    Abstract: Small and medium-sized enterprises (“SMEs”) are important stakeholders for both environmental and economic policymaking. Among OECD countries, they represent roughly 99.7% of all enterprises and 60% of total employment. Simultaneously, while their individual environmental footprint is small, on aggregate, SMEs contribute up to 70% of industrial pollution in Europe. Thus, they have tremendous potential as drivers of green and inclusive growth. Through a comprehensive literature review, this issue paper assesses the trade-offs and synergies between SMEs’ ability to deliver green growth – through greening processes like eco-innovation and adoption of green measures - and their ability to contribute to inclusive growth – through job creation and inclusive business models. This issue paper also reviews relevant policy measures that can help SMEs navigate the opportunities and challenges in delivering green and inclusive growth.

    Abstract: Based on an in-depth literature review and responses to a survey among OECD member countries, this paper discusses the use of flexibility mechanisms in environmental regulations. Such mechanisms can provide flexibility as to how a given environmental improvement is achieved, regarding where environmental improvements take place, when they take place, as regards who is to achieve the improvements, and for which pollutants the emission reductions are to be achieved. The literature on these issues is limited, but it is clear that some such mechanisms can have important environmental and economic impacts. In certain cases, flexibility mechanisms which have provided important benefits in terms of cost reductions have proven to also shift pollution to areas where the negative health impacts are larger. Hence, it will be useful to carefully assess the related social costs and benefits of both existing and new flexibility mechanisms.

With high levels of inequalities in many cities, the success of the transition will depend on the ability of local governments to engage in a “just” transition. This paper focuses on how national and sub-national governments can align subnational financial flows to transition towards low-carbon, resilient and inclusive cities. The paper is a contribution from the OECD Champion Mayors for Inclusive Growth initiative and to the OECD Programme on Subnational Finance and Investment.

    Abstract: This paper reviews ex-post empirical assessments on the impact of carbon pricing on competitiveness in OECD and G20 countries in the electricity and industrial sectors. Most of these assessments find no statistically significant effects of carbon pricing or energy prices on different dimensions of competitiveness, including net imports, foreign direct investments, turnover, value added, employment, profits, productivity, and innovation. When statistically significant results have been found, the magnitude of such effects tends to be small - either positive or negative. Thus, concerns about negative short-term effects of carbon pricing on firms’ or sectors’ international competitiveness have not come to pass, at least to date. These findings are in part because carbon price levels have been low and because of exemptions to carbon taxes for industry, or generous levels of free allowances to firms covered by emissions trading schemes.

    Abstract: This report presents OECD estimates of annual volumes of climate finance provided and mobilised by developed countries for developing countries in 2013-17. These estimates include bilateral and multilateral public finance, official-supported export credits and mobilised private finance. The underpinning accounting framework is consistent with the one used by the OECD in 2015 to produce estimates of climate finance for the years 2013-14, as well as that used in 2016 to produce 2020 climate finance projections. Furthermore, it is also consistent with the outcome of the UNFCCC COP24 on modalities for the accounting of financial resources provided and mobilised through public interventions.

    Abstract: This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

    Abstract: Extended producer responsibility or product stewardship is a policy approach that aims to increase waste recovery and recycling. Extended producer responsibility (EPR) systems aim to make producers responsible for the environmental impacts of their products throughout the product chain, from design to the end-of-life phase. This report focuses on free-riding of producers or retailers, which the fast expansion of online sales in recent years has been exacerbating. Online sales are creating new free-riding opportunities as consumers are able to buy more easily from sellers in other countries. These sellers often have no physical, legal entity in the country where the consumer resides, and are not registered with national or local EPR schemes.

