    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

    Abstract: Russia’s full-scale invasion of Ukraine and the ensuing sanctions greatly complicated overland freight transport between Europe and China via the so-called Northern Corridor, which runs through the Russian Federation. This has prompted renewed attention to the development of the Trans-Caspian International Transport Route, a multimodal route running through Kazakhstan, Azerbaijan, Georgia, and Türkiye – the so-called “Middle Corridor”. The present report looks at the Middle Corridor’s potential and at the challenges that must be overcome to realise it, drawing on the perspective of relevant private-sector actors in the four Middle Corridor countries. Governments along the corridor have invested heavily to improve transport infrastructure, yet important bottlenecks remain due to the geography of the route, the number of border crossings and the lack of regional trade integration. This study, based on surveys from and interviews with the private sector, maps and sequences main reform priorities in relation to regional integration, infrastructure, trade facilitation and supra-national coordination. It suggests that the primary aim should be to develop the corridor not solely as a transit route for actors from outside the region but as an engine of integration and trade integration in Central Asia and the South Caucasus.

    Abstract: In recent years, Kazakhstan has developed a comprehensive digital government system and begun to create the legal and regulatory conditions for the digital transformation of the country’s economy. The digitalisation of the private sector requires further improvements in framework conditions, such as reliable access to broadband services, quality and affordability of networks, and digital security for businesses. Based on recent OECD work on digital framework conditions, this report examines the legal and operational environment that is holding back the digital transformation of private firms in Kazakhstan. The report suggests three sets of actions: (1) addressing the remaining Internet quality and connectivity gaps, notably by mobilising the regional public sector to improve the quality and density of networks, and by expanding the inclusion of the private sector in the policy-making process; (2) improving competition in, and the investment attractiveness of, the telecom sector by setting-up an independent national telecom regulator, and by developing a targeted investment attraction strategy to prepare for deployment of next-generation communication networks; and (3) adapting the regulatory and policy framework for firms adapting to new digital challenges and raising their awareness of digital security.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Since the 1990’s, the countries of Eastern Europe, the Caucasus and Central Asia (EECCA) have made great progress in pursuing economic development that is also environmentally sustainable. The countries, in collaboration with the GREEN Action Task Force hosted by the OECD, has developed a number of policies aiming to improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs in the region. This report was prepared as the OECD contribution to the ninth “Environment for Europe” (EfE) Conference (5-7 October 2022). In this context, this report aims to: (i) take stock of progress on policy developments towards a green economy in the EECCA countries; (ii) showcase selected contributions from of the Green Action Task Force that integrate environmental and climate considerations into development pathways of the EECCA countries, and mobilise finance for action; and (iii) provide an outlook for the future, including priority actions that the Task Force in co-operation with the EECCA countries should take to enhance the momentum for green economy transition in the region.

This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the BEPS Action 14 Minimum Standard by Kazakhstan.

Проект осуществлялся в период с 2016 по 2019 год для оказания содействия странам-партнерам (Казахстану, Кыргызстану и Молдове) в переходе на более устойчивый путь развития за счет снижения энергоемкости и углеродоемкости их экономик. Проектная команда в сотрудничестве с профильными министерствами каждой из стран разработала программы государственных инвестиций в полном соответствии с передовой международной практикой. Эти программы направлены на выполнение ключевых задач экологической и климатической политики стран-партнеров. В частности, программы поддержки экологически чистого общественного транспорта делают упор на снижение уровня загрязнения воздуха и сокращение выбросов парниковых газов, генерируемых целевым сектором, прежде всего, в крупных городах. Реализация данных программ станет наглядным примером того, как можно использовать ограниченные государственные ресурсы для поощрения инвестиций частного сектора в проекты, дающие значительную экологическую и социально-экономическую выгоду.

