    Abstract: The book analyzes the topic of judicial reforms in four countries of South-East Europe, focusing on two specific factors that have influenced the reforms in the past two decades: the role played by the European Union in light of the east Enlargement process and the legacies of the communist regimes. Specifically, the aim is to account for similarities and differences in the reform paths of Slovenia, Romania, Croatia, and Serbia. In each country, in fact, the influence of the EU policies has been differently mediated by national factors that, broadly conceived, may be considered as expressing the legacies of the past regimes. In some cases, these legacies challenged judicial reforms and inhibited the influence of the EU; in other cases, they were positively overcome by following the route suggested by the EU. Some explanatory factors for these differences will be proposed drawing from democratization studies, Europeanization literature, and comparative judicial systems. The book focuses on countries having different status vis-a` -vis the EU and differently involved, in term of timing, in the EU accession process: some of them are new member states entered in 2004 (Slovenia) or in 2007 (Romania); others were, until recently, acceding countries (Croatia) or candidates to the membership (Serbia). This comparison allows investigation of the power of EU conditionality in different phases of the EU enlargement process

    Abstract: This book reviews the global dilemma and tensions over whether to intervene or not to intervene in severe civil conflicts which test the validity of the new doctrine of Responsibility to Protect or R2P. It particularly assesses R2P’s relevance for Asia, which is defined broadly in this book to include West Asia or the Middle East and the region’s emergence as the most severe threat to international order in the form of the Arab Uprisings. While East Asia and South Asia have their share of situations that warrant R2P-justified interventions, it is the conflicts in West Asia that have severely tested the viability of R2P. Has this new norm been effective as a tool for international law and diplomacy? Has the Westphalian doctrine of state sovereignty and non-intervention become superfluous as a result of the rise of R2P?     Abstract: Ending identity conflicts through negotiated agreements is an intractable process that is embedded complexly in the nation-building process. Ariel Hernandez looks on the complexity of the nation-building process in the Philippines and how its social and political context constrains the achievement of a peace agreement that would withhold new challenges as the process unfolds. Mediation as one of the possible modes of intervention to resolve identity conflicts is taken as the self-evident instrument to end the 40 year old conflict between the Filipino society at large and the Bangsamoro. The analysis confirms that mediation and other types of intervention are contributing to the intractability of identity conflicts by bringing in further complexities in the negotiation process. The conceptualization of “stumbling blocks” may provide knowledge based resources to develop strategies to “facilitate” the mediation process that allows negotiating parties to cope with the complexity of the bargaining table.     Abstract: In this edited volume leading scholars from different disciplinary backgrounds wrestle with social science integration opportunities and challenges. This book explores the growing concern of how best to achieve effective integration of the social science disciplines as a means for furthering natural resource social science and environmental problem solving. The chapters provide an overview of the history, vision, advances, examples, and methods that could lead to integration. The quest for integration among the social sciences is not new. Some argue that the social sciences have lagged in their advancements and contributions to society due to their inability to address integration related issues. Integration merits debate for a number of reasons. First, natural resource issues are complex and are affected by multiple proximate driving social factors. Single disciplinary studies focused at one level are unlikely to provide explanations that represent this complexity and are limited in their ability to inform policy recommendations. Complex problems are best explored across disciplines that examine social-ecological phenomenon from different scales. Second, multi-disciplinary initiatives such as those with physical and biological scientists are necessary to understand the scope of the social sciences. Too frequently there is a belief that one social scientist on a multi-disciplinary team provides adequate social science representation. Third, more complete models of human behavior will be achieved through a synthesis of diverse social science perspectives

