    Abstract: Radioactive waste repositories are designed to be intrinsically safe in that they are not dependent on the presence or intervention of humans. In response to this challenge, the Nuclear Energy Agency initiated the Preservation of Records, Knowledge and Memory (RK&M) Across Generations Initiative, calling on the international community to help create specific means to preserve RK&M. The concept of a key information file (KIF) emerged in response to the challenge presented by the large volumes of RK&M material generated by national disposal programmes. This concept has been developed into an important component of a RK&M preservation strategy. The KIF is designed to be a single, short document, produced in a standard format, with the aim of allowing society to understand the nature and intent of a repository, and thus to reduce the likelihood of unnecessary human intrusion. It should be made openly available and ultimately be widely distributed. This report describes the KIF concept in detail, in a manner that should enable those concerned with any particular repository to create their own versions. Three draft key information files, currently under development to support RK&M preservation in France, Sweden and the United States, are provided as examples.

The CIELO project has delivered new, evaluated data for the isotopes of uranium, plutonium, iron, oxygen and hydrogen, which have been adopted in all nuclear data libraries released since the CIELO project was completed.

    Abstract: The ASEAN+6 group comprises the ten countries of the Association of Southeast Asian Nations (ASEAN) and six other countries in the Asia-Pacific region: Australia, the People’s Republic of China (“China”), India, Japan, Korea and New Zealand. This group includes the world’s fastest-growing and most dynamic energy consumption centres. They are led by China, India and ASEAN, the emerging Asian economies, whose share of global energy demand is expected to reach 40% by 2040, up from only 20% in 2000. Energy demand in the ASEAN+6 countries is set to take diverse paths. In India, for example, low per capita energy use and a high population growth rate indicate the potential for substantial energy demand growth. In Japan, by contrast, a declining population and increasing energy efficiencies are contributing to a continuous fall in energy consumption. Countries of the region also differ in their natural resource wealth and their levels of socio-economic and technological development. These countries share common challenges, however, in ensuring the security of their energy supplies. Given their shared geographical location, they could help one another meet these energy security challenges by deepening regional co-operation. This report starts by giving an overview of the energy security issues of the region. Subsequent chapters cover the key energy sectors of oil, natural gas and electricity. They identify the main energy security issues, including a high level of vulnerability to natural disasters and heavy dependence on imports of fossil fuels, which must pass through major global chokepoints. The report provides policy advice, primarily for the region’s developing countries, based on the emergency response systems and accumulated experience in energy security of the International Energy Agency and its member countries.

    Abstract: The ASEAN member states have a long-standing goal to establish multilateral power trading in the region. To date, regional power trading has been limited to a series of uncoordinated bilateral cross-border arrangements. Multilateral power trading can bring multiple benefits, including reduced system costs, increased energy security and an ability to integrate higher shares of variable renewable energy. An examination of international experiences shows that it is possible to establish multilateral trading while allowing for stepwise and voluntary development and respecting local sovereignty. At the same time, increased cross-border integration and power trade does require increased co-ordination and regulatory harmonisation. This report identifies a set of minimum political, technical and institutional requirements that the ASEAN member states will need to meet in order to establish multilateral power trading in the region. Some of these minimum requirements can be met by building upon existing efforts in the region. The report also proposes a set of trading arrangements of increasing levels of ambition which, taken together, will enable ASEAN to establish multilateral power trading in a manner that is consistent with maximising national sovereignty and the equitable sharing of benefits. These recommendations include a summary of potential roles for regional institutions and an example transaction to show how trading might potentially work in practice.

    Abstract: New opportunities to use carbon dioxide (CO2) in the development of products and services are capturing the attention of governments, industry and the investment community. Climate change mitigation is the primary driver for this increased interest, but other factors include technology leadership and supporting a circular economy. This analysis considers the near-term market potential for five key categories of CO2-derived products and services: fuels, chemicals, building materials from minerals, building materials from waste, and CO2 use to enhance the yields of biological processes. While some technologies are still at an early stage of development, all five categories could individually be scaled-up to a market size of at least 10 MtCO2/yr – almost as much as the current CO2 demand for food and beverages – but most face commercial and regulatory barriers. CO2 use can support climate goals where the application is scalable, uses low-carbon energy and displaces a product with higher life-cycle emissions. Some CO2-derived products also involve permanent carbon retention, in particular building materials. A better understanding and improved methodology to quantify the life-cycle climate benefits of CO2 use applications are needed. The market for CO2 use is expected to remain relatively small in the short term, but early opportunities could be developed, especially those related to building materials. Public procurement of low-carbon products can help to create an early market for CO2-derived products and assist in the development of technical standards. In the long term, CO2 sourced from biomass or the air could play a key role in a net-zero CO2 emission economy, including as a carbon source for aviation fuels and chemicals.

