    Abstract: One of a series of studies on vocational education and training (VET), this report focuses on how international evidence can inform reforms of the VET system in Brazil. The reforms aim to considerably expand provision of initial VET, tripling enrolment between 2014-2024. Today, few upper-secondary students participate in VET in Brazil as compared to many OECD countries. The reform is a welcome initiative, provided that the expansion is coupled with investments in quality. Expansion of VET is likely to diversify the students attending VET programmes and increase the demand for VET teachers, and schools will need the support to make this work while ensuring that the programmes they offer are relevant for the labour market. By international standards, employers in Brazil provide limited input into VET policy and very few VET students have an opportunity of training with employers, and the reforms could be an opportunity to strengthen their involvement. Moreover, the reform could reinforce assessment strategies, as a lack of reliable assessment may decrease the value of VET qualifications. To support reform efforts in Brazil, this report brings in international evidence and discusses how other countries are addressing various related challenges encountered in their VET systems.

Initial education and ongoing professional development of staff in different roles (e.g. teacher compared with assistant) also varies, with implications for children’s daily experiences in their ECEC settings. Creating staff teams with complementary skill sets and fostering collaborative learning among ECEC professionals are policy approaches that can make the most of these different training profiles. In addition, ensuring staff with specific training to work with children with special needs or those from socio-economically disadvantaged backgrounds are present in centres with higher shares of these children can help increase equity in ECEC for all children.

This report comes as a follow-up to the earlier publication Multi-dimensional Review of the Western Balkans: Assessing Opportunities and Constraints. It builds on an extensive peer-learning process that brought together experts from across the region and beyond. The report provides suggestions and recommendations for three strategic priorities that can help create opportunities and boost the quality of life. First, better education and more competencies are the basis for raising productivity, creating jobs, encouraging civic participation and making the region an attractive destination. Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

    Abstract: This country note presents the results of an analysis of Austria undertaken within the Labour Market Relevance and Outcomes of Higher Education Partnership Initiative project. The project was implemented by the OECD with the support of the European Commission with the aim of helping policy makers and higher education institutions enhance the employment outcomes of graduates by better aligning higher education provision and with current and emerging labour market skill demands. Austria is one of the few OECD countries where women comprise a smaller share of new entrants to Information and Communications Technology (ICT) master’s programmes than they do to bachelor’s degree programmes. This is especially a problem given the general preference of Austrian employers for master’s degrees over bachelor qualifications. Increasing the entry of women into ICT programmes, including postgraduate study, is a key government priority. Making progress requires both improvements to study guidance and support for students to raise success in their studies. The country note reviews the system context, highlights challenges faced by higher education institutions and, lessons learned from current practice, and presents policy options.

    Abstract: Given the unprecedented number and unique profile of Ukrainians fleeing their country in a short time following its invasion by Russia, as 50% of refugees are children, host country schools are facing challenges to increase their capacity and address the needs of the new refugee students. For children, returning to school can provide a sense of security and stability, while ensuring that they can have appropriate opportunities of developing their skills and do not suffer even larger losses later in life. Beyond the short-term integration of refugee students in schools and classrooms, host countries will have to deal with the promotion of the inclusion of students that will remain in the countries on a longer term. Early assessments, individualised curricula, language learning support and more will be key elements in the education of Ukrainian refugee students. Due to considerable uncertainty regarding the length of stay of refugee students from Ukraine in host countries, education systems will need to be flexible in meeting the needs of refugee students and providing opportunities to develop skills needed to prepare them for career paths after their return to Ukraine. Moreover, coordinated exchanges with Ukrainian policy makers and the provision of opportunities for students to stay connected with Ukrainian curriculum, language and culture are also important as many refugees may wish to return to Ukraine in the future. In sum, a holistic approach will be needed to address all the needs of Ukrainian refugee students, from a learning, social and emotional perspective.

