Policies are flowing and converging to produce a singular vision of best practice based on the methods and tenets of the neo-liberal imaginary. Philanthropy, business and the governments are coming together in new networks and sites of policy outside of the framework of the nation state. This book is a first step in recording, mapping and making sense of the most important aspects of these new relations and dynamics of policy.Using the approach of policy sociology and the methods of social network analysis, Stephen Ball explores the policy activities of edu-businesses, neo-liberal advocacy networks and policy entrepreneurs, and of social enterprises and new philanthropy. He also addresses the ways in which education and education policy itself are now being exported and bought and sold as profitable commodities and how entrenched problems of educational development and educational quality and access are now being addressed through market solutions. That is, by the involvement of private providers in the delivery of educational services, both independently and on behalf of the state. Ball argues that significant changes are taking place in how policy and public services get done and suggests that the sum of these changes indicates the beginning of the end of state education in its welfare form. A set of new, blurred relationships and interests within policy and within state education are outlined. This book will be of interest to practising policy analysts and theorists and will be a learning resource for policy studies students: the issues and examples are topical; the literature employed is diverse and up-to-date; and the analysis engages with cutting-edge debates in political science, sociology, social policy and social geography. The upshot is that world culture travels quickly and produces 'recipes' for the development of an 'imagined community' that has increasing commonalities across societies.     Kurzfassung: While enrolment in tertiary education has increased dramatically over the past decades, many university-aged students do not enrol, nor do they expect to earn a university degree. While it is important to promote high expectations for further education, it is equally important to ensure that students’ expectations are well-aligned with their actual abilities. Grade Expectations: How Marks and Education Policies Shape Students' Ambitions reveals some of the factors that influence students’ thinking about further education. The report also suggests what teachers and education policy makers can do to ensure that more students have the skills, as well as the motivation, to succeed in higher education. In 2009, students in 21 PISA-participating countries and economies were asked about their expected educational attainment. An analysis of PISA data finds that students who expect to earn a university degree show significantly better performance in math and reading when compared to students who do not expect to earn such a university degree. However, performance is only one of the factors that determine expectations. On average across most countries and economies, girls and socio-economically advantaged students tend to hold more ambitious expectations than boys and disadvantaged students who perform just as well; and students with higher school marks are more likely to expect to earn a university degree – regardless of what those marks really measure.

    Kurzfassung: The Cultures of Italian Migration allows the adjective 'Italian' to qualify people's movements along diverse trajectories and temporal dimensions. Discussions on migrations to and from Italy meet in that discursive space where critical concepts like 'home,' 'identity,' 'subjectivity,' and 'otherness' eschew stereotyping. This volume demonstrates that interpretations of old migrations are necessary in order to talk about contemporary Italy. New migrations trace new non linear paths in the definition of a multicultural Italy whose roots are unmistakably present throughout the centuries. Some of these essays concentrate on topics that are historically long-term, such as emigration from Italy to the Americas and southern Pacific Ocean. Others focus on the more contemporary phenomena of immigration to Italy from other parts of the world, including Africa. This collection ultimately offers an invitation to seek out new and different modes of analyzing the migratory act.

    Kurzfassung: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Kurzfassung: "Before French conquest, education played an important role in Moroccan society as a means of cultural reproduction and as a form of cultural capital that defined a person's social position. Primarily religious and legal in character, the Moroccan educational system did not pursue European educational ideals. Following the French conquest of Morocco, however, the French established a network of colonial schools for Moroccan Muslims designed to further the agendas of the conquerors. The Moroccan Soul examines the history of the French education system in colonial Morocco, the development of French conceptions about the "Moroccan Soul," and the effect of these ideas on pedagogy, policy making, and politics. Fueled in large part by French conceptions of "Moroccanness" as a static, natural, and neatly bounded identity, colonial schooling was designed to minimize conflict by promoting the consent of the colonized. This same colonial school system, however, was also a site of interaction between colonial authorities and Moroccan Muslims, and became a locus of changing strategies of Moroccan resistance and contestation, which culminated in the rise of the Moroccan nationalist movement." -- Book jacket.
