In The Civic Bargain, Brook Manville and Josiah Ober push back against the prevailing pessimism about the fate of democracy around the world. Instead of an epitaph for democracy, they offer a guide for democratic renewal, calling on citizens to recommit to a "civic bargain" with one another to guarantee civic rights of freedom, equality, and dignity. That bargain also requires them to fulfill the duties of democratic citizenship: governing themselves with no "boss" except one another, embracing compromise, treating each other as civic friends, and investing in civic education for each rising generation.Manville and Ober trace the long progression toward self-government through four key moments in democracy's history: Classical Athens, Republican Rome, Great Britain's constitutional monarchy, and America's founding. Comparing what worked and what failed in each case, they draw out lessons for how modern democracies can survive and thrive. Manville and Ober show that democracy isn't about getting everything we want; it's about agreeing on a shared framework for pursuing our often conflicting aims. Crucially, citizens need to be able to compromise, and must not treat one another as political enemies. And we must accept imperfection; democracy is never finished but evolves and renews itself continually. Never in history has a democracy succeeded in being both diverse and equal, treating members of many different ethnic or religious groups fairly. And yet achieving that goal is now central to the democratic project in countries around the world. It is, Yascha Mounk argues, the greatest experiment of our time. Drawing on history, social psychology, and comparative politics, Mounk examines how diverse societies have long suffered from the ills of domination, fragmentation, or structured anarchy. So it is hardly surprising that most people are now deeply pessimistic that different groups might be able to integrate in harmony, celebrating their differences without essentializing them.     Abstract: In this book, Lori Latrice Martin demonstrates how racial realism is a key concept for understanding why and how black people continue to live between a cycle of optimism and disappointment in the United States. Central to her argument is Derrick Bell’s work on racial realism, who argued that the subordination of black people in America is permanent. Racial Realism includes historical topics, such as Reconstruction, race in the 20th century, and recent events like #BlackLivesMatter, the COVID-19 pandemic, and the killing of George Floyd. As the author lays out, at various times in American history, black people felt a sense of hopefulness and optimism that America would finally extend treasured American values to them only to find themselves marginalized. History shows that black people have had their expectations raised so many times only to find themselves deeply disappointed.

    Abstract: "Technocratic appeals to expertise and populist invocations of 'the people' have become the central building blocks of political competition in established democracies. This development is best understood as the emergence of technopopulism-a new political field that is pushing aside the traditional struggle between left and right. Political movements and actors-such as Italy's Five Star Movement and En Marche! in France-combine these technocratic and populist appeals in a variety of ways, as do more established parties that are adapting to the forces and pressures of this new political field. In this first book-length treatment of the phenomenon of technopopulism, the authors provide both a conceptual treatment of it as a new political field and explore empirically technopopulism by focusing on British, French, and Italian politics. The book provides a detailed historical account of the formation of the ideological political field and the emergence since the 1990s of the technopopulist political field. The book considers the consequences of technopopulism for representative democracy and what remedies might exist to what the authors view as the rise of an unmediated form of political competition, one that challenges some of the core values of modern democracy"--

    Abstract: "October 5, 2013 was a big day for immigration and citizenship in the United States. Tens of thousands of protesters - undocumented immigrants, naturalized citizens, and native-born alike - rallied across more than 40 states around the country, from large cities like Los Angeles, New York, and Boston, to smaller places like Reading, Pennsylvania, Hobbs, New Mexico, and Yakima, Washington.1 In Minneapolis, nearly 2,000 demonstrators "marched from the Basilica of St. Mary, after an interfaith prayer service, to the plaza, hoisting flags and placards and chanting empowerment cries, including 'Si se puede!'"2 In Birmingham, Alabama, hundreds of rally participants listened to "the president of the N.A.A.C.P. in Alabama, [who] portrayed the immigration effort as part of broader civil rights activism in the state,"3 while in Reading, Pennsylvania, "demonstrators demanded that the congressmen sign onto or co-sponsor bipartisan immigration reform, speak on the House floor about the urgency of reform and oppose laws that promote racial profiling."4 These protests were all part of the National Day of Immigrant Dignity and Respect, as thousands of Americans joined President Barack Obama's call for Congress to pass immigrant legalization as part of a comprehensive reform package"--

Tracing the history of constituent power across five key moments - the French Revolution, nineteenth-century French politics, the Weimar Republic, post-WWII constitutionalism, and political philosophy in the 1960s - Lucia Rubinelli reconstructs and examines the history of the principle. She argues that, at any given time, constituent power offered an alternative understanding of the power of the people to those offered by ideas of sovereignty. Constituent Power: A History also examines how, in turn, these competing understandings of popular power resulted in different institutional structures and reflects on why contemporary political thought is so prone to conflating constituent power with sovereignty.

    Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: State responsibility in international law is considered one of the cornerstones of the field. For a long time it remained the exclusive responsibility system due to the primacy of States as subjects of international law. Its unique position has nonetheless been challenged by several developments both within and outside the international legal order, such as the rise of alternative responsibility ideas and practices, as well as globalization and its consequences. This book adopts a critical and holistic approach to the law of State responsibility and analyzes the functionality of the general rules of State responsibility in a changed international landscape characterized by the fragmentation of responsibility. It is argued that State responsibility is not equally relevant across the broad spectrum of international obligations, and that alternative constructions of responsibility, namely international criminal law and international liability, have increased in standing.

    Abstract: "Peace Corps volunteers seem to exemplify the desire to make the world a better place. Yet despite being one of history's clearest cases of organized idealism, the Peace Corps has, in practice, ended up cultivating very different outcomes among its volunteers. By the time they return from the Peace Corps, volunteers exhibit surprising shifts in their political and professional consciousness. Rather than developing a systemic perspective on development and poverty, they tend instead to focus on individual behavior; they see professions as the only legitimate source of political and social power. They have lost their idealism, and their convictions and beliefs have been reshaped along the way. The Death of Idealism uses the case of the Peace Corps to explain why and how participation in a bureaucratic organization changes people's ideals and politics. Meghan Elizabeth Kallman offers an innovative institutional analysis of the role of idealism in development organizations. She details the combination of social forces and organizational pressures that depoliticizes Peace Corps volunteers, channels their idealism toward professionalization, and leads to cynicism or disengagement. Kallman sheds light on the structural reasons for the persistent failure of development organizations and the consequences for the people involved.     Abstract: As multilateral development banks increasingly gained influence in shaping global development, transnational social movements pushed to hold them accountable for their human rights impact towards communities. Leon Valentin Schettler presents a novel causal mechanism of movement advocacy towards MDBs, combining disruptive and conventional tactics. Systematically comparing the evolution of human rights standards and complaint mechanisms over the last three decades, he reveals how the combination of 1) declining US hegemony, 2) counter-mobilization by China and 3) movement cooptation by the World Bank bureaucracy led to a dilution of human rights accountability in the 2010s.

In American Zealots, Arie Perliger provides a wide-ranging and rigorously researched overview of right-wing domestic terrorism.     Abstract: Pursuing Citizenship in the Enforcement Era provides readers with the everyday perspectives of immigrants on what it is like to try to integrate into American society during a time when immigration policy is focused on enforcement and exclusion. The law says that everyone who is not a citizen is an alien. But the social reality is more complicated. Ming Hsu Chen argues that the citizen/alien binary should instead be reframed as a spectrum of citizenship, a concept that emphasizes continuities between the otherwise distinct experiences of membership and belonging for immigrants seeking to become citizens. To understand citizenship from the perspective of noncitizens, this book utilizes interviews with more than one-hundred immigrants of varying legal statuses about their attempts to integrate economically, socially, politically, and legally during a modern era of intense immigration enforcement. Studying the experiences of green card holders, refugees, military service members, temporary workers, international students, and undocumented immigrants uncovers the common plight that underlies their distinctions: limited legal status breeds a sense of citizenship insecurity for all immigrants that inhibits their full integration into society. Bringing together theories of citizenship with empirical data on integration and analysis of contemporary policy, Chen builds a case that formal citizenship status matters more than ever during times of enforcement and argues for constructing pathways to citizenship that enhance both formal and substantive equality of immigrants

    Abstract: "This book compares the rights and social inclusion of two racialized minority groups: Roma in Central and Southeast Europe ("CSEE") and African Americans in the United States ("U.S."), primarily in the American South. We couch those attempts loosely in the frameworks of Roma rights and civil rights, though we will focus primarily on Roma rights in post-Communist CSEE (from 1991 until the present) and civil rights during the U.S. Civil Rights Movement (roughly 1954-1968). Scholars have made fleeting comparisons between Roma and African Americans for years, and in the last decade, the Roma rights-Civil Rights comparison has recurred with increasing frequency. Despite the burgeoning recognition of the broader similarities between Roma and African Americans, including the systems that facilitate their marginalization and the barriers to their representation, no book-length work has sustained these comparisons"--

