    Abstract: Although land and associated property is a key part of national wealth and protecting rights to them is a key function of the state, Africa's formal land institutions often still operate on regulations that barely changed since colonial times, undermining public trust and leading to high levels of informality that make it difficult to underpin vibrant urban land and financial markets and control corruption, remove impediments to structural transformation posed by rural factor market imperfections to empower women, improve equity, and ensure sustainable management of public land. If an appropriate regulatory framework is in place, digital technology provides opportunities for African countries to broaden the range of rights that can be legally recognized, expand the type of contracts involving such rights that private parties and reduce associated enforcement costs, and provide local and global public goods. Institutions such as the World Bank can create momentum for reform through globally comparable monitoring and help harness these opportunities by focusing interventions on providing analytical support to establish the policy and institutional environment to (i) document and enforce rights at scale; (ii) regulate land markets to ensure competition and deliver public goods including price information, land use planning to coordinate investment and avoid externalities, and tax land value gains to support local public services; and (iii) reduce the transaction cost for private parties to enter and enforce contracts involving immovable property and the uses to which it is put

    Abstract: Almost throughout Ukraine's independent history, agricultural land sales were prohibited. Measures to allow them and make land governance more transparent in 2020/21 were expected to improve equity, investment, credit access, and decentralization. This paper draws on administrative data and satellite imagery to describe land market performance before and after the Russian invasion, assess changes in land use for transacted parcels, and analyze determinants of land prices. Agricultural land market volume soon exceeded that of residential land and continued at a reduced level and with prices some 15-20 percent lower even after the invasion, with little sign of speculative land acquisition. Mortgage market activity and credit access remained below expectations. The paper discusses reasons and options for addressing them in a way that also factors in the needs of post-war reconstruction

    Abstract: Data from 2,251 small and medium-size farms for 2021 and 2022 show that area reductions in response to the Russian invasion of Ukraine remained limited. However, worsening terms of trade reduced farm profitability, implying that 46 percent of farms had a negative cash flow and 54 percent (67 percent in the 50-120 hectare group) were credit constrained in 2022, implying that longer term effects may be more adverse. Total factor productivity varies significantly across size groups but is not significantly different between formal and informal farms in the same size group. This suggests that limited transferability of land use rights that are disproportionately used by smaller farms may be one reason for low productivity. Improving transferability of land, digital access to markets, and mortgage lending could thus trigger investment and growth in higher value products by small and medium-size farms to solidify Ukraine's comparative advantage in agriculture and improve rural living conditions in the context of reconstruction

    Abstract: This paper uses a 4-year panel (2019-2022) of 10,125 village councils in Ukraine to estimate direct and indirect effects of the war started by Russia on area and expected yield of winter crops. Satellite imagery is used to provide information on direct damage to agricultural fields; classify crop cover using machine learning; and compute the Normalized Difference Vegetation Index (NDVI) for winter cereal fields as a proxy for yield. Without conflict, winter crop area would have been 9.14 rather than 8.38 mn. ha, a 0.75 mn. ha reduction, 86% of which is due to economy-wide effects. The estimated conflict-induced drop in NDVI for winter cereal, which is particularly pronounced for small farms, translates into a 15% yield reduction or an output loss of 4.2 million tons. Taking area and yield reduction together suggests a war-induced loss of winter crop output of 20% if the current winter crop can be harvested fully

    Abstract: Using spatial fixed effects and time-varying controls, this paper draws on complete registry data for 1981-2019, supplemented by satellite imagery, to analyze impacts of urban land titling for some 40,000 grid cells in Lesotho. Beyond confirming the short-term impacts on female co-ownership and investment, previously reported, the paper documents medium-term impacts on land sale and mortgage market activity and women's participation in these markets. Although titling was instrumental in ensuring the effectiveness of an earlier legal reform that allowed women to be co-owners of land, the credit and land market effects are due not to titling but to changes in policy to reduce the transaction cost of registering land that took effect just before titling started. Downward shifts in the time required to register transactions support this interpretation. The paper concludes by discussing what the evidence implies for design and evaluation of property registration programs

Land and credit market activation is, however, exclusively due to policy reforms. While (subsidized) systematic land registration allows women to access documented land rights, these effects may not be sustained without further regulatory change, highlighting the importance of reducing fees and streamlining processes to improve urban land and financial market functioning as a key precondition for Africa's expected wave of urbanization translating into productive cities and jobs

Using a unique survey experiment in Malawi, the analysis shows that (i) having long-term land rights of bequest and sale has a significant impact on investment and cash crop adoption; (ii) women's land rights of bequest and sale, joint with local institutional arrangements, can amplify the magnitude of such effects; and (iii) the effects found here can be obscured by measurement error associated with traditional approaches to survey data collection on land ownership and rights

A census and subsequent representative survey of 3,000 large farms in Zambia, one of the African countries with the highest share of large farms, allows characterizing the impact of institutional arrangements on large farms' establishment and productive performance. While policies rather than exogenous price shocks seem to have driven large farm expansion, average productivity is not different from small farms and title has no impact on productivity, investment, or credit access, most likely because the transferability of titles remains limited, undermining the suitability of such land as collateral. Significant effects of title on self-reported land prices point toward land being acquired for speculative purposes, suggesting that a tax on titled land, together with improved land service delivery might be a desirable policy option

