    Abstract: Education is a meaningful term. Investments in education are an indispensable prerequisite for individual and social well-being. But what exactly does education or being-educated mean? What kind of human qualities and knowledge are referred to with the term “well- or higher-educated” in its german equivalent “Bildung”? But is “Bildung” really the equivalent of “higher-education” or is the term “Bildung” more or less lost in translation? In this regard, this book provides a lot of relevant definitions and characterizations of “Bildung”, it illuminates historical backgrounds and offers a large number of conceptual clarifications and delimitations. In this regard it is specifically the term “competence” resp. “skills” that has to be explicitly distinguished from “education” resp. “Bildung”. The basic thesis of this book is, that whenever politics, business and science are calling for “higher-education” today, they don’t really desire the emancipated, mature human being, but mostly just competence and skills. Instead of self-reflection and self-awareness, self-development and self-determination, all of which are elementary target dimensions of “Bildung”, it is above all the goal of a self-organized ability to act, the main concern of “competence”, in order to be able to survive on the flexible, competitive labor markets of the "knowledge society". Accordingly, this book also sees itself as a plea for a critical return and re-examination of a comprehensive, "trans-instrumental" and precisely non-economically functional understanding of education. - Bildung ist ein allgegenwärtiger Begriff. Investitionen in Bildung gelten als unverzichtbare Voraussetzung für individuelles wie gesellschaftliches Wohlergehen. Doch was bedeutet Bildung bzw. Gebildet-Sein eigentlich genau? Welche menschlichen Qualitäten, welche Eigenschaften und Kenntnisse werden mit dem Begriff Bildung bezeichnet oder sollten vielmehr damit bezeichnet werden? Dieses Buch stellt diesbezüglich eine Fundgrube einschlägiger Definitionen und Charakterisierungen dar, es beleuchtet eine Fülle geschichtlicher Hintergründe und liefert eine Vielzahl begrifflicher Klärungen und Abgrenzungen. So wird etwa der Frage nachgegangen, in welchem Verhältnis Wissen und Lernen zu Bildung stehen. Es ist jedoch speziell der ebenfalls dauerpräsente Kompetenzbegriff, der hier nicht nur ausdrücklich von Bildung unterschieden wird, sondern dem ein humanistisches und emanzipatorisches Bildungsverständnis geradezu entgegengehalten werden soll. Wenn heute nämlich in Politik, Wirtschaft und auch Wissenschaft von Bildung die Rede ist, so die grundlegende These, ist meistens doch nur Kompetenz gemeint. Anstelle von selbstzweckhafter Selbstreflexion und Selbsterkenntnis, Selbstentfaltung und Selbstbestimmung, allesamt elementare Zieldimensionen von Bildung, geht es heute in erster Linie doch eher um selbstorganisierte Handlungsfähigkeit, dem Hauptanliegen von Kompetenz, um auf den flexiblen, wettbewerbsintensiven Arbeitsmärkten der „Wissensgesellschaft“ bestehen zu können. Entsprechend versteht sich dieses Buch auch als Plädoyer für eine kritische Rück- und Neubesinnung auf ein umfassendes, „transinstrumentelles“ und eben nicht ökonomisch-zweckfunktional enggeführtes Verständnis von Bildung

    Abstract: This definitive study investigates the variations in educational mobility of Turkish second-generation immigrants in France, Austria and Sweden. The findings show that differences are most pronounced in the Austrian education system, can be seen clearly in France and are least pronounced in Sweden. Schnell underscores the importance of both individual characteristics and institutional ones, but the institutional arrangements of education systems are found to matter more for the outcome of this mobility process

