    Abstract: Spätestens mit den Debatten zu einer zunehmenden Polarisierung der deutschen und anderer europäischer Gesellschaften rückt die Frage nach Prozessen der Radikalisierung in den Blick. Neben individuellen Radikalisierungen sind es vor allem gesellschaftliche Rahmenbedingungen, die für die Radikalisierung, manchmal sogar ganzer Gruppen, verantwortlich zeichnen.     Abstract: Dieses Open-Access-Buch behandelt die Frage, wie und warum es dazu kommt, dass Menschen schwere islamistische Gewalttaten, etwa in Form terroristischer Anschläge oder gewaltsamer Hasskriminalität, in Westeuropa begehen wollen. Das im Rahmen des Buches entwickelte Erklärungsmodell nähert sich der Beantwortung dieser Frage in zwei Schritten: erstens wird erklärt, wie und warum Menschen überhaupt bereit werden, im Namen einer Ideologie zu töten. Die allermeisten Menschen, die sich hin zu einer solchen Gewaltbereitschaft radikalisieren, begehen allerdings keine Gewalttat. Daher wird zweitens dargelegt, unter welchen Bedingungen diese ideologiebasierte Gewaltbereitschaft in einer konkreten Gewalthandlung in Westeuropa gipfelt. Das entwickelte Erklärungsmodell wird im Anschluss empirisch überprüft. Der Fokus richtet sich dabei insbesondere auf die theoretisch formulierten Bedingungen der Tatbegehung. Diese Annahmen werden am Beispiel realisierter oder geplanter islamistischer Gewaltstraftaten in Westeuropa zwischen 2000-2013 getestet. Der Autor Marco-Thejesh Lohmann ist derzeit im Bereich der Islamismusprävention in Deutschland tätig. Er arbeitet in einem Präventionsprogramm, das darauf abzielt, der Radikalisierung junger Menschen möglichst frühzeitig entgegenzuwirken.

    Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order. Gerlinde Groitl is Associate Professor of International Politics and Transatlantic Relations at the University of Regensburg, Germany.

    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

Rahel Jaeggi verteidigt in ihrem Buch das Begriffspaar Fortschritt und Regression als unverzichtbares sozialphilosophisches Werkzeug für die Kritik unserer Zeit. Als fortschrittlich oder regressiv versteht sie nicht nur das Resultat, sondern vor allem die Gestalt gesellschaftlicher Transformationen selbst. Indem sie nach den Erfahrungsblockaden fragt, die regressiven Tendenzen Vorschub leisten, entwickelt sie einen Begriff des Fortschritts, der eurozentrische Verzerrungen ebenso vermeidet wie die Vorstellung einer zwangsläufigen Entwicklungstendenz.     Abstract: The textbook provides an in-depth overview of African history and politics from the Atlantic slave trade, through the phases of colonialism and decolonization, to the development problems of the present.     Abstract: "How do religious, ethnic, and national identities interact in religiously homogenous ethnic conflicts? Is it possible for religion to act as a resolution tool in such conflicts? Why? Why not? In search for answers to these questions, Under the Banner of Islam focuses on the ambivalent role Sunni Islam has played in Turkey's Kurdish conflict-both as a conflict-resolution tool and as a tool of resistance-in the last two decades. Relying mainly on participant observation in Civil Friday Prayers and 62 interviews conducted in three different cities in Turkey (Istanbul and the majority-Kurdish Diyarbakir and Batman) between June 2012 and June 2013, it demonstrates that Sunni Islam has had a very limited impact as a conflict-resolution tool in Turkey. Blending interview data with a detailed historical institutional analysis that goes back as early as the nineteenth century, it argues that the strength of Turkish and Kurdish nationalisms, the symbiotic relationship between Turkey's religious and political fields, religious elites' varying conceptualizations of religious and ethnic identities, and the recent political developments in the region (particularly the establishment of an autonomous Kurdish region, Rojava, in Syria) have all contributed to this outcome. The resulting narrative is not only a record of religion, ethnicity, and nationalism in Turkey's Kurdish conflict, but also an investigation of how ethnic and religious identities are negotiated in conflict resolution and how symbolic boundaries are drawn in ethnic conflict zones"--

