    Abstract: "Exploring a topic of growing importance that has scant coverage, Intergenerational Equity brings to the fore a comprehensive discussion of intergenerational predicaments.     Abstract: The Taiping Rebellion (1851-1864) in China was the deadliest civil war in history. This paper provides evidence that this cataclysmic event significantly shaped the Malthusian transition and long-term development that followed, especially in areas where the experiences that stemmed from the rebellion led to better property rights, stronger local fiscal capacity, and rule by leaders with longer-term governance horizons. More than one and a half centuries after the rebellion's end, population increases from pre-war levels remain 38 to 67 percent lower in areas that were affected by the rebellion than in those that were unaffected. Moreover, areas that were affected by the rebellion have, on average, greater fiscal capacity and modern economic sectors to the present day. Two channels for the effects of the rebellion are stationary banditry (manifested by varying property rights and the rebellion area's proximity to the Taiping capital), and the wartime strengthening of fiscal capacity. The analysis shows evidence of complementarity between wartime state capacity and local institutions, and of the long-term benefits of fiscal decentralization in a large country. Furthermore, initial human capital is strongly associated with long-term development

    Abstract: This cutting edge collection examines Japan’s population issue, exploring how declining demographic trends are affecting Japan’s social structure, specifically in the context of Greater Tokyo, life infrastructure, public finance and the economy. Considering the failures of past Japanese policies from the perspective of population, national land, and politics, it argues that the inability of past administrations to develop a long-term and comprehensive policy has exacerbated the population crisis. This text identifies key negative chain reactions that have stemmed from this policy failure, notably the effect of population decline on future economic growth and public finances and the impact of shrinking municipalities on social and community infrastructure to support quality of life. It also highlights how population decline can precipitate inter-generational conflict, and impact on the strength of the state and more widely on Japan’s international status. Japan is on the forefront of the population problem, which is expected to affect many of the world’s advanced industrial economies in the 21st century. Based on the study of policy failures, this book makes recommendations for effective population policy - covering both ‘mitigation’ measures to encourage a recovery in the depopulation process as well as ‘adaptation’ measures to maintain and improve living standards - and provides key insights into dealing with the debilitating effects of population decline

    Abstract: Movement of people has been a key feature in the whole history of European integration. While existing literature has mostly adopted national viewpoints and a socioeconomic perspective, this book integrates these existing fragmented analyses, views them from a broader perspective and places them in the wider context of the social and demographic transformation of Europe and the political and economic narrative of continental integration. It highlights the impact made by EC/EU immigration policies on the external political and economic relations of Europe and acknowledges that pre-1989 migration from East European countries is part of European integration. By showing that migration policies and their impact on European national societies and economies cannot be fully understood without taking into account the EC framework, this book, therefore, contributes to migration studies as a whole.

    Abstract: This paper investigates the impact of policies and institutions on health expenditures for a large panel of OECD countries for the period 2000-10. We use a set of 20 policy and institutional indicators developed by the OECD characterising the main supply-side, demand-side, and public management, coordination and financing features of health systems. The impact of these indicators is tested alongside control variables related to demographic (dependency ratio) and non-demographic (income, prices and technology) drivers of health expenditures per capita. Overall, there is a reasonably good fit between the expected signs of the coefficients for the institutional indicators and the actual estimates. By integrating the role of policies and institutions, together with the other primary determinants, our analysis is able to explain most of the cross-country variation in public health expenditures.

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: The work-family policies of Sweden and France are often held up as models for other nations to follow, yet political structures and resources can present obstacles to fundamental change that must be taken into account. Patricia Boling argues that we need to think realistically about how to create political and policy change in this vital area. She evaluates policy approaches in the US, France, Germany and Japan, analyzing their policy histories, power resources, and political institutions to explain their approaches, and to propose realistic trajectories toward change. Arguing that much of the story lies in the way that job markets are structured, Boling shows that when women have reasonable chances of resuming their careers after giving birth, they are more likely to have children than in countries where even brief breaks put an end to a career, or where motherhood restricts them to part-time work.

