    Abstract: This comprehensive review of Turkey's health care system shows that health status has improved rapidly in Turkey in recent decades, partly as a result of higher health spending. It describes the introduction of an ambitious Health Transformation Programme in 2003 which brought universal health insurance to Turkey in 2008 and has begun the process of public hospital reforms and the rolling out of family-practitioner services throughout the country. Challenges remain, however, including completing the Health Transformation Programme and ensuring that the new health system provides value for money and stays affordable. This report analyses these challenges and sets out policy suggestions aimed at addressing them.

    Abstract: The report analyses the retirement income systems of 18 Asian countries, including Australia, China, India, Indonesia, Pakistan, the Philippines and Vietnam. It says that reform is needed because: coverage of formal pension systems is relatively low; withdrawal of savings before retirement is very common; pension savings are often taken as lump sums and often do not provide people with adequate income over their lifetime; pensions payments are not automatically adjusted to reflect changes in the cost of living. In OECD countries, an average of 70% of the working-age population are eligible for a pension. However in South Asia, just 7.5% of the working-age population are eligible and in East Asia 18%. Furthermore, few countries in Asia/Pacific have social pensions to provide safety-net retirement incomes for people who are not members of formal schemes. Only in India are social pensions significant, with around 10 to 15% of older people covered.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: Water in the Middle East and North Africa region already causes major social and economic problems, resulting from insufficient supply, unreliable services and environmental damage. Per capita availability will fall by half by 2050, water quality is deteriorating, many aquifers are on the verge of exhaustion, and climate change may alter rainfall patterns. Unless current practices change, then, the situation will worsen considerably. For years, water professionals have been advocating comprehensive water reforms. Yet, although most countries have made considerable progress improving water policies and institutions, some of the most important elements of reform have remained politically intractable. Now, a series of factors are emerging that represent a potential opportunity to break this impasse. Turning the potential into real improved water outcomes will depend upon three things. First, developing reform proposals that that respond to the dynamics of the political economy. Second, recognizing that the water sector cannot act alone. Some of the reforms that will have most impact on water outcomes relate to policies such as trade, agriculture, finance, energy, and social protection. Third, implementing policies and practices that increase accountability of government institutions and service providers to the public.

A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

    Abstract: This year's Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person's chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report's main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005-an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development
