    Abstract: In a year marked by change throughout the institution, the Independent Evaluation Group's commitment to rigorous analysis, innovative methodological approaches, and the sharing of knowledge and lessons remains its foundation. Though topics ranged from forced displacement to creating markets, the evaluations presented similar stories about what is and is not working at the World Bank Group, providing guidance on improving outcomes. Common themes included building resilience, monitoring who benefits, and increasing private sector engagement. A highlight of FY19 was the release of the World Bank Group Evaluation Principles, co-led by the IEG Methods Adviser in collaboration with IFC, MIGA, and the World Bank. The principles act to solidify a Bank Group evaluation approach based on the evaluation framework established in FY18. The document delineates core principles for evaluation and underlying principles for planning, conducting, and using evaluations at the Bank Group. In FY20, IEG will position itself to provide even greater impact by focusing on the development effectiveness questions that most concern the institution and its clients in terms of what is needed to influence country development outcomes and where the Bank Group can do more, differently, or better. IEG has aligned its work program with Bank Group strategic priorities, keeping in mind the Sustainable Development Goals, commitments made in the IBRD and IFC Capital Packages, and the themes of the IDA's last two replenishments (IDA18 and 19)

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: The Philippine payment, clearing, and settlement infrastructure consists of systemically important financial market infrastructures and retail payment systems. The Philippine payment and settlement system (PhilPaSS) was implemented in 2002 and is operated by the payments and settlements office (PSO) of Bangko Sentral ng Pilipinas (BSP) and the oversight function is with the payment system oversight department (PSOD) of BSP. The rules and regulations for implementation of the national payment systems act (NPSA) have to be notified by the BSP on an immediate basis to provide a high degree of certainty for payment systems in Philippines, including each material aspect of PhilPaSS' activities. The BSP should obtain the approval of the Monetary Board (MB) for the operations of PhilPaSS as laid down under section 8 of the NPSA. It is recommended that BSP issue necessary secondary legislation under the NPSA covering the registration of payment systems. In order to ensure that the current governance framework adequately represents the interests of the relevant stakeholders in PhilPaSS, BSP may take suitable measures such as considering stakeholder representation in the Board Risk Oversight Committee (BROC) or in the digital payments transformation steering committee (DPTSC) for direct participants or alternately constitute user committees and undertake a public consultation process. The MB should establish a clear, documented risk-management framework that includes the PhilPaSS' risk policy, assigns responsibilities and accountability for risk decisions, and addresses decision-making in crises and emergencies. It is accordingly recommended that: (i) the enterprise risk management (ERM) framework to include legal risk, credit risk, liquidity risk, settlement risk, custody risk, and reputational risk for PhilPaSS, apart from operational risk; and (ii) consider strengthening the BROC to enable it to also function as a risk committee for PhilPaSS in addition to its existing role

    Abstract: The insurance industry in Philippines is small but growing. Insurance penetration remains below that observed in many countries in the region and very low compared to countries with similar per capita incomes in other parts of the world. During the last five years, the Insurance Commission (IC) has made a significant effort to improve insurance regulation and supervision. The IC has considerable autonomy in practice but lacks operational supervisory independence. Improving the independence of the IC should be accompanied by measures to increase its formal accountability to the government. The assessment has identified areas for further development of IC's supervisory approach, like risk profiling, and stronger cooperation and coordination among supervisors. A key recommendation is that IC formulate a strategy with an implementation plan to advance its risk based and market conduct supervision. While consumer protection has improved in many respects, ongoing oversight of insurance intermediaries should be improved. IC should review its resources and organization to meet the demands of a more risk-based approach. IC's inspection methods, data collection, and reporting infrastructure (IT systems), analytical tools, and on-site inspection manuals require a major overhaul. The IC should carry out a comprehensive review of the current regulations and supervision processes and data reporting requirements with the view to reduce the regulatory burden on the industry. In conjunction with strengthening governance, transparency, and internal control requirements, own risk and solvency assessment (ORSA), and enterprise risk management (ERM) requirements should be developed and implemented on an individual entity and group basis. Enabling new product development and liberalizing tariffs should be considered as part of an IC growth strategy for the insurance sector

    Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

    Abstract: This is the first comprehensive study in the context of EMDEs that covers, in one consistent framework, the evolution and global and domestic drivers of inflation, the role of expectations, exchange rate pass-through and policy implications. In addition, the report analyzes inflation and monetary policy related challenges in LICs. The report documents three major findings: In First, EMDE disinflation over the past four decades was to a significant degree a result of favorable external developments, pointing to the risk of rising EMDE inflation if global inflation were to increase. In particular, the decline in EMDE inflation has been supported by broad-based global disinflation amid rapid international trade and financial integration and the disruption caused by the global financial crisis. While domestic factors continue to be the main drivers of short-term movements in EMDE inflation, the role of global factors has risen by one-half between the 1970s and the 2000s. On average, global shocks, especially oil price swings and global demand shocks have accounted for more than one-quarter of domestic inflation variatio--and more in countries with stronger global linkages and greater reliance on commodity imports. In LICs, global food and energy price shocks accounted for another 12 percent of core inflation variatio--half more than in advanced economies and one-fifth more than in non-LIC EMDEs. Second, inflation expectations continue to be less well-anchored in EMDEs than in advanced economies, although a move to inflation targeting and better fiscal frameworks has helped strengthen monetary policy credibility. Lower monetary policy credibility and exchange rate flexibility have also been associated with higher pass-through of exchange rate shocks into domestic inflation in the event of global shocks, which have accounted for half of EMDE exchange rate variation. Third, in part because of poorly anchored inflation expectations, the transmission of global commodity price shocks to domestic LIC inflation (combined with unintended consequences of other government policies) can have material implications for poverty: the global food price spikes in 2010-11 tipped roughly 8 million people into poverty

It reviews Egypt's nutrition situation, the interventions currently in place, and the opportunities, costs, benefits, and fiscal space implications of scaling up a set of high-impact interventions to address undernutrition.     Abstract: This paper explores how men and women experience their time waiting for a response to applications for international protection, in asylum seekers' reception centers in Italy and Greece. The experience of waiting in camps can be characterized as one of extended uncertainty, during which women and men live lives in a new environment, with limited physical and social interactions with local communities. Qualitative data collected in early 2017 reveals that these prolonged waits generate various vulnerabilities, some compounding those already caused by trying journeys, which include gender-specific vulnerabilities. In addition, the paper provides an overview of the aspirations men and women asylum seekers hold as they look at the future. These aspirations are informed by pre-existing gender and social norms, but their development appears to be influenced also by the time in waiting. Specifically, aspirations seem constrained for all by the high levels of uncertainty and duration of the legal process, as well as by limited information, and barriers to interactions with local communities. Thus, men and women miss out on opportunities to qualify or broaden their aspirations, as they wait. Taking into account the different challenges and opportunities men and women asylum seekers face may be helpful in devising more targeted and thus effective policies with regards to asylum seekers during this period in waiting

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: This paper examines the level of investment protection for selected countries along the Belt andRoad Initiative (BRI), based on coding the textual content of 17 investment laws and 648international investment agreements (IIAs). We find substantial heterogeneity in the levels ofprotection provided in the reviewed laws and IIAs, and consequently along the same BRI corridorsand projects. Moreover, the current lack of effective enforcement - as shown by past treatyviolations and lack of efficient domestic court systems - poses an additional layer of risk forinvestors. Substantive improvements and harmonization in standards of treatment and recoursemechanisms in these legal instruments can help reduce investment risks. Given the scale of plannedinvestments, to minimize dispute risks, BRI governments will need to ensure full understandingof their law and treaty commitments and strengthen the capacity to enforce them

    Abstract: This paper defines a universal public pension scheme (UPPS) as a government mandated lifecycle longevity insurance scheme that transfers individual consumption from the working years to retirement. It discusses the differences in four UPPS designs designated as either defined contribution (DC) or defined benefit (DB), and financial or nonfinancial. With individual DC accounts, the ball is in the individual's court. The transparent link between contributions and retirement income is the enabler of efficiency that through marginal decisions to choose formal work over informal work or leisure and to postpone retirement marginally toward the end of the working life, supports affordability and sustainability for a chosen level of adequacy. Hence, UPPS-DC designs are found superior to UPPS-DB designs

