    Abstract: In this book, Lori Latrice Martin demonstrates how racial realism is a key concept for understanding why and how black people continue to live between a cycle of optimism and disappointment in the United States. Central to her argument is Derrick Bell’s work on racial realism, who argued that the subordination of black people in America is permanent. Racial Realism includes historical topics, such as Reconstruction, race in the 20th century, and recent events like #BlackLivesMatter, the COVID-19 pandemic, and the killing of George Floyd. As the author lays out, at various times in American history, black people felt a sense of hopefulness and optimism that America would finally extend treasured American values to them only to find themselves marginalized. History shows that black people have had their expectations raised so many times only to find themselves deeply disappointed.

    Abstract: Was können feministische Perspektiven für die kritische Erforschung von Sicherheit(spolitiken) leisten? Die AutorInnen zeigen mit theoretischen und empirischen Beiträgen die Stärke und Wichtigkeit einer geschlechtssensiblen Perspektive auf das Thema der Sicherheit, welche auch über die politikwissenschaftliche Debatte hinausreicht. Dabei hinterfragen die Autorinnen tradierte Sicherheitskonzeptionen und erweitern das Verständnis von Krieg, Gewalt und Sicherheit, indem sie die Geschlechterverhältnisse einbeziehen. Besonders die Bedeutung von Ökonomie, Recht und Flucht wird im Zusammenhang von Geschlecht und Sicherheit berücksichtigt. Ferner ergänzen sie die bislang verhaltene deutschsprachige Diskussion um internationale Perspektiven. Der Sammelband besteht aus einem einleitenden Teil und drei inhaltlich gegliederten Teilen: Die beiden einführenden Beiträge fächern die Themengebiete und Fragestellungen auf, die aus der Verknüpfung von Sicherheitsstudien und Geschlechterstudien hervorgehen. Im ersten inhaltlichen Teil des Bandes werden die Herausforderungen einer feministischen Perspektive auf Sicherheitsfragen aufgrund struktureller, vor allem politisch-ökonomischer Analysen deutlich. Unter dem Titel ‚Sicherheit, Recht und Advocacy’ widmet sich der zweite Teil des Bandes der Rolle des Rechts in der Umsetzung von Sicherheit in Konflikt- und Postkonfliktgesellschaften. Die Beiträge im dritten Teil beschäftigen sich mit Flucht, Migration und sexualisierter Gewalt.

    Abstract: "Global decarbonization is humanity's most pressing challenge. Powering Empire offers the first historical roadmap charting how the world was carbonized. It also jettisons some misleading yet prevalent myths and clears impediments to this task. One is the naïve assumption that we are currently living in the age of oil, or even post-oil, and that coal fumes are a thing of the past. Quite the reverse! This is still the age of coal and much of what we associate with oil rests upon the foundations of coal. We must also overturn the conjecture that global carbonization started in Western Europe and then spread to the rest of the world. Settings like the Ottoman Empire were early arenas for testing and adopting coal and steamships. The steamer-friendly corridors running between Europe and Asia--which would become the "Middle East"--stimulated British industrialization and imperial expansion simultaneously. Finally, we must resist the control of energy on all things fossil: the globalization of the hydrocarbon economy cannot be reduced to considerations of fueling alone. Coal depots were also created as a pretext for imperial land grab, out of concerns about ballasting, and stemmed from aspects of coal that had little to do with its combustion. This book, therefore, reveals a thickening carbon-intensive entanglement of energy and empire, of Western and non-Western powers, thereby excavating unfamiliar resources--from Islamic risk-aversion, through Ottoman attitudes to the underground, to Gandhian vegetarianism--for a climate justice that relies on a more diverse ethical repertoire."

    Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. Some governments have reverted to it to defend the legality of transforming the constitutional order through procedures not contemplated in the constitution's amendment rule, but considered participatory enough to be equivalent to 'the people in action', and these0attempts have sometimes been sanctioned by courts. 0

