    Abstract: "In the middle decades of the twentieth century, transnational networks sparked a range of cultural projects focused on collecting Indigenous music and folklore in the Americas. Indigenous Audibilities follows the social relations that created these collections in four interconnected case studies linking the U.S., Mexico, Nicaragua, and Chile. Indigenous collections were embedded in political projects that negotiated issues of cultural diplomacy, national canons, and heritage. The case studies recuperate the traces of marginalized voices in archives, paying special attention to female researchers and Indigenous collaborators. Despite the dominant agendas of national and international institutions, the diverse actors and the multi-directional influences often created unexpected outcomes. The book brings together theories of collection, voice, media, writing, and recording to challenge the transparency of archives as a historical source. Indigenous Audibilities presents a social-historical method of listening, reading, and thinking beyond the referentiality of archived texts, and in the process uncovers neglected genealogies of cultural music research in the Americas"

    Abstract: "Medieval documents reveal that for centuries of European history, singing for a person at the moment of death was considered to be the ideal accompaniment to a life's ending. Rituals for the dying were well developed, practiced widely, and thoroughly integrated with music. Indeed, these rituals reveal that music, rather than the Eucharist, held a privileged position at the final breath. Music in Medieval Rituals for the End of Life examines and recovers, to the extent possible, the music sung for the dying during the Middle Ages. The book offers a view of the plainchant repertory through the sources of individual institutions. The first four chapters contain a series of "case studies": close readings of rituals from diverse communities, each as they appear in a single source. The rituals' chants are transcribed into modern notation and analyzed, both for their relationships between text and melody and for their functions within the rituals. Created for the powerful and the poor, the educated and the uneducated, women and men, monastics, clerics, and laity, these manuscripts offer a glimpse into the religious practices that distinguished communities from one another and bound them together within a single tradition. The book provides the first editions of the rituals' chants and considers the functions of the music. Why was music given such a prominent position within the deathbed liturgies? Why did communities gather and sing when a loved one was dying? The manuscripts reveal a lost art of comforting the dying and the grieving"--

    Abstract: "The Radical Imagination of Black Women: Ambition, Politics and Power explores how elite Black women decide to seek political office. Despite their marginalized existence Black women engage in a robust political participation that includes seeking elected office. Utilizing interviews of Black women who currently or have served in office and focus group data of Black women, the manuscript bridges the literatures of ambition theory and marginalization through a theory I refer to a "ambition on the margins". Black women's resistance to marginalization informs us about the conditions that shape Black women and their political socialization, while ambition theory helps us understand what they do in response to marginalization. The socialization process fosters the decision-making process of Black women. This framework moves the extant literature beyond the premise that the political ambition of Black women is less than White women or men. Political science's approach to ambition negates and disregards mechanisms beyond voting that Black women often engage in such as doing political work through community and civic organizations. That data provided from interviews reveal the complex dynamics that contribute to the nuanced process that Black women emerge as candidates and engage as politicians"--

    Abstract: "Much has been written since the publication in 1990 of Esping-Andersen's The Three Worlds of Welfare Capitalism on the concept of welfare regime as an analytical tool to study social policy stability and change in Europe and beyond. As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. To add focus to our comparison, we focus on policies introduced to protect workers against the risk of unemployment or the loss of income as result of non-pharmaceutical interventions (lockdowns, school closures, etc.) to contain the spread of the virus. The emphasis of the analysis is on concrete policy instruments that have been expanded or even created to address the COVID-19 crisis with regard to employment and unemployment.     Abstract: "The fifteen essays collected here set out to demonstrate why the critical philosophy of race needs to take a historical turn. Genealogies of the concepts of both race and racism are deployed to clarify why some of the dominant strategies for combatting racism tend either miss the target altogether or give it only a glancing blow. For example, relying on biology to reject the concept of race as a way of disarming racism misses the fact that racism precedes the biology of race. It also ignores the prevalence of forms of racism, such as cultural racism that do not take their starting point in biology. Drawing on the work of Frantz Fanon, the late Sartre, and Michel Foucault, Robert Bernasconi argues for a holistic approach that integrates the concrete experience of racism faced by individuals into the study of institutional, structural, and systemic racism. Studying the interventions of such Black philosophers as Ottobah Cugoano, Anténor Firmin, and W. E. B. Du Bois, shows the value of allowing them to set the terms of the debate, instead of trying to fit them into debates shaped by other areas of philosophy. If race is indeed a social construct, then it is necessary to uncover the different forces, material as well as intellectual, that at different times shaped the various forms the concept of race has taken and the value then placed on preserving racial purity. Critical philosophy of race has a role to play in rendering both the material and psychological effects of slavery and segregation more intelligible as forms of systemic racism. When critical philosophers of race ignore the history of racism, they are in danger of being complicit with that part of society that seeks to erase that history"--