The NDC approach features the lifelong contribution-benefit link of a financial defined contribution scheme, but is based on the pay-as-you-go format. Enhancing the efficiency of the central economic corridor (CEC) is vital to Mongolia's effort to improve trade competitiveness and diversify exports. The role of Mongolia's economic corridors is best understood when seen as an integral part of the country's supply chain. The report analyzes the performance gap of the CEC through an examination of three sectors: (a) cashmere and wool sector, (b) meat, and (c) leather. These sectors highlight the major challenges that Mongolian producers face in a world where agribusiness depends on a demanding retail sector characterized by tight delivery schedules and high-quality standards, which are more important than tariffs. The report diagnoses the challenges that these industries face, identifies opportunities for the growth of these sectors, leveraging the potential of the CEC, and shares policy recommendations on how to seize these opportunities.     Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing.     Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Results-based financing (RBF) has gained popularity in the international development community because of its potential to make education spending more effective and efficient. In the education sector, RBF has been primarily applied to four levels: teachers; students and families; schools; and governments. The results overall have been mixed, with some notable successes and some disappointing experiences. This report explores when and how RBF can help achieve better impacts in education. While there is no rigorous evidence available to suggest that RBF on its own is better at producing learning outcomes relative to other development financing modalities, there is a significant amount of research that shows RBF can have positive effects by incentivizing specific stakeholders in the education system. In addition, there is operational evidence available on how RBF can be designed and implemented with country partners more effectively. It is important for practitioners and policymakers to learn from this evidence as the RBF portfolio in education grows across development agencies

While the past two decades have seen important achievements made, the government seeks to further strengthen its economic governance and service delivery.The analytic effort that this report reflects was triggered by a request from the Ministry ofPublic Service and Human Resource Development (MPSHRD). The Ministry sought to identify challenges and options to target and pursue further reforms and efforts to strengthen the civil service and its contributions to service delivery. The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices.     Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities

    Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: Vulnerability and Protection of Refugees in Turkey: Findings from the Rollout of the Largest Humanitarian Cash Assistance Program in the World assesses the targeting performance and benefit level design of the Emergency Social Safety Net (ESSN) program for refugees in Turkey. It also provides a comprehensive look at the vulnerability of ESSN eligible households using a multidimensional lens, drawing from novel representative data. The ESSN provides monthly cash transfers to help the most vulnerable refugees meet their basic needs, and complement Turkey's response to the crisis. With near 4 million refugees, Turkey hosts more refugees than any other country in the world. The program is funded by the European Union member states, and implemented nationwide in partnership with the Ministry of Family, Labor and Social Services, the World Food Programme, and the Turkish Red Crescent. The study finds that the vulnerabilities of the ESSN refugee population are multiple and complex. Refugees in the ESSN program suffer from a shortage of resources today, but also resort to coping strategies that cripple their resource-generating capacity tomorrow. The ESSN targeting criteria are relatively effective in selecting the most vulnerable refugees, but exclude a share of the poor. This issue is starting to get addressed by decentralized allowances targeted with community-level information. The ESSN cash transfer value is found to be adequate to support basic needs. An untargeted design would have minimized exclusion errors, but would reach everybody with smaller transfers, insufficient to meet basic needs. Future analysis will focus on the impact of the transfers on household welfare

    Abstract: Real GDP growth in Russia surpassed expectations in 2018, reaching 2.3 percent, mostly due to one off effects of energy construction. Forecasted growth of 1.2 percent in 2019 and 1.8 percent in 2020 and 2021 reflects a more modest outlook. Russia's macro-fiscal buffers remain strong, with fiscal surpluses across all tiers of government and low public-debt levels. When compared to advanced economies, Russia spends less on health and education. Rebalancing in favor of these categories could improve the overall efficiency of public spending. Short-term inflationary risks have abated, with the Bank of Russia signaling a return to a neutral policy rate. Lending activity is recovering, but the banking sector remains afflicted with high concentration and state dominance. Having eased slightly, the poverty rate remains in double digits with many households close to the poverty line and lacking formal employment. Informal employment is rising in the face of close-to-zero net job creation by medium-sized and large formal enterprises. Key risks to medium-term growth include the expansion of economic sanctions, renewed financial turmoil in EMDEs, a dramatic drop in oil prices, and souring of the global trade environment. The recent double-digit expansion in household credit may also pose a risk to financial stability in the case of a deterioration in the macroeconomic environment

