    Abstract: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Abstract: This book explores the ideas of nine renowned economists to present the evolution of economic thought on the development and trajectory of capitalism as a system. The author shows how this diverse group of thinkers are linked by their thinking on the future role of capitalism in society and fleshes out the influences informing each economist’s work. With chapters dedicated to Karl Marx, Joseph Schumpeter, Thorstein Veblen, Henry George, Gunnar Myrdal, Alfred Marshall, Allyn Young, J. M. Keynes and Amartya Sen, the book aims to analyse contrasting views on the future of capitalism in historical perspective and make a critical assessment of their insights in contemporary contexts. While considering the views of some thinkers such as Marx, Schumpeter, and Veblen who critiqued capitalism, the book does not view capitalism beyond redemption, nor is meant to be a critique of capitalism in its conclusions. Rather, it argues that thinkers like Marshall, Myrdal, Young and Keynes were more right in their optimism about the future prospects of capitalism than many others. It argues that capitalism can be reformed through the democratic process in a more humane direction. This can happen if democracy works for all, and if discriminating privileges and crony capitalism are eschewed. This book is valuable reading for scholars and students of economic history and the history of economic thought. Ramesh Chandra is an independent economist who has published extensively including three books. It situates the discussion in John Maynard Keynes’ and Ronald Fisher’s seminal works on probability, as well as introducing key tenets of probability theory and how these can be applied to economic events. The book considers the relationship between artificial intelligence and economic events, the role of big data, and international examples from different economic systems and how these can be evaluated. It also introduces a multidisciplinary exploration of other social sciences and how they deal with uncertainty, to assess the extent to which it is possible to apply probability theory to economic events which are by nature erratic and uncertain.     Abstract: Contemporary macroeconomics is built upon microeconomic principles, with its most recent advance featuring dynamic stochastic general equilibrium models. The textbook by Heer and Maußner acquaints readers with the essential computational techniques required to tackle these models and employ them for quantitative analysis. This third edition maintains the structure of the second, dividing the content into three separate parts dedicated to representative agent models, heterogeneous agent models, and numerical methods. At the same time, every chapter has been revised and two entirely new chapters have been added.     Abstract: This book develops an empirically informed normative theory of need-based justice, summarizing core findings of the DFG research group FOR2104 “Need-based Justice and Distributive Procedures”. In eleven chapters scholars from the fields of economics, political science, philosophy, psychology, and sociology cover the identification and rationale of needs, the recognition and legitimacy of needs, the dynamics and stability of procedures of distributions according to needs, and the consequences and sustainability of need-based distributions.     Abstract: This textbook presents a new way to visualize or imagine the evolutionary architecture of economics, to judge both its practical outcomes and its ultimate value. Evolutionary economics employs an Aristotelian architecture. The cognitive value of this imagination[H1] must be directly relevant to the evolutionary theory and practice of designing the architecture of the economic system. Mainstream economics completely ignores design value in order to concentrate on the ideal, Platonic vision of the economy. The current system is no longer one that converges on a constant entity, because the system is constantly evolving. The advent of the digital economy is an indispensable next step, and computational power and algorithmic rationality are increasingly dominating the economic system—and complicating it. In today’s society, neither fault nor malice matters in the algorithmic or human system. There is little room left for the effective working of human reason. Correspondingly, the meanings of money, exchange, the market system, auctions, production, consumption, and the currency transaction system are poised to change. In most cases, there will be digital counterparts. A smart contract tied together with DLT, for example, makes it possible to design an economically well-behaved peer-to-peer (P2P) system, which ranges from the micromarket to the international currency transaction system. The introduction of this technology and its architectural design may suggest what a truly decentralized future entails. This change may also bring about a new understanding of existing social consensus and practice. Thus, the implementation of these considerations naturally leads to a new style of chapter structuring in this book, from the classical analytical approach to exploring computational methods and digital tools: in many cases, the problems presented in each chapter are combined with discussions of a respective computational method and its practical value. .