    Abstract: Much of the Middle East and North Africa still appears to be in a transitional period set in motion by the 2011 Arab uprisings, and the political trajectory of the region remains difficult to grasp. In The Clash of Values, Mansoor Moaddel provides groundbreaking empirical data to demonstrate how the collision between Islamic fundamentalism and liberal nationalism explains the region's present and will determine its future. Analyzing data from over 60,000 face-to-face interviews of nationally representative samples of people in seven countries - Egypt, Iraq, Lebanon, Pakistan, Saudi Arabia, Tunisia, and Turkey - Moaddel reveals the depth and breadth of the conflict of values. He develops measures of expressive individualism, gender equality, secularism, and religious fundamentalism and shows that the factors that strengthen liberal values also weaken fundamentalism. Moaddel highlights longitudinal data showing changes in orientations toward secular politics, Western-type government, religious tolerance, national identity, and to a limited extent gender equality, as well as a significant decline in support for political Islam, over the past decade. Focusing on these trends, he contends that the Arab Spring represents a new phase of collective action rooted in the spread of the belief in individual liberty. Offering a rigorous and deeply researched perspective on social change, The Clash of Values disentangles the Middle East and North Africa's political complexity and pinpoints a crucial trend toward liberal nationalism

    Abstract: The wake of the financial crisis has inspired hopes for dramatic change and stirred visions of capitalism's terminal collapse. Yet capitalism is not on its deathbed, utopia is not in our future, and revolution is not in the cards. In Capitalism on Edge, Albena Azmanova demonstrates that radical progressive change is still attainable, but it must come from an unexpected direction.Azmanova's new critique of capitalism focuses on the competitive pursuit of profit rather than on forms of ownership and patterns of wealth distribution. She contends that neoliberal capitalism has mutated into a new form-precarity capitalism-marked by the emergence of a precarious multitude. Widespread economic insecurity ails the 99 percent across differences in income, education, and professional occupation; it is the underlying cause of such diverse hardships as work-related stress and chronic unemployment. In response, Azmanova calls for forging a broad alliance of strange bedfellows whose discontent would challenge not only capitalism's unfair outcomes but also the drive for profit at its core. To achieve this synthesis, progressive forces need to go beyond the old ideological certitudes of, on the left, fighting inequality and, on the right, increasing competition. Azmanova details reforms that would enable a dramatic transformation of the current system without a revolutionary break. An iconoclastic critique of left orthodoxy, Capitalism on Edge confronts the intellectual and political impasses of our time to discern a new path of emancipation

    Abstract: The author carves out the entanglements of jihadist ideology and warfare with geographical concepts at Africa’s periphery of the Islamic world: geographical knowledge about the boundary between the "Land of Islam" and the "Land of War"; the pre-colonial construction of "the Muslim" and "the unbeliever"; and the transfer of ideas between political elites and mobile actors (traders, pilgrims, slaves, soldiers), whose reports helped shape new definitions of the African frontier of Islam. Research for this book is based on the study of a very wide range of Arabic and West African (Hausa, Fulfulde) manuscripts. Their policies reveal the persistent reciprocity of jihadist warfare and territorial statehood, of Africa and the Middle East.

    Abstract: The inside story of political protest in Saudi Arabia—on the ground, in the suburbs, and in the face of increasing state repression. Graveyard of Clerics takes up two global phenomena intimately linked in Saudi Arabia: urban sprawl and religious activism. Saudi suburbia emerged after World War II as citizens fled crowded inner cities. Developed to encourage a society of docile, isolated citizens, suburbs instead opened new spaces for political action. Religious activists in particular turned homes, schools, mosques, and summer camps into resources for mobilization. With the support of suburban grassroots networks, activists won local elections and found opportunities to protest government actions—until they faced a new wave of repression under the current Saudi leadership. Pascal Menoret spent four years in Saudi Arabia in the places where today's Islamic activism first emerged. With this book, he tells the stories of the people actively countering the Saudi state and highlights how people can organize and protest even amid increasingly intense police repression. This book changes the way we look at religious activism in Saudi Arabia. It also offers a cautionary tale: the ongoing repression by Saudi elites—achieved often with the complicity of the international community—is shutting down grassroots political movements with significant consequences for the country and the world

    Abstract: Uneasy Military Encounters presents a historically and theoretically grounded political ethnography of the Thai military's counterinsurgency practices in the southern borderland, home to the greater part of the "Malay-Muslim minority." Ruth Streicher argues that counterinsurgency practices mark the southern population as the racialized, religious, and gendered "other" of the Thai, which contributes to producing Thailand as an imperial formation: a state formation based on essentialized difference between the Thai and their "others."Through a genealogical approach, Uneasy Military Encounters addresses broad conceptual questions of imperial politics in a non-Western context: How can we understand imperial policing in a country that was never colonized? How is "Islam" constructed in a state that is officially secular and promotes Buddhist tolerance? What are the (historical) dynamics of imperial patriarchy in a context internationally known for its gender pluralism? The resulting ethnography excavates the imperial politics of concrete encounters between the military and the southern population in the ongoing conflict in southern Thailand