Science education is a part of education studies but has developed a unique vocabulary that is occasionally at odds with the ways some terms are commonly used both in the field of education and in general conversation. Therefore, understanding the specific way that terms are used within science education is vital for those who wish to understand the existing literature or make contributions to it. The Language of Science Education provides definitions for 100 unique terms, but when considering the related terms that are also defined as they relate to the targeted words, almost 150 words are represented in the book. For instance, “laboratory instruction” is accompanied by definitions for openness, wet lab, dry lab, virtual lab and cookbook lab. Each key term is defined both with a short entry designed to provide immediate access following by a more extensive discussion, with extensive references and examples where appropriate. Experienced readers will recognize the majority of terms included, but the developing discipline of science education demands the consideration of new words. For example, the term blended science is offered as a better descriptor for interdisciplinary science and make a distinction between project-based and problem-based instruction. Even a definition for science education is included.     Abstract: HIV/AIDS and violence form a twofold epidemic in South Africa. The experience of chronic unemployment and the subsequent inability to live up to a normative concept of male adulthood, to which respectable work is central, supports self-performances which prominently feature the properties of sexual risk behaviour and sexualised violence. In this book the author focuses on the urban space of the township and employs a perspective which combines the subjective experience of male youth transitions with a structural perspective.     Abstract: In 2011, the Bill & Melinda Gates Foundation created the Project Mastery grant program to support competency-based education initiatives in large school systems that serve a high proportion of disadvantaged youth. Competency-based education meets students where they are academically, provides students with opportunities for choice, and awards credit for evidence of learning, not for the time students spend studying a subject. The Foundation asked RAND to evaluate these efforts in terms of implementation, students' experiences, and student performance. This report presents final results from that evaluation, offering an overview of competency-based education and the Project Mastery grant projects and describing the implementation of competency-based educational features under each project.     Abstract: In 2009, the City of New Haven and New Haven Public Schools (NHPS) announced a sweeping K-12 educational reform, New Haven School Change. The district had three primary goals for School Change: (1) close the gap between the performance of NHPS students' and Connecticut students' averages on state tests, (2) cut the high school dropout rate in half, and (3) ensure that every graduating student has the academic ability and the financial resources to attend and succeed in college. Concurrent with School Change, the City of New Haven partnered with the Community Foundation for Greater New Haven, NHPS, and Yale University in 2010 to create New Haven Promise, a scholarship program that aims to improve the college-going culture in the city and postsecondary enrollment and graduation rates of NHPS graduates as a way to enhance the economic development of the city, attract more residents to New Haven, reduce crime and incarceration, and improve residents' quality of life. The 2010-2011 school year marked the first year of a staged implementation for both efforts. In June 2013, the New Haven Promise Board of Directors asked the RAND Corporation to conduct a study to document and describe baseline conditions and early progress of these programs. Researchers worked with state and district data and conducted interviews with Promise Scholars and parents to document early trends and possible areas for improvement. This report and its companion volume document the resulting study

    Abstract: The study addresses the question of how the Kurdistan Regional Government can improve the private-sector labor market in the Kurdistan Region-Iraq (KRI). Doing so will involve creating mechanisms by which job-seekers can develop the right skills and find employers who will hire them, employers can find the employees they need, and the government can create an enabling environment in which the best matches between job-seekers and employers can be made. The study estimates the likely number and education levels of new job-seekers through 2020. It conducts an original, scientific survey to learn about employer perceptions of skill gaps in the KRI. Then, it investigates sectoral employment growth in comparison economies to identify promising growth sectors. Finally, it outlines policy steps for the government to take to improve the functioning of the private-sector labor market

In this volume, Martin Weller examines four key areas that have been central to the developments within open education: open access, MOOCs, open education resources and open scholarship. Exploring the tensions within these key arenas, he argues that ownership over the future direction of openness is significant to all those with an interest in education

The findings show that differences are most pronounced in the Austrian education system, can be seen clearly in France and are least pronounced in Sweden.     Abstract: This publication is the result of a baseline study of the state of the higher education systems in the five Portuguese speaking countries in Africa (PALOP): Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe. The project was undertaken by an African international expert in the field of higher education studies and was fully sponsored and supported by the Association for the Development of Education in Africa (ADEA). The main objective of this baseline study is to map the landscape and dynamics of change in the higher education systems of PALOP countries. It focuses on describing the latest developments of trends of expansion, financing, governance and policy reforms closely linked to the development of higher education systems in these countries.     Abstract: Skills are central to Austria’s future prosperity and the well-being of its people. The OECD Skills Strategy Diagnostic Report: Austria identifies 14 skills challenges for Austria. The project and this report build on both the insights from workshops as well as latest international comparative analysis from OECD and national sources. The report provides cases illustrating how other countries have tackled similar challenges, which can be used as input to potential policy options on how to tackle these challenges. The challenges are described under each of the main pillars of the OECD Skills Strategy. The first 11 challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions which strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