    Abstract: The artificial shaping of the skull vault of infants expresses fundamental aspects of crafted beauty, of identity, status and gender in a way no other body practice does. Combining different sources of information, this volume contributes new interpretations on Mesoamerican head shaping traditions. Here, the head with its outer insignia was commonly used as a metaphor for designating the “self” and personhood and, as part of the body, served as a model for the indigenous universe. Analogously, the outer “looks” of the head and its anatomical constituents epitomized deeply embedded worldviews and longstanding traditions. It is in this sense that this book explores both the quotidian roles and long-standing ideological connotations of cultural head modifications in Mesoamerica and beyond, setting new standards in the discussion of the scope, caveats, and future directions involved in this study. The systematic examination of Mesoamerican skeletal series fosters an explained review of indigenous cultural history through the lens of emblematic head models with their nuanced undercurrents of religious identity and ethnicity, social organization and dynamic cultural shift. The embodied expressions of change are explored in different geocultural settings and epochs, being most visible in the centuries surrounding the Maya collapse and following the cultural clash implied by the European conquest. These glimpses on the Mesoamerican past through head practices are novel, as is the general treatment of methodology and theoretical frames. Although it is anchored in physical anthropology and archaeology (specifically bioarchaeology), this volume also integrates knowledge derived from anatomy and human physiology, historical and iconographic sources, linguistics (polisemia) and ethnography. The scope of this work is rounded up by the transcription and interpretation of the many colonial eye witness accounts on indigenous head treatments in Mesoamerica and beyond

    Abstract: Beginning in 2010, there has been a consolidating cooperation among existing powers in the Euro-Mediterranean in face of the rapid de-stabilization of the Arab region. This fact alone accelerated the hesitant responses by the EU towards emerging hegemons, particularly Russia and China, who in-turn applied traditional mechanisms of increasing regional economic influence to bolster their political influence, but with the difference that a normative influence is missing, in contrast to the EU’s and U.S.’ influence, which is strongly centered on universal norms pertaining to political, economic and social-cultural norms. This book examines the Arab Spring not only from its intra but also inter-regional geo-political and strategic implications by analyzing the Euro-Mediterranean region following the onset of the Arab Spring. It aims to connect the broader economic and political strands of power shifts that have taken place since the Arab Spring, making it of interests to political scientists and policy-makers concerned with the Mediterranean and Euro-Arab relations. There are many accounts on the Arab Spring.     Abstract: As the European Union has evolved, it has also begun to address policy questions which are closer to the very heart of the state. From cooperation in Justice and Home Affairs, originally conceived as the third pillar of European cooperation, has emerged the Area of Freedom, Security, and Justice (AFSJ). A unique aspect of policy in this area is the desire to integrate the internal and external dimensions of this policy area. One of the tensions in this policy area has been balancing the protection of fundamental rights and increasing security. The first part of this book focuses on the institutional relations of policymaking in AFSJ, both within member states and between member states, in particular the issues of national executive control, national parliamentary scrutiny and peer review across the member states with regard to AFSJ. The second part focuses on specific policy areas which are part of AFSJ. Two chapters highlight the tension found in this policy area between security and human or fundamental rights, the first related to data retention and the second on policing external borders. The final two chapters are concerned with data exchange among European countries and transatlantically with the US, and the interface between AFSJ and the Common Foreign and Security Policy (CFSP). The chapters contained in the book were presented at the Dutch Ministry of the Interior and Kingdom Relations and the Dutch national parliament (Tweede Kamer), making it of interest to scholars and practitioners alike

    Abstract: This book provides a unique empirical study of criminal trials in China. Western observers such as the media, politicians and the legal scholars alike, have rarely had the exposure to the vast majority of the ordinary criminal trials in China. A number of legal reforms have been implemented in Chinese criminal courts in recent years, but there has been little research on whether these reforms have been effective. This book fills that gap, by unveiling the day-to-day reality of criminal cases tried by the lowest level courts in China. The data used in this study include hundreds of criminal trial observations, complete criminal case dossiers, and a comprehensive questionnaire survey of criminal justice practitioners from one large province located in China’s Southeast coast. These data were collected over a two-year period, with a generous research grant from the John D. and Catherine T. MacArthur Foundation, by scholars already working in the Chinese legal system. The work opens with a historical framework of the Chinese criminal justice system, both Western and Chinese interpretations, and an overview of the current state of the system. It will provide unique analysis of how criminal trials are being carried out in China, with a useful context for scholars with varying levels of familiarity with the current system. The research framework for gathering data discussed in this book will also provide a useful basis for studying the criminal justice system in other regions