    Abstract: Rwanda is widely celebrated for the remarkable social, political, and economic renaissance it has experienced in the years following the genocide against the Tutsi of 1994. However, Rwanda appears to have relatively higher poverty rates than African peers with similar income per capita, and its elasticity of poverty reduction to growth is low compared to high-growing SSA peers. Poverty is concentrated in rural areas and among households with many children. Rwanda now faces challenges in fully translating its very strong growth into commensurate gains in poverty reduction and shared prosperity. This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) plans for addressing the country's development priorities as identified in the 2019 Systematic Country Diagnostic (SCD) and Rwanda's National Strategy for Transformation (NST1) well as supporting Rwanda's response to the Coronavirus (COVID-19) pandemic to recover from the negative public health and socio-economic impacts of the pandemic. The CPF takes into account Rwanda's anti-crisis response program as of mid-May 2020, including the government's emergency Economic Recovery Plan, although it will likely continue to evolve in coming months. It was agreed with the authorities that should the situation warrant considerable changes to the government's strategy and its program with the WBG, the Performance and Learning Review (PLR) will be brought forward to accommodate such changes. The CPF spans two IDA cycles, IDA19 (July 2020 to June 2023) and IDA 20 (July 2023 to June 2026). Given the country's preference for frontloading its IDA commitment, and a track record of making good use of additional IDA resources available, Rwanda will explore the use of additional resources from IDA windows

    Abstract: The quest for an alternative development model that underlies Moldova's National Development Strategy (NDS), Moldova 2020, is a recognition that the two main drivers of economic growth and poverty reduction since the early 2000s are no longer sustainable. Growth was powered largely by consumption, and poverty reduction mainly by remittances and pensions. Since neither are expected to continue, future growth and poverty reduction will need to be driven increasingly by private sector-led job creation. Moreover, given the country's vulnerability to changes in external demand and weather shocks, due to its small size, open economy, and reliance on agriculture, Moldova's future development path will also need to include measures to renew and protect its human, physical, and social capital stock. Against this background, the main purpose of the FY18-21 Country Partnership Framework (CPF) is to support Moldova's transition towards a new, more sustainable and inclusive development and growth model. It is grounded in the NDS, takes into account outcomes of the FY14-17 Country Partnership Strategy (CPS), and incorporates the three topmost priorities of the recent Systematic Country Diagnostic (SCD), namely: (a) strengthening the rule of law and accountability in economic institutions; (b) improving inclusive access to and the efficiency and quality of public services; and (c) enhancing the quality and relevance of education and training for job-relevant skills. These three priorities define and inform the CPF's three focus areas: economic governance, service governance, and skills development, which are supplemented by climate change, a World Bank Group corporate priority, as a cross-cutting theme. The CPF incorporates key lessons learned during the last CPS, that political instability and governance challenges slow the pace of reform and that frequent personnel changes affect portfolio performance. Further, it assumes that the economic, political, and social stability experienced since January 2016 will continue at least until parliamentary elections in November 2018. Given that Moldova's post-election political orientation, policy environment, and stability are uncertain, only the first half of the CPF (FY18-19) is programmed. Activities for the second half (FY20-21) will be defined during the FY19 Performance and Learning Review (PLR)

    Abstract: This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) strategy in Madagascar for the period of FY17-FY21. As the country has emerged from a political crisis, the CPF supports the Government's goal of generating a higher, inclusive and sustainable growth path to reduce poverty, as presented in its 2015-2019 National Development Plan (NDP). The expanded resources and the larger range of instruments available under IDA18 enable the WBG to support the Government in putting the country on a higher development trajectory, by investing at scale in a few areas that could unlock Madagascar's development. Success in achieving ambitious goals, such as doubling the rate of electricity access, will hinge on the authorities' ability to sustain reforms while addressing some of the causes of the country's cyclical instability. The program proposed under this CPF seeks to increase the resilience of the most vulnerable people and to promote inclusive growth, while strengthening national and local institutions so as to reduce fragility. Risks to achieving those objectives continue to be substantial and will require the WBG to adopt a flexible approach. First, the nascent rebound in economic growth has not yet been felt by a large majority of the population. The depth of poverty is also such that extreme climate events could quickly reverse the small gains achieved since 2014 and fuel social tensions. Second, presidential elections are expected to take place in late 2018. They could generate a slowdown in the adoption of reforms and lead to a rise in political tensions. Recent crises have occurred around elections and thus the possibility of another crisis cannot be excluded. Finally, it remains to be seen if the Government will be able to address the roots of the country's fragility and change the bargain between the elites and the rest of the population, including by creating a more level playing field for the private sector. These risks will require the WBG to monitor closely the country context and be ready to adapt its approach throughout the CPF period

