    Abstract: This publication contains the official text of the Multilateral Convention on Mutual Assistance in Tax Matters as amended by the 2010 Protocol. The original Convention was developed jointly by the Council of Europe and the OECD and opened for signature by the member states of both organisations on 25 January 1988. The original Convention was amended in 2010 to align it to the international standard on information exchange for tax purposes and to open it to all countries, responding to the call of the G20 to make it easier for all countries to secure the benefits of the new co-operative tax environment. The amended Convention entered into force on 1 June 2011. This Convention aims to help governments enforce their tax laws, provides an international legal framework for co-operation among countries in countering international tax avoidance and evasion. It offers a variety of tools for administrative co-operation in tax matters, providing all forms of exchange of information, assistance in tax collection and service of documents. It also facilitates joint audits and information sharing to counter other serious crimes (e.g. money laundering, corruption) when certain conditions are met. It preserves the rights of taxpayers, provides extensive safeguards to protect the confidentiality of the information exchanged, in particular in relation to personal data. The operation of this self-standing multilateral convention is overseen by a Co-ordinating Body comprised of the Parties to the Convention.

Il fait le constat du caractère déclinant de la performance portuaire au cours de la dernière décennie et identifie les principaux déterminants de ce phénomène. En plus de cela, le rapport analyse les possibilités de synergies entre les différents ports et indique les futurs développements majeurs qui influenceront la performance portuaire. Les différents impacts des ports (en termes économiques, sociaux et environnementaux) sont identifiés et quantifiés lorsque c’est possible. La valeur ajoutée du cluster portuaire du Havre/Rouen a été calculée et ses interconnexions avec d’autres secteurs économiques et d’autres régions de France ont été identifiées. Le rapport montre divers impacts des ports, mais indique que beaucoup de ces impacts ont des retombées dans d’autres régions que celles dans lesquelles les ports sont situés. Les principales politiques à l’égard des ports, des transports, du développement économique, ainsi que de l’innovation, de l’environnement et de l’aménagement du territoire ont été évaluées. Cela inclut les politiques à l’échelle des autorités portuaires et aux échelles locales, régionales et nationales. Les mécanismes de gouvernance à ces différents niveaux sont décrits et analysés. Un ensemble de mesure lié à une réforme portuaire, mis en place en 2011, a changé les rôles des acteurs au sein des ports, alors que les initiatives à l’échelle régionale se sont intensifiées. A partir de l’analyse de ce rapport, des recommandations sont formulées afin d’améliorer la performance portuaire et d’augmenter l’impact positif de ces ports sur leur territoire.

    Abstract: This Test Guideline describes an in vitro screen for chemical effects on steroidogenesis, specifically the production of 17ß-estradiol (E2) and testosterone (T). The human H295R adreno-carcinoma cell line, used for the assay, expresses genes that encode for all the key enzymes for steroidogenesis. After an acclimation period of 24 h in multi-well plates, cells are exposed for 48 h to seven concentrations of the test chemical in at least triplicate. Solvent and a known inhibitor and inducer of hormone production are run at a fixed concentration as negative and positive controls. At the end of the exposure period, cell viability in each well is analyzed. Concentrations of hormones in the medium can be measured using a variety of methods including commercially available hormone measurement kits and/or instrumental techniques such as liquid chromatography-mass spectrometry. Data are expressed as fold change relative to the solvent control and the Lowest-Observed-Effect-Concentration. If the assay is negative, the highest concentration tested is reported as the No-Observed-Effect-Concentration.

En particulier, des données plus fiables provenant des pays d’origine permettent de calculer des taux d’expatriation par niveaux d’instruction en incluant les grands pays de destination hors de la zone OCDE. Cela remet en question des conclusions établies précédemment sur l’importance relative de la migration dans différentes régions du monde, affine les caractéristiques principales des émigrés et donne un éclairage sur des questions clés comme la dimension « genre » de la migration internationale et la sélectivité des mouvements migratoires. DIOC-E (version 2.0) contient des données pour 89 pays de destination, dont 61 sont en dehors de la zone OCDE. La base de données contient des informations par niveaux d’instruction, âge, sexe et résultats sur le marché du travail pour 110 millions de migrants âgés de 15 ans et plus, soit environ 72 % de l’estimation mondiale des migrants internationaux. Au total, 46.8 millions de migrants (43.6 %) sont faiblement qualifiés, 37.5 millions (35 %) ont un niveau d’éducation intermédiaire et 23 millions (21.5 %) sont hautement qualifiés. Bien que la migration faiblement qualifiée prédomine en termes absolus, tant vers les pays de l’OCDE que vers les pays non membres, les taux d’expatriation des migrants hautement qualifiés dépassent les taux d’expatriation globaux dans toutes les régions, reflétant ainsi la sélectivité de la migration. Les analyses économétriques des déterminants bilatéraux de la migration des personnes hautement qualifiées distinguent la migration sud-nord des migrations sud-sud. En ce qui concerne la migration vers les pays de l’OCDE, la relation entre le taux d’expatriation des personnes hautement qualifiées et le niveau de revenus des pays d’origine suit une courbe en U inversée. Cela n’est pas le cas pour la migration vers les pays non membres. La combinaison des deux effets endocriniens principaux, la concentration de vitellogénine et le ratio phénotypique mâles/femelles (et éventuellement le sexe génotypique) permet à l’essai d’indiquer le mode d’action de la substance testée.

    Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

Particle accelerators must be operated in safe ways to protect operators, the public and the environment. As the design and use of these facilities evolve, so must the analytical methods used in the safety analyses. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiation targets. They also evaluate progress on the development of modelling methods used to assess the effectiveness of such shielding as part of safety analyses.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. In einer globalen Wirtschaft, in der multinationale Unternehmen eine herausragende Rolle spielen, sind die Verrechnungspreise für Steuerverwaltungen und Steuerpflichtige gleichermaßen von größter Bedeutung. Die Regierungen müssen sicherstellen, dass die steuerpflichtigen Gewinne multinationaler Unternehmen nicht künstlich aus ihrem Land hinaus verlagert werden und die von den multinationalen Unternehmen in den einzelnen Ländern ausgewiesene Besteuerungsgrundlage die jeweils dort ausgeübte Wirtschaftstätigkeit widerspiegelt. Für die Steuerpflichtigen ist es äußerst wichtig, das Risiko der wirtschaftlichen Doppelbesteuerung zu begrenzen, zu der es auf Grund von Streitigkeiten zwischen zwei Ländern bei der Ermittlung der fremdvergleichskonformen Vergütung für die grenzüberschreitenden Geschäftsvorfälle der Steuerpflichtigen mit verbundenen Unternehmen kommen kann.Die OECD-Verrechnungspreisleitlinien wurden 1995 in ihrer Originalfassung vom Rat der OECD zur Veröffentlichung freigegeben. 2009 wurden die Leitlinien teilweise aktualisiert, was vorrangig durch Änderungen des Kommentars zu Artikel 25 über Verständigungsverfahren zur Lösung grenzüberschreiten­der Steuerkonflikte sowie durch die Einführung eines neuen Absatzes 5 zu Artikel 25 zum Thema Schiedsverfahren bedingt war, die im Rahmen der Aktualisierung des OECD-Musterabkommens im Jahr 2008 erfolgte. In der Fassung aus dem Jahr 2010 wurden die Kapitel I-III erheblich überarbeitet, mit neuen Leitlinien - zur Auswahl der unter den Gegebenheiten des Einzelfalls am besten geeigneten Verrechnungspreis­methode, - zur praktischen Anwendung der geschäftsvorfallbezogenen Gewinnmethoden (geschäftsvorfallbezogene Nettomargenmethode und Gewinnaufteilungsmethode) sowie - zur Durchführung von Vergleichbarkeitsanalysen. Darüber hinaus wurde ein neues Kapitel IX zu den verrechnungspreisbezogenen Aspekten von Umstrukturierungen der Geschäftstätigkeit hinzugefügt. An den übrigen Abschnitten der Leitlinien wurden Änderungen zur Wahrung der Konsistenz vorgenommen.

    Abstract: The International Energy Agency's 2011 review of Hungary's energy policies and programmes. The review finds that regional co-operation is a vital element of Hungary's energy market and energy security policy. Hungary, which shares borders with seven countries, is well placed to improve regional energy security by catalysing the development of closely integrated regional markets for electricity and natural gas. A country strongly dependent on natural gas imports, Hungary has taken several commendable steps to manage risks to its supply. It has enhanced storage capacity and diversified cross-border capacity, and is developing new supply routes. Hungary is also working hard to strengthen the regional electricity market through new interconnectors and market coupling. Electricity demand within Hungary is expected to grow, while generating capacity is rapidly ageing. Investments are needed for grid improvements and generating capacity, both for increasing capacity (especially for low-carbon electricity) and replacing ageing plants. Ensuring predictable and attractive framework conditions for investing in energy infrastructure is crucial. The government is considering additional nuclear power units. The extent to which nuclear power capacity will be expanded should be clarified without unnecessary delay, as it will have broad implications for the viability of other current and future base-load technologies. Although per-capita energy consumption in Hungary is well below the OECD average, considerable potential remains for improving energy efficiency across all sectors. Measures to reduce consumption in the large existing building stock should be the government's top priority for energy policy. Gradually, Hungary should also replace broad subsidies for energy use with direct support to those in need.

More politically, value for money is only a partial criterion for decision-making, leading to disagreement about the relative importance of the results from CBA compared to other inputs to the decision-making process. This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs. The focus then turns to how best to present guidance on project selection to decision makers. The report includes papers on the way CBA is used in three countries – France, Mexico and the United Kingdom – and how it is evolving in response to changing policy priorities.

This study provides a systematic analysis of the existing practice in the area of asset declarations in Eastern Europe and Central Asia, and in some OECD member states in Western Europe and North America. It examines the key elements of asset declaration systems, such as policy objectives, legal frameworks and the institutional arrangements; the categories of public officials who are required to submit declarations, and types of required information; procedures for verifying declared information, sanctions for violations, and public disclosure. The study also discusses the cost-effectiveness and overall usefulness of declaration systems. It includes four case studies covering Lithuania, Romania, Spain and Ukraine, and many additional country examples and references. The study presents policy recommendations on the key elements of asset declaration systems. These recommendations will be useful for national governments and international organisations engaged in development, reform and assessment of asset declarations systems on a country level.

However, criminalisation can be a challenging task, as experienced by many countries Party to the Anti-Bribery Convention. This report reviews the criminalisation of bribery offences in Asian countries under the UNCAC. Drawing on the experience of the OECD Anti-Bribery Convention's monitoring mechanism, the review focuses on each member's implementation of UNCAC Articles 15, 16 and 26 (domestic and foreign bribery by natural and legal persons). This edition finds that New Zealand’s strong commitment to liberalised energy markets has delivered a relatively high level of energy security and economic prosperity for consumers. Since the previous IEA review in 2006, the government has built on the success of existing policy mechanisms and implemented a number of far-reaching changes in the electricity sector and environmental policy. But progress in some sectors, such as energy efficiency, has not been as strong as anticipated. In mid-2010, the government commenced a review of the New Zealand Energy Strategy. The result is the publication of a new energy strategy, which establishes clear long-term policy priorities and energy-savings goals. Implementing these strategies will bring many new challenges, including attainment of the government’s medium-term energy-savings targets. New Zealand enjoys the advantage of a diverse and balanced portfolio of renewable-energy resources, which contribute over 70% of electricity output – the third highest portion in IEA member countries. This resource base has the potential to deliver greater volumes of energy and the government aspires to increase this proportion to 90% of electricity generation by 2025. Meeting this target will bring many benefits but also tough challenges, such as maintaining a robust National Grid. This review analyses the energy-policy challenges facing New Zealand and provides sectoral critiques and recommendations for further policy improvements. It is intended to help guide New Zealand towards a more sustainable energy future.

