    Abstract: In dieser Studie werden Einstellungen zu sozialer Ungleichheit bzw. Gerechtigkeitseinstellungen und die Wahrnehmung von Einkommensungerechtigkeit durch die Bevölkerung in postkommunistischen und westlich-kapitalistischen Ländern zu verschiedenen Zeitpunkten untersucht. Im Zentrum stehen vor allem die Determinanten dieser subjektiven Bewertungen und Wahrnehmungen auf der Makro-Ebene. Wie lassen sich Unterschiede in den Einstellungen und Wahrnehmungen zwischen Ländern erklären? Für westliche Länder wird davon ausgegangen, dass im Wesentlichen der Wohlfahrtsstaat als zentrales Verteilungsarrangement jeweils prägend wirkt. Um den Einfluss des Wohlfahrtsstaates zu überprüfen, wird einerseits eine Typologie wohlfahrtsstaatlicher Regime herangezogen. Andererseits wird auch der Einfluss wohlfahrtsstaatsbezogener Makroindikatoren als nähere Charakterisierung der ausgewählten Länder getestet, was in der international vergleichenden Einstellungsforschung bislang vernachlässigt wurde. In postkommunistischen Ländern, die seit dem Systemwechsel im Vergleich zu westlichen Ländern nicht durch lange wohlfahrtsstaatliche Traditionen geprägt wurden, stehen eher die unterschiedlichen Transformationsverläufe als Erklärungshintergrund von Einstellungs- und Wahrnehmungsunterschieden auf Makro-Ebene zur Verfügung. Da die objektiven Strukturen, Institutionen und individuellen Lagen in postkommunistischen Ländern einem stärkeren sozialen Wandel unterlagen, ist hier im Gegensatz zu westlichen Ländern auch mit einem entsprechend stärkeren Wandel der Gerechtigkeitseinstellungen und Bewertungen zu rechnen. Die Daten für diese Studie stammen aus zwei internationalen Umfrageprojekten, dem ''International Social Justice Project'' (ISJP) von 1991, 1996 und 2000 sowie dem ''International Social Survey Programme'' (ISSP) von 1987, 1992 und 1999. Die Ergebnisse zeigen, dass sich Gerechtigkeitseinstellungen, die als normative Grundhaltungen von Menschen eher prinzipieller Art sind, besser durch wohlfahrtsstaatliche Regimes erklären lassen, die diese Grundhaltungen institutionell inkorporieren und strukturell transportieren, während subjektive Wahrnehmungen von Einkommensungerechtigkeit besser durch konkretere wohlfahrtsstaatliche Makroindikatoren beeinflusst werden.
    Abstract: This study analyzes attitudes towards social inequality, justice ideologies and the perceived amount of injustice with respect to the distribution of income in post-communist and western-capitalist countries at different times, with a specific focus on the macro level determinants of subjective judgements and perceptions. How can country differences with respect to subjective judgements and perceptions be explained? One can assume that, for western countries, the welfare state is the main distribution arrangement shaping these subjective aspects. In order to analyze the influence of the welfare state, a typology of welfare state regimes is developed. In addition, the effects of macro indicators of the welfare state, conceptualized as more specific characteristics of the selected countries, are tested, which has been previously neglected in cross-national attitude research. In post-communist countries, which were not shaped by long national welfare state traditions as much as in western countries, the different transformation processes and their success are more suitable for explaining divergent macro-level attitudes and perceptions. As objective structures, institutions and the individual situations in post-communist countries have gone through a stronger process of social change than in western countries, a stronger change in justice attitudes, evaluations and perceptions can be accounted here accordingly. Data for this study come from two international survey projects, the ''International Social Justice Project'' (ISJP) 1991, 1996 and 2000 and the ''International Social Survey Programme'' (ISSP) 1987, 1992 and 1999. The results demonstrate that justice attitudes, which are rather basic normative attitudes, can be better explained by welfare state regimes which incorporate these basic attitudes institutionally and transport them structurally, whereas subjective perceptions, such as the perception of social injustice with respect to the income distribution, are affected by more concrete welfare related macro indicators.

