    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

    Abstract: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

Par ailleurs, les États-Unis figurent parmi les principaux producteurs de déchets marins, lesquels ont de graves conséquences pour les populations et l’environnement. Le présent rapport contient 30 recommandations visant à aider les États-Unis à améliorer leurs performances environnementales, et accorde une attention particulière à l’enjeu des déchets marins et à la problématique transversale de la justice environnementale. Troisième Examen environnemental consacré aux États‑Unis, il propose une évaluation indépendante, fondée sur des données factuelles, des performances environnementales du pays au cours de la dernière décennie. Il recommande de passer d’un système d’appels à propositions annuels à un modèle de partenariats plus durable, de renforcer la capacité du MAE à se coordonner avec les acteurs des pays partenaires et de mieux aligner l'engagement international de la Pologne avec ses engagements en faveur du développement durable.

    Abstract: Banks and other financial institutions have a central role to play in supporting the net zero transition of the business sector and its millions of SMEs. They are working to integrate climate considerations in various aspects of their operations, including strategy, management and financial products. This calls for the development of new internal capacities and access to SME sustainability data and assessments which are currently difficult to obtain. This policy paper presents the findings of a 2023 survey of public development banks and private financial institutions, conducted by the by the OECD Platform on Financing SMEs for Sustainability. It provides insights on financial institutions' current approaches and plans for the integration of climate considerations in their SME operations. It also provides information on the offer of finance and non-financial support for SMEs’ net zero investments and on related SME climate-related data requirements.

    Abstract: Russia's war of aggression against Ukraine has had profound effects on the maritime sector. It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

    Abstract: The digital economy is growing, with producers increasingly using digital technology to revolutionise their production processes, and with new business models being created based on the digital transformation. To improve the visibility of digitalisation in macroeconomic statistics, the Digital Supply and Use Tables (SUTs) framework has been developed under the auspices of the OECD’s Informal Advisory Group (IAG) on Measuring GDP in a Digitalised Economy. In the Digital SUTs framework, three dimensions are introduced for measuring the digital economy: the nature of the transaction (the “how”), the goods and services produced (the “what”), and the new digital industries (the “who”). The OECD Handbook on Compiling Digital SUTs explains these three dimensions and includes examples. It also presents the high priority indicators that have been agreed by the IAG and includes recommended templates for producing the outputs.

Samoa’s ocean resources can also augment its resilience to future shocks such as climate change. Through an analysis of Samoa’s economic trends and environmental pressures, institutional set-up and policy tools, as well as financing landscape, this report identifies opportunities and challenges for Samoa’s ocean economy to drive sustainable and resilient development. The Samoa Ocean Strategy offers a blueprint for such a pursuit, but there remain gaps and impediments. To address them, the report provides several cross-cutting and sector-specific policy recommendations to accelerate Samoa’s transition to a sustainable ocean economy.

    Abstract: As countries seek to draw lessons the COVID-19 crisis and increase their future resilience, evaluations are important tools to understand what worked or not, why and for whom. This report builds on the OECD work on “government evaluations of COVID-19 responses”. It evaluates Belgium’s responses to the pandemic in terms of risk preparedness, crisis management, as well as public health, education, economic and fiscal, and social and labour market policies. Preserving the country’s resilience in the future will require promoting trust in public institutions and whole-of-government approaches to crisis management, reducing inequalities, and preserving the fiscal balance. The findings and recommendations of this report will provide guidance to public authorities in these efforts.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Esto requeriría reducir la carga regulatoria, mejorar la combinación de impuestos, fomentar una mayor competencia en mercados clave y continuar los esfuerzos para lograr la descarbonización y protección del medio ambiente. Promover una mayor participación laboral femenina y mejorar la protección social ayudarán a una mejor adaptación a los cambios demográficos continuos y a mejorar la igualdad de oportunidades. La educación y la formación son una prioridad importante para Costa Rica, que les dedica una de las proporciones de gasto más altas entre los países de la OCDE. Sin embargo, los resultados educativos no son satisfactorios y las empresas tienen dificultades para llenar las vacantes, en especial en puestos técnicos y científicos.     Abstract: Less than two years after the start of the COVID-19 pandemic, Russia’s illegal, unprovoked and unjustifiable war of aggression against Ukraine has triggered the biggest military confrontation in Europe since World War II. Many OECD countries have reacted to Russia’s aggression by providing military and humanitarian aid to Ukraine and by imposing economic sanctions on Russia, which has accentuated supply chain disruptions, especially in the energy sector. A combination of these supply shocks with a demand shock caused by expansionary fiscal and monetary policies to tackle the pandemic has created inflationary pressures on a scale not seen in decades. Central banks around the world are acting to fulfil their price stability mandates by increasing interest rates and by engaging in quantitative tightening (primarily the selling of government bonds to reduce central bank balance sheets), all of which put pressure on borrowing costs at a time when governments are engaging in expansionary fiscal policy to alleviate the impact of inflation. The objective of this policy note is to examine the main consequences of this challenging environment for the fiscal stance of different levels of governments. These include the weakening outlook for government revenues in times of high expenditure pressures from a more rapid energy transition as well as high borrowing costs.

