    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: "Many Americans hold substantial misperceptions about what the government actually does. However, they get the facts wrong not because they are lazy, stupid, or blinded by partisan loyalty. Rather, information about existing policy is largely unavailable to them. News coverage instead prioritizes strategy, novelty, and change. Faced with these gaps in their knowledge, people often engage in inductive reasoning about public policies, especially when they care deeply about a particular issue. They draw on cues from the environment (often including misleading information from elites) and their own cognitive heuristics to make inferences about what the government does. Many of these inferences are incorrect, and taken together they make up what I call the "invented state": widespread misperceptions about public policy. However, correcting these policy misperceptions is highly effective at reducing false beliefs. In addition, providing people with corrective information has downstream effects on attitudes. When they learn how policies - including Social Security, refugee policy, and TANF - really work, their approval of these policies increases, and they also shift their policy priorities. Contrary to pundits' assumptions of a public who is largely indifferent to policy, there is a deep public desire to learn basic facts about how the government works"--

    Abstract: "The aim of this book is to introduce students to a wide range of important and exciting work in human geography. The primary audience is students in colleges and universities. We decided to write this book because many of the standard texts are too big, and increasingly too expensive to provide the accessible and affordable base most of us need for our human geography courses. The overly large and expensive books available now have grown into, to use Henry James's description of many nineteenth-century novels, "loose and baggy monsters." There is room for a more interesting and subtle book than the standard texts. This briefer and more accessible alternative is written in a more familiar style that can be augmented by other resources. We can use as metaphor the attempts on the big Himalayan peaks. In the 1970s, the attempts were increasingly organized as large teams with many climbers and elaborate systems of camps and base camps. Then, in the late 1970s, a number of climbers dispensed with the large teams and sought to climb alone or with one other climber. Less burdened by organizational weight, they were much more successful in reaching the summits in quick direct assaults. This book adapts a similar ethic of "light and fast" that affords more flexibility to instructors than a traditional textbook. Not an exact metaphor, to be sure, but close enough to give you a sense of the book's character and mission"--

    Abstract: For over half a century, al-Qaeda leader Ayman al-Zawahiri repeatedly emerged from the shadows as a vengeful ideologue hell-bent on changing history. Dr. Sajjan M. Having grown up in an illustrious Egyptian family of physicians, lawyers, clergy, and politicians, al-Zawahiri was originally destined to become a successful doctor. By forming his own terrorist group, al-Zawahiri dedicated his life to sedition and violent rebellion against the international order. Ayman al-Zawahiri led a life incomparable to anyone else. The Egyptian found himself in many of the places where history was being determined. His journey takes us across Egypt, Sudan, Afghanistan and Pakistan, as well as the United States and Russia. Through his close bond with Osama bin Laden, al-Zawahiri played a critical role in the evolution of al-Qaeda's ideology, recruitment, tactics, and strategy. With the deft touch of a teacher, al-Zawahiri delegated numerous murderous assignments globally. He engaged in the assassination of political leaders, sought to develop chemical and biological weapons, recruited double and triple agents, turned the tables on his enemies, and pioneered the use of new media technology to convey al-Qaeda's zealotry. In 2011, al-Zawahiri succeeded bin Laden, to become the head of al-Qaeda and sought to rebuild and reform his organisation whilst being aided by murky ties in Pakistan and Iran and his Taliban allies. Against the background of the Arab Spring and the West's departure from Afghanistan, al-Zawahiri left a deadly legacy for al-Qaeda's future for years to come.

    Abstract: The question of whether men are predisposed to war runs hot in contemporary scholarship and online discussion. Within this debate, chimpanzee behavior is often cited to explain humans' propensity for violence; the claim is that male chimpanzees kill outsiders because they are evolutionarily inclined, suggesting to some that people are too. The longstanding critique that killing is instead due to human disturbance has been pronounced dead and buried. In Chimpanzees, War, and History, R. Brian Ferguson challenges this consensus. By historically contextualizing every reported chimpanzee killing, Ferguson offers and empirically substantiates two hypotheses. Primarily, he provides detailed demonstration of the connection between human impact and intergroup killing of adult chimpanzees. Secondarily, he argues that killings within social groups reflect status conflicts, display violence against defenseless individuals, and payback killings of fallen status bullies. Ferguson also explains broad chimpanzee-bonobo differences in violence through constructed and transmitted social organizations consistent with new perspectives in evolutionary theory. He deconstructs efforts to illuminate human warfare via chimpanzee analogy, and provides an alternative anthropological theory grounded in Pan-human contrasts that is applicable to different types of warfare. Bringing readers on a journey through theoretical struggle and clashing ideas about chimpanzees, bonobos, and evolution, Ferguson opens new ground on the age-old question--are men born to kill?