    Abstract: Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

    Abstract: As in many countries, the economies of Eastern Europe, the Caucasus and Central Asia (EECCA) have been negatively affected by the global COVID-19 pandemic. Their governments responded by addressing the health impacts and providing relief to affected businesses and workers. Many EECCA countries have also implemented measures that will help advance environmental objectives as part of their rescue and recovery plans. Nevertheless, much more needs to be done to ensure that recovery plans accelerate a green transition, thereby building resilience against external shocks. This policy paper analyses measures related to COVID-19 in 11 EECCA countries based on their potential to advance the transition to a greener, climate-resilient and low-carbon economy. Recommendations suggest ways to ensure that governments align efforts to support economic recovery with their objectives on climate change, biodiversity and wider environmental protection.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

В рамках ответных мер, большинство стран ВЕКЦА также реализовали меры, которые могут способствовать достижению экологических целей. Тем не менее многое еще остается сделать, чтобы планы восстановления ускорили переход к «зеленой» экономике, тем самым повышая устойчивость к внешним шокам. В настоящем отчете проводится анализ мер, направленных на борьбу с COVID-19, предпринимаемых в 11 странах ВЕКЦА, на основании их потенциала к ускорению перехода к более «зеленой», стойкой к изменению климата и низкоуглеродной экономике. В рекомендациях предлагаются способы обеспечения содействия усилий правительств восстановлению экономики с учетом целей по борьбе с изменением климата, сохранению биологического разнообразия и расширению природоохранной деятельности.

    Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: This report presents the objectives, methodology, procedures and main findings of the OECD project "Strengthening public finance capacity for green investments in the EECCA countries". Between 2016-19, the project aimed to help set the partner countries (Kazakhstan, Kyrgyzstan and Moldova) on a sustainable path of development by reducing the energy and carbon intensity of their economies. Working with the relevant ministry in each country, the project designed public investment programmes in line with good international practices. These programmes sought to address key objectives of the countries' environmental and climate-related policies. The Clean Public Transport Programmes focus specifically on reducing air pollution and greenhouse gas emissions from the target sector, primarily in large urban areas. They aim to demonstrate how to use scarce public funds to encourage private sector investment in projects that generate significant environmental and socio-economic benefits alike.

    Abstract: Kazakhstan has recorded impressive economic growth rates since its independence, driven mainly by export of commodities and high rate of energy use. These rates are not sustainable and are generating significant air pollution, in particular from industrial stationary sources. This is putting at risk the country’s development ambitions to become one of the top global economies by 2050 and converge towards OECD living standards. Building on OECD previous analysis, this publication shows that Kazakhstan’s environmental payments (environmentally related taxes, non-compliance penalties and compensation for damage regulation) for industrial air pollutants, as currently applied, impede energy efficiency and pollution abatement with heavy-handed non-compliance responses and focus on rising revenues. They also add to the cost of doing businesses in the country with limited environmental benefit. In the spirit of the Polluter-Pays Principle, much more reforms of regulation of environmental payments are needed. This report provides guidelines for reform drawing from air pollution regulations in OECD member countries and the results of the analysis of the system in Kazakhstan carried out by the OECD in close co-operation with the Government of Kazakhstan.

    Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

Это ставит под угрозу устремления страны в области развития к 2050 году стать одной из ведущих экономик мира и приблизиться по уровню жизни к государствам — членам ОЭСР. В данной публикации, которая опирается на более ранние исследования ОЭСР, показано, что в Казахстане экологические платежи (экологические налоги, взыскания за несоблюдение требований и компенсация экологического ущерба) за промышленные загрязнители воздуха, применяемые в настоящее время, препятствуют энергоэффективности и борьбе с загрязнением жесткими мерами реагирования на несоблюдение требований и сосредоточенностью на привлечении доходов. Кроме того, они увеличивают издержки, связанные с ведением бизнеса в стране, и приносят мало пользы окружающей среде. Необходимо провести дальнейшие серьезные реформы регулирования экологических платежей в духе принципа «загрязнитель платит». В данном отчете представлены руководящие принципы реформ, основанные на положениях о загрязнении воздуха государств — членов ОЭСР и результатах анализа системы Казахстана, который ОЭСР проводила в тесном сотрудничестве с Правительством Казахстана.