    Abstract: Le Comité d’aide au développement (CAD) de l’OCDE mène tous les cinq à six ans un examen par les pairs qui passe en revue les efforts de coopération pour le développement de chacun de ses membres. Ces examens visent à améliorer la qualité et l’efficacité de leur coopération pour le développement, en mettant en évidence les bonnes pratiques et en recommandant des améliorations. La Nouvelle-Zélande est un partenaire apprécié dans le Pacifique, principale région bénéficiaire de son aide publique au développement (APD). Sous la responsabilité du ministère des Affaires étrangères et du Commerce, l’attachement à l’appropriation nationale et régionale, les efforts déployés pour intégrer le savoir et les valeurs autochtones, ainsi que les engagements pris pour accroître les financements climatiques témoignent de l’engagement de la Nouvelle-Zélande et de la pertinence de son action. Cet examen par les pairs recommande à la Nouvelle-Zélande de tirer le meilleur parti de l’intégration plus étroite de la politique étrangère et de la politique de développement dans le Pacifique, de renforcer les ressources humaines, de créer les conditions nécessaires à une prise de décision efficace et efficiente, d’améliorer la transparence, de favoriser une meilleure compréhension de la problématique du développement au sein de la population, de promouvoir les liens entre les investissements liés au climat et d’autres priorités, et d’établir un plan pour accroître l’APD, de manière à concrétiser ses objectifs stratégiques.

    Abstract: Half a century after independence, Bangladesh has achieved impressive progress. The country has transformed from one of the poorest nations into a global textile manufacturing hub capable of meeting its medical needs almost entirely through domestic pharmaceutical production. The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

The report analyses African involvement in discussions on corporate tax and how African participation in policy-setting and technical discussions could be further improved. In particular, it shows how African voices have shaped the design of the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy, and discusses its benefits for African countries and challenges for implementation. In addition, the report provides an overview of OECD's initiatives to support capacity building on tax in Africa, many of which are undertaken in partnership with other international and regional organisations. Finally, the report reflects on the broader tax policy agenda including VAT, tax transparency, tax and crime, digitalisation of tax administrations, and tax and informality. This report was prepared by the OECD to inform the discussions at the October 2023 Africa Roundtable in Marrakech hosted by G7 Finance Ministers and Central Bank Governors.

    Abstract: Between 2017 and 2022, G20 members invested over USD 20 billion in 671 projects related to rural youth employment in Africa. The G20 Initiative for Rural Youth Employment (RYE), launched in 2017, overachieved the targets set to provide employment-related skills to 5 million youth and create 1.1 million jobs by 2022. The most common types of interventions were those focused on agriculture value chain development, skills training, and the promotion of entrepreneurship and small and medium-sized businesses. The paper assesses the achievements of the G20 Initiative for RYE, analyses different RYE programmes and provides recommendations for future G20 initiatives and RYE programming. Despite great progress, much remains to be done to tackle rural youth employment challenges.

La Tchéquie est reconnue pour son soutien aux droits de l'homme. Sa stratégie de long terme 2018-2030 garantit à la fois prévisibilité et flexibilité. Le rapport souligne son engagement auprès de l'Union européenne et de ses membres et identifie les moyens de renforcer l'apprentissage institutionnel. Alors que la coopération tchèque progresse vers les normes du CAD, cet examen fournit des recommandations pour renforcer sa structure institutionnelle, pour accélérer les progrès vers une action plus cohérente qui lutte explicitement contre pauvreté et/ou les inégalités, et pour construire de meilleurs partenariats.

L'ampleur des investissements nécessaires pour atteindre les Objectifs de développement durable exige d'améliorer l'efficacité des dépenses publiques, de mobiliser les financements privés, d'appliquer strictement les réglementations et de fournir des incitations adéquates. Il s'agit du premier Examen des performances environnementales du Costa Rica par l'OCDE. Il évalue les progrès réalisés par le pays en matière de développement durable, avec un chapitre spécial consacré à la biodiversité, et fournit 52 recommandations.     Abstract: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Abstract: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

This peer review provides recommendations to enhance the Netherlands' engagement in partner countries by putting its ambition for locally led development into practice, ensuring its thematic approach is adapted to context, and clarifying its risk appetite. Reversing the trend of decreasing budgets was a significant achievement, but effects of in-donor refugee costs on the broader Dutch development programme need to be managed.

Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since only 2016, Hungary has achieved impressive growth in its official development assistance (ODA). Bilateral co-operation has increased, in particular, and relies on close consultation with partners. Hungary champions sustainable water management, combining diplomacy, domestic expertise and development co-operation. In fragile contexts, it focuses its support to local civil society organisations, and in particular faith-based actors. As it continues to make progress towards established DAC standards and ways of working, an institutional reorganisation provides Hungary with significant opportunities for further reform. This peer review provides a set of recommendations to increase the impact of Hungary’s engagement in partner countries, deepen collaboration across institutions and with stakeholders, strengthen internal systems, and balance tensions between domestic and global objectives.

Les 26 recommandations visent à aider le Portugal à améliorer ses performances environnementales, en accordant une attention particulière à la neutralité carbone. Il faudrait pour cela alléger le fardeau réglementaire, améliorer le panier fiscal, encourager la concurrence sur les principaux marchés et de poursuivre les efforts de décarbonisation et de protection de l'environnement. Le soutien à une plus forte participation des femmes au marché du travail et l'amélioration de la protection sociale permettront de s'adapter aux changements démographiques en cours et de favoriser l'égalité des chances. L'éducation et la formation sont une priorité pour le Costa Rica, qui leur consacre une part de dépenses parmi les plus élevées des pays de l'OCDE. Cependant, les résultats scolaires restent médiocres et les entreprises peinent à pourvoir leurs postes vacants, en particulier les postes techniques et scientifiques. Điều này sẽ đòi hỏi cải cách nhiều hơn để giảm sự can thiệp của nhà nước, đặc biệt trong những lĩnh vực mạng lưới như viễn thông, và bảo đảm một sân chơi bình đẳng giữa tất cả các doanh nghiệp. Hội nhập thương mại sâu sắc hơn cũng hết sức quan trọng để tăng cường các chuỗi cung ứng trong bối cảnh kinh tế toàn cầu đang thay đổi. Dù đã tăng cường áp dụng kỹ thuật số, Việt Nam cần nâng cao kỹ năng của người lao động thông qua đào tạo nghề và giáo dục cho người trưởng thành. Cam kết đạt mức phát thải ròng bằng không vào năm 2050 đòi hỏi những thay đổi mạnh mẽ trong hệ thống kinh tế. Assessing the Impact of Russia’s War against Ukraine on Eastern Partner Countries investigates the exposure of Eastern Partner countries (Armenia, Azerbaijan, Georgia, Republic of Moldova and Ukraine) to the economic shocks caused by the war, and in particular through the impact that the conflict is having on inflation, migration, remittances, investment and trade. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

It then focuses on academic strategies the Ministry of Education can implement in the short and medium-term to help students recover lost learning opportunities, including adapting instructional strategies and pedagogies to individual needs, adapting the time of instruction, providing curricular flexibility and enabling fluid learning pathways within the school system. The brief concludes by putting forward a range of policy responses that can enhance the long-term effectiveness of learning recovery strategies in Ukraine.

Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

Reviews seek to improve the quality and effectiveness of members' development co-operation, highlighting good practices and recommending improvements. The Czech Republic's (Czechia) official development assistance remained stable on average at 0.14% of gross national income since 2016 and jumped to 0.36% in 2022 primarily due to the costs of hosting Ukrainian refugees. Czechia is recognised for its strong support to democratic transition and human rights. Its long-term 2018-2030 strategy ensures predictability and provides for flexibility. The report highlights efforts to engage with the European Union and its members, and identifies opportunities for building institutional learning processes. As the Czech development co-operation continues making progress towards established DAC standards, this peer review provides a set of recommendations to strengthen its institutional set-up to accelerate progress towards a more cohesive portfolio that explicitly addresses poverty and/or inequality, and to build better partnerships with local CSOs and the private sector.

Sin embargo, los avances en las diferentes dimensiones del bienestar han sido insuficientes. En particular, las disparidades socioeconómicas y territoriales siguen siendo importantes, y las instituciones públicas aún enfrentan desafíos relevantes. Para que la República Dominicana avance en una senda de desarrollo más inclusivo y sostenible, es necesario abordar tres dimensiones críticas. En primer lugar, proporcionar empleos de calidad para todos, con especial énfasis en impulsar la formalización y la transformación productiva. En segundo lugar, movilizar más financiamiento público y privado para el desarrollo, con sistemas fiscales más progresivos y eficaces, un gasto público más eficiente, y mercados de capitales más profundos. En tercer lugar, acelerar la transformación digital para impulsar la productividad, mejorar la inclusión y apoyar la creación de empleo.
