    Abstract: "The idea of etnos came into being over a hundred years ago as a way of understanding the collective identities of people with a common language and shared traditions. In the twentieth century, the concept came to be associated with Soviet state-building, and it fell sharply out of favour. Yet outside the academy, etnos-style arguments not only persist, but are a vibrant part of regional anthropological traditions. Life Histories of Etnos Theory in Russia and Beyond makes a powerful argument for reconsidering the importance of etnos in our understanding of ethnicity and national identity across Eurasia. The collection brings to life a rich archive of previously unpublished letters, fieldnotes, and photographic collections of the theory's early proponents. Using contemporary fieldwork and case studies, the volume shows how the ideas of these ethnographers continue to impact and shape identities in various regional theatres from Ukraine to the Russian North to the Manchurian steppes of what is now China.     Abstract: W National Park lies in the border triangle of Benin, Burkina Faso and Niger in West Africa. Established under French colonial rule in 1927, it was designated as the first African transborder biosphere reserve in 2002. Although the Benin part of the reserve was given a participatory management approach in 2002, illegal hunting, logging, transborder mobile herding and cash cropping continue to pose important threats to the reserve. The whole area, especially the buffer zone, is a source of conflicts between the different adjacent communities and between communities and park administration. The book analyses how the surveillance teams operate in this context. It describes encounters between park surveillance staff and local stakeholders in three different arenas: the park’s core area, adjacent villages and public political forums. It shows how, in a setting dominated largely by cash crop production, the abstract idea „national park“ is being translated by park staff and how in the process local meanings of the idea emerge. Drawing on 14 months of ethnographic research between 2008 and 2010, this book contributes to the current state of research on participatory natural resources management. Moreover, it provides insights into the working of state administration in a context of contradictory policies of conservation and rural development
    Abstract: Der grenzüberschreitende Nationalpark W liegt in Westafrika im Dreiländereck von Benin, Burkina Faso und Niger. 1927 unter französischer Kolonialherrschaft gegründet, erfolgte 2002 die Ausrufung zum ersten grenzüberschreitenden Biosphärenreservat Afrikas. Trotz diverser partizipativer Maßnahmen der Parkverwaltung gefährden Feldbau, grenzüberschreitende mobile Weidewirtschaft (Transhumanz), Wilderei und Holzeinschlag den Nationalpark. Konflikte um die Nutzung von Land und anderen kritischen Ressourcen entstehen insbesondere in der überregulierten Pufferzone. Dieses Buch fragt, wie Überwachungseinheiten in diesem Kontext operieren. Es beschreibt typische Situationen des Zusammentreffens zwischen Parküberwachung und lokalen Akteuren in drei unterschiedlichen Arenen: der Kernzone des Parks, dem Anrainerdorf und lokalen politischen Foren. Die dichten Fallstudien verdeutlichen die konfliktreichen Prozesse, in denen die Idee „Nationalpark“ von Akteuren der Parkverwaltung und ihren lokalen Mitarbeitern in den Kontext der Baumwollstadt Banikoara übersetzt wird und wie der Nationalpark in diesen Prozessen zu einer lokalen Bedeutung gelangt.     Abstract: This research unravels the economic collapse of the Datoga pastoralists of central and northern Tanzania from the 1830s to the beginning of the 21st century. The research builds from the broader literature on continental African pastoralism during the past two centuries. Overall, the literature suggests that African pastoralism is collapsing due to changing political and environmental factors. My dissertation aims to provide a case study adding to the general trends of African pastoralism, while emphasizing the topic of competition as not only physical, but as something that is ethnically negotiated through historical and collective memories. There are two main questions that have guided this project: 1) How is ethnic space defined by the Datoga and their neighbours across different historical times? And 2) what are the origins of the conflicts and violence and how have they been narrated by the state throughout history? Examining archival sources and oral interviews it is clear that the Datoga have struggled through a competitive history of claims on territory against other neighbouring communities. The competitive encounters began with the Maasai entering the Serengeti in the 19th century, and intensified with the introduction of colonialism in Mbulu and Singida in the late 19th and 20th centuries. The fight for control of land and resources resulted in violent clashes with other groups. Often the Datoga were painted as murderers and impediments to development. Policies like the amalgamation measures of the British colonial administration in Mbulu or Ujamaa in post-colonial Tanzania aimed at confronting the “Datoga problem,” but were inadequate in neither addressing the Datoga issues of identity, nor providing a solution to their quest for land ownership and control