    Abstract: This book examines the dissemination, adaptation, and application of classical economic ideas within the Hispanic world through the life of José Joaquín de Mora. Focusing on the decades surrounding the creation of the Latin American republics, it highlights how ideas from the classical political economy, including liberalism and free trade, were pioneered in the work of Mora and disseminated across the Spanish speaking world. Particular attention is given to the influence of Mora in Argentina, Chile, Peru, and Bolivia and how he helped shape their economic development models and political environments. This book examines the essential role José Joaquín de Mora played in the ideological and political modernisation of Latin America.     Abstract: This open access book is the first to provide an analysis of the Dutch paper industry over a period encompassing six centuries. Responding to a trend of renewed scholarly interest in paper industries and production, the book seeks to illuminate the factors behind this relatively small national industry’s centuries-long survival. Previous historical research has shown that sets of colonial, trade, merchant and family networks, tightly interwoven through a dense web of capital, were crucial for paper production and trade in early modern Europe. This book situates the Dutch paper industry within these overlapping contexts and their shifting dynamics over time, and historicizes the challenges and obstacles it had to overcome through four phases of capitalism: the rise of Dutch capitalism (1580–1815), Dutch monarchic liberalism (1815–1914), Fordism (1914–1980), and post-Fordism (1980 until now). Each chapter covers not only technological advancements in the industry, but its development alongside further determining dimensions, such as state-industry relations (industry policies), labour-capital relations (unions) and competition and cooperation, overall painting a picture of how the industry adapted to and endured changes in national and global networks surrounding the industry. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

While country managers try to normalize gradually, vaccine development and vaccination studies continue at full speed. Vaccination cards have become the most crucial document and passports in world mobility. Now, all countries have learned to live with the pandemic. Still, to realistically evaluate the long-term effects of the Covid-19 epidemic on the world system and the global economy, it is necessary to reach a particular stage of the normalization process and to carry out comprehensive damage-detection studies on the reflections of the epidemic in areas such as growth, employment, and investment. The primary purpose of this book is to bring together various valuable studies that reveal the impact of the Covid-19 epidemic on the world economy and new world orders.     Abstract: As the world emerges from the COVID-19 pandemic, this book explores current migration and integration challenges. Against the background of long-term migration trends, it asks whether the pandemic has changed the patterns observed, transformed the circumstances international migrants face at destination or whether the opportunities and challenges for integration have been altered. Twenty-four researchers have contributed to this volume with research attention on how COVID-19 has affected transnationalism and identity, labour market employment, and impacted the discrimination of migrants in a variety of ways. Loyalties and tensions created by the need to include also hesitant migrant groups in vaccination programmes are explored. The role of cosmopolitanism and welfare chauvinism in narratives on inward migrations flows, the stance of trade unions on migration, the complexities of implementing return policies, and the challenges faced by unaccompanied refugee youth from Afghanistan are also discussed. The book aims to provide a background to the future of migration, both in relation to the labour market and to society. It will be relevant to multi-stakeholders, students, and scholars interested in migration and integration as well as in the economic and social impact of Covid-19. Lin Lerpold is an Associate Professor at the Stockholm School of Economics. She is also director of the SIR Center for Sustainability Research and vice director of the Sustainable Finance Lab. She was the founding director of the Mistra Center for Sustainable Markets and her research focuses on various aspects of social sustainability. Örjan Sjöberg is a Professor of Economic Geography at the Stockholm School of Economics, where he is also affiliated with the SIR Center for Sustainability Research. He has a longstanding interest in issues at the intersection of migration, labour markets and urban growth. Karl Wennberg is a Professor at the Stockholm School of Economics and academic director of the House of Governance and Public Policy (GaPP).     Abstract: The economic and fiscal costs of gender inequalities, such as the gender employment gap, are high. Intersectional analysis improves understanding of gender gaps and the measures needed to address them. This paper looks at how gender budgeting can be expanded to include intersectional analysis, allowing for consideration of how gender inequalities intersect with inequalities based on race, socioeconomic class, sexual orientation and disability. It provides examples from governments that have started to incorporate an intersectional approach to gender budgeting. It also highlights the main benefits and challenges associated with intersectional analysis and considers what governments can do to support an intersectional approach to gender budgeting.

