    Abstract: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance

    Abstract: African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Abstract: In sub-Saharan Africa a number of national theatres were established from the 1950s onwards. Their construction involved British colonial administration, American philanthropy and Chinese development aid. While each history is particular, they share certain common experiences that can be read as an allegory of postcolonial history. This narrative is bracketed by the seemingly contradictory terms modular modernity and cultural heritage: modernity with its promise of the new, cultural heritage with its ideology of preservation. While apparently oppositional terms, they are in fact two points on a continuum of Western and Asian influence on the African continent. There is a direct through-line connecting modular modernity with cultural heritage discourse of the post-Cold War period. This chapter’s main example is the National Theatre in Uganda which can read as a test case of shifting discourses and agendas in the context of the Cultural Cold War and its long-term implications

    Abstract: Despite the non-governmental status of the UNESCO-affiliated International Theatre Institute (ITI), its organisational structures enabled its member states to use it as an instrument of cultural representation for national and Cold War purposes. In the late 1970s and early 1980s, the East German national centre of the ITI hosted several seminars and colloquia for theatre artists from the Global South. These events focussed heavily on playwright Bertolt Brecht as a figurehead of East German theatre since his plays and theories were of great interest to the international theatre community. By applying econometric analysis to collected data, the book analyses in detail the structures and mechanisms of dollarization in households, companies, and financial institutions. It also provides detailed information on the historical development of Cambodian dollarization, international comparisons with various cases of dollarization in countries around the world, and the impact of NBC's issuance of CBDC (particularly Bakong) on the use of local and foeign currencies. The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization. Under the light of Alyson Cole’s (2016) “All of Us Are Vulnerable, But Some Are More Vulnerable than Others: The Political Ambiguity of Vulnerability Studies, an Ambivalent Critique”, Isabell Lorey’s (2015) State of Insecurity: Government of the Precarious, and Judith Butler’s (2012) “Precarious Life, Vulnerability, and the Ethics of Cohabitation,” among other sources, the objective of this chapter is to explore the nexus between gendered forms of vulnerability and other factors inherent to social and economic precarity present in the plays of the Welsh playwright Gary Owen Iphigenia in Splott (2015) and In the Pipeline (2010).     Abstract: There has been a growing awareness that ambiguity is not just a necessary evil of the language system resulting, for instance, from its need for economy or, by contrast, a blessing that allows writers to involve readers in endless games of assigning meaning to a literary text. The present volume contributes to overcoming this alternative by focusing on strategies of ambiguity (and the strategic avoidance of ambiguity) both at the production and the reception end of communication. The authors examine ways in which speakers and hearers may use ambiguous words, structures, references, and situations to pursue communicative ends. For example, the question is asked what it actually means when a listener strategically perceives ambiguity, which may happen both synchronically (e.g. in conversations) as well as diachronically (e.g. when strategically ambiguating biblical texts in order to make them applicable to moral lessons). Another example is the question of whether ambiguity awareness increases the strategic use of ambiguity in prosody. Moreover, the authors enquire not only into the effects of ambiguous meanings but also into the strategic use of ambiguity as such, for example, as a response to censorship or as a means of provoking irritation. This volume brings together several contributions from linguistics, literary studies, rhetoric, psychology, and theology, and it aims to provide a systematic approach to the strategic production and perception of ambiguity in a variety of texts and contexts.     Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. In the quest for human perfectionism, vulnerabilities are exposed and intensified by technological disruption. The transhumanist promise of human enhancement is presented in the series as hindering basic affect, self-awareness, and emotional response that in turn makes for human relational interdependence. Accordingly, it focuses on how the invulnerable transhuman figure is posed as a threat to subjectivity and autonomy. Vulnerability studies, ethics of care, neuroscientific theories on emotional sensations (interoception and exteroception awareness), and posthumanism give support to the chapter’s main thesis that this series posits characters’ fundamentally relational essence for wellbeing as based on rather different ethical grounds from those seen in the transhumanist paradigm, which is based on individualism, independence, autonomy and/or self-sufficiency via technology. For this study, theories on transhumanism, vulnerability, emotional, and ethical studies are introduced to give way to the analysis of the series.     Abstract: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies

Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. In the discussed novels, various modes of mobility move the protagonists around in their former hometowns, permitting encounters with city dwellers and formerly familial urban landscapes. The texts' portrayals of the returnees' urban mobilities highlight the tensions between memory and the present and underline the protagonists' sense of unbelonging and disillusionment. By focusing on African cities from the perspective of urban mobilities, the chapter contributes to the on-going postcolonialization of literary urban studies and enhances the field's dialogue with mobilities research

This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. FPA has long had a focus on agency within the state, particularly individual and group-based decision-making.     Abstract: Psychedelically-enhanced psychotherapy (PAP) looks set to become a common remedy for a range of serious mental health problems. The market for providing PAP, including a secondary market for the training, credentialising and monitoring of therapists, is expanding rapidly. Concerns have been raised recently by actors in that secondary market about the potential for abuse in PAP, which have been framed in terms of a failure to respect patient autonomy. Such concerns cannot be adequately addressed without a fundamental reconsideration of the role of autonomy in psychotherapy. Discussing what autonomy means in psychotherapy and thence especially in PAP is the aim of this chapter, which starts from practitioner-focused guidance, before reflecting on the history of autonomy in geopolitics and ethics and finally returning to consider its place in psychotherapy generally and PAP specifically. The conclusion reached is that while protecting autonomy is the primary concern of medical ethics today, autonomy is not equal to the phenomenology of the psychedelic experience, which is better characterised in terms of 'autoheteronomy'. The chapter's contribution to the emerging 'psychedelic humanities' is to show that PAP brings to crisis longstanding cultural compromises and uncertainties around the way in which psychotherapy has been thought to foster patient autonomy