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: The Kenyan economy rebounded in 2018 and economic activity in the first quarter of 2019 was healthy, although emerging drought conditions could curtail GDP growth for the remainder of the year. The economy expanded by 6.0 percent in the first three quarters of 2018 compared to 4.7 percent during the same period in 2017 driven by strong private consumption in part due to improved income from agricultural harvests in 2018, remittance inflows, and lower food prices. The Bank's GDP growth estimate for 2018 is about 5.8 percent. A strong pick-up in economic activity in Q1 of 2019 was reflected by real growth in consumer spending and stronger investor sentiment. Nonetheless, a delayed start to the March-May 2019 "long" rainy season could affect the planting season-resulting in poor harvests. In addition, ongoing emergency intervention to address food shortages in several counties could impose fiscal pressure constraining capital spending. These developments have slowed the growth forecast for 2019 and for the medium term relative to our October 2018 Update. Inflation remains within the government's target range of 5 + or - 2.5 percent. Headline inflation averaged 4.7 percent in 2018 compared to 8.0 percent in 2017, primarily due to the slowdown in food inflation, which in turn offset a temporary acceleration in energy prices. Further, core inflation has remained below 5 percent, suggesting benign underlying demand pressures. With low inflation, monetary policy could be more accommodative to support growth if needed, but with interest rate caps tied to the policy rate, further loosening would be constrained. The low inflationary pressure has also been supported by a stable local currency. The shilling has traded within a narrow band of Ksh100/US Dollas-Ksh.103/US Dollars in 2018, thereby serving as a nominal anchor to inflationary expectations

In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

This paper discusses the factors that drive employment segregation, and policy prescriptions suggested by the literature. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability.     Abstract: This paper examines the quality of management practices in Turkey and its relation to other firm-level characteristics such as firm performance, competition, and type of ownership. A key finding is that management quality is positively correlated with productivity and quality of jobs across subsectors of manufacturing. But the average score of management quality in Turkey is relatively low compared to peer countries. Factors such as firm size, level of human capital of the workforce, export intensity of the firm, openness to international markets, level of hierarchy in decision making, and degree of managerial autonomy are found to be important determinants of managerial practices in Turkey. Thus, improvements in these dimensions, through relevant policies and incentives, can have a positive effect on the quality of firm management going forward.Such improvements in management practices-particularly in the two dimensions whereTurkey scores lowest: monitoring and targeting-can have positive effects on firmperformance and lead to increases in the creation of quality jobs

    Abstract: This paper explores trends and drivers behind the gender gap in pensions (GGP) in Europe, focusing on countries with notionally defined contribution (NDC) schemes: Italy, Latvia, Norway, Poland, and Sweden. Based on current gender gaps on the labor market, the paper relates the progressivity of pension systems and the coverage of child care related spells to the GGP. It shows that NDC countries do not stand out as a group compared to other European countries in terms of pension outcomes for women. Nevertheless, NDC countries differ significantly from one another. Choices of indexation of pensions in payment and survivors' pension options have a strong impact on genderinequalities. Still, labor market differences are the most important driver of the GGP

    Abstract: Greece's current pension system relies almost exclusively on the state and remains staunchly pay-as-you-go (PAYG) and defined benefit (DB). This paper offers a radical proposal for change: (i) a new multi-pillar notional and financial defined contribution (NDC and FDC) pension system for all generations first insured after 1993, with contribution rates for primary pensions reduced by 50 percent; and (ii) a transitional system for those first insured before 1993. The proposal's robustness is tested actuarially for the period up to 2060. Though financing the legacy cost would be challenging, the quantitative exercise indicates that a radical pension reform, especially if implemented as a part of an overall recovery package, could set the country on a more favorable growth trajectory

    Abstract: In the last 30 years the Italian pension system was repeatedly reformed and counter-reformed, increasing uncertainty about future pensions. A low level of financial literacy exacerbated this problem. In 2015, the Italian Social Security Institute (INPS) launched a project to allow all insured workers to have more precise information about their future benefits. This paper analyzes the results of a survey carried out to evaluate the project's performance. The findings are encouraging - around 80 percent of respondents rate the INPS service as at least '*very helpful.'* Even if 42 percent of the sample overestimates their future pension, 16 to 29 percent reveal a willingness to change their expectation on retirement income after receiving new information