    Abstract: This book is a collection of English articles by Pan Guangdan, one of China’s most distinguished sociologists and eugenicists and also a renowned expert in education. Pan is a prolific scholar, whose collected works number some fourteen volumes. Pan's daughters Pan Naigu, Pan Naimu and Pan Naihe-all scholars of anthropology and sociology-began editing their father's published works and surviving manuscripts around 1978. The collected articles, written between 1923 and 1945, are representative of Pan’s insights on sociobiology, ethnology and eugenics, covering topics such as Christianity, opium, domestic war and China-Japan relations. The title of the book is taken from the fascinating two-part article “Socio-biological Implications in Confucianism”, which essentially reworks Confucius as a kind of “forefather” of socio-biological and eugenic thinking, showing Pan's promotion of “traditional” values. These articles, mostly published in Chinese Students’ Monthly and The China Critic, offer an excellent point of entry into Pan's ideas on population and eugenics, his polemics on family and marriage, and his intellectual positioning and self-fashioning.     Abstract: Confounding all conventional wisdom, the fertility rate in the Islamic Republic of Iran fell from around 7.0 births per woman in the early 1980s to 1.9 births per woman in 2006. That this, the largest and fastest fall in fertility ever recorded, should have occurred in one of the worlds few Islamic Republics demands explanation. This book, based upon a decade of research is the first to attempt such an explanation. The book documents the progress of the fertility decline and displays its association with social and economic characteristics. It addresses an explanation of the phenomenal fall of fertility in this Islamic context by considering the relevance of standard theories of fertility transition. The book is rich in data as well as the application of different demographic methods to interpret the data. All the available national demographic data are used in addition to two major surveys conducted by the authors. Demographic description is preceded by a socio-political history of Iran in recent decades, providing a context for the demographic changes. The authors conclude with their views on the importance of specific socio-economic and political changes to the demographic transition. Their concluding arguments suggest continued low fertility in Iran.     Abstract: The German pension system was the first formal pension system in the world, designed by Bismarck nearly 120 years ago. It has been very successful in providing high and reliable pension levels at reasonable contribution rates. While the generosity of the German pension system is considered a great social achievement, negative incentive effects of past reforms in the 1970s and 1980s and population aging are threatening the very core of the system. This has led to fundamental pension reforms since 1992. Based on a detailed simulation model of the German pension system, this book provides a thorough assessment of the system and its reforms. It shows that the latest reforms have put the system back onto a stable path and moved it from the old monolithic towards a multi-pillar system

    Abstract: This collection of research papers explores some of the salient issues relating to the impact of demographic change on the workings and outcomes of labour markets. A first chapter studies the direct impact of ageing on employment and unemployment. However, the age structure of the workforce also shapes productivity and the scope for innovation, issues which are taken up in turn. Furthermore, it is often argued that a decline in the size of the workforce may be offset by an increase in the workers skills and knowledge. The impact of demographic developments such as ageing and migration on the accumulation and transfer of human capital is, therefore, studied by a further set of contributions. The volume is rounded off with analyses relating to the supply of labour by women and by older workers. The authors ask, for instance, whether (female) labour migration as well as changes in retirement patterns and policies may counterbalance the expected workforce shrinking.

    Abstract: This two-volume work explores social cohesion and the demographic challenges of low birth rates and population aging. The authors approach the topic from the perspective of citizens and key policy actors, analyzing attitudes from 14 European countries regarding the European integration process, demographic trends, and expectations towards private networks and public policies. Volume 2 focuses on demographic developments, gender issues, and aging.
    Abstract: The content of the two volumes with the title "People, Population Change and Policies: Lessons from the Population Policy Acceptance Study" is based on the DIALOG project, an international comparative analysis of PPA survey data collected in the participating countries. The DIALOG project was funded by the European Commission for three years (2003 – 2005). A co-ordinated, but nationally financed PPA survey had been conducted in 14 European countries: Austria, Belgium (Flanders), Cyprus, the Czech Republic, Estonia, Finland, Germany, Hungary, Italy, Lithuania, the Netherlands, Poland, Romania and Slovenia. The second data source is a Policy-Delphi study, which follows a qualitative approach – in addition to the countries mentioned above also Switzerland participated. In these two volumes for the first time the data from the DIALOG project will be systematically and scientifically analysed. The research questions can be allocated to specific issues, as they are reflected in the modular conception of the DIALOG project. These issues also structure the two volumes.

    Abstract: The present study reports on results emerging from the research project «Fertility and Prosperity: Links between Demography and Growth» that was commissioned to the Ifo Institute by Deutscher Arbeitskreis für Familienhilfe e.V., Kirchzarten, in December 2003. The study adopts a two-stage research strategy, comprising (a) a broad-based econometric investigation regarding potential long-term consequences of demographic change for the economic performance in developed as well as developing countries and (b) a survey of fertility outcomes and family policies in a limited number of developed countries. The results indicate that the decline in fertility observed in the past, through its impact on the size and age-composition of the labour force, may have a substantial negative impact on the growth of aggregate output, output per capita and productivity in countries that are strongly affected by this trend. At the same time, our econometric results confirm that increasing fertility rates in countries where they are currently low is mainly a matter of the existing institutional framework and of related policy decisions. This is further demonstrated through an in-depth discussion of a wide range of policy measures applying to families and children in Germany, France, the UK, and Sweden.
    Abstract: Die vorliegende Studie dokumentiert die Resultate des Forschungsprojekts "Fertility and Prosperity: Links between Demography and Growth", mit dem der Deutsche Arbeitskreis für Familienhilfe e.V., Kirchzarten, das ifo Institut im Dezember 2003 beauftragt hat. Die Studie verfolgt eine zweistufige Forschungsstrategie, (a) mit einer breit angelegten ökonometrischen Analyse möglicher Zusammenhänge zwischen demographischem Wandel und ökonomischer Entwicklung in zahlreichen Industrie- und Entwicklungsländern sowie (b) mit einem Überblick über Geburtenentwicklung und familienpolitische Rahmenbedingungen in einer begrenzten Zahl hochentwickelter Länder. Die Ergebnisse zeigen an, dass der in der Vergangenheit eingetretene Geburtenrückgang durch seine Auswirkungen auf Größe und Altersaufbau der Erwerbsbevölkerung einen nennenswerten negativen Effekt für das Wachstum von Bruttoinlandsprodukt, Pro- Kopf-Einkommen und die Produktivität der verbleibenden Erwerbstätigen haben kann wo immer dieser Trend besonders ausgeprägt war. Zugleich deuten die ökonometrischen Befunde darauf hin, dass eine Steigerung der Geburtenrate in Ländern mit niedriger Fertilität vor allem eine Frage institutioneller Rahmenbedingungen und darauf bezogener politischer Entscheidungen ist. Durch die vertiefte Diskussion eines breiten Spektrums familienpolitischer Maßnahmen in Deutschland, Frankreich, dem Vereinigten Königreich und Schweden wird diese Einsicht weiter konkretisiert.