It also highlights the current challenge of doing more to strengthen management capabilities, skills, and innovation in SMEs and new enterprises, and makes a range of specific recommendations for policy actions including further building the incubator and Entrepreneurship Support Centre infrastructure, introducing dedicated support for high-growth potential enterprises, and stimulating supply chain linkages around foreign director investors.

Focused on the specific case of the Shardara MPWI located in Low Syr-Darya Basin, South Kazakhstan and Kyzyl-Orda oblasts (provinces) of Kazakhstan, this report looks at the choice and design of MPWI investment strategies that ensure a high economic return on investments and potential bankability, based on application of a computer model and lessons learned from 15 international MPWI case studies.

Health has risen on the policy agenda with a number of sector reforms introduced to modernise the system and improve the health of the population. This review uses globally recognised frameworks and indicators to evaluate Kazakhstan’s overall health system as well as its primary care and hospital sectors. Data provided by Kazakhstan is used to benchmark the various dimensions of performance with that of OECD countries. While the review points to notable successes, Kazakhstan continues to face challenges to improve the accessibility, equity, and efficiency of health services. To strengthen health system performance, the report points to key actions that Kazakhstan should consider prioritising in the coming years.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

    Abstract: This review, which was prepared in response to Kazakhstan's 2012 request to adhere to the Declaration on International Investment and Multinational Enterprises (OECD Declaration), analyses the general framework for investment as well as most recent reforms, and shows where further efforts are necessary. It assesses Kazakhstan’s ability to comply with the principles of openness, transparency and non-discrimination and its policy convergence with the OECD Declaration, including responsible business conduct practices. Capitalising on the OECD Policy Framework for Investment, this review studies other policy areas that are of key relevance to investment such as SME policy, infrastructure development, trade policy as well as anti-corruption efforts. Since the first review of Kazakhstan, in 2012, the authorities have made strides in opening the country to international investment and in improving the policy framework for investment as part of their efforts to diversify the economy to avoid continued overreliance on oil. Additional policy measures are nevertheless required to create a stimulating environment for investment if the government wants to fulfil its goal of economic diversification and sustainable development.

    Abstract: Higher education policy is the key to lifelong learning and this is particularly important as the ageing population is increasing in many countries. Each chapter presents an overview of progress made in the past decade across the main areas explored in the 2007 report. These include quality and relevance, access and equity, internationalisation, research and innovation, financing and governance.     Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

Generally speaking, the absence of updated data on WSS institutional development is a limiting factor for further policy and programme development in the field, including in Kazakhstan. The monitoring and evaluation system proposed in this report aims to help assess progress in the WSS sector and serve as a basis for any necessary corrective measures.

    Abstract: Kazakhstan’s economy and society have undergone deep transformations since the country declared independence in 1991. Kazakhstan’s growth performance since 2000 has been impressive, averaging almost 8% per annum in real terms and leading to job creation and progress in the well-being of its citizens. Extractive industries play an important role in the dynamism of the economy, but sources of growth beyond natural resource sectors remain underexploited. In the social arena, dimensions of well-being beyond incomes and jobs have not kept pace with economic growth. Kazakhstan has set itself the goal of becoming one of the 30 most developed countries in the world by 2050. To sustain rapid, inclusive and sustainable growth and social progress, Kazakhstan will need to overcome a number of significant challenges. Natural-resource dependency, the concentration of economic clout and a fragile and underdeveloped financial sector limit diversification and economic dynamism. Widespread corruption still affects multiple state functions, undermines the business environment, meritocracy and entrepreneurial spirit. More generally, the state has limited capacity to fulfil some of its functions, which affects the delivery of public services like health and education, as well as the protection of the environment and the generation of skills.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 120 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

    Abstract: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2013" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

