Las habilidades interpersonales forman un conjunto de comportamientos y hábitos necesarios para garantizar una adecuada interacción, mejorar las relaciones personales y alcanzar los objetivos de la comunicación; es decir, transmitir o recibir correctamente un mensaje, una información o una orden; son útiles para construir equipos de trabajo eficientes y mejorar las bases de la comunicación interna. Por otro lado, saberse desenvolver en estas habilidades interpersonales, sobre todo en el plano de la educación superior posibilita enormemente el trabajo de aprendizaje por el efecto de bienestar en el desarrollo de su actividad, de su quehacer diario. En ese entender, nos permite establecer vínculos y relaciones estables y efectivas con las personas; es así que su desarrollo implica la capacidad de reconocer nuestras emociones y las de los demás, así como la posibilidad de saber regularlas en las relaciones con los otros. Para los fines señalados, este texto permitirá conocer, de manera muy práctica, a través de la propuesta de sesiones de aprendizaje y marco teórico respectivo, cómo trabajar, aporta, desarrollar habilidades interpersonales en la comunidad educativa universitaria

    Abstract: La educación básica regular se encuentra en una encrucijada de retos y problemas que van más allá de límites y disciplinas. Este libro, titulado Carolinos en Acción, se presenta como resultado de la aplicación de una estrategia didáctica y metodológica que brinda y propone una transformación en las prácticas pedagógicas a partir de la investigación escolar como herramienta pedagógica, que busca el desarrollo de un pensamiento crítico en los estudiantes carolinos, también fortalece las competencias científicas y la formación de un ciudadano de bien. La investigación escolar tiene gran trascendencia y existen precedentes de su amplio recorrido. Sin embargo, parece ser relegado, mal interpretada o no ser considerada adecuadamente en el marco de la práctica docente en la educación básica, y se limita a trasladar la tarea a escenarios futuros del estudiante como el nivel universitario o de educación superior donde es llevada a cabo por expertos en temas específicos. Lo contrario invitaría a la desmitificación de ciertos paradigmas de la investigación escolar, en los que se brinde apoyo al estudiante como agente de generación de conocimiento, se aleje al estudiante de la formación principalmente in situ, se dinamice la formación en investigación a través de la práctica, y se permite al docente reflexionar y cuestionar la información revisada, y aprender a problematizar los elementos que están en su entorno. La IEI Glorioso San Carlos busca facilitar espacios de encuentro y debate de opiniones entre docentes y estudiantes como fuente de investigación, privilegiando la iniciativa y la creatividad del estudiante y su lugar expectante entre la enseñanza y la investigación, considerando como objetivo de la investigación el hacer y producir. Cada uno de los ensayos de este resumen aborda un tema que fue elegido libremente por cada participante quienes fueron fortalecidos en la competencia escribe diversos tipos de textos y en el uso de herramientas de investigación como: uso adecuado del Word, uso del aplicativo Mendeley, búsqueda de información (bases de datos), citas y referencias en APA7, entre otros. Para la concreción de la presente publicación se implementó el proyecto de innovación “Aprendo a investigar desde mi colegio” aprobado mediante RD N° 242-2023-DREP-UGELP-DGCNSC, dirigido principalmente a estudiantes del tercer, cuarto y quinto grado de educación secundaria, considerando la investigación en la escuela como un reto para la comunidad educativa, de cara al bicentenario y como parte del Eje 3 Investigación e Innovación del Plan Bicentenario de la Institución Educativa Integrada Glorioso Colegio Nacional de San Carlos – Puno, que será un hito en el panorama educativo de la comunidad educativa que responda a la visión de la IEI. Se espera que este resumen no solo alimente la discusión académica, sino que también fomente la acción necesaria para abordar los desafíos importantes que marcarán el futuro de la educación básica y posicione a la IEI Glorioso Colegio Nacional San Carlos como promotor de la investigación escolar

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: Investments in early years of education and childhood development are among the most cost-effective and beneficial a country can make to tackle learning poverty, promote healthy child development, and enhance shared prosperity. Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

    Abstract: The aim of this report is to gather evidence that will identify priorities and actions by stakeholders towards positively influencing, up scaling and accelerating gender equality and women's empowerment in Zimbabwe. The report consolidates information on gender gaps and drivers of inequality in human endowments, economic opportunities, ownership and control of assets, and voice and agency. This includes identifying factors that deepen inequalities, and effectiveness of current policies and programming in narrowing gender disparities. The aim is to also identify promising and good practices that can potentially be replicated for greater impact, cascading to all areas in the country. The analysis guided by a conceptual framework that describes the ways households, markets, and institutions (both formal and informal), and their interactions all influence gender equality and economic development outcomes. Additionally, attention is paid to intersecting identities of women and men that affect their ability to access services and opportunities, including disability status, place of residence and other socio cultural and economic factors. The assessment draws on several data sources collected using mixed methods. Available quantitative and qualitative data sources form the basis of the assessment, including surveys, national and institutional reports and broader feminist and economic literature. Robust stakeholder consultations, including representatives from Government of Zimbabwe (GoZ), development partners, the United Nations (UN), Non- Governmental Organizations (NGOs), and communities grounded the analysis and provided insights into priority setting and forward-looking strategies

    Abstract: Tanzania has managed to sustain its growth momentum despite the intensifying effects of climate change. While Tanzania's economy continues to expand, recent growth has been concentrated in sectors that employ few workers from poor households, limiting its impact on poverty. The Bank of Tanzania (BoT) has implemented an effective monetary policy designed to curb inflation and alleviate mounting short-term demand pressure on foreign exchange. While Tanzania's recovery continues to accelerate, several serious threats cloud its economic outlook. Key risks include the slow or incomplete implementation of structural reforms, the damaging effects of climate change on the agriculture and tourism sectors, and the possibility of a global recession caused by fiscal and monetary policy tightening in advanced economies and major EMDEs. To mitigate these risks, policymakers must accelerate structural reforms as part of a sustained effort to attract greater private investment and spur resilient and inclusive private-sector-led growth. Over the longer term, one of the country's key challenges will be to complete its structural economic transformation, which will require creating a more favorable business climate to support the growth of the industrial and services sectors while boosting agricultural productivity.     Abstract: This Human Capital Review aims to provide analytical foundations in the support of policies that improve human capital outcomes for the following four UMI countries in Central America: Costa Rica, Guatemala, Panama, and the Dominican Republic. The objective of this report is to identify the key constraints to human capital growth and understand how education and labor market policies can foster a resilient recovery, promote inclusive growth, and contribute to poverty reduction in these countries. The review also estimates the impact of the COVID-19 pandemic on human capital outcomes using a multi-sectoral approach. The analysis compares human capital outcomes in the decade before the COVID-19 pandemic (2010-2019) against trends during the pandemic (2020-2021). Lastly, the report focuses on these four countries, which are the only UMI in Central America to take advantage of new data collected during the pandemic, which allowed to quantify some of the impacts of COVID-19 and understand some of their long-term implications for human development outcomes