    Abstract: How is the handling of contested “objects” from the German colonial era shaped in ethnological Museums in Germany and Cameroon? This ethnographic study connects, for the first time, approaches from ethnology, (international) law, (art) history and museology which constitute the multidisciplinary field of “return” to deal with this question. Two current return claims of things from Cameroon at ethnological museums in Munich and Berlin take centre stage: Tange/Schiffschnabel and Ngonnso’/Schalenträgerfigur. The reconstruction of the cultural biographies of the contested items documents their part as points of intersection in complex networks of relations and stakeholders from the 19th century to this day. These networks connect people and institutions in Cameroon and Germany and their diverse conceptions and claims on these things in a versatile manner.     Abstract: The introduction to the edited volume Communication and Discourse Theory aims to reflect on the interaction between discourse theory and the study of media and communication, as well as the Brussels Discourse Theory Group’s contribution to it. The chapter starts with a summary of the main tenets of Laclau and Mouffe’s discourse theory, and touches upon its methodological/analytical translation in discourse-theoretical analysis (DTA). The next main part of the chapter discusses how discourse theory has been put to use for the analysis of communication and media, distinguishing four thematic areas: (1) communication, rhetoric, and media strategies; (2) discourses in media organizations; (3) media identities, practices, and institutions; and (4) media and agonistic democracy. Combining a field theoretical approach to journalism with frame analysis on different levels of the communica-tion process, the author argues that the nuclear industry in Japan used their financial power to build up a “pro-nuclear civil society” and that this frame-sponsoring is the reason for the relatively positive portrayal of nucle-ar power until 2011.     Abstract: This open access book investigates the pathologisation of homosexuality during the fascist regime in Italy through an analysis of the case of G., a man with "homosexual tendencies" interned in the Collegno mental health hospital in 1928. No systematic study exists on the possibility that Fascism used internment in an asylum as a tool of repression for LGBT people, as an alternative to confinement on an island, prison or home arrests. This research offers evidence that in some cases it did. The book highlights how the dictatorship operated in a low-key, shadowy and undetectable manner, bending pre-existing legislation. Its brutality was - and still is - difficult to prove.     Abstract: The armed conflict in Syria which began in 2011, caused one of the largest refugee movements in the context of collective violence and war since World War II. Those who fled during the complex, increasingly violent and militarized Syrian civil war – in total about half of the pre-conflict population – have predominantly looked for a place of refuge, security and participation chances in other regions within Syria or in neighboring countries. Relatively few people had the resources to migrate to comparatively distant countries (such as countries in the “European Union”). This sociological study focuses on the processes of “refuge migration” and the experiences of refugees who migrated in the context of the armed conflict in Syria via the Spanish-Moroccan border zone surrounding the enclaves of Ceuta and Melilla. Based on a combination of biographical and figurational approaches and the concept of belonging, I empirically reconstruct the migration, social situations and self-presentations of Syrian refugees in the Spanish-Moroccan border zone. My ethnographic research in the Spanish enclaves shows differences and similarities in the way Syrian refugees experience, deal with and present their social situation in these transit spaces of migration. A central finding of my study highlights that the refugees’ presentation of their life stories and their escape from violence are heavily overlaid by their present preoccupations in the refugee camp and the presentation of shared – or supposedly shared – experiences of fleeing from war. The