When it comes to specific problems that were highlighted by the pandemic, the issue of labour pricing occurred to be of concern. The development of online communication tools created new opportunities to provide services and share results of one's work via the Internet. It is worth noting that even before the COVID-19, the issue of work valuation was crucial for some groups, for example, for artists. The token became an important way of work monetisation both for them and the new services providers. More and more one hears about artists converting their artworks (the results of their work) into non-fungible tokens (NFT tokens). But will only celebrities (artists, actors, and influencers) use this tool in the future? This question occurred to be an extremely relevant matter in a (post)pandemic world. It seems that NFT gig tokens are an answer to the challenges occurring on the labour market, related to the popularisation of the employment model in the gig economy and the issue of valuing work offered by gig workers

While a reasonable response to an existential threat, climate anxiety impedes our capacity to act where it leads to apathy, indecision or fatalism. The paper considers Jem Bendell's argument that accepting and 'grieving' for inevitable civilisational collapse is a precondition to clear-sighted adaptation. This response is insufficient for the problem of motivation necessary for the capacity to act. It considers Martha Nussbaum's 2018 claim that fear hinders reciprocity, amplifies infantile narcissism and endangers democracy. While salient, developing a countervailing 'capacity for concern' requires not merely a therapeutic relationship or the uncritical restitution of faltering liberal public institutions. Via Spinoza, an effective capacity to act against fear is conceived as interrelational and affective, founded on cooperation, friendship and the cultivation of causal knowledge. Recent life cycle studies of garments show that over 80 percent of environmental impact stems from the production phase of apparel. Up to 80 percent of this production is outsourced to the informal sector in developing countries. Besides the environmental impact, apparel manufacturing also affects sustainable development and includes many social issues related to poor working conditions and below living wages etc. Along with the growth of fast-fashion consumption, apparel production with its high dependence on low-income countries with coal-based energy sources, highly complex and untransparent industry structure with many tiers of suppliers, and the wide-spread use of informal market practices in the industry, is the reason why the environmental impact of the industry is accelerating rather than improving. Measures to mitigate the negative environmental and social impacts can spur a movement away from informal practices but can also risk moving informal practices further out in the tiers of the value chain and to domestic production, making such practices less transparent and the informally employed more vulnerable to lack of social security

    Abstract: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the 'federal solution'? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country

What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of 'winner-takes-all' politics associated with presidential systems

In Slovenia, the concept of cross-border posting became relevant after the country joined the EU in 2004. The number of posted workers in Slovenia has been growing steadily since then and is among the highest in the EU. An increase in posting has also been observed in the EU as well. One of the main reasons for the rapid increase in the number of workers posted to wealthier EU countries is the accession of ten new Member States in 2004, with significant differences in living standards between the `new´ and `old´ Member States. Focusing on Slovenia, an important reason for Slovenia's high numbers of posted workers is also its proximity to the countries of the former Yugoslavia and the strong migrant flows from these countries to the EU via Slovenian companies. As a result, the number of workers posted from Slovenia to other EU Member States has been one of the highest in the EU over the past decade

    Abstract: “Fusion of Horizons: Interdisciplinary Perspectives on The Merchant of Venice” integrates new horizons into the reading of The Merchant of Venice, particularly horizons about the culture of credit. It delves into the changing nature of money, credit, and debt in the emerging capitalist era in relation to religious and ethnic issues in order to disclose the cause of Antonio’s melancholy. It is the argument that the gradual commercialization, materialization and symbolization of an individual in the nascent capitalist era fill Antonio with inexpressible melancholy. Shakespeare, through Antonio, manifests his concerns and worries about a future society preoccupied with money and symbolic economy

    Abstract: This study combines economic, biographical, performative, and narrative approaches to commemoration to understand how the memory of the Stalinist repressions gains mnemonic capital through individualized practice. It is argued that an individual engaged in the field of commemoration can be seen as a cultural producer and intermediary fulfilling a whole array of different roles, adapting to changing conditions and improvising as the situation demands. The success of the commemorative activities of the organization depends significantly on the material and intangible resources at the disposal of the decision-making individual and the “vernacular creativity” the individual employs. Correspondingly, the selection of symbols used in the commemorative process relies both on the earlier collective mnemonic practices and resources of the national textual community and on the cultural and embodied capital of the decision-making individual. By extending the chains of memory labor outside the field of commemoration, an opportunity has been created for the memory of Stalinist mass repressions to transform and adapt for societal change

    Abstract: This chapter contributes to the discussions on memorability by applying assemblage theoretical thinking to the analysis of memory and by developing the notion of mnemonic affordance. It analyzes Ella Ojala’s family photographs’ affordances in the mediation of the memory of forced migrations and family’s dispersal on multiple scales. First, the chapter explores the photographs’ affordances in mediating memory of dispersed family. Second, it examines the album’s affordances in mediating Ojala’s life story in her memoir novels. Third, by contextualizing Ojala’s literary works vis-à-vis the time of their publication at the turn of 1990s Finland and discussing their recent archiving, the chapter discusses affordances of the family album in mediation of the memory related to Ingrian Finns’ experiences more generally. The chapter indicates some of the potentials of assemblage thinking for conceptualizing memory as processual, malleable, and contingent on various discursive-material and contextual circumstances

    Abstract: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular
