    Abstract: In post-war Europe, protest was everywhere. On both sides of the Iron Curtain, from Paris to Prague, Milan to Wroclaw, ordinary people took to the streets, fighting for a better world. Their efforts came to a head most dramatically in 1968 and 1989, when mass movements swept Europe and rewrote its history. In the decades between, Joachim C. Häberlen argues, new movements emerged that transformed the nature of protesting. Activism moved beyond traditional demonstrations, from squatting to staging 'happenings' and camping out at nuclear power plants. People protested in the way they dressed, the music they listened to, the lovers they slept with, the clubs where they danced all night. New movements were born, notably anti-racism, women's liberation, gay liberation, and environmentalism. And protest turned inward, as activists experimented with new ways of living and feeling, from communes to group therapy, in their efforts to live a better life in the here and now. Some of these struggles succeeded, others failed. But successful or not, their history provides a glimpse into roads not taken, into futures that did not happen. The stories in Häberlen's book invite us to imagine different futures; to struggle, to fail, and to try again. In a time when we are told that there are no alternatives, they show us that there could be another way.

    Abstract: This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. The objective of this book is to study the 2019 electoral sequence (parliamentary elections, appointment of EU institutions leaders, investiture of the Commission, new legislative programme) and determine its influence on the main institutional and political challenges for the 2019-2024 legislature. In other words, the volume deals with the question of who holds the EU’s leadership after the 2019 elections and how it handles the 2020-2021 pandemic.     Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs.     Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating.     Abstract: This book focuses on local state-society relations, understood as institutionalised relations between local municipalities across Europe and individual, collective or corporate societal actors. It presents a typology of local state–society relations, and applies this to characterise the most relevant institutionalised relations between local government and societal actors at the municipal level in 22 European countries. The comparative volume will clarify whether or not patterns can be detected in the makeup of different types of networks; whether or not these patterns are country-specific or policy-specific; and why cases exist which are so distinct that they are not subsumable under a certain pattern. Taken together, this book will go beyond national typologies to emphasise the role of agency and innovation in particular policy sectors, providing a major contribution in the study of the local governance of Europe. It will appeal to scholars and students of local governance, public administration, urban planning and European studies. Björn Egner is Adjunct Professor at the Institute of Political Science, Technische Universität Darmstadt, Germany. His research interests include local politics, housing policy and fiscal policy. Hubert Heinelt is Professor of Public Administration, Public Policy and Urban Research at the Technische Universität Darmstadt, Germany.     Abstract: Considering the history of workers' and socialist movements in Europe, Frontier Socialismfocuses on unconventional forms of anti-capitalist thought, particularly by examining several militant-intellectuals whose legacy is of particular interest for those aiming for a radical critique of capitalism. Following on the work of Michael Löwy, Quirico & Ragona identify relationships of “elective affinity” between figures who might appear different and dissimilar, at least at first glance: the German Anarchist Gustav Landauer, the Bolshevik Alexandra Kollontai, the German communist Paul Mattick, the Italian Socialist Raniero Panzieri, the Greek-born French euro-communist Nikos Poulantzas, the German-born Swedish Social Democrat Rudolf Meidner, and the French social scientist Alain Bihr as well as two historical struggle experiences, the Spanish Republic and the Italian revolutionary group “Lotta continua”. Frontier Socialism then analyzes these thinkers' and experiences’ respective paths to socialism based on and achieved through self-organization and self-government, not to build a new tradition but to suggest a path forward for both research and political activism. Monica Quirico is an Honorary Research Fellow in the Institute of Contemporary History at Södertörn University, Sweden.     Abstract: "〈i〉Reclaiming migration〈/i〉 critically assesses the European Union's migration policy agenda by engaging voices from the so-called migrant crisis that usually remain unheard: those of people on the move. It analyses a counter-archive of testimonies co-produced with people migrating across the Mediterranean in 2015 and 2016 to document how EU policy both produces and maintains precarity. Testimonies based on lived experiences of travelling to and arriving in the EU draw attention to the flawed assumptions embedded within the deterrence paradigm and policies of anti-smuggling, within protection mechanisms and asylum procedures that rely on simplistic understandings of the migratory journey and within the EU's self-projection as a place of human rights and humanitarianism. But the book goes further, revealing how the experiences of precarity to which such policies give rise are inseparable from the claims for justice advanced by people on the move, who collectively provide a damning critique of the EU policy agenda. 〈i〉Reclaiming migration〈/i〉 develops a distinctive 'anti-crisis' approach to migratory politics and shows how migration forms part of a broader movement that challenges the injustices of Europe's 'postcolonial present'.     Abstract: Reclaiming migration critically assesses the EU’s migration policy by presenting the unheard voices of the so-called migrant crisis.     Abstract: "Since the 1990s, biometric border control has attained key importance throughout Europe. Employing digital images of, for example, fingerprints, DNA, bones, faces or irises, biometric technologies use bodies to identify, categorize, and regulate individuals' cross-border movements. Based on innovative collaborative fieldwork, this book examines how biometrics are developed, put to use and negotiated in key European border sites. It analyses the disparate ways in which the technologies are applied, perceived and experienced by border control agents and others managing the cross-border flow of people, by scientists and developers engaged in making the technologies, and by migrants and NGOs attempting to manoeuvre in the complicated and often unpredictable systems of technological control. Biometric technologies are promoted by national and supra-national authorities and industry as scientifically exact and neutral methods of identification and verification, and as an infallible solution to security threats. The ethnographic case studies in this volume demonstrate, however, that the technologies are, in fact, characterized by considerable ambiguity and uncertainty, and subject to substantial subjective interpretation, translation and brokering with different implications for migrants, border guards, researchers and other actors engaged in the border world"--