    Abstract: Die vorliegende Arbeit beschäftigt sich mit der Untersuchung des institutionellen Wandels in Polen, Tschechien und Ungarn während ihres Beitrittsprozesses zur Europäischen Union. Dabei liegt das Hauptaugenmerk auf den dabei entstandenen Wechselwirkungen zwischen Parteipolitik und den Beitrittsbemühungen. Die Entwicklungen in Mittelosteuropa nach dem Ende der Blockkonfrontation zwang die neuen Demokratien in der Region in einen Zustand des demokratischen und ökonomischen Wettbewerbs um den Zutritt zu westeuropäischen Strukturen, die Wohlstand und Sicherheit versprachen. Die Mitgliedschaft in der EU wurde von ihnen als oberstes Ziel, wenn nicht sogar als Belohnung, ihrer gesellschaftlichen Transformation verstanden. Die Konsolidierung der Demokratie war - im Gegensatz zur vorherigen Demokratisierung - in diesem Zusammenhang keine explizite Anforderung, sondern eine positive Prognose, die spätestens mit der EU-Mitgliedschaft der Realität entsprechen sollte. Das Kernstück dieser Arbeit ist die komparative Dreiländerstudie, in der die innenpolitischen Ereignisse, die Motive der Akteure, die Funktionalität der jeweiligen politischen Systeme und deren Entwicklung nach der Errichtung der Demokratie verglichen werden. Außerdem werden die Strukturen untersucht, die von den Kandidatenländern erschaffen worden sind, um den Beitritt zu organisieren. Die abschließende Bewertung erfolgt hinsichtlich der Gründe, die für etwaige institutionelle Veränderungen verantwortlich waren sind und arbeitet die europapolitischen Determinanten für das Akteursverhalten heraus. Die Verknüpfung von externer Einflußnahme mit institutionellem Wandel im Inneren führt zu folgenden politikwissenschaftlich relevanten Fragen: In wie weit hat der Beitrittsprozeß einen Einfluß auf die Konsolidierung der Demokratie in den Kandidatenländern gehabt? Hatte der Beitrittsprozeß kurz- oder langfristige Veränderungen in den politischen Systemen dieser Länder zur Folge? Haben die nationalen Akteure versucht, den Beitrittsprozeß für ihre eigenen politischen Ziele zu instrumentalisieren? Die Beantwortung dieser Fragen wird helfen, die innenpolitischen Konsequenzen zukünftiger Erweiterungsrunden besser einzuschätzen, einschließlich den dabei zu erwartenden politischen Wechselwirkungen auf der nationalen Ebene der neuen Mitgliedsstaaten.
    Abstract: The present work deals with the research of institutional change in Poland, the Czech Republic and Hungary during the accession process to the European Union. The main emphasis rests on the interaction between domestic party politics and accession efforts that took place during this period. The developments in Central Eastern Europe after the end of the East-West conflict forced the new democracies of the region into a state of economic competition for entry to West European structures that promised wealth and security. The membership in the EU was perceived as the main foreign policy objective if not as the reward for their societal transformation. The consolidation of democracy - in contrast to the previous democratization that took place - wasn''t a specific requirement in this context. Instead it was a positive prediction which was believed to come true with the EU-membership at the latest. The central element of this work is a comparative three country study, analyzing the domestic political events, the motives of the actors, the functionality of the given political systems and their development after the initial establishment of institutional democracy. Furthermore it includes an examination of the structures that have been created by the candidate countries for organizing their accession to the EU. The final evaluation is done in regard to the reasons responsible for domestic institutional changes and means an attempt to work out the Europe centered determinants of the domestic actors'' behaviours. The linking of external influence to domestic institutional change leads to the following questions relevant to political science: To what extent the accession process had an impact on the consolidation of democracy in the candidate countries? Has the accession process caused any short or long term changes in the political systems of these countries? Have the domestic actors tried to utilize the accession process for their own political interests? The answers to these questions will help evaluating the domestic consequences of future enlargement rounds, including the correlations on the national level of the new member states.

    Abstract: Why did America invade Iraq? Why do nations choose to fight certain wars and not others? How do we bring ourselves to believe that the sacrifice of our troops is acceptable? For most, the answers to these questions are tied to struggles for power or resources and the machinations of particular interest groups. Philip Smith argues that this realist answer to the age-old "why war?" question is insufficient. Instead, Smith suggests that every war has its roots in the ways we tell and interpret stories. Comprised of case studies of the War in Iraq, the Gulf War, and the Suez Crisis, Why War? decodes the cultural logic of the narratives that justify military action. Each nation, Smith argues, makes use of binary codes-good and evil, sacred and profane, rational and irrational, to name a few. These codes, in the hands of political leaders, activists, and the media, are deployed within four different types of narratives-mundane, tragic, romantic, or apocalyptic. With this cultural system, Smith is able to radically recast our "war stories" and show how nations can have vastly different understandings of crises as each identifies the relevant protagonists and antagonists, objects of struggle, and threats and dangers. The large-scale sacrifice of human lives necessary in modern war, according to Smith, requires an apocalyptic vision of world events. In the case of the War in Iraq, for example, he argues that the United States and Britain replicated a narrative of impending global doom from the Gulf War. But in their apocalyptic account they mistakenly made the now seemingly toothless Saddam Hussein once again a symbol of evil by writing him into the story alongside al Qaeda, resulting in the war's contestation in the United States, Britain, and abroad. Offering an innovative approach to understanding how major wars are packaged, sold, and understood, Why War? will be applauded by anyone with an interest in military history, political science, cultural studies, and communication.

    Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse.

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future.

