Abstract: The frequency and severity of extreme wildfires are on the rise in the United States, causing unprecedented disruption and increasingly challenging the country’s capacity to contain losses and damages. These challenges are set to keep growing in the context of climate change, highlighting the need to scale up wildfire prevention and climate change adaptation. This paper provides an overview of the United States’ wildfire policies and practices and assesses the extent to which wildfire management in the country is evolving to adapt to growing wildfire risk under climate change.

Abstract: The growth of strategic budget initiatives – such as gender budgeting and green budgeting - has been a prominent trend in OECD countries. This is driven by a desire to use the budget to help deliver transformational change in relation to key policy priorities demanding a whole-of-government response. This paper outlines the emergence of strategic budget initiatives across OECD countries and offers some preliminary observations on how these initiatives are being designed and implemented.

Abstract: What makes the dream of self-employment so alluring, so pervasive in today's world? Benjamin C. Waterhouse offers a provocative argument: the modern cult of the hustle is a direct consequence of economic failures-bad jobs, stagnant wages, and inequality-since the 1970s. With original research, Waterhouse traces a new narrative history of business in America, populated with vivid characters-from the activists, academics, and work-from-home gurus who hailed business ownership as our economic salvation to the upstarts who took the plunge. Some flourish; some squeak by. Some fail. As Waterhouse shows, the go-it-alone movement that began in the 1970s laid the political and cultural groundwork for today's gig economy and its ethos: everyone should be their own boss. While some people find success in that world, countless others are left bouncing from gig to gig-exploited, underpaid, or conned by get-rich-quick scams. And our politics doesn't know how to respond. Accessible, fast-paced, and eye-opening, One Day I'll Work for Myself offers a fresh, insightful cultural history of the US economy from the perspective of the people within it, asking urgent questions about why we're clinging to old strategies for progress-and at what cost.

Abstract: "Think big, buy small. Are you looking for an alternative to a career path at a big firm? Does founding your own start-up seem too risky? There is a radical third path open to you: You can buy a small business and run it as CEO. Purchasing a small company offers significant financial rewards-as well as personal and professional fulfillment. Leading a firm means you can be your own boss, put your executive skills to work, fashion a company environment that meets your own needs, and profit directly from your success. But finding the right business to buy and closing the deal isn't always easy. In the HBR Guide to Buying a Small Business, Harvard Business School professors Richard Ruback and Royce Yudkoff help you determine if this path is right for you; raise capital for your acquisition; find and evaluate the right prospects; avoid the pitfalls that could derail your search; understand why a ""dull"" business might be the best investment; negotiate a potential deal with the seller; and avoid deals that fall through at the last minute.".

Abstract: This open access book presents an important discussion on the interface between sustainable soil management and climate mitigation and adaptation. It investigates a variety of aspects in this context, such as the political and societal consequences for countries in the Global South, an assessment of the outcomes of the UNFCCC Conference of Parties held in Glasgow, appropriate legal instruments to promote desealing, regulatory concepts for negative emissions in soil and land use, the debate in Europe on carbon uptake in soils and the climate-related policy of the Convention on Biological Diversity. Lastly, it provides information on recent court rulings on climate mitigation in Germany and Australia and their relevance for sustainable soil management. This sixth volume of the International Yearbook of Soil Law and Policy is divided into four parts, the first of which deals with various aspects of the theme “Climate Mitigation and Adaptation and Sustainable Soil Management.”The second part covers recent international developments, the third presents regional and national reports, and the fourth discusses overarching issues. Given the range of key topics covered, the book offers an indispensable tool for all academics, legislators and policymakers working in this field. The “International Yearbook of Soil Law and Policy” series discusses central questions in law and politics with regard to the protection and sustainable management of soil and land – at the international, national, and regional level

