    Abstract: As part of the ongoing debate on the modernization of the Bolsa Familia (BF) program, several reform proposals were presented through 2019, including by the Ministry of Citizenship (MoC), Congress and the think tank IPEA, the latter as part of a broader proposal to consolidate various expenditures. This note uses the BraSIM microsimulation model to evaluate the 2019 proposals in the context of Brazil's tax benefit system. All proposals lead to a higher number of beneficiaries, with the poorest families, especially children and youth, benefitting the most. In general, the progressive incidence of the current program would vary little in the MoC and Congress reforms, but is reduced in IPEA's, which includes a universal component. The three proposals have different contributions on poverty-reduction: IPEA's reform is significantly less efficient than the current scenario and other reforms in terms of cost-effectiveness. However, IPEA's proposal most contributes to the reduction of inequality, and is the only one that identifies financing sources through the extinction of more regressive expenditures. Through this comparative analysis, the Note also highlights the main dilemmas about the future of the program, which remain relevant even in the post-COVID-19 reality: the tension between generosity and coverage; the priorization of certain groups for poverty-reduction; reconciling the program's objective of encouraging human capital for children with its role of minimum income guarantee; the risks of eliminating a "basic benefit". While only IPEA's proposal identified financing sources for the program's expansion, the Note reveals additional potential sources of financing for the BF program in the tax benefit system

    Abstract: This evaluation reviews how well the World Bank's operating model has enabled knowledge flow and enhanced collaboration to deliver integrated solutions. The evaluation also looks at the incentives and behaviors the model inculcates. Evidence comes from both sides of the matrix.The evaluation finds that certain aspects of the operating model have shown value, especially its enabling of global knowledge flow. This is the effect of setting up GPs that operate more globally than before and GTs that provide useful strategic directions and coherence to cross-cutting priorities. The World Bank is able to provide integrated solutions addressing clients' important development problems because of the leadership of Country Directors supported by Program Leaders.However, evidence from the early years of implementing the model indicates that its structure and processes tend to inhibit collaboration and cause inefficiency, fragmentation, and internal competition. The interface between GPs and Regions has weakened. Some GPs lack coherent and systematic approaches to managing and investing in knowledge. There are concerns with insufficient contestability in the quality assurance process for operations and ASA products. If left unaddressed, these issues pose risks to the World Bank's ability to deliver for clients.IEG acknowledges management's proactive course correction of the operating model. The evaluation finds that this could be enhanced by continuously collecting and reviewing data on organizational effectiveness.These findings have led to six recommendations: (1) Strengthen the approach to knowledge in the GPs and GTs with clear goals, roles, and mechanisms, budgets commensurate with mandates, and metrics for knowledge uptake, quality, and influence; (2) improve budgeting systems to better incentivize knowledge flow and collaboration; (3) better link the GPs and Regions to improve coordination and enhance responsiveness to clients; ( 4) ensure a stronger and more consistent use and role of the Program Leaders as a mechanism for cross-sectoral collaboration, integrated solutions, and complex client dialogue; (5) review the existing quality assurance arrangements to improve the quality of knowledge embedded in advisory and financing services; and (6) ensure there is ongoing monitoring of the operating model and more continuity in change management efforts to enhance the organization's ability to attain its knowledge flow and collaboration goals

It provides the government authorities and decision makers in Georgia with a technical strategic framework for improvements in hydromet and early warning systems and services (EWS), to provide socioeconomic benefits to the Georgian population; safeguard their lives, livelihoods, and property; and protect economic investments. The road map consists of 11 chapters. Chapters 1-3 highlight the climate and hydrological hazards affecting Georgia, their consequent risks, and the socioeconomic impacts on the Georgian people. Chapter 4 provides an assessment of users' needs for hydromet information. Chapter 5 gives an overview of the institutional and organizational structure of GHMD, while chapter 6 provides an in-depth analysis of GHMD's current status. Chapter 7 discusses modernization of hydromet and EWS. Chapters 8 and 9 present the road map in detail, along with three proposed successive development scenarios designed to transform GHMD into a technically modern and sound hydrometeorological service by narrowing the gap between GHMD's current status and the level of services needed for fully discharging its public service mandate.     Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