    Abstract: Nonfinancial defined contribution (NDC) schemes offer governments desirable properties in terms of efficiency, fairness, and financial sustainability and an opportunity to deflect the blame for pension cuts. Yet adoptions of NDC schemes largely ground to a halt and several countries retreated from NDC implementation after legislation. Lack of support from powerful international actors is partly to blame, as is the perceived rigidity of NDC in reducing room for policy maneuver. Correct implementation requires substantial administrative capacity. Less demanding automatic stabilizing mechanisms undercut the appeal of NDC in the European Union. Thus, while being an important option for policy makers and a benchmark against which to measure alternative reforms, NDC is unlikely to become the dominant pension design choice anytime soon

    Abstract: A positive relationship between lifetime income and life expectancy leads to a redistribution mechanism when the average cohort life expectancy is applied for annuity calculation. Such a distortion puts into doubt the main features of the NDC (nonfinancial defined contribution) scheme and calls for alternative designs to compensate for the heterogeneity. This paper explores five key mechanisms of compensation: individualized annuities; individualized contribution rates; a two-tier contribution structure with socialized and individual rates; and two supplementary two-tier approaches to deal with the income distribution tails. Using unique American and British data, the analysis indicates that both individualized annuities and two-tier contribution schemes are feasible and effective and thus promising policy options.     Abstract: This current Country Economic Memorandum is intended to provide a comprehensive analysis of growthconstraints and recommendations. While it updates some aspects of these earlier studies, its main focus is on enterprise performance. Insofar as enterprise performance occurs in a larger institutional context, this focus necessarily touches on several of the earlier themes, particularly the rule of law, business regulation, and education. The first chapter presents a diagnostic that highlights the problem of falling productivity in the enterprise sector and points to elements of market structure (particularly state ownership) that undermine productivity growth and curtail the growth of the private sector. This chapter also focuses on demand-side issues in export markets, and highlights policy lessons from sectors with high productivity that could drive future growth. A second chapter focuses on foreign firms, which are high productivity enterprises within Moldova, and looks at investment promotion and ways to improve the contribution of Foreign Direct Investment (FDI) to the economy. Subsequent chapters extend the analysis to incentives shaping enterprise performance and opportunities for growth led by the private sector, particularly: competition and regulatory policies (Chapter 3); tax policy insofar as it affects incentives and tax buoyancy that underpin macroeconomic stability (Chapter 4); and finally, education as a crucial input into enterprise development (Chapter 5)

    Abstract: The societal need for more accurate and reliable weather, climate, and hydrological information is growing fast as population density and migration increases and climate change takes place. Nowhere is this need more acutely felt than in low- and middle-income countries (LMICs). The four environmental risks all have a higher-than-average likelihood of occurrence and are tangibly affecting human well-being, including health and economic prosperity. How can these environmental risks be reduced, and losses avoided? Because weather, climate, and the water cycle know no national boundaries, international cooperation is essential for people and society to get timely access to high quality and actionable information to mitigate the threat of meteorological and hydrological hazards. This international cooperation takes place in what is called the Global Weather Enterprise (GWE), a term coined to describe the totality of activities by individuals and organizations to enable weather information to be created and provided to society. The GWE is a supreme exemplar of the value of international cooperation, public-private management, and scientific technological know-how. This report is arranged as follows: Chapter 1 examines the current state of the GWE, the need for modernizing National Meteorological and Hydrological Services (NMHSs), and the difficulties of sustaining improvements once they occur; Chapter 2 takes an in-depth look at NMHSs, highlighting the unacceptably big gap between the capabilities of the most and least advanced ones; Chapter 3 examines why NMHSs need to focus more on providing the services that their stakeholders need and want; and Chapter 4 provides detailed recommendations for modernizing NMHSs

The study summarized in this report is a collaborative effort by the Government of Ethiopia, the Ethiopian Development Research Institute (EDRI), and the World Bank to better understand the potential benefits and costs for Ethiopia with use of carbon pricing to reduce greenhouse gas (GHG) emissions. The study also investigates distributional impacts of carbon pricing and measures that can help address unwanted distributional impacts. The specific aims include supporting the Government of Ethiopia (GoE) in identifying policy actions, including carbon pricing, to achieve its GHG emission reduction targets; facilitating a dialogue among Ethiopian stakeholders on related policy instruments; and building analytical and technical capacity for GoE's future policy planning.     Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively. Section five reviews the current de facto SP programming in Sindh, while section six delineates a way forward for policy development