Abstract: Affordable housing shortage and social exclusion have become severe societal problems across the globe. Increasing numbers of people are suffering from social eviction and displacement due to urban densification, modernization, rising rents, and intense housing commodification. Vulnerable resident groups – such as old-aged or households with children – who often live in old housing stocks planned to be densified, renovated, or upgraded with higher rents, are forced to leave the urban core centers because they can no longer afford to live in central locations, or because they experience unstable or insecure housing conditions. A scenario that is highly unsustainable. So far, studies on densification have mainly considered the process as technological, architectural, or design-based problem (e.g., Kyttä et al., 2013; Broitman & Koomen, 2015; Bibby et al., 2018). However, systematic knowledge on how to implement densification objectives sustainably – regarding economic, environmental, and social aspects – is still lacking. This book tackles this gap by analyzing densification from a governance perspective. Its point of departure is that densification per se does not necessarily lead to sustainable outcomes in terms of social inclusion, cohesion, or community stability. Rather, it politicizes densification by neglecting how the process is planned, implemented, and governed by the actors involved. The book applies an actors-centered neoinstitutionalist political ecology approach to reveal the specific objectives and strategies of actors involved, as well as the socio-political structures (i.e. rules. laws, and policies) that govern densification. Four Swiss in-depth empirical qualitative case studies (Zürich, Basel, Köniz, and Kloten) illustrate the political and legal conditions for success or failure for (un)sustainable implementations of densification. Ultimately, this book advises stakeholders, governments, urban practitioners, and academics on more effective, community-oriented, collective, and decommodified forms of governance to respond to the needs of the public at large rather than simply catering to private individuals and firms. Such governance initiatives entail active municipal land policy approaches outside a purely market-based investment logic that not only limit, but also work with property rights.

Abstract: Artificial intelligence will have profound impacts across health systems, transforming health care, public health, and research. Responsible AI can accelerate efforts toward health systems being more resilient, sustainable, equitable, and person-centred. This paper provides an overview of the background and current state of artificial intelligence in health, perspectives on opportunities, risks, and barriers to success. The paper proposes several areas to be explored for policy makers to advance the future of responsible AI in health that is adaptable to change, respects individuals, champions equity, and achieves better health outcomes for all. The areas to be explored relate to trust, capacity building, evaluation, and collaboration. This recognises that the primary forces that are needed to unlock the value from artificial intelligence are people-based and not technical. The OECD is ready to support efforts for co-operative learning and collective action to advance the use of responsible AI in health.

Abstract: This report assesses the use of online dispute resolution (ODR) in Latvia. It looks at the country’s efforts to modernise its justice system and develop dispute resolution mechanisms, identifies areas for improvement in line with the OECD ODR Framework, and provides examples of the application of ODR in other countries. The assessment is enriched by the application of the OECD ODR Framework to three specific types of claims – simplified and warning procedures, and consumer claims. It provides recommendations for successfully implementing ODR in Latvia and broadly modernising the justice sector to ensure better access to justice for all.

Abstract: This book provides a comprehensive overview of the rapidly expanding field of decentralized finance (DF) and discusses how entrepreneurs can leverage it in their business activities. Decentralized finance (DF) is a system for exchanging value without centralized intermediaries. It relies heavily on peer-to-peer lending and borrowing, decentralized exchanges, trustless systems, and blockchain. Decentralized Finance is seen as a disruptive technology that could replace traditional financial systems in the future due to its advantages of being inclusive, non-discriminatory, resilient to risk management failures, cost-effective for lenders and borrowers to access the system and more efficient in terms of financial intermediation through automated trustless systems. This book explains the challenges and opportunities that these blockchain-based financial innovations present for both entrepreneurship and the broader financial system.

Abstract: In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

Abstract: Climate change is defining structural modifications that affect the economy and the financial system. Within Europe, supervisors and supervised entities are increasingly focusing on the consequences of environmental, social, and governance (ESG) risks as they impact the soundness and stability of the financial system or interfere with the transmission channels of monetary policy and price stability as well as raising sustainability financing issues. Focusing on climate-related risks within the broader theme of ESG risks, this book analyzes the evolving overall regulatory framework, the climate risk transmission channels, the peculiarities of climate risk transmission channels with reference to specific business models of financial intermediaries, and the governance and disclosure implications of climate risks. It will be of interest to academics, practitioners, and students in the fields of banking, financial services, sustainability, ESG, and climate risk. Elisabetta Gualandri is a Full Professor of Banking and Finance in the Marco Biagi Department of Economics at the University of Modena and Reggio Emilia, Italy, where she is a member of the Center for Studies in Banking and Finance (CEFIN).

