    Abstract: The nuclear industry recognises the need for a present-day solution to the future needs in decommissioning and spent nuclear fuel and radioactive waste management. The end state for spent fuel and radioactive waste must be reached by future technical capabilities, but executable based on today’s sound legal system for decades of fund accumulation. Strictly perceived through the perspective of technical implementation, all existing nuclear facilities can be decommissioned by today’s means. Funding, however, is the issue. Each country sets up different systems to ensure financing and implementation of these projects. The adoption of various nuclear back-end strategies results from each country’s different legal system, economic ability and the national nuclear industry’s historic development.

    Abstract: Viewed from a general, global perspective, the recognition and enforcement of foreign judgments is not the rule. On the contrary, it generally requires a specific legal basis and justification that a country accepts the rulings of courts of other states and treats them like its own decisions. The main basis for such treatment is most often an international treaty or a supranational instrument (like, for instance, the Brussels Ibis Regulation1 or the revised Lugano Convention of 20072) that provides for the mutual acceptance of foreign court decisions among the states adhering to the respective instrument. In the absence of a specific bilateral or multilateral treaty or supranational instrument, the states autonomously formulate the conditions under which they recognise and enforce foreign judgments. In this respect, some countries follow a more generous, others a more restrictive, course. But, countries do not recognise foreign judgments without preconditions;3 every country provides for a certain type of control. Some, for instance, adhere to the principle of reciprocity.     Abstract: Multiple sources of international nuclear law, including binding instruments such as the Convention on Nuclear Safety (CNS)1 and the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention),2 stress the importance of the independence of the regulator, as well as the effective separation of that regulatory body from others tasked with the promotion or utilisation of nuclear energy. Since its creation in 1974, the United States (US) Nuclear Regulatory Commission (NRC) has been characterised as an “independent agency” within the US government. One of the hallmarks of this independence is that, by law, members of the Commission cannot be removed at will by the President over policy disagreements. However, recent decisions by the US Supreme Court have declared that restrictions on the President’s ability to remove the heads of certain agencies are incompatible with the nation’s constitutional structure and are therefore invalid and unenforceable. As of this writing, these decisions have been limited to independent regulatory agencies headed by a single administrator, not multi-member boards or commissions such as the NRC. However, the Court’s legal reasoning sweeps broadly, and if the holding of these decisions were to be applied to multi-member regulatory bodies (as legal scholars predict), it would shake the organisational bedrock upon which the Commission has rested since its creation. It may also risk transforming the Agency’s public image into that of a political or promotional actor, whose activities are closely overseen by the President who is also responsible for setting energy-related national priorities and goals.

    Abstract: With an electricity system defined by high shares of hydropower, large capacity for interconnection with its neighbours and low carbon intensity, Switzerland is well positioned to attain its objective of net zero carbon emissions by 2050. However, the exact pathway remains the subject of discussion. First, what should the shares of nuclear energy and variable renewable energies such as solar PV and wind be in the energy mix? Second, what degree of electricity trade should Switzerland have with its European neighbours? New system modelling of different energy policy choices with the Nuclear Energy Agency’s POSY model shows that all considered scenarios are technically feasible. However, relying on variable renewables alone or decoupling Switzerland from neighbouring countries could increase total system costs by up to 250%. Instead, continuing to operate Switzerland’s newest nuclear power plants alongside existing hydropower resources, while maintaining interconnection capacity at current levels, emerges as the most cost-effective option to achieve net zero emissions in 2050. Ample data and technical documentation of a least-cost mixed integer (MILP) modelling with hourly resolution are also provided in order to allow replication, extension and discussion of this study’s findings

