    Kurzfassung: Governments operate in an increasingly volatile environment, marked by disruptive crises and cross-cutting policy challenges. This context has highlighted the importance centres of government (CoG) in setting up effective co-ordination systems, capable of developing and implementing coherent, whole-of-government responses to immediate threats, while steering the country towards a sustainable and resilient future. This policy paper provides a comprehensive analysis of the current legal, organisational and policy framework and practices in Romania as they relate to policy co-ordination, within the CoG and between the CoG and ministries. It also provides recommendations for consolidating the General Secretariat of the Government's capacity and role in policy development and co-ordination, to improve the coherence of government action and, ultimately, achieve government priorities and commitments.

    Kurzfassung: Generative artificial intelligence (AI) creates new content in response to prompts, offering transformative potential across multiple sectors such as education, entertainment, healthcare and scientific research. However, these technologies also pose critical societal and policy challenges that policy makers must confront: potential shifts in labour markets, copyright uncertainties, and risk associated with the perpetuation of societal biases and the potential for misuse in the creation of disinformation and manipulated content. Consequences could extend to the spreading of mis- and disinformation, perpetuation of discrimination, distortion of public discourse and markets, and the incitement of violence. Governments recognise the transformative impact of generative AI and are actively working to address these challenges. This paper aims to inform these policy considerations and support decision makers in addressing them.

In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.

    Kurzfassung: "Work Requirements reframes the history of work-based social welfare practice as a representational project tasked with shoring up the inherent meaningfulness of work, examining what Todd Carmody calls the "print culture of social welfare" to show how work became an indicator of social deservingness over the late nineteenth and early twentieth centuries. Prior to the emergence of the formal US welfare state, textual projects-from documentary photographs to insurance claims-contributed to the idea that individuals must be engaged in work to deserve social welfare. Progressive charity reformers and advocates of Black industrial education pushed for social welfare reforms to make people with disabilities, poor people, people of color, and incarcerated people into wage-earning citizens. Carmody shows how the bootstrap narrative, Taylorist studies of labor, and nineteenth-century ideas of race and disability fed into a specific ideology about labor-particularly, that someone's willingness to work could be scientifically measured and systematically evaluated-that continues to shape US welfare policy today."

    Kurzfassung: "In Poverty and Wealth in East Africa Rhiannon Stephens offers a conceptual history of how people living in eastern Uganda have sustained and changed their ways of thinking about wealth and poverty over the past two thousand years. This history serves as a powerful reminder that colonialism and capitalism did not introduce economic thought to this region and demonstrates that even in contexts of relative material equality between households, people invested intellectual energy in creating new ways to talk about the poor and the rich. Stephens uses an interdisciplinary approach to write this history for societies without written records before the nineteenth century in which she reconstructs the words people spoke in different eras, using the methods of comparative historical linguistics, overlain with evidence from archaeology, climate science, oral traditions, and ethnography. Demonstrating the dynamism of people's thinking about poverty and wealth in East Africa long before colonial conquest, Stephens challenges much of the received wisdom about the nature and existence of economic and social inequality in the region's deeper past."

