    Abstract: This paper sheds light on the importance of aggregation bias in the analysis of wage shares developments over time and across countries. We focus on five European countries and the United States and show that the trend decline in the aggregate wage share observed in these countries over much of the 1980s and 1990s partly reflects changes in the sectoral composition of the economy. The application of a fixed-weight aggregation method changes the profile of the observed wage share in a significant way: in particular there is no longer sign of an overshooting of the wage share levels of the early-1970s. Error-correction wage equations based on the adjusted wage shares generally have a better regression fit and show long-run elasticities of real wages to unemployment that vary less across countries and are substantially lower than those obtained with observed shares. These results are broadly confirmed by wage regressions using sectoral data and the Pooled Mean Group estimator ...

    Abstract: A humanistic account of the changing role of technology in society, by a historian and a former Dean of Students and Undergraduate Education at MIT.When Warren Kendall Lewis left Spring Garden Farm in Delaware in 1901 to enter MIT, he had no idea that he was becoming part of a profession that would bring untold good to his country but would also contribute to the death of his family's farm. In this book written a century later, Professor Lewis's granddaughter, a cultural historian who has served in the administration of MIT, uses her grandfather's and her own experience to make sense of the rapidly changing role of technology in contemporary life.Rosalind Williams served as Dean of Students and Undergraduate Education at MIT from 1995 through 2000. From this vantage point, she watched a wave of changes, some planned and some unexpected, transform many aspects of social and working life--from how students are taught to how research and accounting are done--at this major site of technological innovation. In Retooling, she uses this local knowledge to draw more general insights into contemporary society's obsession with technology.Today technology-driven change defines human desires, anxieties, memories, imagination, and experiences of time and space in unprecedented ways.     Abstract: Choice Outstanding Academic Title 2003 During the nineteenth century, American schools for deaf education regarded sign language as the "natural language" of Deaf people, using it as the principal mode of instruction and communication. These schools inadvertently became the seedbeds of an emerging Deaf community and culture. But beginning in the 1880s, an oralist movement developed that sought to suppress sign language, removing Deaf teachers and requiring deaf people to learn speech and lip reading. Historians have all assumed that in the early decades of the twentieth century oralism triumphed overwhelmingly. Susan Burch shows us that everyone has it wrong; not only did Deaf students continue to use sign language in schools, hearing teachers relied on it as well. In Signs of Resistance, Susan Burch persuasively reinterprets early twentieth century Deaf history: using community sources such as Deaf newspapers, memoirs, films, and oral (sign language) interviews, Burch shows how the Deaf community mobilized to defend sign language and Deaf teachers, in the process facilitating the formation of collective Deaf consciousness, identity and political organization

This report details the analyses that RAND performed to support HCFA's efforts to design, develop, and implement the PPS. It describes RAND's research on new function-related groups, comorbidities, unusual cases, facility-level adjustments, outlier payments, facility-level adjustments, and assessment instruments. In addition, it presents RAND's recommendations concerning the payment system and discusses the researchers' plans for further research on the monitoring and refinement of the PPS

    Abstract: This report analyzes special payments that Medicare has been making to rural providers. These special payments are intended to support the rural health care infrastructure to help ensure access to care for Medicare beneficiaries. The research provides a comprehensive overview of these payments, including documentation of the supply of providers, trends in payments, and Medicare costs per beneficiary. Four types of special payments were examined: (1) payments to sole community hospitals, Medicare-dependent hospitals, and rural referral centers; (2) reimbursements to rural health clinics and federally qualified health centers; (3) bonus payments to physicians in rural health professional shortage areas; and (4) capitation payments in rural counties

    Abstract: The International Energy Agency's 2002 review of US energy policies and programmes. It finds that US energy policy has an influence on energy policy throughout the world. The 2001 National Energy Policy is an important development. The US is taking unilateral action as an alternative to the Kyoto Protocol. This report urges consideration of legislation on carbon dioxide and adoption of policies allowing international trading in emissions. Strengthening fuel economy standards is an encouraging approach to energy use in transport. Different standards for cars and light trucks should be addressed as a priority. Policies to promote new sources of energy supply should be balanced by continuing effort to enhance efficient use of energy. Regional Transmission Operators are a sensible means of ensuring access to transmission and the functioning of a competitive wholesale market. The power crisis in California has slowed progress on market reform; confidence should be restored to reactivate reform and to create certainty for new investment. Harmonised electricity industry standards and regulations could help promote competition and encourage investment. Barriers to exploration for oil and gas need to be addressed. Drilling in new onshore and offshore areas, meeting acceptable environmental standards, is necessary or imports must rise. Refineries are operating at full capacity; pressure could be eased by reducing the range of products they are required to produce to meet regional standards. Coal use will remain important and could be environmentally sustainable with advanced clean coal technology. Re-licensing of existing nuclear plants, consistent with safety standards, could ensure nuclear power plays a continuing role, even if new plants remain uneconomic. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

    Abstract: Annotation, It can come as no surprise that the ethnic makeup of the American population is rapidly changing. In this volume, John Francis Burke offers a "mestizo" theory of democracy and traces its implications for public policy. Mestizo, meaning "mixture, " is a term from the Mexican socio-political experience. It represents a blend of indigenous, African, and Spanish genes and cultures in Latin America. This mixture is not a "melting pot" experience; rather, the influences of the different cultures remain identifiable but influence each other in dynamic ways. Burke analyzes democratic theory and multiculturalism to develop a model for cultivating a community that can deal effectively with its cultural diversity. He applies this model to official language(s), voting and participation, equal employment opportunity, housing, and free trade. Burke concludes that in the United States we are becoming mestizo whether we know it or not and whether we like it or not. By embracing this, we can forge a future together that will be greater than the sum of its parts

Although time is a feature of the natural world, it is at the same time not natural, but given its meaning by human action and, in our contemporary world, primarily through the law. Rakoff argues that legal regulation of the law has become weaker, with unfortunate results for both individuals and families.

    Abstract: This study examines the effect of race-consciousness upon the pronunciation of American English and upon the ideology of standardization in the twentieth century. It shows how the discourses of prescriptivist pronunciation, the xenophobic reaction against immigration to the eastern metropolises- especially New York - and the closing of the western frontier together constructed an image of the American West and Midwest as the locus of proper speech and ethnicity. Texas, Austin) has gathered several of his articles, all first published in the 1990s, and arranged them with responses and supportive papers by colleagues. The articles all concern Scheurich's strenuous polemic, which calls for white scholars to learn to recognize and overcome what he calls white racism by whites.