    Abstract: This paper reviews the empirical evidence on the socioeconomic distribution of exposure to a selection of common environmental risks such as air and noise pollution and natural hazards, and of access to amenities such as green space. It finds that there are many examples where disadvantaged groups within countries, regions or cities are exposed to greater environmental risks, and ultimately greater potential harm or damages, or have poorer access to amenities than more advantaged groups. However, this pattern is not ubiquitous, there are examples in the literature where no difference, or the opposite difference is observed. Next, the paper reviews the empirical literature on the distributional effects of environmental policies. It concludes that although the evidence on the direct effects of environmental policy varies by policy instrument type, the general lesson is that well-designed environmental policy reforms incorporating appropriately targeted compensation schemes (e.g. within existing social welfare systems) can neutralise direct negative distributional outcomes and generate progressive outcomes overall.

    Abstract: Addressing the relationship between domestic environmental regulations and international trade policies is essential to better understand the need for consistency and complementarity between these areas. The set of trade and environment indicators developed by the OECD aims to provide insights on this relationship by shedding light on topical debates regarding the interactions between trade and environmental policies. Issues covered include: carbon emissions embodied in trade; embodied raw materials in trade; the volume of trade in environmentally-related goods; tariffs on environmentally-related goods; support measures for fossil fuels; enabling policy and regulatory environment for renewable energy; the volume of trade in waste and scrap; and nutrient balances of exported grains. Although initial insights are provided for these indicators, no detailed analyses is developed at this stage. Rather, these indicators are building blocks to analyse, for instance, the determinants of identified trends or to allow for a better understanding of the issues at hand. Possible avenues for further policy-relevant investigations using the indicators are identified and discussed for each topic covered.

    Abstract: Plastics are an important material in the economy but present a challenge for waste management, resource efficiency and the environment. Low rates of recycling and high rates of environmental leakage represent key sustainability challenges for plastics as well as product designers and producers. The chemical composition of plastics, including their additives, create physical and toxicological barriers to ‘closing the loop’ on the material, and creates risks such as low quality secondary materials or ecological exposure to hazardous chemicals. A range of policy instruments can be applied to improve the sustainability of plastics, including regulations, market-based instruments, information and voluntary tools. The report reviews the current use of instruments in each of these categories, provides a number of good practice examples, such as product taxes and charges, eco-design standards, extended producer responsibility and environmental product labels, as well as discussing opportunities for their future applications.

    Abstract: The purpose of this study is to investigate the effect of congestion pricing on the demand for clean transport modes. To this end, it draws on an empirical analysis of the effect of Milan’s congestion charge on the use of bike sharing. The analysis indicates that congestion pricing increases daily bike-sharing use by at least 5% in the short term. Extending the schedule of the congestion charge in the early evening increases bike-sharing use in the affected time window by 12%. The impact of the policy on bike-sharing use mainly occurs through the reduction of road traffic congestion, which makes cycling safer and more pleasant. The findings of the study indicate that policies aiming to reduce car use also have positive repercussions on the uptake of green mobility options. Relying solely on direct incentives for cycling, which often involve infrastructure projects, is likely insufficient to remove barriers to bike use.

    Abstract: Climate change and outdoor air pollution are two of the most challenging environmental issues that modern society faces. These challenges are strongly linked through their emission sources, the sectors they affect and the policies that can be implemented to reduce emissions. They also interact in the way they affect economic growth in the coming decades, although this aspect has been neglected in the literature. This paper presents the first global analysis of the joint economic consequences of climate change and outdoor air pollution to 2060, in the absence of new policies to address these challenges. A common methodology and a consistent modelling framework is used to specify the main economic interaction effects. While this paper provides a useful framework to analyse the interactions between two environmental issues in the economic system, the results need to be interpreted carefully, because of limited data availability.

But delivering on the Paris Agreement will require NDBs to transition from their traditional role as ‘financer’ to ‘mobiliser’ of investment for infrastructure, and to be better recognised in the international climate and development finance landscape. This paper highlights the role of NDBs drawing from case studies of the Brazilian Banco Nacional de Desenvolvimento Econômico e Social and the Development Bank of Southern Africa. As such, it provides important impetus to the international discourse on decisive climate action.

