    Abstract: "As their Millennium Development Goals, world leaders have pledged by 2015 to halve the number of people living in extreme poverty and hunger, to achieve universal primary education, to reduce child mortality, to halt the spread of HIV/AIDS, and to halve the number of people without safe drinking water. Achieving these goals requires a large increase in the flow of financial resources to developing countries – double the present development assistance from abroad. In examining innovative ways to secure these resources, this book, which is part of the UNU–WIDER Studies in Development Economics series, sets out a framework for the economic analysis of different sources of funding and applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far the raising of resources can be separated from their use. In turn, the book examines global environmental taxes (such as a carbon tax), the taxation of currency transactions (the Tobin tax), a development‐focused allocation of Special Drawing Rights by the International Monetary Fund (IMF), the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants. In each case, it considers the feasibility of the proposal and the resources that it can realistically raise, and offers new perspectives and insights into these new and controversial proposals. "

    Abstract: Canadian Sikhs have seen great changes in the lives of their communities, which are primarily concentrated in larger urban centres, especially Vancouver and the British Columbia lower mainland. In The Sikh Diaspora in Vancouver, Kamala Elizabeth Nayar illustrates the complex and multifaceted transition of Sikh social culture as it moves from small Punjab villages to a Canadian metropolis.The result of an exhaustive analysis of the beliefs and attitudes among three generations of the Sikh community - and having conducted over 100 interviews - Nayar highlights differences and tensions with regards to the role of familial relations, child rearing, and religion. In exploring these tensions, she focuses particularly on the younger generation, and underlines the role of Sikh youth as a catalyst for change within the community. Nayar also examines the Sikh community as it functions and interacts with mainstream Canadian society in the light of modernity and multiculturalism, exploring the change, or lack thereof, in attitudes about the functioning of the community, the role of multicultural organizations and the media, continuity in traditional customs, modifications in behaviour patterns, and changes in values within the larger Canadian social environment of diversity.

During this time hundreds of thousands of Hutu were systematically hunted and killed. Surviving the slaughter : the ordeal of a Rwandan refugee in Zaire is the eyewitness account of Marie Béatrice Umutesi. She tells of life in the refugee camps in Zaire and her flight across 2000 kilometers on foot. During this forced march, far from the world's cameras, many Hutu refugees were trampled and murdered. Others died from hunger, exhaustion, and sickness, or simply vanished, ignored by the international community and betrayed by humanitarian organizations.     Abstract: This book studies the relationships between economic growth and social welfare and the policy implications of these relationships for development. Understanding the relationships between economic growth and social welfare is an enduring issue within contemporary development economics and welfare economics. These relationships are analysed in this book by operationalising normative social choice theory. Normative social choice theory is an appropriate approach as it explicitly incorporates society's preferences, values and choices in determining how social welfare should be defined and measured. Two approaches, aggregate and hierarchical, are developed and empirically applied to Thailand for a twenty-five year period 1975-1999. This book concludes that in terms of social welfare, economic growth cannot always be assumed desirable. What is needed is social welfare enhancing economic growth. A review of the policy implications of this finding is also undertaken

    Abstract: The monograph demonstrates the widespread existence of differences in life span by month of birth in the elderly populations of contemporary societies. It provides evidence that the pattern is linked to the seasons of the year, by comparing the Northern and the Southern Hemisphere. It formulates and tests a series of explanations for the month-of-birth effect and rejects many of the most frequently offered explanations. In particular, it rejects those that attribute the month-of-birth effect to social or statistical confounding. It establishes a link between the month-of-birth pattern in the life span and the month-of-birth pattern in survival during the first year of life. It provides evidence that nutrition and infectious disease early in life play an important role in adult health and survival later in life and that the differences in life span by month of birth still exist in cohorts born today

    Abstract: Thousands if not millions of people have heard the term ?servant leadership,? introduced by Robert K. Greenleaf in his landmark essay The Servant as Leader, published in 1970. There are now Centers for Servant Leadership in ten countries and counting. His work is regularly cited by some of the most prominent business writers and leaders in the world, such as Ken Blanchard, Stephen Covey, Peter Senge, Margaret Wheatley, and Peter Block. And yet until now there has been no biography of the man who first developed this revolutionary idea. Don Frick was given unfettered access to all of Greenleaf?s papers and correspondence. The result is a fascinating book that details the sources of Greenleaf?s thought, describes his friendships with dozens of well-known people, and shows how he influenced business history well before his first book was published at the age of 73, and lived his own life as a servant leader. As Director of Management Research at AT&T for 38 years, Greenleaf was known as ?AT&T?s Kept Revolutionary.? Among other unusual initiatives, he oversaw a novel program which taught executive decision making through great literature, established the first corporate assessment center using knowledge gleaned from the OSS?s approach to training civilian spies during World War II, and invited leading philosophers and theologians to have conversations with AT&T executives. After a period of soul searching and some surprising experiments in consciousness, Greenleaf retired from AT&T and began to develop the concept of servant leadership, the then-heretical notion that leaders lead best by serving their followers rather than ?commanding? them. He continued to promote the idea through teaching, writing, and consulting until his last years, and was instrumental in creating a score of important organizations such as The Center for Creative Leadership and Yokefellow Institute. Always, Greenleaf was a seeker opening himself up to novel experiences and astonishing people. He was a complex person?an introvert who served in public roles, a wise person who refused to give others ?The Answer,? a brilliant thinker who often declared, ?I am not a scholar.? His grave carries the epitaph he wrote for himself: ?Potentially a good plumber; ruined by a sophisticated education.?