Parallel Title: Erscheint auch als Diakite, Maimouna Cross-Country Empirical Analysis of Govtech Platforms on Citizen Engagement
Keywords: Citizen Engagement ; E-Government ; Governance ; Govtech ; Govtech Maturity Index ; Govtech Reform ; Public Sector Modernization
Abstract: Countries worldwide are implementing GovTech reforms to modernize the public sector and achieve better performance while responding to citizens' needs. At its core, GovTech represents a whole-of-government approach to public sector modernization, which emphasizes three critical aspects: (i) citizen-centric public services that are universally accessible; (ii) a whole-of-government approach to digital government transformation; and (iii) simple, efficient, and transparent government systems. Within this context, strengthening citizen engagement is crucial to ensure accountability, improve public policy quality, and enhance service delivery. Accordingly, this study aims to be the first cross-country empirical assessment of the impact of GovTech platforms, which can allow citizens to: (i) participate in policy decision-making and (ii) provide feedback on public service delivery. Using a large sample of 176 countries, the study assesses the impact of the implementation of national platforms that allow citizens to participate more effectively. This research employs entropy balancing as the main identification strategy, as well as propensity score matching and ordinary least squares regressions on the matching sample as alternatives. Additional robustness checks were performed using alternative GovTech Maturity Index 2022 data and by considering the possibility of a slower diffusion of the technology. A sensitivity analysis, considering the role of governance, political and institutional factors, as well as the level of development, is likewise performed. The results show a significant and positive impact of GovTech platforms on citizen engagement. Similarly, democracy and the equal distribution of political power have strong and positive effects on citizen engagement. By contrast, public sector corruption negatively and significantly impacts citizen engagement. The findings also provide evidence that GovTech platforms are more effective in fostering citizen engagement in high-income economies and in countries where the government is efficient, institutional and social fragility is low, and there is no conflict or only low-intensity conflict. The results of an Africa-focused analysis indicate that African countries that have adopted such digital platforms likewise experience an increase in citizen engagement

Keywords: Academic Impact ; Academic Research ; Governance ; International Governmental Organizations ; Research Output ; World Bank Group Research
Abstract: The World Bank's analytical work has a strong reputation, but its knowledge products are also perceived to be of varying quality and relevance, and the drivers of this heterogeneity are only partially understood. Building on previous evaluations, this paper adopts a production function approach to assess how budget resources, time to completion, technical skills, and institutional responsibilities affect the internal ratings and external visibility of different types of analytical tasks at the World Bank. To this effect, the paper first matches records from three unconnected electronic platforms -- for internal documents, budget codes, and external publications -- to assemble a comprehensive database of knowledge products and their key characteristics. With analytical documents as its unit of observation, the exercise shows that: (1) devoting more resources to analytical tasks leads to both better ratings and greater visibility; (2) both outcomes are systematically worse when a greater share of resources comes from trust funds; (3) they are also consistently worse for tasks that take longer to complete; (4) more academically oriented team leaders underperform on ratings and overperform on visibility, whereas technically solid but less stellar team leaders overperform on ratings; and (5) everything else equal, performance varies systematically with the nature of the unit in charge. The findings of the paper can be read as a cautionary note against knowledge management that is based on the counting of analytical tasks. Instead, the findings call for much stronger information systems on knowledge products, a better alignment of incentives for the units in charge, and regular evaluations in the spirit of this paper

Abstract: In Ethiopia, women are 15 percentage points less likely than men to possess a kebele ID, the primary proof of identity document used in the country. This report unveils findings from a study that aims to grasp the reasons behind this gender gap in ID ownership and offers recommendations for overcoming these barriers in Fayda, the new digital ID system launched by the Government of Ethiopia in 2021. Executed by the World Bank in partnership with Ethiopia's National ID Program (NIDP), the study first uses statistical analysis of ID4D-Findex data to illustrate the nature of the ID ownership gap and its ramifications for women. Subsequently, through desk research and original qualitative data obtained from focus group discussions and key informant interviews, the report delves into four categories of potential reasons for the gap: legal and policy barriers, social and community barriers, economic and procedural barriers, and information and knowledge barriers. In the concluding section, the report offers three key recommendations for integrating gender inclusivity into the Fayda program, drawingfrom the research findings and inputs gathered from qualitative research participants

Abstract: This report presents the findings of the Vital Signs Profile (VSP) assessment conducted by the World Bank and the Primary Health Care Performance Initiative (PHCPI) in collaboration with Fiji's Ministry of Health and Medical Services (MHMS). The VSP provides an opportunity to assess the state of the primary health care (PHC) system in Fiji, highlighting areas of strength and challenges through the lens of the PHCPI framework. The framework organizes various domains and subdomains of primary health care using a logic model approach that encompasses the traditional inputs and outputs of PHC systems and emphasizes the capacity and processes of PHC service delivery and performance. Notably, while PHCPI recognizes the role of social determinants of health and intersectoral health promotion and prevention efforts as important factors influencing population health, the VSP is primarily focused on aspects of health service delivery. Fiji is one of four Pacific countries - alongside Kiribati, the Republic of the Marshall Islands, and Solomon Islands that have, with support of the World Bank, used PHCPI tools to take stock of current performance, safeguard what works well, and lay out a vision for areas requiring improvement

Abstract: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses. By analyzing the stances of diverse European countries, their neighborhood, and international organizations, this section uncovers commonalities and disparities in their approaches to the Ukrainian crisis.

Abstract: The Armenia public sector accountability survey is instrumental in addressing the disparities between de jure laws and regulations and de facto practices and seeks to fill existing knowledge gaps and inform further definition and implementation of the government's anticorruption initiatives. The survey was implemented by the Corruption Prevention Commission (CPC) and the World Bank. It aimed to: (i) provide a comprehensive assessment of the patterns and determinants of integrity risks, and how they can impact productivity and performance in the public administration in Armenia; (ii) understand the perceptions of Armenian public servants regarding ongoing anticorruption initiatives, their awareness of integrity risks, and the needs for further interventions; and (iii) generate evidence, support and inform further definition of reforms and anticorruption initiatives that help address and counter weak integrity practices in the public sector in Armenia. By highlighting the disparities between de jure laws and de facto practices, particularly in terms of integrity within the public sector, this survey aimed to serve as a cornerstone for informing effective implementation in targeted interventions and bridging the gap between policy intentions and actual practices within Armenia's governance. The Armenia public sector accountability survey was aimed at public servants in selected public entities in Armenia, including central ministries and agencies, regional governments, and selected municipalities across the country. The analysis of the survey findings is anchored in the government production function conceptual framework and adjusted to explicitly take into account the drivers and consequences of corruption

Abstract: India has learned what to do and what not to do when it comes to implementing policy to address human suffering. The COVID-19 pandemic unified the international response in similar ways, and the world has a lot to learn about key initiatives in India that have been implemented since India's independence. This open-access book includes key learnings about the conceptualization, design, and impact of social welfare programs in India spanning more than a 75-year period. The Future of India's Social Safety Nets provides a comprehensive analysis of these systems by combining insights from a wealth of interdisciplinary scholarship on social protection, economic development, and social policy. It covers India’s social development in terms of three essential aspects of policy design: focus (intended beneficiaries), form (transfer modalities), and scope (developmental objectives). Highlighting the developmental achievements and shortcomings of the myriad of social welfare schemes, this book proposes a framework to foster human resilience through social protection. This is an open-access book

Abstract: The Oxford Handbook on Space Security focuses on the interaction between space technology and international and national security processes. This volume theorizes the development and governance of space security and analyzes the specific pressure points currently challenging that regime. Space security is a complex assemblage of societal risks and benefits that result from space-based capabilities and is currently in a period of transformation as innovative processes are rapidly changing the underlying assumptions about stability in the space domain. This volume takes an analytically-eclectic approach to assessing space security from an international relations (IR) theory perspective. It builds an understanding of space security, infused with the theory and practice of IR and advances analysis of key states and regions as well as specific capabilities. It draws on the expertise of a set of scholars who bring a range of analytical and theoretical perspectives to bear on the empirical changes affecting space security. Space security is currently in a period of great transition as new technologies are emerging and states openly pursue counterspace capabilities. This volume brings together scholarship from a group of leading experts that helps to explain how these contemporary changes will affect future security in, from, and through space.

Abstract: This book features a collection of high-quality and peer-reviewed papers from the 2023 7th International Conference on Applied Economics and Business, which was held in Copenhagen, Denmark, during August 24-26, 2023. ICAEB is held annually as a platform for the presentation of new advances and research results in the fields of applied economics and business. Applied economics is a way of dealing with esoteric economic concepts in a practical and analytical way. It allows for decisions to be made that are underlined by theoretical economic principles but utilized in such a way that they transform into real work applications. The contributors cover topics such as environment, development, finance, forensics, information, institutions, international, labor, management, mathematics, currency, tourism and many more. Applied Economics affects all aspects of life and science and it is brought to the forefront in this collection of papers. The conference, with its aim to bring together economists from different fields, lends itself to a natural and rich collection of scientific papers all focused on the practical application of economic principles. The scope of this collection of papers will be useful to academics and practitioners who look to economics to help solve problems.

