately prepared the results of examination will be of doubtful value.

    Abstract: When assuming the task of preparing a book such as this, one inevitably wonders why anyone would want to read it. I have always sympathized with Charles Elton's trenchant observation in his 1927 book that 'we have to face the fact that while ecological work is fascinating to do, it is unbearably dull to read about . . . ' And yet several good reasons do exist for producing a small volume on predation. The subject is interesting in its own right; no ecologist can deny that predation is one of the basic processes in the natural world. And the logical roots for much currently published reasoning about predation are remarkably well hidden; if one must do research on the subject, it helps not to be forced to start from first principles. A student facing predator-prey interactions for the first time is confronted with an amazingly diverse and sometimes inaccessible literature, with a ratio of wheat to chaff not exceeding 1: 5. A guide to the perplexed in this field does not exist at present, and I hope the book will serve that function. But apart from these more-or-Iess academic reasons for writing the book, I am forced to it by my conviction that predators are important in the ecological scheme. They playa critical role in the biological control of insects and other pests and are therefore of immediate economic concern.