    Abstract: In this book, Olukunle Olowabi explores the divergent developmental consequences of nations in the Global South that were shaped on the one hand by forced settlement, where European colonists established large-scale agricultural plantations with enslaved African labour, and on the other by colonial occupation. He shows that most forced settlement colonies emerged from European domination with higher levels of education attainment, greater postcolonial democratization, and favourable human development outcomes relative to Global South countries that emerged from colonial occupation after 1945.

From the Alternative Globalization Movement, anti-war protests, and Occupy, to the International Women's Strike, BlackLivesMatter, and direct action against the climate emergency, a series of common questions have continually re-emerged as practical challenges. How should radical political movements relate to the state? What makes emancipatory politics fundamentally different from both technocratic and populist models of 'politics as usual'? Are there distinctive ways of doing politics that can help to increase the capacity for self-emancipation? Which forms of organization are most likely to deepen and extend the dynamics that led to the emergence of these movements of resistance and rebellion in the first place? In Left to Our Own Devices, Julia Ticona explores the ways that workers use their digital technologies to navigate insecure and flexible labor markets. Through 100 interviews with high and low-wage precarious workersacross the US, she explores the surprisingly similar "digital hustles" they use to find work and maintain a sense of dignity and identity. Ticona then reveals how the digital hustle ultimately reproduces inequalities between workers at either end of polarized labor markets. A moving and accessible look atthe intimate consequences of contemporary capitalism, Left to Our Own Devices will be of interest to sociologists, communication and media studies scholars, as well as a general audience of readers interested in digital technologies, inequality, and the future of work in the US.

To make matters worse, they also increasingly reside among like-minded others and are part of social groups that share their political beliefs. All of this can make expressing a dissenting political opinion hard. Yet digital and social media have given people new spaces for political discourse and community, and more control over who knows their political beliefs and who does not. With Democracy Lives in Darkness, Van Duyn looks at what these changes in the political and media landscape mean for democracy. She uncovers and follows a secret political organization in rural Texas over the entire Trump presidency. The group, which organized out of fear of their conservative community in 2016, has a confidentiality agreement, an email listserv and secret Facebook group, and meets in secret every month. By building relationships with members, she explores how and why they hide their beliefs and what this does for their own political behavior and for their community. Drawing on research from communication, political science, and sociology along with survey data on secret political expression, she finds that polarization has led even average partisans to hide their political beliefs from others. And although intensifying polarization will likely make political secrecy more common, she argues that this secrecy is not just evidence that democracy is hurting, but that it is still alive; that people persist in the face of opposition and that this matters if democracy is to survive"--

    Abstract: An examination of the ways that digital technologies play an increasingly important role in the lives of precarious workers, far beyond the gig economy apps like Uber and Lyft.Over the past three decades, digital technologies like smartphones and laptops have transformed the way we work in the US. At the same time, workers at both ends of the income ladder have experienced rising levels of job insecurity and anxiety about their economic futures. In Left to Our Own Devices, Julia Ticona explores the ways that workers use their digital technologies to navigate insecure and flexible labor markets. Through 100 interviews with high and low-wage precarious workersacross the US, she explores the surprisingly similar "digital hustles" they use to find work and maintain a sense of dignity and identity. Ticona then reveals how the digital hustle ultimately reproduces inequalities between workers at either end of polarized labor markets. A moving and accessible look atthe intimate consequences of contemporary capitalism, Left to Our Own Devices will be of interest to sociologists, communication and media studies scholars, as well as a general audience of readers interested in digital technologies, inequality, and the future of work in the US.

    Abstract: "Republicans and Democrats increasingly distrust, avoid, and wish harm upon those from the other party. To make matters worse, they also increasingly reside among like-minded others and are part of social groups that share their political beliefs. All of this can make expressing a dissenting political opinion hard. Yet digital and social media have given people new spaces for political discourse and community, and more control over who knows their political beliefs and who does not. With Democracy Lives in Darkness, Van Duyn looks at what these changes in the political and media landscape mean for democracy. She uncovers and follows a secret political organization in rural Texas over the entire Trump presidency. The group, which organized out of fear of their conservative community in 2016, has a confidentiality agreement, an email listserv and secret Facebook group, and meets in secret every month. By building relationships with members, she explores how and why they hide their beliefs and what this does for their own political behavior and for their community. Drawing on research from communication, political science, and sociology along with survey data on secret political expression, she finds that polarization has led even average partisans to hide their political beliefs from others. And although intensifying polarization will likely make political secrecy more common, she argues that this secrecy is not just evidence that democracy is hurting, but that it is still alive; that people persist in the face of opposition and that this matters if democracy is to survive"--

    Abstract: In most countries, it is the norm for state courts to operate alongside powerful non-state justice systems, whose roots lie in custom, religion, or tradition. Indeed, non-state justice is frequently the dominant form of legal order. In the developing world, an estimated 80 to 90 percent of disputes are handled outside the state justice system, and nearly all post-conflict states feature extensive legal pluralism because of the weak institutions and contested authority endemic to conflict and post-conflict states. Yet the role of legal pluralism is frequently misunderstood and when different justice systems clash, prolonged, potentially even violent conflict, can result. In Contending Orders, Geoffrey Swenson proposes a new way to understand how state and non-state authorities interact by exploring the full range of legally pluralist environments-combative, competitive, cooperative, and complementary. Drawing upon insights from Afghanistan and Timor-Leste, two countries with extensive legal pluralism, he identifies and critically examines commonly used strategies in legally pluralistic environments. Swenson also illustrates how national and international actors can better engage non-state justice systems. Further, Swenson shows how multiple justice systems can not only co-exist but work together to contribute to the development of a democratic state bound by the rule of law. It is not enough to merely recognize that legal pluralism exists; scholars and policymakers must understand how legal pluralism actually functions. Contending Orders both analyzes the forces that are shaping the relationship between the state and non-state justice worldwide and offers policy strategies to promote the rule of law and good governance wherever legal pluralism thrives.

This question lingers over the contemporary politics of the United States and other countries where persistent immigration has altered populations and may soon produce a majority minority milestone, where the original ethnic or religious majority loses its numerical advantage to one or more foreign-origin minority groups. Until now, most of our knowledge about largescale responses to demographic change has been based on studies of individual people's reactions, which tend to be instinctively defensive and intolerant. We know little about why and how these habits are sometimes tempered to promote more successful coexistence. To anticipate and inform future responses to demographic change, Justin Gest looks to the past. In Majority Minority, Gest wields historical analysis and interview-based fieldwork inside six of the world's few societies that have already experienced a majority minority transition to understand what factors produce different social outcomes. Gest concludes that, rather than yield to people's prejudices, states hold great power to shape public responses and perceptions of demographic change through political institutions and the rhetoric of leaders. Through subsequent survey research, Gest also identifies novel ways that leaders can leverage nationalist sentiment to reduce the appeal of nativism--by framing immigration and demographic change in terms of the national interest.     Abstract: How do rebels give up arms and return to the same political processes that they had once sought to overthrow? The question of weaning rebels away from extremist groups is highly significant in the context of counterinsurgency as well as pacification of insurgencies. Existing explanations focus mostly on state capacity, counterinsurgency operations, or on socioeconomic development. This book, drawing primarily on several rounds of interviews with Maoist rebels as well as other stakeholders in conflict zones, shows that from the rebel's perspective, what is of paramount importance in whether or not they quit extremism is the ease with which they can exit and lay down their arms without getting killed in the process. This fear is further exacerbated by the belief that while they could lose their lives, the Indian state, they believed, would lose nothing even if it failed to protect retired rebels and keep its side of the bargain. This created a problem of credible commitment, which, in the absence of institutional mechanisms, is addressed locally by informal exit networks that grow out of grassroots civic associations in the gray zones of democracy-insurgency interface. The book shows that a lot of Maoist rebels quit in the South of India because robust and harmonic exit networks in the South resolve the problem of credible commitment locally and create conditions for safety and reintegration of former Maoists. In the North, on the other hand, very few rebels quit the same insurgent organization during the same time because scrawny, discordant exit networks in the North exacerbate rebels' fear, discouraging retirement and impeding reintegration. This book also highlights how the various steps in the process of disengagement from extremism are linked more fundamentally to the nature of societal linkages between insurgencies and society, thereby bringing civil society into the study of insurgency in a theoretically coherent way.