    Abstract: The "Comprehensive Assessment of the Childcare Landscape in Lebanon: A Mixed Methods Study" analyzes the supply and demand of formal childcare services for children aged 0-3. It provides a review of Lebanon's regulatory and institutional framework around childcare, maps out the current supply of services including cost and quality aspects, and deepens the understanding of households' childcare needs. Findings show that there is a mismatch between supply and demand, with a gap in provision for the youngest children and that supply is mostly private, costly, and concentrated in coastal areas. Childcare responsibilities limit women's ability to join the labor force, and affordability is a main constraint for families to access services, resulting in low demand for formal childcare. The study proposes measures for an inclusive expansion of quality and affordable childcare services in four areas: (i) an enabling environment for efficient, affordable provision of quality childcare services, (ii) a more equitable distribution of the unpaid care work burden within the household, (iii) improved State support to address households' care needs, and (iv) inclusive family-friendly workplace conditions in the private sector

    Abstract: Adolescence is a dynamic period of biological development and social change, and also a period when adolescent girls are at risk of school dropout, early marriage, pregnancy, and gender-based violence. Adolescents have the highest unmet need for family planning in Bangladesh, and married adolescents have a significantly lower contraceptive prevalence rate than other age groups, leading to a high adolescent fertility rate. The Government of Bangladesh developed a national strategy for adolescent health 2017-2030 and a costed action plan to improve adolescent health, including sexual and reproductive health. The Strategy addresses overall health needs of adolescents, including menstrual hygiene management, prevention of violence and mental health. The Government of Bangladesh is currently implementing the 4th Health, Population and Nutrition Sector Program which includes support for a school-based adolescent health and nutrition program. Furthermore, programme implementers often work in silos and focus on single platforms, id est at the health facility, school, or community levels. Presently adolescents receive sexual and reproductive health information and services largely from private sector providers with variable quality

Recognition of the need to expand participation in preschool education in the Philippines is increasing. In response to the increasing demand for ECE, the Philippine Development Plan (PDP) 2023-2028 aims to increase the participation rate in early learning programs of children aged 0 to 4 years from 16 percent to 63 percent by 2028. The current National System for Early Childhood Care and Development (ECCD) aims to promote the holistic development of children aged 0 to 4 years throughout the country. this report focuses specifically on center-based ECE programs for 3 to 4-year-old children to demonstrate that gaps and opportunities still remain in ECE service provision in this setting and age group. Chapter 1 discusses the early education system in the Philippines. Chapter 2 presents case studies on the implementation of ECE programs at the local government unit (LGU) level. Chapter 3 presents country case studies of Malaysia, Indonesia, and Peru from which the Philippines may derive lessons in ECE implementation. Finally, the report summarizes key findings and policy recommendations submitted for the consideration of the Philippine government

    Abstract: The education sector in the Lao PDR (Laos) faces significant challenges. Access to education improved over of the past decade but substantial gaps remain, and previous progress is being undermined by the impacts of COVID-19 and ongoing economic difficulties. The quality of education was already poor before these shocks. The sector is severely underfunded due to a steep decline in public resources allocated to education. In addition, limited job prospects for graduates reduce demand for quality education. To prevent these challenges from causing a lost decade for education in Laos, urgent attention is needed in three areas. First, the government should implement comprehensive economic and fiscal reforms to increase available resources for education and facilitate private sector development to create income earning opportunities for graduates. Second, resource allocation within the sector should be improved for equity and balance. Lastly, the education sector needs to better translate available resources into the learning outcomes of children and youth by reducing inefficiencies and rigidities that constrain the key drivers of learning: teachers, school financing, teaching and learning materials, and school infrastructure. Addressing constraints in these three areas will help reverse the decline in education financing, close access gaps, and enhance service quality

    Abstract: The Gulf Cooperation Council (GCC) economies have been a bright spot in an otherwise gloomy economic landscape. Average growthin the GCC surpassed 7 percent in 2022 led by Saudi Arabia, its biggest economy, which was globally the fastest growing large economy. This growth was not just a result of buoyant hydrocarbon prices but also continued growth of non-oil sectors. The latter was the result of persistent structural reforms undertaken by several GCC countries to improve the investment environment, promote flexible labor markets, and encourage women to join the labor market. GCC countries have used the windfall revenues from oil and gas to rebuild their buffers, pay down their debt, and shore-up their sovereign wealth funds. They have also sought to protect their vulnerable populations with continued subsidies on food, fuel, and utilities. Such policies have limited the impact of inflation on the domestic economy. Finally, GCC countries have also used their financial muscle to support economically weaker countries in the region. The stellar growth of 2022 is slowing down and growth is expected to moderate to 1 percent in 2023 before picking up again to 3.6 percent in 2024. The decline in economic activity in 2023 is driven by consecutive production cut decisions by OPEC+ in an effort to stabilize global oil prices. However, non-oil GDP continues its growth trajectory reaching 3.9 percent, resulting weaker integration between oil and non-oil sectors. To maintain this track record, GCC countries will need to continue to exercise prudent macroeconomic management, stay the course with structural reforms, and increase non-oil exports. Downside risks remain and it would be amiss not to mention them. The conflict in the Middle East presents major risks to the region and the GCC outlook if it extends or expands to include other regional players. While it is too early to quantify the impact and channels of the conflict, we already witness a 4 percentsurge in global oil futures. Although China is bouncing back after emerging from tight Covid-19 lockdowns, troubles in the real estate sector could still disrupt this trajectory. Persistent high inflation in the world's major economies has not been entirely vanquishedsuggesting a high interest rate environment for a longer period. Windfall revenues are anticipated as a result of higher oil prices driven by the conflict in the Middle East. However, the extent and duration of the conflict will play a pivotal role in determining economicramifications not only on energy markets but also on regional financial and trade markets and overall economic confidence. The Special Focus section of the report discusses the power of structural reforms and social norms in advancing female labor force participation in Saudi Arabia. Saudi Arabia experienced an unprecedented surge in female labor force participation since 2016 as a result of: (i) changing regulations and the removal of legal barriers, shifting social norms, (ii) the implementation of sound structural reforms and (iii) effective government communications. Saudi Arabia's success in increasing female labor force participation from 17.4 percent in 2017 to 36 percent in 2023 offers important lessons to other countries in the region and the world

This PFR also covers education and social protection spending, constituting about 42 percent of generalgovernment budget spending, and is critical for Kazakhstan's social agenda and long-term development goals. Chapter 4 analyzes the efficiency of public spending on education, discusses challenges in delivering equitable access to quality education, and offers options for enhancing spending effectiveness through institutional and policy changes.     Abstract: In 2012 and in 2018, the United Nations General Assembly adopted resolutions urging the international community to intensify global efforts to eliminate female genital mutilation/cutting (FGM/C). It also called upon "States, the United Nations system, civil society and all stakeholders to continue to observe 6 February as the International Day of Zero Tolerance for FGM/C and to use the day to enhance awareness raising campaigns and to take concrete actions against female genital mutilations". FGM/C is an extreme type of violence against women and girls which impairs their development potential and impacts the societies in which they live and work, their children, their families and ultimately their countries. FGM/C also undermines the World Bank's efforts to end extreme poverty and boost shared prosperity. Women and girls affected by FGM/C may not be able to reach their full personal, productive and professional potential. FGM/C causes a large number of physical and psychological problems and complications and can even lead to death. It imposes unnecessary suffering and prolonged pain. The international community recognized that FGM/C is an important development challenge that affects more than 200 million women and girls in the world. Sustainable Development Goal 5 (SDG 5: Achieve gender equality and empower all women and girls) includes a target on eliminating all harmful practices against women, such as female genital mutilation by 2030 (target 5.3).     Abstract: Papua New Guinea has abundant resources in the form of oil and mineral wealth. But a complex set of factors, including systemic gender inequality, underinvestment in non-extractive sectors, and fragility compounded by vulnerability to disasters caused by natural hazards act as barriers to sustainable and inclusive growth of the country. This Country Program Evaluation (CPE) report assesses the relevance and effectiveness of World Bank Group support to Papua New Guinea between fiscal year FY08 and FY23. It assesses the Bank Group's development effectiveness in addressing the above three core themes, namely: (i) lack of investment in Papua New Guinea's non-extractive sectors and their poor performance, (ii) the economic exclusion of women and gender-based violence (GBV) issues associated with it, and (iii) unmitigated risks of disaster from natural hazards, and violence, and conflict. The report answers three specific questions. The first explores the extent to which the Bank Group adapted its engagement in line with key constraints, including in relation to development partners, changes in country context, and lessons from experience. The second focuses on the results of Bank Group support and explanatory factors for results under each them, answered by applying a gender lens where relevant. The third question explores the extent to which the Bank Group successfully identified and addressed conflict, violence, and disaster from natural hazards risks. The report offers key lessons to inform the World Bank Group's future engagement with the country: (i) Data gaps need to be addressed to inform sound policy making and effective programming in Papua New Guinea. (ii) Declining governance quality and increasing bilateral aid will require the World Bank to reassess how it supports key policy reforms to achieve development impact, including through using DPOs. (iii) The Bank Group could elevate its impact on gender equality and GBV by shifting from a project-centric approach to a strategic country engagement approach.     Abstract: In 2023, growth in the Pacific islands (PIC-11) decelerated but remained robust at 5.5 percent--about two and a half times the long-term average. Fiji's output surpassed pre-pandemic levels in 2023 despite a notable deceleration, with growth rates halving from 20 percent in 2022 to eight percent in 2023. The PIC-11, excluding Fiji, experienced a noteworthy rebound of 2.7 percent growth in 2023, after a 0.5 percent output contraction in 2022. The trajectory of accelerated and sustainable growth in Pacific Island countries depends on a workforce that is well educated and equipped with enhanced skills and capabilities. Boosting education and skills is essential for long-term growth and poverty reduction in the Pacific Island countries. While multiple factors influence learning, once a child enters school, teachers have the largest impact. A robust body of evidence guides policymakers in improving teaching quality and ensuring that all young children acquire strong foundational skills. This report outlines a three-pronged program of action based on this evidence: attracting and recruiting effective teachers, enhancing existing teachers' capacity, and motivating greater teacher effort. Recognizing that 54 percent of teachers expected to teach in 2035 are already recruited, the report emphasizes a special focus on enhancing the capacity of existing teachers. It provides examples of rigorously evaluated interventions, such as structured pedagogy and access to pre-recorded lectures by highly rated teachers. Implementing these recommendations will aid regional countries in accelerating learning, allowing children and societies to achieve their aspirations

Los resultados mostraron que estas competencias son fundamentales para el desempeño eficaz del evaluador y que deben ser desarrolladas y mejoradas de manera continua. Se excluyeron los estudios que no se centraban en la Educación superior, calidad o queno abordaban la acreditación universitaria como su principal objetivo.La búsqueda se realizó en tres bases de datos académicas: ERIC, Scopus y Web of Science (WoS). Estas fueron elegidas debido al ofrecimiento de métricas bibliométricas confiables que facilitan la evaluación del impacto de la investigación. Se utilizó una combinación de términos clave relacionados con la acreditación universitaria, calidad y la Educación superior. Todos los estudios seleccionados se evaluaron en términos de su calidad metodológica y se extrajeron datos relevantes.Los resultados de la revisión sistemática permitieron identificar patrones y tendencias que se obtienen de la acreditación universitaria en la calidad de la Educación superior. La revisión aporta una visión general de las prácticas más destacadas y efectivas en este ámbito, subrayando la importancia del campo de la acreditación como reconocimiento que otorga el Sistema Nacional de Evaluación, Acreditación y Certificación de la Calidad Educativa (Sineace) a partir de una evaluación de la calidad en Educación superior, así como de su relevancia en la valoración de resultados y los avances generados. La metodología empleada para el presente trabajo fue el enfoque cualitativo de tipo hermenéutico-crítico. Se propone en consecuencia, desde el análisis crítico, la construcción de un nuevo aparato sistémico donde el bienestar colectivo destierre a la individualidad enraizada producto de la globalización, convirtiéndose así la pedagogía solidaria y ética en el aparato reflexivo del ser que busca su emancipación para alcanzar la anhelada equidad social. Se concluye que, ante la necesidad de cambio global, la pedagogía solidaria y ética se perfila como el camino a seguir para el bien común, donde la reflexión interna del ser pase a convertirse en una acción política-colectiva inculcada desde las aulas

    Abstract: El impacto de la depresión como consecuencia de la desintegración familiar en el rendimiento académico de los estudiantes universitarios es un tópico poco investigado, su conexión principalmente con la adolescencia hace que el tema se prescinda casi por completo al interior de la educación superior. La depresión claramente no se encuentra atado a un solo espacio temporal de vida, sino pues, opera como un trastorno emocional que perdura en toda edad de las personas en la medida que no sean tratadas. Así, la investigación tiene como objetivo analizar este problema en las aulas universitarias desde una revisión sistemática, para esto se ha intentado ir a la raíz del aspecto depresivo que, en mucho de los casos, parte de un hogar desintegrado física y emocionalmente. De este modo, se tomó a la desintegración familiar como el segundo componente de estudio encontrando que la conexión entre depresión y ésta última actúan negativamente en los estudiantes universitarios lo que se refleja en su rendimiento académico. El método fue el análisis bibliográfico de tipo hermenéutico que posibilitó una búsqueda de información de alto nivel en bases académicas de impacto (Scopus, WoS y Scielo). Se concluye que el gobierno y las instituciones universitarias deben establecer un proyecto en conjunto que permita ver la contracara de la educación superior, esto es, el aspecto psicológico que juega un papel fundamental en el desarrollo individual y colectivo de la educación

Dicho proyecto fue un encargo del Rector a los profesores de Tecnologías Educativas en septiembre del 2022, y debe ponerse en marcha en el mes de abril del 2023 para beneficiar principalmente a los estudiantes de la Licenciatura en Innovación Educativa, aunque el Laboratorio de Innovación en Tecnología Educativa (LITE) estará abierto a toda la comunidad estudiantil.     Abstract: El rol de la universidad, además de impartir conocimientos y fortalecer las competencias y capacidades del estudiantado, es formar líderes con valores sólidos, capaces de asumir la responsabilidad social universitaria para el logro del desarrollo sostenido y compartido, así como la innovación y liderazgo social que son características propias de la responsabilidad social universitaria. En tal sentido, el escenario actual presenta brechas de desigualdad socio-económicas generadas por una instrucción elitista que obstaculiza a la interculturalidad y por ese motivo, el desarrollo de las diversas sociedades continúa atrasadas. En este trabajo se esboza la reconfiguración de la actual responsabilidad social universitaria en el Perú que puede ser factible si se implantan políticas educativas humanísticas, con valores éticos, y en las que la investigación sea el factor principal para una mejor vida colectiva, así el trabajo identifica y analiza los factores que posibilitan la mejora universitaria desde propuestas teóricas contemporáneas. En este estudio, de carácter cualitativo, el método seguido se ha centrado en una perspectiva de corte analítico-descriptivo, se utilizaron las fichas bibliográficas con el cual se seleccionaron los trabajos más adecuados para el presente discurso. Los resultados indican que, la responsabilidad social universitaria es un factor primordial para el desarrollo social de manera íntegra, su compromiso científico por el bien común escapa a los intereses particulares posibilitando una vida colectiva plena. Se concluye indicando que es necesario buscar una alianza entre universidad y la comunidad para implantar como estrategia la responsabilidad social universitaria, siendo esta, clave para mejorar la vida de la ciudadanía en un mundo altamente consumista y competitivo

    Abstract: La educación universitaria se sostiene en tres pilares fundamentales, la enseñanza, la responsabilidad y la investigación, siendo este último uno de los más importantes, ya que la humanidad a través del tiempo ha descubierto muchos conocimientos gracias a la curiosidad del hombre y su interacción con la inteligencia han producido el conocimiento y avance científico y tecnológico a través de la investigación. Por tanto, queda claro la importancia de seguir investigando y formando investigadores, sobre todo en las universidades, y las políticas educativas en el Perú así también lo apuntan a través de la Política de aseguramiento de la Calidad de la Educación Superior Universitaria y el Modelo de Acreditación para Programas de Estudios de Educación Superior Universitaria que consideran a la investigación como un factor clave para alcanzar la calidad. Por ese motivo el presente ensayo tiene por objetivo analizar el factor 7 (investigación, desarrollo tecnológico e innovación) del modelo de acreditación y a la vez proponer actividades que coadyuben al logro de los estándares que lo componen. Los resultados de este análisis señalan la alta responsabilidad que tiene la universidad de dotar recursos suficientes para desarrollar las capacidades investigativas de docentes y estudiantes con el afán de desarrollar proyectos investigación de calidad que respondan a las necesidades del contexto donde se desarrollan. En conclusión, el modelo de acreditación en su factor 7 promueve el desarrollo de la investigación, desarrollo tecnológico e innovación [I+D+i] a través de las investigaciones de docentes, participación de estudiantes y difusión de resultados con el afán no sólo de proporcionar soluciones a los problemas que aqueja a la sociedad sino mejorar la calidad de enseñanza y aprendizaje en las universidades

    Abstract: Los paradigmas son modelos explicativos compartidos por un grupo de científicos en un momento específico, que proporcionan al investigador un referente teórico y metodológico para acceder al objeto de estudio, también suministran un marco filosófico y de investigación el cual es necesario para la comprensión de los problemas de investigación. Este estudio tuvo como propósito analizar los paradigmas de investigación en las ciencias sociales. El enfoque fue cualitativo, el método cualitativo-interpretativo, el diseño documental, cuyas fuentes fueron textos y artículos con una data no mayor a cinco años, la técnica utilizada para recoger la información fue la guía de observación y como instrumentos se usaron fichas bibliográficas y una guía documental. Los hallazgos señalan que el paradigma es un modelo que le indica al investigador la manera de pensar, decidir y actuar; igualmente se encontró diferencias entre el paradigma positivista quien busca identificar causas, predecir, explicar, medir, verificar teorías y controlar fenómenos; el post-positivista se encarga de comprender las razones, entender el significado y explicar la acción humana en el entorno cotidiano, se caracteriza por ser holístico, inductivo y divergente; y el paradigma sociocrítico se encarga de hacer una acción-reflexión-acción que busca propiciar un cambio y transformación de la estructura social y dar respuesta a los problemas que se plantean los miembros de la comunidad. Se concluye que los paradigmas responden a la ontología, epistemología, metodología y axiología que orientan una investigación; igualmente, que investigador debe conocer los elementos que fundamentan los paradigmas ya que sirven de guía metodológica para realizar un estudio

    Abstract: La suspensión temporal de las actividades presenciales en los campus universitarios debido a la pandemia del SARS-CoV-2 ha ocasionado un cambio significativo e inesperado en la educación superior. Tanto profesores como estudiantes han tenido que adaptarse a nuevas estrategias de enseñanza y aprendizaje en un entorno de educación a distancia, haciendo uso de recursos tecnológicos para mantener la comunicación y la interacción. Esta transformación implica varios desafíos, como la conectividad, la competencia tecnológica y aspectos pedagógicos relacionados con las estrategias de enseñanza. En este contexto, el propósito de la presente investigación fue comparar las estrategias de enseñanza que se planifican previamente con las que se aplican en el entorno universitario. Para ello, se empleó un enfoque mixto y un diseño descriptivo explicativo. La muestra estuvo compuesta por 22 profesores y 137 estudiantes de una carrera de educación en la Universidad Nacional del Altiplano, elegidos mediante un método probabilístico. La metodología involucró la revisión de los programas de estudio de los profesores, la aplicación de cuestionarios y la realización de grupos focales con los estudiantes. Para el análisis de los datos se utilizó la estadística descriptiva. Los resultados demostraron una discrepancia entre las estrategias de enseñanza que se planifican y las que se implementan en la práctica. Aunque los profesores incluyen en sus programas de estudio tanto métodos tradicionales como enfoques centrados en el estudiante, en la ejecución predominan las metodologías orientadas hacia el docente

    Abstract: Desde el hallazgo de El primer nueva corónica y buen gobiernode Guamán Poma de Ayala en 1908 y la publicación gráfica de la yupana en 1912 en las actas del Congreso de Americanistas de Londres, esta herramienta de cálculo inca ha sido motivo de estudios científicos acerca de su funcionamiento. A partir de ello, se han desarrollado modelos y experiencias de aplicación en educación matemática. En ese marco, el presente estudio tuvo por objetivo analizar los avances en cuanto a las investigaciones y propuestas desarrolladas en el campo de la educación matemática con elpropósito de visibilizar nuevas posibilidades de investigación referente a temas y modelos aún no explorados. El método de abordaje fue el cualitativo, con la técnica de la revisión documental de tesis, artículos científicos, textos académicos y tesinas producidos a nivel de América Latina. Los resultados muestran que es harto estudiado los efectos de la yupana en el aprendizaje de las operaciones básicas (adición, sustracción, división y multiplicación); sin embargo, y es lo que el estudio visibiliza, la yupana tiene múltiples potencialidades aún desconocidas, sugiriéndose, investigar la eficacia del ábaco inca en el aprendizaje de números decimales, radicales, enteros, fraccionarios, matrices, logaritmos y vectores; así como investigar la eficacia de los modelos innovadores de yupana desarrollados (manuales como digitales), no sólo en el nivel primario, sino también inicial y secundario, y superior. Implementar e investigar el uso de la yupana con el método Radicati a fin de favorecer el desarrollo del pensamiento formal