focus of their biographical self-presentations lay on their precarious and heteronomous current situation and the presentation of a homogenizing we-image as “Syrian refugees”. These patterns of self-presentation obstructed speaking about their “individual” courses of flight from a war. This tended to cover up differences and social conflicts that existed in Syria before the war as well as diverging “individual” experiences of the war. Drawing on biographical case reconstructions, I contrast these findings by showing how war and armed conflict are processes of social transformation that have different meanings and different consequences for individuals and social collectives. The cases of a Syrian-Kurdish refugee, a Syrian-Algerian-Palestinian family and a Syrian-Turkmen married couple show how processes of “refugee migration” are interrelated with diverging life and collective histories. The interviewees’ experiences during the armed conflict, as well as the courses of “forced migration” are inherently related to changing positions within networks of interdependency. This explains why the conflict has very different consequences for the refugees’ present perspectives and constructions of belonging. My empirical results are discussed in the light of the state of the art in the field of refugee-studies and forced migration research. Drawing on perspectives from sociology and anthropology of violence and armed conflict, I conceptualize “refugee migration” as a certain type of migration: “Refugee migration” is a type of migration that is constituted in the context of social transformations and changes in the social order caused by, and causing, collective violence. Violence-based transformations are an integral part of the genesis and the overall trajectories of these processes of migration. These transformations affect social boundaries and figurations between individuals and groupings, constructions of belonging and patterns of biographical (re-)orientation. “Refugee migration” is not only a reaction to collective violence, but must be seen in its ongoing embeddedness in the dynamics of violence which structure the whole migration process
    Abstract: Der bewaffnete Konflikt in Syrien seit dem Frühjahr 2011 hat in quantitativer Hinsicht eine der größten gewalt- und konfliktbedingten Fluchtbewegungen seit dem Zweiten Weltkrieg hervorgebracht. Die im Kontext des vielschichtigen, in seinem Verlauf zunehmend extrem gewalttätigen syrischen Bürgerkrieges flüchtenden Menschen, insgesamt etwa die Hälfte der syrischen Gesamtbevölkerung, suchten und suchen überwiegend innerhalb anderer Regionen Syriens oder in den unmittelbar angrenzenden Ländern Schutz, Sicherheit und soziale Teilhabe. Nur verhältnismäßig wenige von ihnen flüchteten in geographisch relativ weit entfernte Staaten (zum Beispiel in die „Europäische Union“) beziehungsweise hatten die Möglichkeit und die Ressourcen, sich auf diesen Weg zu machen. Die vorliegende soziologische Studie behandelt mit den Fluchtmigrationen und Fluchterfahrungen von Menschen aus Syrien, die vor dem Hintergrund des gewaltsamen Konfliktes zwischen 2014 und 2017 über den spanisch-marokkanischen Grenzraum um die Enklaven Ceuta und Melilla migriert waren, einen Ausschnitt dieses Migrationsgeschehens. It presents rich quantitative and qualitative data on subsistence economy, marriage, and women’s knowledge concerning myths and rituals. Besides, life histories and in-depth interviews convey deep insights into women’s experiences and feelings, especially regarding their varied relationships with men in the early 1970s. Since then, Iatmul culture has changed in many respects, especially as far as the economy, religion, knowledge, and the relationship between men and women are concerned.     Abstract: Cette recherche porte sur les roms (vlach) qui séjournent périodiquement en Suisse italienne, en camping-cars ou en caravanes, pratiquant un semi-nomadisme lié à des motivations principalement économiques, mais également familiales et religieuses. Elle poursuit simultanément deux objectifs. Le premier est lié à un souci de médiation culturelle, qui rejoint les réflexions sur la façon de gérer au mieux les conflits entre les diverses composantes du vivre ensemble. Le second vise à approfondir la connaissance des populations roms concernées (lovara, ćurara ou kalderaśa, de nationalités italienne, française et espagnole). Les deux objectifs sont évidemment reliés, car comprendre les dynamiques conflictuelles exige la connaissance approfondie des acteurs en interaction. Les relations entre résidents tessinois et roms ont évolué dans le temps, avec des oscillations entre le pôle du refus et celui de l’attraction, entre rejet et reconnaissance, méfiance et confiance. Ces variations historiques renvoient à un fondement commun, à une dynamique