Unpacking the question of 'how do terrorists learn' helps us to grasp not only changes of violent means of action but also of operational and strategic approaches and, ultimately, even transformations of the ends pursued. At the heart of the societal shift toward digitalistion, is the call for transparency and the liberalisation of information and data. Yet, with the recent rise of concerns such as 'fake news', post-truth and misinformation, where the policy responses to all these phenomena has been a petition for even greater transparency, it becomes imperative to critically reflect on what this dominant idea means, whom it serves, what the effects are of its power. In response, this book provides the first sustained critique of the concept of transparency in law and policy. It offers a concise overview of transparency in law and policy around the world, and critiques how this concept works discursively to delimit other forms of governance, other ways of knowing and other realities. It draws on the work of Michel Foucault on discourse, archaeology and genealogy, together with later Foucaultian scholars, including Gayatri Chakravorty Spivak and Judith Butler, as a theoretical framework for challenging and thinking anew the history and understanding of what has become one of the most popular buzzwords of 21st century law and governance.     Abstract: "The volume provides a field-analytical methodology for researching knowledge based sociopolitical processes of transnationalization. Drawing on the seminal work by Pierre Bourdieu, we apply concepts of practice, habitus, and field to phenomena such as cross-national social trajectories, international procedures of evaluation, standardization and certification or supranational political structures. These transnational phenomena form part of general political struggles that legitimate social relationships in and beyond the nation state. Part 1 on "Methodological Foundations" discusses the consequences of Bourdieu's epistemology and methodology for theorizing and investigating transnational phenomena. The contributions show the import of field-theoretical concepts for post-national insights. Part 2 on "Investigating Political Fields" presents exemplary case studies in diverse research areas such as colonial imperialism, international academic rankings, European policy fields, and local school policy.     Abstract: "The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment and is often perceived to be the 'Somalia' of the country. It is also the site of a large number of governmental interventions. This book focuses on governance in the state of Odisha and provides an ethnographic account of the changing forms of governmental actions in the development sector. It analyses the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed-based development project in Kalahandi district in Odish. It shows the morphings of the forms of the state on the ground and the ways in which it is perceived by the agents and objects of statist actions. Arguing that the changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes five governmental tactics related to emergent modes of governmental action in the context of watershed development in Kalahandi . The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of 'the social' as a terrain and object of governmental action as two important effects of the process of deployment of these tactics. Providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations.     Abstract: "Although international development discourse considers the state as a crucial development actor, there remains a significant discrepancy between the official norms of the state and public services and the actual practices of political elites and civil servants. This text interrogates the variety of ways in which state policies and legal norms have been translated into the set of practical norms which make up real governance in sub-Saharan Africa. It argues that the concept of practical norms is an appropriate tool for an ethnographic investigation of public bureaucracies, interactions between civil servants and users, and the daily functioning of the state in Africa. It demonstrates that practical norms are usually different from official norms, complementing, bypassing and even contradicting them. In addition, it explores the positive and negative effects of different aspects of this 'real governance'. Despite increased sub-national activity in immigration regulation in several federal states, very little research has been dedicated so far to comparing how federal states deal with immigration federalism. Comparative studies on the human rights implications of immigration federalism have received even less attention. This book seeks to fill the gap in this area and is an important contribution to the field, providing the reader with a better understanding of the complex issues surrounding immigration federalism and its impact on non-citizens

    Abstract: Following in the footsteps of the book Fish for Life - Interactive Governance for Fisheries (Kooiman et al., 2005), and the interdisciplinary approach it presents, this volume illustrates the contribution of interactive governance theory to understanding core fisheries and aquaculture challenges. These challenges are invariably linked to broader concerns such as ecosystem health, social justice, sustainable livelihoods and food security. The central concept in this perspective is governability - the varied capacity to govern fisheries and aquaculture systems sustainably. Many of these systems are characterized by problems that are inherently 'wicked' and therefore difficult to address. The authors of this edited volume argue that responses to such problems must consider context; specifically the character of the fisheries and aquaculture systems themselves, their institutional conditions, and the internal and external interactions that affect them. Drawing on a diverse set of international experiences, the volume offers a new lens and systematic approach to analysing the nature of governance problems and opportunities in fisheries and aquaculture, exploring pressing challenges and identifying potential solutions. ”It now seems clear that the crisis in the world’s fisheries [is] a much larger and more complex problem than many had imagined.     Abstract: "'Scientific advice to politics', the 'nature of expertise', and the 'relation between experts, policy makers, and the public' are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. The new significance of 'participation' and 'accountability' has motivated scholars to take a new look at the science - politics interface and to probe questions such as ""What is new in the arrangement of scientific expertise and political decision-making?"", ""How can reliable knowledge be made useful for politics and society at large, and how can epistemically and ethically sound decisions be achieved without losing democratic legitimacy?"", ""How can the objective of democratization of expertise be achieved without compromising the quality and reliability of knowledge?"" Scientific knowledge and the 'experts' that represent it no longer command the unquestioned authority and public trust that was once bestowed upon them, and yet, policy makers are more dependent on them than ever before. This collection of essays explores the relations between science and politics with the instruments of the social studies of science, thereby providing new insights into their re-alignment under a new régime of governance."