    Abstract: Three key characteristics help shed light on Chile's development performance. First, strong institutions and sound macroeconomic policies have contributed to long-term economic growth. Second, market-oriented policies have boosted growth through productivity-enhancing reforms and helped improve the design of public services and social policy. Third, as the world's biggest copper producer and exporter, Chile is characterized by commodity dependence. The CPF is aligned with the objectives of the country's development strategy as outlined in the Government Program and Action Plan adopted in April 2017 and is based on the findings and recommendations of the World Bank Group (WBG) Systematic Country Diagnostic (SCD) for Ukraine. The objective of the WBG CPF in Ukraine during FY17-FY21 is to promote sustained and inclusive economic recovery after nearly a decade of stagnation and two years of economic crisis. The focus areas of the CPF broadly parallel the pathways identified in the SCD, but are further prioritized. The engagement will be highly selective and based on the intersection of the Government's development agenda, the development challenges and approaches outlined in the SCD, and the comparative advantage and capacity of WBG to deliver. The resulting CPF focus areas are : (i) Better Governance, Anticorruption, and Citizen Engagement; (ii) Making Markets Work; (iii) Fiscal and Financial Sustainability; and (iv) Efficient, Effective, and Inclusive Service Delivery

Following a decade of strong economic growth in Ethiopia, the CPF addresses the challenges of forging a growth path that is more broadly inclusive and sustainable. The CPF program will focus on: (i) promoting structural and economic transformation through increased productivity; (ii) building resilience and inclusiveness (including gender equality); and (iii) supporting institutional accountability and confronting corruption.     Abstract: This paper uses a large national household panel from 1999/2000 and 2007/08 to analyze the short-term effects of India's Mahatma Gandhi National Rural Employment Guarantee Scheme on wages, labor supply, agricultural labor use, and productivity. The scheme prompted a 10-point wage increase and higher labor supply to nonagricultural casual work and agricultural self-employment. Program-induced drops in hired labor demand were more than outweighed by more intensive use of family labor, machinery, fertilizer, and diversification to crops with higher risk-return profiles, especially by small farmers. Although the aggregate productivity effects were modest, total employment generated by the program (but not employment in irrigation-related activities) significantly increased productivity, suggesting alleviation of liquidity constraints and implicit insurance provision rather than quality of works undertaken as a main channel for program-induced productivity effects

    Abstract: Although the nature and magnitude of (positive or negative) spillovers from large farm establishment are hotly debated, most evidence relies on case studies. Ethiopia's large farms census together with 11 years of nation-wide smallholder surveys allows examination and quantification of spillovers using intertemporal changes in smallholders' proximity and exposure to large farms, generally or growing the same crop, for identification. The results suggest positive spillovers on fertilizer and improved seed use, yields, and risk coping, but not local job creation, for some crops, most notably maize. Most spillovers are crop-specific and limited to large farms' immediate vicinity. The implications for policy and research are drawn out

    Abstract: This Country Partnership Framework (CPF) presents the World Bank Group (WBG) program and the associated results framework for Lebanon for the period FY17-FY22. In a fragile and conflict-prone environment, this CPF aims at mitigating the immediate, and potentially long-lasting impact of the Syria crisis on Lebanon, while strengthening state institutions, addressing existing vulnerabilities, and bolstering efforts on longer term development challenges, all through interventions that foster inclusion and shared prosperity. The CPF will work through two focus areas as a way to renew the social contract between the state and the citizens: (i) expand access to and quality of service delivery; and (ii) expand economic opportunities and increase human capital. Through these two focus areas, the WBG will help Lebanon mitigate the economic and social impact of the Syria crisis, safeguard the country's development gains, and enhance the prospects for stability and development in the coming years. The timing of the new CPF follows the preparation of theSystematic Country Diagnostic (SCD) prepared in FY15, and informs the areas and objectives ofthe CPF in support of the WBG's twin goals to reduce poverty and boost shared prosperity1 for the bottom forty percent of the population. The CPF proposes to focus WBG support in selective areas aligned with the SCD, in response to clear Government demand, supporting and complementing Bulgaria's European Union agenda, and reflecting the WBG's comparative advantage. Public policies and customs created a situation where Ethiopian households could influence their usufruct rights to land via a demographic expansion of the family. The study evaluates the impact of the abolishment of these pronatal property rights on fertility outcomes. By matching aggregated census data before and after the reform with administrative data on the reform, a difference-in-differences approach between reform and non-reform districts is used to assess the impact of the reform on fertility outcomes. The impact appears to be large. The study estimates that women in rural areas reduced their life-time fertility by 1.2 children due to the reform. Robustness checks show that the impact estimates are not biased by spillovers or policy endogeneity

    Abstract: Women comprise 50 percent of the agricultural labor force in Sub-Saharan Africa, but manage plots that are reportedly on average 20 to 30 percent less productive. As a source of income inequality and aggregate productivity loss, the country-specific magnitude and drivers of this gender gap are of great interest. Using national data from the Uganda National Panel Survey for 2009/10 and 2010/11, the gap before controlling for endowments was estimated to be 17.5 percent. Panel data methods were combined with an Oaxaca decomposition to investigate the gender differences in resource endowment and return to endowment driving this gap. Although men have greater access to inputs, input use is so low and inverse returns to plot size so strong in Uganda that smaller female-managed plots have a net endowment advantage of 12 percent, revealing a larger unexplained gap of 29.5 percent. Two-fifths of this unexplained gap is attributed to differential returns to the child dependency ratio and one-fifth to differential returns to transport access, implying that greater child care responsibilities and difficulty accessing input and output markets from areas without transport are the largest drivers of the gap. Smaller and less robust drivers include differential uptake of cash crops, and differential uptake and return to improved seeds and pesticides