    Abstract: This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

    Abstract: India’s rooftop solar targets represent a major opportunity for sustainable development and for women’s employment. While India has shown a strong commitment towards a clean energy transition through its renewable electricity installation target for 2022, deployment of rooftop solar technology has been slow. With the potential to create a large number of jobs in general, the rooftop solar sector also generates the types of jobs attractive to highly skilled women in particular, a largely untapped pool in India. Our analysis, based on a survey of rooftop solar companies as well as qualitative interviews with women currently employed in the sector, seeks to identify opportunities for better gender balance at work, as well as barriers to achieving it. Women currently account for only 11% of the workforce in the companies we surveyed. Participation of women is particularly low in roles involving frequent travel and a required onsite presence at project sites. We recommend that the government enhance policies to scale up the rooftop solar market by addressing the general challenges facing this sector, and introduce gender-targeted policies to enable and encourage companies to advance actions that effectively support women’s employment in this sector.

    Abstract: Carbon capture, utilisation and storage will be an important part of the portfolio of technologies and measures needed to achieve climate and energy goals. In the International Energy Agency Clean Technology Scenario (CTS), a cumulative 107 gigatonnes of carbon dioxide (Gt CO2) are permanently stored in the period to 2060, requiring a significant scale-up of CO2 storage from today’s levels. This report analyses the implications for the global energy system of CO2 storage facilities not being developed at the scale and pace needed to follow the optimised pathway of the CTS. By limiting CO2 storage availability to 10 Gt CO2 over the scenario period, the analysis provides insights into the additional measures and technologies that would be required in the power, industrial, transport and buildings sectors in order to achieve the same emissions reductions by 2060 as the CTS. The Limited CO2 Storage scenario variant (LCS) finds that restricting the role of CO2 storage would result in higher costs and significantly higher electricity demand, with 3 325 gigawatts of additional new generation capacity required relative to the CTS (a 17% increase). The main reason is that limiting the availability of CO2 storage would require much more widespread use of electrolytic hydrogen in industry and the production of synthetic hydrocarbon fuels. More generally, the LCS would increase reliance on technologies that are at an earlier stage of development. Beyond the scenario period of 2060, constraints on CO2 storage availability would also limit the availability of many carbon dioxide removal options, and may therefore not be consistent with the achievement of long-term climate goals.

In recent years, the country has adopted an energy and climate framework with ambitious long‑term and interim goals, including a target of 100% renewable energy in electricity generation by 2040. In this review of Sweden’s energy policies, the International Energy Agency (IEA) looks at how the country is managing its energy transition, as well as how this transition affects energy security. Sweden’s electricity system – based on nuclear, hydro and a growing share of wind power – is nearly fossil‑free. The country, which is well interconnected with its neighbours, has become a large net exporter of electricity. However, the power sector faces uncertainty from the likely phase‑out of nuclear within the next few decades. The challenge will be to maintain stability while more variable forms of renewable energy enter the system to replace nuclear power. Sweden’s energy policies give preference to technology‑neutral measures and market mechanisms, with the aim to reduce emissions in a cost‑effective way. Carbon taxation in particular has been an effective driver of decarbonisation, and Sweden has showed that high environmental taxes can be combined with sustained economic growth. As the electricity and heat supply is largely decarbonised, the main challenge for Sweden is to reduce emissions in the transport sector, which gets special attention in the review. In this report, the IEA provides recommendations for further improvements of Sweden’s energy policy to help the country continue to transform its energy sectors in a secure, affordable and environmentally sustainable manner.