In search for answers to these questions, 'Under the Banner of Islam' focuses on the ambivalent role Sunni Islam has played in Turkey's Kurdish conflict - both as a conflict-resolution tool and as a tool of resistance - in the last two decades. Relying mainly on participant observation in Civil Friday Prayers and 62 interviews conducted in three different cities in Turkey (Istanbul and the majority - Kurdish Diyarbakir and Batman) between June 2012 and June 2013, it demonstrates that Sunni Islam has had a very limited impact as a conflict-resolution tool in Turkey.

    Abstract: "On November 24, 1929, rumors that British colonial officials planned to tax Igbo women reached the village of Oloko in southeastern Nigeria. Mark Emeruwa, instructed by the local warrant chief, Okugu, to carry out a census of women in preparation for their taxation, entered the compound of a woman named Nwanyeruwa and told her to begin counting her animals. She replied angrily that people had died from colonial counting, and insulted him and his mother by demanding of him, "Was your mother counted?" Emeruwa, enraged, grabbed her by the throat and tried to throttle her. She, her hands wet with oil from the palm nuts she had been pounding, smeared his Western-style suit with the red sticky stuff. He ran off to Okugu's compound to tell him of the events. The warrant chief summoned her to his dwelling and insisted she would pay the tax, threatening her with deep trouble and promising that "when the District Officer comes, he will take charge of you." To a woman uncertain of what lay in store under the British legal system, his threat could well have meant she would be executed. Upon hearing of Okugu's treatment of Nwanyeruwa, a large crowd of women surrounded his compound. There they "sat on" him, a locally recognized practice undertaken when men committed offenses against women. When "sitting on a man," women danced and sang until the object of their grievance acknowledged his offense and promised to make restitution. In this particular instance, the chief not only refused to admit to any wrong-doing, he set male members of his compound on the women, causing injury to eight of them. In response to Okugu's transgressions-entirely out of step with the expectations of his office-and owing to the persistent rumors of taxation of women circulating in other towns and villages, enormous crowds of women-amounting to tens of thousands-attacked native courts, looted banks, and stormed a number of European warehouses in a variety of towns and villages in southeastern Nigeria"--

    Abstract: "Across Africa, artists increasingly turn to NGO sponsorship in pursuit of greater influence and funding, while simultaneously NGOs-both international and local-commission arts projects to buttress their interventions and achieve greater reach and marketability. As such, the key values of artistic expression become "healing" and "sensitization" measured in turn by "impact" and "effectiveness." Such rubrics obscure the aesthetic complexities of the artworks and the power dynamics that inform their production. Clashes arise as foreign NGOs import foreign aesthetic models and preconceptions about their efficacy, alongside foreign interpretations of politics, medicine, psychology, trauma, memorialization, and so on. Meanwhile, each community embraces its own aesthetic precedents, often at odds with the intentions of humanitarian agencies. The arts are a sphere in which different worldviews enter into conflict and conversation. To tackle the consequences of aid agency arts deployment, the volume assembles ten case studies from across the African continent employing multiple media including music, sculpture, photography, drama, storytelling, ritual, and protest marches. Organized under three widespread yet under-analyzed objectives for arts in emergency-demonstration, distribution, and remediation-each case offers a different disciplinary and methodological perspective on a common complication in NGO-sponsored creativity. The Art of Emergency shifts the discourse on arts activism away from fixations on message and toward diverse investigations of aesthetics and power negotiations.     Abstract: "Cosmopolitanism is said by many critics to be arrogant. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications"--

