    Abstract: This open access book is one of the first academic works to comprehensively analyse the dilemma concerning global content governance on social media. To date, no single human rights standard exists across all social media platforms, allowing private companies to set their own rules, values and parameters. On the one hand, this normative autonomy raises serious concerns, primarily around whether companies should be permitted to establish the rules governing free speech online. On the other hand, if social media platforms simply adopted international law standards, they would be compelled to operate a choice on which model to follow, and put in place mechanisms to uphold these general standards. This book examines this topic from a multidisciplinary perspective, drawing from the expertise of the authors in law, political science and communication studies. It provides a carefully reconstructed theory of the content governance dilemma, as well as pragmatic solutions for companies and policymakers.     Abstract: Seit dem Mord an George Floyd durch den Polizeieingriff in den Vereinigten Staaten im Mai 2020 und der daraus erwachsenen (Social Media-)Bewegung #blacklivesmatter hat auch die Beschäftigung mit den verschiedenen Formen von Rassismus in Deutschland zugenommen. Konnte der Begriff vor wenigen Jahren in wissenschaftlichen wie öffentlichen Diskursen weitgehend nur schwierig oder selten genutzt werden, hat er sich inzwischen hierzulande auch als Gegenbegriff zur globalen Wirkmächtigkeit rechter Ideologien, die besonders Identitätskategorien zur Legitimation mörderischer Gewalt heranziehen, sowie im Kontext globaler Diversifizierungsmaßnahmen im Diskursmainstream durchgesetzt. Dieser Erfolg des Begriffs lässt auch die filmischen Produktionen zu Themen von Menschenfeindlichkeit, die auf Repräsentationskategorien basieren, in einem neuen Licht erscheinen. Filme zu Themen des Rassismus versuchen, Aufklärungsarbeit im Sinne anti-rassistischer Praxis zu leisten, während beispielsweise propagandistische Videos rechter und dschihadistischer Kreise zur (re-)produktiven Verhandlung von Rassismus beitragen. Andererseits lassen sich Filme, die scheinbar nichts mit Rassismus zu tun haben, bei einem genaueren analytischen Blick sehr wohl als Verstärkungs-, Reproduktions- oder Verschleierungsakteure von Rassismen verstehen. So sind Filme immer schon im Sinne von (Un-)Sichtbarkeitsmaschinen dazu geeignet, soziale Verhältnisse zu veräußerlichen und so ungedachte Zusammenhänge zu denken. In dieser argumentativen Bi-Perspektivität – Sichtbarwerden der Rassismusdiskurse und Filme als Sichtbarkeitsmedien sozialer Verhältnisse – geht der vorliegende Sammelband Diskursformen des Rassismus, seiner Filmkulturen und Möglichkeiten des (anti-rassistischen) Widerstands besonders/aber nicht nur im deutschsprachigen Kontext nach. Daran schließen sich folgende Fragen an: Wie sieht der Zusammenhang von (fiktionalen) Filmen und Formen des Rassismus in Film-kulturen aus?     Abstract: Inwieweit das Programmangebot der Volkshochschulen die Medienkompetenz und digitale Teilhabe der Teilnehmenden fördert, untersucht Jan Hellriegel in seiner Dissertation. Die Arbeit basiert auf einer Fallstudie mit vier Volkshochschulen in Rheinland-Pfalz. Kernstück ist eine Programmanalyse unter dem Aspekt der Medienkompetenzförderung. Zudem wurden anhand von Interviews mit VHS-Leitungen und hauptamtlich pädagogischen Mitarbeitenden Faktoren ermittelt, die die Programmplanung beeinflussen. In den Ergebnissen wird deutlich, dass dem Auftrag, die Medienkompetenz der Teilnehmenden zu fördern in den VHS-Programmen nicht angemessen Rechnung getragen werden kann. Bezüge finden sich vorrangig im Kontext beruflicher Mediennutzung, während eine kritische Auseinandersetzung mit Medien und digitaler Transformation nur selten Platz im Programm findet. Hier Schwerpunkte zu setzen, ist ein bislang nicht erfüllter, aber notwendiger Bildungsauftrag der VHS zur digitalen Teilhabe für alle in einer demokratisch verfassten Gesellschaft. Gründe für diese Defizite sieht Hellriegel unter anderem in der Abhängigkeit der Volkshochschulen von Teilnahmegebühren.     