Analyses of politically engaged works of contemporary theatre, film, and photography set in and around Vienna help to identify a historically oriented mechanism that enables artists to tap into Vienna's extraordinary, and extraordinarily under-appreciated, tradition of protest culture that dates back to the action that brought about the Wiener Neustadt "Blood Court" in the 16th century, but really came into its own with the city's most influential occupation of an abandoned slaughterhouse for 100 days in the late summer of 1976. By examining theatrical representations of capitalism, war, climate change, and the permanent refugee crisis, Waste traces the ways in which these human contributions signal a tendency toward prodigality that terminates with self-destruction. Defying its promise of abundance for all, capitalism poisons all relationships with competition and fear. The desire to dominate in war is revealed to be the desire to obliterate the self in collective conflagration. The refugee crisis raises the urgent question of our responsibility to the other, but the climate crisis renders all anthropocentric questions moot.Waste proposes that the theater is the form best suited to confronting the human's perverse relationship to her finitude. Everything about the theater is suffused with existential shame, with an acute awareness of its provisionality. Pulling no punches, Harman gives a masterclass in philosophical argumentation by dissecting, analyzing, and countering their criticism, be it from the Husserlian, Heideggerian, or Derridean corner. At the same time, Skirmishes provides an excellent introduction to the hottest debates in Speculative Realism and Object-Oriented Ontology, a speculative style of philosophy long foreclosed by the biases of mainstream continental thought, but which has turned in recent years into one of the most encompassing philosophies of our time, with a major impact on the arts, humanities, and architecture.Part One considers four prominent books on speculative realism. In dialogue with Tom Sparrow's The End of Phenomenology, Harman expresses agreement with Sparrow's critique while taking issue with Lee Braver's "transgressive realism" as not realist enough.     Abstract: "The term "interest" lacks a precise antonym. In English, we have "disinterested" and "uninteresting," but we want for a term that denotes robust opposition to interest. The same appears to hold true in every other language (as far as we know). Interest's missing antonym reflects not merely a widespread lexical oversight, but a misrecognition of interest's complete and exact meaning. More importantly, the idea that interest has no opposite expresses a certain refusal to acknowledge the power of the impulse to extinguish interest, for the self and for others. Why then do we foreclose interest's possibility, degrade our (and others') capacities to experience interest, and destroy interest's objects? Why do we decline what interest proffers - which includes creative and subjective being, thinking, and relating - in favor of more primitive modes of survival, thoughtlessness, and nonbeing? Why do relationships - with ourselves, with others, with objects - toward which genuine interest draws us seem sometimes, if not often, unbearable? These questions are difficult. Their answers, even more so. Misinterest: Essays, Pensées, and Dreams attempts to approach them in an honest way, without making them fascinating, mysterious, boring, obscurantist, or fascinatingly mysteriously boringly obscurantist. Outwardly, Misinterest is concerned with dreams and forgetting and Eros and soaring dogs and groups and suicidal suburban teenagers and sex and jury duty and Nazis and fathers and hatred and holy parrots and fundamentalists and plagues and other things that may or may not be interesting.     Abstract: The current economic situation has obliged the international donor community to reexamine its stance on the conditionality of development assistance. This study evaluates which controversies persist with respect to aid conditionality, how successful donors have been in stemming the rising tide of aid conditionality of the 1980s and 1990s, and whether the donor community practices what it preaches regarding the allocation of aid based on governance and development criteria. Above all, the report considers how the financial crisis has rendered it increasingly difficult to maintain traditional conditionality frameworks.     Abstract: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