    Abstract: Many regional trade agreements (RTAs) contain chapters and articles that are environmentally specific. However, Parties can elect to more broadly incorporate environmental objectives in their RTAs to address their environmental concerns in such agreements. This report investigates in what ways RTAs could incorporate environmental objectives in chapters and articles related to subsidies for energy and environmental goods. It highlights the current state of play in incorporating provisions related to environmentally related subsidies in RTAs, and also illustrates possible ways to incorporate environmental objectives in RTAs based on existing practice and information. Regional disciplines on subsidies could be considered in RTAs with respect to the Parties’ environmental objectives in several ways, such as ensuring non-discriminatory measures, agreeing on a set of non-actionable subsidies, committing to phase-out certain subsidies, and securing greater transparency.

    Abstract: The paper discusses the implications of the low-carbon transition for workers and the relevant lessons-learnt in previous industrial restructuring experiences. The evidence suggests that, while climate policies are likely to have a modest impact on aggregate employment, workers in certain regions and industries can be more severely affected. The transition may also have gender-differentiated impacts: men represent the largest share of the workforce of most negatively affected industries (e.g. coal-mining) while the growth of the renewable power generation sector, which exhibits a relatively more gender-balanced workforce, suggests that female employment may increase in the traditionally male-dominated energy sector. Lessons from the case-studies underline that a suite of polices is necessary to manage the structural adjustment process, including structural reforms and skills policies. Importantly, the low-carbon transition differentiates itself from previous restructuring experiences because of its policy-driven nature and the possibility to finance structural adjustment measures through carbon-pricing revenues.

    Abstract: This paper presents the potential benefits and challenges of enhanced international co-ordination on carbon pricing and outlines the different types and levels of co-ordination that are available for national and sub-national governments. These levels include, inter alia, facilitating new pricing schemes, phasing out inefficient fossil fuel subsidies, sectoral approaches, co-ordination on minimum carbon prices and carbon pricing clubs. Jurisdictions may want to adopt several of these options simultaneously and may co-ordinate at multiple levels of government or across countries and sectors. This creates a bottom-up ‘web of carbon pricing schemes’, which can be an important element in delivering the Nationally Determined Contributions of the Paris Agreement and which has the potential to support greater levels of climate action and ambition.

    Abstract: This paper presents the results of an ex post evaluation of the impacts of a vehicle tax reform in Ireland, by carrying out a full social cost benefit analysis of a vehicle tax reform that began in Ireland in 2008 and shows that whilst successful in improving the fuel economy of new passenger cars, it may also have caused unintended effects, such as an increased proliferation of diesel vehicles in the passenger car fleet. These outcomes have mitigated the overall benefits. In addition to quantifying the scale of the various effects and outcomes, this paper clearly demonstrates the importance of broad scope policy design.

    Abstract: The Philippines' financial sector is highly vulnerable to climate risks. The country has high exposure to natural hazards (typhoons, landslides, floods, droughts, volcanic eruptions), strong dependence on a climate-sensitive agricultural sector, and vast coastlines where all major cities and the majority of the population reside. Significant systemic vulnerabilities can materialize if large natural disasters affect the capital region. In addition to physical risks, Philippine banks can also be exposed to transition impacts, that is, risks that emerge during the transition towards a more sustainable and carbon-neutral economy. Philippine supervisory authorities should build capacity to better understand and manage climate risks and foster transparency. At the same time, there is opportunity for deepening financial markets for green growth, by addressing several market and institutional barriers. With limits in public spending, there is great need, but also a significant opportunity for the private sector to contribute to green inclusive growth, including finance for climate resilience and mitigation efforts