Abstract: “An invaluable springboard for further research and action in this field.” —Jean Drèze, Ranchi University “A vision of the potential for social policy to move beyond palliative measures towards a resilient and inclusive social contract.” —Harold Alderman, International Food Policy Research Institute “A must read for those that want to understand the past, present, and future of social protection in the country and beyond.” —Ugo Gentilini, World Bank “It will become a standard reference in the literature.” —Ravi Kanbur, Cornell University India has learned what to do and what not to do when it comes to implementing policy to address human suffering. COVID-19 unified the international response to human suffering, and the world has a lot to learn about the initiatives implemented in India since its independence. This open-access book covers the conceptualization, design, and impact of notable social welfare programs in India. The Future of India's Social Safety Nets combines insights from social protection, economic development, and social policy. It covers India’s social development in terms of three essential aspects of policy design: focus (intended beneficiaries), form (transfer modalities), and scope (developmental objectives). Highlighting developmental achievements and shortcomings, this book proposes a framework to foster human resilience through social protection. Abstract: Presenting a new interpretation of entrepreneurial behaviour, this book focuses on how entrepreneurs consider the future, looking at their social practices, language and rituals through which they neutralize or smoothen future unknowns. The study theorizes entrepreneurial behaviour as ‘future-work’: the social practices, language and rituals through which entrepreneurs neutralize or smoothen future unknowns. The study is grounded in ethnographic case material from global frontiers: second-hand car dealers in West Africa; exporters of fresh fish from Lake Victoria, East Africa; farmed fish entrepreneurs in Greece; and investment bankers in Financial America. It targets students and scholars from the social sciences and economics, and it has theoretical and practical implications.

Abstract: Research shows that innovators have a poor track record of predicting which of their own ideas will result in breakthroughs. But some ideas that appear to be incremental at first eventually prove to be blockbusters. Carrying more ideas through to incubation gives both the company and the broader market a chance to learn more about them and for unanticipated use cases to emerge.

Abstract: The governance of infrastructure can affect how and whether infrastructure projects achieve desired outcomes and contribute to wider policy goals. This paper presents the conceptual framework, design and methodology of the OECD Infrastructure Governance Indicators (IGIs). The IGIs support the implementation and monitoring of the OECD Recommendation on the Governance of Infrastructure. This paper also describes the key findings from the first set of IGIs, which cover three areas: long-term strategic vision for infrastructure; fiscal sustainability, affordability and value for money; and efficient and effective public procurement. It identifies the governance dimensions that are well developed across OECD countries and those that require improvements under each of the three areas.

Abstract: Representing approximately 12% of GDP across OECD countries, public procurement is an important pillar of public service delivery. However, successful public procurement is threatened by risks in areas as diverse as compliance, sustainability, and operations. Governments can address these challenges by identifying, assessing, treating, and monitoring risks throughout the procurement process. To do so, they use general tools such as risk registers and risk matrices, as well as more targeted measures aimed at specific challenges, such as supply chain risks. The procurement of complex goods, services and infrastructure involves different and often more consequential risks linked to market structures, the size and length of contracts, and the interconnected nature of decision making. In addressing this broad array of risks, the development of a national risk management strategy is a crucial step to ensure a co-ordinated and consistent approach.

Abstract: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Abstract: The precautionary principle has been an important aspect of regulatory delivery for nearly four decades. Now widely applied and with a global reach, the principle is often invoked whenever the scientific evidence surrounding the safety of a given technology is not conclusive. It is often applied where a safety risk is known to exist, but the probability and magnitude of harm are uncertain or unknown. The principle thus supports — and is an important element of — risk-based regulation. It is an important principle for the energy transition, in particular, though it is complex to apply in practice. The safety risk of technologies supporting the energy transition is immediate, which can lead regulators to operate and apply the principle over-cautiously — sometimes to the extent of complete inaction. This report examines how the precautionary principle can be used to support flexible decision making by helping regulators and operators manage risk through positive action.

Abstract: Promoting the professionalisation of the public procurement workforce is gaining attention across EU Member States and OECD countries. To support professionalisation initiatives, the European Commission designed a scalable and structured tool to assess the skills and knowledge of public procurement professionals. This tool, known as ProcurCompEU, provides public organisations with the means to identify missing competences or areas where further capability-building initiatives could be implemented. To strengthen the relevance of the tool, the OECD has been supporting public administrations from several OECD countries in testing ProcurCompEU. This report provides insights on these pilots and draws lessons to further increase the scalability of the tool to different contexts and objectives.

Abstract: Artificial intelligence (AI) offers tremendous benefits but also poses risks. Some of these risks have materialised into what are known as "AI incidents". Due to the widespread use of AI in various sectors, a surge in such incidents can be expected. To effectively monitor and prevent these risks, stakeholders need a precise yet adaptable definition of AI incidents. This report presents research and findings on terminology and practices related to incident definitions, encompassing both AI-specific and cross-disciplinary contexts. It establishes a knowledge base for identifying commonalities and encouraging the development of AI-specific adaptations in the future.