This study uses a discontinuity design with spatial fixed effects to compare 529 villages just inside and outside the prefecture's border. The results suggest that the reforms increased tenure security, aligned land use closer to economic incentives, mainly through market transfers, and led to an increase in enterprise start-ups. These impacts, most of which are more pronounced for villages with lower travel time to Chengdu city, point toward high potential gains from factor market reform

    Abstract: Whether the negative relationship between farm size and productivity that is confirmed in a large global literature holds in Africa is of considerable policy relevance. This paper revisits this issue and examines potential causes of the inverse productivity relationship in Rwanda, where policy makers consider land fragmentation and small farm sizes to be key bottlenecks for the growth of the agricultural sector. Nationwide plot-level data from Rwanda point toward a constant returns to scale crop production function and a strong negative relationship between farm size and output per hectare as well as intensity of labor use that is robust across specifications. The inverse relationship continues to hold if profits with family labor valued at shadow wages are used, but disappears if family labor is rather valued at village-level market wage rates. These findings imply that, in Rwanda, labor market imperfections, rather than other unobserved factors, seem to be a key reason for the inverse farm-size productivity relationship

    Abstract: This paper reports on a randomized field experiment that uses price incentives to address economic and gender inequality in land tenure formalization. During the 1990s and 2000s, nearly two dozen African countries proposed de jure land reforms extending access to formal, freehold land tenure to millions of poor households. Many of these reforms stalled. Titled land remains the de facto preserve of wealthy households and, within households, men. Beginning in 2010, the study tested whether price instruments alone can generate greater inclusion by offering formal titles to residents of a low-income, unplanned settlement in Dar es Salaam at a range of subsidized prices, as well as additional price incentives to include women as owners or co-owners of household land. Estimated price elasticities of demand confirm that prices-rather than other implementation failures or features of the titling regime-are a key obstacle to broader inclusion in the land registry, and that some degree of pro-poor price discrimination is justified even from a narrow budgetary perspective. In terms of gender inequality, the study finds that even small price incentives for female co-titling achieve almost complete gender parity in land ownership with no reduction in demand

    Abstract: Although the potentially negative impacts of credit constraints on economic development have long been discussed conceptually, empirical evidence for Africa remains limited. This study uses a direct elicitation approach for a national sample of Rwandan rural households to assess empirically the extent and nature of credit rationing in the semi-formal sector and its impact using an endogenous sample separation between credit-constrained and unconstrained households. Being credit constrained reduces the likelihood of participating in off-farm self-employment activities by about 6.3 percent while making participation in low-return farm wage labor more likely. Even within agriculture, elimination of all types of credit constraints in the semi-formal sector could increase output by some 17 percent. Two suggestions for policy emerge from the findings. First, the estimates suggest that access to information (education, listening to the radio, and membership in a farm cooperative) has a major impact on reducing the incidence of credit constraints in the semi-formal credit sector. Expanding access to information in rural areas thus seems to be one of the most promising strategies to improve credit access in the short term. Second, making it easy to identify land owners and transfer land could also significantly reduce transaction costs associated with credit access

    Abstract: With farms cultivating tens or hundreds of thousands of hectares, Ukraine is often used to demonstrate the existence of economies of scale in modern grain production. Panel data analysis for all the country's farms with more than 200 hectares in 2001-2011 suggests that higher yields and profits are due to unobserved factors at rayon (district) and farm level rather than economies of scale. Productivity growth was driven not by farm expansion but by exit of unproductive and entry of more efficient farms. Higher initial shares of area under farms with more than 3,000 or 5,000 hectares at the rayon level significantly reduce subsequent exit, suggesting that land concentration reduces productivity growth.     Abstract: This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost

    Abstract: Albania's radical farmland distribution is credited with averting an economic crisis and social unrest during the transition. But many believe it led to a holding structure too fragmented to be efficient, and that public efforts to consolidate plots are needed to lay the foundation for greater rural productivity. This paper uses farm-level data from the 2005 Albania Living Standards Measurement Survey to explore this quantitatively. The analysis finds no support for the argument that fragmentation reduces productivity. However, producers fail to utilize about 10 percent of the country's productive land, and, in the majority of cases, this land has been idle for at least five years. Farmers quote inefficiently-small plots as the reason for this in few cases, casting doubt on the scope for land consolidation to solve this issue. Instead, the data are consistent with the notion of land market imperfections, which can be traced to gaps in the legal and policy framework, as well as inefficiencies in registry operations, leading to land abandonment on a large scale. To maintain the productive potential of Albania's rural economy and, if and when needed, the ability to conduct consolidation in a cost-effective and sustainable manner, it will be critical to complement the emphasis on consolidation with an effort to address those gaps and inefficiencies on a priority basis