    Abstract: "What makes deliberation meaningfully democratic? Beyond Empathy and Inclusion: The Challenge of Listening in Democratic Deliberation answers that it's the fair consideration or "uptake" of others' perspectives. Efforts to democratize deliberation should focus as much on expanding uptake as on broadening inclusion. The book goes on to evaluate various practices of citizenship for their ability to promote fair consideration, especially in contexts of deep difference and disagreement. Specifically, it examines the role empathy should play in promoting uptake. Deflating overblown appeals to empathy, the book shows that empathy's reliance on imagination and commonality make it ill-suited for sustaining communication across difference. Moving beyond empathy and inclusion, the book argues that fair consideration is predicated on attentive listening. It develops a "theory of listening acts" - modeled after Austin's speech act theory - to show how we act in listening. In listening to our fellow citizens, we recognize their moral equality of voice. The act of listening itself, wherein citizens acknowledge each other as having a rightful say in the decision at hand, confers democratic force on deliberation. This democratic force of listening comes from the particular affective-cognitive disposition citizens adopt when engaging with others. The book investigates how to motivate citizens to listen seriously, attentively, and humbly even to those with whom they disagree.     Abstract: ""Be yourself!" "Don't just follow the crowd!" Such injunctions valorizing non-conformity pervade contemporary American culture. We praise individuals such as Martin Luther King Jr. and Steve Jobs who chart their own course in life and do something new. Yet surprisingly, recent research in social psychology has shown that in practice, Americans are averse to non-conformity. This disjunction between our public rhetoric and practice raises questions: Why is non-conformity valuable? Is it always valuable--or does it pose dangers as well as promise benefits for democratic societies? What is the relationship between non-conformity as an individual ideal and democracy as a form of collective self-rule? Contesting Conformity brings a fresh interpretive lens to the writings of Alexis de Tocqueville, John Stuart Mill, and Friedrich Nietzsche to investigate non-conformity and its relationship to modern democracy. Drawing new insight from their work, Ikuta argues that non-conformity is an intractable issue for democracy. While non-conformity is often important for cultivating a most just polity, non-conformity can also undermine democracy. Insofar as democracy depends on the ability of each citizen to critically reflect and dissent from an unjust public opinion when necessary, Tocqueville and Mill enable us to appreciate non-conformity as an ethical and political ideal for democratic citizens. However, non-conformity can also undermine democracy, as Nietzsche helps us see, insofar as unconstrained expressions of non-conformity may stand in tension with the equality constitutive of democracy. Contesting Conformity demonstrates that while non-conformity can enhance democracy, non-conformity is not necessarily democratic"--

    Abstract: "In 2015, Sina Habte's limp, pregnant body floated off the coast of Greece. Already past her due date when she boarded a flimsy boat to cross the Mediterranean Sea, Sina, wanted nothing more than to deliver her baby somewhere safe. A chemical engineer and citizen of the small African country of Eritrea, she'd spent 6 months fleeing almost certain life-long imprisonment, if not torture or death, for violating one of Eritrea's draconian rules. In her case, she wanted to live with her husband Dani instead of where the government assigned her. Eritrea is a country so repressive that its considered the North Korea of Africa. After escaping Eritrea, sneaking across borders and living in the shadows of several different countries, she had nowhere else to go. If she returned home, she would be imprisoned, tortured or killed, and if she stayed in a refugee camp in Africa, it was likely that she would be found by Eritrean agents and returned home to the same punishment. So Sina, like tens of thousands of others like her, paid the last of her money to smugglers and boarded a small, over-crowded boat bound for Europe in the hope of claiming asylum. When her boat capsized, as so many boats did, she became one of those refugees that people would see on the news. And for many, images of bodies like hers, drowned at sea or in overcrowded life-boats, struck a nerve. Shock often turned to horror when the images were of the bodies of young children who had drown at sea. People could no longer ignore the plight of asylum seekers and began to demand a response to this crisis. The summer of 2015 marked the beginning of the so-called European refugee crisis. While people had been entering Europe as asylum seekers for a long time, the rate intensified dramatically in 2015 when more than 1.3 million asylum seekers arrived asking for refugee status, tens of thousands more than previous years. The arrival of over a million refugees in a relatively short period of time was seen by many observers as a crisis. Such an unprecedented increase raised many questions for European citizens. Many people wanted to know: do we have obligations to help all these refugees? Is it enough to give them food and send them home or must we let them stay? Do we really have the capacity to help everyone?"--