Este informe nuevo de la OCDE se centra en cómo cerrar dichas brechas, de la mejor manera, bajo cuatro amplios temas: 1) igualdad de género, normas sociales y políticas públicas; 2) educación; 3) empleo; y 4) emprendimiento. Mensajes de políticas clave: -Una mayor igualdad de género en el logro escolar tiene un fuerte efecto positivo en el crecimiento económico; -Los estereotipos necesitan ser abordados, desde una edad temprana, en las posibles opciones educativas. Por ejemplo, al adaptar las estrategias y los materiales de enseñanza para incrementar el interés de los niños en la lectura y de las niñas en las matemáticas y la ciencia; motivar más a las niñas y orientarlas a los cursos de ciencia, ingeniería y matemáticas en la educación superior; y a buscar empleo en dichos campos; -El cuidado infantil de calidad y a precio asequible es un factor clave para una mayor igualdad en el empleo. Pero el cambio también debe suceder en el hogar dado que las tareas domésticas y el cuidado se reserva aún a las mujeres en muchos países.     Abstract: This book finds that, in many ways, Northern Ireland stands out internationally with its thoughtfully designed evaluation and assessment framework. The major components are well developed, in particular policies for student assessment, school evaluation and school system evaluation. It has been developed using the majority of key design principles recommended by the OECD. The approach to evaluation and assessment combines: central control over policy development and standard setting; transparency over procedures and reporting of results; an increasing responsibility for the implementation of evaluation and assessment among teachers and schools; and central mechanisms to monitor the effectiveness of implementation. For example, while schools and their Boards of Governors are accountable for their educational quality and are accountable to their communities, school development planning processes are also monitored as part of external school evaluation by a central inspectorate. Teachers play a central role in student assessment and their assessment of pupil progress against central standards is moderated by a central agency which engages working teachers in the process. Teachers in primary schools are offered central diagnostic tests to support their assessment of pupil progress. Only teacher appraisal remains entirely school based, but there is a set of common competence standards for teachers.

    Abstract: This third volume of PISA 2012 results explores students’ engagement with and at school, their drive and motivation to succeed, and the beliefs they hold about themselves as mathematics learners. The volume identifies the students who are at particular risk of having low levels of engagement in, and holding negative dispositions towards, school in general and mathematics in particular, and how engagement, drive, motivation and self-beliefs are related to mathematics performance. The volume identifies the roles schools can play in shaping the well-being of students and the role parents can play in promoting their children’s engagement with and dispositions towards learning. Changes in students’ engagement, drive, motivation and self-beliefs between 2003 and 2012, and how those dispositions have changed during the period among particular subgroups of students, notably socio-economically advantaged and disadvantaged students, boys and girls, and students at different levels of mathematics proficiency, are examined when comparable data are available. Throughout the volume, case studies examine in greater detail the policy reforms adopted by countries that have improved in PISA.

Les enseignants du primaire travaillent en général dans des établissements où les chefs d’établissement font plus souvent état, par comparaison avec le deuxième cycle du secondaire, d’un manque de matériel et/ou de personnel pouvant diminuer la capacité de leur établissement à offrir un enseignement de qualité. En outre, dans de nombreux pays, les établissements présentant un fort pourcentage d’élèves défavorisés sur le plan socio-économique font face à des pénuries de ressources clés plus importantes, ce qui vient s’ajouter au contexte déjà difficile dans lequel s’inscrivent les élèves et les enseignants de ces établissements.

    Abstract: Rising levels of tertiary attainment seem not to have led to an “inflation” eroding the labour-market value of qualifications. However, tertiary graduates have the highest relative earnings advantage when they live in a country with low tertiary attainment rates. On average, compared to those with an upper secondary education, tertiary-educated adults earn about 1.6 times more than their peers, while individuals without an upper secondary education earn 24% less. Higher educational attainment and literacy skills increase earnings, but the advantages are more pronounced for men than for women and seem to increase as adults get older. The crisis has widened the wage gap between less educated and highly educated individuals: across OECD countries, the average difference in earnings from employment between these two groups increased from 75 percentage points in 2008 to 79 percentage points in 2012. Qualifications are more rewarded than skills: attaining a higher level of education has a stronger positive impact on earnings than better literacy proficiency.