While most recent books on the subject focus on Boko Haram, Rage and Carnage in the Name of God avoids concentrating on a phenomenon-specific subject or quasi-ethnographic cases in order to look at broader themes on religion's connection with violence in post-independence Nigeria. Alao traces the evolution of the religions and their connections with the Nigerian society. There are also discussions on how the various conflicts generated by religion have intertwined with national politics, the economic ramifications of the violence, and the ways through which global politics has keyed into the various manifestations"--
    Kurzfassung: In Rage and Carnage in the Name of God, Abiodun Alao examines the emergence of a culture of religious violence in postindependence Nigeria, where Christianity, Islam, and traditional religions have all been associated with violence. He investigates the root causes and historical evolution of Nigeria's religious violence, locating it in the forced coming together of disparate ethnic groups under colonial rule, which planted the seeds of discord that religion, elites, and domestic politics exploit. Alao discusses the histories of Christianity, Islam, and traditional religions in the territory that became Nigeria, the effects of colonization on the role of religion, the development of Islamic radicalization and its relation to Christian violence, the activities of Boko Haram, and how religious violence intermixes with politics and governance.     Kurzfassung: While the COVID-19 pandemic has hit different countries with varying intensity, responding to the crisis has presented an unprecedented challenge to most governments. In this context, evaluations provide critical tools to support real time sharing of lessons on what is working, what is not, what could work and for whom. This paper draws lessons from evaluations that governments have carried out themselves of their COVID-19 responses. It provides a synthesis of the evidence from 67 such evaluations produced in OECD countries during the first 15 months of the pandemic. These first evaluations show that many governments came to similar conclusions, and allow us to identify important insights that can feed into ongoing policy responses to the crisis – as well as increase future resilience.

    Kurzfassung: This paper first identifies Slovenia’s main well-being challenges, namely to boost productivity and increase performance on economic indicators without compromising its low levels of inequalities in wealth and income, and to strive for better human capital outcomes, including health outcomes and adult skills. Second, the paper assesses the welfare impacts of some structural reforms based on the shadow price of employment, which is equal to 3% of household income. The largest welfare impacts stem from: i) a cut in regulation of the energy, transport and communication sectors; ii) an increase in ALMPs; iii) a cut in the average tax wedge on households; iv) a cut in the minimum wage; v) an increase in the number of weeks of maternity leave; vi) a cut in the replacement rate of unemployment benefits.

    Kurzfassung: The form, content and governance of national digital strategies varies significantly across countries, and questions have arisen as to what a national digital strategy should cover and how to govern it. This paper analyses national digital strategies and their governance across countries. It proposes a novel methodology to assess the comprehensiveness of national digital strategies using newly collected policy information and applying the OECD Going Digital Integrated Policy Framework as a benchmark. The resulting indicator – the NDSC – measures national digital strategy comprehensiveness, providing insights into the potential of a country’s national digital strategy to co-ordinate the policies needed to make digital transformation work for growth and well-being. The NDSC is available interactively on the OECD Going Digital Toolkit.

New Perspectives on Well-being and Global Inequality since 1820, presents new estimates of working hours, biodiversity loss, social spending and GDP (accounting for the 2011 round on purchasing power parities) as well as measures of inequalities in wealth, longevity and educational attainment, gender disparities and extreme poverty. A final chapter synthesises the historical evidence included both in the current and previous volume of How Was Life? through composite measures of the average well-being performance of each country, and of different within-country inequality measures. As was the case for the previous volume, this book combines both a historical and a global perspective, presenting estimates since 1820 for 25 major countries and 8 world regions. While this evidence sometimes relies on partial and limited evidence, each chapter in this book assesses the quality of the data used and identifies areas for further historical research. This second volume of How Was Life? is the product of collaboration between the OECD and the OECD Development Centre, on one side, and a group of economic historians gathered around the CLIO-INFRA and Maddison projects, on the other. This book, a collaborative effort by the OECD and the European Commission-Joint Research Centre (EC-JRC) presents a set of new governance and analytical tools, lessons learned from country experiences, and good emerging practices for managing spillover and transboundary effects in the implementation of the 2030 Agenda.

Robert Nichols develops the concept of "recursive dispossession" to describe the critical bind that indigenous activists face when seeking justice for the appropriation of their land: they simultaneously claim that their land was stolen by Anglo settlers, but also that territoriality and property ownership are themselves settler concepts. Putting indigenous thought into conversation with Marxist theory, Nichols argues that property relations under settler colonialism are built upon a structural form of negation, wherein some groups must be alienated from the very property that is being created. Thus, theft precedes and generates property, rather than vice versa, and indigenous claims of retroactive "original ownership" are not contradictory or logically flawed, but rather, gesture back to this very dynamic. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

