    Abstract: The economy is estimated to have contracted by 3.5 percent during FY2017-2018, but a modest recovery is projected for FY2018-2019. Coupled with economic mismanagement, many years of conflict have eroded the productive capacity of South Sudan. Conflict persists across the country despite the peace agreement and is the major driver of the economic collapse. Oil production is expected to be the major driver of growth in the short and medium term. South Sudan remains in debt distress and the external position is weak, with depleted reserves estimated at less than one week of import cover. If the peace agreement is respected by all parties and conflict does not recur, the economy is projected to grow by 1.8 percent during FY2018-2019. However, a less positive outlook could emerge if the peace agreement falters, with growth barely reaching 0.3 percent in the absence of progress in the non-oil sectors

    Abstract: For all of our age's technological advances, service innovations, and instant connectivity, gender inequality stubbornly remains a defining characteristic of the structure of our economies and the opportunities for our citizens. This is especially true in many corners of the developing world, where women trail men in health and educational outcomes, access to jobs and assets, and their ability to voice their opinions and exercise agency over their lives. Urban transit systems that are mapped against job locations for women, designed to provide security, and operated to remove uncertainty of arrival times, are essential to balancing labor opportunities for female workers. In the various infrastructure sectors, the authors are pleased to report that best-practice examples have been mounting. Yet, for infrastructure-development professionals, particularly those focused on crowding in private financing and operations and preparing public-private partnerships (PPPs), knowing where to start integrating gender equality concerns into our work can be daunting. However daunting, the incorporation of gender considerations is uniquely important for PPPs, where private-service providers become the main interface with consumers. This report consolidates and draws from a wide spectrum of examples that cut across sectors to demonstrate how infrastructure, its development, and the policies and regulations governing its construction and operation, can play a role in closing gaps between women and men. It pinpoints approaches for ensuring that projects not only do no harm, but also serve as vehicles for empowerment, providing practical guidance that can be systematically integrated into PPP projects and frameworks. The primer points out that best practices at the intersection of gender equality and infrastructure PPPs are still evolving

    Abstract: Tunisia's has made significant investments in infrastructure, which has contributed to economic growth. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk. Chapter one provides an overview of Tunisia's infrastructure performance; chapter two discusses each sub-sector in more detail in terms of achievements and challenges; chapter three looks at historical trends in spending followed by a scenario analysis of investment needs with anecdotal examples, and discusses the present macro-economic and fiscal constraints; and chapter four presents possible action items for further discussion with the Tunisian government

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: Only 58 percent of Georgian women ages 15 and above participate in the labor market, a slightly higher share than the Europe (51 percent) and Organisation for Economic Co-operation and Development (OECD) (51.3 percent) average but 20 percentage points lower than the share among men in the country. Moreover, the gender gap in labor force participation has been constant and around 18 to 20 percentage points over the last decade. Married women living in households with children under age six are at a higher disadvantage in the labor market; only 50 percent of them participate in the labor force compared to 84 percent of men with similar characteristics.The conflicting demand on women's time for care and work activities represents a fundamental barrier to economic participation and generates a vicious circle of low labor market attachment and prominence of the care provider role that leads to increased vulnerability and gender-based inequalities. About 60 percent of working-age women not looking for a job in Georgia cite family responsibilities as the main reason (the share is 67 percent among married ones). In the case of men, this percentage is 21 percent. Georgia cannot afford to underutilize a large share of women whose lifetime productivity in the labor market is currently reduced by informal and at-home care provision. In fact, for Georgia, it has been estimated that differences in labor market activity rates between men and women amount to potential economic losses in gross domestic product per capita of approximately 11 percent (Cuberes and Teignier 2016a, 2016b). Policy options to appropriately address the challenges identified in this note include the expansion ofpublicly and privately provided childcare centers in both urban and rural areas, establishment ofeducation and accreditation programs to prepare caregivers and care entrepreneurs, development of aplan to increase quality of services with attention to costs, and design of eldercare system considering the impacts on care recipients, the active aging promotion objective of age-related policies, as well as the impacts on informal and family care providers and their ability to contribute to sustained economic growth

    Abstract: Bhutan has a strong track record of reducing poverty and boosting shared prosperity, primarilysupported by the state, which has played a large role in the country's development accomplishments.Growth has been driven mainly by the public sector through hydropower development. Statedominance is also reflected in the existence of a large number of state-owned enterprises (SOEs).However, the dependence on hydropower has resulted in a weak private sector and also createdmacroeconomic vulnerabilities. The high import content of hydropower construction widened theexternal imbalance and increased indebtedness. In addition, tax collection at 14 percent of grossdomestic product (GDP) in 2017/18 is low by international standards. The government has taken important steps to develop the nascent private sector through investments in infrastructure and improvements in the investment climate. It has also invested heavily in education and health. Despite these laudable investments, available jobs remain vacant, while educated youthremain unemployed.     Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: In cold-climate regions of developing countries, access to a reliable and affordable heat supply is critical to the well-being of the rural and peri-urban poor, who enjoy only limited access to district heating, natural gas, and electricity networks. Most of them have long relied on solid fuel-fired, traditional heating stoves or simple low-pressure boilers (LPBs), which are fuel-inefficient, leaky, and highly polluting both indoors and outside. Having access to high-efficiency, low-emissions (HELE) heating stoves offers under-served households a cost-effective, intermediate solution until fuel-switching to gas or electricity is possible. Recent World Bank- supported winter heating pilot programs in the Central Asian countries of Tajikistan and Kyrgyzstan brought to market a small number of advanced, solid fuel-fired space heating and cooking stoves.     Abstract: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