    Abstract: For implementing their economic and social policies, governments have traditionally relied on direct spending but increasingly use “non-standard” policy instruments, such as loans and guarantees. However, in many OECD countries, loans and guarantees are not yet submitted to the same scrutiny than direct spending as part of the budget process, and future costs associated with the use of these policy instruments are often not estimated, nor provisioned, making them appear initially costless. In turn, this generates risks of potentially biased budgetary decision making, deviations from medium-term spending plans and limited transparency. Considering experiences of OECD countries, this paper advises that budget offices take a leading role in proposing budgetary treatments for loans and guarantees that ensure an even-level playing field with traditional spending and put considerations of efficiency of spending above optimisation of short-term fiscal outcomes.

    Abstract: This paper, based on preliminary results of the 2023 OECD SBO Survey on Budget Frameworks, takes stock of OECD countries’ practices in top-down and medium-term budgeting. It shows that OECD countries’ fiscal frameworks can be characterised by strong reliance on multiple fiscal rules or objectives for enforcing fiscal discipline, with medium-term and top-down budgeting not used yet to their full potential in some countries. Drawing on the OECD Spending Better Framework, this paper advises that countries that wish to strengthen their fiscal frameworks reinforce the processes and institutions that underpin effective medium-term and top-down budgeting systems. Central to this is producing and publishing more regularly baseline projections of government expenditures and setting credible multi-year expenditure ceilings that serve as stringent guidelines for budget planning, while also allowing for some degree of flexibility under clearly defined conditions.

    Abstract: A new trend is appearing in government budgets: using the budget process to help transform society and achieve results in relation to cross-cutting government goals, referred to in this paper as “transformational agendas”, often seeking to overcome persistent economic, social or environmental issues, which require action from across different policy areas. Transformational budgeting is a holistic approach to budgeting that helps align disparate activities with central goals, or agendas. The paper reviews how budget processes have evolved in modern public finance, with a view to enhancing the efficient and effective use of inputs to deliver results. It presents the emergence of transformational budgeting as a tool to help transform societies in response to new global agendas, such as the SDGs. The paper showcases transformational budgeting in practice, drawing on experiences from Spain.

    Abstract: This paper explores how Early Childhood Education and Childcare (ECEC) can be more effectively financed and delivered to promote human capital development, economic growth and well-being. It discusses evidence showing that quality ECEC contributes to better education outcomes and higher future earnings, particularly for socio-economically disadvantaged children. Yet it identifies challenges in delivering ECEC services, including uneven coverage and lack of affordability in many OECD countries, necessitating intergovernmental fiscal co-operation. In the wake of the COVID-19 pandemic’s disruptive effects on children’s learning and future GDP, the paper underscores the urgent need for effective policy interventions. These include augmenting public spending, implementing equitable fiscal governance models, enhancing the affordability of services and establishing robust monitoring systems. By addressing these issues, the paper posits that we can ensure equitable access to high-quality ECEC and fortify the resilience of our education systems for future generations.