    Abstract: This paper examines the general purpose licensing imposed by central or local authorities, and the need to eliminate unnecessary licensing regulations imposed on businesses. This paper does not address the issue of reform of sector-specific or professional licensing regulation, but provides criteria and tools for identifying unnecessary licensing regulations, and their elimination or, in some instances, for changing licensing regulations to free notifications. Indeed, this paper argues that a simplified review of licensing regimes that identifies unnecessary licensing saves energy and resources for well-balanced reform of remaining licensing regulations, eventually providing better protection for the public at large and a more enabling business environment. This paper is primarily oriented towards reform practitioners from governments that intend to reform their business environments; development agencies; donor-funded projects; practitioners of licensing reforms; and others interested in improving state and local governance. This paper is divided into three parts: (1) overview of licensing practices that provides common definitions of licensing, analysis of justified licensing regimes with focus on criteria for their justification, and theoretical overview of unjustified and questionable licenses; (2) analysis of commonly declared functions of unjustified licenses that provides insight into the nature of these licenses and their typology; and (3) four case studies that examine how unjustified licenses can be reformed with examples of unsuccessful, partially successful, and successful reform efforts. The analytical conclusions of this paper summarize criteria for unjustified licenses; describe lessons learned from the reform efforts; and provide a practical set of recommendations to the interested parties

    Abstract: This paper uses Ethiopian data to explore credit rationing in semi-formal credit markets and its effects on farmers' resource allocation and crop productivity. Credit rationing-both voluntarily and involuntarily-is found to be widespread in the sampled rural villages, largely because of risk-related factors. Political and social networks emerge as key determinants of access to credit among smallholder, peasant farmers. Significant regional variation emerges as well. In high-potential, surplus producing areas where credit is largely used for agricultural production, eliminating credit constraints is estimated to increase productivity by roughly 11 percentage points. By contrast, in low-productivity, drought prone areas where loans were rarely used to acquire inputs for crop production, the authors find no relationship between credit rationing and agricultural productivity. To be effective, efforts to improve agricultural productivity not only need to increase credit supply, but also explore the reasons for credit rationing and the availability of productive opportunities

    Abstract: Agriculture has made major contributions to China's economic growth and poverty reduction, but the literature has rarely focused on the institutional factors that might underpin such structural transformation and productivity. This paper aims to fill that gap. Drawing on an 8-year panel of 1,200 households in six key provinces, it explores the impact of government land reallocations and formal land-use certificates on agricultural productivity growth, as well as the likelihood of households to exit from agriculture or send family members to the non-farm sector. It finds that land tenure insecurity, measured by the history of past land reallocations, discourages households from quitting agriculture. The recognition of land rights through formal certificates encourages the temporary migration of rural labor. Both factors have a large impact on productivity (at about 30 percent each), mainly by encouraging market-based land transfers. A sustained increase in non-agricultural opportunities will likely reinforce the importance of secure land tenure, which is a precondition for successful structural transformation and continued economic attractiveness of rural areas

Rentals transfer land to more productive producers but realization of this productivity advantage is prevented by the inefficiency of contractual arrangements, suggesting changes that would prompt adoption of different contractual arrangements could have significant benefits

Based on a historical review of episodes of growth of large farms and their impact, this paper identifies factors underlying the dominance of owner-operated farm structures and ways in which these may change with development. The amount of land that could potentially be available for expansion and the level of productivity in exploiting available land resources are used to establish a country-level typology. The authors highlight that an assessment of the advantages of large operations, together with information on endowments, can provide input into strategy formulation at the country level. A review of recent cases of land acquisition reinforces the importance of the policy framework in determining outcomes. It suggests that transparency and contract enforcement, recognition of local land rights and ways in which they can be exercised, attention to employment effects and technical viability, and mechanisms to re-allocate land from unsuccessful ventures to more productive entrepreneurs are key areas warranting the attention of policy makers

    Abstract: Although increased global demand for land has led to renewed interest in African land tenure, few models to address these issues quickly and at the required scale have been identified or evaluated. The case of Rwanda's nation-wide and relatively low-cost land tenure regularization program is thus of great interest. This paper evaluates the short-term impact (some 2.5 years after completion) of the pilots undertaken to fine-tune the approach using a geographic discontinuity design with spatial fixed effects. Three key findings emerge from the analysis. First, the program improved land access for legally married women (about 76 percent of married couples) and prompted better recordation of inheritance rights without gender bias. Second, the analysis finds a very large impact on investment and maintenance of soil conservation measures. This effect was particularly pronounced for female headed households, suggesting that this group had suffered from high levels of tenure insecurity, which the program managed to reduce. Third, land market activity declined, allowing rejection of the hypothesis that the program caused a wave of distress sales or widespread landlessness by vulnerable people. Implications for program design and policy are discussed

The diary-based estimates of output value consistently exceeded that from the recall-based production survey, in line with reported disposition.     Abstract: The 2007-2008 upsurge in agricultural commodity prices gave rise to widespread concern about investors causing a "global land rush". Large land deals can provide opportunities for better access to capital, transfer of technology, and advances in productivity and employment generation. But they carry risks of dispossession and loss of livelihoods, corruption, deterioration in local food security, environmental damage, and long-term social polarization that led some countries to recently pass legislation restricting foreign land acquisition. To stimulate evidence-based debate, this paper explores determinants of foreign land acquisition for large-scale agriculture. It quantifies demand for land deals, showing it focused on Africa where land expansion is about 20 times the level it was in the past. The analysis uses data on bilateral investment relationships, together with newly constructed indicators of agro-ecological suitability in non-protected and forested areas with low population density as well as land rights security. It estimates gravity models that can help identify determinants of foreign land acquisition dedicated to large-scale agriculture. The results confirm the central role of agro-ecological potential as a pull factor. In contrast to the literature on foreign investment in general, the quality of the business climate is insignificant, whereas weak land governance and tenure security for current users make countries more attractive for investors. Implications for policy are discussed