    Abstract: This book explains harmonisation techniques that can be used in survey research to align national systems of categories and definitions in such a way that comparison is possible across countries and cultures. It provides an introduction to instruments for collecting internationally comparable data of interest to survey researchers. It shows how seven key demographic and socio-economic variables can be harmonised and employed in European comparative surveys. The seven key variables discussed in detail are: education, occupation, income, activity status, private household, ethnicity, and family. These demographic and socio-economic variables are background variables that no survey can do without. They frequently have the greatest explanatory capacity to analyse social structures, and are a mirror image of the way societies are organised nationally. This becomes readily apparent when one attempts, for example, to compare national education systems. Moreover, a comparison of the national definitions of concepts such as "private household" reveals several different historically and culturally shaped underlying concepts. Indeed, some European countries do not even have a word for "private household". Hence such national definitions and categories cannot simply be translated from one culture to another. They must be harmonised.

    Abstract: Ever since the signing of the World Heritage Convention 40 years ago and ratified by 33 African countries, to date, only 43 cultural heritage sites have been successfully proclaimed as World Heritage Sites in Africa. These include archaeological and historical sites, religious monuments and cultural landscapes. This book is a re-evaluation of the nomination and management of cultural World Heritage sites in Africa from the late 1970s when the Island of Gorée of Senegal and the Rock-Hewn Churches of Ethiopia were first inscribed on the WHL until today.     Abstract: Within Childhood Research starkly different theoretical and empirical concerns characterize the global south-north divide. Hia Sen attempts to bridge the gap in Childhood Research which usually addresses childhoods differently according to their 'developing/developed', 'western/non-western' contexts, and finds its middle ground in the context of the urban middle classes in contemporary West Bengal.     Abstract: This volume provides an up-to-date and in-depth summary and analysis of the political practices of pre-Columbian communities of the Araucanians or Mapuche of southcentral Chile and adjacent regions. This synthesis draws upon the empirical record documented in original research, as well as a critical examination of previous studies. By applying both archaeological and ethnohistorical approaches, the latter including ethnography, this volume distinguishes itself from many other studies that explore South American archaeology. Archaeological and traditional-historical narratives of the pre-European past are considered in their own terms and for the extent to which they can be integrated in order to provide a more rounded and realistic understanding than otherwise of the origins and courses of ecological, economic, social and political changes in the south-central Andes from late pre-Hispanic times, through the contact period and up to Chile’s independence from Spain (ca. AD 1450-1810). Both the approach and the results are discussed in the light of similar situations elsewhere.   Throughout its treatment, the volume continually comes back to two central questions: (1) how did the varied practices, institutions, and worldviews of the Mapuche’s ancient communities emerge as a historical process that resisted the Spanish empire for more than 250 years, and (2) how were these communities reproduced and transformed in the face of ongoing culture contact and landscape change during the early Colonial period?     Abstract: This book aims to be a reference for researchers studying the promotion of scientific literacy in China, as well as a guide for those interested in promoting scientific awareness. It covers advances in science and technology, communication and popularization practice, and research (STCP) both in China and abroad. Theoretical issues are discussed, and important problems in promoting scientific and technological awareness are identified (e.g.: basic principles, structures, channels of communication and current needs) This bookprovides a summary of the advances in STCP in China in recent years (especially after the issuing of the “National Scientific Literacy Outline”) including STCP resource and capacity building, science popularization policies, practitioner development, infrastructure construction, and the development of the science popularization industry as a whole. At the same time, this book also reviews thedesign, organization, monitoring and evaluation of science and technology communication and popularization programs. It also highlights current STCP trends and developments in China and calls for a greater emphasis to be placed on research into promoting scientific literacy. It is hoped that this book will be useful to readers both in China and abroad by familiarizing them with the history and theory of STCP as well as its development over time. The 1st chapter briefly reviews the history of STCP. The 2nd through 5th chapters discuss the conceptual framework, basic structure, methods of communication, and current STCP needs. The 6th chapter introduces the principle content of programs aimed at improving Chinese citizens’ scientific literacy, while the 7th and 8th chapters analyze the resources, capacities and conditions that have been developed for STCP in China. The 9th chapter investigates the organization, monitoring and evaluation of science popularization practices, and the final chapter summarizes important STCP topics and trends in contemporary China