    Abstract: ""Flaming?: The Peculiar Theo-Politics of Fire and Desire in Black Male Gospel Performance examines the rituals and social interactions of African American men who use gospel music making as a means of worshiping God and performing gendered identities. Prompted by the popular term "flaming(g)" that is used to identify over-the-top or peculiar performance of identity, Flaming? argues that these men wield and interweave a variety of multivalent aural-visual cues, including vocal style, gesture, attire, and homiletics, to position themselves along a spectrum of gender identities. These multi-sensory enactments empower artists (i.e., "peculiar people") to demonstrate modes of "competence" that affirm their fitness to minister through speech and song. Through a progression of transcongregational case studies, Flaming? observes the ways in which African American men traverse tightly knit social networks to negotiate their identities through and beyond the worship experience. Coded and "read" as either "hyper-masculine," queer, or sexually ambiguous, peculiar gospel performances are often a locus of nuanced protest, facilitating a critique of heteronormative theology, while affording African American men opportunities for greater visibility and access leadership. Same-sex relationships among men constitute an open secret that is carefully guarded by those who elect to remain silent in the face of traditional theology, but musically performed by those compelled to worship "in Spirit and in truth." This book thus examines the performative mechanisms through which black men acquire an aura of sexual ambiguity, exhibit an ostensible absence of sexual preference, and thereby gain social and ritual prestige in gospel music circles.     Abstract: "Public political debate about migration has become increasingly important and increasingly heated; substantive engagement with the morality of migration, however, is more uncommon. This book defends a moderate account of the right to exclude, on which the state may exclude some unwanted would-be migrants-but on which there are significant constraints on how and when that right can be exercised. The book grounds this in a particular vision of how exclusion might be justified, on which states are possessed of a presumptive right to avoid unwanted forms of political relationship. This account of the right to exclude is then applied in more specific questions of justice in migration, such as the permissibility of travel bans and carrier sanctions. The book also offers a particular vision about how to go beyond questions of right and liberal justice, toward a declaration of the sort of community we wish to be. The book identifies the moral notion of mercy as a central one for the moral analysis of migration; we ought to show mercy and justice in the construction of migration policy, and each of these moral norms has a role to play in public discourse"--

This book explores why Turkish society has selectively brought the Ottoman Empire back into the public mindset and for what purpose. The book traces how memory of the Ottoman period has changed in Turkish literature, mainstream history books and other cultural products from the 1940s to the 21st century. A key aspect of Turkish literature is its criticism of the Jacobin modernization of Turkey matched by its return to the Ottoman past to articulate an alternative political language. This book responds to several interrelated questions: What is neo-Ottomanism, in general, and what is the significance of various terms using Ottoman as a variant and for what purpose do they serve? Who constructed the term and for what purpose? What are the social and political origins of the current nostalgia for the Ottoman past?"--

    Abstract: The Struggle for a Multilingual Future, Christina Davis examines the tension between ethnic conflict and multilingual education policy in the linguistic and social practices of Sri Lankan minority youth. Facing a legacy of post-independence language and education policies that were among the complex causes of the Sri Lankan civil war (1983-2009), the government has recently sought to promote interethnic integration through trilingual language policies in Sinhala, Tamil, and English in state schools. Integrating ethnographic and linguistic research in and around two schools during the last phase of the war, Davis's research shows how, despite the intention of the reforms, practices on the ground reinforce language-based models of ethnicity and sustain ethnic divisions and power inequalities. By engaging with the actual experiences of Tamil and Muslim youth, Davis demonstrates the difficulties of using language policy to ameliorate ethnic conflict if it does not also address how that conflict is produced and reproduced in everyday talk
