    Abstract: Clara Usiskin has spent eight years investigating the ‘War on Terror’ and its effects in the East and Horn of Africa, documenting hundreds of cases of rendition, secret detention and targeted killings. As a result of her work exposing abuses carried out by regional governments and their international partners, Clara was deported from Kenya and Uganda and is currently persona non grata in both countries. Her book sets out the historical background to today’s covert war, including the early Somali jihads and British repression in colonial Kenya, through to the 1998 US Embassy Bombings in Nairobi and Dar es Salaam, and President Clinton’s early rendition programme. America’s Covert War in East Africa then looks at the US Military’s new Africa Command, with its emphasis on counterterrorism, alongside increasing use of targeted killings by security forces in the region, and continued renditions and secret detention. Finally, Usiskin investigates the shorter and longer term consequences of such intensive militarisation, and the proliferation of surveillance and other technologies of control in East Africa and its surrounding waters, focussing in particular on their impact on vulnerable ethnic and religious groups in a highly volatile region.

This industry-which employs at least 90,000 workers, most of whom are women-is lucrative but enduringly controversial. More than half the flowers are grown near the shores of Lake Naivasha, a freshwater lake northwest of Nairobi recognized as a Ramsar site, a wetland of international importance. Critics decry the environmental side effects of floriculture, and human rights activists demand better wages and living conditions for workers. In this rich portrait of Kenyan floriculture, Megan Styles presents the point of view of local workers and investigates how the industry shapes Kenyan livelihoods, landscapes, and politics. She investigates the experiences and perspectives of low-wage farmworkers and the more elite actors whose lives revolve around floriculture, including farm managers and owners, Kenyan officials, and the human rights and environmental activists advocating for reform.     Abstract: "The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment and is often perceived to be the 'Somalia' of the country. It is also the site of a large number of governmental interventions. This book focuses on governance in the state of Odisha and provides an ethnographic account of the changing forms of governmental actions in the development sector. It analyses the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed-based development project in Kalahandi district in Odish. It shows the morphings of the forms of the state on the ground and the ways in which it is perceived by the agents and objects of statist actions. Arguing that the changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes five governmental tactics related to emergent modes of governmental action in the context of watershed development in Kalahandi . The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of 'the social' as a terrain and object of governmental action as two important effects of the process of deployment of these tactics. Providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations.     Abstract: Focusing on Romania from 1945 to 2016, Socialist Heritage explores the socialist state's attempt to create its own heritage, as well as the legacy of that project. Contrary to arguments that the socialist regimes of Central and Eastern Europe aimed to erase the pre-war history of the socialist cities, Emanuela Grama shows that the communist state in Romania sought to exploit the past for its own benefit. The book traces the transformation of a central district of Bucharest, the Old Town, from a socially and ethnically diverse place in the early 20th century, into an epitome of national history under socialism, and then, starting in the 2000s, into the historic center of a European capital. Under socialism, politicians and professionals used the district's historic buildings, especially the ruins of a medieval palace discovered in the 1950s, to emphasize the city's Romanian past and erase its ethnically diverse history. Since the collapse of socialism, the cultural and economic value of the Old Town has become highly contested. Bucharest's middle class has regarded the district as a site of tempting transgressions. Its poor residents have decried their semi-decrepit homes, while entrepreneurs and politicians have viewed it as a source of easy money. Such arguments point to recent negotiations about the meanings of class, political participation, and ethnic and economic belonging in today's Romania. Grama's rich historical and ethnographic research reveals the fundamentally dual nature of heritage: every search for an idealized past relies on strategies of differentiation that can lead to further marginalization and exclusion.