    Abstract: Excellence in education without equity risks leading to large economic and social disparities; equity in education at the expense of quality is a meaningless aspiration. The most advanced education systems now set ambitious goals for all students, focusing on both excellence and equity. They also equip their teachers with the pedagogic skills that have been proven effective and with enough autonomy so that teachers can use their own creativity in determining the content and instruction they provide to their individual students. The fourth International Summit on the Teaching Profession brought together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by PISA (the OECD Programme for International Student Assessment ). Their aim was to discuss equity, excellence and inclusiveness in education by exploring three questions: • How are high-quality teachers developed, and how do schools with the greatest need attract and retain them? • How can equity be ensured in increasingly devolved education systems? and • What kinds of learning environments address the needs of all students?     Abstract: This first volume of PISA 2012 results summarises the performance of students in PISA 2012. It describes how performance is defined, measured and reported, and then provides results from the assessment, showing what students are able to do in mathematics. After a summary of mathematics performance, it examines the ways in which this performance varies on subscales representing different aspects of mathematics literacy. Given that any comparison of the outcomes of education systems needs to take into consideration countries’ social and economic circumstances, and the resources they devote to education, the volume also presents the results within countries’ economic and social contexts. In addition, the volume examines the relationship between the frequency and intensity of students’ exposure to subject content in school, what is known as “opportunity to learn”, and student performance. The volume concludes with a description of student results in reading and science. Trends in student performance in mathematics between 2003 and 2012, in reading between 2000 and 2012, and in science between 2006 and 2012 are examined when comparable data are available. Throughout the volume, case studies examine in greater detail the policy reforms adopted by countries that have improved in PISA.

    Abstract: This report evaluates the education reform agenda of Kazakhstan – its feasibility and focus – by taking stock of present-day strengths and weaknesses of the secondary education system.     Abstract: How can mathematics education foster the skills that are appropriate for innovative societies? Mathematics education is heavily emphasised worldwide, nevertheless it is still considered to be a stumbling block for many students. While there is almost a consensus that mathematics problems appropriate for the 21st century should be complex, unfamiliar and non-routine (CUN), most of the textbooks still mainly include routine problems based on the application of ready-made algorithms. The time has come to introduce innovative instructional methods in order to enhance mathematics education and students’ ability to solve CUN tasks. Metacognitive pedagogies can play a key role in this. These pedagogies explicitly train students to “think about their thinking” during learning. They can be used to improve not just academic achievement (content knowledge and understanding, the ability to handle unfamiliar problems etc.) but also affective outcomes such as reduced anxiety or improved motivation. This strong relationship between metacognition and schooling outcomes has implications for the education community and policy makers. This book is designed to assist practitioners, curriculum developers and policy makers alike in preparing today’s students for tomorrow’s world.

    Abstract: In a growing revisionist tradition, comparative educational scholars challenge conventional assumptions about quality education as a singular undertaking dominated by standardised assessments and globalisation influences. The contributors to this volume illustrate the complexities and global dimensions of educational quality that emerged in their research. Several chapters critique educational reforms employing assessments aligned to global standards and large scale assessments, revealing how considerations of contextual factors, internal needs and local traditions are essential for developing a quality curriculum or for overhauling a national education system. Most chapters interrogate the uses and misuses of standardised assessment results. The contributors reveal the importance of asking critical questions about quality education: how to access it and for what purposes; what contextual and cultural factors are important; what implementation issues and local-level realities must be considered for true understanding of standardized assessment results; what content, skills and values are necessary and desirable ingredients; what roles teachers and administrators play; and what benefits accrue in terms of outcomes for employment and labor market needs or for achieving autonomy and stakeholder participation. Critiques of narrow interpretations of standardised assessment data contrast with research-based evidence that participation in large scale assessments such as PISA, TIMSS and PIRLS can indeed be beneficial to identify needed reform refinements and implementation shortcomings. Specific country cases include Brazil, Canada, the United States, Spain, Portugal, Ukraine, Kyrgyzstan, and the Philippines. Other chapters provide insights on quality education issues worldwide.     Abstract: The quality, resourcing and accessibility of healthcare is a key issue facing societies in the 21st century. Despite the system delivery focus of these factors it is critical to remember that healthcare is a human service and as such, people need to be placed at the centre of healthcare systems and processes. To do this we need to improve the way that people are valued and involved in healthcare practices. Professional relationships lie at the heart of such practices. This book illuminates and challenges professional healthcare relationships. The authors examine the nature, context and purpose of healthcare relationships, explore models through which these relationships are enacted, developed and critiqued, and provide narratives of health practice relationships in action. These narratives reveal how health practice relationships are experienced and created in real-world situations. The various chapters generate a range of implications and recommendations for healthcare practice and systems and for the education of health professionals. This is a book for practitioners, educators, clients, members of the community, advocacy and agency groups, regulatory bodies and those with power to shape the future direction of healthcare.     Abstract: This book examines the experiences of four Conservatory style trained actors, who go onto complete teacher education programs. In keeping with a/r/tography this research uses social science methods and creative methods of data collection. Interviews and reflective writing about the participant’s educational and experiential backgrounds are complimented by the writing of monologues. Themes from the data collected during interviews, reflective writing and monologues led to the understandings that: there is a connection between developing consciousness and having a noetic experience; actor-teachers want to talk about their noetic experiences; residue is an a/r/tographic rendering used to describe the way that having an illuminating experience in theatre school affected the participants; and an immanent curriculum can be understood by theatrical engagement. In addition to exploring the interview data and monologues, time is spent understanding the works of Antonin Artaud, a prolific theatre artist and a/r/tography, a method of arts-based research. This theoretical and tographical investigation leads to the creation of Interludes. These Interludes, theorized as rhizomatic curricular offshoots, allow for multiple entry points into these new understandings and provide an example of how to bring together artful inquiry into an academic arena.     Abstract: Although we live in an era of multiple identities and belongings, origins still seem to matter. For most people origins are obvious and transparent. We all come from somewhere. Yet talking about one’s origins can be highly sensitive and problematic depending on our roles, emotions, interlocutors and contexts.     Abstract: How higher education institutions are managed is one of the most decisive factors in achieving institutional goals. The key role that university governance plays in the improvement of education quality has been the focus of attention in MENA economies since 2009. In this article, the authors present the findings of a screening tool developed as a benchmarking exercise that assesses the extent to which universities in the MENA region are following governance practices aligned with their institutional goals and international trends, and monitors their progress over time. They present the results of testing the methodology of the screening tool in a sample of universities in Egypt, Morocco, the PalestinianAuthority and Tunisia comparing them across five dimensions: 1) context, mission and goals; 2) management orientation; 3) autonomy; 4) accountability; and 5) participation. The findings highlight vivid differences, especially notable in between private and public institutions.