    Abstract: La literatura especializada muestra interés en conocer los determinantes de las expectativas laborales de los estudiantes de licenciatura, sin embargo, no se han investigado las laborales de los estudiantes de ciencias agropecuarias. Para la presente investigación se construye un marco teórico desde la perspectiva de los campos. Se entienden como estados o posiciones futuras que se pretenden alcanzar, dadas las socializaciones a las que se ha estado expuesto y que configuran el habitus, entendido como habilidades y disposiciones para jugar en el campo escolar y prefigurar dónde esperan jugar en el espacio laboral. Los capitales social, económico, cultural y escolar actuarían como predictores de las expectativas laborales. La investigación parte de un diseño cuantitativo. A partir de una encuesta, diseñada exprofeso, aplicada a una muestra de 189 estudiantes de todos los semestres de la facultad de ciencias agropecuarias de la Universidad Autónoma del Estado de Morelos, en México. Los resultados de la encuesta apuntan a sostener que se identifican tres tipos de estudiantes en función de la claridad de sus expectativas laborales: aquellos que logran identificar con cierta claridad espacios de inserción laboral; quienes ubican espacios genéricos de inserción laboral; y aquellos que no pueden nombrar espacios laborales. Los primeros cuentan con mayores recursos económicos y padres con mayor escolaridad y dedican mayor tiempo al desarrollo de habilidades de socialización. Los segundos se concentran más en la interiorización de capital cultural y evalúan positivamente diferentes aspectos de la escuela. Los últimos no cuentan con recursos ni sociales ni culturales

El presente capítulo consiste en una reflexión teórica acerca de la diversidad cultural y el desarrollo de la competencia intercultural en la educación obligatoria, a partir de un análisis documental centrado en: analizar el concepto de diversidad cultural en la sociedad y la educación; el desarrollo de la competencia intercultural en el aula y el modo en que la formación inicial aborda el rol del profesorado y las estrategias a desempeñar en las aulas. Los resultados aluden a la necesidad de una concienciación de este fenómeno desde las universidades, la pertinencia de la competencia intercultural, así como las estrategias y prácticas de éxito que pueden servir de orientación para generalizar su implementación.     Abstract: Actualmente se presentan dificultades en los aspectos emocional, sentimental, afectivo y académico. Por ende, la tutoría es un ente importante en la formación integral de jóvenes y señoritas universitarias por consiguiente influirá rendimiento académico. De hecho, veamos dos variables en relación con la tutoría universitaria y el desempeño académico. El objetivo fundamental de esta pesquisa fue determinar la correlación entre la tutoría universitaria y el desempeño académico de los estudiantes de Lengua, Literatura, Psicología y Filosofía de la Escuela Profesional de educación secundaria de la UNA Puno. Metodológicamente, el estudio es de correlación descriptivo. La muestra estuvo conformada por 302 estudiantes. Se utilizó el cuestionario de Satisfacción de tutoría universitaria y para medir la satisfacción con el tutor, de igual forma con el instrumento de desempeño académico. La herramienta contiene 27 elementos en ambas variables de estudio. También se elaboró una guía de análisis de documentos y además se utilizó el coeficiente de Spearman para determinar la correlación entre las variables examinadas, teniendo en cuenta la prueba de normalidad. Así, los resultados del estudio mostraron que existe una correlación significativa alta entre la tutoría universitaria y el desempeño académico gracias a la prueba de correlación Rho de Spearman que fue de 0,757. finalmente se consuma que a mayor vigilancia a la tutoría universitaria será superior el desempeño académico de los alumnos y más del 75% de catedráticos aplican una tutoría universitaria de manera apropiada

    Abstract: En este capítulo se presenta una investigación que determina la relación que existe entre la satisfacción económica y la motivación personal de docentes titulados al estudiar Educación Básica Alternativa (EBA) en un programa de Segunda Especialidad de una facultad, de una universidad peruana. El fenómeno muestra el crecimiento de participantes en el programa durante los años 2020 y 2021, una gran mayoría son docentes que laboran en la modalidad EBA y que realizan actividades de tipo económica o laboral durante el día, dedicando el tiempo que les resta a la educación de adultos. La investigación se desarrolló bajo el enfoque cuantitativo, de corte transversal y diseño correlacional, en una muestra aleatoria simple, aplicada a la totalidad de la población sin distinción de estratos, a quienes se utilizó un instrumento validado a través del criterio de tres expertos y una prueba de confiabilidad con psicometría de Cronbach igual a 0,860, el instrumento posee 60 ítems que recogen datos de las variables satisfacción económica y motivación personal. Los resultados exponen que el 61,8% de encuestados se siente medianamente satisfecho en su economía y el 38,2% altamente satisfecho. Se concluye y demuestra que existe una correlación positiva a moderada entre las variables, satisfacción económica y motivación personal, con coeficiente Rho de Spearman igual a 0,519, además se infiere que existe dependencia directa entre las variables, es decir, a mayor crecimiento de la variable satisfacción económica, mayor motivación personal

    Abstract: La lesbiana ha sido (y sigue siendo) discriminada, entendiendo por discriminación un fenómeno social caracterizado por poseer estereotipos y prejuicios, en función de una violenta descalificación de uno o más individuos. Conducta violenta que sucede, entre otros lugares, en la escuela. El presente estudio es de corte cualitativo, además, descriptivo y de campo (Kerlinger y Lee, 2002). El objetivo de esta investigación es describir las causas de la violencia y su relación con el bienestar subjetivo en un grupo de lesbianas en el ámbito escolar. Se llevó a cabo la entrevista (Kvale, 2011) con tres lesbianas. Los resultados arrojados se organizaron en tres categorías haciendo uso de la técnica análisis de contenido (Krippendorff, 1980; Mayring, 2014), a saber: 1) Concepción personal. Asumirse lesbiana, 2) Discriminación en la escuela, y 3) Lesbianismo. ¿Innato o construcción social? En primer término, las tres entrevistadas se autodescriben como lesbianas. Las tres han sido violentadas en la escuela por compañeros y también por los mismos docentes. En este terreno dos de ellas (Ana y Lourdes) poseen un latente temor a ser rechazadas; mientras que Teresa, la tercera entrevistada, declara que no le importa si la aceptan o no. En esta vía, se pudo dilucidar cómo construyen el bienestar subjetivo la entrevistadas desde un enfoque socioconstruccionista; además se puso sobre la mesa la realidad de cómo son violentadas; violencia que afecta el mismo bienestar de la lesbiana

