    Abstract: "Feminist AI: Critical Perspectives on Data, Algorithms and Intelligent Machines is the first volume to bring together leading feminist thinkers from across the disciplines to explore the impact of artificial intelligence (AI) and related data-driven technologies on human society. Recent years have seen both an explosion in AI systems and a corresponding rise in important critical analyses of these technologies. Central to these analyses has been feminist scholarship, which calls upon the AI sector to be accountable for designing and deploying AI in ways that further, rather than undermine, the pursuit of social justice.     Abstract: In Social Movements: A Theoretical Approach, Dieter Rucht offers a theoretically and historically informed approach to social movements as a phenomenon of modern societies. He links the analysis of social movements to general theories of society and processes of social change, and combines three basic perspectives: interactionist, constructivist, and process-oriented (ICP-approach). Drawing mainly on ideas from Jürgen Habermas, Pierre Bourdieu, and Anthony Giddens, Rucht recommends several revisions and highlights the important role of the public sphere as the central stage for social movements. He argues that it is a realm in its own right and the major domain in which social movements make themselves seen and heard, garner support, and possibly succeed in changing basic societal structures. This comprehensive treatise analyzes the external and internal activities of social movements, the role of different kinds of opportunities and restrictions, collective identities and framing, organizing, networking, and strategizing. It lucidly examines the complexity of social movements that have a status as both actors and systems, and whose logic cannot be reduced to either strategic or communicative action.

    Abstract: "Technocratic appeals to expertise and populist invocations of 'the people' have become the central building blocks of political competition in established democracies. This development is best understood as the emergence of technopopulism-a new political field that is pushing aside the traditional struggle between left and right.     Abstract: Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. 0As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions. Shadowing them from the corridors of the Berlaymont, the seat of the European Commission, to Washington and Athens, The Political0Commissioner throws light on the partisan struggles that shaped the Juncker Commission, tensions with the Eurogroup and the Parliament, and recurring conflicts with the Member States.     Abstract: It is time for International Relations (IR) to join the relational revolution afoot in the natural and social sciences. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think 'relationally'. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. International Relations in a Relational Universe asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals, or the international) come from? And can we reorient our cosmological imaginations towards more relational understanding of the universe and what would this mean for the study and practice of international politics?The book argues that we live in a world without 'things', a world of processes and relations.     Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. Some governments have reverted to it to defend the legality of transforming the constitutional order through procedures not contemplated in the constitution's amendment rule, but considered participatory enough to be equivalent to 'the people in action', and these0attempts have sometimes been sanctioned by courts. 0

And how can we explain the marked persistence of spending levels after divergence? Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories. It follows a multi-level approach tested comparatively at the cross-country level and process-traced at micro-level by these case studies.

    Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Abstract: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff

    Abstract: Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.

    Abstract: This volume provides the first comprehensive analysis of international legal debates between 1955 and 1975 related to the formal decolonization process. It is during this era, couched between classic European imperialism and a new form of US-led Western hegemony, that fundamental legal debates took place over a new international legal order for a decolonised world. The book argues that this era presents in essence a battle, a battle that was fought out in particular over the premises and principles of international law by diplomats, lawyers, and scholars. In a moment of relative weakness of European powers, 'newly independent states' and international lawyers from the South fundamentally challenged traditional Western perceptions of international legal structures engaging in fundamental controversies over a new international law. The legal outcomes of this battle have shaped the world we live in today. Contributions from a global set of authors cover contemporary debates on concepts central to the time, such as self-determination, sources and concessions, non-intervention, wars of national liberation, multinational corporations, and the law of the sea.     Abstract: An innovative, interdisciplinary and far-reaching examination of the actual reality of international courts, International Court Authority challenges fundamental preconceptions about when, why, and how international courts become important and authoritative actors in national, regional, and international politics. A stellar group of scholars investigate the challenges that international courts face in transforming the formal legal authority conferred by states into an actual authority in fact that is respected by potential litigants, national actors, legal communities, and publics. Alter, Helfer, and Madsen provide a novel framework for conceptualizing international court authority that focuses on the reactions and practices of these key audiences. Eighteen scholars from the disciplines of law, political science and sociology apply this framework to study thirteen international courts operating in Africa, Latin America, and Europe, as well as on a global level. Together the contributors document and explore important and interesting variations in whether the audiences that interact with international courts around the world embrace or reject the rulings of these judicial institutions. Alter, Helfer, and Madsen's authority framework recognizes that international judges can and often do everything they 'should' do to ensure that their rulings possess the gravitas and stature that national courts enjoy. Yet even when imbued with these characteristics, the parties to the dispute, potential future litigants, and the broader set of actors that monitor and respond to the court's activities may fail to acknowledge the rulings as binding or take meaningful steps to modify their behaviour in response to them. For both specific judicial institutions, and more generally, the book documents and explains why most international courts possess de facto authority that is partial, variable, and highly dependent on a range of different audiences and contexts - and thus is highly fragile.

    Abstract: International organizations (IOs) matter. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.

    Abstract: The Handbook gives a comprehensive picture of the varieties of governance in areas of limited statehood from interdisciplinary perspectives including political science, geography, history, law, and economics. 29 chapters review the academic scholarship and explore the conditions of effective and legitimate governance in areas of limited statehood, as well as its implications for world politics in the twenty-first century. The authors examine theoretical and methodological approaches as well as historical and spatial dimensions of areas of limited statehood, and deal with the various governors as well as their modes of governance. They cover a variety of issue areas and explore the implications for the international legal order, for normative theory, and for policies toward areas of limited statehood

    Abstract: Can open society survive? Is Europe disintegrating? How to overcome the economic crisis? Will Europeans feel secure again. Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.