    Abstract: Hadrian’s Wall was inscribed as a World Heritage Site (WHS) in 1987 and, with the German Limes, became one of the first two parts of the transnational ‘Frontiers of the Roman Empire’ (FRE) WHS in 2005. The World Heritage Site of Hadrian's Wall is unusual, although not unique, among World Heritage sites in its scale and linear nature: stretching from Ravenglass on the west coast of England to Newcastle upon Tyne on the east coast - over 150 miles. Along its length it passes through two major urban centres and a variety of rural landscapes and its remains vary from substantial upstanding architectural features to invisible below ground archaeology. Traditionally many of the constituent parts of Hadrian's Wall, forts etc, have been managed as separate entities by different State and private organisations. These and other issues make it an extremely complex WHS to manage. This book not only chronicles the past management of the Wall but also looks towards the future as more countries aspire to have their Roman frontiers added to the FRE. The experience gained over the last two decades illustrates developments in the management of large scale complex heritage sites that will be of value as a detailed case study to those involved in (and affected by) heritage management, as well as academics, and students. The volume approaches this topical issue in a comprehensive and interdisciplinary fashion, bringing together scholars from disciplines such as IR, security studies, ICT studies and philosophy as well as experts from everyday cyber-practice.     Abstract: Dominant parties and democracies - are they really strange bedfellows? Malte Kaßner sheds light on the relation between one-party dominance and democracy from a comparative perspective. The study examines the key question how different types of dominant parties influence democracy in multicultural societies with the help of two case studies: South Africa and Malaysia. Both countries are characterized by an ethnically, linguistically and religiously plural society.     Abstract: This book provides the most current thinking on effective interventions in the lives of criminal offenders. Original articles by leading criminologists provide in-depth analyses of “turning points” in the desistance process experienced by criminal offenders. An understanding of the sources of turning points (or interventions) across the life course is vital to assessing their impact on criminal behavior. Three sources of interventions in criminal careers are identified in the literature: structural location, human agency and situated choice. Structural location refers to the social place occupied by an individual in the social structure: including marital and occupational status, education and income, and so on. Human agency means the active will of an individual to change his or her behavior, that is, the decision to stop engaging in criminal activities. In addition, situated choice coordinates the offender’s willingness to end a life of crime with the social structural supports that increase the odds of criminal desistance. This comprehensive book considers all three sources of turning points-structural location, human agency, and situated choice-across the life course of criminal offenders. The book also provides a section on cross-cultural perspectives on the effectiveness of interventions in the careers of criminal offenders. The policy implications of each intervention are considered in individual chapters. In addition, the authors suggest a research agenda to further the understanding of the interplay among the key interventions across the life course.     Abstract: This book explores the way in which the legacy of the German occupation of the Channel Islands has been turned into heritage (or, conversely, neglected) over the last 70 years. Once seen as the ‘taint of the mark of the beast’, the perception of much of what the Germans left behind has slowly changed from being despised and reviled, buried underground or dumped at sea, to being reclaimed, restored, highly valued and treated as ‘heritage’. This book examines the journey of various aspects of this heritage, exploring the role of each post-war generation in picking at the scar of occupation, refusing to let it heal or fade. By discovering and interpreting anew their once-hated legacy, each generation of Channel islanders has changed the resulting collective memory of a period which is rapidly moving to the edge of living memory. It includes the first in-depth investigation into the multiple aspects of heritage of occupation of a single place and will offer comparative material for other heritage professionals who work with similar material throughout Europe and in other post-occupation areas. It will explore the complex ethical issues faced by anyone who works with the legacy or heritage of Nazism, seeking to understand how and why the Channel Islands have responded in the way that they have and asking how unique - or typical for formerly-occupied Europe - their response has been.