    Abstract: Hydrogen is expected to play important roles in decarbonised energy systems, as an energy source for otherwise hard-to-electrify sectors as well as a storage vector to enhance power system flexibility. However, hydrogen is not a primary energy resource and has to be produced using different chemical processes. Water electrolysis, which uses electricity to split water molecules to extract hydrogen, is expected to become a leading solution in this context. Electrolysis will, however, only be a feasible solution if the electricity used as feedstock comes from low-carbon sources. A significant number of countries are therefore considering a role for nuclear energy in their hydrogen strategies. This report provides an assessment of the costs and competitiveness of nuclear-produced hydrogen across the hydrogen value chain and explores the impacts of hydrogen production on the overall costs of integrated electricity and energy systems. It shows, in particular, that nuclear energy can be a competitive source to produce and deliver low-carbon hydrogen for centralised industrial demand. The large scale and dispatchability of nuclear power can also improve the cost-efficiency of hydrogen transport and storage infrastructures, and reduce the overall costs of the energy system.

    Abstract: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global Anti-Base Erosion Rules (GloBE) are a key component of this plan and ensure large multinational enterprise pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the GloBE Rules provide for a co-ordinated system of taxation that imposes a top-up tax on profits arising in a jurisdiction whenever the effective tax rate, determined on a jurisdictional basis, is below the minimum rate. This Commentary to the GloBE Rules provides tax administrations and taxpayers with guidance on the interpretation and application of those rules in order to promote a consistent and common interpretation of the GloBE Rules that will facilitate coordinated outcomes for both tax administrations and MNE Groups. This Commentary explains the intended outcomes under the GloBE Rules and clarifies the meaning of certain terms. It also illustrates the application of the rules to certain fact patterns.

    Abstract: Realising the contribution of nuclear energy to achieving net zero carbon emission in 2050 will require raising significant amounts of capital at competitive rates. On the basis of work under the aegis of the Nuclear Energy Agency (NEA) – International Framework for Nuclear Energy Cooperation (IFNEC) Initiative on Nuclear Financing, this report explores a new framework for analysing the cost of capital for nuclear new build projects. Its key insight is that capital costs can be substantially lowered if the different risks pertaining to such projects such as construction risk, price risk or political risk are properly understood, optimally managed and fairly allocated. In a carbon-constrained world, the true capital costs of nuclear energy and other low-carbon generators will also be lower than customarily assumed due to their ability to offset systemic financial risk. The findings of this report apply equally to private and public investments. Governments nevertheless have important roles to play in ensuring credible net zero commitments, implementing frameworks for optimal risk management and by becoming involved as project participants, in cases where they judge that private actors do not realise the full value of a nuclear power project. This report is the first in the collection New perspectives on financing nuclear new build, highlighting complementary aspects of financing nuclear new build. Other volumes in the series address the financing frameworks and risk allocation strategies proposed or adopted for recent or ongoing nuclear new build projects, environmental, social and governance (ESG) criteria and the electricity market design, project management and incentive structures necessary for nuclear new build projects to succeed.

The policy brief for Ireland addresses a series of specific questions about the funding of higher education institutions, formulated by Ireland’s Higher Education Authority (HEA). The brief first reviews the main factors that affect the cost of delivery in higher education (cost drivers) and the extent to which OECD jurisdictions monitor costs and use cost information to inform the design and implementation of their funding systems. It then provides an analysis of the ways in which OECD jurisdictions design models for allocating public funding to higher education institutions to promote social inclusion objectives, reward institutional performance and provide targeted resourcing for national priorities, such as increasing supply of high-demand skills.

    Abstract: Patient-reported measures are a critical tool for improving policy and practice in mental health care. However, to date, the use of patient-reported measures in mental health care is limited to a small number of countries and settings—and there is a pressing need, both within and across countries, to consistently and effectively measure the effects and impact of care for patients who use mental health care services. The PaRIS pilot data collection on mental health included 15 data sources from 12 countries, collected over the course of 2021. While the scope of included data varied, the results demonstrate increased adoption of national and subnational efforts to capture patient-reported information in mental health care systems. Analysis of data collected through the PaRIS mental health pilot documents, in general, positive patient-reported experiences of mental health care. The results also suggest improvement in patient-reported outcomes for those receiving mental health care services.