    Abstract: The Sudanese economy has faced several shocks over the years, sometimes resulting in devastating impacts on the economy and the welfare of Sudanese households. The sources of these shocks vary, ranging from weather-related shocks such as droughts and floods to the global financial crisis and commodity price hikes. In the absence of effective social protection programs, exposure of households to frequent shocks lowers their ability to escape poverty, pushing households slightly above the poverty line back into poverty and sliding poor households deeper into poverty. This paper applies this framework to examine the impact of shocks on the welfare of Sudanese households and explore coping strategies typically utilized by households to mitigate the negative effects of shocks. The paper uses the 2009 National Baseline Household Survey (NBHS) and the 2014-15 National Household Budget and Poverty Survey (NHBPS) to document the main types of shocks that Sudanese households are exposed to and describe the profile of Sudanese households likely to be vulnerable and/or resilient to shocks. To complement this analysis, the paper uses the most recent round of the data collected in 2014/15 (containing information on idiosyncratic shocks) together with data on covariate shocks such as rainfall and conflict obtained from other sources to estimate the impact of shocks on household welfare. Since the impact of shocks on household welfare is likely to be multidimensional, various indicators of household welfare such as consumption, poverty status, assets, dietary quality, and diversity are considered in the paper. Results from the analysis are used to highlight the state of social protection in Sudan and discuss the need for an expansion of the existing system

    Abstract: Shifting consumer demand and accelerating climate change will further shape the agri-food sector in Croatia in the next decade. Consumers in high value markets in the EU and beyond are shifting their expenditures towards safe, healthy, sustainable, and convenient products. Recent EU market projections further confirm ongoing shifts in consumer demand. Agri-food producers and processors must increasingly differentiate and personalize their product offerings in response to shifting consumer demand and stricter regulations. The modern retail sector has been consolidating to better coordinate supply chains, comply with strict legal and regulatory requirements, and meet diverse consumer demands. Croatia has experienced a 'retail revolution' as food retailing shifts from small shops and grocery stores to supermarkets. Climate change impacts and risk will have a profound impact on the agricultural sector. Extreme weather events in Croatia such as droughts and hail have resulted in losses generated by the agriculture, forestry and fisheries sector. Climate change impacts are expected to appear through a variety of vectors in the fisheries sector. For capture fisheries and marine aquaculture, climate change impacts primarily manifest themselves in rises in sea-levels, increases in sea temperature, acidification, changes in ocean current patterns, and extreme weather events. Leveraging the agri-food sector's multiple functions and cross-sector linkages could be a powerful driver for diversified rural and coastal economies. The linkages between the agri-food and tourism sectors are particularly relevant in the context of Croatia given that the tourism sector contributes significantly to the national economy. Sustainable and circular bio-economies offer numerous diversification opportunities to rural and coastal areas in Croatia. Future policies should aim to accelerate the structural transformation of Croatia's agri-food sector

