Abstract: “The more divisions along ethnic, linguistic, religious and nationhood lines, the more important become intergovernmental relations as the glue that holds a country together, but also the more difficult to achieve cooperation. The editors must be congratulated having brought together a set of excellent chapters on pertinent countries characterised by such divisions in both First and Third World contexts.” – Professor Nico Steytler, SARChI Chair in Multlevel Government, Law and Development, University of the Western Cape, South Africa “These accomplished authors, under the inspiring leadership of Fessha, Kössler, and Palermo, investigate the potential of intergovernmental relations for stability and peace in established and aspiring democracies whose societies are deeply divided. A must read for anyone interested in the peaceful management of political conflicts.” – Professor Alain Gagnon, Alain G. Gagnon, Canada Research Chair in Quebec and Canadian Studies, Université du Québec à Montréal, Canada “Intergovernmental relations are a critical aspect of any system of multi-level government. A study of how they work in divided societies is long overdue, and welcome.” – Professor Cheryl Saunders, Laureate Professor Emeritus at the University of Melbourne, Australia This edited volume examines the form and operation of intergovernmental relations in divided societies. Using eight country case studies, it explores the interplay between politicised ethno-cultural diversity and intergovernmental relations (IGR). The book examines whether and how the distinctive identity of particular subnational units and the attending competing constitutional visions shape the dynamics of IGR. The book also examines the impact of identity politics on institutions and instruments of IGR. Yonatan T. Fessha is Professor of Law at the University of the Western Cape, South Africa. Abstract: “This comprehensive and accessible volume provides a rich range of case studies of trade unions in Europe today, ranging across many ‘varieties of capitalism’ and identifying sources of trade union agency even at a time of huge political and structural challenges.” — Seán Ó Riain, Professor, National University of Ireland Maynooth “This volume makes a significant contribution to an important topic.” — Nils C. Bandelow, Professor, Technische Universität Braunschweig, Germany “A welcome and highly relevant contribution to the St Antony’s series.” —Kalypso Nicolaïdis, Professor, European University Institute, Italy Trade unions in Europe face a range of cross-cutting challenges. This includes the near-universal contraction in union membership; the related decline of traditionally highly unionised blue-collar industries; and the rise of automation, microprocessing, and digitalisation, which can make it cheaper for employers to invest in machines than to pay humans to work. The breakdown of the standard contract of employment and increasing rates of precarious work have further transformed the world of work. Taken together, this makes any collectivist vision of society, and the notion of solidarity upon which trade unionism is built, difficult to sustain. All this raises tough questions for trade unionists, policy-makers, and researchers alike regarding the future of trade unions, the oldest and largest civil society movement in Europe. The contributions in this volume explore the prospects for union revival across a range of cases, including by focusing on the pursuit of legal remedies and on the opportunities associated with the network society to defend the interests of workers. This interdisciplinary volume includes contributions that consider the Czech Republic, Denmark, France, Finland, Germany, Spain, Sweden, Poland, the United Kingdom, and the EU level by researchers coming from a range of disciplines and backgrounds. The volume should especially appeal to researchers and practitioners working in the fields of political science, sociology, law, and business studies. Abstract: “After a decade of counter-revolutionary backlash, Hicham Alaoui offers a much-welcomed alternative to the current impasse, with this solid study of how a pacted transition could drag Arab countries out of the dictatorial quagmire.” —Jean-Pierre Filiu, Professor of Middle East Studies, Sciences Po, Paris School of International Affairs, France “Hicham Alaoui presents a bold and rigorous endeavour to explain how a ‘democratic pact’ could work in the Middle East notwithstanding the religious factor that is too often perceived as preventing the democratisation of the region. A sound and timely critic of the ‘Muslim exceptionalism.’” —Olivier Roy, Professor, European University Institute, Italy “This unique study is a cry from the heart for democratization of Muslim majority countries coupled with theoretically sophisticated, empirically grounded analyses of how democratic transitions can be secured.” —Bob Springborg, Visiting Professor, Department of War Studies, King’s College, London “This book provides a fine-grained, paired comparison between Tunisia and Egypt in the immediate aftermath of the ‘arab spring’ political upheavals of 2011.” —Laurence Whitehead, Senior Research Fellow, Nuffield College, Oxford University, UK This book provides a new theory for how democracy can materialize in the Middle East, and the broader Muslim world. It shows that one pathway to democratization lays not in resolving important, but often irreconcilable, debates about the role of religion in politics. Rather, it requires that Islamists and their secular opponents focus on the concerns of pragmatic survival—that is, compromise