Immer öfter aber erheben Aktivisten und Interessierte aus Medien und Politik den Antisemitismus-Vorwurf und fordern lautstark Deutungshoheit ein. Meinungsstärke, Durchschlagskraft und die Verortung im richtigen Lager siegen über differenzierende Analyse und abwägendes Urteil - so geschehen in der Debatte um das Jüdische Museum Berlin, die BDS-Bewegung oder den südafrikanischen Gelehrten Achille Mbembe. Der Eindruck entsteht, dass der "israelbezogene Antisemitismus" Kern des Problems sei und die Hauptschuld am Antisemitismus von der radikalen Rechten auf die Kritiker israelischer Politik - oder auch auf "die Muslime" - abgewälzt werden soll. Und nicht wenige ziehen es vor, von allem, was mit Juden zu tun hat, die Finger zu lassen, weil man sie sich verbrennen könnte.     Abstract: No contemporary figure is more demonized than the Islamist foreign fighter who wages jihad around the world. Spreading violence, disregarding national borders, and rejecting secular norms, so-called jihadists seem opposed to universalism itself. In a radical departure from conventional wisdom on the topic, The Universal Enemy argues that transnational jihadists are engaged in their own form of universalism: these fighters struggle to realize an Islamist vision directed at all of humanity, transcending racial and cultural difference. Anthropologist and attorney Darryl Li reconceptualizes jihad as armed transnational solidarity under conditions of American empire, revisiting a pivotal moment after the Cold War when ethnic cleansing in the Balkans dominated global headlines. Muslim volunteers came from distant lands to fight in Bosnia-Herzegovina alongside their co-religionists, offering themselves as an alternative to the US-led international community. Li highlights the parallels and overlaps between transnational jihads and other universalisms such as the War on Terror, United Nations peacekeeping, and socialist Non-Alignment. Developed from more than a decade of research with former fighters in a half-dozen countries, The Universal Enemy explores the relationship between jihad and American empire to shed critical light on both.

    Abstract: Die vorliegende Studie untersucht, welche Rolle Massenmedien in der politischen Transformation im Irak nach 2003 gespielt haben. Anknüpfend an Karl Polanyis bahnbrechendes Buch The Great Transformation rekapituliert Ther die rasanten Veränderungen der letzten drei Jahrzehnte, die westlich des ehemaligen Eisernen Vorhangs nicht minder dramatische Folgen hatten als östlich davon.

    Abstract: Das Erstarken rechtspopulistischer Bewegungen führt zu einer Normverschiebung in europäischen Gesellschaften und erzeugt Spannungen, die sich in Polarisierung widerspiegeln. Es geht dabei weniger um Migration selbst als um die Prozesse, die stattfinden, wenn Migrant*innen und ihre Nachkommen ihre Rechte einfordern. Die Frage des Umgangs mit Migration wird so zur Chiffre für Anerkennung von Gleichheit in demokratischen Gesellschaften. Naika Foroutan zeigt, dass die Migrationsfrage zur neuen sozialen Frage geworden ist – an ihr werden Verteilungsgerechtigkeit und kulturelle Selbstbeschreibung ebenso wie die demokratische Verfasstheit verhandelt. »Wie hältst Du es mit der Migration?« steht für die Frage danach, was ausgehandelt werden muss, damit die plurale Demokratie zusammenhält. Die postmigrantische Gesellschaft ist also eine, die sich im Kontext der Debatten um den Stellenwert von Migration neu ordnet. // Quelle: Klappentext.

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: The two decades that preceded the 2011 revolutions in Egypt and Syria, especially the 1990s, witnessed animated debates on "tanwir," the Arabic version of Enlightenment ideas that date to the nahda, or Arab cultural renaissance, movement of the late 19th and early 20th centuries. At the turn of the millennium Egyptian and Syrian societies suffered the worsening impact of corrupt and autocratic regimes in almost every aspect of life. All efforts at protest and change had failed, leaving people with a deep sense of helplessness. State violence, repression, censorship, the absence of the rule of law, and pauperization, as well as the collapse of health and education, had traumatized these countries and exhausted their people. Various sectors of society, including workers, students, women, peasants and intellectuals had tried to oppose, resist, and reform but to no avail. The ominous sociopolitical, economic, and cultural consequences and the frustration and anxiety that they engendered resulted in the tanwir debates on the eve of the sweeping revolts of 2011. In both countries, Egypt and Syria, they addressed issues of human dignity, liberty, tolerance, reason, education, human rights, and democracy. What were the concerns, ideas, and values articulated in the debates? To what extent did they relate to what was expressed a few years later in the popular uprisings that took place in the cities and provinces of Syria and Egypt? Enlightenment on the Eve of Revolution provides answers to these questions