The Review assesses four key dimensions of civic space: civic freedoms, media freedoms and online civic space, the enabling environment for civil society organisations, and citizen participation in policy and decision making. The findings and recommendations offer a blueprint for a more transparent, responsive, participatory, and accountable governance in Romania that informs and engages citizens and empowers stakeholders to achieve shared objectives together.

Abstract: This report looks at the demand for counterfeit goods and identifies its key drivers. It discusses the specificity of the demand for counterfeit goods, including both deliberate and unintentional demand. Indeed, some consumers will deliberately buy counterfeit and pirated goods while others will be deceived into buying illicit products, thinking they are genuine. The report also examines the profiles of destination economies in the global trade of counterfeit and pirated goods. It uses quantitative analysis to study the economic characteristics of various economies, including the quantitative relationship between counterfeit intensity and certain observable socioeconomic factors. The identification of socio-economic factors, in particular, influencing the demand for counterfeit and pirated goods is crucial to help policymakers develop appropriate policies, including better targeting of consumer awareness campaigns.

Abstract: Corruption in state-owned enterprises has a unique ability to undermine governments, markets and citizens' wellbeing. While international standards promote integrity in the state-owned sector, their implementation remains a challenge. This handbook describes an innovative peer-learning programme – Compliance Without Borders – and its contributions to strengthening anti-corruption compliance in state-owned enterprises. It explains the benefits of galvanising the private sector to work with their state-owned counterparts in preventing corruption and levelling the playing field. By detailing how this new pair are successfully collaborating, the handbook also encourages others to join in leading by example.

Abstract: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

Abstract: The Open Government Review provides an evidence-based assessment of the country's open government agenda against the ten provisions of the OECD Recommendation of the Council on Open Government. The review takes stock of past reform efforts and provides guidance for Romania in designing, implementing, monitoring, and evaluating an integrated policy agenda to improve the relationship between government and citizens and the way they interact. In particular, this review highlights areas of opportunity for Romania regarding transparency, citizen and stakeholder participation, and creating an open state. Moreover, it outlines steps towards the design of the country's first open government strategy, including an improved system of monitoring and evaluation.

Abstract: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

Abstract: A megadiverse county, Costa Rica is known globally for its success in reversing deforestation and pursuing a growth model based on the sustainable use of its environmental resources. However, energy use and related greenhouse gas emissions increased in the last decade. Private cars are a major and growing source of emissions affecting climate and air quality. Waste disposal still relies on landfills, and much wastewater is untreated. Costa Rica's extensive protected area network and pioneering programme of payments for ecosystem services have helped reduce biodiversity loss and extend forests' carbon sequestration capacity. However, more should be done to tackle pressures on biodiversity from development of infrastructure and settlements, tourism, farming and fishing. The sheer scale of investment needed to achieve the Sustainable Development Goals calls for improving the efficiency of public spending, mobilising private finance, strictly enforcing regulations and providing adequate incentives. This is the first OECD Environmental Performance Review of Costa Rica. It evaluates the country's progress towards sustainable development, with a special chapter focusing on biodiversity, and provides 52 recommendations.

Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

Series Statement: OECD Working Papers on Public Governance no.57
    Keywords: Governance
Abstract: The 2021 OECD Survey on Drivers of Trust in Public Institutions provides a cross-country assessment of what influences people’s trust in government and public institutions, understanding people’s perception of the functioning of democratic institutions. Most of the drivers in the Trust Survey refer to government competences and values that help countries take concrete steps to rebuild trust. Both at the individual and country-level trust may vary due to cultural, economic and social factors. This paper analyses the open-ended survey responses in 16 OECD countries to understand two questions. First can the answers provide insights into cultural differences and extreme attitudes of distrust? Second, what dimensions influence trust that are not considered in the theoretical OECD Trust Framework underpinning the Trust Survey? The results of the topic model resemble closely the drivers in the Trust Framework, but respondents name not just government inputs, outputs, and processes, but also socioeconomic vulnerabilities, intergenerational and global challenges. While many respondents write that ''corruption'', ''money'' and ''power'' drives their trust in public institutions, these feelings are not associated with government transparency and accountability. These findings show the advantage of qualitative measurements (open-ended survey questions) to understand the complex relationship between trust and public governance.

Abstract: The OECD Public Governance Review of Honduras offers recommendations to strengthen the effectiveness, coherence and openness of the country’s public sector, and in particular its centre of government. It first provides an overview of Honduras’s public sector and assesses its performance across interrelated dimensions. It then examines important public governance areas such as the role of the centre of government in policy co-ordination, results-based management in government, efforts to build a sound monitoring and evaluation system, and the design and implementation of open government in Honduras. The recommendations of this report seek to support Honduras in the adoption of an inclusive and outcome-oriented approach to public governance capable of delivering better results for its citizens.