    Abstract: This book challenges the assumption that the major benefits of investment in rural education accrue to traditional agricultural activities, such as staples production. Indeed, rural economies are much more complex than such an assumption would allow and the benefits from education are, therefore, rather dispersed, and vary significantly according to the level of educational attainment achieved. The authors have carried out a survey of rural households in Mexico, taking into account educational levels, not only of the head of household, but also of the other members of the family. That these challenges have still not been adequately taken up has been amply demonstrated by the financial crisis which struck Asian NEEs in mid 1997.     Abstract: This collection of experiences of fiscal decentralisation across a wide range of OECD-Member and non-member economies reveals lessons which are equally of relevance to both groups of countries. A major finding is that fiscal decentralisation is often confused in the latter group of countries with the removal of central-government control over subnational finances. This is a mistake; it may lead to fiscal irresponsibility on the part of local authorities, deteriorating fiscal positions at both levels, and high costs due to duplication of fiscal institutions. The book also finds that insufficient attention has been given to local revenue generation, as opposed to intergovernmental transfers.The issue of fiscal decentralisation in emerging economies is particularly important, because it arises, in part, from a desire to enhance democracy and local accountability. However, the devolution of responsibilities must take place in an atmosphere of transparency, where the local expertise exists to manage budgeting. Serious consideration must be given to revenue sourcing and effective expenditure control. Finally, local spending must match available revenues without becoming an additional strain on central government resources.

    Abstract: This is a book about conflict. In that, it is certainly not alone, but it approaches the problem in three East African countries from the standpoint of economic analysis. The authors have not ignored social, ethnic and historical factors which led to conflict, but have identified economic realities which exacerbate the frictions created by the other factors. These realities include disparities in rural-urban income levels and in health, education and employment, and a system of clientilism which benefits a small group of civil servants to the detriment of the rest of the population. Having identified aggravating economic factors in conflict, the authors proceed to an appreciation of its economic cost, then propose economic policy changes which would tend towards reducing the potential for conflict. One of a series of three volumes, this book concentrates on Kenya, Tanzania and Uganda.

    Abstract: This collection of studies of public attitudes to development co-operation in OECD Development Assistance Committee (DAC) Member countries demonstrates that the concept of "aid fatigue" is misplaced. A serious lack of adequate knowledge about development co-operation, however, is also revealed. The opinions of policy makers are, therefore, overwhelmingly important and development education efforts should be specifically addressed to them. The book also demonstrates that the role of NGOs is important in general development education. Not only do these organisations mobilise their members in the development field, but their activities create a fund of information within their societies. Remarkable progress by both governments and NGOs has been made during the 1990s in improving co-operation domestically and in operational development activities in the field. Most DAC Member countries have significantly increased the involvement of NGOs in their development efforts, and most NGOs have become increasingly effective in their work. The editors conclude that NGOs and governments both need to work towards more and better public and political-level understanding of development efforts. This will require a wide range of complementary activities, some of which are best undertaken by NGOs, and others by government agencies.

    Abstract: More than a decade after Chile moved from a public pay-as-you-go to a private funded pension system, seven more countries in Latin America have reformed their pension systems. This study provides a detailed description of all second-generation pension reforms in Latin America to date, evaluates the first years of operations of the new systems and outlines the problems and challenges which the systems are still facing. The basic common feature of the "second generation" pension reforms in Latin America is a greater role for funded, privately managed pensions. A move towards more funding is currently also discussed in many OECD countries as one possibility to confront the effects of ageing populations on pay-as-you-go pension systems. Thus, the Latin American reform experience is interesting not only for other developing countries about to embark on pension reform but also for policymakers and pension experts in OECD countries and transition economies.

    Abstract: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

    Abstract: What is the impact of political decentralisation in Latin America? This book considers the problems raised by political decentralisation in the region and identifies the challenges ahead. Political decentralisation tends to devolve a certain amount of financial responsibility to the sub-national levels of government, hence potentially destabilising centrally established fiscal and budgetary targets. The question is, thus, a particularly timely one which seeks to reconcile enhanced democratisation with the fiscal rigour demanded by the international marketplace. This book brings together papers presented at the eighth annual meeting of the "International Forum on Latin American Perspectives", sponsored jointly by the OECD Development Centre and the Inter-American Development Bank. The analyses of economic experts are confronted with the real-life experiences of practitioners from a number of Latin American countries, providing the reader with a stimulating exposé of the risks and benefits to economic development of the new decentralising trend. Of particular interest are the so-called "ten commandments" suggested by Ricardo Hausmann as a set of rules which should govern fiscal management in decentralised democracies.