    Abstract: Demographic changes increasingly shape social policies as most OECD populations are ageing and include more migrants and “minorities”. Japan and Korea have already started to see their enrolments in tertiary education decline, but other countries like Turkey and Mexico can still expect a boom. Drawing on trend data and projections, this book takes an in-depth look at these important questions from both a qualitative and quantitative standpoint. Issues covered include the impact of demographic changes on student enrolment, educational attainment, academic staff and policy choices. Particular attention is given to how access policies determine the demographics of tertiary education, notably by examining access to higher education for disabled and migrant students. The book covers most OECD countries, illustrating the analysis with specific examples from France, Japan, Korea and the United States. This book is the first volume in the Higher Education to 2030 series, which takes a forward-looking approach to analysing the impact of various contemporary trends on tertiary education systems. This book examines the role of kinship and the family’s influence on the health outcomes of their children, their children’s selection of marriage partners, couples having higher order births or reduced fertility, individual migration and origins of populations. Mortality patterns are examined to determine the influence of fertility patterns on parents’ mortality, the contribution of parents’ longevity to their children’s lifespan, and whether a family history of disease affects the risk of dying from that same disease. The volume emphasizes the importance of studies that include and compare other factors related to social organization with information on multi-generational families.     Abstract: Forty years ago, the age-old battle against infectious diseases as a major threat to human health was believed close to being won. However, by the late twentieth century, the increase of emerging and reemerging infectious diseases was evident in both low and high income countries. About 30 new infectious diseases have been identified in the last 20 years. Among the 'new' diseases, and most importantly, the Human Immunodeficiency Virus (HIV) epidemic, with 40 million persons infected and 25 million deaths since its first description, presents one of the most significant health, societal and security challenges facing the global community. The interaction of HIV/AIDS with tuberculosis, malaria and bacterial infections have increased HIV-related morbidity and mortality, and in turn, the HIV pandemic has brought about devastating increases in tuberculosis. Understanding the population impact and the dynamics of infection diseases in the most affected region is critical to efforts to reduce the morbidity and mortality of such infections, and for decisions on where to use limited resources in the fight against infections. This book aims to contribute to these efforts by offering a demographic and epidemiological perspective on emerging and reemerging infections in sub-Saharan Africa.

    Abstract: The Upper Mangrove Creek catchment was an ideal locality in which to undertake field investigation into Aboriginal use of the coastal hinterland. The area, 101 square kilometres in size, is rich in sites that provided significant archaeological evidence of Aboriginal use of the coastal hinterland. The catchment became the focus of major archaeological salvage work in the late 1970s, prior to the construction of the Mangrove Creek Dam. Further research, undertaken by Val Attenbrow, on the total catchment expanded upon the results of earlier work. This monograph describes the later research project and summarises the salvage program results. This evidence is used by the author to explore current research issues relating to the interpretation of the mid- to late-Holocene archaeological record in Australia, particularly quantitative changes relating to population numbers and aspects of human behaviour, such as risk management, subsistence, mobility and land-use patterns.

    Abstract: This study, which is an updated, extended, and revised version of the out-of-print 1993 edition, reassesses the traditional stereotype of the place of the Balkans in the model of the European family in the nineteenth century on the basis of new source material and by synthesizing existing research. The work first analyzes family structure and demographic variables as they appear in population registers and other sources, and the impact of these findings on theoretical syntheses of the European family pattern. On most features, such as population structure, marriage and nuptiality, birth and fertility, death and mortality rates, family and household size and structure, as well as inheritance patterns, the Balkans show an enormous deal of internal variety. This variability is put in a comparative European context by matching the quantifiable results with comparable figures and patterns in other parts of Europe.