Abstract: Evaluation is the foundation of evidence-based policy. Yet there is a dearth of reliable impact evaluation in the area of SME and entrepreneurship policy. This publication issues OECD guidance on how governments can promote reliable SME and entrepreneurship policy evaluation. It emphasises practices including using control groups, setting clear policy objectives and targets and accounting for business survival and non-survival. It shows that reliable evaluation of SME and entrepreneurship policy is increasingly accessible given improvements in data and techniques in recent years and illustrates this with examples of 50 reliable evaluations across many SME and entrepreneurship policy areas and 28 OECD countries. Overall, the publication issues a call for more systematic and reliable evaluation of SME and entrepreneurship policies following the guidance offered. The publication also examines the findings of reliable evaluations internationally, including meta evaluations. The evidence is mixed but generally more robust and consistent for policies to improve access to finance than in the provision of training and advisory services. Some policies have positive impacts on key measures whereas others do not. The reasons are explored, including variations in the targeting of policies and in policy delivery approaches.

Abstract: Portugal managed to decouple several environmental pressures from economic growth over 2013-19. It played a leading role in the approval of the European Climate Law and adopted the Portuguese Framework Climate Law in 2021. This needs to be swiftly implemented to achieve carbon neutrality by 2050, improve climate resilience and protect ecosystems. Portugal has stepped up adaptation efforts but needs to do more to address multiple threats, including coastal erosion, floods, droughts and forest fires. The country is lagging behind in waste management. Meanwhile, the increase in freshwater abstractions in water-scarce southern regions is a concern. This is the fourth Environmental Performance Review of Portugal. It provides an evidence-based assessment of the country's progress towards its environmental goals over the past decade. The 26 recommendations aim to help Portugal improve its environmental performance, giving special focus to carbon neutrality.

Abstract: Labour markets across the Netherlands recovered quickly from the COVID-19 shock and Dutch cities are now facing an unprecedented level of labour market tightness. The high demand for workers presents a unique opportunity for Dutch municipalities to find pathways into employment for those with the lowest labour market attachment and alleviate the pressure faced by local employers that struggle to find suitable workers. Supporting the diverse population in Dutch cities in finding their way into the labour market requires the efficient use of existing labour market instruments, advancing innovative methods of skills-based job matching and improving the cooperation between national, regional and local labour market institutions. This OECD report analyses current and future bottlenecks that could hamper the effective provision of local labour market services. It highlights policy options for strengthening the capacity of municipalities to support different population groups in making the transition from social welfare recipients to workers.

Abstract: This paper builds on the results of the OECD Trust Survey in Portugal to identify the main areas for improvement and guidelines for action to help Portugal reinforce trust and democracy and enhance public governance to address future challenges. The Portuguese government’s response to the COVID-19 crisis drew on lessons learned from previous crises, notably the plunge in public trust after the 2008 financial crisis and the subsequent economic austerity measures which shook the political system and considerably impacted economic and social well-being. Public trust has traditionally been heralded as crucial for public governance. However, to build resilience in the face of multiple social, economic and environmental crises, Portugal will need to set public trust as an explicit policy objective and better understand what drives it. Investments in building a competent and trusted civil service will also be needed to develop more responsive and better-informed policy responses.

Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

Abstract: OECD countries continue to face persistent gender inequalities in social and economic life. Young women often reach higher levels of education than young men, but remain under-represented in fields with the most lucrative careers. Women spend more time on unpaid work, face a strong motherhood penalty, encounter barriers to entrepreneurship and fare worse in labour markets overall. They are also under-represented in politics and leadership positions in public employment. These elements permeate many policy areas and economic sectors - from international trade and development assistance to energy and the environment - in which policy often lacks a strong gender focus. Violence against women, the most abhorrent manifestation of gender inequality, remains a global crisis. This publication analyses developments and policies for gender equality, such as gender mainstreaming and budgeting, reforms to increase fathers' involvement in parental leave and childcare, pay transparency initiatives to tackle gender pay gaps, and systems to address gender-based violence. It extends the perspective on gender equality to include foreign direct investment, nuclear energy and transport. Advancing gender equality is not just a moral imperative; in times of rapidly ageing populations, low fertility and multiple crises, it will strengthen future gender-equal economic growth and social cohesion