Man könnte meinen, dass der Schock des Massenmordes heilsam war, doch Antizionismus und rechte Ideologien dringen seit Jahren mit antisemitischem Gepäck in die Mitte der Gesellschaft vor und bereiten den Boden für neue Gewalt.     Abstract: Dass es in Deutschland mehr Grund zum Diskurs über Antisemitismus gibt als irgendwo sonst in der Welt, dass es einen Schlussstrich unter die Verbrechen der deutschen Vergangenheit nie geben kann, versteht sich als historische, politische und moralische Notwendigkeit. Immer öfter aber erheben Aktivisten und Interessierte aus Medien und Politik den Antisemitismus-Vorwurf und fordern lautstark Deutungshoheit ein. Meinungsstärke, Durchschlagskraft und die Verortung im richtigen Lager siegen über differenzierende Analyse und abwägendes Urteil - so geschehen in der Debatte um das Jüdische Museum Berlin, die BDS-Bewegung oder den südafrikanischen Gelehrten Achille Mbembe. Der Eindruck entsteht, dass der "israelbezogene Antisemitismus" Kern des Problems sei und die Hauptschuld am Antisemitismus von der radikalen Rechten auf die Kritiker israelischer Politik - oder auch auf "die Muslime" - abgewälzt werden soll. Und nicht wenige ziehen es vor, von allem, was mit Juden zu tun hat, die Finger zu lassen, weil man sie sich verbrennen könnte. Am Ende steht die Beschädigung der Sache, um die es wirklich geht: die unbedingte Absage gegen jede Form von Judenfeindschaft.     Abstract: Verlagsinfo: Decolonization revolutionized the international order during the twentieth century. Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: Afghanistan has been a theatre of civil and international conflict for much of the twentieth century – stability is essential if there is to be peace in the Greater Middle East. Yet policy-makers in the West often seem to forget the lessons learned from previous administrations, whose interventions have contributed to the instability in the region. Here, Sharifullah Dorani focuses on the process of decision-making, looking at which factors influenced American policy-makers in the build-up to its longest war, the Afghanistan War, and how reactions on the ground in Afghanistan have influenced events since then. America in Afghanistan is a new, full history of US foreign policy toward Afghanistan from Bush's 'War on Terror', to Obama's war of 'Countering Violent Extremism' to Trump's war against 'Radical Islamic Terrorism'. Dorani is fluent in Pashto and Dari and uses unique and unseen Afghan source-work, published here for the first time, to understand the people in Afghanistan itself, and to answer their unanswered questions about 'real' US Afghan goals, the reasons for US failures in Afghanistan, especially its inability to improve governance and stop Pakistan, Iran and Russia from supporting the insurgency in Afghanistan, and the reasons for the bewildering changes in US Afghan policy over the course of 16 and a half years. To that end the author also assesses Presidents Karzai and Ghani's responses to Bush, Obama and Trump's policies in Afghanistan and the region. In addition, the book covers the role Afghanistan's neighbours – Russia, Iran, India, and especially Pakistan – played in America's Afghanistan War. This will be an essential book for those interested in the future of the region, and those who seek to understand its recent past.

    Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.

    Abstract: This book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country's trade and foreign policy.     Abstract: This book is a response to debates in the humanities and social sciences about the use of emotion. It explores the ways emotion is embroiled and used in contemporary engagements with the past, particularly in contexts such as heritage sites, museums, commemorations, political rhetoric and ideology, debates over issues of social memory, and touristic uses of heritage sites. Including contributions from academics and practitioners in a range of countries, the book reviews significant and conflicting academic debates on the nature and expression of affect and emotion. As a whole, the book makes an argument for a pragmatic understanding of affect and, in doing so, outlines Wetherell's concept of affective practice, a concept utilised in most of the chapters in this book. Since debates about affect and emotion can often be confusing and abstract, the book aims to clarify these debates and, through the use of case studies, draw out their implications for theory and practice within heritage and museum studies.--

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: This book is the first comprehensive academic study of German right-wing terrorism since the early 1960s available in the English language. It offers a unique in-depth analysis of German violent, extremist right-wing movements, terrorist events, groups, networks and individuals. In addition, the book discusses the so-called ‘National Socialist Underground’ (NSU) terror cell, which was uncovered in late 2011 by the authorities. The NSU had been active for over a decade and had killed at least ten people, as well as executing numerous bombings and bank robberies. With an examination of the group’s support network and the reasons behind the failure of the German authorities, this book sheds light on right-wing terrorist group structures, tactics and target groups in Germany. The book also contains a complete list of all the German right-wing terrorist groups and incidents since the Second World War. Based on the most detailed dataset of right-wing terrorism in Germany, this book offers highly valuable insights into this specific form of political violence and terrorism, which has been widely neglected in international terrorism research.

Though wars are terrible and destructive, they also seem unavoidable. In this original and deeply considered book, A. C. Grayling examines, tests, and challenges the concept of war.
