    Abstract: In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: This open access book examines warranty obligations in western France during the central Middle Ages. Warranty refers to the commitments that an individual undertook when alienating property to protect the transfer from outside challenge, and to provide compensation if they failed to defend a transaction successfully. The subject has never received a full-length study before, meaning that scholars’ interpretation of warranty is marred by a number of untested generalisations. Warranty has generally only been viewed as a thirteenth-century development owing to the influence of Roman law and changes in family structure. This book, therefore, considers the evidence for warranty in western France en masse, starting with the first appearance of warranty clauses in documents in the 1040s up until the compilation of vernacular lawbooks in the 1270s. This book opens a window onto legal practice in the central Middle Ages, raising questions about wider processes of legal change. It emphasises the importance of lordship, in particular, when it comes to making sense of how and why warranty obligations developed the way they did. It thus challenges the prevailing explanatory narratives invoked by scholars when discussing warranty, and invites us to ask questions about the sorts of stories we tell when looking at legal change. Combining documentary and prescriptive lawbooks, along with a rich corpus of case material, this book offers a comprehensive account of a little-studied phenomenon, one that can elucidate much larger interpretative questions that are central to French legal history.

    Abstract: After West African migrants arrived in France in the 1960s, the authorities opened residences for them known as "foyers." Initially intended to contain the West African population, these hostels for single men fostered the emergence of Black communities in the heart of Paris and other cities. More recently, however, a nationwide renovation program sought to replace the collective living arrangements of foyers with more individualized spaces by constructing new buildings or drastically reshaping existing ones-and casting the West African presence as a threat to French identity.Aïssatou Mbodj-Pouye examines the changing roles that foyers have played in the lives of generations of West African migrants, weaving together rich ethnographic description with a critical historical account. She shows how migrants settled in foyers through kinship ties, making these buildings key parts of diasporic networks. Migrants also forged a sense of place in foyers, in an intricate relationship with bureaucratic requirements such as having an address. Mbodj-Pouye scrutinizes the physical and social evolution of foyers and the administrative dynamics that governed them. She argues that even though these buildings originated in state attempts to manage migrants along racial lines, the shared way of life that they encouraged helped spark a sense of political agency and belonging whose significance extends far beyond their walls.Combining close attention to the social and cultural meanings of the foyers and keenly observed portraits of Black experiences in France across decades, An Address in Paris offers a new lens on the global African diaspora.

    Abstract: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects-and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food-this most basic of human needs-to its central place in the formation of modern political obligation and humanitarian ethics.

    Abstract: New research into medieval women from the Anglo-Saxon to the late medieval period demonstrates their energy, defiance and wit. The phenomenon of medieval women's middle age is a stage in the lifecycle that has been frequently overlooked in preference for the examination of female youth and old age. The essays collected here, ranging from the Anglo-Saxon to the late medieval period, and drawing variously from literary studies, history, law, art and theology, address this lacuna. Taking a variety of critical approaches, the contributors consider medieval definitions, paradigms andexperiences of female middle age, analysing how the middle-aged woman perceived herself subjectively, as well as how she was perceived by others. They seek to challenge the received wisdom that in the middle ages, at forty, womenwere deemed "old" and, from that point onwards, their thoughts should be focused on preparing for death.     Abstract: Archival research into policing and surveillance of migrant women illuminates pressing contemporary issues. Examining little-known policing archives in France, Senegal, and Cambodia, Jennifer Anne Boittin unearths the stories of hundreds of women labelled 'undesirable' by the French colonial police and society in the early 20th century. These 'undesirables' were often women travelling alone, women who were poor or ill, women of colour, or women whose intimate lives were deemed unruly. In considering how ordinary women pursued autonomy, security, companionship, or simply a better existence in the face of surveillance and control, 'Undesirable' illuminates pressing contemporary issues of migration and violence.