    Abstract: The COVID-19 pandemic further exacerbated the long-standing skills shortages in the health workforce across countries. Equipping health workers with the right skills is essential to respond to future health crises, to prepare for increasing use of digital technologies, and to plan for demographic change. This joint report by the OECD and ILO aims to enable more resilient health workforces by helping countries to assess future demand in terms of both numbers of health workers and skills needs, and to prepare appropriate policy responses. The report provides a comparative overview of practices in 16 countries to anticipate future skill needs in the health workforce, and of how such information is used by policy makers and social partners to foster a better alignment with labour market needs. Analysis is based on interviews with institutions that are responsible for anticipating skill needs in the health workforce, a virtual peer-learning workshop and desk research.

However, progress on the different dimensions of well-being has been insufficient. In particular, socioeconomic and territorial disparities are still important, and public institutions remain insufficiently solid. For the Dominican Republic to embark on a more prosperous development path, three critical dimensions must be tackled. First, providing quality jobs for all, with particular emphasis on boosting formalisation and productive transformation. Second, mobilising more public and private finance for development, with more progressive and effective taxation systems, more efficient public expenditure and deeper capital markets. Third, accelerating digital transformation to boost productivity, enhance inclusion and support job creation.

The Scottish apprenticeship system has made remarkable progress, becoming one of the most flexible and wide ranging systems in the OECD. Informed by international evidence, this report identifies strategies to make the system more responsive, innovative and inclusive. These include strengthened employer engagement, refined minimum requirements for programmes, strategic guidance and practical support for innovation in apprenticeships, and efforts to make the system more accessible and relevant so as to promote inclusion and equity.

    Abstract: The labour market outcomes for native- and foreign-born adults during the first year of the COVID-19 pandemic vary considerably across countries – with inequalities in employment even falling in some cases compared to 2017. In contrast with the 2008 financial crisis, greater educational attainment does not seem to have had a clear protective effect against labour market adversities during the pandemic. This is most likely due to countries’ quick action to mitigate the economic impact of the pandemic and the high involvement of workers with low qualifications to maintain essential services during prolonged confinement periods. However, in some countries, inequalities in earnings were widening before the pandemic and unless appropriate measures are put in place, the economic effects of the current crisis may have a long-lasting negative effect on the integration of immigrants.

This policy brief discusses how VET systems in host countries can become more inclusive and supportive of Ukrainians displaced by Russia’s large-scale aggression, building on OECD work on VET for young refugees, an analysis of VET in Ukraine, and first policy responses to the current crisis. Ukraine has strong VET provision at upper secondary level, and young people have strong interests in occupations which are commonly entered through VET. This policy brief argues that providing VET in host countries can be key in valuing and further building the skills of refugees from Ukraine, to the benefit of the Ukrainians concerned, host country labour markets, and for the rebuilding of Ukraine.

These programmes have the potential to increase student enrolment in bachelor and postgraduate fields of study that are connected with the digital and technological transition of the economy, and so far have seen low enrolment. The success of short-cycle programmes as pathways to further study will require a combined approach of improved study guidance and student support. The country note reviews the system context, highlights challenges faced by higher education institutions and, lessons learned from current practice, and presents policy options.

    Abstract: Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10 MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

New online survey data shows Australia performs well in OECD comparison with respect to the use of career guidance services, but there is room to strengthen the inclusiveness of these services and to tailor them to the needs of mid-career adults.     Abstract: Finland has been widely regarded as one of the most successful education systems in the world. However, recent trends suggest that Finland’s considerable achievements may be at risk. The country’s performance in international student assessments has been declining over the past decade, as gaps among student groups and levels of school segregation have grown. In light of these developments, Finland is advancing a number of policies, notably under the umbrella of the Right to Learn (RtL) Programme, to improve quality and equity in early childhood education and care (ECEC), pre-primary and basic education. This analysis explores the Ministry of Education and Culture’s (OKM) planned reforms in regard to the country’s main education challenges and priorities. At the request of the Ministry, the analysis focusses on three main policy issues: (i) financing equity and quality in education, (ii) expanding participation and strengthen quality in ECEC, and (iii) equalising education opportunities through strengthening the local school policy. A final section looks at some of the cross-cutting issues that emerge from the OECD’s analysis. This analysis offers policy considerations aimed at strengthening the design and implementation of the RtL Programme.

    Abstract: Information and communication technology (ICT) has become an important tool for school systems as they seek to enhance education and make it more efficient. This has become all the more apparent and urgent with the COVID-19 pandemic. But what degree of access do students from different socio-economic backgrounds have to ICT-based quality instruction? Overall, disadvantaged students tend to have less access to digital learning opportunities both at home and at school. The data also suggest that the way teachers with certain characteristics are distributed can facilitate better equity. Two examples highlighted in this brief are teachers’ digital self-efficacy and training in ICT-based instruction.

However, employers in the private sector increasingly seek doctoral degree holders to increase firm-level innovation, and encourage doctoral education schools to equip graduates with transferable skills, which are of increasing importance in the changing labour market.     Abstract: Early equity for disadvantaged children can be achieved through nurturing, high quality early learning environments. However, without deliberate action, disadvantaged children face a 12 month development gap compared to their more advantaged peers in key early learning areas such as emergent literacy. Data based on direct assessments from 7,000 children in England, Estonia and the United States show what it takes to achieve a level playing field for disadvantaged children. These actions include supporting parents to regularly read with their children, having back-and-forth conversations and providing access to developmentally appropriate books. Links between parents and their early childhood education and care (ECEC) centre are also positively linked to children’s early development, as well as the provision and quality of ECEC. The latter includes a holistic approach to ensure children’s social-emotional skills are fostered, such as curiosity and co-operation, and ensuring children have a level of autonomy over their activities.

    Abstract: The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

The report finds varying levels of environmental knowledge and skills, attitudes and actions among 15-year-old students around the world. Students need stronger scientific knowledge and skills in environmental issues than they currently have, especially in countries and economies where student performance in science tends to be lower. Better performers in science have, on average, more pro-environmental attitudes than lower-performing students, and students with pro-environmental attitudes are more likely to take part in actions that benefit the environment.

    Abstract: Ageing populations and rising skill demands have heightened expectations that higher education systems will widen their offer of continuing education and training (CET) for adults aiming to renew or augment their skills at an advanced level. CET is becoming increasingly important for maintaining a highly skilled workforce also in Germany, and particularly in the state of Brandenburg. However, Brandenburg’s public higher education institutions have so far been only marginal providers. To expand their offer of CET, they would require more legal certainty about the use of public funding in light of European Union (EU) state aid policy. EU state aid policy ensures public subsidies (state aid) are not used by state agencies to crowd out markets (economic activity). There are no clear EU, federal or state-level directions about whether CET is a non-economic activity and thus exempt from EU state aid rules. This report analyses the reasons for this legal uncertainty and provides recommendations to the state government and public higher education institutions in Brandenburg about how to clarify the status of continuing education and training as a state-aided activity. It also proposes pointers for interpretation and future reform of the EU framework on state aid, and provides impulses for policy action in other German states and at the federal level.

However, low-qualified workers are less likely to receive career guidance than those with higher qualifications and even those who are unemployed due to a range of multi-layered and interconnected barriers. The report first gives an overview of career guidance provision at the federal level in Germany and then describes career guidance needs and provision in the states of Berlin and North Rhine-Westphalia (NRW). It reviews the support that low-qualified workers have access to, where learnings could serve in other regions and at the national level and provides recommendations on how provision for this group can be strengthened.

    Abstract: Many education systems aim to provide learning opportunities to all students regardless of their backgrounds in order for them to realise their potential. Education systems are expected to break down barriers to social mobility. However, too often, children are not given enough opportunities to succeed, to pursue their interests, or to develop their skills. Individual circumstances over which students have no control often affect the quality of the schooling they receive and the educational path they choose. They also influence students’ development of attitudes and dispositions toward learning, and can shape students’ dreams for their future. Differences in opportunities for students often result in achievement gaps among students with different backgrounds. Over the last 20 years, PISA has shown that students’ socio-economic status, which includes parents’ occupations and educational levels and home possessions, are predictors of performance scores in reading, mathematics and science in all countries and economies participating in PISA. So far, this has been without a single exception. This policy brief points to key aspects to consider in providing students with needed opportunities to level the playing field for all students and achieve greater equity in education beyond the exigencies of the pandemic.