The CPF is aligned with the objectives of the Government's Program and Medium-Term Strategy 2017-21. It is also consistent with the third phase (2019-23) of the Government's National Initiative for Human Development (INDH), which focuses on strengthening human capital through improved education, healthcare and social protection, and on enhancing youth economic inclusion. Opportunities for youth are at the center of the CPF.The CPF responds to Morocco's ambition to successfully navigate this crucial point in its history. To achieve its objective of contributing to social cohesion and reducing social and territorial disparities, this CPF pursues three strategic focus areas: (A) Promoting Job Creation by the Private Sector; (B) Strengthening Human Capital; and (C) Promoting Inclusive and Resilient Territorial Development. Governance and Citizen Engagement are the foundational principles of the CPF, and Gender and Digital Technology are cross-cutting themes.Strong country ownership and demand are important determinants of the specific activities included in the CPF program. The first three years of the program have been defined jointly with the Government. The program supports the shift to a new development model, based on a scenario of deep and sustained structural reforms to increase productivity gains with special attention to innovation, market contestability and unleashing private sector potential.Under this scenario, Morocco would be able to maintain a relatively high rate of economic growth and economic convergence with more developed countries while preserving macroeconomic stability. The other two possible scenarios: voluntary growth-oriented policies without productivity-enhancing reforms or the pursuit of current macroeconomic and structural policies would respectively lead to large macroeconomic imbalances or a disappointing growth performance

    Abstract: Malawi currently faces an environmental cycle of decline and degradation. The challenges it faces are complex and interrelated, but there are two underlying drivers behind this decline. Population growth places huge demands on natural systems with more land being converted to agriculture and more forests being harvested for the wood fuel supply. Climate change magnifies these impacts by putting greater strain on land and forests due to increased incidents of natural disasters and extreme weather events.     Abstract: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice

    Abstract: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: Bangladesh has maintained its robust growth performance. Exports and remittances have been buoyant. Agriculture had bumper harvests. Overall inflation has slowed as decelerating food inflation offset a pickup in non-food inflation. Monetary expansion has been short of target as private sector credit growth slowed and the Bangladesh Bank siphoned off banking liquidity by selling dollars to defend the taka. Vulnerabilities in the banking system and capital market persisted. Higher export and lower import growth reduced the current account deficit, but a decline in the financial account surplus diluted the impact of the current account deficit decline on the overall balance of payments deficit. The budget deficit increased in FY18 but remained below the 5 percent of GDP target. Low revenue collection continues to be a major challenge as policy and administrative reforms have stalled and, in some instances, reversed. Key structural reform challenges are to mitigate the financial sector vulnerabilities, strengthen revenue mobilization, manage public investments better, meet the infrastructure gap, enhance human capital and streamline business regulation. Addressing these reform challenges will be critical for reinforcing future productivity growth. This report provides an assessment of the state of the Bangladesh economy, outlook, risks, and the key reform challenges the economy is currently facing. The coverage includes developments in the real sector focusing on growth and its components; inflation; monetary and financial sector developments; external sector developments focusing on the balance of payments, foreign exchange reserves and the exchange rate; and fiscal developments focusing on revenue mobilization, public expenditures, and deficit financing.     Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: The Kenyan economy rebounded in 2018 and economic activity in the first quarter of 2019 was healthy, although emerging drought conditions could curtail GDP growth for the remainder of the year. The economy expanded by 6.0 percent in the first three quarters of 2018 compared to 4.7 percent during the same period in 2017 driven by strong private consumption in part due to improved income from agricultural harvests in 2018, remittance inflows, and lower food prices. The Bank's GDP growth estimate for 2018 is about 5.8 percent. A strong pick-up in economic activity in Q1 of 2019 was reflected by real growth in consumer spending and stronger investor sentiment. Nonetheless, a delayed start to the March-May 2019 "long" rainy season could affect the planting season-resulting in poor harvests. In addition, ongoing emergency intervention to address food shortages in several counties could impose fiscal pressure constraining capital spending. These developments have slowed the growth forecast for 2019 and for the medium term relative to our October 2018 Update. Inflation remains within the government's target range of 5 + or - 2.5 percent. Headline inflation averaged 4.7 percent in 2018 compared to 8.0 percent in 2017, primarily due to the slowdown in food inflation, which in turn offset a temporary acceleration in energy prices. Further, core inflation has remained below 5 percent, suggesting benign underlying demand pressures. With low inflation, monetary policy could be more accommodative to support growth if needed, but with interest rate caps tied to the policy rate, further loosening would be constrained. The low inflationary pressure has also been supported by a stable local currency. The shilling has traded within a narrow band of Ksh100/US Dollas-Ksh.103/US Dollars in 2018, thereby serving as a nominal anchor to inflationary expectations

    Abstract: Home to over 735,000 people, the Kingdom of Bhutan has achieved rapid economic growth and poverty reduction, despite the constraints of being a small, landlocked, and mountainous country. Its neighbors, China to the north and India to the south, are in contrast the two most populous countries in the world. Bhutan's land area is only 1 percent of India's and 0.5 percent of China's. Even surrounded by much larger economies, Bhutan has seen its economy expand rapidly in recent years, largely through hydropower exports to India and construction. The country halved its poverty rate to 12 percent between 2007 and 2012, and by 2017 it had achieved a further reduction, to 8.2 percent (NSB and World Bank 2017). National policy remains centered on diversifying export-led growth beyond hydropower exports to India and on making Bhutan's economic growth more inclusive of all citizens. The agriculture sector, one of the five jewels in the Bhutanese economy, can play a key role in sustaining growth, reducing poverty, creating jobs, and expanding shared prosperity. Bhutan's dense and virtually untouched forests, abundant water resources, and diversity of wild species are exceptional natural endowments, and correspondingly, environmental conservation is the cornerstone of Bhutan's development approach (World Bank 2014). This Policy Note reviews Bhutan's recent agricultural transformation from a spatial perspective and suggests measures to make further progress. It is also useful to explain what this book is not, even though it refers to a substantive body of rich and growing academic work on the subject, it is not intended to be an academic work that would contribute new knowledge.     Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

A range of digital technologies are already leading to: better informed and engaged consumers and producers, smarter farms, and improved public services. Adoption of digital technologies varies significantly across countries, with lower current adoption rates in low-income countries. Increasing adoption will require addressing supply-side factors, such as rural network coverage and availability of digital applications, and demand-side factors, including skills and knowledge, trust, affordability, and complementary investments. While digital technologies have significant potential they also pose several risks that need to be addressed including: an overconcentration of service provider market power; lack of data privacy; exclusion; and cybersecurity breaches. These risks cut across all segments of the economy, including the food system. In addition, digital technologies should not be viewed as a panacea.     Abstract: During the decades following the Khmer Rouge regime of the 1970's and Vietnamese occupation in the 80's, the Cambodian government focused on rebuilding what had been destroyed during that time. There was a renewed focus on the education sector: the 90's and 2000's saw large-scale reconstruction of schools and policies which increased access to schooling. Reports estimating schooling outcomes have found corresponding increases in schooling enrollment. To add to existing literature we analyze 11 years of nationally-representative cross-sectional data in a new way: using a cohort panel approach developed by Deaton in his 1985 paper (Deaton 1985). We construct a panel of 19 cohorts spanning birth years 1980 to 1998 and estimate their life cycle trajectories as these cohorts aged from youth into early adulthood. This approach allows us to control for contemporaneous time effects and trace out the smoothed cohort and age trends in schooling and work outcomes. We answer the question "For a given age, have schooling and work outcomes improved or declined with more recent versus older cohorts? Are there differences in improvement or decline when comparing males versus females, rural versus urban youth?" Using the variation in experiences across cohorts, we are additionally able provide evidence on how early youth experiences translate to outcomes later in life

    Abstract: Afghanistan has been in protracted conflict for almost four decades, with direct implications on progress towards development objectives. This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes.     Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

The advisory note draws on analysis carried out by the task team and under the World Bank's Vietnam Jobs Diagnostic. This advisory note is follow-up to a workshop hosted by the Social Affairs Committee of the Vietnam National Assembly and The World Bank on January 11, 2019, for members of the Social Affairs Committee and other National Assembly representatives. After the workshop the Committee and Social Affairs Department of the National Assembly asked for a write up of the recommendation made at the workshop. The recommendations and the workshop were carried out as part of the Vietnam Women's Economic Empowerment Project under the Australia-World Bank Group Strategic Partnership Program 2 (ABP2). The service sector is likely to grow by 7.5 percent due to a boost in the retail, hotel, and restaurant subsectors, driven by an uptick in tourist arrivals and remittance-fueled private consumption. Agriculture is estimated to grow by 5 percent in FY2019, well above its 30-year average of 3.1 percent, due to good monsoons, increased commercialization, availability of fertilizers and seeds, and improved irrigation facilities.     Abstract: This country brief provides an overview of tobacco legislation, use, and taxation in Argentina. Argentina is the only country in Latin America which did not become a Party to the WHO Framework Convention on Tobacco Control (FCTC). Still, many of the FCTC provisions are included in the legislation. The prevalence of smoking was quite high in 1970-1990s ranging between 40-58 percent among men and 20- 25 percent among women. After tobacco control measures were implemented, the prevalence of smoking decreased. Tobacco consumption and smoking prevalence in Argentina decreased due to the implementation of comprehensive tobacco control policies and some economic factors, which reduced cigarette affordability in the country. In Argentina, cigarette affordability and tobacco consumption reduction were observed in: (1) 1999-2002; (2) 2014-2015; (3) 2016. In the first case (1999-2002), it was mainly caused by the reduction in population income during the economic recession. In 2014-2015, tax rates were not changed, and the main factor of the affordability reduction was the pricing policy of the tobacco industry. The largest decline in affordability was achieved by the government taxation policy implemented in May 2016: the effective excise tax rate was actually increased by about 100. Cigarette sales in 2016 declined by 5 billion sticks or by 12 percent. Tobacco taxation system should be simplified to one excise tax with a unified ad valorem rate for all tobacco products and specific minimum excise rates for each tobacco product. The specific tax rates should be set high enough to prevent the sales of very cheap tobacco products, and these specific rates should be annually increased above the inflation rate to ensure both the reduction of tobacco consumption and the increase of governmental revenue. Subsidies for tobacco growers through the Special Tobacco Fund are counterproductive from both public health and economic perspectives. Tobacco use surveillance and monitoring should be further developed in Argentina, including regular surveys with a collection of comprehensive information on tobacco products consumed in the country