    Abstract: Examines the role of the American Revolution in the everyday lives of womenPatriarchal forces of law, finance, and social custom restricted women's rights and agency in revolutionary America. Yet women in this period exploited these confines, transforming constraints into vehicles of female empowerment. Through a close reading of thousands of legislative, judicial, and institutional pleas across seventy years of history in three urban centers, Jacqueline Beatty illustrates the ways in which women in the revolutionary era asserted their status as dependents, demanding the protections owed to them as the assumed subordinates of men. In so doing, they claimed various forms of aid and assistance, won divorce suits, and defended themselves and their female friends in the face of patriarchal assumptions about their powerlessness. Ultimately, women in the revolutionary era were able to advocate for themselves and express a relative degree of power not in spite of their dependent status, but because of it.Their varying degrees of success in using these methods, however, was contingent on their race, class, and socio-economic status, and the degree to which their language and behavior conformed to assumptions of Anglo-American femininity. In Dependence thus exposes the central paradoxes inherent in American women's social, legal, and economic positions of dependence in the Revolutionary era, complicating binary understandings of power and weakness, of agency and impotence, and of independence and dependence. Significantly, the American Revolution provided some women with the language and opportunities in which to claim old rights—the rights of dependents—in new ways. Most importantly, In Dependence shows how women's coming to consciousness as rights-bearing individuals laid the groundwork for the activism and collective petitioning efforts of later generations of American feminists

    Abstract: This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU’s approach to trafficking in women for sexual exploitation. That is, its progressive securitisation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has thus become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the desecuritising potential of the anti-trafficking advocacy of both transnational neo-abolitionist and sex worker organisations. This book unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU’s internal security, violence against women and anti-trafficking policies.     Abstract: This book provides a wealth of fascinating information about many significant and lesser-known nineteenth-century Christian authors, mostly women, who were motivated to write material specifically for children’s spiritual edification because of their personal faith. It explores three prevalent theological and controversial doctrines of the period, namely Soteriology, Biblical Authority and Eschatology, in relation to children’s specifically engendered Christian literature. It traces the ecclesiastical networks and affiliations across the theological spectrum of Evangelical authors, publishers, theologians, clergy and scholars of the period. An unprecedented deluge of Evangelical literature was produced for millions of Sunday School children in the nineteenth century, resulting in one of its most prolific and profitable forms of publishing. It expanded into a vast industry whose magnitude, scope and scale is discussed throughout this book. Rather than dismissing Evangelical children’s literature as simplistic, formulaic, moral didacticism, this book argues that, in attempting to convert the mass reading public, nineteenth-century authors and publishers developed a complex, highly competitive genre of children’s literature to promote their particular theologies, faith and churchmanships, and to ultimately save the nation. Irene Euphemia Smale is an Adviser on Children’s and Family Work for the Church of England and a leading expert in historical research for the Archbishops’ Commission on Families and Households. She is Chaplain to the Prebendal School in Chichester and Cathedral Deacon for the Cathedral Church of the Holy Trinity in Chichester. She is an alumna of the University of Chichester, UK, and was an Associate Lecturer in Practical Theology there for several years. Smale has previously published on children and religion in society from the ancient world to Jesus Christ.

    Abstract: This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. The exploration ultimately highlights the multidimensional nature of international discussion on nuclear non-proliferation as the ROK’s nuclear development attempts, U.S. non-proliferation efforts, and the U.S.-France nuclear technology cooperation in the 1970s were all deeply connected. .

It assesses the assumptions of an imminent wave of domestic violence against reliable data from crime statistics, surveys, and various institutions responding to domestic violence. Collecting partner country reports from Austria, Finland, France, Germany, Hungary, Portugal, Scotland and Slovenia, it demonstrates the effects that lockdown measures starting March 2020 had on reported DV incidents.     Abstract: This book examines radical Jihad terrorism in contemporary France and sheds light on the vicious circle of violence, based on reciprocity. Building upon the theoretical heritage of Pierre Bourdieu, the book develops a methodology and a concept of the vicious circle of violence in France, based on three pillars: actors, dynamics, and effects. Discussing the development of global terrorism between the 9/11 attacks and the launch of the European front against global terror in Spain and Great Britain, the book goes on to analyze why France has not been attacked during the 2000s and why it, in turn, became a primary target of terrorist attacks during the 2010s, with a special emphasis on communication theory and the concept of reciprocity. Studying these attacks on the international level, the book offers insights into violent acts of revenge of the radical home-grown jihadists for the French military interventions in four Middle Eastern and North African (MENA) countries, especially Libya and Syria. It further investigates the following growing radicalization of the Muslim community on the national level as a reason for terrorist attacks. Finally, the book sheds light on the reactions from within the French military to these developments, before closing with a presentation of the new political context after the 2022 presidential and legislative elections. Based on empirical evidence and a theoretical background this book will appeal to students and scholars of political science and international relations, as well as policy-makers and practitioners interested in a better understanding of terrorism, French politics, and communication theory.