Abstract: Both Narratology and Digital Humanities look back on a remarkable history of research and progress. One after the other, the narratological and the digital research communities evolved into large international and interdisciplinary networks. While cooperation between the two disciplines would be possible and beneficial in many areas, they often still work in parallel rather than together. A workshop at Hamburg University brought together Literary Studies researchers from Narratology and from Digital Humanities to (a) discuss requirements for and possibilities of a digital operationalisation of analytical categories from Narratology and Literary Studies and (b) theoretically reflect upon possible connections between more traditional and digital approaches. The present volume combines the workshop contributions from both disciplines and thus attempts to further the bridge-building and dialogue

    Abstract: The text Miq?at Ma?a?e Ha-Torah, Some of the Works of the Torah (4QMMT), is one of the most interesting texts among the famous Dead Sea Scrolls discovered near the settlement of Khirbet Qumran and its vicinity in the middle of the twentieth century and by now published in full. It is a writing in the form of a letter by an unknown author to an equally unknown addressee, written in second person singular and plural. This document is the earliest evidence of a proper interpretation of the Jewish Torah, the so-called Halakhah, from pre-Christian, Hellenistic times as it later became customary and widely attested in rabbinical Judaism. This volume - after a short introduction on the findings at the Dead Sea in general and the text Miq?at Ma?a?e Ha-Torah in particular - provides a new edition and translation as well as several contributions from renowned scholars on the manuscripts, the language and content plus literary and historical contexts of this writing

    Abstract: During the Russian Revolution and Civil War, amateur theater groups sprang up in cities across the country. Workers, peasants, students, soldiers, and sailors provided entertainment ranging from improvisations to gymnastics and from propaganda sketches to the plays of Chekhov. In Revolutionary Acts, Lynn Mally reconstructs the history of the amateur stage in Soviet Russia from 1917 to the height of the Stalinist purges. Her book illustrates in fascinating detail how Soviet culture was transformed during the new regime's first two decades in power. Of all the arts, theater had a special appeal for mass audiences in Russia, and with the coming of the revolution it took on an important role in the dissemination of the new socialist culture. Mally's analysis of amateur theater as a space where performers, their audiences, and the political authorities came into contact enables her to explore whether this culture emerged spontaneously "from below" or was imposed by the revolutionary elite. She shows that by the late 1920s, Soviet leaders had come to distrust the initiatives of the lower classes, and the amateur theaters fell increasingly under the guidance of artistic professionals. Within a few years, state agencies intervened to homogenize repertoire and performance style, and with the institutionalization of Socialist Realist principles, only those works in a unified Soviet canon were presented

    Abstract: Following the formation of the German National Socialist Party in the 1920s, various forms of sound (popular music, voice, noise and silence) and media technology (radio and loudspeaker systems) were configured as useful to the party's political programme. Focusing on the urban "soundscape" of Düsseldorf, the author makes a persuasive case for investigating such sound events and technological devices in their specific contexts of production and reception. Nazi Soundscapes identifies strategies for controlling space and reworking identity patterns, but also the ongoing difficulties in manipulating mediated sounds and the spaces of listening reception, whether in the home, workplace, the cinema, public rituals or with wartime siren systems. The study revises visualist notions of social control, and reveals the disciplinary functions of listening (as eavesdropping) as well as the sonic dimensions to exclusion and violence during Nazism. An essential title for everyone interested in the links between German political culture, audiovisual media and urban history, Nazi Soundscapes provides a fascinating analysis of the cultural significance of sound between the 1920s and early 1940s.     