Тем не менее, зависимость региона от ограниченного числа экспортных товаров и узкого круга торговых партнеров подвергает его значительным рискам. Поэтому правительства стран Центральной Азии уделяют первостепенное внимание улучшению транспортной доступности, чтобы лучше интегрироваться в глобальные цепочки создания стоимости, уменьшить географические неудобства и увеличить объем импорта и экспорта. Упрощение торговых процедур играет ключевую роль в достижении этих целей, снижая торговые издержки и способствуя интеграции. Однако Центральная Азия по-прежнему сталкивается с серьезными проблемами, и, несмотря на значительные улучшения, произошедшие за последние годы, она отстает от большинства регионов, охваченных Индикаторами ОЭСР по упрощению торговли (ИУТ). В настоящем отчете подводится итог прогресса ИУТ в Казахстане, Кыргызстане, Таджикистане и Узбекистане, впервые представлены предварительные результаты по Туркменистану и показаны области ИУТ, в которых возможно улучшение. В докладе также дается оценка сохраняющихся торговых барьеров и приводятся рекомендации по реформированию системы содействия торговле, включая необходимость приоритетного учета мнения торговых кругов для оптимизации процедур, цифровизации и гармонизации стандартов, а также внедрения системных механизмов сотрудничества с пограничными службами. Скоординированный подход к совершенствованию системы упрощения процедур торговли в регионе может существенно снизить торговые издержки, что приведет к росту товарооборота и темпов роста

В данной публикации дается оценка краткосрочных последствий войны России для экономик Центральной Азии и ответных мер политики. В ней также анализируются предстоящие задачи, и представлены политические рекомендации, направленные на большую устойчивость и диверсификацию экономик Центральной Азии.

Результаты первых двух исследований были опубликованы в 2012 и 2016 годах. В исследовании 2020 года представлен всесторонний обзор хода реализации десяти рекомендаций закона, а также анализируются успехи, достигнутые странами региона с 2016 года.     Abstract: A pandemia COVID-19 é uma crise de saúde global que já tem causado impactos devastadores na economia mundial - tanto diretamente quanto como consequência das medidas necessárias para conter a propagação da doença. Esses impactos são sentidos no setor agroalimentar. Embora o suprimento de alimentos se tenha mantido em bom funcionamento até a presente data, em muitos países, as medidas adotadas para conter a propagação do vírus estão começando a perturbar o fornecimento de produtos agroalimentares aos mercados e consumidores, domestica e internacionalmente. O setor passa por uma mudança significativa em sua composição e - para algumas “commodities” - no nível de demanda. Quão prejudiciais serão esses impactos para a segurança alimentar, a nutrição e para a subsistência de agricultores, pescadores e outros que trabalham na cadeia de fornecimento de alimentos, dependerá em grande parte das respostas políticas a curto, médio e longo prazo. No curto prazo, os governos devem gerenciar múltiplas demandas – respondendo à crise da saúde, gerenciando as consequências do choque para a economia e garantindo o bom funcionamento do sistema alimentar. Embora a pandemia represente alguns sérios desafios para o sistema alimentar no curto prazo, também serve como oportunidade para acelerar as transformações no setor agroalimentar e aumentar sua resiliência diante de uma série de desafios, incluindo as mudanças climáticas.

    Abstract: Em uma crise mundial de saúde sem precedentes, o comércio é essencial para salvar vidas e meios de subsistência. A cooperação internacional é necessária para manter o fluxo do comércio. Em meio a um cenário de grandes incertezas, há quatro ações que podem ser tomadas: 1) aumentar a confiança no comércio e nos mercados globais, melhorando a transparência nas ações e intenções de políticas relacionadas ao comércio; 2) manter o fluxo das cadeias de suprimentos, especialmente em relação a aspectos essenciais como equipamentos e produtos médicos e alimentos; 3) evitar piorar a situação, impondo restrições desnecessárias à exportação e outras barreiras comerciais; e 4) mesmo em meio à crise, pensar além do plano imediato. O apoio governamental atual precisa ser prestado de forma a atender ao interesse público, e não a interesses constituídos e a evitar futuras distorções de mercado. A OCDE está trabalhando com outras OIs para apoiar os governos por meio de evidências e análises oportunas e objetivas, a fim de informar as escolhas políticas.

    Abstract: В Казахстане, с тех пор, как он стал независимым, зафиксированы впечатляющие темпы экономического роста, в основном в результате экспорта биржевых товаров и высокого уровня использования энергии. Эти темпы неустойчивы и создают значительное загрязнение воздуха, особенно из стационарных промышленных источников. Это ставит под угрозу устремления страны в области развития к 2050 году стать одной из ведущих экономик мира и приблизиться по уровню жизни к государствам — членам ОЭСР. В данной публикации, которая опирается на более ранние исследования ОЭСР, показано, что в Казахстане экологические платежи (экологические налоги, взыскания за несоблюдение требований и компенсация экологического ущерба) за промышленные загрязнители воздуха, применяемые в настоящее время, препятствуют энергоэффективности и борьбе с загрязнением жесткими мерами реагирования на несоблюдение требований и сосредоточенностью на привлечении доходов. Кроме того, они увеличивают издержки, связанные с ведением бизнеса в стране, и приносят мало пользы окружающей среде. Необходимо провести дальнейшие серьезные реформы регулирования экологических платежей в духе принципа «загрязнитель платит». В данном отчете представлены руководящие принципы реформ, основанные на положениях о загрязнении воздуха государств — членов ОЭСР и результатах анализа системы Казахстана, который ОЭСР проводила в тесном сотрудничестве с Правительством Казахстана.

Embora essa prática possa afetar o erário nacional de diversas maneiras, a transferência de lucros é uma das mais comuns. Esse relatório apresenta os estudos e dados de domínio público disponíveis com relação à existência e à magnitude da problemática da erosão da base tributária e da transferência de lucros, apresenta também um panorama dos desenvolvimentos globais que podem ter impacto na tributação de pessoas jurídicas e delinea os princípios que norteiam a tributação das atividades transnacionais e as oportunidades de erosão da base tributária e de transferência de lucros que possam daí advir. O relatório conclui que as regras atuais oferecem possibilidades de aumentar os lucros, associando-os a disposições legais, direitos e obrigações intangíveis, bem como de transferir riscos legalmente no interior do grupo, o que, por conseguinte, reduz a parcela dos lucros associados a operações concretas. O relatório recomenda desenvolver um plano de ação de alcance mundial para abordar a problemática da erosão da base tributária e a transferência de lucros.