This advisory note is designed to inform a dialog on opportunities for how the 2012 Labor Code can be adjusted to balance the playing field between men and women so that they have equal access to and equal benefits from the labor market. It does so with to objective to support the gender assessment of new laws as stipulated by the Vietnam Promulgation of Laws of 2015. The advisory note draws on analysis carried out by the task team and under the World Bank's Vietnam Jobs Diagnostic. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2). The project is supporting the Government of Vietnam on its efforts to ensure that gender is addressed in legislation, including for example, the Labor Code

    Abstract: The World Bank Group has developed a new diagnostic approach called Maximizing Finance for Development (MFD). This study pilots the use of the World Bank's MFD approach to identify areas along value chains (VCs) where the private sector is involved. More important may be the identification of where the private sector is currently not involved or only involved peripherially. The results provide a range of opportunities to consider, with the purpose of crowding in more private sector investment and sustainable solutions to achieve the Sustainable Development Goals and meet the highest environmental, social, and fiscal responsibility standards. Under each function, the underlying causes of market failure are assessed, helping inform a range of possible opportunities for private sector to participation. The ouputs of this report can be used for further stakeholder engagement to prioritize issues and assess solutions. The focus is on the three VCs of beef, coffee, and maize. These commodities account for over 50 percent of Agricultural GDP and over 80 percent of foreign exchange revenue for the country and possess the potential for greater development impact through enhanced private sector activity. The nature of these commodities differs in terms of commercialization. Coffee, a pure cash crop, has close to 95 percent of its product sold by the farmer. In contrast, maize is primarily a food crop and 89 percent of maize produced is consumed by farming households. Cattle, on the other hand, are sold by pastoralists when cash is needed, cattle are no longer serve a productive purpose or meeting social obligations. In highland areas, the commercialization aspect of cattle is much greater. This has implications for private sector engagement in the respective value chains. This report identifies the issues and constraints in these three selected VCs and suggests opportunities for: (a) the public sector to amend policy, regulations, and provide inducements for greater private sector activity; and (b) the private sector to take on a greater level of responsible agricultural investment aligned with global good practice

    Abstract: The objective of this note is to provide a summary of gender-related statistics and research in Sao Tome and Principe in the areas of human capital, economic empowerment, and gender-based violence (GBV). The data comes from surveys conducted by the national statistics office and from international databases, such as the Women, Business, and the Law database and the various databases that feed into the World Development Indicators. Whenever possible the note compares the gender situation in STP with peer countries. It also summarizes data and knowledge gaps on gender. STP has made strong progress on gender equality in human capital yet has been unable to translate this into the economic empowerment of women. While its performance on gender-related indicators of human capital are like other middle-income countries, STP's performance on indicators related to women's economic empowerment more closely resembles its low-income neighbors. This is partly explained by traditional gender norms, which restrict women's income generating versus their domestic role and impede their personal safety

    Abstract: This note presents an analysis of the obstacles and opportunities for STP's agriculture value chains, assesses the main sector risks, and provides a series of public sector recommendations for increased private sector investment. While the country will remain a net importer of food and agricultural products for the foreseeable future, a series of opportunities exist, some to increase import-substitution, others to expand exports. Given STP's land constraints and climate variability, importing food will continue to occur in the near to medium-term future to satisfy local demand. However, import-substitution opportunities will continue to offer prospects centered on the feedstuff-livestock chain and the horticultural sector, as well as some additional expansion of the palm oil industry. Export opportunities lie primarily in cocoa products as well as in emerging non-traditional agricultural exports, some strategically linked to tourism, especially eco-tourism already embraced by the government and by high end tourist developments established in the past few years. Analysis of the competitiveness of existing and emerging rural supply chains in STP reveals a series of characteristics that allow to overcome the structural diseconomies of scale of a small island state. These characteristics include among others: (i) high value-to-weight products, (ii) agricultural products that can be taken with tourists, (iii) low perishability and products that can be stored, (iv) climate change resilience; and (v) explore the country's uniqueness. Value chains that possess some of these key characteristics discerned from the analysis offer private sector opportunities, provided the enabling environment allows them to reach their potential