    Abstract: In 2018, the World Bank released World Development Report which showed that the world is facing a 'Learning Crisis'. Following up from that report, the Bank has launched the Human Capital Project to mobilize more resources, including for the improvement of learning outcomes. Subsequently, global leaders have been increasingly focused on solving this learning crisis and have renewed attention for Sustainable Development Goal 4: Quality Education. Pakistan is an early adopter of this Human Capital Project, and the new government is taking the lead to address the root causes of the learning crisis. This report aims to help the government with that agenda, by quantifying the extent of the learning crisis, and to highlight the main causes of the crisis. According the World Development Report, the 'Learning Crisis' consists of three main elements. The first is that access to schooling is still unequally distributed. While there have been huge efforts to expand schooling, there are still countries (including Pakistan) with millions of children out of school. Children living in regions with violence, children from poorer families and children with physical or mental disabilities are still often excluded. The second element is that even those who are in school are often not learning anything at all. In Malawi and Zambia, for instance, 89 percent of students could not read a single word by the end of Grade 2. In India, that figure is 85 percent. These numbers are important, as children who do not master basic literacy will probably never catch up with the curriculum. In other words, schooling is not necessarily the same as learning. The third element of the learning crisis is that the proximate causes of the learning crisis, low quality teaching, student school readiness, school leadership and school inputs, are not systematically addressed by actors in the system. One of the reasons behind this is that there is no systematic data collection on these factors

    Abstract: The Multi-tier Framework (MTF) was developed to address the specifics of energy-access needs outlined in the Sustainable Development Goals (SDGs) of the United Nations and the Sustainable Energy for All (SEforAll) initiative launched by the Secretary-General of the United Nations. The Energy Sector Management Assistance Program (ESMAP) in the World Bank, in consultation with multiple development partners, has developed the Global Tracking Framework (GTF) to measure and monitor energy access using the MTF in terms of attributes and tiers. As part of the stock-taking exercise on measuring access via the MTF, ESMAP has launched detailed data collection activities in seventeen countries.     Abstract: The Sudanese economy has faced several shocks over the years, sometimes resulting in devastating impacts on the economy and the welfare of Sudanese households. The sources of these shocks vary, ranging from weather-related shocks such as droughts and floods to the global financial crisis and commodity price hikes. In the absence of effective social protection programs, exposure of households to frequent shocks lowers their ability to escape poverty, pushing households slightly above the poverty line back into poverty and sliding poor households deeper into poverty. This paper applies this framework to examine the impact of shocks on the welfare of Sudanese households and explore coping strategies typically utilized by households to mitigate the negative effects of shocks. The paper uses the 2009 National Baseline Household Survey (NBHS) and the 2014-15 National Household Budget and Poverty Survey (NHBPS) to document the main types of shocks that Sudanese households are exposed to and describe the profile of Sudanese households likely to be vulnerable and/or resilient to shocks. To complement this analysis, the paper uses the most recent round of the data collected in 2014/15 (containing information on idiosyncratic shocks) together with data on covariate shocks such as rainfall and conflict obtained from other sources to estimate the impact of shocks on household welfare. Since the impact of shocks on household welfare is likely to be multidimensional, various indicators of household welfare such as consumption, poverty status, assets, dietary quality, and diversity are considered in the paper. Results from the analysis are used to highlight the state of social protection in Sudan and discuss the need for an expansion of the existing system

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains.     Abstract: World Bank economists expect GDP growth in the Middle East and North Africa (MENA) to continueat a modest pace of 1.5 percent in 2019, slightly down from 1.6 percent in 2018. The declme reflectsa contraction in one large economy, which more than offsets growth in other countries. In the mediumterm, the World Bank expects real GDP in the MENA to grow at 3.4 percent and 2.7 percent in 2020and 2021, respectively. The expected upswing is partially driven by ongoing policy reforms, as wellas reconstruction efforts in some countries. However, MENA's modest recovery will be insufficientto change its historically low growth in per capita GDP. External factors are unlikely to pull the regionout of its low-growth equilibrium. In addition, many countries in the region have persistent currentaccount deficits. A recent deterioration in external balances across MENA constrained the region'sability to finance these deficits. Although the region has a low risk of experiencing sudden reversalsin capital inflows in the short run, structural reforms capable of raising aggregate labor productivityare urgently needed to gradually reduce external imbalances. The report concludes by providingexamples of reforms in fiscal policies, trade-related policies, social protection and labor markets, andstate-owned enterprises (SOEs) in network industries