This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: This brief provides an overview of tobacco control legislation, use, and taxation in the country. Costa Rica ratified the WHO Framework Convention on Tobacco Control in 2008. General Law for the Control of Tobacco and its Harmful Effects on Health was adopted in March 2012, and it regulates smoke-free places; tobacco advertising, promotion, and sponsorship, as well as tobacco packaging and labeling in line with FCTC guidelines. This law also sets several norms on tobacco taxation, and it substantially increased the tax burden for cigarettes. In 2012, cigarette prices in Costa Rica increased by 49 percent, and in 2013, the tobacco excise revenue increased by 96 percent. Tobacco taxation and other tobacco control policies in Costa Rica were very successful in terms of public health. The prevalence of smoking both among adults and adolescents declined, and after 2012, the rates of decline increased. In 2015, only 5.8 percent of the adult population smoked daily. In 2018, cigarette production in the country was closed. The tobacco industry claimed that the closure had been caused by increased cigarette smuggling. However, there are no independent estimates of illicit cigarette share on the market, while the tobacco industry used to exaggerate the volumes of smuggled cigarettes. The difference in cigarette prices between Costa Rica and neighboring countries is rather small and is unable to encourage large smuggling. Thus, the observed illicit cigarette sales are likely caused by the factors, which are not related directly to tobacco taxation

    Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: Lao People's Democratic Republic (Lao PDR) has a comparative advantage in natural capital, which has fueled economic growth averaging around 8 percent per annum since 2000. The natural resource endowment comprises half of the country's wealth. Although forest cover declined 3.6 percent between 2005 and 2015, Lao PDR still has among the highest forest cover percentage of countries in the region, and the value of timber and non-timber forest products is 10,740 US Dollars per capita. Inefficiencies, including overuse, under-budgeting, and unsustainable and unscientific management, have led to a reduction in forest cover, natural wealth, and public revenues. Lao PDR's recent policy reforms, institution-building and community engagement aim to build a new foundation to sustain the Lao forest estate and the people and sectors that depend on it, including for tourism, agriculture, energy, water, fisheries, and wood products. Lao PDR's ambitious forest sector reforms aim to achieve financially and environmentally sustainable, resilient, and inclusive economic growth, especially through credible private sector investors. This reform agenda accompanies the Government of Lao PDR's (GoL) plan to expand forest cover to 70 percent from the current 58 percent, which will help to reduce poverty, create green jobs and livelihoods, support local industry and expand participatory sustainable forest management (SFM) and forest restoration, as well as to meet Lao PDR's Nationally Determined Contribution (NDC) to climate action.     Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

    Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: Small area estimates of poverty and inequality statistics, through survey-to-census imputation that lets consumption be estimated for each and every household in a census, are useful for at least three reasons. First, they can help improve the effectiveness of public spending, by targeting to prevent the leakage of benefits to the non-poor (and prevent the under-coverage of the poor). If poor people are concentrated in certain areas, spatial targeting by directing extra development projects and public services to those areas, may be more feasible than trying to individually target the poor. Geographic targeting is highly relevant in countries like Timor Leste, where mountainous topography contributes to high levels of heterogeneity. In similar environments, such as Papua New Guinea, the enclave nature of some modern economic development has created high levels of spatial inequality. The basic details are that household survey data are used to estimate a model of consumption, with explanatory variables restricted to those that have overlapping distributions from a census. The coefficients from this model are then combined with the variables from the census, and consumption is predicted for each household in the census. With these predictions available for all households, inequality and poverty statistics can be estimated for small geographic areas (Elbers et al, 2003).2 In the results below, the poverty statistics that are calculated by using the predicted consumption data for each census household are reported at the suco level (n=442). For the headcount poverty rate, the standard errors at the suco level (relative to the poverty index) average one-quarter and so this is a comparable degree of precision to what the survey offered at the municipality level (n=13) for a variable like the poverty severity index

    Abstract: Investment in young children in Liberia is a critical aspect to Liberia's development agenda. While progress is being made, greater momentum is needed to ensure that young children develop and thrive along physical, cognitive, language and socio-emotional dimensions. The quality and quantity of early experiences in the first thousand days lay the foundation for children's brain development, which includes good nutrition, early stimulation, and safe and secure environments. Healthy brains in turn influence health and education outcomes in subsequent years which translates into economic growth. Investments in early experiences yield better health, better school readiness, and higher academic performance which in turn leads to higher economic productivity. The pathway to early childhood development (ECD) starts in utero, therefore, investments in pre-natal services and healthy pregnancies are the starting points to healthy childhoods and productive adulthood. Investment in the early years is a proven gateway to a country's economic growth and development. to reap full benefits of ECD investments, it is critical to start early and integrate programs across health, nutrition, education, and social or child protection sectors. Over the past three decades, Liberia made some improvements in the well-being of the youngest in the country. Despite progress, coverage of services remains low across the ECD continuum from conception through birth to child health and pre-school packages. to conclude, existing guidelines for center or facility-based delivery of ECD services should be reviewed and revised to ensure integration of services

