    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Nearly a decade after the 2011 earthquake and the subsequent Fukushima nuclear accident resulted in significant disruption to its energy supply, Japan has made visible progress towards realising its vision of an efficient, resilient and sustainable energy system. It has diversified its energy mix and embarked on a major reform of its electricity and natural gas markets. The gradual expansion of renewable energy sources, restart of some nuclear power plants and improvements in energy efficiency have reduced the need for imported fossil fuels and lowered greenhouse gas emissions below their 2009 level. Nevertheless, the carbon intensity of Japan’s energy supply remains one of the highest among IEA members. It will need to move quickly to make headway on the steep emissions reductions that are needed to achieve its recently announced ambition of reaching carbon neutrality by 2050. In this report, the IEA provides energy policy recommendations to help Japan smoothly manage the transformation of its energy sector.

    Abstract: Much has been learnt in the ten years since the Great Eastern Japan Earthquake and the subsequent accident at the Fukushima Daiichi Nuclear Power Plant, but significant challenges still remain. This report presents the current situation at the Fukushima Daiichi Nuclear Power Plant and the responses by Japanese authorities and the international community since the accident. It will assist both policymakers and the general public to understand the multi-dimensional issues stemming from the accident. These include disaster recovery, compensation for damages, nuclear safety, nuclear regulation, radiation protection, plant decommissioning, radioactive waste management, psycho-social issues in the community and societal resilience. Building on two previous reports released by the OECD Nuclear Energy Agency (NEA) in 2013 and 2016, the report examines the plant’s future, that of the affected region and population, as well as outlining areas for further improvement and how the international community can help.

    Abstract: The ASEAN+6 group comprises the ten countries of the Association of Southeast Asian Nations (ASEAN) and six other countries in the Asia-Pacific region: Australia, the People’s Republic of China (“China”), India, Japan, Korea and New Zealand. This group includes the world’s fastest-growing and most dynamic energy consumption centres. They are led by China, India and ASEAN, the emerging Asian economies, whose share of global energy demand is expected to reach 40% by 2040, up from only 20% in 2000. Energy demand in the ASEAN+6 countries is set to take diverse paths. In India, for example, low per capita energy use and a high population growth rate indicate the potential for substantial energy demand growth. In Japan, by contrast, a declining population and increasing energy efficiencies are contributing to a continuous fall in energy consumption. Countries of the region also differ in their natural resource wealth and their levels of socio-economic and technological development. These countries share common challenges, however, in ensuring the security of their energy supplies. Given their shared geographical location, they could help one another meet these energy security challenges by deepening regional co-operation. This report starts by giving an overview of the energy security issues of the region. Subsequent chapters cover the key energy sectors of oil, natural gas and electricity. They identify the main energy security issues, including a high level of vulnerability to natural disasters and heavy dependence on imports of fossil fuels, which must pass through major global chokepoints. The report provides policy advice, primarily for the region’s developing countries, based on the emergency response systems and accumulated experience in energy security of the International Energy Agency and its member countries.

    Abstract: This review takes an in-depth look at the energy challenges facing Japan today and provides critiques and recommendations for policy improvements to help guide the country towards a more sustainable energy future. Declaring climate change and environment as a top priority of the 2008 G8 Summit in Hokkaido, host country Japan has demonstrated its commitment to pressing ahead in these domains. Already a world leader in advancing energy technology transfer and environmental policy, the country is determined to further improve its domestic policies, moving it towards a more sustainable and secure energy pathway for the long term. Along with other accomplishments, government support for energy R&D is very strong and policies to enhance the efficiency of appliances – both for domestic consumption and export – are models for other countries. Yet there is still room for progress. Most importantly, a greater reliance on market forces throughout the system could lead customers to choices that enhance security, raise economic efficiency and promote environmental protection. Particularly with respect to climate change goals – Japan is the world’s fifth-largest greenhouse gas emitter – strengthening the value on greenhouse gas emissions would help give consumers the appropriate signals they need to make the right choices. Enhancing energy savings through efforts aimed at particular sectors (sectoral approaches) could be a part of the overall policy mix, along with ongoing leadership in promoting energy efficiency. The government should continue to work to complement existing voluntary instruments with stronger ones, including ones that rely more on market incentives, and standards and requirements.

    Abstract: Mind the Gap is an unprecedented attempt to quantify the size of one of the most pervasive barriers to energy efficiency – principal-agent problems, or in common parlance, variations on the ‘landlord-tenant’ problem. In doing so, the book provides energy analysts and economists with unique insights into the amount of energy affected by principal-agent problems. Using an innovative methodology applied to eight case studies (covering commercial and residential sectors, and end-use appliances) from five different IEA countries, the analysis identifies over 3 800 PJ/year of affected energy use – that is, around 85% of the annual energy use of a country the size of Spain. The book builds on these findings to suggest a range of possible policy solutions that can reduce the impact of principal-agent problems and help policy makers mind the energy efficiency gap.