    Abstract: Sub-Saharan Africa's turnaround over the past couple of decades has been dramatic. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons.Despite Africa's widespread economic and social welfare accomplishments, the region's challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa.Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth-critical yet insufficient components of these objectives-to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable-that is, what it will take to increase their earnings.     Abstract: This report identifies key challenges facing the Ethiopian civil service today and suggests avenuesfor further reforms. Ethiopia's civil service has so far developed at a rapid pace and faces anumber of constraints, challenges, and new or expanding demands. Continuing reform efforts and building on past achievements is critical for the successful implementation of Ethiopia's Growth and Transformation Program (GTP II). While the past two decades have seen important achievements made, the government seeks to further strengthen its economic governance and service delivery.The analytic effort that this report reflects was triggered by a request from the Ministry ofPublic Service and Human Resource Development (MPSHRD). The Ministry sought to identify challenges and options to target and pursue further reforms and efforts to strengthen the civil service and its contributions to service delivery. The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices. Where possible, the report also compares the civil service in Ethiopia to that of other countries, based on information gathered from similar surveys and other comparative information

    Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: Only 58 percent of Georgian women ages 15 and above participate in the labor market, a slightly higher share than the Europe (51 percent) and Organisation for Economic Co-operation and Development (OECD) (51.3 percent) average but 20 percentage points lower than the share among men in the country. Moreover, the gender gap in labor force participation has been constant and around 18 to 20 percentage points over the last decade. Married women living in households with children under age six are at a higher disadvantage in the labor market; only 50 percent of them participate in the labor force compared to 84 percent of men with similar characteristics.The conflicting demand on women's time for care and work activities represents a fundamental barrier to economic participation and generates a vicious circle of low labor market attachment and prominence of the care provider role that leads to increased vulnerability and gender-based inequalities. About 60 percent of working-age women not looking for a job in Georgia cite family responsibilities as the main reason (the share is 67 percent among married ones). In the case of men, this percentage is 21 percent. Georgia cannot afford to underutilize a large share of women whose lifetime productivity in the labor market is currently reduced by informal and at-home care provision. In fact, for Georgia, it has been estimated that differences in labor market activity rates between men and women amount to potential economic losses in gross domestic product per capita of approximately 11 percent (Cuberes and Teignier 2016a, 2016b). Policy options to appropriately address the challenges identified in this note include the expansion ofpublicly and privately provided childcare centers in both urban and rural areas, establishment ofeducation and accreditation programs to prepare caregivers and care entrepreneurs, development of aplan to increase quality of services with attention to costs, and design of eldercare system considering the impacts on care recipients, the active aging promotion objective of age-related policies, as well as the impacts on informal and family care providers and their ability to contribute to sustained economic growth

    Abstract: Bhutan has a strong track record of reducing poverty and boosting shared prosperity, primarilysupported by the state, which has played a large role in the country's development accomplishments.Growth has been driven mainly by the public sector through hydropower development. Statedominance is also reflected in the existence of a large number of state-owned enterprises (SOEs).However, the dependence on hydropower has resulted in a weak private sector and also createdmacroeconomic vulnerabilities. The high import content of hydropower construction widened theexternal imbalance and increased indebtedness. In addition, tax collection at 14 percent of grossdomestic product (GDP) in 2017/18 is low by international standards. The government has taken important steps to develop the nascent private sector through investments in infrastructure and improvements in the investment climate. It has also invested heavily in education and health. Despite these laudable investments, available jobs remain vacant, while educated youthremain unemployed. While hydropower will remain dominant in the foreseeable future, Bhutan'sdemographic transition requires more concerted efforts to develop the private sector