    Abstract: Following the 2011 accident at the Fukushima Daiichi nuclear power plant, several high-priority actions were initiated by the NEA to address certain technical issues at nuclear power plants. One of these actions was to prepare a status report on spent fuel pools (SFPs) under loss-of-cooling and loss-of-coolant accident conditions, which was issued in 2015, providing an overview of both SFP accidents and mitigation strategies. The present report is a follow up to this status report, documenting the results of a Phenomena Identification and Ranking Table (PIRT) exercise conducted by the NEA. This PIRT exercise identified SFP accident phenomena that are of high importance and yet are highly uncertain, thus highlighting their primary interest for further studies. The report recommends further support for existing experimental programmes and the establishment of a number of new programmes to focus, for example, on large-scale thermal-hydraulic experiments on the coolability of partly or completely uncovered spent-fuel assemblies and the investigation of spray cooling for uncovered spent-fuel assemblies in typical storage racks.

    Abstract: Electricity provision touches upon every facet of life in OECD and non-OECD countries alike, and choosing how this electricity is generated – whether from fossil fuels, nuclear energy or renewables – affects not only economic outcomes but individual and social well-being in the broader sense. Research on the overall costs of electricity is an ongoing effort, as only certain costs of electricity provision are perceived directly by producers and consumers. Other costs, such as the health impacts of air pollution, damage from climate change or the effects on the electricity system of small-scale variable production are not reflected in market prices and thus diminish well-being in unaccounted for ways. Accounting for these social costs in order to establish the full costs of electricity provision is difficult, yet such costs are too important to be disregarded in the context of the energy transitions currently under way in OECD and NEA countries. This report draws on evidence from a large number of studies concerning the social costs of electricity and identifies proven instruments for internalising them so as to improve overall welfare. The results outlined in the report should lead to new and more comprehensive research on the full costs of electricity, which in turn would allow policy makers and the public to make better informed decisions along the path towards fully sustainable electricity systems.

The NEA safety culture forum was created to gain a better understanding of how the national context affects safety culture in a given country and how operators and regulators perceive these effects in their day-to-day activities. The ultimate goal is to ensure safe nuclear operations. The first NEA safety culture forum – a collaborative effort between the Nuclear Energy Agency (NEA), the World Association of Nuclear Operators (WANO) and the Swedish Radiation Safety Authority (SSM) – was held in Sweden in early 2018. This report outlines the process used to conduct the forum, reveals findings from the discussions and invites the nuclear community to further reflect and take action.

    Abstract: The nuclear energy sector employs a considerable workforce around the world, and with nuclear power projected to grow in countries with increasing electricity demand, corresponding jobs in the nuclear power sector will also grow. Using the most available macroeconomic model to determine total employment – the “input/output” model – the Nuclear Energy Agency and International Atomic Energy Agency collaborated to measure direct, indirect and induced employment from the nuclear power sector in a national economy. The results indicate that direct employment during site preparation and construction of a single unit 1 000 megawatt-electric advanced light water reactor at any point in time for 10 years is approximately 1 200 professional and construction staff, or about 12 000 labour years. For 50 years of operation, approximately 600 administrative, operation and maintenance, and permanently contracted staff are employed annually, or about 30 000 labour years. For up to 10 years of decommissioning, about 500 people are employed annually, or around 5 000 labour years. Finally, over an approximate period of 40 years, close to 80 employees are managing nuclear waste, totalling around 3 000 labour years. A total of about 50 000 direct labour-years per gigawatt. Direct expenditures on these employees and equipment generate approximately the same number of indirect employment, or about 50 000 labour years; and direct and indirect expenditures generate about the same number of induced employment, or 100 000 labour years. Total employment in the nuclear power sector of a given national economy is therefore roughly 200 000 labour years over the life cycle of a gigawatt of nuclear generating capacity.

However, following the 2017 decision of the Swiss people to gradually phase out nuclear power, Switzerland’s energy sector is now undergoing a considerable transition. Filling the gap left by nuclear power closures while maintaining low carbon generation and high standards of supply security will be one of the challenges that Switzerland has to address in its long-term energy strategy. The country’s Energy Strategy 2050 maps the way towards a low-carbon economy in which higher energy efficiency and renewable energy sources replace nuclear energy. In this context, the latest IEA review of Switzerland’s energy policies focuses on two areas that are critical to guiding it towards a more secure and sustainable energy future: the design of the electricity market and the climate policy for the post-2020 period. The new energy strategy will require opening the Swiss electricity market and full integration into the European electricity market to meet future energy needs. The IEA encourages the Swiss government to bring ongoing negotiations with the European Union on an electricity agreement to a successful outcome. Switzerland’s carbon dioxide levy on stationary fuels and its automatic upward adjustment have proven highly effective in shifting energy demand from oil towards gas and renewable energy sources. However, more needs to be done to limit emissions from transport.