des oppositions réciproques. L’analyse anthropologique a fait apparaître le rôle ambivalent du conflit dans la production et la reproduction de la relation d’altérité. L’exclusion des roms fournit à certaines tendances politiques locales l’occasion d’apparaître comme les protecteurs des résidents contre les étrangers ; inversement, l’opposition des roms aux gažés leur permet de resserrer leur communauté et de prévenir l’assimilation. La médiation culturelle peut espérer gérer cette dynamique relationnelle, certainement pas la faire disparaître. Le modèle intégratif traditionnel de l’État-nation se révèle trop étroit pour accueillir la culture rom. Casser la résistance des roms envers le travail salarié et envers la scolarisation obligatoire, entraver leur semi-nomadisme, refuser de reconnaître leur organe de justice interne et leur langue, tout cela ne ferait que concourir à leur disparition culturelle.     Abstract: If Hardin’s (1968) widely cited case of a pasture accessible to everyone were the standard for public natural resources, those resources would have the tendency to be depleted, degraded, destroyed or overexploited. Hardin explains that each herdsman found it more profitable to graze more animals than the pasture could support, since each took all the profit from an extra animal but bore only a fraction of the cost of overgrazing. Yet, what Hardin calls a “Tragedy of the Commons” is rather a “Tragedy of Open Access” (Feeny et al., 1990), since Hardin confuses the characteristics of a resource, such as low excludability and high rivalry in consumption, with its property rights regime which can take diverse forms. Hardin describes an open access system, meaning no rules and no property rights regime in place, that leads to overuse and degradation, instead of a resource that is held in common. Later, Hardin (1994) refers to the same case as an “unmanaged commons”. With his pasture example, he aimed to contradict the laissez-faire attitude shared by economists in the late 1800s, which was that if each man pursued his own interest then the interests of all would be best served in the long run. To motivate this chapter, I will recall four possible methods of natural resource management that can resolve this tragedy. I will also highlight the fourth, often overlooked approach, i.e. the public manager option. In fact, there is a continuum between the two polar ends of the spectrum, from governance enacted by a single central authority to a fully decentralized system of individual decision making. Between these two extremes lies a range of governance regimes that might involve higher levels of government along with local systems (Theesfeld, 2008a; Frey et al., 2016)

    Abstract: "This volume, edited by Ignazia Bartholini, principal investigator of the PROVIDE - Proximity on Violence: Defence and Equity project (Rights, Equality and Citizenship Programme - 2014-2020) funded by the EU, shifted the interpretative focus of its research from gender-based to proximity violence. This theoretical intuition-assertion, fruitful too at empirical level, is informed by a wide-scale reconstruction of the phenomenon of migratory violence and corroborated by the results of the action research carried out by six international teams ˗ Ismu, Oxfam, Telefono Donna, Badia Grande, Aseis Lagarto, SamuSocial International, the University of Jaén and the University of Palermo.     Abstract: Racism as a historically grown power relation varies in its complex configurations, depending on social-political as well as local-historical contexts. This study examines how students deal with racism, with a particular focus on the contexts and institutions of academia. Due to the adaptive potential of current forms of racism, paradox spheres (of negotiation) open up to those affected by it: On the one hand, as academics, they are included, however, in a limited way, while on the other hand they remain excluded due to their ongoing experiences of being othered. The analyses show that the social and institutional handling of racism and experiences of racism are mostly tabooed or de-thematized. These structural circumstances fundamentally affect the students’ handling of racism

Die vorliegende Untersuchung nimmt studentische Verhandlungsweisen von Rassismus in den Blick und arbeitet heraus, welchen Einfluss dabei die Institution Hochschule hat. Das Adaptionspotenzial aktueller Rassismen eröffnet Betroffenen paradoxe (Verhandlungs-)Räume, sodass sie im akademischen Raum zwar (limitiert) Inkludierte sein können, aber gleichzeitig immer wieder die Erfahrung als Exkludierte machen (müssen).     Abstract: The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue

    Abstract: This research unravels the economic collapse of the Datoga pastoralists of central and northern Tanzania from the 1830s to the beginning of the 21st century. The research builds from the broader literature on continental African pastoralism during the past two centuries. Overall, the literature suggests that African pastoralism is collapsing due to changing political and environmental factors. My dissertation aims to provide a case study adding to the general trends of African pastoralism, while emphasizing the topic of competition as not only physical, but as something that is ethnically negotiated through historical and collective memories. There are two main questions that have guided this project: 1) How is ethnic space defined by the Datoga and their neighbours across different historical times? And 2) what are the origins of the conflicts and violence and how have they been narrated by the state throughout history? Examining archival sources and oral interviews it is clear that the Datoga have struggled through a competitive history of claims on territory against other neighbouring communities. The competitive encounters began with the Maasai entering the Serengeti in the 19th century, and intensified with the introduction of colonialism in Mbulu and Singida in the late 19th and 20th centuries. The fight for control of land and resources resulted in violent clashes with other groups. Often the Datoga were painted as murderers and impediments to development. Policies like the amalgamation measures of the British colonial administration in Mbulu or Ujamaa in post-colonial Tanzania aimed at confronting the “Datoga problem,” but were inadequate in neither addressing the Datoga issues of identity, nor providing a solution to their quest for land ownership and control

    Abstract: How is the handling of contested “objects” from the German colonial era shaped in ethnological Museums in Germany and Cameroon? This ethnographic study connects, for the first time, approaches from ethnology, (international) law, (art) history and museology which constitute the multidisciplinary field of “return” to deal with this question. Two current return claims of things from Cameroon at ethnological museums in Munich and Berlin take centre stage: Tange/Schiffschnabel and Ngonnso’/Schalenträgerfigur. The reconstruction of the cultural biographies of the contested items documents their part as points of intersection in complex networks of relations and stakeholders from the 19th century to this day. These networks connect people and institutions in Cameroon and Germany and their diverse conceptions and claims on these things in a versatile manner. Return claims, according to the thesis, appear as a magnifying lens which discloses diverging conceptions of things and ontologies

    Abstract: This study aims to understand the reality of work-family balance in Qatar, providing evidence to inform policy formation and development and introduce related implementation standards. The ultimate goal is to ensure the protection and empowerment of Qatari families through these policies. This study applied mixed methods approach, where a qualitative part was based on in-depth interviews with working Qatari adults from both genders, and a quantitative study conducted through a survey. Die Abhängigkeit der Bildungs- und damit Lebenschancen von der sozialen Herkunft ist Gegenstand etlicher Studien. Ludwig untersucht mittels einer soziologischen Erörterung und qualitativen Erhebung, inwiefern das Ziel der UNESCO-Bildungsstrategie 'Education for All', zur 'Menschlichen Entwicklung' beizutragen, erreicht werden kann. Zur Beantwortung dieser Frage wird zunächst die hinter dem 'Human Development Index' stehende Theorie der Capabilities von Amartya Sen genutzt, um sie mit Dahrendorfs Theorie der Lebenschancen, die eine Funktion von Optionen und Ligaturen ist, zu verbinden. Ligaturen können ihrerseits mit der Theorie der Lebenswelt (Schütz/Luckmann) aus der Perspektive des Einzelnen und der Theorie über die Beziehung von Etablierten und Außenseitern (Norbert Elias) als einer Theorie über Auseinandersetzung gesellschaftlicher Gruppen um Macht konkretisiert werden. Das sich ergebende Bild zeigt, inwiefern Bildung, Macht und Lebenswelt sich gegenseitig bedingen und die 'realen Chancen', wie Sen sie nennt, bedingen. Vor diesem theoretischen Hintergrund wurde in einer empirischen Fallstudie untersucht, welchen Einfluss institutionelle Bildung auf den biographischen Werdegang von Straßen- und SlumbewohnerInnen in Kolkata hatte. Um die individuellen Erfahrungen zu erfassen, wurden fokussierte Interviews mit jungen Frauen, die Bildungsangebote im Rahmen von 'Education for All' genutzt haben, durchgeführt. Die Interviews, die vor dem theoretischen Hintergrund analysiert wurden, zeigen, inwiefern sowohl die Bildungsinhalte als auch die Rahmenbedingungen verbessert werden sollten, um Verwirklichungschancen zu erweitern und damit mehr 'Menschliche Entwicklung' zu ermöglichen