Abstract: Current economic growth strategies around the world are rapidly depleting natural resources and eco-systems. Just Transitions provides an overview of these challenges from a Global South perspective. How do developing countries eradicate poverty via economic development, while encountering the consequences of global warming and dwindling supplies of clean water, productive soils, cheap oil, minerals and other resources? How do they address widening inequalities, as well as the need to rebuild ecosystem services and natural resources? This book considers a just transition, which reconciles the sustainable use of natural resources with a pervasive commitment to sufficiency (where over-consumers are satisfied with less so that under-consumers can secure enough). It synthesises a range of different literatures to illuminate new ways of thinking from a sustainability perspective. It rethinks development with special reference to the greening of the developmental state, explores the key role that cities could play in the transition to a more sustainably urbanised world, highlights the neglect of soils and examines the potential of sustainable agriculture to feed the world. Case studies drawn from Africa detail the challenges, but they are set in the context of global trends. The authors conclude with their experience of building a community that aspires to live sustainably

The Browne report advocates, in effect, the privatisation of higher education in England. With the proposed removal of the current cap on student fees and the removal of state funding from most undergraduate degree programmes, universities are set for a period of major reorganisation not seen since the higher education reforms in the 1960s.     Abstract: Die Darstellung der Institution »ältere Privatdozentur« im ersten Teil wird im zweiten Band durch biographische Skizzen von 32 Privatdozenten des Sommersemesters 1812 ergänzt. Sie verdeutlichen, dass die Privatdozentur nur für wenige eine Pflanzschule künftiger Professoren war, als die sie der Göttinger Orientalist Michaelis 1773 bezeichnete - nur sechs Privatdozenten erreichten eine Professur. Der Regelfall war ein nicht habilitierter Privatlehrer ohne Berufungsaussicht, der mit seinem Zweitberuf den gehaltlosen Privatdozenten in sich ernährte. Das Karrierespektrum in der gewählten Stichprobe ist weit gefächert: es reicht von dem bedeutenden Arabistikprofessor G. W. Freytag an der Universität Bonn bis zum örtlichen Notar J. G. Quentin, der am Rande des akademischen Proletariats stand, bis hin zu dem jung dahingegangenen Autor Ernst Schulze, der für Cäcilie Tychsen einfühlsame Poesie schrieb und posthum zu einem Lieblingsdichter seiner Zeit wurde. Die Stichprobe schließt den Friseurgesellen Ch. Focke ein, der sich zum Mathematikdozenten aufschwang, sowie den Musicus J. N. Forkel, einen Mitbegründer der Musikwissenschaft. Die Arbeit beruht vor allem auf den Akten des Universitätsarchivs und führt daher viele Aspekte des alltäglichen Mit- und Gegeneinanders an der Georgia Augusta auf, die im ausführlichen Personen- und Sachregister aufgeführt sind.     