    Abstract: This book deals with the current economic policy of the People's Republic of China. In addition to a brief overview of the economic history since the founding and the economic models, an overview of both the forms of enterprises and the Chinese labor market is given. The book pays particular attention to the development of China's e-commerce sector. Equally significant are China's environmental issues against the backdrop of the climate crisis. Without innovations, for example in energy production and waste management, the Chinese economy will hardly be able to continue growing. Therefore, one focus of the book is on environmental economic policy. Finally, foreign policy, including the Silk Road Initiative, is examined. The aim of this book is to highlight the above developments. It is aimed at practitioners involved in China business as well as first-year students who want an overview of economic policy institutions and current developments.     Abstract: "Embracing the reality of biophysical limits to growth, this volume uses the technical tools from ecological economics to re-cast the Sustainable Development Goals (SDGs) as Ecological Livelihood Goals - policy agendas and trajectories that seek to reconcile the social and spatial mobility and liberty of individuals, with both material security and ecological integrity. Since the 1970s, mainstream approaches to sustainable development have sought to reconcile ecological constraints with modernization through much vaunted and seldom demonstrated strategies of 'decoupling' and 'dematerialization.' In this context, the UN Sustainable Development Goals (SDGs) have become the orchestrating drivers of sustainability governance. However, biophysical limits are not so easily side-stepped. Building on an ecological-economic critique of mainstream economics, and a historical-sociological understanding of state-formation, this book explores the implications of ecological limits for modern progressive politics. Each chapter outlines leverage points for municipal engagement in local and regional contexts. Systems theory and community development perspectives are used to explore under-appreciated avenues for the kind of social and cultural change that would be necessary for any accommodation between modernity and ecological limits. Drawing on ideas from H.T Odum, Herman Daly, Zigmunt Bauman, and many others, this book provides guiding research for a convergence between North and South that is bottom up, household-centred, and predicated on a re-emerging domain of Livelihood. In each chapter, the authors provide recommendations for reconfiguring the UN's SDGs as Ecological Livelihood Goals - a framework for sustainable development in an era of limits.     Abstract: The epochal shift toward neoliberalism – a web of related policies that, broadly speaking, reduced the footprint of government in society and reassigned economic power to private market forces – that began in the United States and Great Britain in the late 1970s fundamentally changed the world. Today, the word "neoliberal" is often used to condemn a broad swath of policies, from prizing free market principles over people to advancing privatization programs in developing nations around the world. To be sure, neoliberalism has contributed to a number of alarming trends, not least of which has been a massive growth in income inequality. Yet as the eminent historian Gary Gerstle argues in The Rise and Fall of the Neoliberal Order, these indictments fail to reckon with the full contours of what neoliberalism was and why its worldview had such persuasive hold on both the right and the left for three decades. As he shows, the neoliberal order that emerged in America in the 1970s fused ideas of deregulation with personal freedoms, open borders with cosmopolitanism, and globalization with the promise of increased prosperity for all.     Abstract: "Over the course of four decades, the Egyptian economy underwent consistent and comprehensive economic liberalization, privatization of state-owned enterprises, deregulation. Yet the Egyptian economy today still experiences low-growth, declining total investment rates, and high un- and under-employment. The private sector has never become globally competitive. There are few beneficiaries to the economic transformations begun under Sadat and continued by Mubarak, and most Egyptians, notably public-sector workers and the urban and rural middle classes, claim losses through these efforts. The 2011 uprising highlighted that these efforts at transformation failed not only economically, but politically as well. This book explores how and why 40 years of economic reform efforts largely failed. Amr Adly argues the fault lies in cleft capitalism: the perpetuation of initial size differences in enterprises, through limits on available land and capital (finance), that constrain any opportunities for growth and expansion."

    Abstract: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction - that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

    Abstract: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Abstract: With the end of the Cold War at the end of the twentieth century, the post-socialist transition in Central and Eastern Europe, China and Vietnam, the impressive growth of India, and the rapid spread of globalization, today's world is vastly different from that of two or three decades ago. Many of these changes are closely related to the concerns of economics and, in particular, institutional economics, which has been brought to the forefront due to the analysis of institutions in transition economies, and the realisation of how large a part they play in a successful market economy.     Abstract: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

    Abstract: This book discusses the impact of taxation on economic growth, employment, investment, consumption and the environment. The public finance literature commonly distinguishes between three major functions of taxation: the traditional function of raising revenue to finance government expenditure; the distributional function as an instrument to alter the distribution of income and wealth amongst households; and the regulatory function that uses taxation at the benefit of stabilization and other economic policies. Especially after the Second World War, OECD countries have increasingly used taxation to achieve a variety of economic and social objectives. Today many governments use the tax system to stimulate economic growth and employment. Fiscal measures also play a role in creating a favourable climate for business investment and to promote a long-term sustainable environmental policy. Currently, in the debate on global warming, the use of tax instruments to tackle climate change is on the top of the international agenda. The authors aim to provide the reader with the necessary empirical information, while at the same time presenting an overview of the latest theory and best practices. In doing so, many relevant policy issues are touched upon. Based on theoretical and empirical studies and practical experiences in OECD countries, the book establishes guidelines for effective tax policy. The book offers tools for tax design in a globalising economy and the world of the internet with increasing tax competition and a growing battle for companies and brains between countries. The book also presents a 'carrot and stick' model to promote clean technologies, reduce pollution and combat climate change. The message from the authors is straightforward: broad, low, simple, and a shift from income to consumption taxation. These principles are illustrated in a concept proposal for a so-called Second Life Tax system

    Abstract: Although small and medium-sized enterprises (SMEs) in Mexico make up most of the firms in the formal economy, they are hampered by a lack of financing and skilled workers. This book assesses the comprehensive SME policies introduced by the Federal Government during the past six years. While lauding the improvements achieved by the new policy measures, including better access to financing, reduced lead times for firm creation, and higher survival rates, the review cautions that the capacity of states and local authorities to absorb federal policy programmes needs to be enhanced and tailor-made initiatives in favour of micro firms need to be expanded.     Abstract: Korea was among the first countries reviewed in the OECD Reviews of Regulatory Reform Series. Since the first review in 2000, Korea has made bold efforts to enhance conditions for long term growth: promoting regulatory reform, cutting red tape, strengthening competition policy and market openness. The Korean government has also modernised its regulatory framework for information technologies, an area where Korea plays a leading role among OECD countries. This publication assesses progress since 2000 and analyses many of the lessons of implementation of regulatory reform. It highlights possible responses to current challenges. These include the pressures of an ageing society, future welfare needs and human capital development. The study includes a new special chapter on tertiary education, where improvements in the regulatory framework can yield significant benefits for future innovation and productivity.