    Abstract: Sierra Leone's devastating 11-year civil war destroyed much of its infrastructure, and left its economy in tatters. In 2004, two years after the end of the war, Sierra Leone asked the investment climate (IC) advisory services of the World Bank Group to help create a better business and investment climate that will lay a foundation for the country's future economic growth. Answering the call, the World Bank Group's IC advisory services partnered with the United Kingdom's (UK's) Department for International Development (DFID) to design a program to help Sierra Leone improve its business climate, encourage job creation, and spur investment. The result of this partnership was the removing administrative barriers to investment (RABI) program, which ran from 2004 to 2010. RABI pioneered a collaborative approach by working closely with the government, local institutions, and the private sector to implement a comprehensive, integrated agenda that focused on reforms in the following four areas: reducing barriers to businesses operating in the formal sector by simplifying new business registration.; streamlining tax administration, reforming tax policy, and supporting the national revenue authority to simplify taxes; creating a platform for effective and constructive dialogue between the government and the private sector in focal areas such as financial sector reform, access to land, and overall improvements in the investment climate, and supporting reform in those areas; and building and developing an effective investment and trade facilitation structure and promoting Sierra Leone as a vibrant and desirable location for business, especially in the tourism and agribusiness sectors. The RABI program was innovative and responsive, conducting rapid diagnostics, proposing integrated solutions, and moving quickly into implementation with support staff on the ground. The program was also one of the first of its kind to operate in a conflict-affected country, which demand specialized and targeted support solutions

    Abstract: Since investment climate reforms in developing countries started gaining traction in the 1990s, most efforts have focused on issues at the national level, achieving varying degrees of success for reasons that are relatively well understood. This handbook provides an overview of efforts and achievements in subnational investment climate reforms. It is organized as follows. Chapter 2 reviews a number of countries experiences with subnational reforms, noting both success stories and disappointments and pointing toward lessons learned. Chapter 3 sets out the basic principles of subnational revenue, including business taxation. Chapter 4 describes sound licensing practices for subnational governments, including establishing licensing fees. Chapter 5 provides recommendations for subnational reform projects where both the regulatory authority and taxation require attention, which is the most common situation.     Abstract: Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh's 387 sub-registry offices allows us to combine quarterly administrative data on credit disbursed by all commercial banks for an eleven-year period (1997-2007) aggregated to the sub-registry office level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones. A marked increase of registered urban mortgages due to computerization supports the robustness of the result. At the same time, estimated impacts from reduction of the stamp duty are much larger, suggesting that, without further changes in the property rights system, impacts of computerization will remain marginal

    Abstract: This paper examines whether and to what extent amendments in inheritance legislation impact women's physical and human capital investments, using disaggregated household level data from India. The authors use inheritance patterns over three generations of individuals to assess the impact of changes in the Hindu Succession Act that grant daughters equal coparcenary birth rights in joint family property that were denied to daughters in the past. The causal effect is isolated by exploiting the variation in the timing of father's death to compare within household bequests of land given to sons and daughters in the states of Maharashtra and Karnataka. The analysis shows that the amendment significantly increased daughters' likelihood to inherit land, but that even after the amendment substantial bias persists. The results also indicate a robust increase in educational attainment of daughters, suggesting an alternative channel of wealth transfer

The IFC Study of Investment Climate as seen by Small and Medium Enterprises in the Kyrgyz Republic is the first survey of the investment climate in the Kyrgyz Republic conducted by IFC. One of the key objectives of the IFC Study of Investment Climate as seen by Small and Medium Enterprises in the Kyrgyz Republic is to identify precisely those areas in greatest need of reform, in order to reduce the regulatory burden and enable policy makers in the Kyrgyz Republic to establish priorities to encourage new business development and growth, resulting in higher employment and reducing poverty. Data contained in the Survey provide a basis on which the most viable potential reforms might be assessed. The introductory chapter to this report paints a general picture of the macro-economic situation in the Kyrgyz Republic, as well as providing a data-driven description of each of the three categories of enterprises covered in the Survey - individual entrepreneurs, small and medium companies, and farmers. Chapters 3 through 8 provide a detailed examination of Survey findings on a variety of key topics, and each chapter begins with an explanation of the legal and regulatory framework of that issue. Part one of this paper discusses definitions and key issues associated with regulation, regulatory quality, and competition policy. This discussion focuses on competition policy as it relates to restrictions on competition and also pro-competitive regulation, which involves protecting consumers through economic regulation. While there are various reasons for contracting out functions to external organizations, in general the justification relates to the potential cost-benefit from adopting this approach. This study set out to ascertain whether the same considerations applied to administrative procedures associated with starting a business. Did business registries outsource any or all of their functions? If so, did the same considerations apply as for the private sector? Were there lessons to be learned from their experience? Responses to these and other questions were received from 53 registries. This paper is not about global commerce, at least, not in the usual sense. It is about some of the more mundane administrative procedures that underpin the activities of the private sector, the basics that help it to function. The paper argues that the following five basic criteria have to be in place for a functioning RIA system, which is referred to as "RIA light": 1) political commitment to establish and operate an effective and self sustaining RIA process; 2) a unit or group of regulatory reformers - preferably based in a central area of government - which oversees, comments and reports on the quality of regulatory proposals before decisions are made about regulation; 3) clear and consistently applied criteria and rules employed to screen regulatory proposals; 4) a transparent regulatory policy development process, which includes consultation with stakeholders; and 5) a capacity building program, involving preparation of guidelines; training of officials preparing RIA and facilitating the required cultural changes, and establishing monitoring, evaluation and reporting systems