Abstract: Dieses zweibändige Werk beleuchtet erstmals umfassend die Geschichte der Privatdozentur an der Georg August-Universität in Göttingen von ihrer Frühzeit bis zum Erlass der ersten selbständigen »Habilitationsordnung« im Jahr 1831. Eingehend untersucht sie eine Stichprobe der Privatdozenten des SS 1812. Damals lehrten über 70% der Privatdozenten ohne Habilitation auf Basis ihrer Promotion als lesende Doktoren oder als Magister legens. Der erste Band bietet eine detaillierte Untersuchung des bisher nicht erforschten Promotionswesens der vier Fakultäten und geht auf die Disputationspraxis ein. Wie promovierte man in einer Zeit, in der alles auf Latein abgemacht wurde: die Thesen und/oder Dissertation, das Rigorosum des Examens und die Inauguraldisputation? Für die Habilitation war nur eine weitere Disputation notwendig. Zwar war die Georgia Augusta um 1800 die wohl bedeutendste Universität ihrer Zeit, aber ihre Regelungen zur Promotion und Habilitation und die eingehend untersuchte »Observanz« der Prüfungspraxis waren nicht selten zweierlei. Die Arbeit beruht vor allem auf den Akten des Universitätsarchivs und führt daher viele Aspekte des alltäglichen Mit- und Gegeneinanders an der Georgia Augusta auf, die im ausführlichen Personen- und Sachregister aufgeführt sind. Abgerundet werden die Einsichten in den akademischen Alltag durch den Blick auf andere Universitäten: von Salamanca, zu dessen Promotionsbräuchen auch der Stierkampf gehörte, bis hin zur Erfurter Universität, an der man eine Promotion kaufen konnte und darüber hinaus auf W. von Humboldts Neugründung, die sich 1810 am östlichen Horizont zeigte

    Abstract: Franz Mayr was "one of the most interesting of catholic missionaries in Southern Africa" states Professor Joy Brain ("University of Durban") in the foreword she wrote for this first edition of his writings. Mayr was born in the Austrian province of Tyrol in 1865, educated as a priest in the diocese of Brixen and arrived in Natal (South Africa) at the beginning of May 1890, inspired by the work being done there by the Trappist-Monks led by Abbot Franz Pfanner. Mayr was physically handicapped and soon left the trappists but just to offer his services to the vicar apostolic of Natal, Bishop Charles Jolivet, who accepted him for work among the African population. He was sent to Pietermaritzburg then capital of the British colony to take over the care of the African parishioners to bring the "good news" to those who had never heard it. He founded several new mission-stations in Natal, Southern Rhodesia (present day Zimbabwe) and Swaziland where he was killed by a native robber in 1914. Mayr - a man of many talents - was a gifted linguist, studied and published books in several African languages. He was interested in cultural anthropology and collected information about African customs. It is now more than a hundred years since Franz Mayr began his work of evangelisation and scholarship in Southern Africa. Publishing his letters and articles - kept by several archives in Europe - should help to remember a man of the Habsburg-Monarchy who went to preach the gospel to the so called heathen of Africa.     Abstract: Als "einen der interessantesten katholischen Missionare im Südlichen Afrika" bezeichnet die Historikerin Joy Brain den Tiroler Priester Franz Mayr in ihrem Vorwort zu dieser umfangreichen Quellenedition. Die gesammelten, aus zahlreichen Archiven im In- und Ausland stammenden Schriften Mayrs, umfassen Briefe, Tagebucheinträge, Auszüge aus Chroniken, seine in Missions- und ethnologischen Zeitschriften und Tageszeitungen erschienenen Artikel sowie zahlreiche zeitgenössische Photographien. Obwohl unser Land bzw. die Habsburger-Monarchie selbst keine Kolonien auf diesem Kontinent besaß, wirkte doch eine beträchtliche Anzahl von ihnen u. a. in katholischen Stationen. Ihre Rolle in der Interaktion mit der einheimischen Bevölkerung und die Wirkung ihrer Missionsartikel auf das Afrikabild ist bisher nahezu unerforscht geblieben. Mayr war nur einer jener Österreicher und Österreicherinnen, die im Zuge der katholischen Missionseuphorie des 19. und beginnenden 20. Jahrhunderts ausreisten, um Afrikaner und Afrikanerinnen zum Christentum zu "bekehren". Er wurde 1865 in der Osttiroler Gemeinde Nussdorf geboren und verbrachte seine Gymnasialzeit in Brixen, wo er auch das Priesterseminar absolvierte. Ab 1890 wirkte er in der ehemaligen britischen Kolonie Natal (Südafrika), in Südrhodesien (heutiges Zimbabwe) und in Swaziland, wo er 1914 einem Mordanschlag zum Opfer fiel. Unter seiner Leitung entstanden mehrere Missionsstationen u. a. das Projekt "Maryvale", ein Dorf für die einheimischen katholischen Zulus, heute ein Stadtteil von Pietermaritzburg.
