    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Indonesia.

    Abstract: This book analyses the challenges of secrecy in security research, and develops a set of methods to navigate, encircle and work with secrecy. How can researchers navigate secrecy in their fieldwork, when they encounter confidential material, closed-off quarters or bureaucratic rebuffs? This is a particular challenge for researchers in the security field, which is by nature secretive and difficult to access. This book creatively assesses and analyses the ways in which secrecies operate in security research. The collection sets out new understandings of secrecy, and shows how secrecy itself can be made productive to research analysis. It offers students, PhD researchers and senior scholars a rich toolkit of methods and best-practice examples for ethically appropriate ways of navigating secrecy. It pays attention to the balance between confidentiality, and academic freedom and integrity. The chapters draw on the rich qualitative fieldwork experiences of the contributors, who did research at a diversity of sites, for example at a former atomic weapons research facility, inside deportation units, in conflict zones, in everyday security landscapes, in virtual spaces, and at borders, bureaucracies and banks. The book will be of interest to students of research methods, critical security studies and International Relations in general.

Multiculturalism as a distinct form of liberal-democratic governance gained widespread acceptance after World War II, but in recent years this consensus has been fractured. Multiculturalism in the British Commonwealth examines cultural diversity across the postwar Commonwealth, situating modern multiculturalism in its national, international, and historical contexts. Bringing together practitioners from across the humanities and social sciences to explore the legal, political, and philosophical issues involved, these essays address common questions: What is postwar multiculturalism? Why did it come about? How have social actors responded to it? In addition to chapters on Australia, Britain, Canada, and New Zealand, this volume also covers India, Malaysia, Nigeria, Singapore, and Trinidad, tracing the historical roots of contemporary dilemmas back to the intertwined legacies of imperialism and liberalism. In so doing it demonstrates that multiculturalism has implications that stretch far beyond its current formulations in public and academic discourse.

    Abstract: While Russian computer scientists are notorious for their interference in the 2016 US presidential election, they are ubiquitous on Wall Street and coveted by international IT firms and often perceive themselves as the present manifestation of the past glory of Soviet scientific prowess. Drawing on over three hundred in-depth interviews, the contributors to From Russia with Code trace the practices, education, careers, networks, migrations, and lives of Russian IT professionals at home and abroad, showing how they function as key figures in the tense political and ideological environment of technological innovation in post-Soviet Russia. Among other topics, they analyze coders' creation of both transnational communities and local networks of political activists; Moscow's use of IT funding to control peripheral regions; brain drain and the experiences of coders living abroad in the United Kingdom, United States, Israel, and Finland; and the possible meanings of Russian computing systems in a heterogeneous nation and industry. Highlighting the centrality of computer scientists to post-Soviet economic mobilization in Russia, the contributors offer new insights into the difficulties through which a new entrepreneurial culture emerges in a rapidly changing world.

    Abstract: In the last decade, digital media technologies and developments have given rise to exciting new forms of ludic, or playful, engagements of citizens in cultural and societal issues. From the Occupy movement to playful city-making to the gameful designs of the Obama 2008 and Trump 2016 presidential campaigns, and the rise of citizen science and ecological games, this book shows how play is a key theoretical, methodological, and practical principle for comprehending such new forms of civic engagement in a mediatized culture.The Playful Citizen explores how and through what media we are becoming more playful as citizens and how this manifests itself in our ways of doing, living, and thinking. We offer a pluralistic answer to such questions by bringing together scholars from different fields such as game and play studies, social sciences, and media and culture studies.

    Abstract: Urban Sustainability and Justice presents an innovative yet practical approach to incorporate equity and social justice into sustainable development in urban areas, in line with the commitments of the UN’s Sustainable Development Goals and the New Urban Agenda. This open access work proposes a feminist reading of just sustainabilities' principles to reclaim sustainability as a progressive discourse which informs action on the ground. This work will help the committed activist (whether they are on the ground, working in a community, in a non-governmental organization (NGO), in a business, at a university, in any sphere in government) to connect their work to international efforts to deliver environmental justice in cities around the world. Drawing on a comparative, international analysis of sustainability initiatives in over 200 cities, Castán Broto and Westman find limited evidence of the implementation of just sustainabilities principles in practice, but they argue that there is considerable potential to develop a justice-oriented sustainability agenda. Highlighting current successes while also assessing prospects for the future, the authors show that just sustainabilities is not merely an aspirational discourse, but a frame of reference to support radical action on the ground.     Abstract: What role can the university play in the broader community or society in which it is embedded? Must it remain segregated in the halls of science and knowledge, which tower above the community? This book examines the growing number of questions and concerns around university-community relations by exploring widely accepted theories and practices and placing them under new light. From a shared point of agreement that the university is an institution which should move beyond the production of higher knowledge for power elites, the contributors provide critical reflections and reports on efforts to bring about change in the canonic discourse or power-biased attitudes in universities throughout the Northern Hemisphere and Australia.     Abstract: Against the grain of the growing literature on screens, *Screen Genealogies* argues that the present excess of screens cannot be understood as an expansion and multiplication of the movie screen nor of the video display. Rather, screens continually exceed the optical histories in which they are most commonly inscribed. As contemporary screens become increasingly decomposed into a distributed field of technologically interconnected surfaces and interfaces, we more readily recognize the deeper spatial and environmental interventions that have long been a property of screens. For most of its history, a screen was a filter, a divide, a shelter, or a camouflage. A genealogy stressing transformation and descent rather than origins and roots emphasizes a deeper set of intersecting and competing definitions of the screen, enabling new thinking about what the screen might yet become.

    Abstract: The thirteenth volume of Comunicazioni dell'Istituto Papirologico «G. Vitelli» is divided, as was the previous one, into three sections: 1. Editions and rieditions of texts; 2. Critical notes; 3. Chronique de lexicographie papyrologique de la vie matérielle. In the first section there are texts which are being published for the first time or which are subject to a revision and a new edition, both belonging to various collections. This section also includes the exhibition of an exceptional artefact from the Arab period, belonging to the Papyrological Institute "G. Vitelli"'s collection. The second section includes three contributions with careful palaeographic and linguistic observations on literary and documentary texts, and a fourth contribution offering an exhaustive summary of the publication state of an archive from the Institute's collection. Lastly, the third section, as consolidated by the previous volume of the Comunicazioni, collects several findings of the international research project on the lexicography of material culture (Lex.Pap.Mat.), documented in the language of papyri.

    Abstract: The thirteenth volume of this Comunicazioni dell'Istituto Papirologico 'G. Vitelli' is divided, as was the previous one, into three sections: 1. Editions and rieditions of texts; 2. Critical notes; 3. Chronique de lexicographie papyrologique de la vie. In the first section there are texts which are being published for the first time or which are subject to a revision and a new edition, both belonging to various collections. This section also includes the exhibition of an exceptional artefact from the Arab period, belonging to the Papyrological Institute «G. Vitelli»’s collection. The second section includes three contributions with careful palaeographic and linguistic observations on literary and documentary texts, and a fourth contribution offering an exhaustive summary of the publication state of an archive from the Institute's collection. Lastly, the third section, as consolidated by the previous volume of the Comunicazioni, collects several findings of the international research project on the lexicography of material culture (Lex.Pap.Mat.), documented in the language of papyri

    Abstract: Elgar Research Agendas outline the future of research in a given area.