    Abstract: Considering the abundant promises and euphoric expectations (as well as apocalyptic visions of technology) that still dominate discourses on media and technology my analysis focuses on their cultural and social condition, the specific moment of their emergence, their continuous persistence, their socio-symbolic function, and their implications for social contexts of thought and perception and for hegemonic relations. The techno-deterministic notion of a ‚paradigm change', the proclamation of a ‚radically new' definition of the subject and the idea of a technically conditioned abolition of traditional dichotomies is in fact contrasted by a striking adherence to conventional and dichotome models of thought and of representation, and to the idea of an autonomous and technologically perfectionable subject. My analysis will on the one hand focus on the function of exaggerated visions of technological development (predicating a dissolution of space, time, matter and identity) and the function of ideas of ‚alternative', ‚virtual' ‚spaces' for establishing specific notions of ‚society' - indicating a specific relation of phantasm and symptom as I will show.     Abstract: Ausgangspunkt meiner Analyse sind die mit der Idee eines Cyberspace nach wie vor verknüpften utopisch wie auch dystopisch überfrachteten Projektionen hinsichtlich ihrer kulturellen und ideologischen Beschaffenheit, des Zeitpunktes ihres Auftretens, ihrer anhaltenden Persistenz, ihrer sozio-symbolischen Funktion sowie ihrer Implikationen für gesellschaftliche Denk- und Wahrnehmungszusammenhänge. Technikdeterministische Vorstellungen eines ‚Paradigmenwechsels', die Proklamierung einer technologisch bedingten ‚Neudefinition' des Subjekts, die Idee einer Auflösung klassischer Dichotomien und einer Grenzüberschreitung von Raum, Zeit, Materie und Identität stehen in deutlichem Widerspruch zur tatsächlich beobachtbaren Reproduktion nicht nur konventioneller und dichotomer Denkmodelle und Repräsentationsformen, sondern der Idee eines autonomen und technologisch perfektionierbaren Subjekts, die angesichts ihrer zentralen Rolle in aktuellen Mediendiskursen und der Vehemenz, mit der sie zu diesem spezifiaschen historischen Zeitpunkt vertreten wird, einer Erklärung bedarf. In this pioneering study, Helena Lindholm Schulz examines the ways in which Palestinian identity has been formed in the diaspora through constant longing for a homeland lost. In so doing, the author advances the debate on the relationship between diaspora and the creation of national identity as well as on nationalist politics tied to a particular territory. But The Palestinian Diaspora also sheds light on the possibilities opened up by a transnational existence, the possibility of new, less territorialized identities, even in a diaspora as bound to the idea of an idealized homeland as the Palestinian. Members of the diaspora form new lives in new settings and the idea of homeland becomes one important, but not the only, source of identity. Ultimately though, Schulz argues, the strong attachment to Palestine makes the diaspora crucial in any understandings of how to formulate a viable strategy for peace between Israelis and Palestinians.

    Abstract: We think of the city as a place where anything goes. Take the sensational fantasies and lurid antics of single women on Sex in the City or young men on Queer as Folk, and you might imagine the city as some kind of sexual playground-a place where you can have any kind of sex you want, with whomever you like, anytime or anywhere you choose. But in The Sexual Organization of the City, Edward Laumann and company argue that this idea is a myth. Drawing on extensive surveys and interviews with Chicago adults, they show that the city is-to the contrary-a place where sexual choices and options are constrained. From Wicker Park and Boys Town to the South Side and Pilsen, they observe that sexual behavior and partnering are significantly limited by such factors as which neighborhood you live in, your ethnicity, what your sexual preference might be, or the circle of friends to which you belong. In other words, the social and institutional networks that city dwellers occupy potentially limit their sexual options by making different types of sexual activities, relationships, or meeting places less accessible. To explain this idea of sex in the city, the editors of this work develop a theory of sexual marketplaces-the places where people look for sexual partners. They then use this theory to consider a variety of questions about sexuality: Why do sexual partnerships rarely cross racial and ethnic lines, even in neighborhoods where relatively few same-ethnicity partners are available? Why do gay men and lesbians have few public meeting spots in some neighborhoods, but a wide variety in others? Why are African Americans less likely to marry than whites? Does having a lot of friends make you less likely to get a sexually transmitted disease? And why do public health campaigns promoting safe sex seem to change the behaviors of some, but not others?     Abstract: By the 1890s, white Americans were avid consumers of American Indian cultures. At heavily scripted Wild West shows, Chautauquas, civic pageants, expositions, and fairs, American Indians were most often cast as victims, noble remnants of a vanishing race, or docile candidates for complete assimilation. However, as Lucy Maddox demonstrates in Citizen Indians, some prominent Indian intellectuals of the era-including Gertrude Bonnin, Charles Eastman, and Arthur C. Parker-were able to adapt and reshape the forms of public performance as one means of entering the national conversation and as a core strategy in the pan-tribal reform efforts that paralleled other Progressive-era reform movements.Maddox examines the work of American Indian intellectuals and reformers in the context of the Society of American Indians, which brought together educated, professional Indians in a period when the "Indian question" loomed large. These thinkers belonged to the first generation of middle-class American Indians more concerned with racial categories and civil rights than with the status of individual tribes. They confronted acute crises: the imposition of land allotments, the abrogation of the treaty process, the removal of Indian children to boarding schools, and the continuing denial of birthright citizenship to Indians that maintained their status as wards of the state. By adapting forms of public discourse and performance already familiar to white audiences, Maddox argues, American Indian reformers could more effectively pursue self-representation and political autonomy.