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

Chapter 1 outlines the main macro and sectoral challenges which underpins the rationale for carrying out the agriculture public expenditure review (PER). Chapter 2 outlines the methodological aspects, key sectoral policies/strategies/targets; analyses of agricultural expenditure levels/trends, composition, relevant measures of efficiency, effectiveness and value of money; and criteria for defining the scope of the study. Chapter 3 outlines the Government's budgetary cycle, processes and practices based on relevant budgetary decrees/circulars that guide budgetary priorities and allocations for annual and medium-term agricultural sector expenditure, and management aspects. Chapter 4 conducts a backward assessment through an analyses of the levels, trends, composition, and performance of agricultural including the efficiency, effectiveness and emerging results of agricultural public expenditure, for the period 2013 - 2017. Chapter 5 synthesizes the expenditure performance of three strategic programs: agricultural technology, irrigation, and aspects related to decentralization and adaptation to climate change. Chapter 6 highlights the role, scope, levels/trends and sources of private sector financing in the agricultural sector, and their key determinants. Chapter 7 takes a forward-looking approach to the expenditure assessment by outlining: (a) key elements and emerging issues; (b) the approach used for estimating and using their medium-term expenditure framework; (c) good practices; and (d) alignment between the forward sectoral expenditure and priority agricultural sector policies and targets.     Abstract: Tajikistan's human capital, eroded by the country's civil war (1992-97), remains low today. According to analyses by the World Bank's Human Capital Project, a child born in Tajikistan today is expected to be 53 percent as productive as he or she could be with full health and complete education. High rates of childhood stunting, low preschool coverage and low learning outcomes are the major reasons for underperformance. Accordingly, Tajikistan has made it a development priority to invest in high quality early childhood development (ECD) and early childhood education and care (ECEC). Given Tajikistan's overwhelmingly young population and high birth rates (box W1), the government is right to address its human capital shortcoming by investing in its youth.     Abstract: The Government of Mozambique is seeking to achieve its strategic objectives and targets for socio-economic and political development by intensifying the implementation of its five-year government plan (PQG). It is also taking preparatory steps for the next phase of its PQG, which coincide with the new government period following the national elections taking place in 2019. While the Government has a stated policy of promoting an expanded role for the private sector in all sectors of the economy, it has not yet articulated a comprehensive and integrated private sector strategy for the country overall, nor for any of the major sectors/subsectors. The Government therefore has been looking to bring in international experience and expertise to help formulate, implement and track a coherent private sector strategy that is attuned to the evolving institutional roles and arrangements that are influencing the direction and pace of private sector development, both domestically and abroad. Given the dominant role of the agrarian sector in Mozambique's economy, and in providing work for the majority of its labor force (about 80 percent), any efforts to expand the role of the private sector are likely to have their greatest impact when applied to Mozambique's agrarian sector, which is the focus of this report.     Abstract: This report seeks to support the larger jobs study by examining how investment in South Sudan's food sector can not only address food security needs, it can generate income and lay the foundation for livelihood and job creation in the country. It argues that applying a value chain lens to investments in the sector can contribute to creating direct, indirect, and induced labor in the food system. The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. More specifically, it looks at the potential technology and organizational arrangements that investment programs can start supporting now to stimulate value chain development for increased economic activity and job creation. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation

Hence, the policy note assesses the current state of decentralization in Togo, with a specific focus on decentralization from central government to communes, the lowest level of government, and front-line for local service delivery. The note provides a set of recommendations for reform actions that can be implemented in short, medium, and long-term that will place the Togolese decentralization process and intergovernmental system on an optimal path, given the status of reforms as of the date of preparation of the policy note. This policy note is of equal importance for subnational stakeholders such as the prefects, and the special delegates, as well as the Secretaries-General of communes and other core staff.     Abstract: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes. Namibia's 5th National Development Plan (NDP5) for 2017-2022 aims to provide access to quality health care for its population, to increase Health Adjusted Life Expectancy (HALE) from currently 59 to 67.5 years, and to reduce mortality for mothers and children. to achieve this goal, the Ministry of Health and Social Services (MoHSS) has identified three strategic pillars for the health sector: (i) people's wellbeing; (ii) operational excellence; and (iii) talent management.     Abstract: Afghanistan faced severe economic headwinds in 2018, with the economy growing by an estimated 1.8 percent. Slow growth was driven by two major factors. Firstly, severe drought had a strong negative impact on agricultural production. Agricultural growth slowed to 0.8 percent as low snowfall during late 2017 and early 2018 led to the loss of grain crops and livestock productivity. Secondly, business and investor confidence deteriorated significantly in the context of elevated uncertainty around: i) the level and duration of international security assistance; ii) the outcome of upcoming presidential elections (now delayed until September); iii) prospects of continued or worsening election-related violence (civilian deaths reached their highest level since 2001); and iv) ongoing peace negotiations with the Taliban. Real GDP growth is expected to have accelerated during the first half of 2019, mainly driven by the easing of drought conditions and improved agricultural production. Intensifying political uncertainties, however, are expected to have continued to dampen private sector confidence and investment. Poverty is estimated to have increased and deepened. The rate of economic growth substantially lagged population growth, leading to declining per capita incomes. The drought negatively impacted livelihoods of many of the 82 percent of the poor living in rural areas, including those reliant on poppy cultivation (poppy production declined by 30 percent). Reflecting widespread hardship, drought-induced displacement reached record levels of 298,582 individuals, mainly to urban areas in adjacent provinces

