    Abstract: In 1942, Pauli Murray, a young black woman studying law at Howard University, visited a constitutional law class taught by Caroline Ware, one of the nation's leading historians. A friendship and a correspondence began, lasting until Murray's death in 1985. Ware, a Boston Brahmin born in 1899, was a scholar, a leading consumer advocate, and a political activist.     Abstract: Sexual harassment, in particular in the workplace, is a controversial topic which often makes headline news. What accounts for the cross-national variation in laws, employer policies, and implementation of policies dealing with sexual harassment in the workplace? Why was the United States on the forefront of policy and legal solutions, and how did this affect politicization of sexual harassment in the European Union and its member states? Exploring the way sexual harassment has become a global issue, Kathrin Zippel draws on theories of comparative feminist policy, gender and welfare state regimes, and social movements to explore the distinct paths that the United States, the European Union and its member states, specifically Germany, have embarked on to address the issue. This comparison provides invaluable insights on the role of transnational movements in combatting sexual harassment, and on future efforts to implement the European Union Directive of 2002

    Abstract: Chicken--both the bird and the food--has played multiple roles in the lives of African American women from the slavery era to the present. It has provided food and a source of income for their families, shaped a distinctive culture, and helped women define and exert themselves in racist and hostile environments. Psyche A. Williams-Forson examines the complexity of black women's legacies using food as a form of cultural work. While acknowledging the negative interpretations of black culture associated with chicken imagery, Williams-Forson focuses her analysis on the ways black women have forged their own self-definitions and relationships to the "gospel bird."Exploring material ranging from personal interviews to the comedy of Chris Rock, from commercial advertisements to the art of Kara Walker, and from cookbooks to literature, Williams-Forson considers how black women arrive at degrees of self-definition and self-reliance using certain foods. She demonstrates how they defy conventional representations of blackness and exercise influence through food preparation and distribution. Understanding these complex relationships clarifies how present associations of blacks and chicken are rooted in a past that is fraught with both racism and agency. The traditions and practices of feminism, Williams-Forson argues, are inherent in the foods women prepare and serve.

    Abstract: A number of important steps have been taken in recent years to improve the planning and management of Army International Activities (AIA). Still, a need remains, and is widely recognized, for a high-level assessment mechanism to allocate AIA resources more efficiently, execute AIA programs more effectively, and highlight the contributions of AIA to the National Military Strategy, the DoD Security Cooperation Guidance, and The Army Plan. This report presents a framework for assessing the value of the Army's non-combat interactions with other militaries. It provides an overview of AIA programs and establishes their connection to the U.S. government's current strategy for security cooperation. It also provides a matrix of eight AIA "ends," derived from top-level national and Army guidance, and eight AIA "ways," which summarize the various capabilities inherent in AIA programs. Next, the report presents a method for linking AIA "ends" and "ways" that involves a theoretical rationale for security cooperation, selection criteria for AIA "output" and "outcome" indicators, and related measures of performance and effectiveness. The report also describes the new online AIA Knowledge Sharing System (AIAKSS) that is being used to solicit programmatic and assessment data from AIA officials in the Army's Major Commands. In addition, the report includes the results of three test cases-involving the Army Medical Department, the National Guard Bureau, and U.S. Army South-that helped to identify potential problems in evaluating AIA and to suggest improvements in the proposed AIA assessment mechanism.     Abstract: In 1997, when the New York Times described Filipino American serial killer Andrew Cunanan as appearing "to be everywhere and nowhere", Allan Punzalan Isaac recognized confusion about the Filipino presence in the United States, symptomatic of American imperialism's invisibility to itself. In American Tropics, Isaac explores American fantasies about the Philippines and other "unincorporated" parts of the US nation that obscure the contradictions of a democratic country possessing colonies. Isaac boldly examines the American empire's images of the Philippines in turn-of-the-century legal debates over Puerto Rico, Progressive-era popular literature set in the Latin American borderlands, and midcentury Hollywood cinema staged in Hawaii and the Pacific islands. Isaac scrutinizes media coverage of the Cunanan case, Boy Scout adventure novels, and Hollywood films such as The Real Glory (1939) and Blue Hawaii (1961) to argue that territorial sites of occupation are an important part of American identity.     Abstract: Achieving Blackness offers an important examination of the complexities of race and ethnicity in the context of black nationalist movements in the United States. By examining the rise of the Nation of Islam, the Black Power Movement of the 1960s and 1970s, and the "Afrocentric era" of the 1980s through 1990s Austin shows how theories of race have shaped ideas about the meaning of "Blackness" within different time periods of the twentieth-century. Achieving Blackness provides both a fascinating history of Blackness and a theoretically challenging understanding of race and ethnicity. Austin traces how Blackness was defined by cultural ideas, social practices and shared identities as well as shaped in response to the social and historical conditions at different moments in American history. Analyzing black public opinion on black nationalism and its relationship with class, Austin challenges the commonly held assumption that black nationalism is a lower class phenomenon. In a refreshing and final move, he makes a compelling argument for rethinking contemporary theories of race away from the current fascination with physical difference, which he contends sweeps race back to its misconceived biological underpinnings.     Abstract: Why do Americans read contemporary fiction? This question seems simple, but is it? Do Americans read for the purpose of aesthetic appreciation? To satisfy their own insatiable intellectual curiosities? While other forms of media have come to monopolize consumers' leisure time, in the past two decades book clubs have proliferated, Amazon has sponsored thriving online discussions, Oprah Winfrey has inspired millions of viewers to read both contemporary works and classics, and novels have retained their devoted following within middlebrow communities.   In Reading as Therapy, Timothy Aubry argues that contemporary fiction serves primarily as a therapeutic tool for lonely, dissatisfied middle-class American readers, one that validates their own private dysfunctions while supporting elusive communities of strangers unified by shared feelings. Aubry persuasively makes the case that contemporary literature's persistent appeal depends upon its capacity to perform a therapeutic function.   Aubry traces the growth and proliferation of psychological concepts focused on the subjective interior within mainstream, middle-class society and the impact this has had on contemporary fiction. The prevailing tendency among academic critics has been to decry the personal emphasis of contemporary fiction as complicit with the rise of a narcissistic culture, the ascendency of liberal individualism, and the breakdown of public life.     Abstract: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Abstract: This book provides a sophisticated new interdisciplinary interpretation of the formulation and evolution of African American religion and culture. Theophus Smith argues for the central importance of "conjure"--a magical means of transforming reality--in black spirituality and culture. Smithshows that the Bible, the sacred text of Western civilization, has in fact functioned as a magical formulary for African Americans. Going back to slave religion, and continuing in black folk practice and literature to the present day, the Bible has provided African Americans with ritualprescriptions for prophetically re-envisioning, and thereby transforming, their history and culture. In effect the Bible is a "conjure book" for prescribing cures and curses, and for invoking extraordinary and Divine powers to effect changes in the conditions of human existence--and to bring aboutjustice and freedom. Biblical themes, symbols, and figures like Moses, the Exodus, the Promised Land, and the Suffering Servant, as deployed by African Americans, have crucially formed and reformed not only black culture, but American society as a whole. Smith examines not only the religious andpolitical uses of conjure, but its influence on black aesthetics, in music, drama, folklore, and literature. The concept of conjure, he shows, is at the heart of an indigenous and still vital spirituality, with exciting implications for reformulating the next generation of black studies and blacktheology. Even more broadly, Smith proposes, "conjuring culture" can function as a new paradigm for understanding Western religious and cultural phenomena generally.