Abstract: Despite strong economic performance and significant governance reforms over the past few decades, Lithuania has a higher share of its population at-risk-of poverty than other EU countries (21.4% in 2020 compared to an EU average of 16.3%), with some people more at risk than others, particularly people with multiple and complex needs in vulnerable situations who tend to rely more on public services. The provision of personalised services is fundamental to addressing the needs of people in vulnerable situations and to improving their well-being. This report is part of a joint project between the OECD and the European Commission to develop a more integrated approach to personalised services for people with disabilities, young people leaving care, and people leaving prison in Lithuania and to increase the involvement of non-governmental organisations in the design and delivery of those services. The report provides an analysis and assessment of the governance arrangements and NGO involvement in Lithuanian public service provision, the associated operating models and information technology (IT) infrastructure of employment and social services; and service design and delivery methods for the three groups. Finally, the report proposes recommendations to deliver effective, well-integrated public services to people in vulnerable situations in Lithuania.

Keywords: Education ; Governance ; Development ; El Salvador

Series Statement: OECD Public Governance Policy Papers no.31
    Keywords: Governance ; Belgium
Abstract: This paper provides an analysis of the Belgian federal government’s practices regarding the institutionalisation, quality and impact of policy evaluations. The paper takes a holistic approach, which not only looks at individual practices, but also at how those can come together so that evaluation becomes an integral part of the policy cycle. Public policy evaluation promotes evidence-informed policymaking and ensures that policies improve outcomes by bringing an understanding of what works, why, for whom, and under what circumstances. Evaluation is also a core tool of sound public financial management, as it helps governments spend better and promotes accountability and transparency in spending. The paper proposes concrete policy recommendations for improving the Belgian federal government’s evaluation system.

Keywords: Öffentlicher Dienst ; Personalmarketing ; Frankreich ; Employment ; Governance ; France
Abstract: A growing number of OECD countries are facing the challenge of making their public service more attractive, even as public policy management becomes increasingly complex and requires new skills. This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

Series Statement: OECD Working Papers on Fiscal Federalism no.44
Keywords: Environment ; Governance ; Urban, Rural and Regional Development ; Taxation ; Economics
Abstract: This paper investigates the role of fiscal federalism in driving ecological transition, a key challenge in the United Nations’ Sustainable Development Goals agenda. The ecological transition seeks a sustainable society that prioritises natural resource preservation and reduces environmental impacts. The study investigates the link between fiscal federalism institutions and ecological transition policies, focusing on regional and local governments’ role in implementing environmental goals. Despite subnational governments’ commitment to green objectives, comprehensive plan implementation has been limited due to local governments’ incentive schemes and capacity constraints. The paper examines the potential of fiscal federalism institutions, such as fiscal rules, transfers and capacity-building programs, to support ecological transition policies. The research emphasises engaging regional and local governments in the green agenda and highlights the need for tailored approaches in multi-level fiscal governance to effectively achieve environmental goals. By investigating fiscal federalism’s potential contribution to ecological transition, the paper offers valuable insights for policymakers addressing environmental challenges through a multi-level governance approach.

Keywords: Taxation ; Development ; Finance and Investment ; Governance

Abstract: In recent years, international development co-operation has undergone a transition from a conventional donor-recipient model to a partnership-centred approach, including with regions and cities. Friuli Venezia Giulia, a small region in north-eastern Italy with extensive policy autonomy, has been active in international co-operation and is seeking to get more out of its actions both for the region and with its co-operation partners around the world. This paper evaluates its strategy on international partnership and co-operation and proposes recommendations, including more targeted initiatives that leverage the expertise of the region for greater impact in partner countries and for local benefits.

Abstract: Open government is a powerful catalyst for driving democracy, public trust, and inclusive growth. In recognition of this, the OECD Council adopted the Recommendation on Open Government in 2017. To date, it remains the first - and only - internationally recognised legal instrument on open government and has guided many countries in designing and implementing their open government agendas. This report takes stock of countries' implementation of the Recommendation, its dissemination, and its ongoing significance. It is based on an OECD survey carried out in 2020/2021 among all countries that adhered to the Recommendation and other partner countries, as well as on further data collected through a perception survey with delegates to the OECD Working Party on Open Government.

Abstract: This Public Communication Scan of the United Kingdom, the first such scan of an OECD Member country, brings new insights to the OECD’s work on understanding how public communication contributes to democratic governance. The scan analyses how the United Kingdom’s Government Communication Service (GCS) is building a more effective communication function amid changes to the information ecosystem and how it can help make policymaking more responsive to citizens' needs. The analysis and recommendations in this Scan highlight opportunities for the GCS and the UK Government to align ongoing communication reforms with actions to promote more inclusive and people-centred communication that contributes to greater engagement, improved public trust, and better policy outcomes.