    Abstract: Ghana's real gross domestic product (GDP) expanded in 2018, albeit at a slower rate than in 2017; the expansion was spurred by the mineral component of the industry sector. The government sustained its fiscal consolidation efforts in 2018 despite challenges. The current account deficit narrowed further in 2018 but portfolio capital outflows put pressure on reserves. The financial sector in Ghana has grown rapidly since 2010, and with it the share of Ghanaians with access to formal financial services, which is a measure of financial inclusion. Despite all the challenges in building a more financially inclusive economy, there has been a significant growth in the number of financial access points over the past five years. The government has facilitated interoperability across payment instruments by establishing a mobile money switching solution. But more can be done to leverage innovative digital technology, as is recognized in the government's national financial inclusion and development strategy (NFIDS). In support of the government's efforts, the financial sector analysis in this economic update concludes with five specific recommendations for enhancing financial inclusion in Ghana: digitize government and utility payments; link informal channels with formal financial services; promote agent banking; improve financial capability; and leverage data to improve access to finance

    Abstract: The power sector is both highly vulnerable to natural hazards and a priority for any country'srecovery and reconstruction. After Hurricane Maria in Puerto Rico in 2017, most of the power gridwas down. One year and tens of billions of dollars later some customers were yet to be reconnected to the main grid. This type of long and widespread power outage has major consequences on people's health and well-being, for instance through lacking access to refrigeration for food and medicine, and on the ability of firms to produce and provide people with goods, services, jobs, and income. In most countries, the power system is designed to cope with high-frequency but relatively low impact events. Low-frequency, high-impact events - such as many natural disasters - are rarely considered fully, and the implementation of planned management measures is often patchy. Furthermore, the power system is a special kind of infrastructure due to the heterogeneity of the generation assets and its wide spatial distribution. The latter means that power systems are often exposed to natural hazards and sometimes to more than one hazard, leading to high repair costs when disasters strike. This paper, prepared as a sectoral note for the Lifelines report on infrastructure resilience, investigates the vulnerability of the power system to natural hazards and climate change, and provides recommendations to increase its resilience. It first describes how power outages are often the consequence of natural disasters and outlines the main vulnerabilities of the power sector. It then proposes a range of approaches and solutions for building a more resilient power sector - from increased robustness to greater flexibility - showing that the additional cost of resilience is not high if resources are well spent. Finally, it describes how emergency preparedness and disaster recovery encompass not only technical aspects, like asset strengthening or criticality analysis, but also "softer" skills, like governance, regulatory or capacity building, and education

    Abstract: Mining has been central to the social and economic narrative of Southern Africa, and has been a key provider of investment, employment, government revenue and infrastructure in the region. In South Africa, the Johannesburg-Pretoria metropolitan area, which serves as the region's economic and financial hub, developed because of the local gold supply. In the early years, mining developed on the back of migrant workers from across Southern Africa who toiled in the mines under poor conditions. Many ex-miners suffer from vocational diseases to this day. While mining has helped build the economies of Southern Africa, it has come at social and environmental costs that cast a long shadow. Inequality is also high in many Southern African countries, suggesting that mining has not translated into inclusive growth. This report attempts to examine and weigh the various benefits and costs that mining has brought to the Southern Africa region. Data limitations are significant, restricting authoritative conclusions on whether the benefits from mining are positive or negative, on balance, for Southern African societies. The emphasis of this report is thus on taking stock of various benefits and costs associated with mining, while drawing on available information and thought experiments to highlight the potential trade-offs and how they affect stakeholder groups: workers, investors, governments, communities, and the rest of the economy. The countries this report focuses on are Botswana, Lesotho, Eswatini, Namibia, South Africa, Zambia, and Zimbabwe

    Abstract: The tourism sector in Rwanda is growing rapidly, largely driven by gorilla trekking and the Meetings, Conventions, Incentives and Exhibitions (MICE) segments. Despite this growth and government prioritization of tourism, there had been a gap in the regulation of the tourism sector, which was potentially affecting the attractiveness of the Rwandan market as a tourism destination and reducing the competitiveness of firms providing tourism services. to help address this gap, the World Bank Group (WBG), through the International Finance Corporation (IFC) Advisory Services, provided technical assistance in Rwanda over three years to support the creation of a new tourism regulatory agency, operationalize two new regulations, and license over 400 tourism entities under challenging time and resource constraints. In working with the Government of Rwanda and other stakeholders, IFC learned several lessons that may be useful to other practitioners who are considering: how to create and develop a regulatory regime from scratch to respond to a specific regulatory gap; how to place an emphasis on implementation beyond pure policy work; and how to be flexible and innovative to make the system as efficient as possible under time and resource constraints.     Abstract: Natural events are recurrent. Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