    Abstract: Als "einen der interessantesten katholischen Missionare im Südlichen Afrika" bezeichnet die Historikerin Joy Brain den Tiroler Priester Franz Mayr in ihrem Vorwort zu dieser umfangreichen Quellenedition. Die gesammelten, aus zahlreichen Archiven im In- und Ausland stammenden Schriften Mayrs, umfassen Briefe, Tagebucheinträge, Auszüge aus Chroniken, seine in Missions- und ethnologischen Zeitschriften und Tageszeitungen erschienenen Artikel sowie zahlreiche zeitgenössische Photographien. Obwohl unser Land bzw. die Habsburger-Monarchie selbst keine Kolonien auf diesem Kontinent besaß, wirkte doch eine beträchtliche Anzahl von ihnen u. a. in katholischen Stationen. Ihre Rolle in der Interaktion mit der einheimischen Bevölkerung und die Wirkung ihrer Missionsartikel auf das Afrikabild ist bisher nahezu unerforscht geblieben. Mayr war nur einer jener Österreicher und Österreicherinnen, die im Zuge der katholischen Missionseuphorie des 19. und beginnenden 20. Jahrhunderts ausreisten, um Afrikaner und Afrikanerinnen zum Christentum zu "bekehren". Er wurde 1865 in der Osttiroler Gemeinde Nussdorf geboren und verbrachte seine Gymnasialzeit in Brixen, wo er auch das Priesterseminar absolvierte. Ab 1890 wirkte er in der ehemaligen britischen Kolonie Natal (Südafrika), in Südrhodesien (heutiges Zimbabwe) und in Swaziland, wo er 1914 einem Mordanschlag zum Opfer fiel. Unter seiner Leitung entstanden mehrere Missionsstationen u. a. das Projekt "Maryvale", ein Dorf für die einheimischen katholischen Zulus, heute ein Stadtteil von Pietermaritzburg. Über die vorhandenen Quellen erhält man Einblick in den Alltag des Missionars, Informationen über Hemmnisse seiner Arbeit und über Erfolgserlebnisse, seine Einstellung zur afrikanischen Bevölkerung, zur jeweiligen Kolonialregierung, zu anderen Religionsgemeinschaften oder über seinen persönlichen Gemütszustand. F. Mayr schrieb mehrere Bücher in afrikanischen Sprachen, hatte ein Faible für Musik und Photographie und sammelte leidenschaftlich ethnologische Gegenstände, die er teilweise afrikanischen Museen überließ, teilweise für Ausstellungen nach Europa sandte.     Abstract: Franz Mayr was "one of the most interesting of catholic missionaries in Southern Africa" states Professor Joy Brain ("University of Durban") in the foreword she wrote for this first edition of his writings. Mayr was born in the Austrian province of Tyrol in 1865, educated as a priest in the diocese of Brixen and arrived in Natal (South Africa) at the beginning of May 1890, inspired by the work being done there by the Trappist-Monks led by Abbot Franz Pfanner. Mayr was physically handicapped and soon left the trappists but just to offer his services to the vicar apostolic of Natal, Bishop Charles Jolivet, who accepted him for work among the African population. He was sent to Pietermaritzburg then capital of the British colony to take over the care of the African parishioners to bring the "good news" to those who had never heard it. He founded several new mission-stations in Natal, Southern Rhodesia (present day Zimbabwe) and Swaziland where he was killed by a native robber in 1914. Mayr - a man of many talents - was a gifted linguist, studied and published books in several African languages. He was interested in cultural anthropology and collected information about African customs. It is now more than a hundred years since Franz Mayr began his work of evangelisation and scholarship in Southern Africa. Publishing his letters and articles - kept by several archives in Europe - should help to remember a man of the Habsburg-Monarchy who went to preach the gospel to the so called heathen of Africa. Although Austria or Austria-Hungary never owned colonies in Africa many of its inhabitants left their homes to work in catholic mission-stations around the continent. Several introductory chapters in this book explain the particular historical context which has to be put into consideration when reading Mayrs' writings. From there we learn about his life, his work, how he treated the native population, what he thought about other religious congregations around him, the colonialists and about troubles when trying to convince people to believe in the only - the "European God".     Abstract: This paper uses survey data in order to analyse and assess the empirical properties of consumers’ inflation expectations in the euro area and explores their role in explaining the observed dynamics of inflation. The probability approach is used to derive quantitative estimates of euro area inflation expectations from the qualitative data from the European Commission’s Consumer Survey. The paper subsequently analyses the empirical properties of the estimated inflation expectations by considering the extent to which they fulfil some of the necessary conditions for rationality. The results suggest an intermediate form of rationality. In particular, the surveyed expectations are an unbiased predictor of future price developments and they incorporate – though not always completely – the information contained in a broad set of macroeconomic variables. In addition, although persistent deviations between consumers’ expectations and the rational outcome have occurred, consumers are shown to rationally adjust their expectations in order to eventually “weed out” any systematic expectational errors...

    Abstract: This paper examines the extent to which fiscal policy actions may be offset by simultaneous, anticipatory changes in private saving, as well as the determinants of that offset. The conditions under which private agents will engage in forward-looking consumption-smoothing behaviour are quite strict and unlikely to hold fully in practice. However, based on a sample of at most 21 OECD countries spanning the period 1970-2002, there is strong evidence of partial, yet substantial, offsetting movements in aggregate private and public saving. The overall offset is estimated at between about one-third and one-half, depending on model specification, and applies both to public consumption and revenue shifts. This is consistent with a marked degree of anticipatory private sector behaviour, insofar as the ex ante saving “leakage” embedded in the pure Keynesian or IS/LM type models would be expected to be smaller and apply only to revenues and transfers. Wealth effects, as in the case of rising equity and housing prices, are found to have an important complementary impact on saving, usually in reinforcing the direct saving offset. Initial conditions, as reflected in debt/GDP ratios are also found to influence the size of the offset.

    Abstract: This paper examines the state of the Russian banking sector in 2004 and assesses the most important reform initiatives of the last two years, including deposit insurance legislation, a major reform of the framework for prudential supervision, steps to increase transparency in the sector, and measures to facilitate the development of specific banking activities. The overall conclusion that emerges from this analysis is that the Russian authorities’ approach to banking reform is to be commended. The design of the reform strategy reflects an awareness of the need for a ‘good fit’ between its major elements, and the main lines of the reform address some of the principal problems of the sector.     Abstract: After nearly fifteen years of transition, the countries of Central Europe have entered the European Union on 1 May 2004. For the four countries that are members of the OECD (Czech Republic, Hungary, Poland and Slovak Republic), accession follows multiyear efforts of economic stabilisation and structural transformation, which have brought them large benefits. Although convergence towards higher levels of income appears to be a distant prospect at current trend growth rates, this is not a predetermined outcome. The experience of prior entrants suggests that much leeway is available within the framework of the European Union to undertake pro-growth policies. The most promising prospect in this respect appears to reside with employment creation, which has been so far lacking and led to a rather imbalanced pattern of growth. Bringing down labour taxes, easing employment protection legislation and reducing out-of-work benefits would make important contributions in this respect. While ...

    Abstract: Feminists from 1848 to the present have rightly viewed the Seneca Falls convention as the birth of the women's rights movement in the United States and beyond. In The Road To Seneca Falls, Judith Wellman offers the first well documented, full-length account of this historic meeting in its contemporary context. _x000B__x000B_The convention succeeded by uniting powerful elements of the antislavery movement, radical Quakers, and the campaign for legal reform under a common cause. Wellman shows that these three strands converged not only in Seneca Falls, but also in the life of women's rights pioneer Elizabeth Cady Stanton. Born into a world of racial hierarchy, Melville J. Herskovits (1895-1963) employed physical anthropology and ethnography to undermine racist and hierarchical ways of thinking about humanity and to underscore the value of cultural diversity.     Abstract: Growth in the derivatives market has brought with it a greater volume and range of interest rate dependent products. These products have become increasingly innovative and complex to price, requiring sophisticated market models that capture the full dynamics of the yield curve. A study of the evolution of interest rate modelling theory places these models in the correct mathematical context, allowing appreciation of their key assumptions, concepts and implications.     Abstract: This edited volume examines the flaws in the Washington Consensus. The missing link identified is the relationship between market and government. The East Asian Miracle showed that the market and government are complementary, particularly with regard to economic development. However, the nature of this relationship has not been fully clarified. This book assesses development strategies and policy issues in the context of individual and/or regional economy's history and political-economic reality. The relationship may be conditional to these two factors. With these perceptions in mind, the book focuses on the role and significance of government in economic development in pursuit for new development strategies