    Abstract: Mining has been central to the social and economic narrative of Southern Africa, and has been a key provider of investment, employment, government revenue and infrastructure in the region. In South Africa, the Johannesburg-Pretoria metropolitan area, which serves as the region's economic and financial hub, developed because of the local gold supply. In the early years, mining developed on the back of migrant workers from across Southern Africa who toiled in the mines under poor conditions. Many ex-miners suffer from vocational diseases to this day. While mining has helped build the economies of Southern Africa, it has come at social and environmental costs that cast a long shadow. Inequality is also high in many Southern African countries, suggesting that mining has not translated into inclusive growth. This report attempts to examine and weigh the various benefits and costs that mining has brought to the Southern Africa region. Data limitations are significant, restricting authoritative conclusions on whether the benefits from mining are positive or negative, on balance, for Southern African societies. The emphasis of this report is thus on taking stock of various benefits and costs associated with mining, while drawing on available information and thought experiments to highlight the potential trade-offs and how they affect stakeholder groups: workers, investors, governments, communities, and the rest of the economy. This Country Economic Memorandum (CEM) highlights six key challenges that STP must overcome as it transitions to a more balanced growth pattern and it offers policy recommendations for addressing each challenge.     Abstract: Floating solar photovoltaic installations open new opportunities for scaling up solar generating capacity, especially in countries with high population density and competing uses for available land. Advantages of floating solar over land-based systems include higher energy yield, reduced evaporation, and improved water quality, among others. Combining floating solar with hydropower plants is of particular interest. Flexible hydropower output can be used to smooth the variability of the solar generation, while making better use of existing transmission assets, particularly beneficial in countries with weak grids. With a global estimated potential of 400 gigawatts, under conservative assumptions, floating solar could double the current global installed capacity of solar PV.     Abstract: Governments face growing contingent liabilities from disasters as they tend to shoulder a significant share of disaster response and recovery costs. Disaster shocks increase government expenditure and hamper economic activities. An increasing number of countries are developing financial protection strategies - a suite of policies and financial instruments - as part of their macro-fiscal policy to secure access to pre-arranged financing and protect the fiscal balance and budget when disasters strike. Investments in physical and social resilience complement and reinforce financial resilience. Pre-arranged risk financing can help governments reduce the fiscal cost of disasters. Sovereign catastrophe risk pools, established to help especially low-capacity countries better access financial markets, are evolving toward multifunctional platforms to strengthen financial resilience in their region. Governments are moving toward adopting more sophisticated risk financing strategies that better match financial instruments to their liabilities, especially for public assets (including infrastructure), national-subnational cost sharing, and social safety nets. New technology and innovations such as Earth Observation Data, Fintech, and big data have the potential to significantly enhance and boost systems for financial resilience against disaster shocks. Development partners continue to play a critical role in helping developing countries improve their financial protection strategies. Recent experiences of G20 countries and others have led to three new frontiers on innovative crisis and disaster risk finance. Although significant progress has been achieved in disaster risk finance, some limitations and challenges remain. All successful reforms start with concrete first steps and an ongoing focus on enhancing fundamental systems and institutions. Financial resilience requires the leadership of ministries of finance in coordination with other public agencies and the private sector. At the request of G20 Finance Track members, this discussion note was prepared to: (i) take stock of the developments in fiscal management of disaster risks within the broader macro-fiscal framework; (ii) highlight recent progress by individual countries and the international community; and (iii) present new frontiers in disaster risk finance

This report presents a range of remote sensing applications to support water resources management and decision-making, and discusses implementation approaches and their sustainability going forward. These were developed within the second phase of the global initiative on remote sensing for water resources management, conceived to help mainstream beneficial remote sensing uses in operational projects of the Bank, and to facilitate the adoption in World Bank client countries. This report is addressed to water practitioners in general, technical staff in national water agencies, and project leads from development and financing institutions. The goal of the report is to present insights from innovative remote sensing applications to help address specific water resources management challenges. The results presented include constraints identified in the adoption of remote sensing, the approaches adopted to make applications functional in different contexts, the project applications themselves, insights on their sustainability, and ways forward

    Abstract: As a key pillar of the Ugandan economy, the agriculture sector is a critical driver of economic growth and poverty alleviation. Uganda's agricultural sector is dominated by smallholders with low levels of productivity. The agriculture sector is highly exposed to co-variant risks, which include weather, biological, infrastructure (post-harvest loss), price, and market risks. This plethora of risks suppresses appetite for investment in the sector. Despite the sector's contribution to the economy, farmers' access to finance remains a major constraint. Recognizing agriculture finance's critical role in the agricultural transformation agenda, the government of Uganda (GoU) is supporting several initiatives to unlock agricultural finance. To manage the financial impacts of production shocks, the GoU seeks to use agricultural insurance to derisk rural lending and expand access to rural credit for smallholders. In partnership with private insurance companies, the GoU launched the Uganda Agriculture Insurance Scheme (UAIS) as a five-year pilot in July 2016. The objectives of the scheme are to ensure that Ugandan farmers are protected against the effects of agriculture risks, especially production risks; to increase farmers' access to credit; and to make crops, livestock, and aquaculture insurance affordable to smallholder producers. The UAIS offers a range of crop, livestock, poultry, and aquaculture insurance coverage to Ugandan farmers, and is promoted by the GoU through the provision of premium subsidies. The objective of the review is to provide recommendations for enhancing the scalability and sustainability of the GoU's approach to promoting agriculture insurance in Uganda