    Abstract: In 2014, the declaration of the Islamic State caliphate was hailed as a major victory by the global jihadist movement. But it was short-lived. Three years on, the caliphate was destroyed, leaving its surviving fighters - many of whom were foreign recruits - to retreat and scatter across the globe. So what happens now? Is this the beginning of the end of IS? Or can it adapt and regroup after the physical fall of the caliphate? In this timely analysis, terrorism expert Colin P. Clarke takes stock of IS - its roots, its evolution, and its monumental setbacks - to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past – with peripatetic and divided groups of militants dispersing to new battlefields, from North Africa to Southeast Asia, where they will join existing civil wars, establish safe havens and sanctuaries, and seek ways of conducting spectacular attacks in the West that inspire new followers. In this fragmented and atomized form, Clarke cautions, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

    Abstract: The 1998 attacks against US embassies in Nairobi and Dar es Salaam attest to al-Qaeda’s durable presence in Africa, yet Islamist-inspired radical organisations in the continent have gained much attention of late, the result of their campaigns of insurgent and terrorist violence directed against the state in Algeria, Somalia, Nigeria, Mali, Burkina Faso, Niger, Tanzania, Ethiopia, Uganda, Djibouti and Kenya. These groups include Al-Qaeda in the Islamic Maghreb, Harakat Al Shabaab, Boko Haram, the Movement for Oneness and Jihad in West Africa, and Ansar Dine. This book explains why the Idea of Jihad is alive and well in sub-Saharan Africa, even after more than thirty years of Western and global efforts to curtail it, and how most important organisations are formed by the interaction between the often under-estimated local and global dynamics. Stig Jarle Hansen has been researching African radical violent Islamism for more than fifteen years and is well placed to explain how and why such groups emerged, whether they manifest any specific traits compared with other violent Islamists, and what is likely to be their impact beyond the African continent. He also discusses the response of African and Western governments to this phenomenon.

    Abstract: Volume One of Three Revolutions presents the overall research and discussions on topics related to the revolutionary events that have unfolded in Ukraine since 1990. The three revolutions referred to in this project include: the Revolution on Granite (1990); the Orange Revolution (2004-2005); and the Euromaidan Revolution (2013-2014). The project’s overall goal was to determine the extent to which we have the right to use the term “revolution” in relation to these events. Moreover, the research also uncovered the methodological problems associated with this task. Lastly, the project investigated to what extent the three revolutions are connected to each other and to what extent they are detached.     Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.

Of the many popular uprisings against autocratic regimes, Tunisia’s now stands alone as a beacon of hope for sustainable human rights progress. Libya is a failed state; Egypt returned to military dictatorship; the Gulf States suppressed popular protests and tightened control; and Syria and Yemen are ravaged by civil war. Challenging the widely shared pessimism among regional experts, Micheline Ishay charts bold and realistic pathways for human rights in a region beset by political repression, economic distress, sectarian conflict, a refugee crisis, and violence against women. With due attention to how patterns of revolution and counterrevolution play out in different societies and historical contexts, Ishay reveals the progressive potential of subterranean human rights forces and offers strategies for transforming current realities in the Middle East.

    Abstract: Faisal Devji argues that new forms of militancy, such as the actions of al-Qaeda, are informed by the same desire for agency and equality that animates other humanitarian interventions, such as environmentalism and pacifism. To the militant, victimized Muslims are more than just symbols of ethnic and religious persecution-they represent humanity's centuries-long struggle for legitimacy and agency. Acts of terror, therefore, are fueled by the militant's desire to become a historical actor on the global stage. Though they have yet to build concrete political institutions, militant movements have formed a kind of global society, and as Devji makes clear, this society pursues the same humanitarian objectives that drive more benevolent groups.

    Abstract: Die Aufschlüsselung der unterschiedlichen Deutungen von islāh liefert zugleich neue Erkenntnisse über Prozesse der Herstellung und Aushandlung gruppenübergreifender Zugehörigkeit und politischer Legitimität im Übergang von vorkolonialen zu kolonialen Formen der Staatlichkeit in Marokko.

    Abstract: Can open society survive? Is Europe disintegrating? How to overcome the economic crisis? Will Europeans feel secure again. Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.