A set of key needs were identified in areas such as real-time communication and information sharing among countries and international partners, improving crossborder and international co-ordination of protective measures and considering the mental health impacts on populations when implementing protective measures.

However, there is an enormous opportunity to quickly influence the growth of cooling-related energy demand through policies to improve equipment efficiency. In a severe accident with little or no cooling of the reactor core, the residual decay heat in the fuel can cause the core materials to melt. One of the challenges in such cases is to determine the consequences of molten core materials causing a failure of the reactor pressure vessel. Molten corium will interact, for example, with structural concrete below the vessel. The reaction between corium and concrete, commonly referred to as MCCI (molten core concrete interaction), can be extensive and can release combustible gases. The cooling behaviour of ex-vessel melts through sprays or flooding is also complex. This report summarises the current state of the art on MCCI and melt coolability, and thus should be useful to specialists seeking to predict the consequences of severe accidents, to model developers for severe-accident computer codes and to designers of mitigation measures.

Even though it remains a net energy exporter due to the expansion of its coal and liquid biofuel production, the country is consuming more energy as a result of rising living standards, population growth and rapid urbanisation. Indonesia is already highly dependent on oil imports. Meeting demand growth and ensuring the environmental sustainability of energy supplies must remain key pillars of its economic and investment policies and strategies. Indonesia has implemented important changes since the IEA published its first review of the country’s energy polices in 2008. Key milestones include the 2007 Law on Energy, the 2008 National Energy Policy, the 2009 Law on Electricity, and the 2009 Law on Mineral and Coal Mining. However, the government needs to continue this reform process vigorously and implement further improvements to Indonesia’s institutional set-up, alongside stronger policy planning and implementation, more investment in critical energy infrastructure, and continued movement towards regulated energy markets and cost-reflective pricing. This review analyses the energy policy challenges facing Indonesia and provides critiques and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

Earlier IEA publications have extensively reviewed developed countries’ efforts to steer generation away from carbon-intensive production modes, from dedicated support to low-carbon technologies to, increasingly, the reliance on CO2 pricing via emissions trading. Following the same logic, there are proposals seeking to use the international carbon market to drive changes at sectoral level in developing countries. This publication illustrates the pros and cons of such an approach in a few key emerging economies. It also asks how international climate policy could support and enhance ongoing efforts on end-use energy efficiency - an essential piece of the climate change/electricity puzzle.

    Abstract: A key challenge in the development of safety cases for the deep geological disposal of radioactive waste is handling the long time frame over which the radioactive waste remains hazardous. The intrinsic hazard of the waste decreases with time, but some hazard remains for extremely long periods. This report reviews the current status and ongoing discussions of this issue, addressing such issues as ethical principles, the evolution of the hazard over time, uncertainties in the evolution of the disposal system (and how these uncertainties themselves evolve), the stability and predictability of the geological environment, repository planning and implementation including regulatory requirements, siting decisions, repository design, the development and presentation of safety cases and the planning of pre- and post-closure institutional controls such as monitoring requirements.

    Abstract: Geological settings selected as potential host formations for the deep geological disposal of radioactive waste are chosen for, among other assets, their long-term stability and buffering capacity against destabilising events and processes. These proceedings present the outcomes of a geosphere stability workshop, held in November 2007, that focused on crystalline and other types of hard, fractured rocks. The workshop underscored the fact that many such rocks are intrinsically stable environments that evolve extremely slowly and provide good buffering against external events and processes. The proceedings show a good understanding of the processes and events that can affect crystalline rocks and, although there is less confidence in predicting exactly when and where such events will occur and the volume of rock that will be affected, the extent of the impacts on a geological repository can be confidently addressed using bounding approaches supported by geological information from similar sites around the world.