    Abstract: Volume One of Three Revolutions presents the overall research and discussions on topics related to the revolutionary events that have unfolded in Ukraine since 1990. The three revolutions referred to in this project include: the Revolution on Granite (1990); the Orange Revolution (2004-2005); and the Euromaidan Revolution (2013-2014).     Abstract: Ein frühgeschichtliches Lesebuch, das die Anfänge der Menschheit einmal "gegen den Strich" interpretiert und die wirtschaftliche Entwicklung und die Staatsentwicklung kritisch wertet. Eine stufenweise Entwicklung vom Jäger und Sammler zum Bauern und zu den Staaten fand so nicht statt. Rezension: Ein im Grunde anthropologisches Werk, das ein in den USA sehr bekannter Politologe aufgrund der Lektüre der relevanten Studien über die Frühgeschichte (von Historikern, von Archäologen, von Ethnologen u.a.) verfasst hat: Auf dieser Grundlage bürstet er die gängige Interpretation der Entwicklung der Zivilisation gegen den Strich, indem er die Sesshaftwerdung, die Landwirtschaft mit Haustieren und Nutzpflanzen und auch die Verstaatlichung nicht als eine folgerichtige Entwicklung interpretiert, wie es das gängige Narrativ stets wiederholt. Er zeigt, dass alles parallel bestand und rückt die nicht sesshaften Jäger und Sammler, die ebenfalls schon zielgerichtet (z.B. mit Feuer) gewirtschaftet haben, in den Vordergrund. Er legt alles in einer klaren, verständlichen Sprache dar und diskutiert die Möglichkeiten der Interpretation der Forschungsergebnisse. Die Fragwürdigkeit einer Interpretation von Gesellschaften, die kaum ein Zeugnis hinterlassen haben, bringt er vielfach zur Sprache. - Gut lesbar, mit umfangreichem Apparat (Literaturverzeichnis, Namens- und Stichwortregister). In diesem Buch sind sieben Essays und Vorträge aus der Zeit vor 2009 versammelt, die grundsätzliche Themen behandeln wie die Verschleierungsfunktion des Wortes "Stamm", die Geschichte und gegenwärtige Bedeutung von Sklaverei, die afrikanischen Intellektuellen und ihr Verhältnis zur Sprachenvielfalt, zur Globalisierung und zu Massenvernichtungswaffen. Den Essays liegt "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde", was nicht bedeutet, dass die Tatsache von 50 durchaus unterschiedlichen afrikanischen Staaten und die vielfach noch bestehenden Diktaturen übergangen würden. - Das Buch mag als Hintergrundmaterial für die innerafrikanische Kritik an der Art der Dekolonisation und auch an der westlichen "Entwicklungshilfe" genutzt werden und wäre dann eine gute Ergänzung zur westlichen Kritik etwa bei V.     Abstract: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff

    Abstract: The degree to which the late colonial era affected Europe has been for long underappreciated, and only recently have European countries started to acknowledge not having come to terms with decolonisation. In Belgium, the past two decades have witnessed a growing awareness of the controversial episodes in the country's colonial past. This volume examines the long-term effects and legacies of the colonial era on Belgium after 1960, the year the Congo gained its independence, and calls into question memories of the colonial past by focusing on the meaning and place of colonial monuments in public space. The book foregrounds the enduring presence of 'empire' in everyday Belgian life in the form of permanent colonial markers in bronze and stone, lieux de mémoires of the country's history of overseas expansion. By means of photographs and explanations of major pro-colonial memorials, as well as several obscure ones, the book reveals the surprising degree to which Belgium became infused with a colonialist spirit during the colonial era. 0Another key component of the analysis is an account of the varied ways that both Dutch- and French-speaking Belgians approached the colonial past after 1960, treating memorials variously as objects of veneration, with indifference, or as symbols to be attacked or torn down. The book provides a thought-provoking reflection on culture, colonialism, and the remainders of empire in Belgium after 1960

    Abstract: The 1998 attacks against US embassies in Nairobi and Dar es Salaam attest to al-Qaeda’s durable presence in Africa, yet Islamist-inspired radical organisations in the continent have gained much attention of late, the result of their campaigns of insurgent and terrorist violence directed against the state in Algeria, Somalia, Nigeria, Mali, Burkina Faso, Niger, Tanzania, Ethiopia, Uganda, Djibouti and Kenya. These groups include Al-Qaeda in the Islamic Maghreb, Harakat Al Shabaab, Boko Haram, the Movement for Oneness and Jihad in West Africa, and Ansar Dine. This book explains why the Idea of Jihad is alive and well in sub-Saharan Africa, even after more than thirty years of Western and global efforts to curtail it, and how most important organisations are formed by the interaction between the often under-estimated local and global dynamics. Stig Jarle Hansen has been researching African radical violent Islamism for more than fifteen years and is well placed to explain how and why such groups emerged, whether they manifest any specific traits compared with other violent Islamists, and what is likely to be their impact beyond the African continent. He also discusses the response of African and Western governments to this phenomenon.