    Abstract: There is a foundational crisis in financial theory and professional investment practice: There is little, if any, credible evidence that active investment strategies and traditional institutional quantitative technologies are able to provide superior risk-adjusted, cost-adjusted return over investment relevant horizons. Economic and financial theory has been in error for more than fifty years and is the fundamental cause of the persistent ineffectiveness of professional asset management. Contemporary sociological and economic theory, agent-based modeling, and an appreciation of the social context for preference theory provides a rational and intuitive framework for understanding financial markets and economic behavior. The author narrates his long-term experience in the use and limitations of traditional tools of quantitative asset management as an institutional asset manager in practice and as a quantitative analyst and strategist on Wall Street. Monte Carlo simulation methods, modern statistical tools, and U.S. patented innovations are introduced to redefine portfolio optimality and procedures for enhanced professional asset management. A new social context for expected utility theory leads to a novel understanding of modern equity markets as a financial intermediary for purchasing power constant time-shift investing uniquely appropriate for meeting investor long-term investment objectives. This book addresses the limitations and indicated resolutions for more useful financial theory and more reliable asset management technology. In the process, it traces the major historical developments of theory and institutional asset management practice and their limitations over the course of the 20th century to the present, including Markowitz and the birth of modern finance, CAPM theory and emergence of institutional quantitative asset management, CAPM and VM theory limitations and ineffective iconic tools and strategies, and innovations in statistical methodologies and financial market theory. Richard Michaud, PhD, is President, Founder, and Chief Executive Officer of New Frontier Advisors. He earned a PhD in Mathematics and Statistics from Boston University, USA and has taught investment management at Columbia University, USA. His research and consulting has focused on asset allocation, investment strategies, global investment management, optimization, stock valuation, and trading costs. He is the author of Efficient Asset Management (with Robert Michaud), Investment Styles, Market Anomalies, and Global Stock Selection, and over 60 published journal articles, manuscripts, and white papers. He is co-holder of four U.S. patents in portfolio optimization and asset management, a Graham and Dodd Scroll winner for his work on optimization, a former editorial board member of the Financial Analysts Journal, associate editor of the Journal of Investment Management, and former director of the “Q” Group.     Abstract: This is the first part of a two-volume set on Concordian economics, a new paradigm whose core completes the Aristotelian-Aquinian project of economic justice. The book delves into the history of economics and presents Concordian economics as a response to the concerns and shortcomings of mainstream economics. Demand-side economics is represented in the process of consumption—the expenditure of monetary wealth to acquire real wealth and financial wealth of a different nature. In contrast, supply-side economics is represented in the production process, the process of producing real wealth, e.g. tables, chairs and foodstuffs. Institutionalists will also welcome this book because it ties the world of real wealth to that of monetary wealth through the process of distributing the value of ownership of both monetary and real wealth as they are created. The book begins with an introduction to Concordian economics, followed by a discussion of how to restore relevance to the field of economic studies. It also presents a revision of the Keynesian model designed to gradually address the major social, economic, and political causes of discord. Moreover, the author warns against the separation of economics from the world of physical things as well as the world of legal and moral issues. Following a discussion on the measurement of real wealth, econometrics is introduced in accordance with the categories of Concordian economics.     Abstract: This volume discusses the role and characteristics of Islamic finance and how it can contribute to a sustainable financial system. Although the origins of Islamic finance date back several centuries, its resurgence is relatively recent. From its modern beginnings in Egypt and Malaysia, Islamic finance is now a growing sector and its recent performance contrasts with that of conventional banks.     Abstract: This book reviews the efficient markets hypothesis from a behavioural finance perspective looking at the stock markets of the five largest Euro economies. It covers some key areas in finance, including efficient markets, equity premium, dividend ratio model, yield curve and term structure, all of which are concepts used to analyse pricing and other behaviour in financial markets. The book studies the term structure of interest rates describing formalizations for zero-coupon and coupon bonds and evaluates results regarding static spot rate and dynamic forward rate regressions for the Euro area. Additionally, it examines the equity premium exploiting variation in stock market returns in both time series and cross-section dimensions, and will be of interest to academics, researchers, and students of financial economics, financial markets, and behavioural finance. Gian Maria Tomat is senior advisor at the Bank of Italy and provides policy and strategic advice to the Governing Board, the Board of Directors and the local administrative Directorates. He actively participates in the activities of national and international central banking working groups and has research interests in the fields of monetary and exchange rate policy, financial and real estate markets and interest rates.     Abstract: By offering a critical assessment of the evolution of standard game theory, this book argues for a shift in the ontology and methodology of game theory for appraising games, one based on understanding the players’ strategic reasoning process. Analyzing the history of economic thought, the book highlights the methodological issues faced by standard game theory in its treatment of strategic reasoning and the consequence it has on the status of players' beliefs. It also highlights how the two original contributions of T. C. Schelling and M. Bacharach can be applied to these issues. Furthermore, the book assesses the intersubjective dimension in games by applying the cognitive sciences and by integrating simulation theory into game theory. Consequently, this book offers an interdisciplinary approach for reassessing the nature of the intersubjectivity involved in strategic reasoning. It shows that the analysis of games should involve the study and identification of the reasoning process that leads the players to a specific outcome, i.e., to a specific solution. A game should not be understood (as is done in standard game theory) as a mathematical representation of an individual choice at equilibrium. This requires investigating the players’ capacity for coordination. Understanding the process of coordination allows us to understand strategic reasoning and ultimately to provide new answers to the indeterminacy problem, one of the central hurdles in game theory, and one that underscores its normative difficulties.