    Kurzfassung: As modern European empires expanded, written language was critical to articulations of imperial authority and justifications of conquest. For imperial administrators and thinkers, the non-literacy of "native" societies demonstrated their primitiveness and inability to change. Yet as the contributors to Indigenous Textual Cultures make clear through cases from the Pacific Islands, Australasia, North America, and Africa, indigenous communities were highly adaptive and created novel, dynamic literary practices that preserved indigenous knowledge traditions. The contributors illustrate how modern literacy operated alongside orality rather than replacing it. Reconstructing multiple traditions of indigenous literacy and textual production, the contributors focus attention on the often hidden, forgotten, neglected, and marginalized cultural innovators who read, wrote, and used texts in endlessly creative ways. This volume demonstrates how the work of these innovators played pivotal roles in reimagining indigenous epistemologies, challenging colonial domination, and envisioning radical new futures.Contributors.     Kurzfassung: "THE BIRTH OF SOLIDARITY traces the emergence of social welfare legislation through debates about workplace accidents in France. François Ewald shows that with industrialization in the 19th century, workplace accidents became increasingly frequent and complex, and the rise of statistics and insurance shifted ideas about who should be held responsible. Whereas early commentators claimed workers and their patrons were responsible for the consequences of workplace accidents, by 1898 the French government declared that workplace accidents needed to be covered by a state-regulated social security policy. This shift in approach marked the emergence of the modern French welfare state. The book is divided into three parts. In the first, Ewald looks at the 1841 law governing child labor in factories and 1830s court cases concerning workplace accidents to show how these industrial regulations challenged the earlier liberal philosophies involving a social contract, which had assumed individual benevolence as the basis for all social assistance. In contrast, new forms of patronage emerging in the 1840s required French employers to provide compensation for their workers, including pensions, education, and company stores. The second part considers the development of insurance as an outgrowth of the philosophy of Adolphe Quételet, who applied probabilistic calculus to social phenomena, like risk. Ewald shows that insurance gave workers a way to save for the future and the wealthy a guarantee against accidents. The third part looks at legislators' increased focus on social solidarity rather than individual responsibility in the latter half of the 19th century, with the 1898 labor law solidifying the government's role as a regulator acting on behalf of workers, and insurance agents' role in assessing fault and responsibility. Ewald, who had been a Maoist activist during the French student uprising of May 1968, became Michel Foucault's doctoral student and assistant in the 1970s. When Foucault's partner Daniel Defert was commissioned by the French Labour Ministry to do a series of studies on the history of workplace accidents, Defert enlisted Ewald, along with a number of Foucault's other students, to conduct the research. She examines selfhood in light of precolonial Indic traditions of renunciation and realpolitik; action in the constitutive tension between traditional conceptions of karma and modern ideas of labor; the idea of equality as it emerges in the dialectic between spirituality and economics; and people in the friction between the structure of the political party and the atmospherics of fiction and theater. Throughout, Banerjee reasserts the historical specificity of political thought and challenges modern assumptions about the universality, primacy, and self-evidence of the political.     Kurzfassung: "Originally published in Spanish in 2017, Pluriversal Politics theorizes what is possible and real and how our conceptualizations of these notions at different moments in time determine our political practices at both the individual and collective levels. For Arturo Escobar, realities are plural and always in the making, and this manner of theorizing the world has profound political implications for imagining liberation and a world otherwise. The chapters, which were originally written as essays, point towards diverse ontologies- or modes of being in the world -and ultimately offer tools for thinking about what to do in our current planetary crisis, one driven by predatory global capitalism. Escobar moves us toward a pluriversal worldview, or a world where many worlds fit, and gestures at how we can find evidence of these possibilities in social movements, particularly Afro-Colombian and indigenous movements from Colombia. These indigenous movement leaders in Colombia problematize ontologies in defense of their territories, worlds, and modes of existing thereby destabilizing notions of the real and the possible. Most of the essays were originally written in Spanish between 2014 and 2017, and presented in contexts ranging from academic presentations to activist gatherings. Chapter 1 explores diverse examples of the real and the possible, such as those found in ancestral traditions and in other societies as well as those theorized by academics in attempts to destabilize the real. Chapter 2 proposes ways of thinking from the bottom and with the Earth, inspired by the revolutionary Mexican Zapatistas. In chapter 3 Escobar presents a discourse analysis of a statement by the Nasa people of the Northern Cauca region of Colombia to argue for the adoption of a Mother Earth Liberation concept/movement. Chapters 4 and 5, respectively, explore epistemologies of the South and autonomous social theory productions from Latin America. Chapter 6 considers the idea of "living beyond development" and examines relevant experiences in the resistance to development that provide a glimpse into other worlds while chapter 7 considers a radical sustainability strategy for Colombia given the current planetary crisis.     Kurzfassung: The last decade has seen major advances in the measurement of well-being in national statistics – but what are governments doing to incorporate these metrics and frameworks into policy decision making? This paper describes the progress made in many countries on measuring well-being at a national level, and the mechanisms being developed to mainstream both concepts and evidence on well-being into policy settings. In all cases, countries are adopting a multidimensional approach to the measurement of well-being, and several initiatives have been informed by extensive public consultation processes. For seven countries, detailed case studies in the Annex describe the development and implementation of policy mechanisms for integrating well-being evidence: Ecuador, France, Italy, New Zealand, Scotland, Sweden, and the United Kingdom. The paper finds that well-being evidence is applied at several different stages of the policy cycle, from strategic analysis and prioritization to evaluations of policy interventions. In most cases these initiatives are only a few years old, and institutional support will be vital for the durability of these mechanisms over time and through different political cycles.