    Abstract: This volume shows how infrastructures and daily life shape each other. Power grids, roads and broadband make modern lifestyles possible – at the same time, their design and day-to-day operation depends on what people do at home and at work. This volume investigates the entanglement of supply and demand. It explains how standards and 'normal' ways of living have changed over time and how infrastructures have changed with them.     Abstract: Whilst past studies have examined when and how negotiations begin, and how wars end, this is the first full-length work to analyze the closing phase of negotiations. It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it. The authors further classify different types of negotiator behavior characteristic of this phase, drawing out various components, including mediation, conflict management vs resolution, turning points, uncertainty, home relations, amongst others. A number of specific cases are examined to illustrate this analysis, including Colombian negotiations with the FARC, Greece and the EU, Iran nuclear proliferation, French friendship treaties with Germany and Algeria, Chinese business negotiations, and trade negotiations in Asia. This pioneering work will appeal to scholars and advanced students of negotiation in international relations, international organisation, and business studies.

    Abstract: This volume provides the first comprehensive analysis of international legal debates between 1955 and 1975 related to the formal decolonization process. It is during this era, couched between classic European imperialism and a new form of US-led Western hegemony, that fundamental legal debates took place over a new international legal order for a decolonised world. In a moment of relative weakness of European powers, 'newly independent states' and international lawyers from the South fundamentally challenged traditional Western perceptions of international legal structures engaging in fundamental controversies over a new international law. Contributions from a global set of authors cover contemporary debates on concepts central to the time, such as self-determination, sources and concessions, non-intervention, wars of national liberation, multinational corporations, and the law of the sea. Clarke takes stock of IS - its roots, its evolution, and its monumental setbacks - to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past – with peripatetic and divided groups of militants dispersing to new battlefields, from North Africa to Southeast Asia, where they will join existing civil wars, establish safe havens and sanctuaries, and seek ways of conducting spectacular attacks in the West that inspire new followers. In this fragmented and atomized form, Clarke cautions, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

Yet one group of environmentalists - the 'ecomodernists' - are optimistic. They argue that technological innovation and universal human development hold the keys to an ecologically vibrant future. But this perspective, which advocates fighting climate change with all available technologies - including nuclear power, genetic engineering and others not yet invented - is deeply controversial because it rejects the green movements' calls for greater harmony with nature.In this book, Jonathan Symons offers a qualified defence of the ecomodernist vision. Ecomodernism, he explains, is neither as radical or reactionary as its critics claim, but belongs in the social democratic tradition, promoting a third way between laissez-faire and anti-capitalism. Critiquing and extending ecomodernist ideas, Symons argues states should defend against climate threats through transformative investments in technological innovation. A good Anthropocene is still possible -- but only if we double down on science and humanism to push beyond the limits to growth

    Abstract: Just as those who have been least disadvantaged by their racial identity often announce that Americans live in a post-racial era, those who have historically benefited from their caste affiliation rush to declare that India is a post-caste nation. In The Caste of Merit, Ajantha Subramanian addresses the controversial relationships between technical education and caste formation and economic stratification in modern India. Through a series of in-depth studies of the elite Indian Institute of Technology (IIT)-the institutions Nehru once described as modern India's new temples-she explains that caste has not disappeared from India. On the contrary, it has acquired a kind of disturbing invisibility. Caste is now borne by the lower castes who invoke their affiliation in the public, political arena to claim resources from the state. The upper castes, by contrast, treat such discussions as backward and embarrassing. Caste privilege, Subramanian argues, is certainly working in India. But it has been transformed by a new discourse of "merit." Reservations or quotas for historically disadvantaged groups, much like affirmative action in the United States, are a subject of great import in India. Admission to colleges and employment in the public sector are two of the most hotly debated subjects when it comes to quotas. Meanwhile, lynchings, gang rapes, ritual humiliation, and political intimidation of low-caste Indians appear in newspaper headlines and on social media timelines with frightening regularity. It is within this dangerous context that Subramanian's provocative and empirically based argument about the dominance of Brahmins in the Indian Institutes of Technology must be read.--