    Abstract: Did you know that Bach invested in mines? That Rossini improved his income by running casinos in the opera houses which on weekends performed his operas? Or that Puccini composed shorter arias to make them fit the length of gramophone disks as they reported him huge revenues? Or who was, in financial terms, the most successful classical composer in history? This book —the first of its kind— studies and compares the finances of twenty classical composers in their historical and economical context. Each chapter details and quantifies the sources of income of these musicians (wages, royalties, subsidies, percentages over the number of performances, arrangements, investments in the musical sector, etc), thus allowing to estimate the income they obtained due to their artistic — primarily compositional, but also related— activities. In addition, it also estimates the composer’s expenditures, thus drawing a relatively complete image of their personal finances. This not only allows to conclude to create a ranking of composers according to their economic success, but —more importantly— for the first time gives an accurate image of the financial situation of a broad set of composers. This allows to correct many false believes while also giving new insights on the relation between economics and music history.

    Abstract: This book presents selected papers of the Euro-Asian Symposium on Economic Theory, held by the Institute of Economics of the Ural Branch of the Russian Academy of Sciences (Ekaterinburg, Russia) on June 29-30, 2022.     Abstract: All over the world, private and public institutions have been attracted to “nudges,” understood as interventions that preserve freedom of choice, but that steer people in particular directions. The most effective nudges are often “defaults,” which establish what happens if people do nothing. For example, automatic enrollment in savings plans is a default nudge, as is automatic enrollment in green energy. Default rules are in widespread use, but we have very little information about how people experience them, whether they see themselves as manipulated by them, and whether they approve of them in practice. In this book, Patrik Michaelsen and Cass R. Sunstein offer a wealth of new evidence about people’s experiences and perceptions with respect to default rules. They argue that this evidence can help us to answer important questions about the effectiveness and ethics of nudging. The evidence offers a generally positive picture of how default nudges are perceived and experienced. The central conclusion is simple: empirical findings strongly support the conclusion that, taken as such, default nudges are both ethical and effective. These findings, and the accompanying discussion, have significant implications for policymakers in many nations, and also for the private sector. Patrik Michaelsen is a Researcher at the University of Gothenburg, Sweden. He holds a Ph. D. in Psychology from the Department of Psychology, University of Gothenburg. Cass R. Sunstein is the Robert Walmsley University Professor at Harvard University, USA. From 2009 to 2012, he was Administrator of the White House Office of Information and Regulatory Affairs, and since that time, he has held several positions in the U.S Government. From 2020 to 2022, he was the Chair of the Technical Advisory Group on Behavioral Insights and Sciences for Health at the World Health Organization. He is the founder and director of the Program on Behavioral Economics and Public Policy at Harvard Law School. Sunstein has written numerous books, including Human Agency and Behavioral Economics: Nudging Fast and Slow (Palgrave, 2017); Why Nudge?: The Politics of Libertarian Paternalism (2014); and Nudge: Improving Decisions About Health, Wealth, and Happiness (with Richard H. Thaler, 2008).