    Abstract: This book presents a comprehensive exploration of the emerging concept and framework of telecoupling and how it can help create a better understanding of land-use change in a globalised world. Land-use change is increasingly characterised by a spatial disconnect between its main environmental, socioeconomic and political drivers and the main impacts and outcomes of those changes. The authors examine how this separation of the production and consumption of land-based resources is driven by population growth, urbanisation, climate change, and biodiversity and carbon conservation efforts.     Abstract: This book bringing together leading researchers in the field of renewable energy to discuss sustainability on a broad scale and to examine the status quo of renewable energy industry development in a global context. The volume starts with the European Union, then reviews current trends in the United States as well as the Middle East, Central Asia, and Latin America. It moves on to analyze the German transition to one hundred percent renewable energy economy and energy systems (Energiewende) with a climate protection plan and sustainable economic development; and continues on to examine the determinants of the adoption of sustainable solutions in Finland and discuss the renewable energy agenda in the European Union with the 17 Sustainable Development Goals at its core. Climate change has become one of the main global drivers for policy and this book discusses both it’s over all global development as well as spotlighting localized progress across multiple continents. Over one hundred and fifty countries have developing sustainable energy policies, tax incentives, and laws. China remains the leader in renewable energy generation; and countries including the United States, the UK, India, Spain, and Turkey, compete in the Renewable Energy Sector to attract investments. The state of Bahia in Brazil has been experiencing a surge in wind energy production; and public policy has had a positive effect on that expansion.     Abstract: Access to water is one of the most pressing global issues of the twenty-first century, particularly when set against the background of a rapidly growing global population. This book provides a cutting-edge, comprehensive overview of the challenges facing water governance and regulatory choices. The recently adopted Sustainable Development Goals set forward an ambitious agenda of providing universal access to good quality water supply and sanitation services within a financially constrained environment: however, the various peculiarities of each country regarding water governance makes it difficult to identify and implement the best practices and benchmarks.     Abstract: Access to modern energy is central in addressing the major global challenges of the 21st century, including poverty, climate change and famine. However large parts of the world, especially in Sub-Saharan Africa (SSA) have poor or no access to modern energy. Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. The establishment and development of regional energy infrastructure as one of the mechanisms of addressing energy access challenges in SSA and regional efforts to harmonise energy regulation are explored. Finally a concluding chapter provides recommendations for policy makers and other relevant stakeholders on how best to implement some of the suggestions made in previous chapters. International organisations, regional organisations, government officials, scholars and students with interest in the energy sector will highly benefit from this book

    Abstract: This book builds on the enthusiasm for the geological generated by the Anthropocene but expand beyond it in three ways. First, it will probe deeper into the politics, history, and contemporary practices of the geological sciences as a way of thinking, representing, and communicating the geos. Consumption-based CO2 emissions are calculated by multiplying the intensities of the production-based emissions (c) with the global Leontief inverse (I-A)(-1) and global final demand matrix (Y) from OECD ICIO, taking the column sums of the resulting matrix and adding residential and private road emissions (FNLC), i.e. direct emissions from final demand: colsum [ diag(c) (I-A)(-1) Y ] + FNLC. The ICIO system includes discrepancies in the trade data (referred to as DISC). Emissions allocated to DISC are made explicit (e.g. in indicator FD_CO2). This ensures that global CO2 production equals global CO2 consumption.

    Abstract: Markets that function well within a stable regulatory and policy environment are key to improving the productivity and sustainability of the food and agriculture sector. This report contains the main findings and policy lessons gained from a series of wide-ranging country reviews on how government policies can improve sectoral productivity and sustainability through their impact on innovation, structural change, natural resource use, and climate change. Improving the policy environment would require rolling back those policies that distort markets the most and retain farmers in uncompetitive and low-income activities, harm the environment, stifle innovation, slow structural and generational change, and weaken resilience. Agriculture policy should focus instead on measures that facilitate the uptake of technologies and practices that use resources more efficiently and sustainably, and which contribute to reducing greenhouse gas emissions. Of equal importance are: a more collaborative approach, more effective governance systems, the development of long-term strategies, strengthened linkages between national and international actors, and comprehensive and coherent evaluation procedures. Public funding of food and agricultural research is also crucial, and private efforts need to be strengthened, including through public-private partnerships. Finally, improving overall policy coherence would contribute to building trust, and to increasing policy effectiveness at each step of the food and agriculture chain.

    Abstract: The purpose of the test is to measure the capacity of a chemical to activate or inhibit the transcription of a genetic construct (THb/ZIP-GFP X. laevis eleutheroembryos) either by binding to the thyroid hormone receptor or by modifying the amount of thyroid hormone available for transcription. The test is based on the use of a transgenic frog (possessing the genetic construction THb/ZIP-GFP) of the species X. laevis. GFP is a fluorescent protein that can be used to affirm the presence of the substance and to follow its action. This test is based on the quantification of fluorescence, and thus of the GFP protein, throughout the eleutheroembryo exposed to a test chemical. Indeed, if the fluorescence is 〉 12% by including the highest concentration of the test, the test is considered positive. Organisms are exposed in chemically inert cell culture plates (6 wells). Each well contains ten organisms in solution. In a run, 20 organisms are exposed to each test concentration. Tadpoles are exposed to the test chemical at NF stage 45 for a duration of 72 hours. A positive result of the XETA test indicates in vivo that a substance induces damage to the receptor and metabolization of the thyroid hormone. A negative result indicates that, under test conditions, the test substance does not induce detectable damage to the thyroid and its functioning.