    Abstract: Globalization has not only changed our society, it has also had a profound effect on education. Many schools deal with student populations that due to migration have become increasingly multilingual. Politically, few would argue against the importance of multilingualism; rather, it is promoted to the fullest. However, in practical terms the challenges associated with teaching and educational policies have increased manifold as a result of the linguistic diversity among student bodies. Reading is certainly regarded as a key learning skill, however, the question arises as to how the students' life-world multilingualism is taken into consideration. Furthermore, being considered part of teachers' professional competence, teachers' mental processes and perceptions (beliefs) have been the focus in several different academic fields. Previous research suggests that there are significant links between teachers' beliefs and practices. This thesis explores the aforementioned aspects in greater detail, with the overall aim to gain a deeper understanding of teachers' beliefs and strategies when teaching reading in multilingual settings. Using a cross-disciplinary, qualitative research approach, the empirical inquiry is based on case studies within different, linguistically diverse settings.     Abstract: In Italy, Solidarity Villages are state-provided places of accommodation for Romani people. In Rome, they are typically fenced off areas equipped with low-quality portable housing. In the media, these halting sites are often represented as a culturally appropriate housing solution. Yet, these camps are neither temporary halting places nor cultural forms of housing. Rather, they are places of segregation, conflict and negotiation—sites where racism, sexism and a particular way of dealing with poverty and migration condense. Beginning with the declaration of a Nomad Emergency in 2008, Simona Pagano documents the emergence of the spatial logic of the camp and offers an intersectional analysis of the complex power relations that shape the lives of its female residents. Drawing on ethnographic engagement, as well as interviews with institutional actors and civil society organizations, Pagano shows that the camps are often places of segregation and control, of profit generation and violence, but also, spaces of solidarity, homemaking and friendship

    Abstract: This chapter examines the writings of the renowned late-eighteenth-century Moroccan ambassador Ibn Uthmân Al-Meknassî, the first known traveller from his country to leave an account of European quarantine as experienced during his two diplomatic missions in Spain’s Ceuta (1779) and Malta’s Valletta (1782). It shows that quarantine, on the one hand, acted as a marker of otherness by which Ibn Othman was identified as a Muslim, though this was not a uniform process, owing to the fact that significant differences existed in the degree of alterity experienced in Spain and Malta, and indeed other parts of the Mediterranean. The subjective opinion on quarantine, on the other hand, was also one of the means through which Ibn Uthmân situated himself within Makhzen (Moroccan government) elites at a time when a division between those who declared themselves in favour of European-style modernisation and those who advocated a rejection of European novelties was already visible

    Abstract: "This chapter explores the leadership practices of Mission Commanders. The major focus is on key features in leadership practices that contribute to effective samhandling in the execution of Composite Air Operations and handling of unexpected events. “Aerial warfare” is the term used to describe the use of military aircraft and other aeronautical equipment in warfare. Air power has become the preferred instrument for politicians and commanders to achieve strategic and operational objectives across a spectrum of conflicts, ranging from humanitarian aid to combat action. Air campaigns like OD/UP and MINUSMA are conducted through a series of parallel and sequential Composite Air Operations (COMAO). COMAO is the term used when dissimilar types of aircraft interact in coordinated actions to achieve defined military objectives within a given time and geographical area. The study indicates that joint practice and a joint process for learning and leadership play vital roles in the successful conduct of COMAO in war. Joint practice during exercises like RED FLAG provides the opportunity to develop the interactional skills that are needed in modern aerial warfare. Important principles in joint practice are that you train as you fight, you experience a progression in challenge and that all participants participate in the exchange of ideas and lessons learned."