However, African American, Asian American, and Chicano people experience the same stretch of city sidewalk with varying degrees of safety, visibility, and surveillance.The Ruptures of American Capital examines two key social formations-women of color feminism and racialized immigrant women's culture-in order to argue that race and gender are contradictions within the history of U.S. capital that should be understood not as monolithic but as marked by its crises. Hong shows how women of color feminism identified ways in which nationalist forms of capital, such as the right to own property, were repressive.     Abstract: At the beginning of the twentieth century, soon after the conclusion of the Spanish-American War, the United States was an imperialistic nation, maintaining (often with the assistance of military force) a far-flung and growing empire. After a long period of collective national amnesia regarding American colonialism, in the Philippines and elsewhere, scholars have resurrected the power of "empire" as a way of revealing American history and culture. Focusing on the terms of Asian American assimilation and the rise of the model-minority myth, Victor Bascara examines the resurgence of empire as a tool for acknowledging-and understanding-the legacy of American imperialism. Model-Minority Imperialism links geopolitical dramas of twentieth-century empire building with domestic controversies of U.S. racial order by examining the cultural politics of Asian Americans as they are revealed in fiction, film, and theatrical productions. Tracing U.S. economic and political hegemony back to the beginning of the twentieth century through works by Jessica Hagedorn, R. Zamora Linmark, and Sui Sin Far; discourses of race, economics, and empire found in the speeches of William McKinley and William Jennings Bryan; as well as L. Frank Baum's The Wonderful Wizard of Oz and other texts, Bascara's innovative readings uncover the repressed story of U.S. imperialism and unearth the demand that the present empire reckon with its past. Bascara deploys the analytical approaches of both postcolonial studies and Asian American studies, two fields that developed in parallel but have only begun to converge, to reveal how the vocabulary of empire reasserted itself through some of the very people who inspired the U.S imperialist mission.

    Abstract: This political history of middle-class African American women during World War I focuses on their patriotic activity and social work. Nearly 200,000 African American men joined the Allied forces in France. At home, black clubwomen raised more than 125 million in wartime donations and assembled "comfort kits" for black soldiers, with chocolate, cigarettes, socks, a bible, and writing materials. Given the hostile racial climate of the day, why did black women make considerable financial contributions to the American and Allied war effort? Brown argues that black women approached the war from the nexus of the private sphere of home and family and the public sphere of community and labor activism. Their activism supported their communities and was fueled by a personal attachment to black soldiers and black families. Private Politics and Public Voices follows their lives after the war, when they carried their debates about race relations into public political activism.

King-O'Riain employs rich ethnographic fieldwork to discover how these pageants seek to maintain racial and ethnic purity amid shifting notions of cultural identity. She uses revealing in-depth interviews with candidates, queens, and community members, her experiences as a pageant committee member, and archival research-including Japanese and English newspapers, museum collections, private photo albums, and mementos-to establish both the importance and impossibility of racial purity. King-O'Riain examines racial eligibility rules and tests, which encompass not only ancestry but also residency, community service, and culture, and traces the history of pageants throughout the United States. Pure Beauty shows how racial and gendered meanings are enacted through the pageants, and reveals their impact on Japanese American men, women, and children. King-O'Riain concludes that the mixed-race challenge to racial understandings of Japanese Americanness does not necessarily mean an end to race as we know it and asserts that race is work-created and re-created in a social context. Ultimately, she determines that the concept of race, fragile though it may be, is still one of the categories by which Japanese Americans are judged.

The Games Black Girls Play illustrates how black musical styles are incorporated into the earliest games African American girls learn-how, in effect, these games contain the DNA of black music. Drawing on interviews, recordings of handclapping games and cheers, and her own observation and memories of gameplaying, Kyra D. Gaunt argues that black girls' games are connected to long traditions of African and African American musicmaking, and that they teach vital musical and social lessons that are carried into adulthood.