    Abstract: Representations of indigenous peoples, while never static, have always served the interests of settler-colonialism. Historically, the dominant framing marginalised indigenous practices as legacies of the distant past. Today indigenous approaches are demanded in order for settler-colonialism itself to have a future. Becoming indigenous, we are told, is a necessity if humanity is to survive and cope with the catastrophic changes wrought by modernist excess in the Anthropocene. Becoming Indigenous provides an agenda-setting critique, analysing how and why indigeneity has been reduced to instrumental imaginaries of perseverance and resilience. Indigenous 'alternatives' are today central to a range of governing discourses, which promise empowerment but are highly disciplinary. Critical theorists often endorse these framings, happy to instrumentalise indigenous peoples as caretakers of the environment or as teaching the moderns about their 'more-than-human' responsibilities. Chandler and Reid argue that these discourses have little to do with indigenous struggles or with challenging settler-colonial power. In fact, instrumentalising indigeneity in these ways merely reinforces neoliberal hegemony, marginalising critical alternatives for both indigenous and non-indigenous peoples alike. --

    Abstract: Implicit conceptions of time associated with progress and linearity have influenced scholars and practitioners in the fields of transitional justice and peacebuilding, but time and temporality have rarely been systematically considered. Time and Temporality in Transitional and Post-Conflict Societies examines how time is experienced, constructed and used in transitional and post-conflict societies. This collection critically questions linear, transitional justice time and highlights the different temporalities that exist at local and institutional levels through original empirical research. Presenting empirical and often ethnographic research from Argentina, Brazil, Colombia, Cambodia, Mozambique, Palestine/Israel, Rwanda and South Africa, contributors use a temporal lens to investigate key issues including: transitional justice institutions, peace processes, victimhood, perpetrators, accountability, reparations, forgiveness, reconciliation and memoralisation.

    Abstract: Der Sammelband nähert sich aus vielfältigen Perspektiven den Begriffen »Heimat« und »Europa«. In Zeiten globaler Krisen und politischer Umbrüche stellt sich die Frage, was Europa eigentlich bedeutet, mit neuer Dringlichkeit. In welchem Europa wollen wir leben, was bedeutet Heimat in einer zunehmend von Mobilität und Migration geprägten Gesellschaft, welche Ideen von einem gemeinsamen Europa lassen sich mit der individuellen Vorstellung von Heimat verbinden? In ihren Beiträgen beschreiben Autorinnen und Autoren, was für sie Heimat bedeutet und wie sie sich in einem Europa des Wandels positionieren. Mit Beiträgen von Arnold Stadler, Sibylle Lewitscharoff, Prof. Dr. István Fehér, Prof. Dr. Jutta Allmendinger, Prof. Dr. Stephan van Erp, Ursula Engelen-Kefer, Dr. Jean-Claude Hollerich, Prof. Dr. Ulrike Guérot, Dr. Notker Wolf OSB, Dr. Donatella Di Cesare, Dr. Asfa-Wossen Asserate, Prof. Dr. Hermann Lübbe, Dr. Ilma Rakusa, Prof. Dr. Barbara Zehnpfennig, Vincent Klink, Dr. Gerd Koenen, Prof. Dr. Ahmad Milad Karimi, Dr. Gianfranco Kardinal Ravasi, Patrick Roth, Anna Baar u.a. „Die Autor*innen von Ulrike Guérot über Gerd Koenen bis zu Sibylle Lewitscharoff oder Dagmar Schipanski decken ein breites Spektrum ab, allerdings sind es fast ausschließlich deutsche Stimmen zum Thema. Dennoch präsentiert der Band verschiedene Perspektiven und Formate. Zudem stellt er viele Fragen, statt vorgefertigte Modelle zu liefern: Inwiefern etwa ist Mehrsprachigkeit für Europa charakteristisch?     Abstract: Contemporary Germany is a modern industrial democracy admired throughout the world. Many Germans believe that they live in the 'best Germany' that has ever existed. Yet there are dissenting voices: individuals and groups that reject cosmopolitanism, globalisation and multiculturalism, and yearn for the more homogeneous country of earlier times. They are part of a global movement, often characterised as populist, that values tradition over innovation or constant change. In Germany, such people are routinely portrayed as reactionary or even neofascist. The present study seeks to provide a portrait of these individuals and their organisations. Very little has been written in English about the cultural figures who play a role in this movement. When the political side is discussed - whether in its manifestation as a party (the Alternative for Germany) or a citizens’ group (Pegida) - the cultural dimension is usually ignored. Jay Julian Rosellini places the so-called New Right in the context of currents in German culture and history that differ from those in other countries. With Germany the dominant country in the European Union, economically and politically, this volume offers an essential view of its current conditions, future prospects and political particularities.