    Kurzfassung: What are the major economic and social trends in Africa? What is Africa’s role in globalisation? This new annual report presents an Africa open to the world and towards the future. Africa's Development Dynamics uses the lessons learned in the five African regions – Central, East, North, Southern and West Africa – to develop recommendations and share good practices. The report identifies innovative policies and offers practical policy recommendations, adapted to the specificities of African economies. Drawing on the most recent available statistics, this analysis of development dynamics aims to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, and national. Every year this report will focus on one strategic theme. This first edition explores the dynamics of growth, jobs, and inequalities. It proposes ten decisive actions to promote sustainable economic and social development and to strengthen institutions in Africa. This volume also feeds into a policy debate between African Union’s nations, citizens, entrepreneurs and researchers. It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods. This report is the result of a partnership between the African Union Commission and the OECD Development Centre.

    Kurzfassung: Interrelations between Public Policies, Migration and Development in Costa Rica is the result of a project carried out by the Centro Centroamericano de Población (CCP) at the University of Costa Rica and the OECD Development Centre, in collaboration with the Dirección General de Migración y Extranjeria (DGME) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of Costa Rica, but the potential of migration is not fully exploited. One explanation is that, despite the acknowledgement of the links between migration and development in recent legislation and policy, policy makers in Costa Rica do not sufficiently take migration into account in all respective policy areas. Costa Rica therefore needs to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation, to enhance the contribution of migration to development in the country.

    Kurzfassung: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

    Kurzfassung: Interrelations between Public Policies, Migration and Development in the Philippines is the result of a project carried out by the Scalabrini Migration Center (SMC) and the OECD Development Centre, in collaboration with the Commission on Filipinos Overseas (CFO) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of the Philippines, the potential of migration is not fully exploited. One explanation is that, despite its advancement in understanding the link between migration and development which is reflected in the Philippine Development Plan, not all policy makers in the Philippines take migration sufficiently into account in their respective policy areas. The Philippines therefore needs to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country.

The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.

Based on the Korean government reform objectives, this publication discusses how to strengthen evidence-based policymaking in the Korean public administration and, more generally, how to improve public service delivery and results for more inclusive growth. Although Korea is currently in an enviable fiscal situation compared to other OECD and G7 countries, the growing old-age-dependency ratio will inevitably increase budget pressures in the coming years. Concrete actions are therefore needed now to promote greater efficiency and value for money in public spending and public service delivery.