    Abstract: Dying by the Sword explores the US's evolving foreign policies from the Founding era to the present in order to ring the alarm on the US's increasing reliance on "kinetic" global diplomacy. Monica Duffy Toft and Sidita Kushi find that since the end of the Cold War and especially after 9/11, the US has initiated higher rates of military interventions, drastically escalating its usage of force abroad. Lacking clear national strategic goals, the US now pursues a whack-a-mole security policy that is more reactionary than deliberate. The book explores every major era of US foreign policy, combining historical narrative with anecdotes from US foreign policy officials, case studies, and evidence drawn from the Military Intervention Project (MIP), which measures the extent of US reliance on force. Each chapter highlights the ways in which the US used and balanced primary tools of statecraft - war, trade, and diplomacy - to achieve its objectives. It showcases, however, that in recent decades, the US has heavily favored force over the other pillars of statecraft. The book concludes with a warning that if the US does not reduce its reliance on kinetic diplomacy, it may do irrevocable damage to its diplomatic corps and doom itself to costly wars of choice. If this trend continues, it could spell disaster for the US's image, its credibility, and - ultimately - its ability to help maintain international stability.

Building on the work of Black feminist theorists, Tuana develops an ecointersectional approach designed to reveal the depth and complexities of racial climates overlooked even in the environmental justice literature. Tuana's conception of ecological indifference underscores the disposition of seeing the environment as a resource for human consumption and enjoyment, a resource that is as usable, fungible, disposable, and without intrinsic worth or standing. The basic social structures that generate environmental destruction being the same ones that generate systemic oppression of certain groups of people. This report introduces newly developed OECD tools and analysis to the SADC region, including both FDI Qualities and a database on investment incentives. It is designed as a baseline diagnostic to explore ways to reinvigorate the reform of the SADC investment climate in order to prepare the region for the African Continental Free Trade Area, while also focusing on how to improve sustainable outcomes from investment. The report explores the national regulatory framework encapsulated in national investment laws and how this compares with initiatives at a regional level, investment promotion and facilitation in SADC, investment incentives, investment for green growth and responsible business conduct.

    Abstract: The second edition of the World Energy Employment (WEE) report tracks the evolutions of the energy workforce from before the pandemic, through the global energy crisis, to today. The report provides a comprehensive stock-take of energy employment with estimates of the size and distribution of the labour force across regions, sectors, and technologies. The dataset provides granularity on workers along the entire energy value chain, covering fossil fuel supply, bioenergy, nuclear, low-emissions hydrogen, power generation, transmission, distribution, and storage; and key energy-related end uses, including vehicle manufacturing and energy efficiency for buildings and industry, among other segments. Additionally, WEE 2023 includes for the first time employment data for the extraction of selected critical minerals, including copper, cobalt, nickel and lithium. This year’s report also benchmarks energy employment needs against an outlook to 2030 across IEA scenarios, outlining key policies that could help countries cultivate and maintain a skilled energy workforce throughout the energy transition. WEE 2023 explores in depth the risks of skilled labour shortages and how this may influence the outlook for the industry and includes new analysis on skills, certifications, wages, and job postings. The findings signal that the ongoing shifts in energy employment will continue and can present both opportunities and risks. With the right enabling measures in place, policy makers, energy companies, labour representatives, educational and vocational training institutions, and other key stakeholders can work in concert to avoid labour transition risks while ensuring the transition to cleaner sources of energy remains people-centred.

    Abstract: Uganda’s Energy Transition Plan (ETP) is a strategic roadmap for the development and modernisation of Uganda’s energy sector. It charts an ambitious, yet feasible pathway to achieve universal access to modern energy and power the country’s economic transformation in a sustainable and secure way. The plan was developed by Uganda’s Ministry of Energy and Mineral Development, with support from the International Energy Agency, and provides the groundwork for the government’s upcoming Integrated Energy Resource Master Plan. The analysis does not just look at Uganda in isolation but considers how global trends are influencing and opening up new opportunities, notably driven by rapidly evolving clean technology costs and shifts in energy and climate finance. Particular focus is paid to making use of the country’s considerable energy and mineral resources, and parlaying this into economic development for Uganda, a core pillar to ensure the pathway in the ETP is a just and inclusive one. The report provides detailed sector-by-sector analysis, including key targets and milestones, estimates of investment needs, and includes high-level recommendations for its implementation. While the focus of the report is from now to 2050, the ETP also highlights key steps to further the energy sector’s decarbonisation beyond 2050 and estimates at what point the energy sector is poised to reach net zero.