Decarbonising buildings, especially the old stock, through energy efficiency improvements and renewable energy use, not only reduces carbon emissions, but also generates co-benefits in health, energy affordability and the labour market. Additionally, global mega-trends and the transition to a green recovery from COVID-19 provide impetus for stakeholders to take action. Cities and regions have a key role to play and can leverage prerogatives in regulation, public procurement and stakeholder engagement, while addressing multiple governance, capacity and funding gaps. To accelerate and scale up their action, cities and regions need to work with national governments to create an effective governance mechanism. Drawing on the findings of a dedicated survey of cities and regions of all sizes from both OECD and non-OECD countries, this report explains their significant role, explores sub-national policy measures, identifies key obstacles, and provides policy recommendations and a checklist for both national and subnational governments to drive the decarbonisation of buildings in cities and regions.

    Abstract: Many lower density regions in the OECD face shrinkage, with projections suggesting that half of Europe will need to manage decline in remote regions by 2050. Half of Estonia’s counties experienced population decline greater than 25% since 1991. Shrinkage leads to problems including lower municipal revenues, ageing, and greater per capita costs of service and infrastructure provision. Estonia is also the most carbon-intensive economy in the OECD, and heavily utilises its forests and land. To tackle these challenges, the report provides analyses in a number of policy areas to respond to demographic change in a smart and sustainable manner. A policy framework that emphasises a spatially oriented, coordinated approach for responding to shrinkage is developed. The report provides policy recommendations to make land use more efficient and spatial planning more coherent. It suggests ways to improve the transfer system and strengthen the municipal revenue base while encouraging inter-municipal cooperation. It also discusses education, the municipalities’ largest spending responsibility, providing recommendations that adapt the school network to shrinkage while ensuring access to high-quality education for all students.

    Abstract: Monitoring progress towards meeting the Paris Agreement requires improving the tracking and measurement of public climate expenditure, investment, and revenues. This OECD working paper was prepared as part of the joint OECD-European Commission project on “Financing Climate Action in Regions and Cities”. It presents a pilot methodology for tracking, measuring, and comparing subnational government climate-significant expenditure and investment in OECD and EU countries based on National Accounts data. It also includes an analysis of the data collected, which is available in the new OECD Subnational Government Climate Finance database, and a stocktake of existing climate finance tracking initiatives. On the revenue side, the paper presents an analysis of climate-related public revenue sources available to subnational governments in OECD and EU countries, the results of which are available in the new online Compendium of Financial Instruments that Support Subnational Climate Action.

The test evaluates the ability of a test chemical to induce cytotoxicity in a RhCE tissue construct, as measured by the MTT assay. RhCE tissue viability following exposure to a test chemical is measured by enzymatic conversion of the vital dye MTT by the viable cells of the tissue into a blue MTT formazan salt that is quantitatively measured after extraction from tissues. Cytotoxicity is measured at different time points of exposure; this is one of the methodological differences with the original TG 492.

    Abstract: This paper analyses changes in the quality of the working environment in fifteen European Union countries between 1995 and 2015, using self-reported data from the European Working and Living Conditions Survey. It finds that, although in 1995, the self-employed reported inferior working conditions compared with employees, twenty years later this difference had almost disappeared. This “catch-up” on the part of the self-employed is not limited to narrow groups; instead it is found among self-employed workers with highly diverse educational and sectoral work experience. Two major policy implications are drawn. First, policy makers should no longer expect there to be a working environment penalty from self-employment policies. Second, policy makers should distinguish between different groups within the self-employed population, with better targeted policies, rather than treating the self-employed as a single category. The paper sets out a number of avenues for further work when data for 2021 become available.