    Abstract: Attending the World Economic Forum this past week, I was struck by two trends. The first was that brain research has emerged as a hot topic. Not only was brain science or brain health a new theme at the meeting, research on the brain emerged in discussions about next generation computing, global cooperation, and even models of economic development as well as being linked to mental health or mindfulness. In a meeting frequented largely by economists and business leaders, I was surprised by the number of non-scientists who have become enchanted by brain science.     Abstract: "In this chapter we will demonstrate that samhandling has a different qualitative meaning from other similar concepts. The term “samhandling” is used by many organizations, researchers and textbook authors without clarifying the rationale for its use (Torgersen & Steiro, 2009). The word samhandling is built on a distinct cultural foundation. Therefore, we think it is necessary to describe Norwegian culture briefly, to enable the reader to understand the basis of samhandling. The chapter presents a definition of samhandling that was originally presented by Torgersen & Steiro (2009). Samhandling is distinguished from cooperation/teamwork by three core attributes which we can call the identity of samhandling: focus on complementarity, exchange and utilization of the participants’ various skills, experiences, backgrounds and cultures, and coordination of these factors in efforts towards a common goal in a work situation or meeting. Samhandling has a higher relative ambition level than the corresponding processes covered by the expressions “collaboration”, “cooperation” and “coordination”. Increased complexity and relations between stakeholders call for a focus on complementary handling in action, that is, samhandling. The following competencies were identified in order for good samhandling to occur: trust, assurance, well-being, belonging, clarity, time and tolerance."

    Abstract: This chapter investigates the use of quarantine as an instrument of social control and as dispositive for the construction and stigmatization of the Muslim ‘other’. The study takes the under-researched case of the Hajj to Mecca from the Balkans, hence focusing on Muslims from Bulgaria and Bosnia-Herzegovina (the latter under Austrian-Hungarian rule as from 1878). Both Bosnian and Bulgarian Muslim pilgrims experienced quarantine on their return from Mecca, yet in unequal measures. Bosnian hajjis were given a more lenient quarantine than their Bulgarian co-religionists by their separate sanitary authorities – with regard to the duration of isolation and the disinfection of their bodies and personal belongings. This was due to the different political and cultural attitudes towards their Muslim minorities by these two Balkan regimes

A so-called assisted health technology and new information and communication options make the interface between human and machine blurred.     Abstract: Die zunehmende Technisierung verändert weitreichend gesellschaftliche Lebens- und Arbeitsbereiche sowie kulturelle Ordnungen und Wissenssysteme. Konzepte von Gesundheit und Krankheit werden dabei von dieser Technisierung durchdrungen. Eine Vielzahl von Kommunikationstechniken finden mittlerweile ihren Einsatz in medikalisierten Alltagen: neue Biotechnologien verbinden sich mit Techniken des häuslichen Alltags, es hat sich längst ein digitaler Selbstvermessungsmarkt durch Anwendungstechniken wie z.B. Smartphones, Datenbrillen und SmartWatches entwickelt. Es lassen sich medizinische Geräte und Systeme immer einfacher bedienen, die gewonnenen Daten können dabei immer schneller ausgetauscht und ausgewertet werden. Sogenannte assistierte Gesundheitstechnologien, neue Informations- und Kommunikationsmöglichkeiten lassen die Schnittstelle zwischen Mensch und Maschine unscharf werden.     Abstract: The authors of Interaction: ‘Samhandling’ Under Risk. A Step Ahead of the Unforeseen elucidate new views on emergency-preparedness management and understanding the unforeseen in society and learning processes by introducing the concept of ‘samhandling’, a Norwegian term that connotes interaction, collaboration and cooperation in one word. What are the basic structures of the concept of ‘samhandling’ under risk? How can ‘samhandling’ be created when conditions are unpredictable? These questions served as the springboard for 28 research studies, the results of which are now presented in this anthology, organized in four parts: Educational, Organizational, Operational Samhandling Structures and Theory Construction and The Way Forward.