To assist national governments with their implementation, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets, and also over time. Based on the Global indicator framework for the Sustainable Development Goals and leveraging UN and OECD data, this report provides a high-level assessment of OECD Member countries’ performance across the Goals and Targets of the 2030 Agenda. The report evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available, but it goes one step further and deepens the analysis by identifying long-term trends, considering also how these trends may be impacted by the COVID-19 pandemic. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, it aims to support Member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

It elaborates a case study for the Portuguese region of Alentejo and focuses on improving the delivery of educational services taking into account the multi-level governance context. The study highlights the need to better articulate and co-ordinate the delivery of educational services among levels of government to improve access and quality. It also sheds light on the decisive role that geography plays and the importance of adopting a spatial lens to mitigate the rising inequality present in Portugal in access to education services. Alentejo is a rural region that expects to lose 30% of its population between 2020 and 2080, hence it needs to put in place forward-looking and effective policy levers to delivery sustainable education services to citizens living in rural communities.

    Abstract: Russia’s invasion of Ukraine has placed a heavy burden on host country schools and teachers. Indeed, refugee students need support beyond the development of academic skills, including assistance to integrate into the host society and support for the well-being. The challenge of providing this support falls largely on teachers in host countries, who may not have training to teach children who do not speak the language of instruction and who may require trauma counselling. Teachers need support in order to best respond to rapidly changing conditions and refugee students’ needs, including working closely with school leadership and non-instructional support staff and receiving relevant training. Moreover, countries will need to rely on Ukrainian teaching staff if faced by a personnel shortage. This will help them provide a sense of familiarity to the refugee students in both language and curriculum as students transition to the host language and host country curriculum. Additionally, this strategy can be rewarding for the refugee teachers, providing them with a sense of purpose as well as financial stability. Overall, implementing policies and allocating resources based on evidence from successful strategies can build capacity and provide teachers with needed support, with OECD countries providing examples of good practices.

But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

The OECD Skills Strategy provides countries with a strategic approach to assess their skills challenges and opportunities. The foundation of this approach is the OECD Skills Strategy framework allowing countries to explore how they can improve i) developing relevant skills, ii) using skills effectively, and iii) strengthening the governance of the skills system. This report applies the OECD Skills Strategy framework to Southeast Asia, providing an overview of the region’s skills challenges and opportunities in the context of COVID-19 and megatrends, and identifying good practices for improving skills outcomes. This report lays the foundation for a more fully elaborated Skills Strategy for Southeast Asia.

    Abstract: Going Digital in Latvia analyses recent developments in Latvia’s digital economy, reviews policies related to digitalisation and make recommendations to increase policy coherence in this area, based on the OECD Going Digital Integrated Policy Framework. The review uses strategic foresight to explore three alternative future scenarios, which could result from the digital transformation of the global economy and society. It also examines the availability and quality of communication networks and services in Latvia as well as related policies and regulations. Further, it reviews trends in digital technology usage among individuals, businesses and the government, and examines policies to foster diffusion. Finally, the review analyses opportunities and challenges raised by digitalisation in key areas, from innovation and skills to digital security and data governance, and evaluates policy responses to these changes in Latvia.

    Abstract: Germany has a strong skill development system. The country’s 15‑year‑old students performed above the OECD average in the last (2018) edition of the Programme for International Student Assessment (PISA), continuing a trend of significant improvement since PISA’s first edition in 2000. Its adult population also has above‑average literacy and numeracy skills, according to the OECD Survey of Adult Skills (PIAAC). A strong and well-respected vocational education and training system is seen as one of the success factors behind these achievements. However, participation in learning beyond initial education lags behind other high-performing OECD countries and varies considerably across different groups of the population. This is problematic in a rapidly changing labour market, where participation in continuing education and training is a precondition for individuals, enterprises and economies to harness the benefits of these changes. This report assesses the current state of the German continuing education and training (CET) system. It examines how effectively and efficiently the system prepares people and enterprises for the changes occurring in the world of work, and identifies what changes are necessary to make the CET system more future ready. The report makes recommendations for the further development of the CET system based on international good practice.