    Abstract: Hypertension is a major driver of pre-mature death and disability in Tajikistan, a low-income country in Central Asia. The high burden of disease also results in significant health care expenditure and lost labour productivity. Therefore, there is an urgent need to strengthen service delivery systems through early detection of high blood pressure, prompt diagnosis, sustained treatment maintenance, and the attainment of blood pressure control. The Ministry of Health and Social Protection and the World Bank undertook implementation research to identify effective and context-appropriate solutions for improving hypertension services. The assessment used the cascade framework to describe drop-offs along the continuum of care, collected patient and health care provider perspectives on the causes of discontinuities, used routine data from participating facilities in a Bank-supported operation, and drew on the international literature on chronic care interventions. The report presents feasible and cost-effective recommendations that, if adopted, can strengthen current programs and policies to address the growing burden of hypertension in Tajikistan

    Abstract: In March 2018, Uganda's Ministry of Finance, Planning and Economic Development (MoFPED) formally requested technical assistance from the World Bank Group (WBG) to conduct a technical and diagnostic review of the Uganda Agricultural Insurance Scheme (UAIS) with the objective of providing recommendations to enhance the scalability and sustainability of the scheme going forward. This technical report covers the rapid assessment of agriculture finance and its recommendations, the findings of the situation and gap analysis of the UAIS, and where appropriate, presents the WBG's recommendations for strengthening the scheme; it also includes a proposal for two additional insurance programs, one for crop and one for livestock, targeted at small-scale farmers. Section one is comprised of four chapters that provide important background information: chapter one provides context for the study; chapter two describes the agricultural sector in Uganda, including the constraints and risk exposure faced by small-scale farmers; chapter three offers an overview of the agriculture finance landscape; and chapter four describes past and present agricultural insurance initiatives, including the UAIS. Section two includes the remaining chapters that present findings and make recommendations for scaling up agriculture insurance in Uganda and making programs sustainable. Specifically, chapter five describes in detail the situation and gap analysis carried out for UAIS insurance products, operating systems and procedures, and underwriting results, and it identifies possible ways to strengthen the scheme for the public-private partnership (PPP) stakeholders to consider. Chapter six presents options for the development of large-scale Area Yield Index Insurance (AYII) to complement the existing UAIS crop insurance products and programs, and it includes fiscal costings for GoU to consider.     Abstract: Despite several severe shocks in the past, conflict, unstable governments, earthquakes, and trade disruptions, Nepal has made strong progress in reducing poverty and boosting shared prosperity. With the decade-long peace and constitutional process concluded, the Government of Nepal is keen to accelerate economic growth and become a middle-income country by 2030. Between 1996 and 2011, the proportion of households living in extreme poverty fell from 46 to 15 percent. Nepal's macroeconomic fundamentals have remained sound. This report takes place as Nepal transitions to a federal structure. This poses a unique and unprecedented opportunity to establish clarity of functions, expenditures, and revenue assignments, as well as changing jurisdictions across various levels of governments and agencies, including as they interface with the private sector. The new government is in place and emphasizing the need for stronger cooperation between the public and private sectors. Against this background, this report assesses the energy (electricity generation, transmission, and distribution), transport (roads, airports, and urban transport), and urban (water supply, sanitation, and solid waste management) infrastructure sectors. The report recommends interventions that combine short-term and longer-term structural and policy changes with tailored project implementation approaches. Completing projects will help stress test the framework and system and identify potential bottlenecks that can be corrected. Such a learning-by-doing approach will further help prioritize the implementation of the initiatives proposed in this report and target capacity development initiatives in the areas of greatest need

    Abstract: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices. This Technical Note synthesizes concepts, principles, and practices for IDR mechanisms for financial consumers and shares examples of legal and regulatory requirements for FSPs to resolve complaints and to ensure that complaints- related data is collected, analyzed, and shared as appropriate to support improvements in FSP performance, industry market conduct, and market conduct regulation

    Abstract: Ethiopia has made impressive strides along its developmental path. Job creation is now the critical development challenge, raising the importance of the private sector agenda. After more than a decade of sustained public sector-led growth, the government is revising its growth strategy to allow for a much greater role for the private sector in driving growth and job creation. Broadening the base for job creation beyond light manufacturing toward a wider range of high productivity agricultural and services activities will help to overcome the uneven spatial distribution of manufacturing jobs across the country. Ethiopia has a number of advantages that it can leverage to attract the investment needed for job creation. These include rapidly improving transport and energy infrastructure, low labor costs, a large and growing domestic market, cheap power, an ideal climate, and preferential market access to the European Union, the United States, and other major markets. The purpose of the Ethiopia country private sector diagnostic (CPSD) is to support the transition to a private sector- driven growth model that advances the country's development objectives and, in particular, delivers the necessary jobs. It identifies investment opportunities that can materialize in the short term, and the reforms that are needed to enable these opportunities to emerge. It also discusses how specific actions by the public sector, in collaboration with the private sector, in filling gaps in public investment, reforming business regulations and trade policy, addressing market failures, and enhancing the efficiency of key backbone services and sectors, while tackling gender inequalities, can fully unleash the potential of private sector investment