    Abstract: С 2000 года рост экономики Республики Казахстан увеличивался в среднем на 8-9% в год, что позволило стране войти в десятку самых быстроразвивающихся государств в мире. Казахстан привлекает больше прямых иностранных инвестиций, чем все остальные страны Центральной Азии вместе взятые. До сих пор высокие экономические показатели страны обеспечивались, главным образом, добывающей промышленностью. В нефтегазовую отрасль уходят три четверти всех иностранных инвестиций, поступающих в страну. Однако благодаря определ èнным конкурентным преимуществам новыми источниками роста могут стать неэнергетические отрасли экономики Казахастана. В 2009 году Казахстан приступил к реализации масштабной программы диверсификации источников прямых иностранных инвестиций. С этой целью правительство обратилось к ОЭСР с просьбой о проведении Обзора отраслевой конкурентоспособности. В настоящем докладе, представляющем первую стадию реализации проекта, содержится оценка и излагается стратегия повышения конкурентоспособности неэнергетических отраслей экономики Казахстана, в том числе агропромышленного комплекса, агрохимии, логистики, сектора деловых услуг и информационных технологий. Несмотря на то что правительство страны успешно провело первый этап реформ, направленных на создание благоприятного делового климата, государству рекомендуется устранить основные политические барьеры, препятствующие развитию рассмотренных отраслей.     Abstract: Since 2000, the economy of the Republic of Kazakhstan has been growing at an annual rate of between 8%-9%, making it one of the ten highest performing economies in the world. Kazakhstan alone attracts more foreign direct investment than all other Central Asian countries together. To date, the country’s strong economic performance has been driven largely by its natural resources sector. The oil and gas sectors alone attract three quarters of foreign investment inflows. However, Kazakhstan’s non-energy sectors also have competitive advantages that could be potential new sources for growth. In 2009 Kazakhstan launched a far-reaching programme to diversify its sources of foreign direct investment. To support this effort, it asked the OECD to undertake a three-year Sector Competitiveness Review. This report represents the first phase of this Review, which is an assessment and strategy to help Kazakhstan enhance the competitiveness of non-energy sectors including agribusiness, fertilizers, logistics, business services and information technology. While it acknowledges that the government has successfully implemented a first generation of business climate reforms, the report recommends that sector-specific policy barriers be further addressed. For example, policy makers could stimulate quality improvements and modernise production in some sectors by facilitating access to finance, attracting modern retailers and addressing skills gaps in the workforce.

    Abstract: This report is a review of Kazakhstan’s legal and institutional framework for fighting corruption, in accordance with the framework provided by the Anti-Corruption Network for Transition Economies, based at the OECD. The review examines: (1) national anti-corruption policy and institutions currently in place in Kazakhstan; (2) national anti-corruption legislation and preventive measures to ensure integrity of civil service; and (3) effective financial control. The review process is based on the OECD practice of mutual analysis and policy formulation. The main input for the review was the self-assessment report prepared by the government of Kazakhstan. An international group of peers then provided an expert assessment and draft recommendations. Finally, a review meeting (attended by national governments, international organisations, civil and business associations) discussed the report and its expert assessment, and endorsed the recommendations for Kazakhstan. This publication contains all the recommendations, as well as the full text of the self-assessment report provided by the government of Kazakhstan. Thus, it provides an important guide for the country as it develops its anti-corruption actions, and it will serve as a useful reference for other countries reforming their anti-corruption policies, legislation and institutions. While these recommendations are not legally binding, they represent Kazakhstan’s commitment to fighting corruption. Implementation of these recommendations will also help the country meet its legally binding obligations under the United Nation’s Convention on Corruption and the Council of Europe’s Criminal Law Convention on Corruption. The results of this review will also be used to regularly monitor Kazakhstan’s progress in implementing the recommendations.

    Abstract: Since 1991, Kazakhstan, which is one of the two largest Central Asian republics, had attracted foreign direct investment worth US$4 billion by 1998. Whilst most of this investment has been in the energy and mineral sectors, there are also significant opportunities in other sectors of the economy. The Investment Guide for Kazakhstan has been prepared with three objectives in mind: firstly, to identify areas of opportunity for foreign investors; secondly to provide information about the historical, political, economic, financial and legal framework; and thirdly to help foreign direct investors from OECD Member countries draw balanced conclusions about the investment climate. The overview chapter contains constructive policy suggestions on the future attraction of foreign investment for the attention of the Government of Kazakhstan.

Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.