    Abstract: This brief focuses on the “doing” of procedural justice: what the police can do to implement the principles of procedural justice, and how their actions can improve citizen perceptions of police legitimacy.     Abstract: This book offers the only synthesis of early-period Marianas archaeology, marking the first human settlement of Remote Oceania about 1500 B.C. In these remote islands of the northwest Pacific Ocean, archaeological discoveries now can define the oldest site contexts, dating, and artifacts of a Neolithic (late stone-age) people. This ancient settlement was accomplished by the world’s longest open-ocean voyage in human history at its time, more than 2000 km from any contemporary populated area. This work brings the isolated Mariana Islands into the forefront of scientific research of how people first settled Remote Oceania, further important for understanding long-distance human migration in general. Given this significance, the early Marianas sites deserve close attention that has been awkwardly missing until now. The author draws on his collective decades of intensive field research to define the earliest Marianas sites in scientific detail but accessible for broad readership. It covers three major topics: 1) situating the ancient sites in their original environmental contexts; 2) inventory of the early-period sites and their dating; and 3) the full range of pottery, stone tools, shell ornaments, and other artifacts.     Abstract: The demographic pressure caused by migration offers a considerable challenge for urban centers today. It results in an uneven development of the community and focus of urban planners becomes how to provide decent, low-cost housing and transportation in order to facilitate the integration of poorer residents among the rest of the community. In large industrialized countries the challenges of urban policy-makers are made even more complicated since these governments depend on state or federal legislators to obtain the massive amounts of funding required for adequately addressing these local issues that are in global cause. The book analyzes the strategies for urban development in Leipzig, Germany, and shows how civic leaders were able to harmonize planning and equity. They relied heavily on two interesting approaches in that process: the promotion of culture as a key component of urban development and the reconciliation of the inevitable process of gentrification with social equity.     Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level.     Abstract: Mai Sato examines public attitudes to the death penalty in Japan, focusing on knowledge and attitudinal factors relating to support for, and opposition to, the death penalty. She uses a mixed-method approach and mounts quantitative and qualitative surveys to assess Japanese death penalty attitudes. The author’s main findings show that death penalty attitudes are not fixed but fluid. Information has a significant impact on reducing support for the death penalty while retributive attitudes are associated with support. This book offers a new conceptual framework in understanding the death penalty without relying on the usual human rights approach, which can be widely applied not just to Japan but to other retentionist countries.     Abstract: This book uses a multi-methods study of incarcerated youths to examine the pathways to gang involvement, the drug distribution system and hierarchy within gangs, levels of traumatic stress and depression among gang-involved youths, and other mechanisms of control and retention within the system of gangs. Based on a study of young inmates in Norway, with international backgrounds including Africa, Pakistan, Middle East and Western Europe, the findings explained in this book are broadly applicable. It aims to create a picture of the entire system of gang membership, while revealing a research framework that could be applied to other studies. Gang members were found in high levels to be suffering from depression and traumatic stress, and were often heavily indebted (financially and otherwise) to persons in the outside world. Owing money, violence and other threats, all make it difficult to leave the system, despite the pains they suffer within it. In order understand young peoples’ life within the system, and its hold on them, and in order to reduce its continuation and growth, this important analysis helps researchers and policy makers, particularly those interested in juvenile justice, youth gangs, and drug trafficking understand its logic and identify its weak points and possible ways out

    Abstract: This book presents the results of a two-year international research project conducted for the United Nations Office on Drugs and Crime (UNDOC) to investigate and provide solutions for reducing bribery and corruption in corporations and institutions. It starts with an empirical case study on the effectiveness of a set of self-regulation rules adopted by multinational companies in the energy sector. Second, it explores the context and factors leading to corruption internationally (and the relationships between domestic criminal law and self-regulation). Third, it examines guidelines for the adoption of compliance programs developed by international institutions, to serve as models for the future. The principle result of the book is a three-pronged Anti-Bribery Corruption Model (so called ABC Model), endorsed by the United Nations, intended as a corruption prevention tool intended to be adopted by private corporations. This work provides a common, research-based standard for anti-bribery compliance programs, with international applications. This work will be of interest to researchers studying Criminology and Criminal Justice, particularly in the areas of organized crime and corruption, as well as related areas like Business Ethics and Comparative International Law.