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

This good practice note provides those working on consumer price subsidy reforms, in particular social scientists, with hands-on, practical guidance for using certain qualitative research tools to help fully understand the distributional impacts of higher prices on households. It focuses primarily on the direct effects of energy price subsidies (that is, higher energy prices), which are especially pronounced in middle-income countries. The good practice note aims to illustrate how qualitative research tools-focus group discussions and in-depth interviews-can be utilized in the context of energy subsidy reforms.     Abstract: Blockchain is an emerging technology that offers the possibility of re-engineering economic models and enabling the creation of markets and products that were previously unavailable or unprofitable across emerging markets. This report is intended to introduce readers to current developments in distributed ledger technology, or blockchain, with the vantage point of possible benefits to emerging markets. The first six chapters were written a year ago, while the last three are more recent and bring the perspective of a year of development in the nascent technology. Chapter 1 provides an overview of blockchain technology, followed by a look at its unfolding applications in emerging markets in Chapter 2. Chapter 3 examines whether blockchain can be used to mitigate de-risking by financial institutions. Chapters 4 and 5 look more closely at the financial services sector, including an overview of how blockchain fits into the spectrum of financial technology (fintech) innovations and the resulting provision of financial services (Chapter 4), and an analysis of blockchain's contribution to reaching the unbanked and underbanked in various emerging markets, including in Latin America, Asia, and Sub-Saharan Africa (Chapter 5). Chapter 6 looks beyond fintech to explore how developments in applied blockchain technology can impact agribusiness, drug safety, and more generally provide enforcement tools to promote the reach of sustainable and inclusive business.     Abstract: In cold-climate regions of developing countries, access to a reliable and affordable heat supply is critical to the well-being of the rural and peri-urban poor, who enjoy only limited access to district heating, natural gas, and electricity networks. Most of them have long relied on solid fuel-fired, traditional heating stoves or simple low-pressure boilers (LPBs), which are fuel-inefficient, leaky, and highly polluting both indoors and outside. Having access to high-efficiency, low-emissions (HELE) heating stoves offers under-served households a cost-effective, intermediate solution until fuel-switching to gas or electricity is possible. Recent World Bank- supported winter heating pilot programs in the Central Asian countries of Tajikistan and Kyrgyzstan brought to market a small number of advanced, solid fuel-fired space heating and cooking stoves.     Abstract: Iraq needs a strategy to make rapid progress in tackling its profound jobs challenges. Iraq is facing a jobs crisis of unprecedented proportions. It could foment a resurgence in violence unless the Government of Iraq makes credible and swift progress in job creation and reconstruction. To shape a longer-term vision, Iraq can look beyond its recent history of conflict, and to its past as a diversified economy and home of an educated workforce. However, in the short-term, neither private/ public sector hiring can create jobs at the desired scale without significant new policy action. The first-best solution for large-scale private sector job creation hinges on structural reforms that must begin now, but are achievable only in the medium to longer term. This paper provides a primer on options to deliver large-scale job creation in the short term, based on investments in construction, agriculture and agribusiness, small and medium enterprises, and vocational skills. Its aim is to outline workable steps for progress in a jobs crisis in a post-conflict situation. Because these steps focus on rapid impact at scale, rather than structural reform, they are less-than-ideal or second-best. A similar logic applies to financing options. Financing needs for jobs are large, and while business climate reforms are under way, first-best private investment in jobs will remain limited. Yet, the recent oil price hike offers the Government of Iraq a uniquely timely opportunity to make an investment in jobs

    Abstract: Cote d'Ivoire has a moderate risk of external debt distress, with limited space to absorb shocks. All liquidity and solvency external debt indicators lie below their thresholds under the baseline scenario. However, the ratios of external debt service to revenue and exports are projected to rise, diminishing room to maneuver, and an export shock would cause breaches of their relevant thresholds under the worst-case stress scenarios. This underscores the substantial downside risks originating from external shocks and the need to boost domestic revenue mobilization. The overall risk of public debt distress is also moderate, with public debt to GDP ratio expected to decrease gradually. A sustained compliance with the WAEMU fiscal deficit convergence criterion and a prudent external borrowing strategy balancing the costs and economic return of new loans will be crucial to preserve debt sustainability

    Abstract: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition.     Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments.     Abstract: What is produced on farmland is critical to the agriculture sector outcomes. If other objectives, such as farm incomes, jobs, water security, were considered as important as producing more of wheat and cotton in Uzbekistan, the farmland use structure will have looked differently. This report offers an example of more balanced allocation of farmland, which can increase agricultural production by 51 percent, employ 16 percent more people in primary agriculture, and save 11 percent water by 2030. All this can be achieved without undermining food security (for example, wheat supply) and development of textile industry. Outlooks are subject to uncertainty and the identified gains may not be necessarily realized. Yet, the benefits of more balanced farmland use are too large to be ignored for the future of agriculture development in Uzbekistan