    Abstract: Nuclear power plant modifications may be needed for a number of different reasons. These include physical ageing of plant systems, structures and components; obsolescence in hardware and software; feedback from operating experience; and opportunities for improved plant safety, reliability or capability. However, experience has also shown that weaknesses in the design and/or implementation of modifications can present significant challenges to plant safety. They can also have a considerable impact on the commercial performance of the plant. It is therefore important that the plant modification process reflect a recognition of the potential impact of human errors and that it incorporate suitable measures to minimise the potential for such errors. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Working Group on Human and Organisational Factors organised an international workshop in 2003 to discuss the role of human and organisational performance in the nuclear plant modification process. This technical opinion paper represents the consensus of specialists in human and organisational factors (HOF) in the NEA member countries on commendable practices and approaches to dealing with nuclear plant modifications. It considers factors that should be taken into account when developing a modification process and identifies some lessons learnt from application of the process. The paper should be of particular interest of nuclear safety regulators and nuclear power plant operators.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

Since the last review in 2004, Luxembourg has reformed its energy policies across all sectors, has fully liberalised its electricity and natural gas markets, and is actively participating in the development of the evolving Central West European regional electricity system. Luxembourg has also prepared a broad action plan on energy efficiency, improved the support system for renewable energy sources and revised taxes to mitigate climate change. The country’s energy policy in the coming decade will be shaped by the EU 2020 targets that call for substantial reductions in greenhouse gas emissions, and strong increases in renewable energy and energy efficiency. These targets will be hard to meet, given that roughly half of energy-related CO2 emissions come from transport fuel use by foreign truckers and motorists, and that Luxembourg’s potential for producing much more renewable energy is limited. Luxembourg is heavily dependent on oil. Although oil sources are well diversified by country of origin, more than 85% of oil stocks are held in neighbouring countries and often based on short-term leasing contracts. This leaves the country vulnerable to potential oil supply disruptions. Luxembourg should swiftly implement a plan to improve the security of oil supply.

    Abstract: This review analyses the energy challenges facing Spain and provides critiques and recommendations for further policy improvements. It finds that since the last IEA in-depth review in 2005, Spain has made significant progress in improving its energy policy. In Europe, the country is now leading in gas diversification and LNG development. Together with Portugal, it has set up the common Iberian electricity market, MIBEL, and has strong ambitions in developing it further. It has also become prominent in developing wind and solar energy technology, and succeeded in integrating large amounts of intermittent power in the electricity grid. Along with other IEA member countries, Spain has set ambitious climate and energy security targets. Achieving these will require a transition to a low-carbon economy. Spain will need to increase its efforts to reduce CO2 emissions, particularly in the transport but also the critical power sector. As fossil fuels still provide more than half of electricity,Spain will need to keep open all the options - including nuclear, renewables, and the technology of carbon capture and storage - for making its power sector less carbon-intensive. The country should also increase its efforts to limit peak electricity demand through energy efficiency. Spain has substantially de-regulated its electricity and gas tariffs, and developed a financial plan to end the large deficit that had built up under the previous tariff regime. Prices for many small electricity users, however, are still regulated and low enough to potentially distort the market. In addition, the still remaining subsidies for domestic coal production should be eliminated and replaced by direct social policy measures.

    Abstract: China’s coal, mined locally and available at a relatively low cost, has brought enormous benefits to energy consumers in China and to those outside the country who enjoy the products of its coal-based economy. Yet from another perspective, China’s coal use has a high cost. Despite progress, health and safety in the thousands of small coal mines lag far behind the standards achieved in China’s modern, large mines. Environmental degradation is a real and pressing problem at all stages of coal production, supply and use. Adding to these burdens, emissions of carbon dioxide are of concern to the Chinese government as it embarks on its own climate protection strategy. Technology solutions are already transforming the way coal is used in China and elsewhere. This study explores the context in which the development and deployment of these technologies can be accelerated. Providing a large amount of new data, it describes in detail the situation in China as well as the experiences of other countries in making coal cleaner. Above all, the report calls for much greater levels of collaboration – existing bi-lateral and multi-lateral co-operation with China on coal is found lacking. China’s growing openness presents many commercial opportunities. Establishing a global market for cleaner coal technologies is key to unlocking the potential of technology – one of ten major recommendations made in this study.