    Abstract: Whether inspired by the Frankfurt School or Antonio Gramsci, the impact of critical theory on the study of international relations has grown considerably since its advent in the early 1980s. This book offers the first intellectual history of critical international theory. Richard Devetak approaches this history by locating its emergence in the rising prestige of theory and the theoretical persona. As theory's prestige rose in the discipline of international relations it opened the way for normative and metatheoretical reconsiderations of the discipline and the world. The book traces the lines of intellectual inheritance through the Frankfurt School to the Enlightenment, German idealism, and historical materialism, to reveal the construction of a particular kind of intellectual persona: the critical international theorist who has mastered reflexive, dialectical forms of social philosophy. . In addition to the extensive treatment of critical theory's reception and development in international relations, the book recovers a rival form of theory that originates outside the usual inheritance of critical international theory in Renaissance humanism and the civil Enlightenment. This historical mode of theorising was intended to combat metaphysical encroachments on politics and international relations and to prioritise the mundane demands of civil government over the self-reflective demands of dialectical social philosophies. By proposing contextualist intellectual history as a form of critical theory, Critical International Theory defends a mode of historical critique that refuses the normative temptations to project present conceptions onto an alien past, and to abstract from the offices of civil government.

    Abstract: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening. Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

    Abstract: The Oxford Handbook of the Ends of Empire offers the most comprehensive treatment of the causes, course, and consequences of the ends of empire in the twentieth century. The volume's contributors convey the global reach of decolonization, with chapters analysing the empires of Western Europe, Eastern Europe, China and Japan. The Handbook combines broad, regional treatments of decolonization with chapter contributions constructed around particular themes or social issues. It considers how the history of decolonization is being rethought as a result of the rise of the 'new' imperial history, and its emphasis on race, gender, and culture, as well as the more recent growth of interest in histories of globalization, transnational history, and histories of migration and diaspora, humanitarianism and development,0and human rights. The Handbook, in other words, seeks to identify the processes and commonalities of experience that make decolonization a unique historical phenomenon with a lasting resonance.     Abstract: Internationalist socialism and ethnic nationalism are usually thought of as polar opposites. But for the millions of men and women who made Social Democracy into twentieth-century Europe's most potent political force, they were often mutually reinforcing. 'Workers and Nationalism' explains this apparent paradox by looking at the history of the Social Democratic workers' movement in Habsburg Austria, which was built on the mobilization of German and Czech workers in the Empire's rapidly industrializing regions of Bohemia, Moravia, and Lower Austria. Jakub Benes takes the history of socialism out of the realm of theoretical and parliamentary debates and into the streets, city squares, pubs, and clubs of a vibrant but precarious multi-ethnic society. He reveals how ordinary workers became increasingly nationalist as they came to believe that they were the genuine representatives of their ethnic national communities. Their successful campaign to democratize parliamentary elections in 1905-1907 accelerated such thinking rapidly. It also split Social Democracy apart by 1911. Then, during the First World War, many Czech and German workers embraced revolutionary radicalism, alienating them from the regime-friendly socialist leadership. Benes's study is the first to show the profound connection between major political events and the rich culture of the Austrian workers' movement, revealing this culture's utopian and quasi-religious tendencies as well as its left populist nationalism. Based on research in eight archives and numerous libraries in Prague, Vienna, and Brno, 'Workers and Nationalism' fundamentally rethinks the relationship between socialism, nationalism, and democracy in modern Europe

    Abstract: During the past several decades, political philosophers have frequently clashed with one another over the question whether governments are morally required to remain neutral among reasonable conceptions of excellence and human flourishing. On the one hand, the book rejects the requirement of neutrality by contending that certain subsidies for the promotion of excellence in sundry areas of human endeavour can be proper and vital uses of resources by governments. Advocating such departures from the constraint of neutrality, the book presents a version of liberalism that can rightly be classified as 'perfectionist'.0On the other hand, the species of perfectionism espoused in Liberalism with Excellence diverges markedly from the theories that have usually been so classified. Indeed, much of the book assails various aspects of those theories. What is more, the aspirational perfectionism elaborated in the closing chapters of the volume is reconcilable in most key respects with a suitably amplified version of 'Rawlsianism'. Hence, by reconceiving both the perfectionist side and the neutralist side of the prevailing disputation, 'Liberalism with excellence' combines and transforms their respective insights

    Abstract: Theorists working on metaethics and the nature of normativity typically study goodness, rightness, what ought to be done, and so on. In their investigations they employ and consider our actual normative concepts. But the actual concepts of goodness, rightness, and what ought to be done are only some of the possible normative concepts there are. There are other possible concepts, ascribing different properties. Matti Eklund explores the consequences of this thought, for example for the debate over normative realism, and for the debate over what it is for concepts and properties to be normative. Conceptual engineering - the project of considering how our concepts can be replaced by better ones - has become a central topic in philosophy. Eklund applies this methodology to central normative concepts and discusses the special complications that arise in this case. For example, since talk of improvement is itself normative, how should we, in the context, understand talk of a concept being better?