    Abstract: The Roma are the largest ethnic minority in Europe, as well as one of the most deprived and socially excluded groups. Because of the lack of high-quality data, research on Roma inclusion to inform evidence-based policies is scarce, and accurate data on programs implemented in the Western Balkans are needed. This report aims to fill this knowledge gap and inform policy making by relying on data from the 2011 and 2017 rounds of the Regional Roma Survey (RRS), the most comprehensive survey to date on living conditions and human development outcomes among marginalized Roma households in the Western Balkans, as well as non-Roma neighboring households. The results show that marginalized Roma in the Western Balkans do not have the endowments and assets they need nor the ability to use the assets they have efficiently and intensively to generate economic gains and climb the socioeconomic ladder. Gaps with respect to non-Roma neighbors are especially wide in education and labor markets, and, in general, there is generally little improvement between the two survey years in access to services and economic opportunities. The report provides policy directions, highlighting gender and discrimination as cross-cutting policy areas. It also suggests a pragmatic approach towards generating evidence-based policies through better monitoring and evaluation and collection of ethnically-disaggregated administrative data. Finally, a comprehensive and integrated lifecycle approach is also encouraged

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce.     Abstract: There is an increasing amount of literature discussing the integration of humanitarian assistance into social protection systems or the linkage of disaster risk responses with specific social safety net programmes. The nexus maybe seen through synergies via common frameworks, platforms and systems utilized. The Philippines continues to tackle the problems of poverty and vulnerability among its 100 million population. It lies in the "Pacific Ring of Fire" and is visited regularly by typhoons, ravaged by flooding, and occasionally hit by destructive earthquakes. It also has two long running conflicts with rebel groups that have displaced thousands of its citizens in hot areas. Despite being a middle income country and owing to the recurrent nature of crises, the country has a permanent presence of humanitarian actors (UN agencies, international, and national NGOs) ready to complement government efforts during emergencies. This specific case study showcases the linking of humanitarian assistance and social protection in two instances where cash transfer for relief and recovery by humanitarian agencies, the World Food Programme (WFP) and United Nations Children's Fund (UNICEF), successfully "piggybacked" on the Pantawid Pamilya Pilipino Program (4Ps), a lead social protection programme of the Department of Social Welfare and Development (DSWD), during the aftermath of typhoon Haiyan (2013)

Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: The economic growth outlook remains positive. The country's economic growth is projected to reach6.4 percent in 2019 and slightly edge up to 6.5 percent in 2020 and 2021, as inflation is expected to decline, and spending due to the upcoming midterm elections is likely to boost private consumption growth. Public investment growth is expected to be tempered in the first half of 2019 due to delays in approving the public budget, and is projected to recover in the second half of 2019. Export growth will likely remain weak, as global economic and trade growth are projected todecelerate in the near term, due to persisting trade tensions. The further strengthening of the U.S. dollar, possible increases in U.S. interest rates, and geopolitical uncertainties continue to be the main external downside risks to the economic outlook. Key short-term priorities to sustain the Philippines' rapid economic growth include prudently managing fiscal and current account balances and adopting policies to preserve consumer and business confidence. As the government continues to expand public investment to address the country's infrastructure gap, it is crucial toraise additional revenue to preserve fiscal sustainability, particularly as financing conditions may tighten globally. In addition, the trade deficit is estimated to remain wide, as export growth will likely stay weak while import growth is expected to accelerate. Given that global financing conditions may tighten, the government needs to closely monitor the performance of remittances, service exports, and foreign direct investment to prevent an external funding gap. In the long term, in addition to sustained efforts to build human capital, initiatives to address structural constraints are needed to accelerate inclusive growth. Improved market competition, accelerated investment, and improved labor market conditions to boost both productivity and economic growth will be essential. This calls for urgent actions on a couple of policy initiatives including revisiting foreign participation in the domestic market, implementing reforms to improve doing business, and reducing non-tariff barriers to boost trade. For instance, passing the Public SectorAct Amendment bill will entice foreign investments and bring competition to the transportation andtelecommunications sectors that are key backbone services whose efficiency directly affects overall productivity