    Abstract: Over the past two decades, many colleges and universities established physical presences in foreign countries. The development of such foreign educational outposts has meant that institutions have had to learn how to manage across geopolitical borders. This study used interviews with senior officials at institutions operating one or more international branch campuses to identify the three primary areas of oversight of concern to multinational universities: faculty, curriculum and finances. In each of these areas, the authors identify differing managerial strategies used by institutions and explore how these strategies relate to whether the branch is viewed as an integrated or separated component of the institution’s governance structure.

    Abstract: Across countries and economies participating in the OECD Teaching and Learning International Survey (TALIS), a majority of teachers report receiving feedback on different aspects of their work in their schools. Teacher feedback has a developmental focus, with many teachers reporting that it leads to improvements in their teaching practices, and other aspects of their work. However, not all feedback is seen as meaningful: nearly half of the teachers across TALIS countries report that teacher appraisal and feedback systems in their school are largely undertaken simply to fulfil administrative requirements. Teachers who consider that they receive meaningful feedback on their work also tend to have more confidence in their own abilities and to have higher job satisfaction.

    Abstract: Teachers’ salaries increased in real terms between 2000 and 2011 in virtually all OECD countries, but mostly remain below those of other tertiary-educated workers. Statutory salaries for lower secondary school teachers with 15 years of experience are 35% higher than starting salaries in OECD countries. Among OECD countries, education systems that pay teachers more relative to their national income per capita tend to perform slightly better in mathematics as shown by the PISA study. An increasing number of countries are now targeting salary increases to attract high-level graduates in the profession, to retain the best teachers or to assign the most experienced teachers to disadvantaged schools.

Un nouvel inscrit sur trois y choisit une formation en sciences sociales, commerce ou droit. L’égalité entre les sexes est presque acquise dans la plupart des domaines d’études, notamment dans le domaine des sciences sociales et des services ; toutefois, d’importants écarts subsistent entre hommes et femmes dans les domaines de l’informatique et de l’ingénierie (à dominante masculine), et de la santé, de la protection sociale et de l’éducation (à dominante féminine). Dans les pays de l’OCDE, près d’un étudiant en mobilité internationale sur quatre suit une formation dans le domaine du commerce et de l’administration (23 %). Le pourcentage d’étudiants en mobilité internationale est plus faible, en général, dans les domaines débouchant sur les professions de la fonction publique, tels que l’éducation (3 %) ou la santé et la protection sociale (9 %).