Les produits chimiques testés provoquant la dénaturation, le dépliement et des changements de conformation des protéines induisent une désorganisation et une désagrégation de la structure hautement organisée de la matrice macro-moléculaire, ce qui génère une turbidité du réactif macro-moléculaire. À l’aide d’un spectromètre, ce phénomène peut être quantifié en mesurant les changements de diffusion de la lumière à une longueur d’onde de 405 nm et en comparant ces valeurs à une courbe d’étalonnage (établie en parallèle en mesurant la hausse de la densité optique (DO) induite par une série de substances étalon).

After assessing the effectiveness of several responses to wildlife crime in these countries, the report provides recommendations for strengthening the capacities of the institutions involved and improving strategies to counter illegal wildlife trade.

    Abstract: The IUCLID (International Uniform ChemicaL Information Database) can be customised to manage chemical data in different contexts and is a platform employing globally harmonised data elements pertinent to chemicals. The version 6 of IUCLID software released in 2016 allows for greater customisation of IUCLID and for extension and integration with other tools. For example, the standard IUCLID data elements can be extended to capture specific information for specific legislative data needs before they are added to the OHTs. This document describes four main elements related to the customisation of IUCLID including how the IUCLID format can be configured and customised, the main IUCLID features and add-ons, integration with other systems and development of alternative user interfaces. The document also outlines how customisation of these different elements requires different expertise and resources. It incorporates user stories regarding customisation of and data migration to IUCLID from ECHA, Australia, and Canada.

Drawing on ten illustrative case studies and unique new data gathered via an OECD questionnaire on agri-environmental policy organisations' experiences with digital tools, this report explores opportunities to improve current agricultural and agri-environmental policies, and to deliver new, digitally enabled and information-rich policy approaches. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring. The report provides practical advice on how policy makers can address challenges and mitigate risks to ensure digital opportunities for policy are realised in practice. Finally, the report briefly considers the broader regulatory and policy environment underpinning digitalisation of the agriculture sector, with the view to ensuring that use of digital tools for agricultural and agri-environmental policy remains coherent with the digitalisation of agriculture more generally.

    Abstract: Ensuring long-term water security is essential in the pathway towards sustainable development in Argentina. Floods cause 60% of all critical events in the country and are responsible for 95% of economic losses. Severe droughts, in a country where the agricultural sector accounts for 6.4% of GDP as compared to a global average of 3.6%, have a strong impact in the economy. The country is also home to some of the most polluted basins worldwide. Furthermore, climate change will likely shift further water availability, uses and demand. The report is the result of a policy dialogue with more than 200 stakeholders at different levels in Argentina. It assesses water governance in Argentina, identifies several key challenges to effective, efficient and inclusive water policies, and provides a set of policy recommendations to enhance water governance as a means to address relevant societal challenges, both within the scope of water management and beyond. In particular, ways forward for Argentina include strengthening the co-ordination between national and provincial water policies, setting up a multilevel water planning and investment framework, improving basin management practices, and enhancing economic regulation for water services.

By 2050, 1.6 billion people will be at risk of flooding, affecting nearly 20% of the world’s population at an increasing rate and many times over with dire social, economic and environmental consequences. In this report, a checklist is proposed as a self-assessment tool for stakeholders in flood management, based on lessons learned from 27 case studies that feature practical experiences and highlight common features and key challenges in flood governance.