    Abstract: Bangladesh has maintained its robust growth performance. Exports and remittances have been buoyant. Agriculture had bumper harvests. Overall inflation has slowed as decelerating food inflation offset a pickup in non-food inflation. Monetary expansion has been short of target as private sector credit growth slowed and the Bangladesh Bank siphoned off banking liquidity by selling dollars to defend the taka. Vulnerabilities in the banking system and capital market persisted. Higher export and lower import growth reduced the current account deficit, but a decline in the financial account surplus diluted the impact of the current account deficit decline on the overall balance of payments deficit. The budget deficit increased in FY18 but remained below the 5 percent of GDP target. Low revenue collection continues to be a major challenge as policy and administrative reforms have stalled and, in some instances, reversed. Key structural reform challenges are to mitigate the financial sector vulnerabilities, strengthen revenue mobilization, manage public investments better, meet the infrastructure gap, enhance human capital and streamline business regulation. Addressing these reform challenges will be critical for reinforcing future productivity growth. This report provides an assessment of the state of the Bangladesh economy, outlook, risks, and the key reform challenges the economy is currently facing. The coverage includes developments in the real sector focusing on growth and its components; inflation; monetary and financial sector developments; external sector developments focusing on the balance of payments, foreign exchange reserves and the exchange rate; and fiscal developments focusing on revenue mobilization, public expenditures, and deficit financing.     Abstract: Tobacco taxes are recognized as an effective policy tool to reduce tobacco consumption and improve health outcomes; however, policy makers often hesitate to use them because of their possible regressive effects. This report assesses the ability of taxes on tobacco to improve future health and welfare outcomes, with a focus on their distributional impact and effects on the poor. In addition to adverse consequences on health and quality of life of smokers and their family members, tobacco-related illnesses cost billions of dollars in medical expenditures and losses in human capital and productivity, imposing heavy economic tolls on households and governments. Developing countries bear a high and increasing share of the economic burden of tobacco. However, traditional analyses often overlook the many economic benefits of reducing tobacco consumption. This report presents empirical findings using an extended cost benefit analysis (ECBA) methodology, to incorporate a more comprehensive view of the costs and benefits of increasing prices of tobacco on household welfare, and to assess their distributional impact by accounting for different consumer behaviors across income groups. Evidence for several countries shows that large price shocks on cigarettes can generate progressive and welfare-improving medium and long-term net impacts, that particularly improve welfare of lower-income households. Large shares of societies-and particularly the poor-can benefit from positive income gains by reducing tobacco-related medical expenses and avoiding premature deaths. Moreover, additional fiscal revenues generated may be used to further enhance measures to control tobacco and promote equity. Ultimately, the benefits and distributional impact of raising taxes on tobacco will depend on the ability of policy to understand and to leverage consumers' responses toward quitting tobacco, and to target comprehensive interventions to help the most vulnerable groups

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus.     Abstract: This note analyzes household survey data and firm-level data to measure gender gaps in employmentoutcomes over the past 15 years and shed light on the degree to which economic growth has translated into more and better jobs for men and women, and the relative impact on each group. The analysis relies primarily on micro-level data from the annual Encuesta Permanente de Hogares for 2001 through 2016, the Encuesta Continua de Empleo for 2010-2014, the Censo Economico 2011, a census of firms, and the 2015-16 Encuesta de Empresas, a follow-up firm survey. Patterns in labor supply and its correlates will be examined using household-level data, and the analysis will consider how gender and other worker characteristics are related to labor market outcomes. In addition, this note explores the degree to which private sector labor demand and firm productivity differ by gender; this is done using firm-level data to examine the drivers of firm performance and employment growth. The remainder of this note is structured as follows. Section 2 examines recent socio-demographic trends that have affected the number of women entering the labor market in Paraguay. A range of digital technologies are already leading to: better informed and engaged consumers and producers, smarter farms, and improved public services. Adoption of digital technologies varies significantly across countries, with lower current adoption rates in low-income countries. Increasing adoption will require addressing supply-side factors, such as rural network coverage and availability of digital applications, and demand-side factors, including skills and knowledge, trust, affordability, and complementary investments. While digital technologies have significant potential they also pose several risks that need to be addressed including: an overconcentration of service provider market power; lack of data privacy; exclusion; and cybersecurity breaches. These risks cut across all segments of the economy, including the food system. In addition, digital technologies should not be viewed as a panacea. It focuses specifically on the potential role that digital financial services-including those accessed through mobile phones and the internet can play in encouraging businesses to formalize their operations. The paper finds that digital financial services can make it easier for informal firms to register and operate as a formal business, while also creating synergies between individual reform efforts. For example, companies that use a digital payroll system can easily make pension contributions when online platforms are available. Digital financial transactions also make it easier for governments to enforce laws and regulations, including tax collection. However, there are several important caveats. It is not clear that formalizing small transactions is an effective way to increase tax collection. As the digital economy grows and countries seek to curb informality, policymakers should tailor their programs to the needs and realities of different groups of enterprises