Este contexto establece el escenario para la investigación, que tiene como objetivo principal determinar la correlación entre el uso de redes sociales y las habilidades ortográficas de estudiantes universitarios. El enfoque metodológico, basado en un diseño transversal correlacional y no experimental, demuestra un cuidadoso equilibrio entre la amplitud del estudio y la precisión de los resultados. La población y muestra del estudio, compuesta por estudiantes de práctica del IX y X semestre, añade relevancia a los hallazgos, proporcionando una visión específica del entorno universitario. La investigación utiliza dos técnicas de recolección de datos: encuestas y evaluaciones. Los instrumentos, un cuestionario para la variable de redes sociales y un examen para la variable de ortografía, ofrecen una comprensión integral de la relación entre estas dos dimensiones. El uso del software estadístico SPSS y la prueba de hipótesis mediante el coeficiente de Spearman añaden robustez a los resultados presentados. Los resultados revelan una correlación negativa entre el uso de redes sociales y las habilidades ortográficas, desafiando preconcepciones comunes sobre la influencia positiva de la comunicación digital en la escritura. Sin embargo, el libro va más allá de esta correlación general, explorando las dimensiones específicas de la ortografía y revelando matices en la relación.     Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and am extreme form of violence against women and girls that affects more than 200 million women in the world. FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. FGM/C is at the confluence of domestic violence, child abuse and sexual assault and a serious violation of human rights. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researchers have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the Compendium) was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C. It provides a survey of the key international and regional instruments as well as domestic legislation as they relate to the prohibition of FGM/C. The Compendium consists of topical chapters (international legal frameworks; regional legal frameworks; consensus documents and national legal frameworks) with hyperlinks to source documents, such as United Nations conventions, regional treaties, and national legislations.     Abstract: The implementation of the fee-free basic education policy (FBEP) in Tanzania since 2015 has led to consistent growth in the education sector. However, the rapidly increasing school-age population has been creating demands for additional resources and capacity that are often not met.     Abstract: This Overview presents the findings from the mixed-method study on gender inequalities in Madagascar, illustrating the key gender gaps in the country and shedding light on the unique challenges that young Malagasy women face in their educational, professional, and family trajectories. Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. On the basis of the research findings, the Overview presents key gender gaps in Madagascar and proposes four strategic lines of policy recommendations to (i) assist girls and young women in completing school education, (ii) improve women's and girls' access to professional health care and prevent teenage pregnancy, (iii) enhance women's economic opportunities, and (iv) improve women's and girls' voice and agency through the elimination of all forms of gender-based violence.     Abstract: Jordan's real growth registered 2.4 percent in 2022 and has accelerated to 2.7 percent in H1-2023, compared to a pre-COVID-19 (2012-2019) average of 2.4 percent. Growth was supported by the services sector, agriculture sector, in addition to a robust contribution from agriculture. Inflation decelerated significantly in 2023, supported by favorable base effect, monetary policy tightening and lower global commodity prices. External imbalances have narrowed, supported by a string recovery in tourism activity and travel receipts. Central government fiscal balance was supported by economic growth and revenue-enhancing reforms, whereas total expenditure grew at a slower pace. Despite these positive developments, entrenched structural constraints weigh on labor market outcomes, as labor force participation continues its gradual decline driven by a fall in both male and female participation. Jordanian female labor participation remains among the lowest in the world. Debt-to-GDP ratios continues to rise from already elevated levels with persisting pressures from the electricity and water sectors. The global and regional environments remain challenging. In particular, the conflict in the Middle East has the potential for material economic spillovers on the Jordanian economy, including through its impact on tourism activity. The "In Focus" section highlights the role of women and their increased economic participation as central to Jordan's development agenda. The piece takes a life cycle approach and follows the journey of girls and women from birth through education and into the labor market. It sheds light on two of the main barriers to women's increased participation in the economy: childcare and public transportation. A comprehensive institutional renovation, together with enabling policies and a clear signal regarding the role of women, are all crucial in removing barriers and facilitate the integration of women into the labor force

    Abstract: Gender gaps in Togo cut across many dimensions. Inequality starts in childhood, when girls are disadvantaged in access to schooling because of prevalent social norms and gender roles. It continues into adolescence, when a larger share of girls starts dropping out of school, unable to continue education because of a number of factors, including child marriage, adolescent pregnancy, and time use patterns shaped by gender norms. In adolescence and adulthood, women face the constraints of limited education and economic opportunities, restrictive gender roles that leave women little time for participation in the labor force, financial inequities, high levels of acceptance of violence against women, health risks, and a lack of agency and decision-making capacity. High prevalence rates of child marriage and adolescent fertility not only increase health risks for women but also reduce the amount of time they have to fully participate in education and in economic opportunities.     Abstract: Pakistan can realize major economic growth and development by investing in its people and their human capital. But the reality is that Pakistan's human capital is low and has improved only marginally over the past three decades. Inequalities in human capital outcomes have persisted or widened over time between the rich and poor, men and women, and rural and urban areas and among the provinces. Human capital outcomes are low across the board, with even the most economically advantaged groups in Pakistan having lower human capital outcomes than less economically advantaged groups in peer countries. Pakistan's Human Capital Index (HCI) value of 0.41 is low in both absolute and relative terms. It is lower than the South Asia average of 0.48, with Bangladesh at 0.46 and Nepal at 0.49. Pakistan's human capital outcomes are more comparable to those in Sub-Saharan Africa, which has an average HCI value of 0.40. To enhance its human capital, Pakistan should adopt a life cycle approach to building, protecting, and deploying human capital, starting before birth, continuing through early childhood development, and schooling, culminating in increasingly productive employment. This calls for a long-term commitment, recognition of the multidimensional and cumulative nature of human capital investments, deliberate efforts from multiple stakeholders and sectors to build on intersectoral linkages, and a continuity of policies across political parties and governments. Many countries previously at Pakistan's level of development have managed to precisely do this, even with regional variations and gaps just as large. Pakistan has the tools to implement the recommendations in this report, provide stewardship for human capital investments, and enhance economic growth over the long term.     Abstract: Gender equality is a key foundation of inclusive and sustainable economic development that can translate into long-term and effective poverty reduction. While gender equality matters on its own as a human right, it also offers instrumental value for individuals, households, and societies at large. Global evidence consistently shows that empowering women and girls reduces poverty incidence and food insecurity, boosts economic growth and productivity, and enhances investments in children's human capital. Angola, a country where a third of the population lives in poverty and economic output is heavily dependent on its oil sector, stands out in Sub-Saharan Africa for its particularly large gender disparities, especially when compared to countries of same income levels. Family formation, education, and labor market decisions are intrinsically interwoven and connected, which in the case of Angola leads to extreme demographic pressure on an already weak public service system. To begin tackling these significant gender disparities, well-designed and targeted policies are needed. But there are significant knowledge gaps when it comes to understanding the key barriers facing Angolan girls and young women in accessing education and transitioning to the labor market. This report presents insights gained from the voices of young women and girls, their parents, and key informants through a series of interviews carried out in Luanda, home to a quarter of the country's population, in 2022. Based on these in-depth interviews with low-income young women in Luanda, this report points to the multiple challenges they face across their life cycle - challenges relating to the dimensions of education, family formation, and work. It also shows how those dimensions in a woman's life are deeply interconnected - and how they are determined by structural constraints including poverty and vulnerability, gender norms, corruption and lack of transparency in access to services and opportunities, and violence in public and private spheres

Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. This thematic note provides in-depth insights into the status of women's and girls' maternal, sexual and reproductive health in Madagascar and proposes several strategic lines of action to improve access to professional health care by Malagasy women and girls and prevent teenage pregnancy.     Abstract: Reform of formal technical and vocational education and training (TVET) is urgently needed in most low- and middle-income countries. Demographic trends, coupled with higher rates of students completing lower levels of education, can lead to an exponential increase in the number of secondary TVET students in the next 20 years, particularly in low-income countries (LICs). However, there are significant risks attached to expanding a system that is often considered a second-tier educational track and to which challenged learners are often directed. Because of a broken link between TVET systems and labor markets in low- and middle-income countries (LICs and MICs, together: L/MICs), TVET cannot deliver on its promise. The urgency is compounded by megatrends associated with globalization, technological progress, demographic transformation, and climate change, which affect both skills demand and the distribution of economic opportunities. This report offers guidance to policymakers designing and implementing TVET reforms, emphasizing core principles and practical considerations for L/MICs. There is much to be learned from recent L/MIC reform experiences like those in Bangladesh, El Salvador, and Mongolia, about identifying effective reform strategies and the likely impact of megatrends on future demand for TVET. The report focuses on secondary and post-secondary non-tertiary formal TVET, defined as TVET obtained within the formal education system that leads to diplomas, degrees, or other formal certifications. This overview, summarizing the main messages from the report, has three parts. The first, the TVET Promise, looks at the potential of TVET systems to deliver access to equitable, quality, and relevant training and contribute to employment and productivity. The second, the TVET Challenge, articulates the main limitations in practice for L/MIC TVET systems. The third, the Way Forward to Better TVET, proposes three interrelated transformations (three E's) and six policy priorities to help TVET deliver on its promise in L/MICs