Views on social progress since the Industrial Revolution are largely based on historical national accounting in the tradition of Kuznets and Maddison. But trends in real GDP per capita may not fully reflect changes in other dimensions of well-being such as life expectancy, education, personal security or gender inequality. Looking at these indicators usually reveals a more equal world than the picture given by incomes alone, but has this always been the case? The new report How Was Life? aims to fill this gap. It presents the first systematic evidence on long-term trends in global well-being since 1820 for 25 major countries and 8 regions in the world covering more than 80% of the world's population. It not only shows the data but also discusses the underlying sources and their limitations, pays attention to country averages and inequality, and pinpoints avenues for further research. The How Was Life? report is the product of collaboration between the OECD, the OECD Development Centre and the CLIO-INFRA project. It represents the culmination of work by a group of economic historians to systematically chart long-term changes in the dimensions of global well-being and inequality, making use of the most recent research carried out within the discipline. The historical evidence reviewed in the report is organised around 10 different dimensions of well-being that mirror those used by the OECD in its well-being report How's Life? (www.oecd.org/howslife), and draw on the best sources and expertise currently available for historical perspectives in this field. While in its broadest sense, economic globalisation is as old as trade itself, the recent financial crisis has amplified the complexity associated with the global interconnectedness of the world’s economies and its ramifications on our livelihoods. This publication reviews the major turning points in the history of economic integration, and in particular the pace at which it has accelerated since the 1990s. It also considers its impact in four crucial areas, namely employment, development, the environment and financial stability: does globalisation foster development or create inequality? Does it promote or destroy jobs? Is it damaging to the environment or compatible with its preservation? Are we heading towards de-globalisation or can globalisation in fact enable recovery?

    Kurzfassung: With a total population of 92 million people, near universal literacy and abundant energy resources, Central Asia is an attractive destination for investment and trade. The region is strategically located at the crossroads of Europe and Asia, and surrounded by some of the world’s fastest-growing economies such as Russia, India and China, who are increasingly investing in the region. From 2000 to2009, foreign direct investment flows into Central Asia increased almost ninefold, while the region’s gross domestic product grew on average by 8.2% annually. While Central Asia is endowed with many natural and human resources that could drive its economies to even higher levels of competitiveness, the poor quality of the region’s business environment remains a major obstacle. Key areas for improvement include reinforcing legal and economic institutions; prioritizing the development of the small and medium-sized enterprise (SME) sector; and building the capacity of business intermediary organisations. This Central Asia Competitiveness Outlook examines the key policies that would increase competitiveness in Central Asia and reduce dependence on the natural resource sector, namely through developing human capital, improving access to finance, and capturing more and better investment opportunities. It was carried out in collaboration with the World Economic Forum under the aegis of the OECD Central Asia Initiative, a regional programme that contributes to economic growth and competitiveness in Afghanistan, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan. The Initiative is part of the wider OECD Eurasia Competitiveness Programme.

It is endowed with significant human and resources ranging from the black soil in Ukraine that produces some of the best wheat in the world, to energy reserves in Azerbaijan and unexplored water resources in several countries. However, in spite of recent growth – an average of almost 8% of GDP during 1998-2008 – the region’s productivity levels remain 77% below the world average. The OECD Eastern Europe and South Caucasus Competitiveness Outlook examines the key policies that would increase competitiveness in the countries of the region through developing human capital, improving access to finance for SMEs and creating more and better investment opportunities.

    Kurzfassung: The biological sciences are adding value to a host of products and services, producing what some have labelled the “bioeconomy” and offering the potential to make major socio-economic contributions in OECD countries. Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030. These scenarios are included to stimulate reflection on the interplay between policy choices and technological advances in shaping the bioeconomy. Finally, the book explores policy options to support the social, environmental and economic benefits of a bioeconomy.