    Abstract: One of the main challenges facing radiological protection experts is how to integrate radiological protection within modern concepts of and approaches to risk governance. It is within this context that the International Commission on Radiological Protection (ICRP) decided to develop new general recommendations to replace its Publication 60 recommendations of 1990. In the process of developing these new recommendations, the views of the ICRP have evolved significantly, largely due to stakeholder involvement that has been actively solicited by the ICRP. In this regard, it was upheld during the First Asian Regional Conference organised by the NEA in October 2002 that the implementation of the new system must allow for regional, societal and cultural differences. In order to ensure appropriate consideration of these differences, the NEA organised the Second Asian Regional Conference on the Evolution of the System of Radiological Protection. Held in Tokyo on 28-29 July 2004, the conference included presentations by the ICRP Chair as well as by radiological experts from Australia, China, Japan and Korea. Within their specific cultural and socio-political milieu, Asia-Pacific and western ways of thought on how to improve the current system of radiological protection were presented and discussed. These ways of thinking, along with a summary of the conference results, are described in these proceedings.

    Abstract: The International Energy Agency's 2003 review of Japan's energy policies and programmes. This edition finds that Japan has ratified the Kyoto protocol and is implementing its 2002 climate change plan. The country has developed an impressive range of policies to address rising CO2 emissions from the energy sector. Some of the measures could be strengthened however, and made more cost-effective. Industry’s use of Kyoto flexible mechanisms could also reduce costs. Nuclear power plays a key role in Japanese energy policy, but the government’s objective of increasing nuclear generation has been impeded by safety-related incidents in recent years. It is vital to restore public confidence, to clarify the role of nuclear power in the liberalised electricity market and to improve the performance of the existing nuclear units. Japan has begun to reform its electricity and natural gas markets, but little competition has developed. The report finds helpful new government measures to further reform markets, but points out that the markets should be closely monitored. More effective measures may be necessary if competition does not develop.

    Abstract: The International Energy Agency's 2002 review of US energy policies and programmes. It finds that US energy policy has an influence on energy policy throughout the world. The 2001 National Energy Policy is an important development. The US is taking unilateral action as an alternative to the Kyoto Protocol. This report urges consideration of legislation on carbon dioxide and adoption of policies allowing international trading in emissions. Strengthening fuel economy standards is an encouraging approach to energy use in transport. Different standards for cars and light trucks should be addressed as a priority. Policies to promote new sources of energy supply should be balanced by continuing effort to enhance efficient use of energy. Regional Transmission Operators are a sensible means of ensuring access to transmission and the functioning of a competitive wholesale market. The power crisis in California has slowed progress on market reform; confidence should be restored to reactivate reform and to create certainty for new investment. Harmonised electricity industry standards and regulations could help promote competition and encourage investment. Barriers to exploration for oil and gas need to be addressed. Drilling in new onshore and offshore areas, meeting acceptable environmental standards, is necessary or imports must rise. Refineries are operating at full capacity; pressure could be eased by reducing the range of products they are required to produce to meet regional standards. Coal use will remain important and could be environmentally sustainable with advanced clean coal technology. Re-licensing of existing nuclear plants, consistent with safety standards, could ensure nuclear power plays a continuing role, even if new plants remain uneconomic. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Abstract: It has been widely recognised among researchers that speciation data are essential for proper and reliable modelling of radionuclide behaviour, which is studied inter alia in the context of radioactive waste management. Participants at the OECD/NEA workshop on "Evaluation of Speciation Technology" reviewed the various techniques used to identify different species of actinide and fission product elements present in nuclear waste and nuclear reprocessing streams. The review takes into account the advantages, disadvantages and limitations of the various methods in relation to their field of application. Recommendations for future R&D are also provided. These proceedings will primarily be of interest to chemists specialised in separation techniques and radioactive waste management experts.

    Abstract: This IEA report provides a comprehensive in-depth assessment of the energy policies of Japan, including recommendations for policy development. Since the last in-depth review in 1994, the two major themes in Japan's energy policy have been reform of the regulatory framework and measures to respond to climate change. Energy sector reform in the energy sector is an important component of overall policy on economic recovery. Increasingly, the market will be relied on to achieve a satisfactory outcome. Independent Power Producers have entered the electricity market since 1995. The report analyses anticipated further reforms to liberalise the market for extra-high-voltage consumers (28% of all supply) and to introduce accounting separation of the activities of the existing utilities. Approximately 90% of carbon dioxide produced in Japan is energy-related. Policy to reduce emissions from the energy sector is focused on drastic energy efficiency measures and on the promotion of nuclear power and "new energies". The review discusses the cost-effectiveness of present energy efficiency measures, but considers that the current nuclear energy production target is achievable.