    Abstract: Kenya's north and northeastern region is a host to 11 percent of the total population scattered across 63 percent of the country's landmass. The arid and semi-arid region experiences recurrent droughts that create vulnerabilities for the nomadic pastoralist communities, pervasive insecurity, suffers fragility, and has been a host to the largest population of refugees in sub-Saharan Africa over the last three decades. These policy choices contributed to the significant lag in most of the development indicators for this region compared to the rest of the country. The region has huge infrastructure deficits, low literacy rates, and contributes only a modest 4.7 percent to the national gross domestic product.     Abstract: Education needs to recover the space it lost in national budgets because of COVID-19. Many LICs and LMICs decreased the prioritization of education spending with the onset of COVID-19. Half of these countries reduced their annual spending on education in 2020, compared to 28 percent in 2019. Emerging evidence suggests that after falling in 2020, the share of education in national budgets of LICs and MICs recovered in 2021 but by 2022 it remained below its 2019 pre-pandemic level. Meanwhile, many HICs protected education shares over that period and some even increased resources specifically for learning recovery. Education financing needs to expand to ensure sufficient per-capita spending to meet national education goals. Given variation across countries, common international benchmarks on education spending should not be used deterministically to assess the adequacy of financing. Spending per school-age child, the most accurate indicator of financing adequacy, averages US53 dollars in LICs, US318 dollars in LMICs, US980 dollars in UMICs and US7,800 dollars in HICs. These stark differences surpass differences in countries' living standards and costs of delivering education services. Many LICs and LMICs that meet common international benchmarks on education spending (such as 4-6 percent of GDP or 15-20 percent of public budgets) still spend very little per school-age child due to their small state budgets and large young populations

    Abstract: This report zooms into what lies behind the success or failure of teacher policies: how teachers experience these policies, and how systems scale and sustain these policies. The report argues that for policies to be successful, they need to be designed and implemented with careful consideration of the barriers that could hinder teachers' take-up of the policy (individual-level barriers), and the barriers that could hinder the implementation and sustainability of policies at scale (system-level barriers). Teacher polices too often fail to yield meaningful changes in teaching and learning because both their design and implementation overlook how teachers perceive, understand, and act in response to the policy and because they miss what is needed at a system level to achieve and sustain change. To avoid this, policymakers need to go beyond what works in teacher policy to how to support teachers in different contexts to adopt what works, while making sure it is implementable at scale and can be sustained over time. This requires unpacking teacher policies to consider the barriers that might hinder success at both the individual and system levels, and then putting in place strategies to overcome these barriers. The report proposes a practical framework to uncover the black box of effective teacher policy and discusses the factors that enable their scalability and sustainability. The framework distills insights from behavioral science to identify the barriers that stand in the way of the changes targeted by the policy and to develop strategies to overcome them. The framework is used to examine questions such as: What changes are required at an individual level to achieve the specific goals of a given teacher policy What barriers constrain the adoption of these changes How can the policy be better designed and implemented to tackle these barriers Moreover, the report draws on evidence from quantitative and qualitative studies on successful and failed teacher policies to examine the factors that make teacher policy operationally and politically feasible such that it can work at scale and be sustained over time

This year's MAR report provides updates on 59 recommendations from 22 IEG evaluations issued between FY19 and FY22, covering a diverse range of areas of strategic importance to the WBG. Building on progress achieved over the previous reporting cycles since the 2020 MAR Reform, this year's MAR process featured enhanced candor in the self-assessment, a broader evidence base, and a widening of the teams involved in providing feedback to IEG for richer reporting. During this year's MAR update cycle, Management continued its more intensive engagement approach, with more touchpoints, to enhance the MAR's learning focus and build understanding between evaluators and technical staff.     Abstract: The recent earthquakes in 11 provinces in Turkiye affected the learning of more than 5 million students. The natural disasters occurred during a global economic contraction and regional conflicts just after special circumstances caused by the COVID-19 pandemic. These challenges resulted in learning losses, emotional and psychosocial damages with expensive economic consequences that is estimated at more than 3.5 percent reduction in Gross Domestic Product (GDP) annually if not tackled carefully and in a timely manner. These challenges require policy decisions to protect the education system and the learning and skills assets given the political commitment to build back better. This report (i) quantified the challenges, (ii) evaluated the immediate steps taken since the 6th of February by the Ministry of National Education (MoNE) and proposes an emergency response system that can be deployed during future disasters and crises, and (iii) recommends a roadmap to support the education system for recovery from the earthquake emergency. The roadmap focuses on the earthquake regions and consists of (i) institutionalizing of an integrated national program targeting education and care aiming at a strong head start for 3-, 4- and 5-years old children and support to mothers and families; (ii) supporting green and resilient reconstruction to provide a learning environment for all children; (iii) establishing a learning catching up program for acceleration and support towards learning and wellbeing of vulnerable groups; (iv) securing the skills asset for improved production and economic growth with a futuristic vision towards green and technological innovations aiming at signature programs in general secondary, vocational education, professional and higher education focusing on the skilling and reskilling agendas; and finally (v) establishing a national center of excellence for education management in emergencies

These metropolitan areas represent urban centers of different sizes and regions of the country, as they are in the Central, Cuyo, North and Patagonia regions, respectively. They also have a heterogeneity of characteristics in terms of population, mobility patterns, infrastructure, public services, and institutional frameworks, among other aspects relevant to the analysis. In short, they synthesize many of the multiple challenges faced by Argentine cities in terms of mobility. However, the data available to most transport planners in Argentina, including these four metropolitan areas, is inadequate to understand exactly how travel patterns have changed in recent years, what their drivers are, and what persistent changes might look like in the future. A World Bank report on Buenos Aires (2022) laid the analytical framework for replicating such a study in other cities, drawing on other data sources and using alternative tools to support a more comprehensive diagnosis of urban mobility