After Hurricane Maria in Puerto Rico in 2017, most of the power gridwas down. One year and tens of billions of dollars later some customers were yet to be reconnected to the main grid. This type of long and widespread power outage has major consequences on people's health and well-being, for instance through lacking access to refrigeration for food and medicine, and on the ability of firms to produce and provide people with goods, services, jobs, and income. In most countries, the power system is designed to cope with high-frequency but relatively low impact events. Low-frequency, high-impact events - such as many natural disasters - are rarely considered fully, and the implementation of planned management measures is often patchy. Furthermore, the power system is a special kind of infrastructure due to the heterogeneity of the generation assets and its wide spatial distribution. The latter means that power systems are often exposed to natural hazards and sometimes to more than one hazard, leading to high repair costs when disasters strike. This paper, prepared as a sectoral note for the Lifelines report on infrastructure resilience, investigates the vulnerability of the power system to natural hazards and climate change, and provides recommendations to increase its resilience. It first describes how power outages are often the consequence of natural disasters and outlines the main vulnerabilities of the power sector. It then proposes a range of approaches and solutions for building a more resilient power sector - from increased robustness to greater flexibility - showing that the additional cost of resilience is not high if resources are well spent.     Abstract: Fisheries and aquaculture make a significant contribution to Myanmar's economy. The fisheries sector contributes roughly 2 percent of Myanmar's gross domestic product (GDP), 50 percent of animal protein consumption, 6 percent of employment-rising to as high as 34 percent in some coastal areas-and up to 56 percent of state/regional government revenue. Marine fisheries, freshwater fisheries, and aquaculture contribute to production in roughly equal proportions, for a total annual production of 3 million tons. Fisheries' contributions to economic output and employment in Myanmar still lag behind other countries in the region. For instance, the aquaculture sector alone contributes more to the GDP of Bangladesh and Vietnam (at more than 3 percent and more than 5 percent, respectively) than the entire fisheries sector's contribution to GDP in Myanmar. There is a scarcity of scientific data on which to base the management of Myanmar's fisheries. Official catch estimates show an inexorable rise in marine fisheries' production, but these are contradicted by stock assessment data suggesting that between 1979 and 2013 pelagic stocks fell by as much as 90 percent and demersal stocks by around 50 percent

    Abstract: Reliable transport infrastructure is one of the backbones of a prosperous economy, providingaccess to markets, jobs and social services. Sustainable Development Goal 9 (SDG9) calls forincreased access to sustainable transport infrastructure in low- and middle-income countries.Collectively, these countries will need to spend between 0.5 percent and 3.3 percent of their GDPannually (157 billion to 1 trillion US Dollars) in new transport infrastructure by 2030 - plus an additional 1 percent to 2 percent of GDP to maintain their network - depending on their ambition and their efficiency in service delivery (Rozenberg and Fay, 2019). Because of the wide spatial distribution of transport infrastructure, many transport assets are exposed and vulnerable to natural hazards, increasing costs for national transport agencies and operators. During the 2015 floods in Tbilisi, Georgia, the repair of transport assets contributed approximately 60 percent of the total damage cost (GFDRR, 2015). In the 1995 earthquake in Kobe, Japan, accessibility as measured by the length of open networks directly after the shock dropped by 86 percent for highways and by 71 percent for railways (Kazama and Noda, 2012b). Such transport disruptions necessarily have direct impacts on the local economy. Employees face difficulties commuting, access to firms is disrupted for clients, interruptions in the supply chain inhibit production, and finished products cannot be easily shipped (Kajitani and Tatano, 2014). The paper, prepared as background material for the Lifelines report on infrastructure resilience, summarizes the main findings on the risk faced by transport networks and users as a result of natural disasters and climate change, and the main recommendations for building more resilient transport networks. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