through pacting, rather than battling through difficult philosophical issues about faith. This is the only book-length treatment of this topic, and one that aims to redefine the boundaries of an urgent problem that continues to haunt struggles for democracy in the aftermath of the Arab Spring. Abstract: This book analyzes the transformation of ethnic and religious political parties in Turkey with special focus on their role in the country’s democratization and regime changes. Turkey went through a process of autocratization under the rule of the AKP government over the last two decades. Scholars question the structural, agent-centered and cultural factors that led the country on this path, and provide the lessons learnt from this case for other cases of democratic decline or breakdown. This book contributes to this debate. It treats the three national elections (2002, 2007, 2015-June) as opportunities for democratization, in which the Islamist-successor AKP (in 2002, 2007) and the Kurdish-successor HDP (in 2015-June) managed to overcome identity politics and received the organized support from social groups outside of their traditional constituency. This book argues that in a semi-democratic context where repressive acts of the state (e.g. banning of parties, arresting politicians) have been subject to widespread public criticism, confronting the state becomes a salient issue. When these parties manage to frame this issue as one of democracy, they take ownership of it, and this then becomes an opportunity for democratizing the regime. This opportunity, yet, can be missed if the party follows an office-seeking strategy rather than a policy-seeking one. Abstract: This book examines the progress of institutionalisation of evaluation in American countries from various perspectives. It presents prior developments of evaluation and current states of 11 American countries and three transnational organisations concerning three dimensions, namely the political, social and professional system. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the second of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on ‘Europe’ was published in 2020. After the publication of the ‘Americas’ – volume in 2021 it will be followed by two more volumes on ‘Asia and Pacific’, and ‘Africa’. The overall aim is to target an interdisciplinary audience and offer cross-country learning as it enables to better understand the institutionalisation of evaluation in different national states and world regions as well as in different sectors. Abstract: ‘Through an in-depth analysis of the evolving financing of the European party system, Wouter Wolfs makes a timely and outstanding contribution to the debates on EU democracy. A must read for students of European politics!’ – Nathalie Brack, Associate Professor, Université libre de Bruxelles, and Visiting Professor, College of Europe ‘Wouter Wolfs sets himself a challenging task of deciphering the complex story of party financing at the EU-level. He does not disappoint. Informative and insightful Wolfs has produced an indispensable analysis of this under-researched topic.’ – Stephen Day, Professor of Comparative Politics and EU Studies, University of Oita ‘Wouter Wolfs lifts the lid on European political parties and provides new, critical, and crucial insights into their workings. This empirically rich and well-informed book advances our understanding of contemporary Europarties and the challenges of EU-level party politics in general.’ – Isabelle Hertner, Senior Lecturer, King's College London ‘This is a meticulously researched, thoughtfully executed and cogently written study. It is central for the understanding of the EU institutions, especially in light of the hopes that generous public funding will help address their democratic deficit. In a turbulent time, this is a timely contribution on an important subject.’ – Jonathan Mendilow, Professor of Political Science and Global Studies, Rider University, and Chair IPSA RC20 Political Finance and Political Corruption This book provides a comprehensive overview of the party finance regime at the level of the European Union. Based on an in-depth analysis of the interaction between European political parties and their institutional environment, it shows how the Europarties have coped with – and altered – the funding rules. Considering the strong democratic aspirations that lay at the origins of the finance regime, the book explores its consequences for party democracy and the rule of law in Europe. This book is valuable for scholars working on the European Parliament, Eurosceptic parties, EU decision-making, (European) party politics and political finance. Abstract: “Although a great deal of attention has been devoted to party system ‘institutionalization’ in new democracies, this book focuses on the much more momentous ‘deinstitutionalization’ of the party systems of old democracies. Evidence of this phenomenon has been accumulated in various domains, and the book provides a comprehensive and coherent multidimensional framework to analyze the crisis affecting party systems with new data, indicators, and techniques.” ----Stefano Bartolini, European University Institute in Florence, Italy. This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, as party system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding. Abstract: How might political opposition shape regime outcomes over time in an authoritarian system? Most studies on political opposition in authoritarian contexts tend to focus on the agency of the regime over and above that of the political opposition. Using Albert Hirschman’s framework of exit, voice and loyalty, this book examines the case of Kazakhstani opposition agency over 30 years to explore the extent to which political opposition in Kazakhstan has shaped the dynamics of authoritarian regime development in the country. What the analysis reveals is that in Kazakhstan the regime has tended to treat formal institutional political opposition as neither a credible nor non-credible threat. Consequently, the Kazakhstani regime has always responded to opposition exit and voice with sanctions and institutional adaption which strengthened the regime in the short to medium term, but left them exposed to spontaneous, grassroots non-institutional opposition in the longer term. This spontaneous grassroots opposition emerged in Kazakhstan as a series of ‘shocks’ crystalised in the 2011 events in Zhanaozen, the 2016 land protests, the 2019 election protests and the events of ‘qandy qantar’ (bloody January) in 2022. What this book illustrates is how authoritarian regimes which treat opposition threats ambiguously are likely to end up in a continuous state of instability because the feedback provided by opposition agency disappears leaving the regime susceptible to spontaneous opposition. Abstract: “This book looks into the subjective black box of electoral defeat and offers important insights for our understanding of when and how parties react to electoral losses.” —Thomas Poguntke, Chair of Comparative Politics, Universität Düsseldorf, Germany “Adopting a nuanced framework that combines objective elements of organisational change with subjective accounts of the consequences of defeat from key party actors, this book convincingly shows that it is not just the defeat itself, but how actors’ own beliefs and subjective assessments of that defeat shape the organisational decisions made by parties.” —Anika Gauja, Professor, University of Sydney, Australia “This book is a must-read for scholars and students who want to understand what electoral defeat is doing to parties and how different degrees of party change can be one of the answers.” —Kris Deschouwer, Research Professor in the Department of Political Science, Vrije Universiteit Brussel, Belgium This book examines the factors determining the character, depth, scope and outcomes of changes made by political parties in the aftermath of electoral losses. It considers not only the objective aspects of party organisation and its features and structure, in explaining post-defeat party change, but also includes findings on the perceptions and interpretations of electoral results within political parties. Based on an extensive fieldwork, the authors propose a new analytical perspective to establish whether and under what conditions and circumstances an electoral defeat leads to a profound party makeover. Abstract: This volume employs a comparative approach to cast light on representation and representative processes from a communications perspective. It focuses on online constituency communication, aiming to provide a perspective from which to empirically study the changes taking place in the relationship between citizens and their representatives. The (hyper)mediatisation of politics and society is here considered a relevant enabling factor, because it creates the conditions leading to change in the nature of democratic processes. The chapters discuss Podemos, the Lega, Law and Justice, and the Five-star Movement as good examples of this phenomenon. Populist and nationalist forces have emerged as bottom-up and top-down entities aiming to embody the will of the people, or to push for democratic processes to be more inclusive. Until now, however, the intersection between populist and nationalist discourses and the related question of representation have been largely ignored. By analysing the transformations that have taken place in MPs’ communication practices in non-election periods, the contributors illuminate how social media is affecting MPs’ communication and examine the strains in the relationship between executives and legislatures that populist and nationalist parties exploit. Georgia: European identity discourses and elite relations under crises -- Chapter 4. Ukraine: European identity discourses and elite relations under crises -- Chapter 5. Abstract: This book provides an up-to-date discussion of the effect of crises on European identities in the post-Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure. Abstract: This open access book analyses the global diffusion of social policy as a process driven by multiplex ties between countries in global social networks. The contributions analyze links between countries via global trade, colonial history, similarity in culture, and spatial proximity. Networks are viewed as the structural backbone of the diffusion process, and diffusion is anlaysed via several subfields of social policy, in order to interrogate which network dimensions drive this process. The focus is on a global perspective of social policy diffusion via networks, and is the first book to explicitly follow this macro-quantitative perspective on diffusion at a global scale whilst also comparing different networks. The collection tests the network structures in terms of their relevance to the diffusion process in different subfields of social policy such as old age and survivor pensions, labor and labor markets, health and long-term care, education and training, and family and gender policy. The book will therefore be invaluable to students and researchers of global social policy, sociology, political science, international relations, organization theory and economics.

Abstract: ‘Borozna’s book skilfully applies the concept of strategic culture which is normally investigated in Western contexts to the case of Russia. It provides an innovative and insightful way of understanding the sources and pathways of the gradual development of Russian assertiveness in the world order following the end of the Cold War. In a very accessible style, among many things, the book presents a wealth of empirical observations into the complexity that underpins Russia’s foreign policy.’ –Cristian Nitoiu, Lecturer in Diplomacy and International Governance, Loughborough University London, UK This book explores the sources of Russia’s foreign policy conduct since the end of the Cold War. It is aimed at those interested in Russian foreign policy, international security, and diplomacy. The book embraces an eclectic approach by applying insights from several strands of IR theory, exploring both international and domestic sources. The author argues that Russian foreign policy is influenced by the country’s strategic culture, which exhibits some persistent elements inherited from Russia’s imperial past and from Soviet times. The challenges to Russia’s security interests from Western policies led to an increase in Russian foreign policy assertiveness. As a result, Russia is becoming more committed to Eurasian integration and nurturing relations with China. This book further argues that Russia’s relations with the post-Soviet states have been and will remain a priority of its foreign relations and, therefore, Russia is likely to continue challenging any Western interference in these states. The author maintains that geoeconomics and the protection of overseas economic interests are becoming more prominent in Russia’s foreign policy calculus. The role of domestic factors in the country’s foreign policy, such as authoritarianism, regime vulnerability, and the role of political factions, is also examined. Angela Borozna holds a Ph.D. in political science from the Graduate Center, City University of New York, USA, and a Master's degree in finance from the George Washington University, USA. She previously worked for several finance companies in London, New York, and San Francisco.

Abstract: “Vassilis Petsinis is to be congratulated for producing an important scholastic work that informs the reader of important political cross-currents in two important parts of the European continent.” —Karl Cordell, The University of Plymouth, UK “In his highly engaging and empirically rich new book, Petsinis updates earlier scholarly debates on Ethnopolitics—in particular, theoretical works on the triadic and quadratic nexus approaches—to take account of more recent political developments such as Euroscepticism, right-wing populism and nativism.” —Richard C. M. Mole, Professor of Political Sociology, School of Slavonic and East European Studies, University College London, UK “Vassilis Petsinis offers an original and innovative look at the many dimensions of ethnopolitics in Central and Eastern Europe.” —Stefan Wolff, Professor of International Security, University of Birmingham, UK This book bridges the gap between academic researchers and policymaking experts working on the Western Balkans and those dealing with the Baltic States. Within the frame of a comparative and cross-regional approach, Vassilis Petsinis generates new insights in subjects as diverse as: how geopolitics shape the management of ethnic relations; the variants of Euroscepticism; opposition to immigration and LGBTQI rights; the patterns of multi-ethnic cohabitation; as well as the endeavour by parties of the populist and radical right to embed their platforms into the longer trajectories of ethno-nationalism in the countries and societies studied (Estonia and Latvia from the Baltic States; Croatia and Serbia from the Western Balkans). This work also assesses the extent to which the centrality of ethnic cleavages can be contested, temporarily effaced, or ultimately transformed by the increasing significance of the economy (social welfare and transparency) in multi-ethnic societies. The book adds a sound contribution towards updating and upgrading the study of ethnopolitics not solely across Central and Eastern Europe, but as a whole. Vassilis Petsinis is Senior Research Fellow in Comparative Politics at the Johan Skytte Institute of Political Studies, University of Tartu, Estonia.

Abstract: This book brings together recent research on the sociopolitical history of Latin American statistics from the nineteenth to the first half of the twentieth century. Reflecting the influence of social constructivism in the social sciences, it sheds new light on the historical emergence and development of both statistical reasoning and practices within a region traditionally seen as a passive consumer of foreign-produced theories and methods. By analysing the early enthusiasm for enumerating reality and the processes of institutionalisation of statistics in different national spaces, from Mexico to the Southern Cone, these studies show the ways in which Latin America adapted and used this modern tool of government and social classification to build political regimes and scientific arenas. The volume offers valuable insights into the divergent regional trajectories of this discipline, advancing towards an understanding of statistics and its past from a truly global perspective. Abstract: Even though the question of ‘who governs’ has been at the centre of political science research for a long time, a systematic comparative analysis of the profiles of prime ministers in Europe was missing. This data rich volume allows to put prime ministerial figures into perspective. Scholars will welcome the inspiring arguments on the careers of top executives. -Patrick Dumont – Professor of Political Science, Australian National University, Canberra. This is a formidable contribution to the study of prime ministers. Building on a unique database, this book shows that the nature of prime ministerial leadership has been drifting towards a more assertive role of chief executives vis-à-vis their own parties. It shows that the control of political parties over the process of government has been declining while political leaders have gained political weight. -Thomas Poguntke – Professor of Comparative Politics, Heinrich Heine University of Düsseldorf, Germany This book presents the first comparative analysis of European prime ministerial careers. It is the result of an ambitious data collection effort and presents significant cross-temporal and cross-national changes in the experience that prime ministers bring to the highest office. The book will, without doubt, become a key reference work for the study of executive careers. -Petra Schleiter – Professor of Comparative Politics, University of Oxford, UK This book examines the changes in the career experiences and profiles of 350 European prime ministers in 26 European democracies from 1945 to 2020. It builds on a theoretical framework, which claims that the decline of party government along with the increase of populism, technocracy, and the presidentialization of politics have influenced the careers of prime ministers over the past 70 years. The findings show that prime ministers’ career experiences became less political and more technical. Moreover, their career profiles shifted from a traditional type of ‘party-agent’ to a new type of ‘party-principal’. These changes affected the recruitment of executive elites and their political representation in European democracies, albeit with different intensity and speed. Abstract: “Thanks to its robust comparative design covering paradigmatic cases in Western and Eastern Europe and the authors’ careful attention to the interplay between demand and supply of far-right politics among workers, The Far Right in the Workplace is a major success and a pathbreaking contribution to a crowded field. The book offers much to learn to sociologists and political scientists as well as to trade unionists and political practitioners. A must-read for everyone interested in the roots of the far right and the future of labor politics.” – Gábor Scheiring, Bocconi University “This is a very important contribution to the study of the far right and, in particular, to the much discussed and yet widely contested relationship between the far right and workers. The early clarification of key terms, often taken for granted, such as far right and working class is particularly important and makes the case studies all the more convincing and interesting. At a time when the mainstreaming of far-right politics is ever present, this critical account is an essential read for anyone interested in these issues.” – Aurélien Mondon, University of Bath This book offers the first comparative study of far-right messaging and organizing efforts at the workplace level as well as responses by established trade unions, encompassing six European countries (Belgium, France, Germany, Hungary, Italy, Poland). Drawing on semi-structured interviews with workers and trade union actors with a focus on the automobile industry, the volume develops a classification of far-right strategies and trade union counter-strategies in comparative perspective. Based on a research project in cooperation with trade unions, the book is situated at the interface of comparative politics, industrial sociology, political economy, and political sociology. Abstract: This book assesses how governance has evolved in six nations – England, Australia, Canada, Germany, Italy, and the Netherlands – between 1970 and 2018. More specifically, it examines how the governance approaches and the sets of policy tools used to govern have altered with respect to four public policy sectors that represent core responsibilities of the modern OECD state: education, energy, environment and health. To structure this analytical approach, the book harnesses sociological institutionalism in the area of ‘policy sequencing’ to trace both the motivations and the consequences of policy-makers’ altering governance approaches and the resulting policy tools. Combining a comparative and international focus, this book will appeal to scholars and students of public policy and governance.