    Abstract: The share of Uganda's population that lives below the poverty line has fluctuated over the last seven years, greatly influenced by shocks that have tested the resilience of the people. The COVID-19 pandemic pushed both urban and rural residents into poverty. Inequality, which reflects the extent to which different population groups benefit from Gross Domestic Product (GDP) growth, and affects the transmission of growth into poverty reduction, remained largely unchanged over this period and may even have worsened in urban areas. The findings of this report show that previously identified patterns and drivers of Uganda's poverty changes persisted well into 2020 - shaped by low productivity and high vulnerability. Identified inequality of economic opportunities and unequal accumulation of the human capital could hold back structural change in employment. Accelerating poverty reduction in such a setting requires a two-pronged strategy. While at the macroeconomic level, policies addressing growth fundamentals are important for reducing poverty, from a microeconomic perspective, the report's analysis shows that two strategies will be crucial. The first strategy is to lift the productivity and incomes of poor households in both rural and urban areas. While tackling agricultural productivity and job creation are at the top of the agenda here, making mobile phone services more widely accessible and affordable is a potential opportunity. The second strategy is to strengthen people's resilience to shocks, particularly in rural areas. To have an impact, policies in both these areas will have to address the inequality in opportunities analyzed in the report.     Abstract: High commodity prices and the removal of COVID-19 restrictions spurred economic recovery in 2022. The government continued with fiscal consolidation to safeguard macroeconomic stability. Higher commodity prices contributed to higher inflation and stronger external balances. Economic growth is projected to slow down in 2023 due to lower global demand, supply constraints due to planned maintenance in extractive facilities and the delayed reopening of the Porgera gold mine. Further fiscal consolidation can become more challenging. As a step toward unleashing these economic benefits, the government can modernize the Employment Act and address gender-based violence (GBV) through increased enforcement of commitments and scaling-up interventions. Successful private sector initiatives that address GBV at the workplace, providing anti-harassment training and support services to those affected by GBV can be scaled-up. Similarly, interventions supporting women's employment through targeted outreach, skilling or access to networks can be sustained and expanded

    Abstract: Before the COVID-19 pandemic, global learning levels were unacceptably low. In 2019, learning poverty, the share of children unable to read and understand a simple text by age 10, had reached 57 percent in low- and middle-income countries (World Bank and others 2022b). This constituted a global learning crisis. Despite significant expansion in access to schooling in most low, and middle-income countries over the past 50 years to near-universal levels for primary school, progress in improving global learning levels had stalled. This report, Learning Recovery to Acceleration: A Global Update on Country Efforts to Improve Learning and Reduce Inequalities, takes stock of what countries have done so far to recover and accelerate learning since reopening schools, and what we have learned from their experience. It follows the RAPID Framework for Learning Recovery and Acceleration, which we published with the Bill and Melinda Gates Foundation, U.K.'s Foreign, Commonwealth and Development Office (FCDO), UNESCO, UNICEF and USAID in 2022 as a menu of policy actions based on past evidence and on policies that many countries were already implementing. To a large extent, many of the policies and interventions needed to recover from the pandemic setbacks and accelerate learning are known. One lesson is clear: political and financial commitment are vital for improving learning and reducing inequality. Effective education strategies require societies' determination to make education a priority and devote the necessary human and financial resources to end the learning crisis. Policymakers, schools, and communities must work urgently to recover learning, tackle deep-rooted systemic challenges, and build resilience to future disruptions

In many ways, how to live a good life and whether one is living this good life has been a key question asked across countries, and there are multiple frameworks that have been used to measure well-being. For the purposes of this study, six domains of well-being are recognized: (1) education and learning, (2) bodily integrity, (3) health, (4) psychological well-being (peace), (5) voice and agency, and (6) economic empowerment and skills.     Abstract: In the context of weakening global demand, growth in the Western Balkans decelerated over the course of 2022 and into 2023. Against the background of the lasting effects of shocks from Russia's invasion of Ukraine, sticky inflation, and tighter financial conditions, global demand has been weakening, and this has a divergent impact across the Western Balkans (WB6). On the one hand, the slowdown in global demand contributed to weaker-than expected performance of industrial production in the whole European Union (EU) region and in the WB6. On the other hand, global demand has proved more resilient in services and, for travel, with twice as many people traveling globally during Q1 2023 as in the same period in 2022 (UNWTO). This has particularly benefited Albania, Kosovo, and Montenegro, where services exports have reached new record highs. In contrast, weakening global demand for goods has weighed on Bosnia and Herzegovina (BiH), North Macedonia and Serbia. On the demand side, private consumption remained in general an important growth driver, despite rising price pressures. Reforms are needed to consolidate the recovery toward sustainable growth, while negotiations with the EU hold the potential to bolster prospects in the Western Balkans. As the WB6 agriculture sector is undergoing a major structural transformation, efforts to green agriculture are also important to ensure access to the EU market and for the competitiveness of agriculture, rural development, and food and nutrition security. Most WB6 countries have recently included agriculture greening in their development strategies. Historically, the environmental footprint of the WB6 agriculture sector has been relatively low. But this has been more an unintended outcome of still high rurality and low farming intensity rather than a result of public policy and expenditure choices. Agricultural public expenditures, while substantial in terms of amounts and adequate to influence agricultural production, have not yet prioritized financing of greening and climate-smart agriculture. It is important for the WB6 countries to accelerate greening of their agriculture by learning from the EU's green transition and better utilization of the existing public funds available for agricultural development

    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health, and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C.     Abstract: This report provides a region-wide analysis on the status of the digital economy in South Asia. It identifies opportunities and challenges for national and regional action to realize the transformational potential of digitalizing economies, societies, and governments. The report synthesizes and builds upon country assessments produced for Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. It follows the World Bank's digital economy assessment framework, covering different dimensions of the digital economy from digital infrastructure and public platforms to digital financial services, skills, and the trust environment. It also discusses the opportunities and benefits of regional integration and collaboration. First and foremost, enabling access to high-quality affordable broadband, and increasing its adoption, will yield substantial social and economic benefits. These benefits include better access to information, education, and training, greater administrative efficiency in public services, and improved economic growth and productivity. There are currently significant gaps in connectivity access and usage within and across South Asian countries. While most countries have closed the gaps in mobile network coverage, fixed broadband coverage remains a challenge. The usage gap (represented by the number of people living within range of a mobile network but not using the Internet) remains the region's biggest challenge, and is driven by gaps in digital literacy, gaps in affordability for the poorest quintiles, and a lack of relevant content and applications. While there is significant diversity across South Asia, countries in the region might consider adopting a twin-track approach as follows: a) implement policies to enhance competition and attract private sector investment for the upgrade and roll out digital infrastructure, especially for fixed fiber networks that connect users over the middle and last miles, and b) invest heavily in demand-side policies and programs to enhance digital skills and increase affordability, especially for the poorest in the region

    Abstract: The Southern African Customs Union (SACU) is the most unequal region in the world. While there has been some progress in recent years, inequality has remained almost stagnant in the most unequal countries. Using an innovative framework, this report provides a systematic and comprehensive analysis of inequality in the region. The main conclusions are as follows: first, inherited circumstances over which an individual has little or no control (i.e., inequality of opportunity) drive overall inequality, and their contribution has increased in recent years. This is an important concern particularly because this type of inequality is not the result of people's efforts. Second, lack of access to jobs and means of production (education, skills, land, among others) by disadvantaged populations slows progress towards a more equitable income distribution. In a context where jobs are scarce, having post-secondary or tertiary education is key to both accessing jobs, and obtaining better wages once employed. Third, fiscal policy helps reduce inequality through the use of targeted transfers, social spending, and progressive taxation, but results are below expectation given the level of spending. Fourth, vulnerability to climate risks and economic shocks makes any gains towards a more equal society fragile. Looking ahead, accelerating inequality reduction will require concerted action in three policy areas: (a) expanding coverage and quality of education, health, and basic services across subregions and disadvantaged populations to reduce inequality of opportunity; (b) strengthening access to and availability of private sector jobs. It is important to accompany structural reforms with measures that facilitate entrepreneurship and skills acquisition of disadvantaged populations, and to improve land distribution and productivity in rural areas; and (c) investing in adaptive social protection systems to increase resilience to climate risks and economic vulnerability, while enhancing targeting of safety net programs for more efficient use of fiscal resources