    Abstract: In recent decades, the financial markets have experienced various crises, shocks and disruptive events, driving high levels of volatility. This volatility is too strong to be fully justified simply by changes in fundamentals. This volume discusses these highly relevant issues with special focus on asset pricing and behavioral finance.     Abstract: This book traces the historical development of the network utilities sector in Australia (communications, rail, gas, electricity, water supply, and sewerage services). It looks across industries, time periods and the state and federal jurisdictions, to identify what motivated the various governments to establish these enterprises and what issues arose. The book is therefore informed by the relationship between politics and society on the one hand and economic history on the other; as well as the efforts of governments in Australia to promote economic growth and the wealth of Australians. The main focus of the book is to identify and analyse the following two main questions: (i) What were the main drivers and motivations for governments establishing government-owned business in the network utilities sector? (ii) To what degree were these government-owned businesses successful at achieving the aims of these governments? In doing so the inherent characteristics of these industries are identified, in terms of their need for rights of way, network effects, the monopoly characteristics, and the potential for stimulating growth. Malcolm Abbott is an economist by profession who specialises in research in energy markets, water supply, transport, and network industries in general. In the past he has worked for the ACCC, KPMG, as a Ministerial Advisor, and as an Associate Professor of Economics at the Swinburne University of Technology in Australia. He holds a Ph.D. from the University of Melbourne. Bruce Cohen is a private consultant and former barrister who has worked extensively in the energy and water sectors in Australia.     Abstract: Ethics in Finance earned five major awards: winner of the Business Book Awards (UK) 2022, and the Goody Business Book Awards 2022; silver medal winner, Global Book Awards 2022; bronze medal winner, Axiom Business Book Awards 2022; and finalist, International Book Awards (US) 2022. The book comprises multiple finance and ethics case studies. The second edition adds video summaries to each chapter. The purpose of the book is twofold. First, the case studies teach readers how to evaluate and determine resolutions to ethical issues in finance. Second, the reader enjoys a journey with the author, a woman, through her years working in finance. The case studies focus on ethical issues in finance which the author encountered over nearly a 30-year career in the industry. There are 10 cases extracted from different sectors of finance. This broad range is a consequence of the author’s experience from almost all sides of the business: the buy side, the sell side, equity research in Asia, equity sales, mutual funds, hedge funds, the finance academy, and consulting. Each case study has an engaging narrative describing the background, transactions, players, and ethical issues. The ethical issue is analyzed and resolved using appropriate theories of moral philosophy. Descriptions and analyses are rigorous yet comprehensible, approachable, and entertaining. Apart from ethics determinations, the material in the book describes and explains a variety of specific, and even complex, financial transactions. Each case explains the roles of various players involved. In this way, readers learn about the work involved in different finance positions, from investment bankers and equity traders, to portfolio managers and equity analysts. Readers also get an understanding of major financial transactions and activities such as IPOs, secondary offerings, equity trading, and equity valuations. The book will appeal to the general reader, finance practitioners, college and high school students, and lecturers who can use it to supplement courses in finance or business ethics. Kara Tan Bhala is President and Founder of Seven Pillars Institute for Global Finance and Ethics (USA), the world’s only independent think tank for research, education, and promotion of financial ethics. She was an Honorary Research Fellow at Queen Mary University of London, and is a Jury Member for the Ethics and Trust in Finance Global Prize (Switzerland) and US Ambassador for the Transparency Task Force (UK). She has nearly 30 years of global finance experience through working on Wall Street. Dr. Tan Bhala has five degrees across three disciplines: a Bachelors (City, University of London) and Masters in Business (Oxford University), Masters in Liberal Studies (New York University), and Masters and PhD in Philosophy (University of Kansas).