    Abstract: "In Refuge beyond Reach, David Scott FitzGerald traces the origin and development of the practices deployed by governments to deter asylum seekers from the 1970s to the present. FitzGerald draws on official government documents, information obtained via WikiLeaks and FOIA requests from the CIA, and interviews with asylum seekers to systematically analyze the policies associated with the remote control of asylum seekers. He shows how the US, Canada, Europe, and Australia comply with the letter of law while violating the spirit of those laws through a range of remote control practices: the dome, the moat, the buffer, the cage, and the barbican. Remote control flourishes in secrecy behind the closed doors of consulates and airport terminals and in the anonymity of the seas and remote border regions. These policies may violate law, but Fitzgerald identifies some pressure points. Bilateral relationships, an autonomous judiciary enforcing rights, and oversight by transnational civil society watchdogs can temper the worst abuses"--

    Abstract: Work is widely thought to have become more precarious. Many people feel that unions represent the interests of protected workers in good jobs at the expense of workers with insecure employment, low pay, and less generous benefits. Reconstructing Solidarity: Labour Unions, Precarious Work, and the Politics of Institutional Change in Europe argues the opposite: that unions try to represent precarious workers using a variety of creative campaigning and organizational tactics. Where unions can limit employers' ability to 'exit' labour market institutions and collective agreements and build solidarity across different groups of workers, this results in a virtuous circle, establishing union control over the labour market. Where they fail to do so, it sets in motion a vicious circle of expanding precarity based on institutional evasion by employers. Exploring the struggle of the unions against the expansion of precarious work in Europe, Reconstructing Solidarity explains the importance of how unions build, or fail to build, inclusive worker solidarity.     Abstract: It is clear that the right is on the rise, but after Brexit, the election of Donald Trump and the spike in popularity of extreme-right parties across Europe, the question on everyone's minds is: how did this happen? An expansive investigation of the ways in which a newly-configured right interconnects with anti-democratic and illiberal forces at the level of the state, Europe's Fault Lines provides much-needed answers, revealing some uncomfortable truths. What appear to be "blind spots" about far-right extremism on the part of the state, are shown to constitute collusion-as police, intelligence agencies and the military embark on practices of covert policing that bring them into direct or indirect contact with the far right, in ways that bring to mind the darkest days of Europe's authoritarian past. Old racisms may be structured deep in European thought, but they have been revitalized and spun in new ways: the war on terror, the cultural revolution from the right, and the migration-linked demonization of the destitute "scrounger". Drawing on her work for the Institute of Race Relations over thirty years, Liz Fekete exposes the fundamental fault lines of racism and authoritarianism in contemporary Europe.