    Abstract: This paper looks at the existing tools and approaches most commonly used in developed and developing countries to review the stock of regulations. The tools reviewed can generate benefits in the short term, but they are most effective as part of a longer-term sustained initiative. This paper has a particular focus on the challenges that arise from their use in emerging and developing countries. The objectives of this paper include: 1) explaining the rationale for the use of these tools and approaches; 2) discussing each one of them in a succinct way; 3) considering the extent to which these tools can support more systemic regulatory reforms in the medium and long terms; and 4) considering the particular challenges and opportunities regarding their use in developing and emerging economies. Section one is a brief description of the rationale and context for applying tools and approaches to review the stock of regulation. It includes a reference to benefits and preconditions to make use of these tools. It also presents a categorization of the most commonly used tools and a comparative table on the way these tools can be applied. Section two presents a description of each of the different tools and approaches available, and discusses the way they are used and their main components. It includes references to international experiences in which these tools have been integrated into the regulatory reform process. Section three presents preliminary commentary about some of the potential advantages, disadvantages, and impacts of using these tools and approaches in developing countries. Some particular cases are presented to illustrate these trends. The section also includes a short description of the sequence observed in the use of some of these tools. Moreover, this section illustrates how these tools can (or cannot) generate gains in the short term and also provide a basis for further and broader regulatory reform programs

    Abstract: Investing Across Borders 2010 (IAB) presents cross-country indicators analyzing laws, regulations, and practices affecting foreign direct investment (FDI) in 87 economies. The indicators focus on 4 thematic areas measuring how foreign companies invest across sectors, start local businesses, access industrial land, and arbitrate commercial disputes. The indicators combine analysis of laws and regulations, as well as their implementation. They explore differences across countries to identify good practices, facilitate learning opportunities, stimulate reforms, and provide cross-country data for research and analysis. The project's methodology is based on the World Bank Group's Doing Business initiative. The IAB indicators draw on data collected through a survey of lawyers, other professional service providers (mainly accounting and consulting firms), investment promotion institutions, chambers of commerce, and other expert respondents in each of the countries measured. Between April and December 2009 more than 2,350 experts in 87 economies responded to the survey to provide data for this report. This chapter presents the report's main findings including examples of FDI competitiveness-enhancing practices for each indicator area. It also provides key results for each region. IAB does not measure all aspects of the business environment that matter to investors. For example, it does not measure security, macroeconomic stability, market size and potential, corruption, skill levels, or infrastructure quality. Still, the indicators provide a starting point for governments seeking to improve their competitiveness in attracting foreign investment

Part two discusses the features of business licenses, the potential advantages and disadvantages of licensing and a discussion of the use of licensing fees and charges. Part three provides an overview of 'how to' reform business licenses and licensing systems. It summarizes broad approaches to reform, such as using a comprehensive 'top-down' approach to reviewing the stock of existing licenses, or where appropriate using a more targeted approach which focuses on particular types or categories of licenses. Part four of this paper focuses on M&E of licensing reform and simplification programs. These institutions are classified into four broad types: 1) regulatory reform units, commonly known in Organization for Economic Cooperation and Development (OECD) countries as oversight bodies for regulatory reform; 2) high-level committees for regulatory reform, established in some countries to leverage support and take decisions at a high political level; 3) advisory and/or advocacy bodies in charge of proposing improvements to the regulatory system by strengthening coordination and consultation mechanisms and by promoting the regulatory reform agenda; and 4) Ad hoc institutions for regulatory reform, established to launch regulatory reform efforts and to work on a single defined task or activity. This paper is divided into the following sections: section one briefly reviews the theoretical debate and literature about the role of institutions in facilitating higher economic growth, focusing in particular on regulatory institutions and their relevance in developing countries; section two discusses the main features of regulatory reform institutions at the center of government, namely regulatory oversight bodies, high level committees, advocacy and/ or advisory bodies and ad-hoc institutions for regulatory reform; and section three identifies the features of these institutions that are considered to be best practice. Section three also identifies and discusses lessons learned and the implications for establishing and operating such institutions in developing country contexts