    Abstract: Morocco has steered significant resources towards large investments in economic sectors identified as strategic to growth, and for increased productivity and value addition. In emerging economies, new technologies,digitization, automation, and other trends like Industry 4.0 result in a constantly changing demandfor sophisticated skills. In this environment, there are often students and job seekers who couldpotentially fill skills gaps but face significant challenges in identifying job opportunities andthe skills needed to obtain them. The schools, training centers, and public service providers thatare responsible for preparing the workforce to fill skills gaps often face similar challenges in terms of deploying attention and resources towards filling those gaps. In Malaysia, the Critical Skills Monitoring Committee (CSC) is charged with producing a Critical Occupations List to serve as a platform for coordinating human capital development policies. The CSC is a specialized interagency body that was established as part of the Eleventh Malaysia Plan to monitor skills imbalances in Malaysia. To do so, the CSC created an annual Critical Occupations List (COL) of occupations that are middle- or highskilled, sought-after, and strategic. The COL has evolved during the last several years to become a best-practice tool for monitoring skills. The COL is updated regularly and improved continually, is based on rigorous evidence, and is widely circulated. The production of the list is undertaken by the CSC and incorporates a wide range of input from both the public and private sector

    Abstract: A small landlocked economy in the heart of West Africa's French-speaking Sahel, Burkina Faso is characterized by its modest economic size, with a rapid population growth, with one of the highest per capita birth rates in the world. Burkina Faso needs to create 300,000 jobs annually to match its demographic growth, while about ninety percent of its workers are in the informal sector. Despite sustained robust economic growth over the past two decades driven by cotton and gold exports, private investment is low. Compounding the considerable development challenges that it faces, Burkina Faso is currently confronted by acute security and climatic threats, together with emerging fiscal risks. This country private sector diagnostic (CPSD) therefore investigates whether opportunities exist for the private sector to contribute more substantially to Burkina Faso's development. The CPSD proposes a platform for action aimed at boosting Burkina Faso's development through greater private sector investment. The remainder of the report provides an overview of: (i) the private sector environment; (ii) the cross-cutting constraints to the private sector; (iii) the critical enabling sector bottlenecks to the private sector; (iv) the opportunities for the private sector; and (v) a series of priority private sector focused recommendations

The Ecuadorian government is seeking to accelerate growth and sustain social progress by giving greater prominence to the private sector; it does at a time when external conditions are less favorable than at any time in the last decade. This report has three main objectives; to provide a systematic benchmark of Ecuador's connection to the global economy, to identify key bottlenecks, and to make recommendations for enhancing the competitiveness of the private sector. The assessment is broken down into two sections. First, there is a section about international competitiveness outcomes, which assess Ecuador's performance and identifies the challenges associated with connecting to international markets. The analysis looks at outcomes throughout the four competitiveness channels; that is, exports, imports, foreign direct investment (FDI), and global value chains (GVCs). The report's second main section contains a competitiveness diagnostic about the key drivers behind the previously identified challenges and provides actionable policy recommendations to overcome them.     Abstract: The Democratic Republic of Congo (DRC) is a fragile, post-conflict country with high demographic growth and poor governance, all of which have devastated institutions, the economy and the social fabric. The DRC was devastated by war in the 1990s and early 2000s, which claimed millions of lives and all but destroyed much of the physical and social infrastructure of the country. In particular, DRC remains marked by high vulnerability of various populations as a consequence of past and current local and regional instability, especially in the East. A growing number of studies show that exposure to violence especially negatively affects the well-being of children and hampers their development. This report is organized as follows. Section 1 presents the DRC's social and political context, as well as the rationale for exploring innovative approaches to build resilience and social cohesion. Section 2 summarizes some of the evidence on pathways linking sports and culture to development. Section 3 presents the DRC sports and culture institutional environment, and the last section presents a few recommendations on how to further this agenda in DRC

    Abstract: Transport connectivity is an essential part of the enabling environment for inclusive and sustained growth. In many developing countries, particularly in Africa, most people are still not connected to local, regional, or global markets. Such rural accessibility is crucial to reduce poverty and promote inclusive economic growth. The Sustainable Development Goals (SDGs) aim to build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation (Goal 9), for which Target 9.1 is to 'develop quality, reliable, sustainable and resilient infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all.' The Rural Access Index (RAI) was proposed and accepted as an indicator to measure this target. The RAI is one of the most important global indicators in the transport sector. It measures the proportion of people who have access to an all-season road within an approximate walking distance of 2 kilometers (km). There is a common understanding that the 2 km threshold is a reasonable extent for people's normal economic and social purposes. The definition is also simple enough to understand and use not only in the transport sector, but also in the broader development context, such as poverty alleviation. The initial RAI study in 2006 was based on household surveys and other simplified methods, estimating the global index at 68.3 percent, leaving a rural population of about one billion disconnected around the world