Repatriation or the return of refugees to their country of origin has been rarely studied, and data on their socio-economic outcomes is sparsely available. In such a context, the World Bank and UNHCR teams attempted to make good use of the existing data sources and complemented it with new data collection methods to better understand the patterns and characteristics of recent Afghan refugee returns. More specifically, the team attempted to analytically connect insights between different data sources to explore (albeit imperfectly) questions of selection among Afghans who remained in Pakistan and those documented returnees who returned to Afghanistan

    Abstract: Following general elections in Liberia in 2017, a new government was formed with a mandate to achieve ambitious development objectives. Following a nationwide consultative process, the new medium-term national development plan, Pro-Poor Agenda for Prosperity and Development (PAPD)-2019-2023 was developed focusing on: strengthening public institutions; accelerating infrastructure investments for productive capacity; improving productivity in the real sector through enhanced economic diversification; increasing investment in human capital (youth employment, health, and education); and improving competitiveness, while safeguarding macroeconomic and debt sustainability. The focus of fiscal policy should be twofold, raising revenues while sustaining deficit at financeable level. In such a tight fiscal situation, the imperative is to secure equal or improved quality of public services by prioritizing and improving the composition of expenditure, enhancing efficiency, and expanding the resource envelope by stepping up the revenue mobilization efforts. Sustaining pro-poor development agenda, will likely require a political resolve to reduce the share of government resources devoted to high paid public servants and discretionary expenditures, as well as improve the efficiency and transparency of government spending. Otherwise, the financing gap created by an announced decline in grants and other forms of external assistance may be difficult to close

    Abstract: Minerals and metals are fundamentally incredibly important to societies all over the world. The activities required to extract minerals, however, often have negative impacts on forest landscapes and habitats. Forest health is not only about deforestation; mining has been found to produce severe impacts on water and soil that can indirectly impact forest health and its ecological integrity. Moreover, impacts of mining can become significant when multiple instances of mining activities happen at the same location simultaneously, as was found in the Indonesian case studies. Therefore, there is still the need to identify and attempt to reduce the impacts of mining even in a landscape dominated by activities like agriculture and forestry. Artisanal mining is typified as formal, informal, or illegal mining operations with predominantly rudimentary technologies in the exploration and extraction by individuals or large groups of people. Small-scale mining operations can also be mechanized, or semi-mechanized, and or have a greater degree of capitalization than artisanal mining. The World Bank's extractive industries in forest landscapes program seeks to address these challenges by promoting forest-smart extractive investments to ensure that investments in the extractives sector do not erode forest capital and instead generate positive forest outcomes. The artisanal and small-scale mining (ASM) study and the parallel study on large-scale mining (LSM) share the overarching objective of supporting the World Bank's efforts to help client countries ensure that resource extraction from forested areas serves as a force for poverty reduction and sustainable development while respecting the environment and the needs of local communities. In order to achieve a forest-smart ASM sector, adopting an integrated approach is recommended

This report provides a comprehensive assessment of the current I and E landscape in BiH and offers a roadmap for innovation policy reforms. It showcases current I and E outcomes in BiH and provides analysis of whether current support policies and programs in BiH (including public budget allocations) address existing market failures. The report concludes that recent policy measures have not effectively addressed BiH's needs for supporting I and E, specifically in terms of access to skills, ease of business regulations, and predictability of business environment. to this end, this report offers a roadmap for policy reforms as well as suggestions for pilot programs

    Abstract: Agriculture plays a significant role in Lesotho's economy. Lesotho is among the poorest countries in Southern Africa, with fifty-seven percent of the population living below the poverty line. About seventy percent of the population lives in rural areas and depends on agriculture for their livelihoods. Most farmers are involved in subsistence cultivation of cereals, where the country does not have a competitive advantage due to the agroclimatic conditions, small farm size, and lack of mechanization. This contributes to widespread poverty in rural areas, which account for eighty-seven percent of the poor. The objectives of this study are to: (1) assess the demand for vegetables from formal buyers in Lesotho; (2) examine the current production and marketing strategies of commercial vegetable farmers; and (3) suggest the design of the pilot supplier development program (SDP) to improve formal market access for smallholder farmers. The focus of this study is on Maseru, as it is the main center of demand in the country. The rest of this paper is organized as follows. Part 1 describes the demand for fresh produce and sourcing strategies of buyers in Maseru. Part 2 discusses the production and marketing practices of commercial vegetable farmers.     Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

    Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods
