    Abstract: The OECD Risks that Matter survey finds that these worries are weighing on people’s minds across countries. Risks that Matter examines people’s perceptions of the social and economic risks they face and assesses how well people feel government reacts to their concerns. The survey polled a representative sample of 22 000 adults in 21 OECD countries in 2018. Across countries, people are largely dissatisfied with existing social programmes. A majority of respondents believe that government would not provide them with an adequate safety net if they lost their income due to job loss, illness or old age. More than half feel that they would not be able to access public benefits easily if they needed them. And, on average, nearly three-quarters of all respondents want government to do more to protect their social and economic security. This survey shows that listening to people matters. Implementation matters. OECD countries have some of the most advanced social protection systems in the world, but policies are not reaching their full potential if people do not feel they can access benefits and services when needed. Governments must recommit to restoring trust, confidence, and efficacy in social protection.

    Abstract: Half a million higher education graduates enter the labour market every year in Mexico. While their labour market outcomes are considerably better on average than those of upper secondary education graduates, some higher education graduates face periods of inactivity and unemployment. Many graduates who find work end up being over-qualified or working in the informal sector. This report finds that the Mexican higher education system needs to be better aligned with the labour market to help students develop the skills employers seek. Students need better support to succeed in their higher education studies and develop labour market relevant skills, which will help facilitate their achievement of good outcomes in the workforce. This calls for a comprehensive whole-of-government approach and the involvement of all higher education stakeholders. The report proposes a set of policy recommendations to address these issues and help Mexican higher education graduates achieve better outcomes in the labour market. The report was developed as part of the OECD Enhancing Higher Education System Performance project and is a companion to the OECD report, The Future of Mexican Higher Education: Promoting Quality and Equity, which focuses on broader issues in higher education, including governance, funding, quality and equity, as well as two key sectors of higher education: teacher education colleges and professional and technical institutions.

This report provides an international perspective on issues related to school choice, especially how certain aspects of school-choice policies may be associated with sorting students into different schools. A key question fuelling the school-choice debate is whether greater competition among schools results in more sorting of students by ability or socio-economic status.     Abstract: Over the past few years, Canada and the United States have been experiencing an opioid crisis as a result of problematic opioid use fueled by the emergence of synthetic opioids such as fentanyl and carfentanil. Problematic opioid use is also spreading in other OECD countries, due to the upward trend of prescription opioid use and the complexities of the illegal drug supply. This report presents evidence on the magnitude of problematic opioid use across OECD countries, describes the main drivers, and identifies a set of policy actions to address them. The report highlights the opioid crisis as a complex public health issue that requires a comprehensive approach across all sectors, including health, social services, and law enforcement. Strong health information systems are also needed, particularly data and research. Preventing problematic opioid use requires a combination of policies that ensure more information is provided to patients and health care practitioners, while providing access to appropriate pain management treatment for patients. A public health approach to problematic opioid use must incorporate socio-economic considerations (e.g. employment and housing), which also need to be addressed to prevent problematic substance use in general.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Turkey.

Building on these outcomes, the report provides a set of tailored regional policy recommendations to enhance Eurasia's governmental efforts to deliver their gender-equality commitments through a three-pronged approach: legal reforms and transformative gender policies, laws through community mobilisation and empowerment, and policy efficiency through accountability and monitoring.

    Abstract: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

    Abstract: Hidalgo is one of the smallest states in Mexico. It benefits from its close proximity to Mexico City and contains a number of economic and environmental assets in its territory. After a long period of economic stagnation, the state is now closing up the gap with national standards. Yet, productivity and income levels remain low with respect to national levels, and there exist high socio-economic disparities between the south of the state and the municipalities in the northern and mountainous area. This review looks at how the state of Hidalgo is seeking to boost its economy, particularly through a series of institutional reforms and policies to improve the business environment. It highlights opportunities to accelerate the economic convergence and transit towards high-value added economic sectors. The review also identifies a number of recommendations to promote inclusive growth and reduce its north-south divide and offers suggestions to address governance challenges in the territory.

    Abstract: This report aims to support the development of a sound economic regulatory system for the water supply and sanitation (WSS) sector in the Republic of Moldova (hereafter “Moldova”). The prevailing policy framework calls for drastic developments in WSS to modernise and optimise WSS systems and improve operational efficiency (non-revenue water, staff-output ratios etc.) – in line with domestic and international commitments (including the Association Agreement with the European Union, the Sustainable Development Goals, the Paris Agreement and the national WSS strategy). This report outlines ways and means for strengthening the capacity of the Moldovan government to provide sound regulation and that of WSS operators to deliver higher standards of service while ensuring the affordability of WSS services. Such a transition cannot happen overnight. It requires a sound economic regulatory system conducive to affordability, cost recovery and debt servicing, and a realistic performance improvement path for water utilities.

    Abstract: Under the Action 13 Minimum Standard, jurisdictions have committed to foster tax transparency by requesting the largest multinational enterprise groups (MNE Groups) to provide the global allocation of their income, taxes and other indicators of the location of economic activity. This unprecedented information on MNE Groups’ operations across the world will boost tax authorities’ risk-assessment capabilities. The Action 13 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review process. The peer review of the Action 13 Minimum Standard is proceeding in stages with three annual reviews in 2017, 2018 and 2019. The phased review process follows the phased implementation of CbC Reporting. Each annual peer review process will therefore focus on different aspects of the three key areas under review: the domestic legal and administrative framework, the exchange of information framework, and the confidentiality and appropriate use of CbC reports. This second annual peer review report reflects the outcome of the second review which considered all aspects of implementation. It contains the review of 116 jurisdictions which provided legislation or information pertaining to the implementation of CbC Reporting.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. This review commends Sweden for its consistently generous levels of official development assistance and its global development leadership on peace and conflict prevention, environmental sustainability and gender equality. It also welcomes Sweden’s strong focus on and comprehensive toolbox for leaving no one behind. The review suggests that Sweden could benefit from consolidating its development co-operation policy framework and further enhancing the connections between its country, regional and thematic co-operation strategies.

Il est connu que les produits chimiques irritants pour l’œil détruisent d’abord le film lacrymal et la fonction de barrière de l’épithélium cornéen, avant d’induire la mort des cellules épithéliales et, enfin, une dégénérescence du stroma et la mort des cellules endothéliales, ce qui provoque une opacité cornéenne. Pour cette raison, les changements de la fonction de barrière de l’épithélium constituent un effet mesuré pertinent pour détecter l’irritation oculaire. Dans le test d’irritation oculaire Vitrigel, les changements dans le temps de la valeur de la résistance électrique transépithéliale (Transepithelial Electrical Resistance – TEER) révèlent une perte de la fonction de barrière de l’épithélium cornéen suite à l’exposition à un produit chimique testé. Cette situation s’apparente aux lésions observées sur la cornée de lapin après exposition à un produit chimique testé et qui constituent un mode d’action important dans le processus de lésion de l’épithélium cornéen et d’irritation oculaire. Le test d’irritation oculaire (TIO) Vitrigel peut être utilisé dans un champ d’application limité aux produits chimiques ayant un pH 〉 5.0 (sur la base d’une préparation à 2,5 % (p/v)).

The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Chile.

The recent introduction of Express Entry, a two-step selection system based on an initial pre-sreening of suitable candidates who enter a pool by Expression of Interest and subsequent selection of the most skilled candidates from the pool, has further enhanced the competitive edge of the selection system relative to other countries. It also ensures that those with the skills to succeed are admitted to Canada in a quick and efficient way. Core to Canada's success is not only the elaborate selection system itself, but also the innovation and infrastructure around it, which ensures constant testing, monitoring and adaptation of its parameters. This includes a comprehensive and constantly improving data infrastructure, coupled with the capacity to analyse it, and swift policy reaction to new evidence and emerging challenges.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Belgium, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: This report discusses the main results of a project on how an influx of funds could spur development of cleaner public transport, and reduce air pollution and greenhouse gas (GHG) emissions in large urban centres in Kyrgyzstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kyrgyzstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by cleaner fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Bishkek and Osh and the second extends to areas outside of the initial pilot city centres (pilot city suburbs as well as inter-city transport). These investments are expected to result in significant environmental, public service and socio-economic benefits.

    Abstract: This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

    Abstract: Este estudio se realizó a solicitud de las autoridades mexicanas para revisar la política de educación superior en México como una contribución al nuevo gobierno que tomaría posesión de la administración nacional a partir del 1 de diciembre de 2018. Dicha revisión, efectuada por la secretaría de la Organización para la Cooperación y el Desarrollo Económicos (OCDE), en cooperación con tres peritos internacionales, hace un balance del estado del sector de la educación superior en México así como de las políticas públicas clave implementadas por los gobiernos federal y estatales. Dicho balance reporta los avances en la materia desde la última revisión realizada por la propia OCDE en el año 2008. La OCDE examina las estructuras administrativas nacionales y de cooperación para ofrecer guías al sistema de educación superior en aspectos como la relevancia de las estrategias nacionales existentes, el financiamiento público para las instituciones, la regulación y el aseguramiento externo de la calidad, la equidad social y la innovación de los modelos educativos. Las recomendaciones clave están relacionadas con necesidades como: determinar las responsabilidades sobre las políticas de educación superior y su gestión entre niveles de gobierno; desarrollar una interpretación más responsable de la autonomía universitaria; diseñar y aplicar mecanismos más transparentes y sostenibles del financiamiento público; fortalecer la regulación de la oferta educativa del sector privado al ampliar la cobertura del aseguramiento externo de la calidad en todo el sistema, así como mejorar las medidas públicas para apoyar la equidad (acceso y finalización exitosa). Con los resultados aquí expuestos se tiene el propósito de ofrecer información útil para el Plan Nacional de Desarrollo del nuevo gobierno y su Programa de Educación Sectorial correspondiente. Este informe complementa además otro proyecto más específico titulado Educación superior en México. Resultados y relevancia para el mercado laboral.

    Abstract: Good health is a key component of people’s well-being. It is a value in itself but – through its influence on social, education and labour market outcomes – being in good or bad health has also wider implications on people’s chances of leading a fulfilling and productive life. Yet, even in the OECD countries, health inequality persists with severe consequences on the goal of promoting inclusive growth. This report documents a comprehensive range of inequalities in health and health systems to the detriment of disadvantaged population groups in a large set of OECD and EU countries. It assesses the gaps in health outcomes and risk factors between different socio-economic groups. When it comes to health systems, the report measures inequalities in health care utilisation, unmet needs and the affordability of health care services. For each of these different domains, the report identifies groups of countries that display higher, intermediate, and low levels of inequality. The report makes a strong case for addressing health-related inequalities as a key component of a policy strategy to promote inclusive growth and reduce social inequalities. It also provides a framework for more in-depth analyses on how to address these inequalities at country level.

This report examines the environmental impacts of mining in the EECCA and provides policy makers with guidance to reconcile environmental and competitiveness objectives in the mining sector.

    Abstract: Wildlife crime poses a serious and irrefutable risk to global biodiversity and is a driver of the current global extinction crisis. Southeast Asia accounts for up to a quarter of global demand for illegal wildlife products, and is also both a source and transit region for this transnational trade. This report examines the governance frameworks for countering illegal wildlife trade in Indonesia, Singapore, Thailand and Viet Nam. After assessing the effectiveness of several responses to wildlife crime in these countries, the report provides recommendations for strengthening the capacities of the institutions involved and improving strategies to counter illegal wildlife trade.

At the same time, the benefits of prosperity have not been shared evenly nationwide and the economic development has taken a toll on the environment. Moving forward, Thailand needs to master three transitions to build capabilities and sustain faster but also more inclusive economic growth: enabling further growth by unlocking the full potential of all Thailand’s regions; developing more effective methods of organisation and collaboration between actors and levels of government; managing water security and disaster risk. Based on the previous volume’s in-depth analysis and policy recommendations, this report suggests a set of actions to support these transitions. The actions focus on the North of Thailand, one of the most diverse and yet poorest regions of the country.

    Abstract: The Convention on Biological Diversity’s 15th Conference of the Parties (CBD COP15) in 2020 marks a critical juncture for one of the defining global challenges of our time: the loss of biodiversity and ecosystem services, which underpin nearly all of the Sustainable Development Goals (SDGs). Transformative changes are needed to ensure biodiversity conservation and sustainable use and the delivery of the ecosystem services upon which all life depends. This report sets the economic and business case for urgent and ambitious action on biodiversity. It presents a preliminary assessment of current biodiversity-related finance flows, and discusses the key data and indicator gaps that need to be addressed to underpin effective monitoring of both the pressures on biodiversity and the actions (i.e. responses) being implemented. The report concludes with ten priority areas where G7 and other countries can prioritise their efforts.

    Abstract: Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

    Abstract: The WTO plays an important role in supporting efforts to achieve international regulatory cooperation (IRC) and to facilitate trade. First, the WTO provides a multilateral framework for trade among its 164 members, with a view to ensuring that trade flows as smoothly, predictably and freely as possible. Second, the WTO’s Agreements provide important legal disciplines, helping to promote good regulatory practice and IRC at the domestic level as a means of reducing unnecessary barriers to trade. This publication highlights how the WTO’s Agreements on Technical Barriers to Trade (TBT) and on the Application of Sanitary and Phytosanitary Measures (SPS) and the work of their related Committees promote opportunities for regulatory cooperation among governments and ease trade frictions. It demonstrates how members’ notification of draft measures, harmonisation of measures with international standards, discussion of specific trade concerns and other practices help to facilitate global trade in goods. The study also makes recommendations on how to benefit further from the transparency and cooperation opportunities provided by the TBT and SPS Agreements.

    Abstract: The IUCLID (International Uniform ChemicaL Information Database) can be customised to manage chemical data in different contexts and is a platform employing globally harmonised data elements pertinent to chemicals. The version 6 of IUCLID software released in 2016 allows for greater customisation of IUCLID and for extension and integration with other tools. For example, the standard IUCLID data elements can be extended to capture specific information for specific legislative data needs before they are added to the OHTs. This document describes four main elements related to the customisation of IUCLID including how the IUCLID format can be configured and customised, the main IUCLID features and add-ons, integration with other systems and development of alternative user interfaces. The document also outlines how customisation of these different elements requires different expertise and resources. Il couvre les aspects ayant trait à la fois à la mobilité sociale entre les parents et leurs enfants et à la mobilité individuelle sur l’échelle des revenus tout au long de la vie, ainsi que leurs déterminants. Le rapport montre que la mobilité sociale d’une génération à l’autre est limitée au regard des différentes dimensions que sont les revenus, l’éducation, l’emploi et la santé, le constat étant identique s’agissant de la mobilité individuelle sur l’échelle des revenus au cours de l’existence. On observe notamment une absence de mobilité au bas et au sommet de l’échelle sociale – avec des phénomènes de « planchers adhérents » limitant les possibilités d’ascension sociale et de « plafonds adhérents » associés à une monopolisation des opportunités au sommet de l’échelle. L’absence de mobilité sociale a des répercussions aussi bien économiques que politiques, sans compter les effets qu’elle engendre à l’échelle de la société. Le rapport montre que les pouvoirs publics peuvent agir pour améliorer la mobilité dans nos sociétés et pour protéger les ménages des effets négatifs provoqués par les chocs enregistrés au niveau des revenus. Il examine les options et les mesures à la disposition des responsables de l’action publique afin d’améliorer la mobilité sociale entre les générations et au sein de ces dernières.

Over the past decade, the number of doctors and nurses has increased in many OECD countries, and foreign-born and foreign-trained doctors and nurses have contributed to a significant extent. New in-depth analysis of the internationalisation of medical education shows that in some countries (e.g. Israel, Norway, Sweden and the United States) a large and growing number of foreign-trained doctors are people born in these countries who obtained their first medical degree abroad before coming back. The report includes four case studies on the internationalisation of medical education in Europe (France, Ireland, Poland and Romania) as well as a case study on the integration of foreign-trained doctors in Canada.

It calls on OECD countries to develop and implement cross-cutting well-being strategies that focus on empowering vulnerable families; strengthening children’s emotional and social skills; strengthening child protection; improving children’s health and educational outcomes; and reducing child poverty and material deprivation. Such policies reduce the barriers to healthy child development and well-being and increase opportunities and resources, thereby helping vulnerable children build resilience.