    Abstract: In this first working paper the authors present and compare systems of indicators of regulatory quality, analyzing their conceptual underpinnings, technical properties, and usage by governments, stakeholders and academics. After having discussed the datasets and the types of data available, they authors consider a set of critical aspects related to the design, data gathering and utilization of indicators, providing suggestions for improvement. The authors' major findings and proposals are the following: systems of indicators have been developed ad hoc, by organizations pursuing different objectives over time and across the world. Conceptual underpinnings, modalities of data-gathering, and types of usage reflect different operationalizations of regulatory quality. In the construction of regulatory indicator datasets, the first essential step is to gauge the quality of data, in order to construct insightful and meaningful measurements. Especially in developing countries, the consideration of the quality of data is preliminary to any technical and statistical discussion on how to treat data. Western governments tend to use single measures with the specific purpose of improving methods of regulatory analysis (through studies that analyze the conduct of regulators). The authors have not found systematic attempts to measure how regulatory reform is changing the attitudes towards regulation of regulators and policy officers who develop legislation. Aggregation should reflect basic technical rules, but more importantly, it should be performed in a way that conveys messages to those who are supposed to make use of the composite measures. To illustrate, if the goals of regulatory reform are institutionalization, economic growth, accountability, interaction with the stakeholders and communication, aggregation should be performed along these four dimensions, not in relation to abstract technical properties

    Abstract: One of the problems in discussing one-stop shops is that everyone seems to have a different idea of what one is. There have been one-stop shops since at least the 1920s, mostly in the retail trade, epitomized by the development of supermarkets and, in recent years, internet sales outlets. This book is about one particular type of service, namely, business registration, and the various one-stop shops that exist now and might exist in the future. If there is confusion about what constitutes a one-stop shop, there are also a variety of views about business registration. In some countries all businesses have to be registered, in others, only those companies with a legal existence separate from their owners. In some countries, registration is the responsibility of the courts; in others, it is an administrative function handled by a government ministry, semi-autonomous agency, or chamber of commerce. Registration may be a function of a central institution or may be affected at a local level. In all these areas, there is change when it comes to implementing a one-stop shop. It is hardly surprising therefore that there are many different views about what constitutes, or should constitute, a one-stop shop

The goal is to analyze the impact of income tax, the value added tax (VAT), and other local taxes that are imposed on business. This handbook does not analyze the effects of trade and labor taxes such as social security. The administration of the customs duty is unique and has been addressed extensively in the literature on customs modernization. Labor taxes primarily imposed on salaried individuals are not covered by this handbook, even though their incidence affects business. VAT has been included even though it is a tax on consumption because the administrative burden to comply with it is primarily on business

    Abstract: Despite their potential importance and ease of modification, impacts of monitoring and loan recovery arrangements on micro-credit groups' repayment performance have rarely been studied. Data on 3,350 expired group loans in 300 Indian villages highlight that regular monitoring and audits, high repayment frequency, consumption smoothing support through rice credit, and having group savings deposited with the lender all significantly increase repayment rates. Estimated magnitudes of their effects vastly exceed those of members' socio-economic characteristics. Significantly lower repayment on loans originating in externally provided grant resources suggests that stringent monitoring will be essential for these to have a sustainable impact

    Abstract: Many countries are convinced that Foreign Direct Investment (FDI) should be an important component of their growth strategy. To encourage FDI, they have improved their business climates, developed various guarantees for investors, and offered incentives. In the real world, Investment Promotion Intermediaries (IPIs) face tight budget and human resource constraints. Allocating scarce resources among the various possible activities is a major component of developing an effective promotion strategy. Research, including that covered in this report, suggests that many IPIs are failing to devote enough attention to the most basic-and least costly-promotion function, one that, if it fails, undermines all other promotion activities. Provision of services to potential investors-and particularly the provision of information-is basic to all promotion. Image-building efforts can be hugely expensive. Similarly, targeted missions and personal selling are costly in terms of both time and effort. FDI offers the prospects of growth and jobs to host countries, but attracting it requires a good deal of effort. Effective investment promotion is not only less costly than adding on more incentives for investors; reform and incentives are unlikely to accomplish their goals without promotion. Promotion efforts will, however, fail to attract desired investment if IPIs are not skilled at the most basic function: collecting and providing to potential investors relevant and timely information. Ensuring that this function works well should be the top priority in the promotion strategy and in the development of management systems

    Abstract: This paper focuses on core aspects of the political economy of reform, drawing on case studies of three economies transitioning to stronger business environments (Hungary, the Republic of Korea, and Mexico) and three countries with well-developed business environments (Australia, Italy, and the United Kingdom). The purpose is threefold: first, to identify so-called drivers of reform among successfully reforming countries; second, to explore how a reform strategy can make optimal use of the opportunities provided by the drivers of change; and third; to suggest how these lessons can be proactively used by other reformers to design and guide reforms. The case study findings suggest that, regardless of the content of reform, success is influenced by an evolving mix of seven drivers of change: i) globalization or competitiveness; ii) crisis; iii) political leadership; iv) unfolding reform synergies; v) technocrats; vi) changes in civil society, and vii) external pressure. The case studies suggest that reformers can influence the direction and pace of change by mobilizing and exploiting drivers of it. Rather than a cause-and-effect scenario in which a single driver-such as a crisis-creates and defines the success of a body of reforms, what happens is an unfolding series of events in which various drivers become more and less important in defining phases of the reform process