Physical facilities and communications infrastructure have been damaged or occupied in many areas of the country. This created the need to adapt or propose new ways of providing administrative services and the creation of entirely new services. The system of service delivery has had to be relaunched, adapted and even transformed. During the first days of the war there were almost no services. After three months the system had adapted to wartime conditions. The Ukrainian system of administrative service delivery has proved itself resilient in terms of safety and security, and in terms of responses to the new needs of the population. The simplification, deregulation and digitalisation efforts of the government will continue after the war.

However, cognitive limitations such as information overload, as well as technical ones such as small screen sizes on mobile devices, may limit their effectiveness.     Abstract: Osteoarthritis impacts 7% of the global population, affecting more than 500 million people worldwide. As populations of OECD countries age, an increasing number of hip and knee replacement surgeries calls for further work on assessment of quality of care, particularly from patients’ point of view. Thirteen programmes from nine countries participated in the PaRIS Hip and Knee PROMs comparative reporting in 2020-21 by collecting and submitting data by generic and condition-specific PROMs. All programmes showed improvements in patient outcomes though the relative improvement varied. Crosswalks from SF-12 to EQ-5D provided valuable lessons on conversion errors. Results of this work call for improving the use of data for comparative reporting as well as further collaboration on utilising patient-reported metrics in quality-of-care improvement and policymaking.

Together, costs from avoidable admissions due to medication-related events and added length of stay due to preventable hospital-acquired medication-related harms total over USD 54 billion in OECD countries. This report includes four components; it 1) assess the human impact and economic costs of medication safety events in OECD countries, 2) explores opportunities to improve prescribing practices 3) examines the state-of-the art in systems and policies for improving medication safety, and 4) provides recommendations for improving medication safety at the national level.

    Abstract: Early equity for disadvantaged children can be achieved through nurturing, high quality early learning environments. However, without deliberate action, disadvantaged children face a 12 month development gap compared to their more advantaged peers in key early learning areas such as emergent literacy. Data based on direct assessments from 7,000 children in England, Estonia and the United States show what it takes to achieve a level playing field for disadvantaged children. These actions include supporting parents to regularly read with their children, having back-and-forth conversations and providing access to developmentally appropriate books. Links between parents and their early childhood education and care (ECEC) centre are also positively linked to children’s early development, as well as the provision and quality of ECEC. The latter includes a holistic approach to ensure children’s social-emotional skills are fostered, such as curiosity and co-operation, and ensuring children have a level of autonomy over their activities.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is a multilateral framework for tax transparency and information sharing, within which over 160 jurisdictions participate on an equal footing. The Global Forum monitors and peer reviews the implementation of the international standards of Exchange of Information on Request (EOIR) and Automatic Exchange of Information (AEOI). AEOI provides for the automatic exchange of a predefined set of financial account information between tax authorities on an annual basis to assist them in ensuring the correct amount of tax is paid. To ensure the AEOI standard is fully effective, the Global Forum carries out a review of each jurisdiction’s domestic and international legal frameworks to ensure they are complete, as well as a review of the effectiveness of their implementation of the standard in practice. This report presents the latest conclusions of the peer reviews of the legal frameworks put in place by each jurisdiction to implement the AEOI standard. The results relate to the more than 100 jurisdictions that committed to commence AEOI by 2020. It also contains, for the first time, the results of the Global Forum’s initial peer reviews in relation to the effectiveness in practice of the implementation of the standard.

Based on extensive stakeholder consultations, including an industry survey, the guidance provides market actors, policy makers, and regulators with a comprehensive overview of existing transition finance approaches, identifying the main challenges and solutions. The guidance is relevant to: (i) policy-makers and regulators seeking to develop or revise relevant policy frameworks or regulations; (ii) corporates developing transition plans and seeking to identify the most salient elements of existing initiatives; and (iii) financial market participants planning to provide finance for the implementation of net-zero strategies. The guidance emphasises greater transparency, comparability and granularity in corporate transition plans, and the need for adequate environmental and social safeguards. In light of challenges for some corporates, especially in emerging markets and developing economies, and the risk of excluding key actors from transition finance, the guidance highlights the need for policy-makers to take stronger action to bolster domestic enabling environments for transformative investments.