    Abstract: Diese Arbeit zeigt, dass die im Iran verfassungsrechtlich garantierten Personalstatuten ("ahvāl-e šakhsīye") der offiziell anerkannten religiösen Minderheiten (Zoroastrier, Juden und Christen), diesen durchaus Rechte hinsichtlich ihrer persönlichen Angelegenheiten gewähren. Dennoch kommt es zu Maßnahmen, die vor allem die völkerrechtlichen Rechte der religiösen Minderheiten nach Art. 27 IPbpR beeinträchtigen. Die Arbeit behandelt erstmalig einen Rechtsvergleich dieser Statuten. Zudem behandelt die Autorin den Schutz religiöser Minderheiten im Völkerrecht, die Rechtsstellung religiöser Minderheiten im islamischen Recht und ausführlich die Rechtstellung religiöser Minderheiten im Iran (u.a. Sunniten, Sufi-Orden, Ahl-e Haq-Orden, Aleviten, Zaiditen, Ismailiten, Zoroastrier, Juden, Christen, Bahai, Mandäer und Yeziden). Die Autorin bietet Lösungen zur Behebung der Probleme der religiösen Minderheiten an und leistet einen Beitrag für eine zukünftige Harmonisierung zwischen iranischem Recht und Völkerrecht.
    Abstract: This study shows that the personal statutes (šakhsīye-e ahvāl) of the officially recognised religious minorities (Zoroastrians, Jews and Christians), which are constitutionally guaranteed in Iran, grant them rights with regard to their personal affairs. Nevertheless, measures have been taken which, above all, affect the rights of religious minorities under international law according to Art. 27 of the IPCPR. This work is the first to deal with a legal comparison of these statutes. In addition, the author discusses the protection of religious minorities in international law, the legal status of religious minorities in Islamic law and, in detail, the legal status of religious minorities in Iran (including Sunnis, Sufi orders, Ahl-e Haq orders, Alevis, Zaidites, Ismailites, Zoroastrians, Jews, Christians, Baha'i, Mandaeans and Yezidis). The author offers solutions to the problems of religious minorities and contributes to the future harmonisation of Iranian law and international law.

    Abstract: In Virtual Pedophilia Gillian Harkins traces how by the end of the twentieth century the pedophile as a social outcast evolved into its contemporary appearance as a virtually normal white male. The pedophile's alleged racial and gender normativity was treated as an exception to dominant racialized modes of criminal or diagnostic profiling. The pedophile was instead profiled as a virtual figure, a potential threat made visible only when information was transformed into predictive image. The virtual pedophile was everywhere and nowhere, slipping through day-to-day life undetected until people learned how to arm themselves with the right combination of visually predictive information. Drawing on television, movies, and documentaries such as Law and Order: SVU, To Catch a Predator, Mystic River, and Capturing the Friedmans, Harkins shows how diverse U.S. audiences have been conscripted and trained to be lay detectives who should always be on the lookout for the pedophile as virtual predator. In this way, the perceived threat of the pedophile legitimated increased surveillance and ramped-up legal strictures that expanded the security apparatus of the carceral state

    Abstract: Uneasy Military Encounters presents a historically and theoretically grounded political ethnography of the Thai military's counterinsurgency practices in the southern borderland, home to the greater part of the "Malay-Muslim minority." Ruth Streicher argues that counterinsurgency practices mark the southern population as the racialized, religious, and gendered "other" of the Thai, which contributes to producing Thailand as an imperial formation: a state formation based on essentialized difference between the Thai and their "others."Through a genealogical approach, Uneasy Military Encounters addresses broad conceptual questions of imperial politics in a non-Western context: How can we understand imperial policing in a country that was never colonized? How is "Islam" constructed in a state that is officially secular and promotes Buddhist tolerance? What are the (historical) dynamics of imperial patriarchy in a context internationally known for its gender pluralism? The resulting ethnography excavates the imperial politics of concrete encounters between the military and the southern population in the ongoing conflict in southern Thailand

    Abstract: No contemporary figure is more demonized than the Islamist foreign fighter who wages jihad around the world. Spreading violence, disregarding national borders, and rejecting secular norms, so-called jihadists seem opposed to universalism itself. In a radical departure from conventional wisdom on the topic, The Universal Enemy argues that transnational jihadists are engaged in their own form of universalism: these fighters struggle to realize an Islamist vision directed at all of humanity, transcending racial and cultural difference. Anthropologist and attorney Darryl Li reconceptualizes jihad as armed transnational solidarity under conditions of American empire, revisiting a pivotal moment after the Cold War when ethnic cleansing in the Balkans dominated global headlines. Muslim volunteers came from distant lands to fight in Bosnia-Herzegovina alongside their co-religionists, offering themselves as an alternative to the US-led international community. Li highlights the parallels and overlaps between transnational jihads and other universalisms such as the War on Terror, United Nations peacekeeping, and socialist Non-Alignment. Developed from more than a decade of research with former fighters in a half-dozen countries, The Universal Enemy explores the relationship between jihad and American empire to shed critical light on both.

Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

Is this phenomenon the end of neoliberalism or its monstrous offspring? In the Ruins of Neoliberalism casts the hard-right turn as animated by socioeconomically aggrieved white working- and middle-class populations but contoured by neoliberalism’s multipronged assault on democratic values. From its inception, neoliberalism flirted with authoritarian liberalism as it warred against robust democracy. It repelled social-justice claims through appeals to market freedom and morality. It sought to de-democratize the state, economy, and society and re-secure the patriarchal family. In key works of the founding neoliberal intellectuals, Wendy Brown traces the ambition to replace democratic orders with ones disciplined by markets and traditional morality and democratic states with technocratic ones.

    Abstract: Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.