    Abstract: In Europe today, staunchly nationalist parties such as France's National Front and the Austrian Freedom Party are identified as far-right movements, though supporters seldom embrace that label. More often, "far-right" is pejorative, used by liberals to tar these groups with the taint of fascism, Nazism, and other discredited ideologies. Jean-Yves Camus and Nicolas Lebourg's critical look at the far right throughout Europe--from the United Kingdom to France, Germany, Poland, Italy, and elsewhere--reveals a pre-history and politics more complex than the stereotypes suggest and warns of the challenges these movements pose to the EU's liberal-democratic order. The European far right represents a confluence of many ideologies: nationalism, socialism, anti-Semitism, authoritarianism. In the first half of the twentieth century, the radical far right achieved its apotheosis in the regimes of fascist Italy and Nazi Germany. But far-right movements have evolved significantly since 1945, as Far-Right Politics in Europe makes clear. The 1980s marked a turning point in political fortunes, as national-populist parties began winning seats in European parliaments. Since the terrorist attacks of 9/11, a new wave has unfurled, one that is explicitly anti-immigrant and Islamophobic in outlook. Though Europe's far-right parties differ in important respects, they are motivated by a common sense of mission: to save their homelands from the corrosive effects of multiculturalism and globalization by creating a closed-off, ethnically homogeneous society. Members of these movements are increasingly determined to gain power through legitimate electoral means. In democracies across Europe, they are succeeding.--

    Abstract: Migrating Borders and Moving Times analyses migrant border crossings in relation to their everyday experiences of time and connects these to wider social and political structures. Sometimes border crossing takes no more than a moment; sometimes hours; some crossers find themselves in the limbo of detention; for others, the crossing lasts a lifetime to be interrupted only by death. Borders not only define separate spaces, but different temporalities. In the wake of the Eurozone crisis, Democratizing Europe argues that part of our collective failure to re-orient the EU's trajectory lies in our failure to fully characterize the EU government's dependent path. Bringing together new streams of scholarship in history, law, sociology, and political science, this book suggests a new portrait of the EU's singular political model. Tasked with Europe's grand project, the edification of a unique economic and monetary Market, the European Court, Commission, and Central Bank have been the cradle in which the EU polity has been shaped, staged, and legitimized. In this context, it is no wonder that the many attempts to parliamentarize Europe have had limited democratic effects. Vauchez suggests that we recognize this historically-rooted centrality of Europe's independent branch and adapt our democratization strategies accordingly. "--

    Abstract: By examining the implementation dynamics of EU Readmission Agreements (EURAs), this book addresses the practical reasons why irregular immigrants cannot be expelled. EURAs are one of the vital legal instruments framing EU external migration law with regard to the expulsion of irregular immigrants, yet their implementation has met with various obstacles. Above all, the process of determining an individual’s legal identity has proven to be one of the most controversial aspects in the implementation of EURAs. The analysis shows that the process of identifying who is whose national in the context of readmission creates two existential dilemmas: first from the perspective of the sovereignty of third countries of origin and the legal standards laid out in international instruments as regards states’ powers in determining nationality, and second regarding the agency of the individual as a holder of fundamental human rights. How do the EURAs deal with or aim at alleviating these identity determination dilemmas? The book provides a comparative analysis of the administrative procedures and rules envisaged by EURAs aimed at proving or presuming the nationality of the persons to be readmitted to their country of origin. It focuses on the ways in which nationality is to be determined or presumed in the scope of the 2010 EURA with Pakistan, and compares it with those foreseen in the EURAs with Armenia, Azerbaijan, Cape Verde, Georgia, and Turkey. As such, the book provides a unique and up-to-date study of EURAs and their implementation challenges in the broader context of EU external migration law and policy