It provides a detailed analysis of the role of firms in the gender wage gap by focusing on the pay gap between similarly skilled men and women between and within firms. The within-firm component captures differences in pay between men and women within firms related to differences in tasks and responsibilities, or differences in pay for work of equal value (e.g. bargaining, discrimination). The between-firm component captures the role of differences in pay between firms (unrelated to workforce composition) due to the tendency of women to work in low-wage firms. The review analyses gender differences in job mobility and the earnings consequences of career breaks following childbirth to shed light on the evolution of the gender wage gap across the working life. To put results for Germany in context, they are systematically benchmarked to those of four nearby countries (i.e. Denmark, France, the Netherlands and Sweden). The policy discussion extends the empirical analysis by putting forward a comprehensive policy package with an emphasis on policies targeted at firms.

    Abstract: The 2020 report Tax Administration 3.0: The Digital Transformation of Tax Administration identified electronic invoicing as one of the projects for further exploration. This report, Tax Administration 3.0 and Electronic Invoicing: Initial Findings, examines the current state of play on electronic invoicing based on a global survey. It also draws out some considerations that administrations exploring possible implementation or reform of such systems may wish to take into account. This report contains a number of case studies and examples from countries which have implemented electronic invoicing. This report was developed by officials from Canada, Chile, China (People’s Republic of), Hungary, Spain, and supported by the Secretariat of the OECD’s Forum on Tax Administration.

    Abstract: Since 2006 Lithuania has taken steps to ensure higher operational efficiency and to reduce the disparity in prices for water supply and sanitation services. However, progress has been slow. Concerns have emerged regarding representation of small municipalities in consolidated utilities and increased costs for some consumers. Reform of Water Supply and Wastewater Treatment in Lithuania presents practical options to implement the national strategy towards the consolidation of water supply and sanitation services in Lithuania as a tool to foster operational efficiency and financial sustainability of the sector. Analyses and recommendations benefitted from discussions in two pilot regions in Lithuania, to test the practicality of consolidation scenarios and accompanying measures. Particular attention is paid to tariff setting and different modes of benchmarking – including development plans benchmarking - as tools to incentivise performance. The report provides insights for countries facing similar challenges or seeking to improve the efficiency of water service provision. The project was undertaken in collaboration with – and with the financial support of – the Directorate-General for Structural Reform Support of the European Commission.

    Abstract: Since the 1990’s, the countries of Eastern Europe, the Caucasus and Central Asia (EECCA) have made great progress in pursuing economic development that is also environmentally sustainable. The countries, in collaboration with the GREEN Action Task Force hosted by the OECD, has developed a number of policies aiming to improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs in the region. This report was prepared as the OECD contribution to the ninth “Environment for Europe” (EfE) Conference (5-7 October 2022). In this context, this report aims to: (i) take stock of progress on policy developments towards a green economy in the EECCA countries; (ii) showcase selected contributions from of the Green Action Task Force that integrate environmental and climate considerations into development pathways of the EECCA countries, and mobilise finance for action; and (iii) provide an outlook for the future, including priority actions that the Task Force in co-operation with the EECCA countries should take to enhance the momentum for green economy transition in the region.

The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the BEPS Action 14 Minimum Standard by the United Arab Emirates.

This report examines how skill requirements have been evolving in Japan prior to and during the COVID-19 crisis. It examines changes in the skills composition of Japan’s workforce as well as policy efforts to improve the accessibility of career guidance, broaden training participation and foster the adoption of teleworking practices. The report also provides concrete recommendations to tackle inequalities in skills and training among socio-demographic groups. Finally, it provides suggestions for how to develop a labour market information system to feed real-time data into crucial policy and decision-making processes.