    Abstract: On the 50th anniversary of the OECD, we examine the unique work the organisation performs in regulating and rationalising governments’ use of export credits in support of exports, jobs, economic growth and national interests more broadly. This work is part of a global post war effort to emphasise multilateral co operation and sound economic policies to promote co operation, efficiency and prosperity rather than destructive competition, controversy and conflict. OECD export credits work is one of the basic building blocks of the ever growing structure of global trade agreements that aim to maintain open and efficient markets. The objective is to eliminate subsidies and unfair practices in the economic competition that forms the foundation of a healthy and dynamic global economy. The elimination of official financing subsidies in global trade is only a part of the broader trade policy agenda, but it is a vital part, and has been delegated to the OECD by the WTO. Since financing is the life blood of trade flows, specialised OECD housed work allows trade to flow efficiently for aircraft and other capital goods while other trade policy work and litigation continue at the WTO. The export credits work at the OECD is described in this collection of essays. However it is about much more than the series of agreements described herein. It is more fundamentally about the governments and their people - policy makers and experts - who gather at the OECD to build collectively a system of export credits disciplines that is fair, transparent, adaptable and effective. It is therefore as much about people and ideas as anything else. The export credit secretariat pictured above represents only the latest in a long line of OECD staff committed to facilitate and advise this work. The OECD’s motto on its 50th anniversary is “Better Policies for Better Lives.” This reminds us that in the end, it is policies that are at the centre of human well being. And export credits work is about promoting these better policies by developing “smart rules” that open markets and maintain a level playing field and by bringing people and governments together to this end.

Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report was prepared to help the authorities of the Kyrgyz Republic better understand the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

The purpose of this paper is to highlight the importance of environmental management and governance in the agricultural sector; to present environmental goals, requirements, entry points, and strategies/approaches to capacity development for the environment (CDE) in this sector; and to discuss implications for donors. The focus is on CDE in a developing country context. The paper recognises that CDE must be seen as part of an endogenous process of change, and that it must operate at multiple levels: the enabling environment, the organisation, and the individual. The paper argues that CDE should focus on the sustainable production and provision of sufficient, safe, and nutritious food that simultaneously builds and reinforces ecosystem resilience, leading to equitable and economically viable livelihoods at an adequate scale. The paper links these concepts to the country systems approach to development assistance advocated in the Paris Declaration on Aid Effectiveness.

It also lays the foundation for analysis of vulnerabilities of electricity and end-use energy sectors. MOSES contains a novel approach to analysing energy security, which can be used to identify energy security priorities, as a starting point for national energy security assessments and to track the evolution of a country's energy security profile. By grouping together countries with similar "energy security profiles", MOSES depicts the energy security landscape of IEA countries. By extending the MOSES methodology to electricity security and energy services in the future, the IEA aims to develop a comprehensive policy-relevant perspective on global energy security.

    Abstract: Using a computable general equilibrium, this paper quantifies the GDP and employment effects of an illustrative greenhouse gas emissions reduction policy. The paper first analyses the direct negative economic effects of the emissions restrictions on GDP and examines labour sectoral reallocations in a framework where labour markets are perfectly flexible. The model is then modified to incorporate labour market imperfections in OECD countries that could generate unemployment, namely, short-run rigidities in real wage adjustment. It is shown that imperfect wage adjustment increases the cost of mitigation policy since unemployment increases in the short-run, but that the carbon tax revenue generated can be recycled so as offset some or all of this effect, notably when it is used to reduce wage-taxes. Thus, taking realistic labour market imperfections into account in a CGE model affects the GDP costs of mitigation policy in two ways: first by introducing extra costs due to the increased unemployment that such policy may entail; second by creating the possibility of a double dividend effect when carbon taxes are recycled so as to reduce distorting taxes on labour income..

    Abstract: The second OECD educationtoday Crisis Survey was carried out in 2010. Twenty-five OECD member countries completed the questionnaire. The results of the survey relies largely on the informed opinion of education officials regarding various aspects of the impact of the economic recession and fiscal crisis on education. The main outcomes of the 2010 survey are the following: The survey data does not portrait an education system dramatically affected by overall budget cuts. In countries where public investment in education has diminished, the effects are still very specific and concentrated, and vary across and within sectors of education. In general, governments seem to be rather successful in protecting education spending. Although in some cases the impact on teachers and schools is significant, governments are trying to contain the negative impact of fiscal consolidation. Some countries even have increased funding for specific parts of the education system in order to enhance output and efficiency. Only in the few countries which have been severely hit by the crisis a more general expenditure cut has occurred. The demand for non-compulsory education continues to augment, especially in vocational education and training, although the recession reduces the capacity of enterprises to uphold their training investments. As a result, higher demand is not systematically transformed in all cases into more training places. The recession has not slowed down reforms in education; on the contrary, some countries have accelerated reforms. Alleviating unemployment, meeting increased demands, preparing future growth and fostering innovation are the most frequently mentioned policy rationales for education policies which are trying to enhance the education system’s capacity and efficiency. Some governments are also taking into consideration the difficult situation of private households by increasing social measures to contain education cost.

    Abstract: National policy makers have shown a growing interest in the regional dimension of innovation processes, and regional policy makers are seeking to promote their own competitiveness by supporting innovation. To advance the OECD quantitative research on regions and innovation, a categorisation of regions was developed using socio-demographic, economic, and innovation-related variables. Many different categorisations are possible depending on the purpose of the peer group comparisons. This categorisation was developed with the main goal of highlighting the diversity of regional profiles across OECD regions. Similar types of analysis have been performed with regions of the European Union. This analysis identifies eight groups of regions based on the similarity of their performance on the 12 variables used in the statistical cluster analysis. These eight groups were then classified into three macro categories based on relevance for policy recommendations. Possibilities for further research to develop different forms of regional peer groupings are discussed.

Particular attention is focused on the impact of the Internet and other technologies, consistent with the issues and priorities highlighted in the 2008 Seoul Ministerial on the Future of the Internet Economy. It does not describe in detail the myriad of initiatives to implement the Privacy Guidelines in OECD countries and beyond.

    Abstract: This paper presents a framework to assess the impact of a wide range of structural policy reforms on GDP per capita at various horizons by linking together previous empirical studies mostly carried out by the OECD. The simple accounting framework consists of reduced-form equations and offers a more tractable and realistic alternative to an estimated general equilibrium model. Though this involves some risks of double counting the effects of certain reforms and omits interactions across different policy areas, the plausible scenarios suggest that the largest long-run GDP per capita gains may be obtained from reforms that would raise the quantity and quality of education, strengthen competition in product markets, reduce the level and/or duration of unemployment benefits, cut labour tax wedges and relax employment protection legislation. Past reforms in these areas might also have contributed to as much as half of GDP per capita growth in OECD countries in the decade prior to the recent financial and economic crisis. Simulations further indicate that addressing all policy weaknesses in each OECD country by aligning policy settings on the OECD average could raise GDP per capita by as much as 25% in the typical country.

    Abstract: This report examines the current state of knowledge about green growth in cities and outlines the key research questions and protocols that will guide the OECD Green Cities programme. It builds the case for an urban green growth agenda by examining the economic and environmental conditions that have pushed the green growth agenda to the forefront of policy debate and assessing the critical role of cities in advancing green growth. Section 1 lays the context for the paper, examining why green growth is important and how it can be defined in an urban context. Section 2 focuses on policies and tools that enable the transition to green growth in cities. It concludes with a proposal for a policy framework for an urban green growth agenda that is based on a set of hypotheses of desirable economic scenarios. Section 3 examines the main challenges to advancing an urban green growth agenda. It explores the roles that multi-level governance, measuring and monitoring tools and finance must play in delivering green growth in cities. The report concludes with suggestions for future research, including recommendations on how national policymakers responsible for regional and urban policies can advance an urban green growth agenda.