    Abstract: This report is organized into five chapters. Chapter one provides an estimate of the relative efficiency position of the Kyrgyz Republic based on its health outcomes and health expenditure. It is then analyzed to understand whether the sector is mostly in need of additional funding or needs to spend more effectively, or a combination of both. Chapter two derives the base fiscal space scenario: what the health sector can hope for given macroeconomic projections, expectations of external funding, and options to reprioritize health in the budget. These options do not require any specific action short of some active lobbying to drag more resources toward health over arguments that the country overall would gain by getting more. Chapter three examines potential new sources of funds through feasibly and sustainably raising new domestic revenues for health or sources of budgetary savings that will come from limiting financing responsibilities of the health sector.     Abstract: The Government of Mozambique is seeking to achieve its strategic objectives and targets for socio-economic and political development by intensifying the implementation of its five-year government plan (PQG). It is also taking preparatory steps for the next phase of its PQG, which coincide with the new government period following the national elections taking place in 2019. While the Government has a stated policy of promoting an expanded role for the private sector in all sectors of the economy, it has not yet articulated a comprehensive and integrated private sector strategy for the country overall, nor for any of the major sectors/subsectors. The Government therefore has been looking to bring in international experience and expertise to help formulate, implement and track a coherent private sector strategy that is attuned to the evolving institutional roles and arrangements that are influencing the direction and pace of private sector development, both domestically and abroad. Given the dominant role of the agrarian sector in Mozambique's economy, and in providing work for the majority of its labor force (about 80 percent), any efforts to expand the role of the private sector are likely to have their greatest impact when applied to Mozambique's agrarian sector, which is the focus of this report. It also addresses the challenge of encouraging the private sector to expand its role in transforming Mozambique's agrarian sector into a more productive and competitive sector

    Abstract: The purpose of this note is to give an overview of the fisheries sector in STP, its potential and obstacles, as well some policy recommendations to address these obstacles, ensure sustainable management of these resources and tap into its potential. The second section describes the fishing sector in STP, while the third and the fourth outline the obstacles for the development of the artisanal and industrial fisheries respectively. The last section offers policy recommendations. Fisheries play an important role for the economic and social development of the country, however resources are likely over-exploited. Coastal marine resources are showing signs of full or overexploitation around the Sao Tome island. Before looking at increasing production of coastal resources, knowledge on the status of the fish stock would have to be improved through data collection and research to understand the potential of these resources and adequate sustainable management of these resources would have to be ensure through reinforced legal framework, governance and enforcement, as well as the potential development of co-management1 system between the STP authorities and the fishing communities

    Abstract: Oceans are an important source of wealth, at least 3 to 5 percent of global GDP is derived from the oceans, but their overall health is reaching a tipping point. Close to a third of fish stocks are fully fished or overfished, climate change is impacting coastal and marine ecosystems through a variety of vectors, unbridled development in the coastal zone is causing erosion, widespread desalination in semi enclosed seas is threatening fauna and flora alike, and marine pollution, particularly from land-based sources is reaching such a proportion that its impacts cannot even be accurately measured. The role of healthy oceans in stabilizing climate and keeping the planet cool is now better understood, and increasingly given the prominence and visibility it deserves in the global action arena. It is also known that business as usual in the different economic sectors associated with coastal and marine ecosystems will have great environmental and social impacts, which are expected to disproportionally affect vulnerable groups of the population, particularly women and girls. This is reflected in Sustainable Development Goal (SDG) 14 - Life Below Water, which calls to conserve and sustainably use the oceans, seas, and marine resources for sustainable development. In this context, the concept of the Blue Economy is particularly relevant and applicable to STP. Different institutions have different definitions of the Blue Economy, which is understood by the Bank as the sustainable and integrated development of oceanic sectors in healthy oceans. There is growing recognition that overfishing, marine pollution, and coastal erosion, among other issues, are pushing oceans to a tipping point to the detriment of the millions who depend on healthy oceans for jobs, nutrition, economic growth, and climate regulation. Central to the Blue Economy approach is the recognition that social benefits should be maximized over the long-term, ensuring that the economic drivers that result from the sustainable use of ocean resources are maintained