    Abstract: "With the leverage of digital reproducibility, historical messages of hate are finding new recipients with breathtaking speed and scope. The rapid growth in popularity of right-wing extremist groups in response to transnational economic crises underscores the importance of examining in detail the language and political mobilization strategies of the New Right. In Europe, for example, populist right-wing activists organized around an anti-immigration agenda are becoming more vocal, providing pushback against the increase in migration flows from North Africa and Eastern Europe and countering support for integration with a categorical rejection of multiculturalism. In the United States, anti-immigration sentiment provides a rallying point for political and personal agendas that connect the rhetoric of borders with national, racial, and security issues. Digital Media Strategies of the Far Right in Europe and the United States is an effort to examine and understand these issues, informed by the conviction that an interdisciplinary and transnational approach can allow productive comparison of far-right propaganda strategies in Europe and the United States. With a special emphasis on performing ideology in the far-right music scene, on violent anti-immigrant stances, and on the far right's skillful creation and manipulation of virtual communities, the contributions foreground the cultural shibboleths that are exchanged among far-right supporters on the Internet, which serve to generate a sense of group belonging and the illusion of power far greater that the known numbers of neo-Nazis in any one country might suggest. Moreover, with attention to transatlantic right-wing movements and their use of particularly digital media, the essays in this volume put pressure on the similarities among the various national agents, while accommodating differences in the virtual and sometimes violent identities created and nurtured online"--Provided by publisher

    Abstract: Since 1989, nation-building has become a growth industry. In two prior volumes, RAND has analyzed the United States' and United Nations' (UN's) performance in this sphere, examining instances in which one or the other led such operations. In this monograph, we look at Europe's performance, taking six instances in which European institutions or national governments have exercised comparable leadership. To complete our survey of modern nation-building, we have also included a chapter describing Australia's operation in the Solomon Islands. In previous volumes, we defined nation-building as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. By specifying the use of armed force, we are not suggesting that compulsion is always necessary or even desirable, nor do we mean to imply that only armed force is used in such missions. The European Union has, indeed, become quite adept at mounting nonmilitary interventions in support of conflict resolution. We do believe that peace operations that include a military component can be usefully grouped together for analytical purposes, however, since the employment of force and the integration of military and civil instruments impose particular demands. Neither, in employing the term nation-building to describe this activity, are we seeking to distinguish it from what the United Nations calls peace-building, what the U.S. government calls stabilization and reconstruction, and what many European governments prefer to call state-building. Nation-building is the term most commonly used in American parlance, but any of these other phrases may serve equally well; those who prefer can substitute one or the other without injury to our argument. This is not a comprehensive study of all nation-building operations that have involved European countries. European troops, police, civilian advisers, and money have supported nearly every such operation over the past 60 years. Rather, it is a study of the European role in six cases in which the European Union or a European government led all or a key part of such an operation: Albania, Sierra Leone, Macedonia, Côte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. There are obvious difficulties in distinguishing among U.S.-, UN-, and European-led nation-building, since many international peace operations involve the participation of all three.     Abstract: The world's largest and longest-running song competition, the Eurovision Song Contest is a significant and extremely popular media event throughout the continent and abroad. The Contest is broadcast live in over 30 countries with over 100 million viewers annually. Established in 1956 as a televised spectacle to unify postwar Western Europe through music, the Contest features singers who represent a participating nation with a new popular song. Viewers vote by phone for their favourite performance, though they cannot vote for their own country's entry. This process alone reveals much about national identities and identifications, as voting patterns expose deep-seated alliances and animosities among participating countries. Here, an international group of scholars from a variety of disciplines, including musicology, communications, history, sociology, English and German studies, explore how the contest sheds light on issues of European politics, national and European identity, race, gender and sexuality, and the aesthetics of camp. For some countries, participation in Eurovision has been simultaneously an assertion of modernity and a claim to membership in Europe and the West. Eurovision is sometimes regarded as a low-brow camp spectacle of little aesthetic or intellectual value. The essays in this collection often contradict this assumption, demonstrating that the contest has actually been a significant force and forecaster for social, cultural and political transformations in postwar Europe.