They also examine scores of family histories and interview family members, lawyers, and notaries to identify the accounting tricks that tip the scales in favor of men.Women across the class spectrum-from poor single mothers to MacKenzie Scott, ex-wife of Amazon billionaire Jeff Bezos-can face systematic economic disadvantages in divorce cases.     Abstract: Looking back over the centuries, migration has always formed an important part of human existence. Spatial mobility emerges as a key driver of urban evolution, characterized by situation-specific combinations of opportunities, restrictions, and fears. This collection of essays investigates interactions between European cities and migration between the early modern period and the present. Building on conceptual approaches from history, sociology, and cultural studies, twelve contributions focus on policies, representations, and the impact on local communities more generally. Combining case-studies and theoretical reflections, the volume's contributions engage with a variety of topics and disciplinary perspectives yet also with several common themes. One revolves around problems of definition, both in terms of demarcating cities from their surroundings and of distinguishing migration in a narrower sense from other forms of short- and long-distance mobility. Further shared concerns include the integration of multiple analytical scales, contextual factors, and diachronic variables (such as urbanization, industrialization, and the digital revolution)

    Abstract: The Bell Beaker Culture in All its Forms contains the proceedings of the 22nd meeting of the 'Archeologie et Gobelets' Association which took place in Geneva, Switzerland in January 2021. The book is structured in three parts: Archaeological Material demonstrates how ceramics, lithics, wrist guards, and metal artifacts contribute to our understanding of the Bell Beaker Culture. Funerary Archaeology and Anthropology considers how the particular context of death and the human skeleton can be employed to gain information on Bell Beaker populations. The final section, Reconstructing Bell Beaker Society, builds upon archaeological evidence to discuss site interpretations as well as the wide-reaching topics of ritual, culture, and symbolism. With the publication of these proceedings, it is hoped that the conference interactions can facilitate future research and discussions on Bell Beaker societies and their roles within Neolithic Europe and beyond.

    Abstract: With tightening public finances, land value capture (LVC) can be an attractive fiscal tool to finance ever-increasing demands for transport infrastructure. This paper begins by discussing the principles of LVC and individual LVC instruments in the context of infrastructure provision, with a focus on the opportunities and challenges for LVC implementation. It then presents unique case studies of LVC use in France, Japan, Korea and the United Kingdom, highlighting how it was used to fund the construction of major subways and railways. Based on these case studies, the paper discusses some key insights, including how to use LVC together with expropriation, enacting enabling legal frameworks, and diversifying revenue streams. It also highlights some common considerations for successful implementation, most notably for eliciting public support, promoting transit-oriented development, and establishing fair and transparent rules for LVC.

    Abstract: During the nineteenth century, words like 'intersex' and 'trans' had not yet been invented to describe individuals whose bodies, or senses of self, conflicted with binary sex. But that does not mean that such people did not exist.     Abstract: "How did art critics come to speak of light and dark as, respectively, "high in value" and "low in value." In this book, Henry Sayre traces the origins of this usage in one of art history's most famous and racially charged paintings, Manet's Olympia. Masterfully researched and argued, this bold study reveals the extraordinary weight of history and politics that Manet's painting bears, and the presence of slavery at modernism's roots. Sayre shows that it was Émile Zola who introduced a new "law of values" to art criticism in an 1867 essay on Manet. Unpacking the intricate contexts of Zola's essay and of several related paintings of Manet, Sayre argues that Zola's use of the economic metaphor of "value" was doubly coded. On the one hand, it was a feint that deflected attention away from Olympia's actual subject and toward the painting's formal qualities. On the other, Sayre argues, "value" for Zola was a trope for the political economy of slavery and the Second Empire's complicity in the ongoing slave trade in the Americas.
